Tohono O'odham Citizenship Act of 2001 - Amends the Immigration and Nationality Act to recognize persons listed on the official membership roll of the Tohono O'odham Nation, a federally recognized American Indian nation located in Arizona, as U.S. citizens as of the date such listing occurs. Provides that the valid membership credential issued to such listed persons shall be considered, for all purposes subject to Federal law, equivalent to: (1) a certificate of citizenship; and (2) a State-issued birth certificate.

Biotechnology and Agriculture in the Developing World Act of 2001 - Directs the Secretary of Agriculture, through the Foreign Agricultural Service, to establish a grant program with specified entities for agricultural biotechnology research and development for the developing world. Includes among fund uses projects aimed at improvements in nutrition, economics, and health.

High-Speed Rail Investment Act of 2000 - Amends the Internal Revenue Code to allow a limited tax credit to holders of qualified Amtrak bonds. Sets forth definitions, State contribution requirements, and other rules. Requires approval, by the Secretary of Transportation, of qualified Amtrak projects funded by such bonds.

Amends the National Labor Relations Act and the Railway Labor Act to prohibit employer discrimination, during and at the conclusion of labor disputes, against employees who participate in such disputes. Prohibits employers from offering: (1) permanent replacement status to individuals who replace strikers or otherwise work or express a willingness to work during such disputes; or (2) certain employment preferences to such individuals over striking workers who have returned or have made unconditional offers to return to work.

Food Stamp Overpayment Protection Act of 2001 - Amends the Food Stamp Act of 1977 to provide that: (1) no member of a household shall be liable in any calendar year for the nonfraudulent overissuance (to such household) of food stamp coupons having a face value of $1, 000 or less; and (2) an overissuance for which no household member is liable may not be collected.

Coral Reef and Coastal Marine Conservation Act of 2001 - Amends the Foreign Assistance Act of 1961 to establish in the Department of Treasury the Coral Reef and Other Coastal Marine Resources Facility. Authorizes the President, through the exchange by the Facility of new obligations for outstanding obligations of an eligible Latin American or Caribbean country with a coral reef or other coastal marine resource meeting specified requirements, to reduce the amount owed by the country to the United States that is outstanding as of January 1, 1999, as a result of concessional loans. Authorizes the President to sell, reduce, or cancel such loans in order to facilitate a debt-for-nature swap or a debt buyback with an eligible purchaser or eligible country to support activities to conserve, maintain, and restore the country's coral reefs and other coastal marine resources. Requires each beneficiary country that has entered into a Coral Reef and Other Coastal Marine Resources Agreement with the Secretary of State to establish a Coral Reef and Other Coastal Maine Resources Fund to receive payments of interest on new obligations undertaken by the country to provide grants to certain entities in such country to conserve, maintain, and restore its coral reefs and other coastal marine resources. Requires the Enterprise for the Americas Board to carry out certain duties with respect to implementing this Act.

Amends the Elementary and Secondary Education Act of 1965 to establish a program to assist States and local educational agencies (LEAs) to recruit, train, and hire additional school-based mental health and student service providers, including additional school counselors, psychologists, and social workers (in order to reduce the student-to-counselor ratios nationally, in elementary and secondary schools, to an average of one school counselor for every 250 students, one psychologist for every 1,000 students, and one social worker for every 800 students, as recommended in a report by the Institute of Medicine of the National Academy of Sciences relating to schools and health). Directs the Secretary of Education, after reserving certain funds for schools in outlying areas and schools run by the Bureau of Indian Affairs, to make program allotments to States according to a specified formula. Requires States to allocate funds from Federal and State shares of program costs to LEAs according to specified formulae.

Preservation of Civil Rights Protections Act of 2001 - Amends the Federal Arbitration Act to modify the definition of "commerce" so as to exclude employment contracts from arbitration provisions (currently, employment contracts of seamen, railroad employees, or any other class of workers engaged in foreign or interstate commerce are excluded). Makes arbitration clauses in employment contracts unenforceable, with exceptions for: (1) consent by the involved parties after a claim arises; and (2) enforcement of rights or terms of collective bargaining agreements. Provides that this Act shall apply to existing and future employment contracts.

