Social Security Number Privacy and Identity Theft Prevention Act of 2007 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act (SSA) to: (1) specify restrictions on the sale and display to the general public of Social Security account numbers (SSNs) by governmental entities; (2) prohibit the display of SSNs (or any derivatives) on checks issued for payment by such entities; (3) prohibit governmental entity display of SSNs (or any derivatives) on employee identification cards or tags (IDs); (4) prohibit access to the SSNs of other individuals by prisoners employed by governmental entities; (5) prohibit the selling, purchasing, or displaying of SSNs (with certain exceptions) to the general public, or the acquisition or use of any individual's SSN to locate or identify such individual with the intent to physically injure or harm him or her, or to use the individual's ID for any illegal purpose by any person; (6) provide for uniform standards for truncation of an SSN; and (7) establish new criminal penalties for the misuse of SSNs. Amends SSA title XI to provide for the application of civil monetary penalty to specified offenses involving SSNs or Social Security cards. Establishes: (1) new criminal penalties for employees of the Social Security Administration who knowingly and fraudulently issue Social Security cards or SSNs; and (2) enhanced penalties in cases of terrorism, drug trafficking, crimes of violence, or prior offenses. Amends SSA title XI with respect to regulatory and enforcement authority with respect to misuse of SSNs. Directs the Commissioner of Social Security to enter into an arrangement with the National Research Council to study and report to the Commissioner and Congress on: (1) the extent of the use of SSNs as a primary means of authenticating identity or for verification in commercial transactions; and (2) the feasibility of a prohibition on such use. Requires the study also to examine possible alternatives to SSNs for such uses.

Heroes at Home Act of 2007 - Directs the Secretary of Veterans Affairs to: (1) establish a program on training and certification of family caregivers of veterans and members with traumatic brain injury (TBI); and (2) conduct outreach to enhance awareness of veterans and the public about the symptoms of post-traumatic stress disorder (PTSD) and TBI and the services provided by the Department of Veterans Affairs to veterans with such symptoms. Directs the Secretaries of Defense and Veterans Affairs to jointly: (1) establish a demonstration project to assess the feasibility and advisability of using telehealth technology to assess cognitive functioning of members who have sustained head trauma in order to improve their diagnosis and treatment; and (2) conduct an ongoing study of all matters relating to the telehealth and telemental health services of the Departments of Defense and Veterans Affairs.

No Child Left Inside Act of 2007 - Amends the Elementary and Secondary Education Act of 1965 to authorize states to use federal funds for the development of kindergarten through grade 12 (K-12) plans for environmental education and teacher training to ensure that high school graduates are environmentally literate. Authorizes the Secretary to award competitive grants to partnerships that include a local educational agency (LEA), and may include institutions of higher education (IHE) and other educational or business entities, for activities that include the development of teacher training programs and more rigorous environmental education curricula. Authorizes the Secretary to award competitive matching grants to nonprofit organizations, states, LEAs, or IHEs for activities to improve and support environmental education that include: (1) advancing content and achievement standards; (2) developing or disseminating innovations or model programs; (3) research; and (4) creating new funding sources. Requires the Secretary to give priority in providing magnet school assistance to LEAs creating or enhancing environmental magnet school programs. Includes environmental education in the current program providing grants to states and LEAs for teacher training. Amends the Department of Education Organization Act to create an Office of Environmental Literary to advance K-12 environmental education and administer the new grant programs. Amends the National Assessment of Educational Progress Authorization Act to authorize the Commissioner for Education Statistics to include environmental education in any additional national assessment of student achievement.

