Recognizes the commissioning of the USS New York LPD 21. Congratulates the captain and commissioning crew of the USS New York LPD 21 on the occasion of their vessel entering into the service of the U.S. Navy. Honors those who lost their lives at the World Trade Center, the Pentagon, and Shanksville, Pennsylvania, on September 11, 2001. Recommits the House of Representatives to the counter-terrorism mission of the USS New York LPD 21 and all the members of the U.S. Armed Forces.

Chesapeake Clean Water and Ecosystem Restoration Act of 2009 - Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to: (1) revise and expand definitions under the Chesapeake Bay Program; (2) expand the implementation and monitoring grant programs; and (3) require that at least 10% of funds for implementation grants be made available to the states of Delaware, New York, and West Virginia, and that at least 20% of such funds be made available to Chesapeake Bay States (i.e., Delaware, Maryland, New York, West Virginia, Pennsylvania, Virginia, and the District of Columbia) to provide technical assistance to agricultural producers and foresters. Requires the Administrator of the Environmental Protection Agency (EPA) to: (1) make public by March 31 of each year a Chesapeake Bay action plan to protect and restore the Chesapeake Bay; (2) establish a Chesapeake Bay Stewardship Grants Program; (3) establish minimum criteria for watershed implementation plans; (4) establish by December 31, 2010, a Chesapeake Bay-wide TMDL (total maximum daily load for nitrogen, phosphorus, and sediment loading to the waters in the Chesapeake Bay); (5) establish by May 12, 2012, an interstate nitrogen and phosphorus trading program for the Chesapeake Bay; (6) designate the Asian oyster (species Crassostrea ariakensis) as a biological pollutant in the Chesapeake Bay; and (7) conduct a study on the impacts of the commercial harvesting of Menhaden (species Brevoortia tyrannus) on Chesapeake Bay water quality. Requires each Chesapeake Bay State to: (1) submit to the Administrator by May 12, 2011, a watershed implementation plan to be fully implemented by May 12, 2025; and (2) institute a ban on phosphorus cleaning agents within three years after the enactment of this Act. Authorizes the Secretary of the Interior to provide funds to the states of Delaware, Maryland, and Virginia to carry out a program to eradicate or control nutria (species Myocaster coypus) and restore marshland destroyed by nutria. Authorizes appropriations for FY2010-FY2015 for nonpoint source management programs (reduction of water pollution from land use practices).

Promoting Alternatives to Truancy and Incarceration by Encouraging New and Comprehensive Efforts (PATIENCE) Act of 2009 - Amends the Juvenile Justice and Delinquency Prevention Act of 1974 to require the Administrator of the Office of Juvenile Justice and Delinquency Prevention of the Department of Justice (DOJ) to set aside at least 5% of funding under such Act for incentive grants to states. Requires states receiving such grants to: (1) support evidence-based or promising programs that address the mental health treatment needs of juveniles; (2) support reforms that protect juveniles while incarcerated; and (3) demonstrate improvement in public safety and rehabilitation of delinquent and at-risk youth.

Green Energy Investment Zone Act of 2009 - Amends the Internal Revenue Code to allow various energy-related tax credits for investment in energy property in high job-loss zones. Amends the American Recovery and Reinvestment Tax Act of 2009 to allow increased grant amounts for investment in energy property in high job-loss zones.

Expresses the sense of Congress that: (1) grave concerns exist concerning the ballistic missile deployment by the People's Republic of China (PRC) directed toward Taiwan which threatens security and stability in the Taiwan Strait; (2) the President of the United States should seek a renunciation from the PRC of any threat or use of force against Taiwan; and (3) Taiwan's future should be determined peacefully, free from coercion, and with the consent of Taiwan's people.

Emergency Senior Citizens Relief Act of 2009 - Amends the American Recovery and Reinvestment Act of 2009 to extend the $250 economic recovery payment payable to certain individuals through calendar year 2010. Applies the Old Age, Survivors, and Disability Insurance tax in 2010 to certain earnings in excess of $1.29 million.