Digital Divide Elimination Act of 2001 - Amends the Internal Revenue Code to allow a tax credit for qualified computer technology or equipment equal to 50 percent of the amount paid for it (up to $500) by any taxpayer allowed an earned income credit. Extends from December 31, 2003, through June 30, 2004, the current enhanced deduction from gross income for charitable contributions of computers for elementary or secondary school purposes. Prescribes a special rule for contributions of computer technology and equipment to a qualified organization made within three years after the taxpayer acquired or constructed the property, if: (1) the property's original use is by the donor or the donee; (2) substantially all of the property's use by the donee is within the United States and, in the case of a qualified educational organization, for educational purposes related to the organization's purpose or function; (3) the property is not transferred by the donee in exchange for money, other property, or services, except for shipping, installation, and transfer costs; and (4) other specified requirements are met.

Dairy Promotion Fairness Act - Amends the Dairy Production Stabilization Act of 1983 to define "imported dairy product" and "importer" for purposes of the dairy promotion program. Directs the Secretary of Agriculture to appoint up to two qualifying dairy importers to the National Dairy Promotion and Research Board. Requires dairy importers to contribute to the dairy promotion program. Makes both importers and producers (currently, limited to producers) eligible to vote in referendums.

Directs the Architect of the Capitol to enter into a contract for the design and construction of a monument, which shall be placed on permanent display in the Capitol rotunda, commemorating the contributions of minority women to women's suffrage and to the participation of women in U.S. public life. Requires the monument to depict African, Hispanic, Asian Pacific, Jewish, and Native American women. Requires use of an advisory committee to make recommendations.

Tribal and Local Communities Relationship Improvement Act - Amends the Indian Gaming Regulatory Act to make invalid any tribal-State compact entered into after the date of enactment of this Act unless it is approved by the Governor and legislature of the State with which the compact was negotiated (with an exception for compact renewals that do not expand covered gambling operations). Requires similar approval of Indian gaming as regulated under such Act on lands acquired in trust by the Secretary of the Interior after October 17, 1988. Prohibits the conduct of class III gaming on more than one parcel of land of an Indian tribe. Directs the President to establish the Advisory Committee on Minimum Regulatory Requirements and Licensing Standards for Indian Gaming. Requires Committee recommendations to be submitted to specified congressional committees, the National Indian Gaming Commission, and each federally recognized Indian tribe. Establishes the Commission on Native American Policy to complete a study regarding living standards in Indian country, including health, infrastructure, economic development, educational opportunities, and housing.

Medicare Dialysis Benefit Improvement Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act to provide for: (1) payment under the Medicare Program for four hemodialysis treatments per week for specified patients; and (2) an increased update in the composite payment rate for renal dialysis treatments for FY 2002. Amends the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000 to restore a specified exception to renal dialysis composite rate under rate update provisions.

Expresses the sense of Congress that: (1) the status quo on Cyprus must end and the island and its people must be reunited in a bi-zonal, bi-communal federal Cyprus, on the basis of United Nations Security Council resolutions; (2) the accession of Cyprus to the European Union (EU) would act as a catalyst for the solution of the Cyprus problem without such solution being a precondition for accession; (3) membership of Cyprus to the EU should be strongly supported; (4) all Cypriots should be urged to support and encourage efforts to bring Cyprus into the EU; and (5) U.S. agencies should pursue initiatives that will help promote and achieve reunification, reconciliation, stability, and prosperity on Cyprus.

National Youth Smoking Reduction Act - Amends the Federal Food, Drug, and Cosmetic Act to give the Secretary of Health and Human Services regulatory authority over tobacco products. Amends the Federal Cigarette Labeling and Advertising Act and the Comprehensive Smokeless Tobacco Health Education Act to revise tobacco and smokeless tobacco label and advertising warning requirements. Prohibits a retailer selling a tobacco product to any person younger than 18 years of age. Restricts retail sales to face-to-face exchanges between retailers and consumers, except for certain mail order sales and sales from vending machine located in an adults-only facility. Prohibits targeting youth in the advertising of tobacco products. Requires ingredients disclosure to the public. Makes any advertising that violates this Act an unfair or deceptive act or practice under the Federal Trade Commission Act.

