Expresses support for the goals and ideals of Multiple Sclerosis Awareness Week. Reaffirms the nation's commitment to combating multiple sclerosis by promoting awareness about its causes and risks, promoting new education programs, supporting research, and expanding access to medical treatment. Recognizes people living with multiple sclerosis and salutes the health care professionals and medical researchers who assist those so afflicted and continue to work to find cures and improve treatments.

National September 11 Memorial & Museum Commemorative Medal Act of 2009 - Directs the Secretary of the Treasury to strike and make available for sale not more than 2 million silver national medals, containing one ounce of silver each, in commemoration of the 10th anniversary of the September 11, 2001, terrorist attacks on the United States and the establishment of the National September 11 Memorial & Museum at the World Trade Center. Declares that all sales of medals under this Act shall include a surcharge of $10 per medal, which shall be paid to the National September 11 Memorial & Museum at the World Trade Center to support its operations and maintenance.

Travel Restriction Reform and Export Enhancement Act - Prohibits the President from: (1) regulating or prohibiting travel to or from Cuba by U.S. citizens or lawful permanent residents or any transactions incident to such travel; and (2) restricting direct transfers from a Cuban financial institution to a U.S. financial institution executed in payment for a product authorized for sale under the Trade Sanctions Reform and Export Enhancement Act of 2000. States that: (1) any regulation restricting or prohibiting such Cuban travel shall have no effect; and (2) such prohibition shall not apply in time of war or armed hostilities between the United States and Cuba, or of imminent danger to the public health or the physical safety of U.S. citizens or legal residents. Amends the Trade Sanctions Reform and Export Enhancement Act of 2000 to define "payment of cash in advance" as the payment by the purchaser of an agricultural commodity or product and the receipt of such payment by the seller prior to: (1) the transfer of title of such commodity or product to the purchaser; and (2) the release of control of such commodity or product to the purchaser.

Stop Outsourcing Security Act - Directs the Secretary of State to ensure that only government personnel provide security services at U.S. diplomatic or consular missions in Iraq or Afghanistan. Requires the President to report to Congress, by June 1, 2010, on the status of planning for the use, by January 1, 2011, of government and military personnel instead of private contractors for mission critical or emergency essential functions in all conflict zones where Congress has authorized the use of force. Directs any individual or entity under contract with the federal government to provide mission critical or emergency essential functions after such date to allow Congress to examine their accounting practices. Outlines additional requirements relating to renewals of such contracts. Authorizes specified congressional access to contracts and task orders in excess of $5 million entered into by the Department of Defense (DOD), the Department of State, the Department of the Interior, and the United States Agency for International Development (USAID) during the period beginning October 1, 2001, and ending on the last day of the month during which this Act is enacted for work to be performed in Iraq and Afghanistan. Requires certain reports to Congress regarding contracts for the performance of work in Iraq and Afghanistan.

Shaken Baby Syndrome Prevention Act of 2010 - Requires the Secretary of Health and Human Services (HHS), acting through various federal agencies, to develop a national Shaken Baby Syndrome public health campaign. Requires the Secretary to: (1) develop a National Action Plan and effective strategies to increase awareness of opportunities to prevent Shaken Baby Syndrome; and (2) coordinate the Plan and strategies with evidence-based strategies and efforts that support families with infants and other young children. Directs the Secretary to carry out communication, education, and training about Shaken Baby Syndrome prevention, including efforts to communicate with the general public, such as by: (1) disseminating effective prevention practices and techniques to parents and caregivers; (2) producing evidence-based educational and information materials; and (3) carrying out training. Requires the Secretary to work to ensure that the parents and caregivers of children are connected to effective supports through the coordination of existing programs and networks or the establishment of new programs. Establishes a Shaken Baby Awareness Advisory Council to develop recommendations: (1) regarding the National Action Plan and effective strategies; and (2) related to support services for families and caregivers of young children. Requires the Director of the Centers for Disease Control and Prevention (CDC) to conduct a study on the collection of data related to Shaken Baby Syndrome.

