Pancreatic Cancer Research and Education Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services (HHS) to establish and implement a Pancreatic Cancer Initiative to assist in coordinating activities to address the high mortality rate associated with pancreatic cancer. Requires the Secretary to establish the Interdisciplinary Pancreatic Cancer Coordinating Committee to: (1) provide advice on overall research objectives and benchmarks for pancreatic cancer research; (2) develop and update not less than every five years a strategic plan for pancreatic cancer research awareness; and (3) conduct evaluations and make recommendations as needed to the Secretary, the Director of the National Institutes of Health (NIH), and the Director of the National Cancer Institute (NCI) regarding the prioritization and award of NIH research grants relating to pancreatic cancer. Requires the Secretary to develop a primary care provider education program on pancreatic cancer. Requires the Director of NCI and the Director of the Centers for Disease Control and Prevention (CDC) to develop a communication tool kit for patients and their families that focuses on specific pancreatic cancer issues relating to patient choices and patient care. Allows the Secretary to award grants to research institutions for use in developing innovative compounds or technologies for the prevention, early detection, or treatment of those cancers with five-year survival rates of less than 50%. Requires the Secretary to focus on pancreatic cancer during the initial five fiscal years of awarding such grants. Allows the Secretary to designate two additional Specialized Programs of Research Excellence focusing solely on pancreatic cancer research.

Directs the President pro tempore of the Senate and the Speaker of the House of Representatives to arrange for the award of a single Congressional Gold Medal to honor collectively the World War II members of the Civil Air Patrol (CAP) in recognition of their military service and exemplary record during World War II. Requires the Medal's display at the Smithsonian Institution. Expresses the sense of Congress that the Medal should be made available for display elsewhere, particularly at locations associated with the CAP. Permits the Secretary of the Treasury to strike and sell duplicates in bronze of the gold medal, at a price sufficient to cover the costs of the medals.

Huntington's Disease Parity Act of 2011 - Directs the Commissioner of Social Security, for purposes of determining cognitive, behavioral, and physical disability under titles II (Old Age, Survivors, and Disability Insurance) (OASDI) and XVI (Supplemental Security Income) (SSI) of the Social Security Act (SSA), to amend specified Listings of Impairments by providing medical and evaluation criteria for Huntington's Disease. Amends SSA title II to waive the 24-month waiting period for coverage under the Medicare program for individuals diagnosed with Huntington's Disease.

Hospital Energy Independence Act - Directs the Secretary of Energy (DOE) to establish a pilot program to award grants and loan guarantees to no more than six hospitals, including academic facilities that specialize in scientific research, provide patient care, and serve as health and medical education centers, during FY2011-FY2012 to carry out energy conservation projects for: (1) significantly improving energy efficiency; and (2) encouraging on-site power generation and energy storage, capable of operating independent of the grid, and providing sufficient on-site emergency backup power for essential hospital functions.

Short Line Railroad Rehabilitation and Investment Act of 2011 - Amends the Internal Revenue Code, with respect to the tax credit for railroad track maintenance, to: (1) expand the types of maintenance expenditures eligible for such credit, and (2) extend such credit through 2017.

Teacher Tax Deduction Act of 2011 - Amends the Internal Revenue Code to increase from $250 to $500 the dollar limit on the tax deduction for certain expenses of elementary and secondary school teachers and to extend such deduction through 2012.

Constitutional Amendment - Grants all U.S. citizens who are 18 years of age or older the right to vote in any public election held in the jurisdiction in which the citizen resides. Prohibits the United States, any state, or any other public or private person or entity from denying or abridging the right to vote, but allows regulations narrowly tailored to produce efficient and honest elections. Requires each state to: (1) administer public elections in the state in accordance with election performance standards established by Congress, and (2) provide any eligible voter the opportunity to register and vote on the day of any public election.

