This bill allows financial institutions to share suspicious-activity reports with foreign branches and affiliates unless the foreign branch or affiliate is located in a jurisdiction that (1) is subject to countermeasures imposed by the federal government, or (2) has been deemed unable to protect the privacy and confidentiality of such information.

Family Savings Act of 2018 This bill modifies the requirements for employer-provided retirement plans and tax-favored savings accounts. With respect to employer-provided retirement plans, the bill modifies requirements regarding: multiple employer and pooled employer plans, nonelective contributions to 401(k) plans, loans, the portability of lifetime income investments, the treatment of custodial accounts upon termination of section 403(b) plans, retirement income accounts for church-controlled organizations, required minimum distributions, retirement plan contributions picked up by government employers for new or existing employees, elective deferrals by members of the Ready Reserve of a reserve component of the Armed Forces, and nondiscrimination rules. The bill modifies requirements for other tax-favored savings account to: treat taxable non-tuition fellowship and stipend payments as compensation for the purpose of an Individual Retirement Account (IRA), repeal the maximum age for traditional IRA contributions, allow individuals to establish tax-favored universal savings accounts, expand the purposes for which qualified tuition programs (commonly known as 529 plans) may be used, and allow certain penalty-free withdrawals from retirement plans if a child is born or adopted.

Know the Cost Act of 2018 This bill prohibits a health insurance plan or pharmacy benefits manager from restricting a pharmacy from informing an enrollee of any difference between the cost of a drug under the plan and the cost of the drug without health insurance coverage. (Such restrictions are commonly referred to as gag clauses.)

Aretha Franklin Congressional Gold Medal Act This bill instructs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the posthumous presentation of a Congressional Gold Medal in commemoration of Aretha Franklin in recognition of her outstanding artistic and historical significance to the culture of the United States.

Vietnam Veterans Liver Fluke Cancer Study Act This bill directs the Department of Veterans Affairs to conduct an epidemiological study and report to Congress on the prevalence of cholangiocarcinoma (bile duct cancer) in Vietnam era veterans. The study shall identify the rate of incidence of cholangiocarcinoma in such veterans and in U.S. residents.

Restore Our Parks and Public Lands Act This bill establishes the National Park Service and Public Lands Legacy Restoration Fund and requires 50% of all energy development revenues for FY2019-FY2023 to be deposited into such fund. Amounts deposited in the fund must not exceed $1.3 billion for any fiscal year and must be used for meeting high-priority deferred maintenance needs of the National Park Service.

Workforce Development Through Post-Graduation Scholarships Act of 2018 This bill amends the Internal Revenue Code to exclude post-graduation scholarship grants from gross income in the same manner as scholarships are currently excluded. A "post-graduation scholarship grant" is a grant provided by a program that: (1) is established by certain tax-exempt organizations; (2) is designed to encourage individuals to serve in occupations of unmet needs or in areas of unmet needs; and (3) under which, in accordance with the conditions of a grant, the organization repays any portion of an education loan incurred by an individual to pay higher education expenses.

AG and Legal Workforce Act This bill establishes a new H-2C nonimmigrant visa for aliens coming temporarily to the United States to perform agricultural labor or services. In addition, the bill (1) directs the Department of Homeland Security to create an electronic employment-eligibility confirmation system modeled after the E-Verify system, and (2) mandates the use of such a system by employers.

Honest Operators Undertake Road Safety Act or the HOURS Act This bill amends the Motor Carrier Safety Improvement Act of 1999 with respect to commercial motor vehicle safety regulations involving the transportation of agricultural commodities and farm supplies. The Department of Transportation (DOT) shall issue or revise regulations to ensure that a driver is exempt from requirements with respect to a driver's record of duty status and supporting documents, if (1) the driver meets certain requirements, including that he or she operates within a 150 air-mile radius of the normal work reporting location and, if driving a property-carrying commercial motor vehicle, returns to the work reporting location and is released from work within 14 consecutive hours; and (2) the motor carrier that employs the driver maintains and retains for a period of six months accurate and true records showing certain information, including the time the driver reports for duty each day and the total number of hours the driver is on duty each day. DOT shall issue or revise regulations to ensure that a driver or motor carrier subject to the use of an electronic logging device, hall only be required, for purposes of federal hours of service requirements, to obtain and retain supporting documentation regarding the start and end times of each applicable daily on-duty period. The public participation requirements shall not apply to a rulemaking regarding hours of service requirements as they relate to sleeper berths for property-carrying commercial motor vehicle drivers.