Eliminates the mandatory printing of bills and resolutions by the Government Printing Office (GPO) for the use of Congress. Requires the Public Printer to make bills and resolutions available for the use of Congress only in an electronic format accessible through the Internet. Requires the Public Printer, at the request of a Member or a congressional committee (including a joint committee), to provide the Member or committee with a printed copy of a bill or resolution. Directs the Joint Committee on Printing to study and report to Congress on the effect of this Act on the rules and regulations of the House of Representatives and Senate.

Recognizes the hearing of the Senate Committee on Armed Services on the Don't Ask, Don't Tell policy (concerning sexual orientation in the military), and the testimony of Secretary of Defense Robert M. Gates and Chairman of the Joint Chiefs of Staff Admiral Michael G. Mullen, as an important first step in bringing about the repeal of such policy and in permitting gay and lesbian Americans to serve openly in the Armed Forces. Expresses the sense of the House of Representatives that the policy, as codified under federal law, should be repealed in 2010 and that repeal legislation should be promptly brought to a vote. Expresses the hope that President Obama will continue his leadership on this issue. Urges the Pentagon working group to deliver a repeal implementation plan to Congress as soon as possible while ensuring that the needs and concerns of members of the Armed Forces (members) are taken into consideration. Pledges that the House will do its part to move the repeal planning and implementation process forward in a timeline that is best for all members. Recommends that the Senate Armed Services Committee and the Subcommittee on Personnel Management of the House Armed Services Committee include members, regardless of their sexual orientation, in the upcoming hearings regarding the policy.

Haitian Emergency Life Protection Act of 2010 or the H.E.L.P. Act - Amends the Immigration and Nationality Act with respect to V- visa nonimmigrants (spouses and minor children of lawful permanent residents who come to the United States to wait for completion of the immigrant visa process) to include Haitian nationals whose petition for a family-sponsored immigrant visa was approved on or before January 12, 2010. Authorizes the Department of State to use secondary evidence to verify eligibility for such status or for immediate relative status. Sunsets the provisions of this Act two years after its enactment.

National Nurse Act of 2010 - Amends the Public Health Service Act to establish within the Public Health Service an Office of the National Nurse, headed by a registered nurse appointed by the Secretary of Health and Human Services (HHS). Directs the Secretary to: (1) initially appoint the individual serving as the Chief Nurse Officer of the Public Health Service as of this Act's enactment as the first National Nurse; and (2) thereafter appoint the National Nurse in accordance with Commissioned Corps Instruction CC23.4.6 (relating to Chief Professional Officer Nominations), as in effect on February 13, 2008. Grants the National Nurse the same rank and grade as the Deputy Surgeon General. Lists duties of the National Nurse, including to provide leadership and coordination of Public Health Service nursing professional affairs for the Office of the Surgeon General and other agencies of the Service, to conduct media campaigns, and to provide guidance and leadership for activities that will increase public safety and emergency preparedness. Requires the National Nurse to: (1) identify annual health priorities; (2) encourage volunteerism and strengthen the relationship between government agencies and health-related national organizations; and (3) encourage community-based, nonprofit organizations to seek grants for the purpose of education and interventions to address the annual priorities (including evaluating the activities encouraged by the National Nurse and conducted by such organizations, and disseminating information to governmental agencies, schools, and organizations interested in health promotion and improving public health through community action).

10 Million Solar Roofs and 10 Million Gallons of Solar Water Heating Act of 2010 - Requires the Secretary of Energy to establish a program to provide rebates for the purchase and installation of solar photovoltaic systems and solar water heating systems for residential and commercial properties in order to install over 10 years at least : (1) an additional 10 million solar systems with a cumulative capacity of at least 30,000 megawatts; and (2) an additional 200,000 solar water heating systems with a cumulative capacity of 10 million gallons. Establishes rebate eligibility criteria and the amount of rebates.

Renewable Energy Expansion Act of 2010 - Amends the Internal Revenue Code to: (1) allow taxpayers an election to receive a direct payment for investing in or producing specified energy property in lieu of existing energy tax credits; and (2) extend eligibility for such payments until January 1, 2013.