Medicare Prescription Drug Savings for Our Seniors (Medicare Prescription Drug SOS) Act of 2007 - Amends part D (Voluntary Prescription Drug Benefit Program) of title XVIII (Medicare) of the Social Security Act (SSA) to direct the Secretary of Health and Human Services to: (1) offer one or more Medicare operated prescription drug plans (PDPs) with a service area consisting of the entire United States; and (2) negotiate with pharmaceutical manufacturers to reduce the purchase cost of covered part D drugs. Requires the monthly beneficiary premium for qualified prescription drug coverage and access to negotiated prices to be uniform nationally. Provides for auto-enrollment of subsidy eligible individuals in Medicare operated PDPs. Amends SSA title XIX (Medicaid) to provide for the use of 2005 as base in computing the state clawback provision. Amends SSA title XVIII (Medicare) to eliminate part D cost-sharing for certain non-institutionalized full-benefit dual eligible individuals. Provides for: (1) expedited low-income subsidies under the Medicare PDP; (2) indexing of deductible and cost-sharing for certain individuals; and (3) Commissioner of Social Security screening for Medicare savings program eligibility. Sets forth anti-fraud and abuse provisions. Provides for protection against a decrease in Social Security benefits owing to part D Medicare premium increases. Prohibits late enrollment penalties for months before January 2008. Allows a one-time change in plan during first year of enrollment. Prohibits a PDP sponsor from removing a covered part D drug from the plan formulary, downgrading its cost-sharing status, or otherwise introducing a barrier to access to covered part D drugs, without advance notice. Requires Medicare part D formularies to cover all drugs in six specified therapeutic categories. Makes benzodiazepines covered part D drugs, subject to review by the Secretary. Eliminates the MA Regional Stabilization Fund and certain Medicare Advantage overpayments. Requires prompt payment of clean claims by Medicare and Medicare Advantage PDPs. Prohibits co-branding. Extends part D coverage to medication therapy management services.

Bear Protection Act of 2007 - Prohibits any person from: (1) importing bear viscera into, or exporting it from, the United States; or (2) selling bear viscera, bartering, offering it for sale or barter, or purchasing, possessing, transporting, delivering, or receiving it in interstate or foreign commerce. Subjects persons who violate such prohibitions to specified penalties. Waives such prohibition for wildlife law enforcement purposes where a valid permit has been issued. Requires the Secretary of the Interior to continue discussions concerning trade in bear viscera with the appropriate representatives of Parties to the Convention on International Trade in Endangered Species of Wild Fauna and Flora and with other representatives of countries that are not party to the Convention which are determined to be the leading importers, exporters, or consumers of such products, in order to establish coordinated efforts with such countries to protect bears. Declares that nothing in this Act shall be construed to affect state regulation of bear population or to affect the lawful hunting of bears under state law.

Drug and Medical Device Company Gift Disclosure Act - Amends the Federal Food, Drug, and Cosmetic Act to require prescription drug or medical device manufacturers, packers, and distributors to annually disclose to the Commissioner of Food and Drugs the value, nature, and purpose of any : (1) gift made in connection with detailing, promotion, or other marketing activity to any physician, nurse, therapist, hospital, nursing home, pharmacist, health benefit plan administrator, or any other person authorized to prescribe or dispense prescription drugs; and (2) cash rebate, discount, or other financial consideration given to any pharmaceutical benefit manager in connection with such marketing activities. Defines "gift" to include any fee, payment, subsidy, amenity, object, service, or other economic benefit, except: (1) free samples of prescription drugs; (2) reasonable compensation and reimbursement of expenses in connection with a bona fide clinical trial; and (3) certain scholarships or other support for medical students, residents, or fellows to attend conferences. Applies such provisions only if the total value of the gift or gifts is $50 or more during the calendar year. Requires the Commissioner to: (1) make such information available to the public; and (2) keep confidential any information related to a trade secret. Establishes civil penalties for violations. Gives the Commissioner authority to investigate compliance with this Act. Authorizes the Commissioner to file a petition in the United States District Court for an order requiring submission of a report or other appropriate relief.

21st Century High-Performing Public School Facilities Act - Requires the Secretary of Education to make grants in each fiscal year to local educational agencies (LEAs) in each state for the construction, modernization, or repair of kindergarten, elementary, or secondary schools to make them safe, healthy, high-performing, and technologically up-to-date. Gives priority to LEAs serving a high number or percentage of disadvantaged children and those whose public schools are in relatively poor condition. Requires LEAs to contribute funds toward the costs of the program, but uses a sliding scale that factors in the relative poverty of an LEA's service area. Requires the Secretary to make low-interest loans to LEAs in each fiscal year for the same purposes and with the same priorities given in the distribution of the grants. Establishes the School Construction, Modernization, and Repair Revolving Fund consisting of amounts derived from the low-interest loans and appropriations made to the Fund by this Act. Amends part D of title II of the Elementary and Secondary Education Act of 1965 to authorize and make appropriations for educational technology.