Expanded & Improved Medicare for All Act - Establishes the Medicare for All Program to provide all individuals residing in the United States and U.S. territories with free health care that includes all medically necessary care, such as primary care and prevention, dietary and nutritional therapies, prescription drugs, emergency care, long-term care, mental health services, dental services, and vision care. Prohibits an institution from participating unless it is a public or nonprofit institution. Allows nonprofit health maintenance organizations (HMOs) that deliver care in their own facilities to participate. Gives patients the freedom to choose from participating physicians and institutions. Prohibits a private health insurer from selling health insurance coverage that duplicates the benefits provided under this Act. Allows such insurers to sell benefits that are not medically necessary, such as cosmetic surgery benefits. Sets forth methods to pay institutional providers of care and health professionals for services. Prohibits financial incentives between HMOs and physicians based on utilization. Establishes the Medicare for All Trust Fund to finance the Program with amounts deposited: (1) from existing sources of government revenues for health care; (2) by increasing personal income taxes on the top 5% income earners; (3) by instituting a modest and progressive excise tax on payroll and self-employment income; (4) instituting a modest tax on unearned income; and (5) by instituting a small tax on stock and bond transactions. Transfers and appropriates to carry out this Act amounts that would have been appropriated for federal public health care programs, including Medicare, Medicaid, and the Children's Health Insurance Program (CHIP, formerly known as SCHIP). Requires the Medicare for All Program to give first priority in retraining and job placement and employment transition benefits to individuals whose jobs are eliminated due to reduced administration. Requires creation of a confidential electronic patient record system. Establishes a National Board of Universal Quality and Access to provide advice on quality, access, and affordability. Provides for: (1) the eventual integration of the Indian Health Service into the Program; and (2) evaluation of the continued independence of Department of Veterans Affairs (VA) health programs.

Bone Marrow Failure Disease Research and Treatment Act of 2011 - Amends the Public Health Service Act to require the Secretary of Health and Human Services (HHS), acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) develop a system to collect data on acquired bone marrow failure diseases, (2) establish the National Acquired Bone Marrow Failure Disease Registry, and (3) establish the Advisory Committee on Acquired Bone Marrow Failure Diseases to provide recommendations to the Secretary on the Registry. Allows the Secretary, acting through the Director, to award grants to, and enter to contracts and cooperative agreements with, public or private nonprofit entities for the management of the Registry. Requires the Secretary, acting through the Administrator of the Agency for Toxic Substances and Disease Registry, to conduct pilot studies to determine which environmental factors may cause acquired bone marrow failure diseases. Requires the Secretary, acting through the Deputy Assistant Secretary for Minority Health, to: (1) establish outreach and information programs targeted to minority populations affected by such diseases; (2) undertake a coordinated outreach effort to connect Hispanic, Asian American, and Pacific Islander communities with comprehensive services focused on treatment of, and information about, such diseases; and (3) awards grants to, or enter into cooperative agreements with, entities to perform research on such diseases. Requires the Secretary, acting through the Director of the Agency for Healthcare Research and Quality (AHRQ), to award grants to entities to improve diagnostic practices and quality of care with respect to patients with such diseases.

Currency Reform for Fair Trade Act - Amends the Tariff Act of 1930 to include as a "countervailable subsidy" requiring action under a countervailing duty or antidumping duty proceeding the benefit conferred on merchandise imported into the United States from foreign countries with fundamentally undervalued currency. Defines "benefit conferred," in cases where the currency of a foreign country is exchanged for foreign currency (i.e., U.S. dollars) obtained from export transactions, as the difference between: (1) the amount of currency provided by a foreign country in which the subject merchandise is produced; and (2) the amount of currency such country would have provided if the real effective exchange rate of its currency were not fundamentally undervalued. Declares that the fact that such a subsidy is also provided in circumstances not involving export shall not, for that reason alone, mean it cannot be considered export contingent and actionable under a countervailing duty and antidumping duty proceeding. Requires the administering authority to determine that the currency of a foreign country is fundamentally undervalued if for an 18-month period: (1) the government of the country engages in protracted, large-scale intervention in one or more foreign exchange markets; (2) the country's real effective exchange rate is undervalued by at least 5%; (3) the country has experienced significant and persistent global current account surpluses; and (4) the country's government has foreign asset reserves exceeding the amount necessary to repay all its debt obligations falling due within the coming 12 months, 20% percent of the country's money supply, and the value of the country's imports during the previous 4 months. Requires the use, for calculating a country's "real effective exchange rate undervaluation," of certain guidelines of the Consultative Group on Exchange Rate Issues of the International Monetary Fund (IMF) or, if those guidelines are not available, generally accepted economic and econometric techniques and methodologies. Requires the use, also, of inflation-adjusted, trade-weighted exchange rates. Applies the amendments made by this Act to goods from Canada and Mexico.