International Violence Against Women Act of 2010 - Directs the Secretary of State to establish the Office for Global Women's Issues, to be headed by the Ambassador-at-Large for Global Women's Issues, to coordinate efforts regarding gender integration and empowerment of women in U.S. foreign policy. Establishes an Office for Women's Global Development (intended to replace the Office of Women in Development) in the United States Agency for International Development (USAID), to be headed by the Director of Women's Global Development, to coordinate USAID efforts to integrate gender in U.S. foreign assistance programs and policies. Directs the Secretary and the Administrator of USAID to develop a comprehensive five-year strategy for programs to prevent and respond to violence against women and girls in countries with severe levels of such violence. Directs the Ambassador-at-Large and the Director to seek to coordinate efforts to prevent and respond to violence against women and girls internationally into existing foreign assistance programs. Authorizes funds to be awarded to community-based women's nongovernmental organizations and community-based organizations in recipient countries to carry out such efforts. Authorizes the Secretary to provide guidance to the Secretary of Defense (DOD) to: (1) incorporate training on prevention and response into the basic training curricula of foreign military and police forces and judicial officials; and (2) ensure that U.S. assistance to units involved in regional or multilateral peacekeeping operations includes such training. Authorizes the Ambassador-at-Large to provide guidance to the Administrator and the Assistant Secretary for Population, Refugees, and Migration on preventing and responding to violence against women and girls in humanitarian relief, conflict, and post-conflict settings. Authorizes the Secretary to provide guidance on preventing and responding to violence against women and girls to the Secretary of DOD when U.S. military personnel, military contractors, and military observers are to be deployed in humanitarian relief, conflict, and post-conflict settings. Authorizes the Secretary and the Secretary of DOD to: (1) provide training in prevention and response to violence against women and girls internationally to U.S. military forces; (2) establish mechanisms for reporting incidences of violence against civilian women and girls committed by U.S. military forces; and (3) establish related public outreach efforts. Urges the Secretary to make U.S. financial, material, human, and other resources available to assist U.N. efforts to: (1) implement training programs in prevention and response to violence against women and girls for peacekeeping and humanitarian personnel; (2) enhance the deployment of military and civilian women in peacekeeping missions; and (3) improve protection mechanisms at U.N. managed refugee and internally displaced persons camps. Urges the Secretary to identify and take emergency measures to respond to critical outbreaks of violence against women and girls in situations of armed conflict.

Calls upon the President and the Secretary of State to: (1) impress upon the Ugandan government the U.S. belief in the human dignity of all Ugandans regardless of sexual orientation; (2) express U.S. opposition to the "Anti-Homosexuality Bill, 2009" introduced in the Ugandan Parliament; and (3) ensure that resources committed to the global HIV/AIDS response are utilized in a manner that is appropriate to the local epidemiology of the disease, including in Uganda.

Emergency Jobs Program and Assistance for Families Extension Act - Amends part A (Temporary Assistance for Needy Families) (TANF) of title IV of the Social Security Act to extend for one year the Emergency Contingency Fund for State Temporary Assistance for Needy Families Programs. Directs the Secretary of Health and Human Services (HHS) to make a grant from the Fund for each calendar quarter in FY2010 or FY2011 to each requesting state whose total expenditures for work support services in the quarter, whether under the state program funded under TANF or as qualified state expenditures, exceeds the state's total such expenditures in the corresponding quarter in its emergency fund base year. Requires a grant to equal 80% of such excess.

Energy Assistance for American Families Act - Amends the Low-Income Home Energy Assistance Act of 1981 to authorize appropriations for FY2011-FY2014. Permits a state to use any allotment from such appropriations to assist households whose income does not exceed 75% of the state median income.

Connelly Act - Amends the Higher Education Act of 1965, the Elementary and Secondary Education Act of 1965, the Rehabilitation Act of 1973, the Public Health Service Act, the Health Professions Education Partnership Act of 1968, the National Sickle Cell Anemia Act, Cooley's Anemia, Tay-Sachs, and Genetic Diseases Act, the Genetic Information Nondiscrimination Act, the Developmental Disabilities Assistance and Bill of Rights Act of 2000, and other federal enactments and regulations to change references to mental retardation to references to an intellectual disability.

