Georges Bank Preservation Act - Prohibits the issuance of any lease or other authorization by the federal government for exploration, development, or production of oil or natural gas in: (1) any marine national monument or national marine sanctuary; or (2) the fishing grounds known as Georges Bank in the waters of the United States.

Military Surviving Spouses Equity Act - Repeals certain provisions which require the offset of amounts paid in dependency and indemnity compensation from Survivor Benefit Plan (SBP) annuities for the surviving spouses of former military personnel who are entitled to military retired pay or who would be entitled to retired pay except for being under 60 years of age. Prohibits requiring repayment of certain amounts previously paid to SBP recipients in the form of a retired pay refund. Repeals the optional authority of (and instead requires) the Secretary of the military department concerned to pay an annuity to a member's dependent children when there is no eligible surviving spouse. Directs the Secretary concerned to restore annuity eligibility to a surviving spouse who earlier agreed to transfer such eligibility to a surviving child or children of a member.

Pancreatic Cancer Research and Education Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services to establish and implement a Pancreatic Cancer Initiative to assist in coordinating activities to address the high mortality rate associated with pancreatic cancer. Requires the Secretary to establish the Interdisciplinary Pancreatic Cancer Coordinating Committee to: (1) provide advice on overall research objectives and benchmarks for pancreatic cancer research; (2) develop and annually update a strategic plan for pancreatic cancer research awareness; and (3) conduct evaluations and make recommendations to the Secretary, the Director of the National Institutes of Health (NIH), and the Director of the National Cancer Institute regarding the prioritization and award of NIH research grants relating to pancreatic cancer. Requires the Secretary to develop a primary care provider education program on pancreatic cancer. Requires the Director of NIH and the Director of the Centers for Disease Control and Prevention (CDC) to develop a communication tool kit for patients and their families that focuses on specific pancreatic cancer issues relating to patient choices and patient care. Allows the Secretary to award grants to research institutions for use in developing innovative compounds or technologies for the prevention, early detection, or treatment of those cancers with five-year survival rates of less than 50%. Requires the Secretary to focus on pancreatic cancer during the initial five fiscal years of awarding such grants. Allows the Secretary to designate two additional Specialized Programs of Research Excellence focusing solely on pancreatic cancer research.

Pedestrian Safety Enhancement Act of 2009 - Directs the Secretary of Transportation to study and report to Congress on the minimum level of sound that is necessary to be emitted from a motor vehicle, or some other method, to alert blind and other pedestrians of the presence of operating motor vehicles while traveling.

Sewage Overflow Community Right-to-Know Act - Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to require owners or operators of publicly owned treatment works to: (1) institute monitoring systems to provide timely alerts of sewer overflows; (2) notify the public, not later than 24 hours after receiving knowledge, of such overflows in areas where human health is potentially affected; (3) notify public health authorities and other affected entities, in the case of an overflow that may imminently and substantially endanger human health, immediately after the owner or operator knows of the overflow; (4) report each overflow on discharge monitoring reports to the Administrator of the Environmental Protection Agency (EPA) or the state; and (5) annually report to the Administrator or the state on the total number of overflows in a calendar year. Makes specified exceptions to notification and reporting requirements for backups into single-family residences and for overflows that occur in the course of treatment works maintenance, respectively. Requires annual summary reports by states to the Administrator. Requires the Administrator to issue regulations, including to establish overflow assessment guidance and develop communications measures to provide notification under this Act. Makes the monitoring systems eligible for state water pollution control revolving fund assistance.

National Financial Literacy Act of 2009 - Amends the Community Reinvestment Act of 1977 to require federal financial supervisory agencies jointly to prescribe regulations establishing: (1) minimum standards to be met by a community-based financial literacy program in order to be eligible for consideration as a qualified community-based financial literacy program; (2) procedures for financial institutions to apply to a federal financial supervisory agency for approval of such a program; and (3) a requirement that financial institutions submit a regular report on how the institution supported and promoted financial literacy in its entire community, including low- and moderate-income neighborhoods. Authorizes a federal financial supervisory agency to take an institution's direct support of a qualified community-based financial literacy program into account when it assesses the institution's record of meeting the community's credit needs. Amends the Internal Revenue Code to allow a tax credit to small businesses for 35% of the expenses paid or incurred for providing qualified continuing financial education to their employees. Requires that preference in federal contracts, loans, and other financial or nonfinancial assistance for small businesses and corporations be given to those providing continuing financial education to their employees.