Individuals in Medicaid Deserve Care that is Appropriate and Responsible in its Delivery Act or the IMD CARE Act This bill temporarily allows states to apply to receive federal Medicaid payment for services provided in institutions for mental diseases (IMDs) for enrollees (aged 21 to 64) with opioid use disorders. In general, with respect to an eligible enrollee, services may be covered for a total of up to 30 days in a 12-month period. States must include specified information in their applications, including plans to improve access to outpatient care. Current law generally prohibits federal payment under Medicaid for services provided in IMDs for individuals under the age of 65 (although states may receive payment through certain mechanisms, such as through a Medicaid demonstration waiver).

Securing the International Mail Against Opioids Act of 2018 This bill establishes requirements related to U.S. Postal Service (USPS) international mail shipments. Among other requirements, the bill requires USPS to gather advanced data on its shipments and share such information with U.S. Customs and Border Protection and assesses a fee on on overseas inbound express mail.

Cooperate with Law Enforcement Agencies and Watch Act of 2018 This bill limits a financial institution's liability for maintaining a customer account in compliance with a written request by a federal or state law enforcement agency. A federal or state agency may not take an adverse supervisory action against a financial institution with respect to maintaining an account consistent with such a request.

Flatside Wilderness Enhancement Act (Sec. 2) The bill adds certain land in the Ouachita National Forest, comprising approximately 640 acres and identified as Recommended Wilderness Additions, to the Flatside Wilderness in the portion of the forest in Arkansas. (Sec. 3) The bill designates the wilderness additions as the Bethune Woods-Flatside Wilderness.

Ending the Fentanyl Crisis Act of 2018 This bill amends the Controlled Substances Act and the Controlled Substances Import and Export Act to modify the drug quantity thresholds that trigger a mandatory minimum prison term for a defendant who manufactures, distributes, imports, exports, or possesses with intent to distribute fentanyl. Specifically, the bill reduces from 400 to 20 grams the fentanyl quantity and from 100 to 5 grams the fentanyl analogue quantity that trigger a 10-year or 20-year mandatory minimum prison term for high-level first-time or repeat offenders. It also reduces from 40 to 2 grams the fentanyl quantity and from 10 to 0.5 grams the fentanyl analogue quantity that trigger a 5-year or 10-year mandatory minimum prison term for low-level first-time or repeat offenders. Additionally, the bill directs the U.S. Postal Service to increase the availability of chemical screening devices and dedicate the appropriate number of personnel to interdict fentanyl and other substances that are unlawfully imported into the United States.

Support Technology and Research for Our Nation's Growth and Economic Resilience Patents Act of 2018 or the STRONGER Patents Act of 2018 This bill makes several changes to the patent law, including the procedures that the U.S. Patent and Trademark Office uses to conduct administrative patent validity reviews.

Trickett Wendler, Frank Mongiello, Jordan McLinn, and Matthew Bellina Right to Try Act of 2018 This bill amends the Federal Food, Drug, and Cosmetic Act to exempt, from specified requirements and restrictions under that Act and other laws, the provision of certain unapproved, investigational drugs to a terminally ill patient who has exhausted approved treatment options and is unable to participate in a clinical trial involving the drugs. The manufacturer or sponsor of an eligible investigational drug must publish annual summaries on any use of the drug in accordance with these provisions. The bill limits the liability of a sponsor, manufacturer, licensed physician, clinical investigator, or hospital that provides, or declines to provide, an eligible investigational drug to an eligible patient in accordance with the bill.