Fire Grants Reauthorization Act of 2009 - Amends the Federal Fire Prevention and Control Act of 1974 to reauthorize through FY2014 the Federal Emergency Management Agency's (FEMA's) Assistance to Firefighters Grants (AFG) program and the Staffing for Adequate Fire and Emergency Response (SAFER) program. Modifies the scope of the AFG program, including by permitting the use of grant funds for volunteer, non-fire service emergency medical services organizations and for certifying fire and building inspectors employed by a fire department or serving as a volunteer building inspector with a fire department. Increases: (1) funding for fire prevention and firefighter safety programs; and (2) maximum AFG grant amounts. Lowers matching and maintenance of expenditure requirements and authorizes the Administrator of FEMA to waive or reduce such requirements for applicants facing demonstrated economic hardship. Revises grant allocation requirements to require 25% of grant amounts for a fiscal year to be allocated to each of: (1) career fire departments; (2) volunteer fire departments; (3) combination fire departments. Requires the remaining 25% to be awarded on a competitive basis among such fire departments. Revises grant limits based on jurisdiction populations. Sets forth new limits on awards to state fire training academies. Limits grant amounts used to obtain training to training that complies with applicable national voluntary consensus standards. Amends SAFER program provisions to: (1) limit the period of program grants to three years; (2) require grantees to commit to retaining firefighters hired for the entire grant period, with an economic hardship exception; and (3) limit to 80% the portion of the cost of hiring firefighters for each fiscal year that may be provided under a grant.

Teacher Tax Relief Act of 2009 - Amends Internal Revenue Code provisions relating to the tax deduction for the expenses of elementary and secondary school teachers to: (1) increase the maximum dollar amount of such deduction to $500; (2) allow the deduction of professional development expenses; and (3) make such deduction permanent.

Commends: (1) the efforts of all persons and relief organizations; and (2) the over 100,000 Samoans residing in the United States from American Samoa and Samoa for coming to the aid of their "aiga" in the affected islands.

Community Access Preservation Act or the CAP Act - Amends the Communications Act of 1934 to require, with a specified waiver authority, that public, educational, and government (PEG) channels be: (1) carried in the same channel capacity as local commercial television channels, or if no such stations are required to be carried, in the same channel capacity as network-affiliated commercial television stations carried on cable; and (2) provided to every cable subscriber without additional service or equipment charges. Requires a cable operator to: (1) carry PEG signals to subscribers without material degradation and without altering content; and (2) provide facilities adequate to fulfill such requirements. Requires cable operators in states that have adopted statewide franchising to: (1) make PEG support payments equal to the greater of the cash payment required under state law or the value of historically-provided PEG support; (2) carry PEG signals from the point of origin to subscribers; and (3) provide at least the number of channels for PEG use provided as of May 31, 2005.

Protecting Older Workers Against Discrimination Act - Amends the Age Discrimination in Employment Act of 1967 to declare that a plaintiff establishes an unlawful employment practice if the plaintiff demonstrates by a preponderance of the evidence that: (1) an impermissible factor or authority was a motivating factor for the practice complained of, even if other factors also motivated that practice; or (2) the practice complained of would not have occurred in the absence of an impermissible factor. Specifies the types of: (1) evidence that a plaintiff may utilize; and (2) relief and damages available to a successful plaintiff.

Urban Revitalization and Livable Communities Act - Requires the Secretary of Housing and Urban Development (HUD) to establish an urban revitalization and livable communities program to provide federal grants to eligible general purpose local governments for various park and recreation purposes, including grants for rehabilitation and construction, innovation, at-risk youth recreation, and recovery action programs. Requires the Secretary to publish in the Federal Register a list of such governments meeting specified criteria. Authorizes the Secretary to authorize other eligible governments in standard metropolitan statistical areas, but not on the list, to receive up to a specified portion of such grants. Authorizes the Secretary, upon approval of an application by the chief executive of an eligible applicant, to provide 70% matching rehabilitation and construction, innovation, and at-risk youth recreation grants directly to such applicant. Allows an applicant, at its discretion, to transfer a grant in whole or in part to special purpose local governments or private nonprofit agencies for recreational areas and facilities they own or operate which offer recreational opportunities to the general population Requires an applicant, as a requirement for project approval, to submit to the Secretary evidence of its commitment to ongoing planning, rehabilitation, service, operation, and maintenance programs for its park and recreation systems, expressed in a five-year local park and recreation recovery action program. Requires an eligible applicant for an at-risk youth recreation grant to include in its five-year program the goal of, and implementation strategies for, reducing crime and juvenile delinquency. Authorizes the Secretary to increase all grants to a state under this Act by up to 15% (but not more than 85% in total). Prohibits the conversion of any property improved or developed with assistance under this Act, without HUD approval, for uses other than for public recreation. Prohibits the use of funds under this Act for acquisition of land or interests in land.