Hardrock Mining and Reclamation Act of 2009 - Applies this Act to any mining claim, millsite claim, or tunnel site claim located under the general mining laws or used for beneficiation or mineral processing activities, regardless of whether legal and beneficial title to the mineral is held by the United States. Conditions federal issuance of a patent for any such mining or millsite claim upon specified determinations by the Secretary of the Interior. Subjects production of locatable minerals to a royalty of 8% of the gross income from mining. Imposes a 4% royalty upon federal lands subject to an existing permit, and specified royalties on certain federal land added to an existing operations permit. Prescribes a hardrock mining claim maintenance fee for each unpatented mining claim, mill, or tunnel site on federally owned lands. Designates certain wilderness study areas, areas of critical environmental concern, and related areas as not open to location of mining claims. Permits a state or local government or Indian tribe to petition the Secretary of the Interior for withdrawal of specific federal land from operation of the general mining laws in order to protect specific values. Instructs the Secretary to ensure that mineral activities on federal land subject to a claim are carefully controlled to prevent undue degradation of public lands and resources. Prescribes requirements for the exploration permit process and for operations permits, including financial assurances. Requires restoration of lands to a condition capable of supporting prior uses or other beneficial uses. Establishes the Locatable Minerals Fund composed of: (1) penalties, fees, and royalties; (2) the Hardrock Reclamation Account, and (3) the Hardrock Community Impact Assistance Account. Amends the National Materials and Minerals Policy, Research and Development Act of 1980 to direct the Secretary of Agriculture to initiate prompt actions to improve the availability and analysis of mineral data in public land use decision-making with respect to National Forest System lands. Amends the Energy Policy Act of 1992 to subject certain oil shale claims to the reclamation requirements of this Act. Repeals the Building Stone Act and the Saline Placer Act.

Home Front to Heroes Postal Benefits Act - Directs the Secretary of Defense to provide for a program under which postal benefit vouchers are provided during FY2010 for members of the Armed Forces who are serving in overseas operations or who are hospitalized due to a disease or injury incurred as a result of such service. Permits the vouchers to be transferred to another person to allow that person to mail correspondence and small parcels to the member. Limits vouchers to one per month. Allows a voucher earned during FY2010 to be used after the end of that fiscal year. Directs the Secretary to transfer to the Postal Service an amount representing the amount of the vouchers used.

Access to Cancer Clinical Trials Act of 2009 - Amends the Public Health Service Act, the Employee Retirement Income Security Act of 1974 (ERISA), and the Internal Revenue Code to prohibit a group health plan from: (1) denying an eligible participant or beneficiary participation in clinical trials related to the treatment of cancer that are federally funded or conducted under an investigational new drug application reviewed by the Food and Drug Administration (FDA); (2) denying (or limiting or imposing additional conditions on) the coverage of routine patient costs for items and services furnished in connection with such participation; or (3) discriminating against an individual on the basis of such participation. Includes as routine patient costs all items and services provided in the clinical trial that are otherwise generally available to a qualified individual, with certain exceptions. Applies such prohibitions to coverage offered in the individual market. Requires the Secretary of Health and Human Services to study the impact on group health plans and health insurance issuers of requiring them to cover routine patient care costs for individuals with serious and life threatening diseases other than cancer.