Requires a restroom in a public building to be a family restroom (e.g., specifically equipped to accommodate use by men and women for the purpose of changing the diaper of a child and aiding a child in the restroom) or otherwise to be equipped with baby changing facilities that the Administrator of General Services (GSA) determines are physically safe, sanitary, and appropriate. Makes this requirement inapplicable to a restroom that: (1) is not available for public use; or (2) contains clear and conspicuous signage indicating where a family restroom is located within the same section or corridor of such building.

Student Nondiscrimination Act of 2010 - Prohibits public school students from being excluded from participating in, or subject to discrimination under, any federally-assisted educational program on the basis of their actual or perceived sexual orientation or gender identity or that of their associates. Considers harassment to be a form of discrimination. Prohibits retaliation against anyone for opposing conduct they reasonably believe to be unlawful under this Act. Authorizes federal departments and agencies to enforce these prohibitions by cutting off the educational assistance of recipients found to be violating them. Allows an aggrieved individual to assert a violation of this Act in a judicial proceeding and recover reasonable attorney's fees should they prevail. Deems a state's receipt of federal educational assistance for a program to constitute a waiver of sovereign immunity for conduct prohibited under this Act regarding such program.

Expresses support for: (1) the goals and ideals of National Black HIV/AIDS Awareness Day; (2) development of a national AIDS strategy to reduce new HIV infections; (3) the strengthening of stable African-American communities; (4) reducing the impact of incarceration as a driver of new HIV infections within the African-American community; (5) reducing the number of HIV infections in the African-American community resulting from injection drug use; (6) comprehensive HIV prevention education programs to promote the early identification of HIV through voluntary routine testing and to connect those in need to treatment and care as early as possible; and (7) appropriate funding for HIV/AIDS prevention, care, treatment, and housing. Encourages state and local governments to recognize such day and to encourage individuals, especially African-Americans, to get tested for HIV.

Freedom From Foreign-Based Manipulation in American Elections Act of 2010 - Amends the Federal Election Campaign Act of 1971 to apply the ban on contributions and expenditures by foreign nationals in connection with a federal, state, or local election to corporations with respect to which: (1) the number of shares owned directly or indirectly by foreign principals is equal to or greater than 5% of the total number of the corporation's outstanding shares; (2) one or more foreign principals serves on the board of directors; or (3) one or more foreign principals is employed in a senior executive position. Increases the civil monetary penalties applicable to foreign nationals that violate the ban.

Small Business Environmental Stewardship Assistance Act of 2010 - Amends the Small Business Act to reauthorize for FY2011-FY2015 the national small business tree planting program (a program under which the Small Business Administration (SBA) makes grants to states for contracting with small businesses to plant trees on land owned or controlled by a state or local government).

Helping Small Business Compete Act of 2010 - Amends the Small Business Act to increase from 23% to 25% the government-wide small business procurement contract goal. Requires the President, before the close of each fiscal year, to establish new goals. Requires each federal agency to have an anuual goal at least equal to the federal goal. Sets forth provisions concerning methods for goal achievement, including requiring procurement training for senior executives and a limitation on incentive awards for failure to meet goals. Redefines the term: (1) "bundled contract" to mean a contract or order entered into to meet procurement requirements that are consolidated in a bundling of contract requirements, without regard to its designation by the procuring agency or whether a study of the effects of the solicitation on civilian or military personnel has been made; and (2) "bundling of contract requirements" to mean any bundling methodology to satisfy two or more procurement requirements for new or existing goods or services, including any construction services, that is likely to be unsuitable for award to a small business due to the specialized nature of performance, the dollar value of the award, or the geographical dispersion of the contract or order performance. Makes the revised definitions inapplicable for contracts under $65 million for construction services and, for all other types of contracts, under $5 million. Requires notification to Small Business Administration (SBA) procurement center representatives of identifying information on incumbent contract holders, a description of the industries potentially interested in bidding on the contract requirements, and the number of small businesses listed in the industry categories that could be excluded from future bidding if the contract is bundled. Allows the SBA Administrator, if there is cause to believe a contract combines requirements or a contract or task or delivery order for construction services or includes unjustified bundling, to request a statement of work for goods and services, and to request that the solicitation process be postponed at least 10 days (but not more than 30) to allow the Administrator to review the statement and make recommendations. Allows a small business adversely affected by a proposed procurement that includes contract bundling to take specified actions. Allows the SBA, whenever the head of a contracting agency makes a decision concerning the Administrator's challenge to a bundling of contract requirements, to file a challenge with the appropriate agency board of contract appeals. Requires the Administrator to promulgate regulations concerning good faith compliance with small business subcontracting plans and requirements. Provides criminal penalties for violators making false statements in an effort to obtain a federal contract.