Alternatives to Opioids (ALTO) in the Emergency Department Act This bill requires the Department of Health and Human Services to carry out a three-year demonstration program awarding grants to hospitals and emergency departments to develop, implement, enhance, or study alternative pain management protocols and treatments that promote limited use of opioids in emergency departments.

Preventing Overdoses While in Emergency Rooms Act of 2018 This bill requires the Department of Health and Human Services to establish a grant program to: (1) develop protocols for discharging patients who are treated for a drug overdose, and (2) enhance the integration and coordination of postdischarge care and treatment options for individuals with a substance use disorder.

United States-Israel Security Assistance Authorization Act of 2018 This bill extends Military Financing Program grants for Israel through FY2023. The Department of Defense shall conduct a joint assessment with Israel regarding: (1) precision guided munitions needed by Israel in a sustained armed confrontation with Hezbollah and other armed groups and terrorist organizations, and (2) related U.S. assistance and resupply planning. The President may utilize the Special Defense Acquisition Fund to transfer precision guided munitions and related defense articles and services to reserve stocks for Israel. Authorities for loan guarantees and the war reserves stockpile for Israel are extended through FY2023. The Department of Homeland Security shall establish a seven-year grant program with Israel to support: (1) cybersecurity research and development, and (2) commercialization of cybersecurity technology. The U.S. Agency for International Development may enter into memoranda of understanding with Israel to advance common goals on energy, agriculture and food security, democracy, economic growth, education, and health. The National Aeronautics and Space Administration (NASA) shall continue to work with the Israel Space Agency to pursue peaceful space exploration and science initiatives. The President may enter into a cooperative project agreement with Israel to carry out research and joint production of defense articles and services to detect and destroy unmanned aerial vehicles (i.e., drones) that threaten the United States or Israel. The bill states that it is U.S. policy to ensure that Israel maintains its qualitative military edge.

Iranian Revolutionary Guard Corps Economic Exclusion Act This bill expands sanctions against Iran's Islamic Revolutionary Guard Corps (IRGC). The President shall report to Congress regarding: foreign and domestic supply chains that significantly aid the IRGC; Iranian state-owned entities that provide support to terrorist entities, including Mahan Air; and foreign persons owned or controlled by the IRGC, including companies listed on the Tehran Stock Exchange or companies with a value in excess of $100 million. The bill states that it is U.S. policy to prevent Iran's membership in the World Trade Organization and similar international bodies as long as Iran remains a state sponsor of terrorism.

USA Workforce Tax Credit Act This bill amends the Internal Revenue Code to allow tax credits for charitable contributions to certain nonprofit organizations with the exclusive purpose of providing: (1) workforce development and apprenticeship training, or (2) scholarships for elementary and secondary education expenses of students from households with income that does not exceed 200% of the median gross income. The bill limits the credits to specified amounts for individuals and corporations. It also: (1) imposes a tax on workforce development, apprenticeship training, and scholarship granting organizations that fail to distribute a specified portion of their receipts; and (2) establishes a $2 billion annual volume cap for the tax credits allowed under this bill.

TRID Improvement Act of 2018 This bill amends the Real Estate Settlement Procedures of 1974 to modify disclosure requirements applicable to mortgage loan transactions. Specifically, the disclosed charges for any title insurance premium shall be equal to the amount charged for each individual title insurance policy, subject to any discounts as required by either state regulation or the title company rate filings.

Jessie's Law This bill requires the Department of Health and Human Services (HHS) to develop and disseminate best practices for health care providers and state agencies regarding the display of a patient's history of opioid addiction in the patient's medical records. In doing so, HHS must identify: (1) the circumstances under which information provided by a patient to a health care provider should, upon patient request, be displayed in the patient's medical records; (2) what constitutes a patient request; and (3) the process and methods by which the information should be displayed.