Mental Health Juvenile Justice Act - Amends the Juvenile Justice and Delinquency Prevention Act of 1974 to direct the Administrator of the Office of Juvenile Justice and Delinquency Prevention to make grants to train State juvenile justice system officers and employees regarding appropriate access to mental health and substance abuse treatment services for juveniles. Directs: (1) the Attorney General and the Secretary of Health and Human Services to make grants to partnerships between State and local or county juvenile justice agencies and State and local mental health authorities for programs that provide for appropriate diversion of juveniles from incarceration and for mental health screening and treatment; and (2) the Secretary to make grants to monitor mental health and special education services to, and to advocate on behalf of, juveniles. Amends the Public Health Service Act to direct the Attorney General and the Secretary to award competitive grants to eligible entities for programs that address the service needs of juveniles and of juveniles with serious mental illnesses through diversion and treatment services including for juveniles on probation, on parole, or discharged. Establishes a Federal Coordinating Council on Criminalization of Juveniles With Mental Disorders. Requires a State, to be eligible for funds under the violent offender incarceration and truth-in-sentencing grants program, to have (by January 1, 2003) a program of mental health screening and treatment for appropriate categories of offenders during periods of incarceration and supervision that is consistent with guidelines issued by the Attorney General. Makes Federal criminal code provisions regarding appropriate remedies with respect to prison conditions applicable to a civil action that seeks to remedy conditions which pose a threat to the health of individuals who are under age 16 or mentally ill.

Pharmacy Education Aid Act of 2001 - Amends the Public Health Act to include pharmacist services within the National Health Service Corps program of scholarships, including first-year pharmacy studies, loans, and funding. Authorizes the Secretary of Health and Human Services to award grants and contracts to qualifying pharmacy schools for: (1) student and faculty recruitment and retraining, with scholarship preference for students with financial need; (2) computer-based pharmaceutical education systems; and (3) facilities construction. Authorizes the Secretary to establish a loan repayment program for qualifying individuals who become pharmacy school faculty.

Softwood Lumber Fair Competition Act - Directs the President to impose quotas, tariff surcharges, negotiated enforceable voluntary export restraint agreements, or other measures on imports of Canadian softwood lumber products to ensure that the volume of such products during any month does not exceed the average volume of such import that was imported monthly during the 24-month period preceding December 1995. Directs the Secretary of the Treasury and the Secretary of Commerce to implement a program for administering and enforcing such import restrictions. Authorizes the President to waive such restrictions provided certain conditions have been met.

Recognizes: (1) the need to encourage active involvement of fathers in the rearing and development of their children; and (2) that while millions of fathers serve as wonderful caring parents for their children, there are children on Father's Day who will have no one to celebrate with. Urges fathers to: (1) participate in their children's lives, both financially and emotionally; (2) understand the level of responsibility required when fathering a child; and (3) fulfill that responsibility. Encourages fathers to devote time, energy, and resources to their children. Declares that the House of Representatives is committed to assisting absent fathers to become more responsible and engaged in their children's lives. Calls upon fathers around the country to use the day to reconnect and rededicate themselves to their children's lives, to spend Father's Day with them, and to express their love and support for them.

Indian School Construction Act of 2001 - Directs the Secretary of the Interior to establish a pilot program under which eligible Indian tribes have the authority to issue tribal school modernization bonds to provide funding for the construction, rehabilitation, or repair of tribal schools, including advance planning and design. Permits a tribe to use amounts received through the issuance of a bond to enter into and make payments under contracts: (1) for the design and engineering of the school; and (2) with financial advisors, underwriters, attorneys, trustees, and other professionals who would be able to provide assistance to the tribe in issuing bonds. Makes any tribal school modernization bond issued by a tribe subject to a trust agreement. Authorizes the Secretary to deposit not more than $30 million each fiscal year into a tribal school modernization escrow account beginning in FY 2002 from amounts made available for school replacement under the construction account of the Bureau of Indian Affairs. Requires the Secretary to use any amounts deposited to make payments to trustees or for advance planning and design. Declares that no bond shall be an obligation of, nor shall payment of the principal be guaranteed by the United States. Provides that any amounts earned through the investment of funds under the control of a trustee shall not be subject to Federal income tax. Amends the Internal Revenue Code to allow a tax credit to individuals who hold such bonds. Permits a separation (including at issuance) of the ownership of such a bond and the entitlement to the credit with respect to such bond.