Supports the designation of National Braille Literacy Month. Military Personnel Toxic Exposure Registry Act - Directs the Secretary of Defense (DOD) to establish and administer a system to identify members of the Armed Forces who were potentially exposed to a hazardous disposal site, as well as any negative health effects that may be related to such exposure. Requires the Secretary to: (1) administer the system using existing medical surveillance systems; (2) notify a member and his or her commanding officer of a potential exposure; (3) for each member notified, collect information for purposes of the system; (4) for each member notified, annually provide a complete physical examination and related consultation and counseling; and (5) report annually to the congressional defense committees on the status of system implementation and incidences of illnesses which may have been caused by such exposure. Amends the National Defense Authorization Act for Fiscal Year 2010 to: (1) include solid waste containing plastics within the definition of "covered waste" for purposes of a prohibition against the disposal by the Armed Forces of covered waste in open-air burn pits during contingency operations; and (2) include in a required report concerning the use of such pits those situations in which such pits were used to dispose of waste during military exercises and operations worldwide during the period beginning on September 11, 2001, and ending on the date of enactment of this Act.

State and Local Law Enforcement Hatch Act Reform Act of 2010 - Amends the Hatch Act to: (1) allow state and local law enforcement officers to be candidates for the office of sheriff; and (2) allow sheriffs to engage in campaign activities by attending or speaking at political campaign rallies or events, holding or sponsoring political fundraisers, or appearing on political advertisements. Establishes a limitation period of six months after the later of the date of the alleged violation or the date of enactment of this Act for presenting charges against a law enforcement officer for Hatch Act violations.

Treats cash contributions made after January 11, 2010, and before March 1, 2010, for the relief of earthquake victims in Haiti as having been made on December 31, 2009, for purposes of the tax deduction for charitable contributions. Deems a contribution as meeting the recordkeeping requirements of the Internal Revenue Code if the taxpayer produces a telephone bill showing the name of the donee organization and the date and amount of the contribution.

Hiring Incentives to Reinvest and Incentivize New Growth Act of 2010 or the HIRING Act of 2010 - Amends the Internal Revenue Code to allow employers, including tax-exempt employers, a refundable tax credit for increases in wages paid during 2010 and 2011. Directs the Secretary of the Treasury to work with state employment agencies to inform businesses of the availability of the tax credit allowed by this Act.

Wall Street Bonus Tax Act - Amends the Internal Revenue Code to: (1) impose a tax on current or former employees of recipients of financial assistance under the Trouble Asset Relief Program (TARP) for 50% of any bonus exceeding $50,000 paid to them during 2010; and (2) establish in the Treasury the Small Business Growth Fund to hold revenues from such tax. Requires the Administrator of the Small Business Administration (SBA) to establish and carry out a program to make loans directly to small business concerns. Makes amounts from such Fund available to carry out such program.