Advancing Cutting Edge Research Act or the ACE Research Act This bill amends the Public Health Service Act to expand the National Institutes of Health's unique research initiatives to include cutting-edge research that: (1) fosters scientific creativity and increases fundamental biological understanding leading to the prevention, diagnosis, or treatment of diseases and disorders; or (2) is urgently required to respond to a public health threat. (Unique research initiatives may be supported through transactions other than contracts, grants, or cooperative agreements.)

Combating Opioid Misuse By Advancing Treatment Act of 2018 or the COMBAT Act of 2018 This bill requires the Government Accountability Office to conduct a study on best practices used by federal departments and agencies to reduce opioid use following a medical procedure that is conducted, funded, or otherwise supported by such agencies and departments.

This bill directs the Department of Veterans Affairs (VA) to ensure that if it creates a presumption of service connection between the occurrence of a disease and exposure to a herbicide agent while serving in the Armed Forces during the Vietnam era at a military base in Thailand, such presumption shall also apply to exposure to a herbicide agent while serving in the Armed Forces during the Vietnam era at any military base in Thailand without regard to where on the base the veteran was located or what military job specialty the veteran performed. The VA may provide to any spina bifida-affected child of a veteran who served on active duty in Thailand beginning on January 9, 1962, and ending on May 7, 1975, and who was exposed to a herbicide agent during such service, the same health care, vocational training and rehabilitation, and monetary allowance required to be paid to a similarly affected child of a Vietnam veteran.

This bill amends the Bank Holding Company Act of 1956 to exempt from the Volcker Rule banks with assets of $10 billion or less. (The Volcker Rule prohibits banking agencies from engaging in proprietary trading or entering into certain relationships with hedge funds and private-equity funds.) The bill also grants exclusive rulemaking authority under the Volcker Rule to the Federal Reserve Board. (Currently, the Office of the Comptroller of the Currency, the Federal Deposit Insurance Corporation, the Securities and Exchange Commission, and the Commodity Futures Trading Commission also have regulatory authority under the Volcker Rule.)

Acknowledges: (1) the importance of the U.S.-Egypt partnership in advancing common interests, and (2) Egypt's regional role as a partner in the fight against terrorism and violent extremism. Recognizes the necessity for Egypt's leaders to take steps toward education reform that prioritizes impartial instruction of all religions and political reform that prioritizes human rights, fundamental freedoms, and the rule of law. Urges the government of Egypt to: (1) enact reforms to ensure that Coptic Christians are given the same rights and opportunities as all other Egyptian citizens; (2) end the culture of impunity for attacks on Christians; and (3) arrest, prosecute, and convict individuals who carry out such attacks.

Century Farms Act of 2017 This bill requires the Department of Agriculture to establish a program to recognize: (1) any farm that a state department of agriculture or similar statewide agricultural organization recognizes as a Century Farm, or (2) a farm or ranch that has been operated continuously and owned by the same family for at least 100 consecutive years.

This bill amends the Federal Deposit Insurance Act, the Bank Holding Company Act of 1956, and the Home Owners' Loan Act to exclude initial client margin funds (i.e., funds lent to a client by a broker to facilitate a derivatives contract) from leverage-exposure calculations for purposes of determining whether an insured depository institution, a bank holding company, or a savings and loan holding company is in compliance with federal leverage-based capital standards.

Recovering America's Wildlife Act This bill amends the Pittman-Robertson Wildlife Restoration Act to direct the Department of the Treasury to transfer, beginning in FY2018, revenues from energy and mineral development on federal lands totaling $1.3 billion to the Wildlife Conservation and Restoration Subaccount of the Federal Aid to Wildlife Restoration Fund, to be available without further appropriation. The bill revises the requirements governing how the funds from the subaccount may be used, including by requiring funds to be used to develop, revise, and implement state wildlife conservation strategies. The bill expands the allowable uses of the subaccount, including by allowing funds to be used for managing invasive and nuisance species and for law enforcement activities that are directly related to the conservation of species of the greatest conservation need. Funds apportioned from the subaccount may not be conditioned upon the provision of public access to private lands, waters, or holdings. The bill specifies what types of funds and donations states may use to meet matching fund requirements. The bill revises the formula used to determine how funds are distributed to states.