United States-Afghanistan Status of Forces Agreement (SOFA) Act of 2011 - Directs the President to seek to enter into a bilateral status of forces agreement with the government of Afghanistan which shall: (1) prohibit the permanent basing or military presence of U.S. Armed Forces in Afghanistan; (2) provide, no later than one year after the date on which such agreement is entered into, for the complete redeployment from Afghanistan of the U.S. Armed Forces and Department of Defense (DOD) civilian employees and contractors; and (3) establish that the temporary presence of U.S. Armed Forces in Afghanistan is at the request of the government of Afghanistan. Authorizes such agreement to provide for specific activities or missions of the U.S. Armed Forces in Afghanistan. Expresses the sense of Congress that the President should submit such agreement to the Senate for its advice and consent to ratification as a treaty or alternatively the President should request statutory authorization for such agreement by Congress.

Transition toward Excellence, Achievement, and Mobility through Employment Act of 2011 or TEAM-Employment Act of 2011 - Amends the Rehabilitation Act of 1973 to extend from 18 to 48 months the length of time a designated state unit may provide supported employment services, including: (1) activities related to customized employment, or (2) a set of activities implemented during the search for employment leading to an integrated employment outcome for an individual with a disability. Authorizes the Commissioner of the Rehabilitation Services Administration of the Department of Education to make up to ten grants to or contracts with eligible entities to pay all or part of the cost of special demonstration programs that expand and improve rehabilitation, employment, and other services for adults and youths with disabilities. Authorizes the Assistant Secretary of Education for Special Education and Rehabilitative Services to provide, for FY2012-FY2016, grants to eligible entities to carry out certain activities to help youths between the ages of 14 and 26 with significant disabilities to transition to adulthood. Includes among such activities development and provision of: (1) innovative and effective practices through person-centered planning processes for attaining integrated employment experiences, including customized employment, supported employment services, and employment experiences after school, on weekends, and in the summer months; (2) certain educational-, work-, and family-related objectives and activities based upon the highest expectations of such youths; (3) appropriate and effective curricula and the deployment of professionals with expertise to provide training to school personnel to assist such youths to obtain integrated employment at the greater of minimum or competitive wages; and (4) assistance to such youths and their families to help determine appropriate services under federal and state programs. Limits an eligible entity to one grant or contract during a five-year period. Prohibits the use of grant funds for activities that result in such youths being placed in facility-based segregated services as an employment outcome or post-secondary outcome. Establishes a National Coordination Center on Systems Change and Transformation in the Transition of Youths with Significant Disabilities into Adulthood.

Transition toward Excellence, Achievement and Mobility through Education Act of 2011 or TEAM-Education Act of 2011 - Amends the Individuals with Disabilities Education Act to allow states to use special education grant funds to contract with entities that have the experience to assist disabled children in accomplishing the transition objectives outlined in their Individualized Education Programs (IEPs). Conditions a state's eligibility for such grant funds on its having a plan to coordinate state efforts to transition disabled youth into adulthood. Requires local educational agencies (LEAs) to provide a disabled child and his or her parents, when the child's secondary education ends, with a comprehensive record of the child's work experiences and skills that would be relevant to prospective employers, post-secondary education programs, career placement services, and mentors. Requires IEPs, after a child attains age 14, to describe: (1) the transition services to be provided to assist the child in reaching postsecondary goals, and (2) the training the child will receive to empower the child to act on his or her own behalf. (Currently, IEPs are to address postsecondary goals and transition services when children turn 16.) Requires an IEP team: (1) to include a representative of the state intellectual and developmental disabilities agency after a disabled child attains age 14, if the child is expected to be eligible to receive certain adult services upon reaching adulthood; (2) to consider the transition services necessary to assist the child to attain postsecondary education, integrated employment, independent living, and community participation; (3) at the request of a 14 year old disabled child, to take certain steps to enable his or her parents to advocate at IEP team meetings on the child's behalf; and (4) after the child attains age 14, to evaluate the progress made in meeting, and discuss any additional services that may be needed to meet, the child's transition objectives. Authorizes the Secretary of Education to provide grants to states to assist LEAs in establishing transition service coordinators.