Children's Fruit and Vegetable Act of 2009 - Amends the Richard B. Russell National School Lunch Act to direct the Secretary of Agriculture to: (1) promote the use of salad or fruit and vegetable bars in schools participating in the school lunch program; (2) provide training and technical assistance to states and schools on how to do so; and (3) provide grants to states for a one-time payment to schools for the cost of setting up and operating salad or fruit and vegetable bars. Directs the Secretary to identify and remove barriers to the equitable purchase of fruits and vegetables within the Secretary's procurement and distribution systems. Authorizes the Secretary to use administrative funds under the Act's fresh fruit and vegetable program to provide program participants with technical assistance and national and regional training conferences that emphasize best practices. Directs the Secretary, within two years of receiving the findings of the National Academy of Sciences' review of the National School Lunch and School Breakfast Program Meal Patterns and Nutrient Standards, to promulgate a final rule updating the nutrition standards and meal requirements for school meal programs so they are consistent with such findings. Requires the Secretary to allocate funds to states, in proportion to each state's administrative expense allocation under the school lunch and breakfast programs, so they can award competitive grants to school food authorities for the equipment needed to prepare, process, and store food for the school lunch program. Directs the Secretary to provide competitive matching grants and technical assistance to schools and nonprofit entities to carry out farm-to-school programs that improve the access of school lunch and breakfast program participants to local foods.

Downed Animal and Food Safety Protection Act - States that it is U.S. policy that all nonambulatory cattle in interstate and foreign commerce be immediately and humanely euthanized when such cattle become nonambulatory. Amends the Humane Methods of Slaughter Act of 1958 to direct the Secretary of Agriculture to promulgate regulations providing for the humane treatment, handling, and disposition of nonambulatory cattle by a covered entity, including a requirement that nonambulatory cattle be humanely euthanized. Requires an entity to: (1) humanely euthanize nonambulatory cattle (while not limiting the Secretary's ability to test nonambulatory cattle for disease, such as bovine spongiform encephalopathy); and (2) not move nonambulatory cattle while such cattle is conscious, and ensure that such cattle remains unconscious until death. Prohibits an inspector at an establishment covered by the Federal Meat Inspection Act to pass nonambulatory cattle, carcass, or carcass parts through inspection. Requires an inspector or other employee at such establishment to label such material as "inspected and condemned."

Compassionate Care for Servicewomen Act - Requires emergency contraception in drug form to be included on the basic core formulary of the uniform formulary of pharmaceutical agents for the pharmacy benefits program of the Department of Defense. Allows emergency contraception in other-than-drug form to also be so included. States that prior authorization shall not be required for such contraception.

American Electric Vehicle Manufacturing Act - Directs the Secretary of Energy to establish a two-phased program to: (1) award funds for the manufacture, testing, and delivery of at least 20,000 electric drive U.S. Postal Service Long Life Vehicles or other road vehicles for local postal delivery; and (2) further the deployment of electric drive vehicles and the development of grid services using them, including Vehicle-to-Grid. Prescribes Phase I program requirements to direct the Secretary to award funds for the production and delivery of: (1) 2,000 all-electric trucks (including an additional number of Electric Vehicle Battery Packs) to the U.S. Postal Service; (2) 4,000 new electric U.S. Postal Service Long Life Vehicles, including 200 new Derivative Electric Vehicles, to replace existing U.S. Postal Service Long Life Vehicles; (3) 1,000 plug-in hybrid electric vehicle powertrains and 2,000 all-electric powertrains for converting existing U.S. Postal Service Long Life Vehicles; and (4) 1,000 plug-in hybrid electric vehicles to the U.S. Postal Service. Requires: (1) installation of 12,000 charging stations at U.S. Postal Service facilities; (2) the deployment of Smart Grid technologies, principally Vehicle-to-Grid; (3) activities to increase lithium ion battery repurposing and lithium ion battery recycling infrastructure; and (4) the development of standards and safety policies for the deployment of the Phase I vehicle test fleet. Establishes the Postal Service Sustainability Fund. Directs the Secretary, based on a Phase I performance report and on recommendations of the Inspector General of the U.S. Postal Service, to select one or more recipients for the award of funds for Phase II of the program for the production and delivery of 10,000 electric postal delivery vehicles and 12,000 charging stations. Requires the Secretary to establish a public information clearinghouse for all data collected under this Act. Requires the Secretary to give priority in the awarding of funds for Phase I and Phase II to applicants that comply with Buy America Act requirements.