College Fire Prevention Act - Authorizes the Secretary of Education to make competitive grants to States, private or public colleges or universities, fraternities, or sororities for up to half the cost of providing fire sprinkler systems in student housing and dormitories. Directs the Comptroller General to gather, and report to Congress, data on the number of college and university housing facilities and dormitories that have and do not have fire sprinkler systems and other forms of built-in fire protection mechanisms. Provides that any application for assistance under this Act, any negative determination on the part of the Secretary with respect to such application, or any statement of reasons for the determination, shall not be admissible as evidence in any proceeding of any court, agency, board, or other entity.

Rural Health Care Improvement Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act to provide for: (1) revision in the Medicare disproportionate share hospital (DSH) payment adjustment for rural hospitals equalizing DSH payment amounts; (2) a single, standardized amount under the Medicare inpatient hospital prospective payment system (PPS); (3) treatment of certain physician pathology services; (4) elimination of the 15 percent reduction in payment rates under the Medicare PPS for home health services; (5) a permanent increase in the Medicare payment amount for home health services furnished in a rural area; and (6) exclusion of certain rural health clinic services and federally qualified health center services from the PPS for covered skilled nursing facility services. Amends the Public Health Service Act (PHSA) to establish: (1) a capital infrastructure revolving loan program under which the Secretary of Health and Human Services may make described loans to any rural entity for projects for capital improvements from the loan and loan guarantee fund under PHSA; (2) a high technology acquisition grant and loan program under which the Secretary may award grants and make loans to any eligible entity for any costs incurred by the eligible entity in acquiring eligible equipment and services for improving the quality of health care in rural areas; and (3) a program of grants to eligible entities under which the Secretary shall award such grants to public or nonprofit private entities to establish telehealth resource centers for the health care needs of individuals in rural areas. Amends the Internal Revenue Code to exclude from gross income for income tax purposes any payments received under the National Health Service Corps Loan Repayment Program.

Russian Democracy Act of 2001 - Declares it shall be U.S. policy to: (1) engage the Government of the Russian Federation to strengthen democratic reform and institutions, and to promote good governance principles based on the internationally recognized norms of transparency in business practices, the rule of law, religious freedom, and human rights; (2) incorporate democratic reforms, independent media, and economic reforms in the broad U.S. agenda with such Government; and (3) encourage such Government to address cross-border issues, including the environment, crime, trafficking, and corruption in a cooperative and transparent manner consistent with internationally recognized principles of the rule of law. Expresses the sense of Congress that the Government of the Russian Federation, as obliged under existing bilateral agreements, should resolve outstanding taxation issues that hinder the deliverance of U.S. assistance programs. Amends the Foreign Assistance Act of 1961 to include among activities eligible for U.S. assistance to the independent states of the former Soviet Union activities for the promotion of democracy, rule of law, human rights, economic reforms, administration of justice, and the development of a free and independent media in Russia. Authorizes the President to carry out specified related activities in providing such assistance to Russia.

Amends plan termination insurance requirements under the Employee Retirement Income Security Act of 1974 (ERISA) to increase a phase-in limitation applicable to a guarantee of benefit improvements made prior to plan termination, with respect to plans terminated on or after January 1, 1997. Directs the Pension Benefit Guaranty Corporation (PBGC) to pay the remainder, with interest, of such amended correct amounts owed to individuals, if the PBGC made lesser payments to such individuals before enactment of this Act, and if such individuals file written applications for such additional payments.

Bridges to the Cuban People Act of 2001 - Exempts from the embargo on trade with Cuba (including prohibitions under the Cuban Democracy Act of 1992 against the unloading at a U.S. port of vessels that previously entered a Cuban port to engage in trade) the export of any agricultural commodity, farm machinery or equipment, medicine, or medical device, or any travel incident to the delivery of such items. Prohibits the President from prohibiting or regulating travel to or from or within Cuba by U.S. nationals or lawful resident aliens, including specified transactions ordinarily incident to such travel, financial or otherwise. Authorizes the President to provide scholarships for Cuban nationals who seek to undertake graduate study in public health, public policy, economics, law, or other field of social science. Authorizes the President to waive certain sanctions against, and restrictions on assistance to, Cuba, including the exclusion from the United States of certain aliens who have confiscated property in Cuba of U.S. nationals or who traffic in such property, if he determines that it will promote the peaceful transition to democracy in Cuba or will further U.S. national economic interests. Prohibits the Secretary of the Treasury from limiting the amount of remittances to Cuba that any U.S. person may make. Authorizes the import into the United States of a Cuban originated medical article if the Secretary of Health and Human Services makes a determination that there is a medical need in the United States for such article that is not being met by any medicine or medical device in commercial distribution in the United States. Prohibits the use of funds to enforce unilateral sanctions on the export of goods and services intended for the exclusive use of children in Cuba.