Amends the Small Business Act with respect to the HUBZone (historically underutilized business zone) program to authorize (under current law, requires) a contracting opportunity to be awarded under the program on the basis of competition restricted to qualified HUBZone small businesses if the contracting officer expects that not less than two qualified HUBZone small businesses will submit offers and that the award can be made at a fair market price.

Expand School Meals Act of 2009 - Amends the Richard B. Russell National School Lunch Act and the Child Nutrition Act of 1966 to expand eligibility for free meals under the school lunch and breakfast programs to children whose family income falls at or below 185% of the federal poverty guidelines. (This makes children who are currently eligible for reduced price meals eligible for free meals.)

Community Restoration and Revitalization Act of 2009 - Amends the Internal Revenue Code relating to the building rehabilitation tax credit to: (1) allow an increased 30% credit for projects involving $7.5 million or less in rehabilitation expenditures; (2) allow rehabilitated buildings used for lodging to qualify for such credit; (3) establish a 50-year placed-in-service requirement for non-historic rehabilitated buildings; (4) allow such credit for certain tax-exempt use property; (5) provide for the transferability of such credit; (6) increase the energy efficiency tax credit allowed to rehabilitated buildings; and (7) exempt from taxation refunds attributable to state historic tax credits.

National Forest Roadless Area Conservation Act - Identifies roadless areas within the National Forest System set forth in specified maps as National Forest Inventoried Roadless Areas, and directs the Secretary of Agriculture to manage such Areas to maintain their roadless character. Authorizes the Forest Service to modify such maps for the sole purpose of improving their accuracy or inclusiveness. Requires any substantial modification of those maps to be made through the national forest management planning process and documented in an environmental impact statement.

Help Find the Missing Act or Billy's Law - Authorizes the Attorney General to maintain public databases, known as the National Missing and Unidentified Persons System or NamUs, to contain missing persons records and unidentified remains cases to assist in identifying missing people and solve cases of unidentified human remains. Directs the Attorney General to: (1) share information on missing persons and unidentified human remains contained in the National Crime Information Center (NCIC) Missing and Unidentified Person File database with the NamUs database; (2) update the online data entry format for such databases to allow states to report information to each database; (3) establish a grant program to assist in the reporting of missing persons and unidentified remains information to the NCIC and NamUs databases; (4) issue a report to the offices of medical examiners, offices of coroners, and federal, state, local, and tribal law enforcement agencies describing the best practices for collecting, reporting, and analyzing data and information on missing persons and unidentified human remains; and (5) report to Congress on the status of the NCIC Missing and Unidentified Person File and NamUs databases. Amends the National Child Search Assistance Act of 1990 to require reports of missing children (under age 21) to NamUs databases.

Refuge from Cruel Trapping Act - Amends the National Wildlife Refuge System Administration Act of 1966 to prohibit the use or possession of body-gripping traps in the National Wildlife Refuge System. Imposes on persons who possess or use such traps in the System: (1) for a first offense, a civil fine of up to $500 for each body-gripping trap possessed or used; and (2) for subsequent offenses, a civil fine of up to $1000 for each body-gripping trap possessed or used, imprisonment for up to 180 days, or both such a civil fine and imprisonment. Makes any body-gripping traps that are possessed or used in violation of this Act, and any wildlife captured by the use of such traps, including the pelts and raw fur, subject to civil forfeiture. Requires persons found to be in violation of such prohibition to pay all associated court costs.

Amends the Propane Education and Research Act of 1996 to revise requirements for the annual report by the Secretary of Commerce to the Propane Education and Research Council, the Secretary of Energy, and the public analyzing changes in the price of propane relative to other energy sources. Requires the analysis to compare indexed changes in the average price of consumer grade propane to all end users to an equally weighted composite of indexed changes in the price of residential electricity, residential natural gas, and refiner price to end users of No. 2 fuel oil on an annual national average basis. (Currently, the comparison is to be made of indexed changes in the price of consumer grade propane to a composite of indexed changes in the price of residential electricity, residential natural gas, and refiner price.) Directs the Secretary of Commerce, within 60 days after enactment of this Act, to prepare and make available to the public an updated propane price analysis reflecting the amendment made by this Act.