BPA Consumer Information Act of 2009 - Amends the Federal Food, Drug, and Cosmetic Act to deem a food to be misbranded if its container: (1) is composed, in whole or in part, of bisphenol A or could release bisphenol A into food; and (2) fails to display such information in a warning on its label.

Thomas J. Manton Prostate Cancer Early Detection and Treatment Act of 2009 - Amends the Public Health Service Act to allow the Secretary of Health and Human Services (HHS), acting through the Director of the Centers for Disease Control and Prevention (CDC), to make grants to states to carry out: (1) prostate cancer prevention programs (including screening and referrals for treatment); and (2) demonstration projects to provide preventive health services with respect to prostate cancer (including blood pressure and cholesterol screenings). Amends title XIX (Medicaid) of the Social Security Act to allow states to provide medical assistance to individuals who have been screened for prostate cancer under this Act and who need treatment for prostate cancer. Applies provisions related to breast and cervical cancer programs to programs under this Act.

Jubilee Act for Responsible Lending and Expanded Debt Cancellation of 2009 - Amends the International Financial Institutions Act to direct the Secretary of the Treasury, within the Paris Club of Official Creditors, the International Monetary Fund (IMF), the International Bank for Reconstruction and Development, and other defined international financial institutions, to: (1) provide for debt cancellation of eligible low-income countries to such institutions and to the United States; (2) ensure that the provision of debt cancellation to such countries is not followed by a reduction in the provision of any other development assistance; and (3) encourage such countries' governments to allocate at least 20% of their national budgets towards poverty-alleviation programs. Directs the Secretary to begin efforts to: (1) promote greater transparency within such institutions; (2) establish a responsible lending framework; and (3) ensure that debt cancellation to eligible low-income governments is subject only to specified conditions. Directs the Government Accountability Office (GAO) to: (1) audit the debt portfolios of previous governments in countries such as South Africa and the Democratic Republic of Congo where there is significant evidence that onerous or illegal loans were made to the government; and (2) report to Congress.

Glass-Steagall Restoration Act - Amends the Banking Act of 1933 (Glass-Steagall Act) to prohibit a member bank from being affiliated with specified organizations engaged principally in the issue, flotation, underwriting, public sale, or distribution of stocks, bonds, debenture, notes, or other securities. Prohibits the staff and personnel of corporations and partnerships (as well as any individual) primarily engaged in the issue, flotation, underwriting, public sale, or distribution, of stocks, bonds, or other similar securities from serving simultaneously as an officer, director, or employee of any member bank. Authorizes the Board of Governors of the Federal Reserve System to grant an exception in limited classes of cases when in the Board's judgment it would not unduly influence the investment policies of such member bank or the advice it gives its customers regarding investments.

Freedom from Discrimination in Credit Act of 2009 - Amends the Equal Credit Opportunity Act to prohibit discrimination on account of sexual orientation or gender identity when extending credit. Defines: (1) "gender identity" as the gender-related identity, appearance, or mannerisms or other gender-related characteristics of an individual with or without regard to the individual's designated sex at birth; (2) "person" as a natural person, corporation, government or governmental subdivision or agency, trust, estate, partnership, cooperative, or association; and (3) "sexual orientation" as homosexuality, heterosexuality, or bisexuality.

Access to Nutritious Meals for Young Children Act of 2009 - Amends the the Richard B. Russell National School Lunch Act to increase reimbursement rates for free, reduced price, and paid meals and snacks served under the Child and Adult Care Food Program (CACFP) at nonresidential child care centers and family or group day care homes. Allows such providers to be reimbursed for the service of three meals and a snack. (Currently, reimbursement is provided for two meals and a snack.) Lowers the percentage of children or school children in an area that must be eligible for free or reduced price meals under the school lunch or breakfast programs to make family or group day care homes in the area eligible for higher CACFP reimbursement rates as tier I homes. Increases the maximum monthly administrative payment per home provided to sponsors of family or group day care homes. Directs the Secretary of Agriculture to improve the ability of the CACFP to reach low-income families by streamlining program and paperwork requirements.