Providing Resources Early for Kids Act of 2009 or the PRE-K Act - Amends the Elementary and Secondary Education Act of 1965 to direct the Secretary of Education to award matching grants to states to enhance or improve state-funded preschool programs. Sets forth a grant formula favoring states that: (1) have curricula aligned with state early learning standards; (2) use nationally-established, or better, best practices for class size and teacher-to-student ratios; (3) require each teacher to have at least an associate degree in early childhood education or a related field; (4) require such programs to operate for at least a full academic year; and (5) have a plan for meeting the requirement, within five years of receiving such grant, that teachers have at least a baccalaureate degree in early childhood education or have such degree in a related field, but have also completed specialized training in early childhood education. Directs the Secretary to establish a competitive process for awarding grants to other states that demonstrate that they will meet such requirements within two fiscal years. Prohibits state grantees from reducing their preschool or child care expenditures. Requires states to give priority, in using grant funds, to preschool programs in communities with high concentrations of impoverished children. Includes among grant uses: (1) increasing the qualifications of, and benefits provided to, teachers, teacher aides, and program directors; (2) decreasing class size and improving teacher-to-student ratios; (3) providing certain comprehensive services that support healthy child development; (4) extending program duration; and (5) improving program monitoring and learning environments. Reserves funds for competitive grants to Indians for their preschool programs.

Calls for the Secretary of Defense to develop a comprehensive strategy to increase and encourage investigation and prosecution of sexual assault and rape cases in the military. Sets forth elements to be included in such strategy, including: (1) requiring commanders to be held accountable for sexual assaults and rapes in their units and for disposition of such cases; (2) developing prevention and response programs to create a culture that prevents sexual assault and rape in the military and encourages more reporting by victims; (3) reviewing the capacity of the legal infrastructure in the military to investigate and prosecute effectively sexual assault cases; (4) examining any barriers on military facilities to conducting effective investigations of sexual assault and rape cases; and (5) ensuring that the command affords an alleged sexual assault victim an opportunity for a base transfer should a military protection order be issued.

Nonnative Wildlife Invasion Prevention Act - Requires the Secretary of the Interior to promulgate regulations establishing a process for assessing the risk of all nonnative wildlife species proposed for importation into the United States, other than those included in a list of approved species issued under this Act. Sets forth factors that must be considered, including the identity of the organism to the species level, the native range of the species, whether the species has caused harm to the economy, the environment, or other animal species or human health in similar ecosystems, and the likelihood of establishment or spread of the species in the United States. Provides procedures for issuance and expansion of a list of nonnative wildlife species approved for importation and a list of nonnative wildlife species that are prohibited. Establishes prohibitions on: (1) importation or transportation between states of nonnative species that are not included in the list of approved species; (2) permit violations; and (3) possession, purchase, sale, barter, release, or breeding of such species. Exempts from such prohibitions actions by law enforcement personnel to enforce this Act or by federal or state officials to prevent the introduction or establishment of nonnative wildlife species. Declares that nothing in this Act restricts the importation or transportation between states of such species by a federal agency for its own use if the species remains in its possession. Authorizes the Secretary to issue permits authorizing otherwise prohibited importation for scientific research, for medical, accredited zoological or aquarium display purposes, or for educational purposes that are specifically reviewed, approved, and verified by the Secretary if the Secretary finds that there has been a proper showing by the permittee of responsibility for the specimen and continued protection of the public interest and health. Allows the imposition of fees on persons who submit a proposal to include a species in either of the lists to recover the costs of assessing risks of nonnative wildlife species. Establishes a Nonnative Wildlife Invasion Prevention Fund into which such fees and fines for violations will be deposited. Redesignates the Invasive Species Council established by Executive Order 13112 as the National Invasive Species Council.

Medicare Prescription Drug Savings and Choice Act of 2009 - Amends part D (Voluntary Prescription Drug Benefit Program) of title XVIII (Medicare) of the Social Security Act to provide for: (1) establishment of one or more Medicare operated prescription drug plan options; and (2) an appeals process for denials of benefits under a Medicare operated prescription drug plan.