GSE Jumpstart Reauthorization Act of 2017 This bill prohibits the Department of the Treasury, until 2019, from selling shares acquired from the Federal National Mortgage Association (Fannie Mae) or the Federal Home Loan Mortgage Corporation (Freddie Mac) under the Senior Preferred Stock Purchase Agreement. The bill also requires Fannie Mae and Freddie Mac to suspend their annual contributions to specified affordable housing trust funds in any year in which they do not make dividend payments to Treasury.

Community Bank Access to Capital Act of 2017 This bill directs the Office of the Comptroller of the Currency, the Federal Reserve Board (FRB), and the Federal Deposit Insurance Corporation to exempt banks with assets not greater than $50 billion from certain international financial standards. The bill amends the Sarbanes-Oxley Act of 2002 to create an exemption from internal control report attestation requirements for depository institutions with assets not greater than $1 billion. The Securities and Exchange Commission must revise Regulation D (which exempts certain offerings from securities registration requirements) to raise the limit on the number of purchasers of securities. The FRB is directed to increase, from $1 billion to $3 billion, the consolidated asset threshold (i.e., permissible debt level) for a bank holding company or savings and loan holding company that: (1) is not engaged in significant nonbanking activities; (2) does not conduct significant off-balance-sheet activities; and (3) does not have a material amount of debt or equity securities, other than trust-preferred securities, outstanding. If warranted for supervisory purposes, the FRB may exclude a company from this threshold increase.

Directs the Committee on House Administration to issue regulations requiring Members, officers, and employees of the House of Representatives to complete a training program on workplace rights and responsibilities, including anti-discrimination and anti-harassment training, during each congressional session. Requires Members, officers, or employees to certify completion of such training within 90 days after a congressional session begins or within 90 days after beginning service during a session. (Sets forth a special rule requiring such training to be completed within 180 days after the beginning of the second session of the 115th Congress.) Directs the committee to issue regulations requiring that each House employing office post in a prominent location in its office and in each Member's congressional district office a statement of rights and protections provided to House employees under the Congressional Accountability Act of 1995, including procedures for responding to and adjudicating allegations of violations of such rights and protections.

Cormorant Control Act This bill directs the Department of the Interior to reissue the final rule that was published on May 28, 2014, relating to the extension and revision by the U.S. Fish and Wildlife Service of certain depredation orders allowing for the taking of double-crested cormorants (a species of migratory birds) to protect stock at aquaculture facilities and to protect public resources, without regard to any other provision of a statute or regulation that applies to the issuance of such rule. The bill prohibits such reissuance (including this bill) from being subject to judicial review and from abrogating or otherwise having any effect on the order and judgment issued by the U.S. District Court for the District of Columbia in Case Number 14-CV-01807-JDB on May 25, 2016.

Independence from Credit Policy Act of 2017 This bill limits the types of securities that the Federal Reserve Board (FRB) may acquire in the open market to: (1) gold stock; (2) currency; and (3) direct obligations of the United States, foreign banks, or the International Monetary Fund. The FRB must exchange all other assets with the Department of the Treasury for direct U.S. obligations of equivalent value.

This bill provides that the Department of Veterans Affairs per diem payment calculation for an entity receiving homeless veterans shelter grants for a homeless veteran who has care of a minor dependent while receiving services from such entity shall be the sum of the daily cost of care for the veteran plus, for each minor dependent, an amount that equals 50% of the veteran's daily cost of care.

Financial Stability Oversight Council Improvement Act of 2017 This bill amends the Financial Stability Act of 2010 to require the Financial Stability Oversight Council, in determining whether a nonbank financial company shall be designated as systemically important and consequently be supervised by the Federal Reserve Board and subject to prudential standards, to consider the appropriateness of imposing such standards as opposed to other forms of regulation to mitigate identified risks to U.S. financial stability. Every five years, the council must, upon request by a nonbank financial company, reevaluate such a determination and hold a vote on whether to rescind it. The bill revises procedural requirements related to council determinations.