Amends the Internal Revenue Code to permit: (1) Federal civilian and military retirees to pay Federal Employees Health Benefits Program and TRICARE supplemental premiums on a pretax basis; and (2) a deduction (available to itemizers and nonitemizers) for TRICARE supplemental premiums and enrollment fees.

Declares that the House of Representations condemns and deplores: (1) the continued detention of Li Shaomin, Gao Zhan, Wu Jianmin, Tan Guangguang, Teng Chunyan, and other scholars detained on false charges by the Government of the People's Republic of China and calls for their immediate and unconditional release; (2) the lack of due process afforded to these detainees and the probable coercion of confessions from some of them; and (3) the ongoing and systematic pattern of human rights violations by the Chinese Government. Urges the Chinese Government to consider: (1) the implications to the broader U.S.-Chinese relationship of detaining and coercing confessions from U.S. citizens and permanent residents on unsubstantiated spying charges or suspicions; and (2) releasing Liu Yaping on humanitarian grounds. Expresses the sense of the House of Representatives that the President should: (1) make the release of the scholars a top priority of U.S. foreign policy with the Chinese Government; (2) make every effort to assist the scholars and their families while discussions of their release continue; (3) make it clear that the detention of U.S. citizens and permanent residents on unsubstantiated spying charges or suspicions of spying and the infliction of human rights violations upon U.S. citizens and residents, is not in the interests of the Chinese Government; and (4) send a special, high ranking representative to reiterate the deep concern of the United States regarding the continued imprisonment of the scholars and to discuss their legal status and immediate humanitarian needs.

Child Care Quality Incentive Act of 2001 - Amends the Child Care and Development Block Grant Act of 1990 to establish a program of incentive grants to States to improve the quality of, and access to, child care by increasing child care payment rates. Sets the maximum Federal share of activity costs at 75 percent. Authorizes the Secretary of Health and Human Services to make an annual payment to an eligible State only if: (1) the Secretary determines that the State has made progress, through the assisted activities, in maintaining increased payment rates; and (2) the State updates an initial child care services market rate survey at least once every two years. Requires an eligible State that receives such a grant to make priority use of its funds to increase significantly (up to the 100th percentile of the market rate survey) the rate of reimbursement to providers for subsidized child care.

Amends the Foreign Assistance Act of 1961 to authorize the Administrator of the U.S. Agency for International Development (AID), in providing assistance for the prevention and control of HIV/AIDS and tuberculosis in connection with health programs for developing countries, to provide education and related services to law enforcement and military personnel of such foreign countries to prevent and control HIV/AIDS and tuberculosis. Sets forth certain conditions for the provision of such services.

Authorizes the President to present on behalf of Congress: (1) a gold medal to the family of Andrew Jackson Higgins in recognition of his contributions to the Nation and to the Allied victory in World War II; (2) an identical medal to the D-Day Museum in New Orleans, Louisiana, for public display; and (3) a gold medal to the Museum in honor of the World War II employees of Higgins Industries and in recognition of their contributions to the Nation and to the Allied victory in World War II. Authorizes the Secretary of the Treasury to strike and sell bronze duplicates.

Biofuels Air Quality Act - Amends Federal highway provisions (with respect to the congestion mitigation and air quality improvement program) to direct the Secretary of Transportation to consider the extent to which a proposed project or program reduces sulfur or atmospheric carbon emissions. Allows States receiving minimum apportionments to use funds under the program for renewable fuel projects (specified below). Modifies provisions regarding renewable fuel projects to expand coverage to include: (1) publicly and nonprofit (currently, limited to privately) owned vehicles or vehicle fleets; and (2) costs of renewable fuel, consisting of any fuel produced from grain, oilseeds, or other biomass (including biodiesel), that is used to replace or reduce the quantity of fossil fuel present in a fuel mixture used to operate motor vehicles, and installation of capital equipment necessary for the conversion of storage and distribution facilities to carry renewable fuels or renewable fuel blends.