United States National Health Care Act or the Expanded and Improved Medicare for All Act - Establishes the United States National Health Care (USNHC) Program to provide all individuals residing in the United States and U.S. territories with free health care that includes all medically necessary care, such as primary care and prevention, prescription drugs, emergency care, long-term care, mental health services, dental services, and vision care. Prohibits an institution from participating unless it is a public or nonprofit institution. Allows nonprofit health maintenance organizations (HMOs) that deliver care in their own facilities to participate. Gives patients the freedom to choose from participating physicians and institutions. Prohibits a private health insurer from selling health insurance coverage that duplicates the benefits provided under this Act. Allows such insurers to sell benefits that are not medically necessary, such as cosmetic surgery benefits. Sets forth methods to pay institutional providers of care and health professionals for services. Prohibits financial incentives between HMOs and physicians based on utilization. Establishes the USNHC Trust Fund to finance the Program with amounts deposited: (1) from existing sources of government revenues for health care; (2) by increasing personal income taxes on the top 5% income earners; (3) by instituting a progressive excise tax on payroll and self-employment income; and (4) by instituting a small tax on stock and bond transactions. Transfers and appropriates to carry out this Act amounts that would have been appropriated for federal public health care programs, including Medicare, Medicaid, and the State Children's Health Insurance Program. Requires the USNHC Program to give first priority in retraining and job placement and USNHC employment transition benefits to individuals whose jobs are eliminated due to reduced administration. Requires creation of a confidential electronic patient record system. Establishes a National Board of Universal Quality and Access to provide advice on quality, access, and affordability. Provides for: (1) the eventual integration of the Indian Health Service into the Program; and (2) evaluation of the continued independence of Department of Veterans Affairs (VA) health programs.

Huntington's Disease Parity Act of 2009 - Directs the Commissioner of Social Security to revise the medical criteria for evaluating disability caused by adult-onset and juvenile Huntington's Disease. Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to eliminate the 24-month waiting period for Medicare eligibility for individuals disabled by Huntington's Disease.

Heroes at Home Act of 2009 - Directs the Secretary of Veterans Affairs to: (1) establish a program on training and certification of family caregivers of veterans and members with traumatic brain injury (TBI); and (2) conduct outreach to enhance awareness of veterans and the public about the symptoms of post-traumatic stress disorder (PTSD) and TBI and the services provided by the Department of Veterans Affairs to veterans with such symptoms. Directs the Secretaries of Defense and Veterans Affairs to jointly: (1) establish a demonstration project to assess the feasibility and advisability of using telehealth technology to assess cognitive functioning of members who have sustained head trauma in order to improve their diagnosis and treatment; and (2) conduct an ongoing study of all matters relating to the telehealth and telemental health services of the Departments of Defense and Veterans Affairs.

Grand Canyon Watersheds Protection Act of 2009 - Withdraws the approximately 1,068,908 acres of the Tusayan Ranger District and federal land managed by the Bureau of Land Management (BLM) in the vicinity of Kanab Creek and in House Rock Valley from: (1) all forms of entry, appropriation, and disposal under the public land laws; (2) location, entry, and patent under the mining laws; and (3) operation of the mineral leasing, geothermal leasing, and mineral materials laws. Subjects such withdrawal to valid, existing rights.

Credit Cardholders' Bill of Rights Act of 2009 - Amends the Truth in Lending Act to prohibit a creditor from increasing any annual percentage rate of interest (APR) applicable to the existing balance on an open end consumer credit card account unless specified conditions are met. Allows a creditor to increase an APR on the existing credit card balance only if the increase is due solely to one of three specified circumstances. Requires a 45-day advance notice of credit card account rate increases. Prohibits imposition of a finance charge, with certain exceptions, upon a credit card account balance that is based on balances for days in billing cycles preceding the most recent billing cycle (double cycle billing). Prohibits the imposition of a fee on an outstanding credit card balance, at the end of a billing period, that is attributable only to interest accrued during the preceding billing period on an outstanding balance fully repaid during that preceding billing period. Requires each periodic statement of account to provide the telephone number, Internet address, and website at which the payoff balance may be requested. Grants a consumer the right to reject a new credit card before the creditor notifies a consumer reporting agency of its corresponding account. Sets forth special rules for accounts with promotional rate balances or deferred interest balances. Prohibits a creditor from denying a cardholder a specified payment grace period if the cardholder takes advantage of a promotional rate balance or deferred interest rate balance. Requires creditors to send a periodic credit card statement of account to the consumer at least 25 calendar days before the due date for the next payment on the outstanding balance. Authorizes a consumer to opt-out of creditor authorization of over-the-limit transactions if fees are imposed. Prohibits imposition of any over-the-limit fee if the credit limit was exceeded due to a credit hold, unless the actual amount of the transaction for which the hold was placed would have resulted in the consumer's exceeding such credit limit. Prescribes the contents of credit card price and availability information which the Board of Governors of the Federal Reserve System (Board) must collect and make public semiannually. Prescribes a standard for the initial issuance of subprime or "fee harvester" cards (accounts requiring first-year fee payments in excess of 25% of the total amount of credit authorized). Prohibits extensions of credit to consumers under age 18, unless they are emancipated under state law.