National Pain Care Policy Act of 2007 - Requires the Secretary of Health and Human Services to enter an agreement with the Institute of Medicine to convene a Conference on Pain to: (1) increase the recognition of pain as a significant public health problem; (2) evaluate the adequacy of assessment, diagnosis, treatment, and management of acute and chronic pain; (3) identify barriers to appropriate pain care; and (4) establish an agenda for action that will reduce such barriers and improve pain care research, education, and clinical care. Amends the Public Health Service Act to require the Director of the National Institutes of Health (NIH) to establish the Pain Consortium to: (1) establish a national agenda for research on the causes and effective treatments for pain; and (2) convene an annual conference of experts in pain research, treatment, and management to assess and make recommendations on NIH pain research activities and programs. Requires the Director of NIH to establish the National Pain Care Research Advisory Committee. Requires the Director of the Agency for Healthcare Research and Quality to: (1) collect protocols and evidence-based practices regarding pain care at all stages of life; and (2) disseminate such information to regulatory and enforcement agencies, health care programs, payor and providers, health professions schools, hospices, and the general public. Allows the Secretary to provide for the development and implementation of programs to educate and train health care professionals in pain care. Requires the Secretary to establish a national pain care education outreach and awareness campaign.

Requires the Secretary, after completion of the review, to provide, if appropriate, an additional payment to such physicians for all items related to the furnishing of immune globulins as part of hospital outpatient services. Provides for Medicare coverage of and payment for intravenous immune globulin (IVIG) administered in the home. Directs the Secretary to conduct two surveys, for reports to Congress, of Medicare and non-Medicare patients who need immune globulins in order to measure changes in patient access to those products (and providers furnishing them), as well as changes in the health care status of those patients.

Veterans Education Tuition Support Act of 2007 or VETS Act of 2007 - Amends the Servicemembers Civil Relief Act to require an institution of higher education, whenever a servicemember is called, activated, or ordered to military service and therefore withdraws or takes a leave of absence from such institution, to: (1) refund to the servicemember tuition and other fees paid for the portion of the program of education for which the servicemember did not receive academic credit after such withdrawal or leave; and (2) provide the servicemember an opportunity to reenroll at the institution with the same educational and academic status that the servicemember had when ordered to military service. Requires a provider of a student loan with respect to such a servicemember: (1) if the servicemember reenrolls in the program of education (or a comparable program) within 13 months following the period of military service, to disregard the entire period that the education was discontinued in determining the date on which student loan repayment is to begin; or (2) if the servicemember does not reenroll, to not require loan repayment to begin before the later of the last day of such 13-month period or the date the repayment was otherwise required to begin. Prohibits a court from granting a creditor relief from the 6% limit on interest charged against the indebtedness of a servicemember during a period of military service in the case of an obligation or liability incurred by a servicemember who is a student at an institution of higher education at the time of the call to service.

Amends the Medicare Prescription Drug, Improvement, and Modernization Act of 2003 to extend: (1) certain Medicare hospital wage index reclassifications and the disregarding of certain hospital reclassifications for purposes of group reclassifications; (2) Medicare reasonable costs payments for certain clinical diagnostic laboratory tests furnished to hospital patients in certain rural areas; and (3) the temporary Medicare payment increase for home health services furnished in a rural area. Amends the Public Health Service Act to: (1) authorize the Secretary of Health and Human Services to award competitive grants to eligible entities in rural areas for qualified health information technology systems; (2) direct the Secretary to establish a Rural Health Quality Advisory Commission; (3) provide for Delta Region rural disparities and health systems development, as well as small rural health care provider quality improvement grants; and (4) provide for expanded application of the 340B program of limited drug prices to drugs provided in rural hospitals, including hospital provision to states of Medicaid credits on certain inpatient drugs. Directs the Secretary to encourage and facilitate the adoption of telehealth provisions allowing for multistate practitioner access across state lines.

Requires certification by the child's attending physician. Applies such requirement to coverage offered in the individual market.

Requires a VHA national coordinator for epilepsy programs to: (1) supervise the operation of the centers; (2) coordinate and support throughout the VA health-care system better access to diagnosis, research, care, and education for epilepsy and traumatic brain injury; and (3) conduct regular evaluations of the centers.