Transition toward Excellence, Achievement, and Mobility through Empowerment Act of 2011 or the TEAM-Empowerment Act of 2011 - Amends the Developmental Disabilities Assistance and Bill of Rights Act of 2000 to direct the Secretary of Health and Human Services (HHS) to award competitive grants to states for the development and implementation of an individual transition plan (ITP) for each individual with a developmental disability in the state who is transitioning from secondary school into adulthood. Requires ITPs to assist the developmentally disabled achieve integrated employment, postsecondary education, independent living, and community engagement. Requires each grantee to establish a transition planning and services (TPS) administrative unit within its intellectual and developmental disabilities agency to develop, and assist in the implementation of, ITPs. Requires that unit to offer strategies, training, and information to the developmentally disabled and their families that facilitates their participation in the transition process. States that ITPs are to: (1) apply until an individual's 26th birthday; (2) be reviewed annually and updated as needed; (3) be developed during in-person meetings that include the individual and his or her family; and (4) address the individual's needs in the areas of postsecondary education, career preparation and work-based learning, development and leadership, connecting activities, and family involvement and supports. Requires the TPS administrative unit to use transition brokers to: (1) facilitate coordination among state agencies in the development of ITPs; and (2) assist the developmentally disabled, consistent with their ITPs, in navigating the complex system of supports and services available through federal and state programs.

Law Enforcement Officers' Military Service Act - Allows a law enforcement officer who is involuntarily called or ordered to active duty or involuntarily retained on active duty for any period beginning on or after September 11, 2001, to receive credit for such period of active duty (as military service) under the Federal Employees Retirement System. Waives the requirement that such individuals deposit a specified percentage of basic pay received during such periods of military service to receive such credit.

End Big Oil Tax Subsidies Act of 2011- Amends the Internal Revenue Code to require seven-year amortization of the geological and geophysical expenditures of covered large oil companies. Defines "covered large oil company" as a taxpayer which is a major integrated oil company or which has gross receipts in excess of $50 million in a taxable year. Denies certain tax benefits to any taxpayer that is not a small, independent oil and gas company, including: (1) the tax credits for producing oil and gas from marginal wells and for enhanced oil recovery, (2) expensing of intangible drilling and development costs in the case of gas wells and geothermal wells, (3) percentage depletion, (4) the tax deduction for qualified tertiary injectant expenses, (5) the exemption from limitations on passive activity losses, and (6) the tax deduction for income attributable to domestic production activities. Prohibits the use of the last-in, first-out (LIFO) accounting method by major integrated oil companies. Limits or denies the foreign tax credit and tax deferrals for amounts paid or accrued by a dual capacity taxpayer to a foreign country or U.S. possession for any period with respect to combined foreign oil and gas income. Defines "dual capacity taxpayer" as a person who is subject to a levy of a foreign country or U.S. possession and receives (or will receive) directly or indirectly a specific economic benefit from such county or possession..

Build America Bonds to Create Jobs Now Act of 2011 - Amends the Internal Revenue Code, with respect to the Build America Bond program, to: (1) extend until December 31, 2012, the authority to issue such bonds and the authority for payments to issuers of such bonds, (2) reduce the percentage rate of payments to issuers in 2011 and 2012, (3) allow refundings of currently issued bonds, and (4) allow the use of Build America bonds to fund capital expenditures for levees and flood control projects.

Healthy Children Through School Nutrition Education Act - Amends the Richard B. Russell National School Lunch Act to require local educational agencies participating in the school lunch or breakfast programs to include in their school wellness policies the requirement that each student receive 50 hours of nutrition education each school year. Requires such instruction to meet specified standards, including that it is consistent with nutritional requirements for food served under the school lunch, school breakfast, and child and adult care food programs.