Reaffirms the deepest sympathies of Congress to the citizens of India for the losses suffered as a result of the January 26, 2001, earthquake. Expresses support for: (1) the people of India; (2) continuing and substantially increasing the amount of disaster assistance being provided by the United States Agency for International Development and other relief agencies for recovery from the earthquake to not less than $100 million; (3) providing future economic assistance; and (4) the economic assistance efforts of the World Bank, the Asian Development Bank, and the international community. Urges the President to use U.S. influence to expedite such efforts. Encourages assistance from other nations.

Protection of Lawful Commerce in Arms Act - Amends the Organic Act to direct the Secretary of Commerce to establish and maintain a list of each person that notifies the Secretary that it is a manufacturer or seller that is: (1) licensed to engage in interstate or foreign commerce of a firearm or ammunition product; or (2) is a trade association representing such manufacturers or sellers. Declares that any lawful conduct carried out by a manufacturer or seller in interstate or foreign commerce of a firearm or ammunition product, or lawful conduct carried out by a trade association in the course of representing such manufacturers or sellers, shall not be the basis for imposing a restriction on such commerce (the award of civil damages, equitable relief, or any other specified limitation) as a result of harm caused by the criminal or other unlawful misuse of such firearm or ammunition product by any other person.

Condemns the Taliban's policy of forcing Afghan Hindus and other non-Muslims to wear a yellow identity symbol. Demands that the Taliban regime revoke its order and conform its laws to all basic international civil and human rights standards. Calls on the Government of Pakistan to use its influence to demand that the Taliban revoke the policy.

Providing Reliable Officers, Technology, Education, Community Prosecutors, and Training In Our Neighborhoods Act of 2001 or PROTECTION Act - Modifies provisions of the Omnibus Crime Control and Safe Streets Act of 1968 regarding public safety and community policing ("cops on the beat" program, COPS) to authorize the Attorney General to use funding under COPS grants to: (1) increase prosecutor presence and to enhance law enforcement access to new technologies; (2) pay overtime to existing career law enforcement officers to the extent that such overtime is devoted to community policing efforts; and (3) promote higher education among in-service State and local law enforcement officers by reimbursing them for the costs associated with seeking a college or graduate school education. Includes among permitted additional grant projects: (1) specialized integrity and ethics training; and (2) innovative proactive crime control and prevention programs involving school officials and religiously-affiliated organizations. Authorizes the Attorney General to use up to five percent of appropriated funds for technical assistance and training to States, local governments, Indian tribal governments, and other public and private entities. Repeals provisions of the Act regarding termination of grants for hiring officers. Allows grants to be used to assist: (1) police departments in employing specified professional, scientific, and technological advancements; and (2) State, local, or tribal prosecutors' offices in implementation of community-based prosecution programs that build on local community policing efforts. Reserves specified funds for units of local government with a population of less than 50,000. Authorizes the Attorney General to use no more than 50 percent of grant renewal funds to award grants targeted specifically for retention of police officers.

Minor Use and Minor Species Animal Health Act of 2001 - Amends the Federal Food, Drug, and Cosmetic Act to define: "minor species" as animals other than cattle, horses, swine, chickens, turkeys, dogs, and cats; and (2) "minor use" as use on minor species or on other species for a disease or condition that occurs infrequently or in limited geographic areas. Provides for: (1) designation of new animal drugs for minor use; and (2) three-year approval exclusivity. Provides for establishment of an index of unapproved new animal drugs for minor species, and allows marketing of such drugs that evidence no human food safety concern. Authorizes: (1) designation of new animal drugs for minor use or minor species; and (2) grants or contracts for development (and exclusivity) of designated new animal drugs. Modifies new animal drug approval requirements. Amends the Internal Revenue Code to allow a business research tax credit (not applicable to grant or contract funds) for minor use qualified safety and effectiveness testing expenses. Directs the Secretary of Health and Human Services to establish within the Food and Drug Administration an Office of Minor Use and Minor Species Animal Drug Development.

Korea Defense Service Medal Act - Directs the Secretary of the military department concerned to issue a campaign medal, to be known as the Korea Defense Service Medal, to each member who served in the Republic of Korea or its adjacent waters after July 27, 1954.