Advanced Design in Energy for Living Efficiently Act of 2007 - Sets forth requirements governing building enterprises, including: (1) green building design; (2) reduced carbon emissions in new buildings; (3) high-performance school buildings and green building; and (4) energy efficiency increases and carbon emission reductions in federal agencies. Amends the Internal Revenue Code to: (1) create an energy tax credit for combined heat and power system property; and (2) extend biodiesel and other specified energy-related tax credits. Get Real Incentives to Drive Plug-in Act - Directs the Secretary of Transportation to establish programs for plug-in hybrid electric vehicles. Biofuels Security Act of 2007 - Amends the Clean Air Act to: (1) prescribe reductions for greenhouse gas emissions from vehicles and aircraft; and (2) set forth global climate change requirements. Amends the Energy Policy Act of 2005 regarding low carbon renewable fuel and carbon capture and storage. Amends the Public Utility Regulatory Policies Act of 1978 regarding: (1) rate design modifications; (2) net metering and interconnection standards; (3) efficiency resource standards; and (4) a federal renewable portfolio standard. Rural Clean Energy Superhighways Act - Amends the Federal Power Act regarding designation of National Renewable Energy Zones. Marine and Hydrokinetic Renewable Energy Promotion Act of 2007 - Establishes: (1) a marine and hydrokinetic renewable energy research program; and (2) the Adaptive Management and Environmental Fund. Amends the National Institute of Standards and Technology Act to provide information sharing and planning assistance to small manufacturing firms to implement new green manufacturing technologies. Sets forth a Green Workforce Education Incentives grants program. Amends the Higher Education Act of 1965 to authorize loan forgiveness for green workforce members. Establishes the New Energy Technologies Commission. Authorizes a grant program to create clean energy business districts. Prescribes a clean energy technology exports program. Amends the Energy Policy Act of 1992 to prescribe an international energy technology deployment program. Directs the Export-Import Bank of the United States to meet renewable energy targets in its lending practices. Establishes the Renewable Energy and Technology Commission. Amends the Export-Import Bank Act of 1945 to: (1) increase financing for renewable energy and energy efficiency transactions; and (2) establish an Office of Renewable Energy Promotion. Instructs the Secretary of Energy to establish the Emerging Clean Energy Technology Venture Capital Fund. Amends the Global Change Research Act of 1990 to prescribe climate change research initiatives. Ending Subsidies for Big Oil Act of 2007 - Amends the Internal Revenue Code to: (1) deny a deduction for income attributable to domestic production of oil, natural gas, and appurtenant primary products; and (2) augment from five years to seven years the amortization schedule for geological and geophysical expenditures of major integrated oil companies. Royalty Relief for American Consumers Act of 2007 - Prescribes price thresholds for royalty suspension provisions. Sets prerequisites for new leases for oil or natural gas production in the Gulf of Mexico. Amends the Energy Policy Act of 2005 to repeal certain federal subsidies for royalty relief for oil and gas, including ones related to Planning Areas Offshore Alaska. Creates a Strategic Energy Efficiency and Renewables Reserve.

Promoting American Agricultural and Medical Exports to Cuba Act of 2007 - Prohibits the President from restricting direct transfers from a Cuban depository institution to a U.S. depository institution in payment for a product authorized for sale under the Trade Sanctions Reform and Export Enhancement Act of 2000. Directs the Secretary of Agriculture to provide information and technical assistance to U.S. agricultural producers, cooperative organizations, or state agencies to promote U.S. agricultural exports products to Cuba. Authorizes the issuance of temporary entry visas to Cuban nationals to facilitate purchase of U.S. agricultural products. Amends the Department of Commerce and Related Agencies Appropriations Act, 1999 to repeal the prohibition on enforcement of rights to certain U.S. intellectual properties and such properties' transfer. Prohibits the President from regulating or prohibiting travel to or from Cuba by U.S. citizens or legal residents, or any of the transactions ordinarily incident to such travel, and any regulation restricting or prohibiting such travel shall have no effect, relating to: (1) accompanied personal baggage; (2) payment of living expenses and the acquisition of personal-use goods or services; (3) travel arrangements; (4) nonscheduled air, sea, or land voyage transactions, (such provision does not permit the carriage of articles other than accompanied baggage into Cuba or the United States); and (5) normal banking transactions. States that such provision shall not apply in time of war or armed hostilities between the United States and Cuba, or of imminent danger to the public health or the physical safety of U.S. travelers. Amends the Democracy Act of 1992 to repeal the requirement for onsite verification of certain medical exports to Cuba. Amends the Internal Revenue Code to: (1) increase the airport ticket tax for transportation between the United States and Cuba by $1; and (2) establish in the Treasury the Agricultural Export Promotion Trust Fund.