Emergency Unemployment Compensation Expansion Act of 2011 - Amends the Supplemental Appropriations Act, 2008 with respect to the state-established individual emergency unemployment compensation account (EUCA). Revises the formula for making Tier-1 credits in an applicant's EUCA for a benefit year. Increases the figures in the formula (the lesser of which shall be the amount credited): (1) from 80% to 131% of the total amount of regular compensation (including dependents' allowances) payable to the individual during the benefit year, and (2) from 20 to 34 times the individual's average weekly benefit amount for the benefit year. Authorizes a state to elect to pay Tier-2, Tier-3, or Tier-4 extended unemployment compensation (EUC), or a combination of them, before payment of an increased Tier-1 EUC until the state determines that such increased Tier-1 EUC may be paid without undue delay. Authorizes a state to pay extended compensation to an otherwise eligible individual before any additional EUC is paid under this Act, if the individual claimed extended compensation for at least one week of unemployment after the initial exhaustion of EUC. Extends the program until September 22, 2012.

Jane's Law - Amends the federal criminal code to impose a fine and/or a prison term of up to two years on any person who travels in interstate or foreign commerce to evade compliance with a court-ordered property distribution in a divorce proceeding involving more than $5,000. Requires payment of restitution equal to the total unpaid property distribution from any person convicted of evading payment.

Universal Prekindergarten Act - Directs the Secretary of Health and Human Services (HHS) to provide grants to a designated state agency for development of universal prekindergaten programs for all children three, four, and five years old in the state. Requires the state to: (1) match federal funds by at least 20%; and (2) submit with its grant application a plan to establish, coordinate, and implement a statewide universal prekindergarten program. Authorizes state agencies to set aside up to 5% of a grant for ongoing professional development activities for teachers and staff of prekindergarten programs that wish to participate.

Endocrine Disruptor Screening Enhancement Act of 2011 - Amends the Safe Drinking Water Act to require the Administrator of the Environmental Protection Agency (EPA), in carrying out the Estrogenic Substances Screening Program: (1) not later than one year after this Act's enactment, to publish a plan for the identification of endocrine disrupting substances that may be in drinking water for testing and a schedule for issuing test orders for all substances by not later than 10 years after this Act's enactment, with the goal of testing all substances that have been placed on the Drinking Water Preliminary Contaminant Candidate List and all substances for which a national primary drinking water regulation has been promulgated; (2) to give priority in selecting substances for listing to substances that pose the greatest public health concern; (3) not later than two years after enactment of this Act, to publish guidance on developing or updating protocols for testing of possible endocrine disruptors; (4) not later than five years after enactment and every three years thereafter, to determine whether to revise screening protocols based on significant improvements in the sensitivity, accuracy, reliability, reproducibility, or efficiency of such protocols and to require the use of screening protocols that eliminate or reduce the number of animals used; (5) not later than 180 days after this Act's enactment, to publish an electronic, publicly searchable database that contains information regarding the testing program; and (6) within six months after receipt of testing results, to determine whether to take administrative action related to the substance. Authorizes the Administrator to accelerate testing for a substance if: (1) such substance is known to be found in sources of drinking water; (2) a substantial population is known to be exposed to the substance; and (3) the substance is either suspected to be an endocrine disruptor or has a structural similarity to a substance known to be an endocrine disruptor. Requires the Administrator, not later than one year after this Act's enactment, to publish guidance on how the Administrator will make determinations on whether to require accelerated testing for such substances. Authorizes any person to petition the Administrator to identify a substance pursuant to the plan and to issue an order requiring the substance to be tested on an accelerated basis.

Honor and Remember Flag Recognition Act - Designates the Honor and Remember Flag, created by Honor and Remember, Inc., as the official symbol of our country's concern and commitment to honoring and remembering all members of the Armed Forces who lost their lives in the line of duty. Provides days of the year, and memorials and other locations, on or at which the Flag shall be displayed.

Savings Enhancement for Education in College Act - Amends the Internal Revenue Code to: (1) make permanent the allowance for payment of expenses for computer technology and equipment from qualified tuition programs, (2) allow a tax credit for contributions to such programs, (3) allow limited direction of investment of contributions or earnings in a qualified tuition program, and (4) allow an exclusion, up to $600, from the gross income of an employee for employer contributions to a qualified tuition program.

Federal Reserve Transparency Act of 2011 - Directs the Comptroller General to complete, before the end of 2012, an audit of the Board of Governors of the Federal Reserve System and of the federal reserve banks, followed by a detailed report to Congress. Repeals specified limitations on such an audit.