Access to Postal Services Act - Modifies the procedures the U.S. Postal Service must follow in connection with the closing or consolidation of any postal facility, including: (1) requiring an assessment of the need for the closure or consolidation; (2) eliminating a requirement to consider the resulting Postal Service economic savings; (3) requiring a posting in each affected postal facility at least 90 days before the final decision is made; and (4) requiring (under current law, allowing) suspension of the determination pending an appeal to the Postal Regulatory Commission. Exempts emergency suspensions (as defined under Postal Service regulations) or lease termination or cancellation by a party other than the Postal Service. Defines "postal facility," for the provisions amended by this Act, to include an office, branch, station, or other facility operated by the Postal Service.

National Childhood Brain Tumor Prevention Network Act of 2009 - Amends the Public Health Service Act to require the Director of the National Institutes of Health (NIH), acting through the Director of the National Cancer Institute, to establish, administer, and coordinate a National Childhood Brain Tumor Prevention Network to: (1) provide grants for research on the causes of and risk factors associated with childhood brain tumors; (2) assemble a panel of experts to provide ongoing guidance and recommendations on research funded by the Network, including on a common study design and standard protocols; and (3) designate a central laboratory to collect, analyze, and aggregate data with respect to research funded by the Network and to make such data and analysis available to researchers.

Girl Scouts USA Centennial Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue up to 350,000 $1 coins in commemoration of the centennial of the founding of the Girl Scouts of the USA. Requires the coin design to be emblematic of the 100 years of the organization. Restricts issuance of such coins to calendar year 2011. Subjects coin sales to a surcharge of $10 per coin. Requires payment of such surcharges to the Girl Scouts of the United States of America for Girl Scout program development and delivery.

Mourns the loss of life caused by the landslide that occurred on January 4, 2009, in Guatemala and the earthquake on January 8, 2009, in Costa Rica. Expresses condolences to the victims' families. Applauds the prompt humanitarian responses to these natural disasters by the governments of Guatemala and Costa Rica. Expresses the sense of the House of Representatives that it should be U.S. policy to: (1) assist the governments of Guatemala and Costa Rica in humanitarian and reconstruction efforts; and (2) continue technical assistance to Central American governments to strengthen their disaster management capacities.

Jane's Law - Amends the federal criminal code to impose a fine and/or a prison term of up to two years on any person who travels in interstate or foreign commerce to evade compliance with a court-ordered property distribution in a divorce proceeding involving more than $5,000. Requires payment of restitution equal to the total unpaid property distribution from any person convicted of evading payment.

Southern Sea Otter Recovery and Research Act - Requires the Secretary of the Interior, acting through the United States Fish and Wildlife Service, to carry out a Recovery and Research Program for southern sea otter populations along the coast of California that includes: (1) monitoring, analysis, and assessment of population demographics, health, mortality, and life history parameters; and (2) implementation of measures to reduce or eliminate potential factors limiting populations that are related to marine ecosystem health or human activities. Requires the Secretary to: (1) establish a peer-reviewed, merit-based process to award competitive grants for research regarding such otters and for projects assisting the recovery of otter populations; and (2) establish the Southern Sea Otter Scientific Advisory Committee to advise the Secretary on Program goals and priorities, recovery actions necessary to implement the Program, and grant proposals. Requires the Secretary to report on: (1) the status of southern sea otter populations; (2) Program implementation; (3) endangered species consultations regarding southern sea otters; and (4) recommended actions to improve otter health, reduce mortality, and improve the health of coastal marine systems.