Against Corporations Organizing to Rip-off the Nation Act or the ACORN Act - Prohibits the federal government from awarding contracts, grants, or other agreements to, providing any other federal funds to, or engaging in activities that promote, any corporation or company that has been found guilty of a felony criminal violation under federal or state law, that had its state corporate charter terminated due to its failure to comply with federal or state lobbying disclosure requirements, or that employs or otherwise retains a director, officer, or executive of the corporation or company who has been found guilty of a felony in relation to the individual's conduct for that company, during the five-year period following such conviction or charter termination. Prohibits such a corporation or director, officer, or executive, during such period, from: (1) contributing funds to a candidate for federal office, federal political action committee, or federal or state political party; or (2) using more than $1 million in any calendar year to lobby Congress or federal employees. Includes Pfizer, Pharmacia & Upjohn Company Inc., and any Pfizer related affiliate as covered companies for purposes of this Act. Requires the Federal Acquisition Regulation to be revised to carry out the provisions of this Act relating to contracts. Authorizes the President to waive a prohibition under this Act in the national interest.

Historic Homeowners Revitalization Act of 2009 - Amends the Internal Revenue Code to: (1) allow a new tax credit for 20% of rehabilitation expenditures for a historic home used as a principal residence, up to $60,000; and (2) increase the rehabilitation tax credit for residential rental property located in economically distressed areas with high construction costs.

Consistency, Accuracy, Responsibility, and Excellence in Medical Imaging and Radiation Therapy Act of 2009 - Amends the Public Health Service Act to require personnel who perform or plan the technical component of either medical imaging examinations or radiation therapy procedures for medical purposes to possess, effective January 1, 2013: (1) certification in each medical imaging or radiation therapy modality and service provided from a certification organization designated by the Secretary of Health and Human Services (HHS); or (2) state licensure or certification where such services and modalities are within the scope of practice as defined by the state for such profession and where the requirements for licensure, certification, or registration meet or exceed the standards established by the Secretary. Exempts physicians, nurse practitioners, and physician assistants. Directs the Secretary to: (1) establish minimum standards for personnel who perform, plan, evaluate, or verify patient dose for medical imaging examinations or radiation therapy procedures; (2) establish a program for designating certification organizations after consideration of specified criteria; (3) provide a method for the recognition of individuals whose training or experience are determined to be equal to, or in excess of, those of a graduate of an accredited educational program in that specialty; and (4) approve and publish a list of accrediting bodies for such certification organizations. Authorizes the Secretary to develop alternative standards for rural or health professional shortage areas as appropriate to assure access to quality medical imaging. Amends the Social Security Act to allow Medicare payment for medical imaging and radiation therapy services furnished on or after January 1, 2013, only if the examination or procedure is planned or performed by an individual who meets this Act's requirements.

Bay-Watershed Education and Training (B-WET) Regional Program and National Environmental Literacy Grant Program Act - Directs the Administrator of the National Oceanic and Atmospheric Administration (NOAA) to establish a national competitive grant program under which the Administrator shall provide financial assistance to: (1) expand the adoption of coastal, ocean, and watershed environmental education within mainstream educational systems and other appropriate media; (2) build administrative and technical capacity with coastal, ocean, and watershed communities and stakeholder groups to enhance their effectiveness; (3) encourage water-dependent and outdoor recreation, experiential learning, and hands-on involvement with coastal and watershed resources as a method of promoting stewardship of those resources; and (4) develop and implement new approaches to advance coastal, ocean, and watershed education and environmental literacy at national, regional, and local levels. Requires the Administrator to: (1) give priority, in awarding grants, to innovative, strategic, high-leverage projects that demonstrate strong potential for being sustained; and (2) publish guidelines regarding implementation of the grant program. Directs the Administrator to: (1) establish the Bay-Watershed Education and Training (B-WET) Regional Program, which shall be carried out through specified regional program offices; and (2) appoint a Regional Program Manager for each office. Authorizes the Administrator, in awarding grants under such Program, to give priority to projects that will: (1) promote bay-watershed education throughout the region; (2) advance strategic initiatives to incorporate bay-watershed education into education systems; (3) build capacity within bay-watershed education communities and stakeholder groups for expanding and strengthening their work; (4) build bay-watershed education into professional development or training activities for educators; and (5) broadly replicate existing, proven bay-watershed education programs. Requires NOAA's Office of Education to work with Regional Program Managers. .