Healthcare Truth and Transparency Act of 2011 - Prohibits any person from making any deceptive or misleading statement, or engaging in any deceptive or misleading act, that: (1) misrepresents whether such person holds a state health care license; or (2) misrepresents such person's education, training, degree, license, or clinical expertise. Requires any person who is advertising health care services provided by such person to disclose the applicable license under which such person is authorized to provide those services. Deems a violation of this Act to be an unfair or deceptive act or practice under the Federal Trade Commission Act. Directs the Federal Trade Commission (FTC) to study and report to Congress on health care professionals' misrepresentations under this Act. Declares that nothing in this Act shall be construed or have the effect of changing state scope of practice for any health care professional.

Manufacture Renewable Energy Systems: Make it in America Act of 2011- Authorizes federal acquisition of, or the provision of federal funds to states for purchase of, only green technologies that are 100% manufactured in the United States from articles, materials, or supplies that are 100% grown, produced, or manufactured in the United States beginning in the fourth fiscal year after enactment of this Act. Provides that such percentage shall be 30% in the first fiscal year after enactment, 50% in the second fiscal year, and 80% in the third fiscal year. Defines "green technologies" to mean renewable energy and energy efficiency products and services that: (1) reduce dependence on unreliable sources of energy by encouraging the use of sustainable biomass, wind, small-scale hydroelectric, solar, geothermal, and other renewable energy and energy efficiency products and services, and (2) use hybrid fossil-renewable energy systems. Amends the Internal Revenue Code to prohibit treating any facility originally placed in service after the enactment of this Act as a qualified facility for purposes of the renewable energy production and investment tax credits unless such facility is 100% manufactured in the United States from articles, materials, or supplies that are 100% grown, produced, or manufactured in the United States. Provides that such percentage shall be 30% for a facility placed in service during 2011, 50% for a facility placed in service during 2012, and 80% for a facility placed in service during 2013.

Consumer Price Index for Elderly Consumers Act of 2011 - Directs the Bureau of Labor Statistics of the Department of Labor to prepare and publish a monthly Consumer Price Index for Elderly Consumers (CPI) that indicates changes over time in expenditures for consumption which are typical for individuals aged 62 years of age or older. Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) to provide for the use of such new CPI in the computation of cost-of-living increases for Social Security benefits.

Big Oil Bailout Prevention Act of 2011 - Amends the Oil Pollution Act of 1990 to remove the limit on liability (currently, the total of all removal costs plus $75 million) of a party responsible for an offshore facility except a deepwater port, from which oil is discharged into or upon navigable waters or adjoining shorelines. Makes this Act effective on April 15, 2010.

21st Century Civilian Conservation Corps Act - Authorizes the President, in order to relieve widespread unemployment, restore depleted natural resources in the United States, and advance public works programs, to establish a Civilian Conservation Corps to employ unemployed or underemployed U.S. citizens in the construction, maintenance, and carrying on of works of a public nature, such as forestation of U.S. and state lands, prevention of forest fires, floods, and soil erosion, and construction and repair of National Park System paths and trails. Authorizes the President to extend Corps activities to state- and private-owned lands to prevent and control forest fires and floods and attacks of forest tree pests and diseases. Requires the President, based on certain criteria, to give preference to the employment of additional persons in the Corps in the following order: (1) unemployed Armed Forces veterans (including Reserve members); (2) unemployed U.S. citizens who have exhausted their unemployment compensation; (3) unemployed U.S. citizens who are eligible for unemployment compensation immediately before employment in the Corps, including any additional compensation or extended compensation; and (4) other unemployed or underemployed U.S. citizens. Authorizes the President to provide housing and transportation for Corps employees. Prohibits discrimination in the hiring of Corps employees.

Restorative Justice in Schools Act of 2011 - Amends title II (Preparing, Training, and Recruiting High Quality Teachers and Principals) of the Elementary and Secondary Education Act of 1965 to allow local educational agencies to use title II subgrants to train school personnel in restorative justice and conflict resolution.