Interrogation and Detention Reform Act of 2008 [ sic ] - Requires a head of an element of the intelligence community who has custody or effective control of an detained individual to immediately notify the International Committee of the Red Cross of such custody or control and allow such Committee physical and repeat access to such individual. Repeals: (1) the Military Commissions Act of 2006; (2) additional punitive provisions relating to conspiracy to commit crimes against the law of war and additional prohibitions against cruel, inhuman, or degrading treatment or punishment; (3) prohibitions against the issuance of writs of habeas corpus for enemy combatants; and (4) the authority to conduct combatant status review tribunals. Directs the President to: (1) close the Department of Defense detention facility at Guantanamo Bay, Cuba; (2) remove from such facility each individual designated as an enemy combatant or unlawful enemy combatant; and (3) submit a plan to Congress for the prosecution, transfer, release, or other disposition of such combatants. Expresses the sense of Congress with respect to the investigation and prosecution of international terrorism. Directs the President to: (1) establish uniform standards for the interrogation of individuals in U.S. custody or under U.S. control; (2) establish the U.S. Center for Excellence in Human Intelligence Collection to train members of the Armed Forces and personnel of the intelligence community to conduct research and examine doctrine and policy related to human intelligence collection; and (3) submit to Congress a strategy for the detention of terrorist suspects and convicts. Prohibits the use of private contractors for activities relating to the capture, custody, control, or other pertinent interaction with a detainee or prisoner in U.S. custody. Establishes requirements for recording strategic intelligence interrogations of individuals held in U.S. custody or under detention in a U.S. facility. Expresses the sense of Congress relating to international cooperation on human intelligence collection. Directs the Secretary of Defense to develop incentives for the improvement of human intelligence collection capabilities.

Iraqi Refugee and Internally Displaced Persons Humanitarian Assistance, Resettlement, and Security Act of 2009 - Expresses the sense of Congress concerning Iraqi refugees and internally displaced persons. Directs the Secretary of State, with respect to vulnerable populations in Iraq and with respect to countries containing a significant population of Iraqi refugees (including Jordan, Syria, Turkey, Lebanon, and Egypt), to provide such countries or appropriate international organizations and nongovernmental organizations with specified humanitarian assistance. Directs the Secretary to make every effort to ensure that the humanitarian needs of vulnerable populations in Iraq and Iraqi refugees in neighboring countries are met. Authorizes appropriations: (1) for such humanitarian assistance; and (2) to Jordan for humanitarian assistance to Iraqi refugees and to provide the necessary infrastructure to support both the needs of Iraqi refugees and the Jordanian people. Requires that related fund monitoring mechanisms be established. Prohibits direct bilateral assistance to Syria. Increases FY2009-FY2011 refugee admission limitations for the purpose of admitting Iraqi citizens or nationals who became refugees on or after March 19, 2003. Authorizes appropriations. Directs the Secretary, by a specified date and subject to the availability of appropriations, to have increased by 100% the number of federal personnel in Iraq and in other appropriate countries who are conducting security reviews of Iraqi refugee applicants. Authorizes appropriations. Directs the Secretary to work with the international community to provide: (1) financial assistance to vulnerable populations in Iraq and to Iraqi refugees in neighboring countries; and (2) technical and financial assistance to international organizations in order to process refugees. Defines "vulnerable populations in Iraq."

Extends the authorized concurrent receipt of disability severance pay from the Department of Defense (DOD) and compensation for the same disability under any law administered by the Department of Veterans Affairs (VA) to include all veterans with a combat-related disability. (Under current law, such concurrent receipt is limited to those veterans who incur a disability in the line of duty in a combat zone or during the performance of duty in combat-related operations.) Makes such amendment effective as of January 28, 2008 (the date of enactment of the National Defense Authorization Act for Fiscal Year 2008).

Medicare Home Infusion Therapy Coverage Act of 2009 - Amends title XVIII (Medicare) of the Social Security Act to provide for Medicare coverage of home infusion therapy and home infusion drugs. Directs the Secretary of Health and Human Services to implement the Medicare home infusion therapy benefit in a manner that ensures that: (1) Medicare beneficiaries have timely and appropriate access to infusion therapy in their homes; and (2) there is rapid and seamless coordination between drug coverage under Medicare part D (Voluntary Prescription Drug Benefit Program) and home infusion therapy services coverage under Medicare part B (Supplemental Security Income).