Services for Ending Long-Term Homelessness Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services (HHS), acting through the Administrator of Substance Abuse and Mental Health Services Administration, to design national strategies for providing services in supportive housing that will assist in ending chronic homelessness and to implement programs that address chronic homelessness. Requires the Secretary to make matching grants to eligible entities to provide services that promote recovery and self-sufficiency and that address barriers to housing stability to chronically homeless individuals and families in, or who are scheduled to become residents of, permanent supportive housing and to other individuals and families who have voluntarily chosen to seek other housing opportunities after a period of tenancy in supportive housing. Directs the Secretary to require grantees to report data regarding the performance outcomes of projects carried out under this Act, which shall include measuring and reporting specific performance outcomes related to the long-term goals of: (1) increasing stability within the community for individuals and families who have been chronically homeless; and (2) decreasing recurrence of periods of homelessness.

Children's Act for Responsible Employment of 2009 or the CARE Act of 2009 - Amends the Fair Labor Standards Act of 1938 (FLSA) to repeal certain exemptions from child labor prohibitions for agricultural employment. Applies such child labor prohibitions with respect to any employee under 18 employed in agriculture unless employed by a parent or a person standing in place of a parent on a farm owned or operated by such parent or person. Eliminates any waiver of such prohibitions for hand-harvesting of certain crops. Increases civil and establishes criminal penalties for child labor violations. Directs the Secretary of Labor to analyze data and report to Congress on work-related injuries to children and related matters. Requires employers to report on work-related serious injuries, illnesses, or deaths of agricultural employees under age 18. Directs the Secretary to revise federal child labor regulations to prohibit the employment of children under 18 in occupations that prohibit exposure to pesticides.

Respect for Marriage Act of 2009 - Amends the Defense of Marriage Act to repeal provisions allowing states, territories, possessions of the United States, or Indian tribes to give no effect to a public act, record, or judicial proceeding of any other such entity respecting a relationship between persons of the same sex that is treated as a marriage under that entity's laws or a right or claim arising from such relationship. Amends the federal rules of construction added by such Act concerning the definitions of "marriage" and "spouse" to provide that, for purposes of any federal law in which marital status is a factor, an individual shall be considered married if that individual's marriage is valid in the state where the marriage was entered into or, in the case of a marriage entered into outside any state, if the marriage is valid in the place where entered into and the marriage could have been entered into in a state.

Unemployment Compensation Extension Act of 2009 - Amends the Supplemental Appropriations Act, 2008 with respect to the state-established individual emergency unemployment compensation account (EUCA). Requires a further additional Tier-3 period for deposits to an individual's EUCA, using the current formula, if, at the time the amount added to such individual's account under the Act is exhausted or at any time thereafter, the individual's state is in an extended benefit period. Prescribes a formula for determining if a state is in an extended benefit period. Allows the Tier-3 period augmentation to be applied to the individual's EUCA only once. Authorizes a state to pay extended compensation to an otherwise eligible individual before any further additional emergency unemployment compensation (EUC), if such individual claimed extended compensation for at least one week of unemployment after the exhaustion of additional EUC. Amends the Internal Revenue Code to extend from 2009 through 2010 the 6.2% surtax on employers under the Federal Unemployment Tax Act (FUTA). Delays the scheduled 2010 reduction in the surtax to 6% until 2011. Amends title IV part D (Child Support and Establishment of Paternity) of the Social Security Act to require an employer to report to the state Directory of New Hires, in addition to other information, the date services for remuneration were first performed by a newly hired employee. Qualifies the requirement that an employer file new hire reports on a W-4 or equivalent form by adding the phrase "to the extent practicable."

National Guard Education Equality Act - Includes as qualifying service for veterans educational assistance purposes (Post-9/11 Educational Assistance): (1) certain active duty service in the reserve components (including service such as part of an airport security mission or counterdrug activity); and (2) discharge from active duty service in the reserve components because of a service connected disability.

National September 11 Memorial & Museum Commemorative Coin Act of 2009 - Directs the Secretary of the Treasury, in commemoration of the 10th anniversary of the September 11, 2001, terrorist attacks on the United States and the establishment of the National September 11 Memorial & Museum at the World Trade Center, to mint and issue up to two million $1 coins emblematic of the courage, sacrifice, and strength of those who perished and who risked their lives to save others during such attacks. Requires: (1) all coin sales to include a surcharge of $10 per coin; and (2) all surcharges received from the sale of coins to be paid to support the operations and maintenance of the National September 11 Memorial & Museum at the World Trade Center.