Ban Poisonous Additives Act of 2011 - Deems a food to be adulterated if its container: (1) is composed, in whole or in part, of bisphenol A, or (2) can release bisphenol A into food. Authorizes the Secretary of Health and Human Services (HHS) to grant one-year renewable waivers to a facility for a particular container if such facility: (1) demonstrates that it is not technologically feasible to replace bisphenol A in the container or to use an alternative container that does not contain bisphenol A, and (2) submits to the Secretary a plan and timeline for removing bisphenol A from such container. Sets forth labeling requirements for a product granted a waiver. Requires the Secretary, acting through the Commissioner of Food and Drugs (FDA), to review substances in order determine whether there is a reasonable certainty that no harm will result from aggregate exposure to such substance, taking into consideration potential adverse effects from low dose exposure and the effects on vulnerable populations and populations with high exposure. Sets forth remedial actions based on the Secretary's determination. Amends the Federal Food, Drug, and Cosmetic Act to require a manufacturer or supplier of a food contact substance to notify the Secretary of the identity and intended use of any such substance prior to its introduction into interstate commerce and of its determination that: (1) no adverse health effects result from low-dose exposures to such substance; and (2) such substance has not been shown, after tests which are appropriate for the evaluation of the safety of food contact substances, to cause reproductive or developmental toxicity in humans or animals.

Small Business Tax Relief Act of 2011 - Repeals the provision of the Patient Protection and Affordable Care Act that extends to corporations that are not tax-exempt the requirement to report payments of $600 or more. Amends the Internal Revenue Code to impose a 5.4% surcharge on individual taxpayers whose modified adjusted gross income exceeds $1 million. Dedicates revenues from such surcharge to federal deficit or debt reduction.

National Infrastructure Development Bank Act of 2011 - Establishes the National Infrastructure Development Bank as a wholly owned government corporation. Makes the Bank's Board of Directors responsible for monitoring and overseeing energy, environmental, telecommunications, and transportation infrastructure projects. Authorizes the Board to: (1) issue public benefit bonds and provide financing to infrastructure projects; and (2) borrow on the global capital market and lend to entities and commercial banks for funding infrastructure projects. Requires the Board to establish criteria for determining project eligibility for financial assistance under this Act. Sets forth the duties of the Bank's executive committee and audit committee. Requires the Bank to establish a risk management committee, which shall: (1) create financial, credit, and operational risk management guidelines for the Bank; (2) set standards to ensure diversification of lending activities by both region and infrastructure project type; and (3) create conforming standards for infrastructure finance securities. Exempts all notes, debentures, bonds or other such obligations issued by the Bank, and the interest on or credits with respect to such bonds or other obligations, from state or local government taxation. Terminates the Bank after 15 years.

TBI Treatment Act - Directs the Secretaries of Defense (DOD) and Veterans Affairs (Secretaries) to carry out a five-year pilot program under which each Secretary establishes a process for providing payments to facilities for treatments of traumatic brain injury (TBI) or post-traumatic stress disorder (PTSD) received by members of the Armed Forces and veterans in facilities other than military treatment facilities or Department of Veterans Affairs (VA) medical facilities. Subjects such payments to specified conditions, including approved treatment. Requires the VA Secretary to notify each veteran with a service-connected injury or disability of the opportunity to receive such treatment. Requires the Secretaries to jointly: (1) develop and maintain a database containing data from each patient case involving the use of such treatments; and (2) report annually to Congress on the implementation of this Act.

Expresses support for: (1) the goals and ideals of National Black HIV/AIDS Awareness Day; (2) the implementation of the national AIDS strategy and its goals; (3) the strengthening of stable African-American communities; (4) reducing the impact of incarceration as a driver of new HIV infections within the African-American community; (5) reducing the number of HIV infections in the African-American community resulting from intravenous drug use; (6) comprehensive HIV prevention education programs to promote the early identification of HIV through voluntary routine testing and to connect those in need to treatment and care as early as possible; and (7) appropriate funding for HIV/AIDS prevention, care, treatment, and housing. Encourages state and local governments to recognize such day and to encourage individuals, especially African-Americans, to get tested for HIV. Commends the work of AIDS service organizations and community and faith-based organizations.