Universal Prekindergarten Act - Directs the Secretary of Health and Human Services to provide grants to a designated state agency for development of universal prekindergaten programs for all children three, four, and five years old in the state. Requires the state to: (1) match federal funds by at least 20%; and (2) submit with its grant application a plan to establish, coordinate, and implement a statewide universal prekindergarten program. Authorizes state agencies to set aside up to 5% of a grant for ongoing professional development activities for teachers and staff of prekindergarten programs that wish to participate.

Amends the Internal Revenue Code with respect to the charitable tax deduction for contributions of qualified vehicles (i.e., highway motor vehicles, boats, or airplanes) to: (1) set forth revised acknowledgment requirements for vehicles valued at $2,500 or less and vehicles valued at more than $2,500; and (2) revise the penalty for submitting a fraudulent acknowledgment.

School Building Enhancement Act - Authorizes the Secretary of Education to provide grants to: (1) states and local educational agencies (LEAs) for providing intensive technical assistance for, and assisting the implementation of, the EnergySmart Schools Program of the Department of Energy (DOE) and the Energy Star for K-12 School Districts program of the Environmental Protection Agency (EPA); (2) LEAs that become partners through such Energy Star program; and (3) states for use in the development, in partnership with DOE, of state-level school energy efficiency quality plans. Requires the Secretary to give priority to projects to provide assistance to school districts with a demonstrated need for energy efficiency improvement.

Radioactive Import Deterrence Act - Amends the Atomic Energy Act of 1954 to prohibit the Nuclear Regulatory Commission (NRC) from issuing a license authorizing the importation into the United States of: (1) low-level radioactive waste; or (2) specific radioactive waste streams exempted from regulation by the NRC. Exempts from such prohibition low-level radioactive waste: (1) being returned to a federal or military facility which is authorized to possess the material; or (2) resulting from the use in a foreign country of nuclear material obtained by the foreign user from an entity in the United States that is being returned to the United States for management and disposal. Authorizes the President to waive such prohibition and authorize the grant of a specific license to import materials only after finding that such importation would meet an important national or international policy goal, such as the use of waste for research purposes. Grandfathers certain licenses issued before the date of enactment of this Act, but prohibits their extension or amendment with respect to the amount of material permitted to be imported.

Prevention of Equine Cruelty Act of 2009 - Amends the federal criminal code to impose a fine and/or prison term of up to three years for possessing, shipping, transporting, purchasing, selling, delivering, or receiving any horse, horse flesh, or carcass with the intent that it be used for human consumption. Reduces the prison term to one year if the offense involves less than five horses or less than 2,000 pounds of horse flesh or carcass and the offender has no prior conviction for this offense.

Home Retention and Economic Stabilization Act of 2009 - Amends the Truth in Lending Act to establish the right of an eligible deferred-foreclosure consumer, defendable in court, to defer initiation of a foreclosure or related action, including a foreclosure sale, brought by any creditor, servicer, or holder of an eligible deferred-foreclosure mortgage, during a specified deferment period. Declares invalid any foreclosure action or proceeding regarding a deferred-foreclosure mortgage if the creditor or servicer fails to notify the consumer: (1) at least 30 days before instituting the action or proceeding; and (2) at least once during each subsequent 30-day period until the foreclosure becomes final. Prescribes procedures governing: (1) initiating foreclosure deferment; (2) payment notices during the deferment period; and (3) the manner of consumer payment during the deferment period. Amortizes over the life of the mortgage the difference between the amount of monthly payment due under the eligible deferred-foreclosure mortgage and the deferment payment amount. Prohibits a creditor or servicer from imposing any late fee or other fee or charge during the deferment period. Requires the creditor or servicer to provide the consumer with separate, written notification, distinct from all other correspondence, regarding: (1) any interest rate increase with respect to a sub-prime mortgage; (2) any minimum monthly payment increase with respect to a negative amortization mortgage; (3) clear and conspicuous disclosure of the good faith estimate of the monthly payment applicable after the adjustment or reset date; and (4) a list of alternatives available to consumers prior to the date of adjustment or increase. Authorizes appropriations for the Neighborhood Reinvestment Corporation to implement foreclosure mitigation activities, which may include use for costs of providing additional counselors, translators, and other staffers and costs of providing additional computers and improving databases and overall operations to better assist mortgagor families.