Housing Opportunity and Mortgage Equity Act of 2011 - Directs the Federal National Mortgage Association (Fannie Mae) and the Federal Home Loan Mortgage Corporation (Freddie Mac) (government-sponsored enterprises or GSEs) each to carry out a one-year program providing for the refinancing of qualified single-family housing mortgages it owns through a refinancing mortgage (and for the purchase of and securitization of such refinancing mortgages) in accordance with this Act and the policies and procedures of the Federal Housing Finance Agency. Defines a qualified mortgage as one, regardless of whether the mortgagor is current on payments due or in default, that: (1) is an existing first mortgage for purchase of, or refinancing another first mortgage on, a one- to four-family dwelling, including a condominium or a share in a cooperative ownership housing association, that is occupied by the mortgagor as principal residence; (2) is owned or guaranteed by the particular GSE; and (3) was originated on or before enactment of this Act. Specifies the terms and conditions of a refinancing mortgage, including a 40-year term to maturity and a prohibition on borrower fees. Requires waiver or forgiveness of all fees and penalties related to any default or delinquency on the original mortgage. Requires a GSE to pay a fee of up to $1,000 to the servicer of a qualified mortgage refinance. Prohibits any requirement of a property appraisal.

Volunteer Emergency Services Recruitment and Retention Act of 2011- Amends the Internal Revenue Code to allow sponsors of certain deferred compensation plans to elect to include length of service award plans for bona fide volunteers providing firefighting and fire prevention services, emergency medical services, ambulance services, and emergency rescue services. Directs the Secretary of Labor to issue regulations exempting a length of service award program from treatment as an employee pension benefit plan under the Employee Retirement Income Security Act of 1974 (ERISA).

Interest Rate Reduction Act - Amends the Truth in Lending Act to prohibit the annual percentage rate of interest (APR) applicable to any extension of credit to a consumer from exceeding 15% on unpaid balances, inclusive of all finance charges. Authorizes the Board of Governors of the Federal Reserve System to establish an APR ceiling exceeding the 15% annual rate for periods not to exceed 18 months, upon a determination that: (1) money market interest rates have risen over the preceding six-month period; and (2) prevailing interest rate levels threaten the safety and soundness of individual lenders, as evidenced by adverse trends in liquidity, capital, earnings, and growth. Declares the interest rate limitation inapplicable to an extension of credit by an insured credit union. Subjects a creditor who violates this Act to a civil penalty.

Equal Employment for All Act - Amends the Fair Credit Reporting Act to prohibit a current or prospective employer from using a consumer report or an investigative consumer report, or from causing one to be procured, for either employment purposes or for making an adverse action, if the report contains information that bears upon the consumer's creditworthiness, credit standing, or credit capacity. Makes exceptions to such prohibition for employment: (1) which requires a national security or Federal Deposit Insurance Corporation (FDIC) clearance; (2) with a state or local government agency which otherwise requires use of a consumer report; or (3) in a supervisory, managerial, professional, or executive position at a financial institution.

Anti-hunger Empowerment Act of 2011 - Amends the Food and Nutrition Act of 2008 (formerly known as the Food Stamp Act of 1977) to replace current Supplemental Nutrition Assistance Program (SNAP, formerly food stamps) administrative cost provisions with provisions authorizing 75% reimbursement for specified state activities to increase program access. States that fingerprinting shall not be required for program participation. Beyond the Soup Kitchen Grants Program Act of 2011 - Directs the Secretary of Agriculture (USDA) to establish a Beyond the Soup Kitchen pilot program to provide grants: (1) to a primary community-based nonprofit feeding and anti-hunger group in each designated pilot community to allocate subgrants to other nonprofit feeding and anti-hunger groups in such community, and (2) for technical assistance grants.

Expresses the sense of the House of Representatives that the United States should: (1) strengthen cooperation to promote the empowerment of people of African descent in relation to their social, educational, political, and economic rights; (2) make efforts to advance the diverse cultural traditions and heritage of people of African descent; and (3) strengthen its commitment to eradicate racism, undo the injustices of history, and celebrate the contributions of people of African descent across the political, social, and economic spectrum.

Large Capacity Ammunition Feeding Device Act - Amends the Brady Handgun Violence Prevention Act to prohibit: (1) the transfer or possession of a large capacity ammunition feeding device, except for its lawful possession within the United States on or before the date of this Act's enactment; and (2) the importation or bringing into the United States of such a device. Sets forth exceptions to such ban. Sets penalties for violations. Requires a large capacity ammunition feeding device manufactured after this Act's enactment to be identified by a serial number that clearly shows that the device was manufactured after enactment and such other identification as the Attorney General may prescribe.