Local Community Radio Act of 2007 - Repeals provisions in the Departments of Commerce, Justice, and State, the Judiciary, and Related Agencies Appropriations Act, 2001, that required the Federal Communications Commission (FCC) to: (1) modify rules authorizing the operation of low-power FM radio stations to prescribe minimum distance separations for third-adjacent channels; (2) prohibit applicants who have engaged in the unlicensed operation of any station from obtaining a low-power FM license; and (3) conduct a program to test whether low-power FM radio stations will result in harmful interference to existing FM radio stations if minimum distance separations for third-adjacent channels are not required. Requires the FCC to modify its rules to eliminate third-adjacent minimum distance separation requirements between specified stations. Requires the FCC to retain rules that provide third-adjacent channel protection for full-power noncommercial FM stations that broadcast radio reading services via a subcarrier frequency from potential low-power FM station interference. Requires the FCC when licensing FM translator stations to ensure: (1) that licenses are available to both FM translator stations and low-power FM stations; and (2) that such decisions are made based on the needs of the local community.

Requires distribution of the first $4 million to the NASA Family Assistance Fund for financial assistance to the families of NASA personnel who die as a result of injuries suffered in the performance of their official duties. Requires distribution of: (1) one-half of the next $1 million of the remaining amounts to the Dr. Ronald E. McNair Educational (D.R.E.M.E.) Science Literacy Foundation and the Dorothy Jemison Foundation for Excellence; and (2) the remainder to the Secretary of the Smithsonian Institution for the preservation, maintenance, and display of space artifacts at the National Air and Space Museum (including the Steven F. Udvar-Hazy Center). Authorizes the Secretary to strike and sell bronze duplicates of the $50 gold coins.

Prohibits a group health plan from denying enrollment or renewal solely to avoid the requirements of this Act, providing monetary incentives to encourage women to accept less than such minimum protections, penalizing providers for providing care in accordance with this Act, or providing incentives to induce providers to provide care in a manner inconsistent with this Act. Applies such requirements and prohibitions to coverage offered in the individual market.

Post-9/11 Veterans Educational Assistance Act of 2007 - Amends federal veterans' benefits provisions to entitle to educational assistance under the Montgomery GI Bill certain individuals who serve on active duty in the Armed Forces (including the reserves) on or after September 11, 2001. Requires such individuals to complete the requirements of a secondary school diploma (or its equivalent) before applying for such assistance. Establishes the duration of such assistance (in most cases 36 months) and assistance amounts. Requires programs of education pursued with such assistance to be approved by the Secretary of Veterans Affairs. Allows for the pursuit of an approved program of education while on active duty. Allows, under such assistance, for the pursuit of: (1) programs on less than a half-time basis; (2) apprenticeship or other on-job training; (3) correspondence courses; (4) flight training; (5) tutorial assistance; and (6) licensure and certification tests. Requires such educational assistance to be used within 15 years of the individual's discharge or release from active duty (with exceptions). Allows individuals currently under the Montgomery GI Bill educational assistance program to elect to participate in the post-9/11 educational assistance program with respect to any unused entitlement.

Greenhouse Gas Accountability Act of 2007 - Requires the Administrator of the Environmental Protection Agency (EPA) to establish a program to require specified entities (including any significant greenhouse gas (GHG) emitter and any entity with annual revenues exceeding $10 million that is engaged in the business of automobiles, aerospace and defense, chemicals, construction materials, electric utilities, energy equipment and services, oil, gas, and consumable fuels, metals and mining, paper and forest products, or transportation) to report annually to the Administrator on their GHG emissions. Sets forth program design requirements, including that it be consistent with the standards, protocols, and principles of the Climate Registry and the California Climate Registry. Authorizes an entity to report offsets and sequestration projects to mitigate its GHG emissions. Requires the Governmental Accountability Office (GAO) to report on entities' compliance and on whether the regulations are effective in inventorying GHGs. Provides for penalties for noncompliance. Requires the Administrator to establish a public website containing a national GHG emissions database. Directs the Securities and Exchange Commission (SEC) to: (1) revise its regulations under the Securities Exchange Act of 1934 to require that certain annual reports filed by issuers of securities contain specified information concerning GHG emissions; and (2) issue an interpretive release clarifying, for purposes of specified regulations, that U.S. commitments to reduce emissions of global warming pollution under the United Nations Framework Convention on Climate Change, May 9, 1992, are considered to be a material effect and that global warming constitutes a known trend.

340B Program Improvement and Integrity Act of 2007 - Amends the Public Health Service Act to expand the drug discount program to allow participation as a covered entity by certain: (1) children's hospitals; (2) critical access hospitals; (3) entities providing maternal and child health services, community mental health services, or treatment services for substance abuse; (4) Medicare-dependent, small rural hospitals; (5) sole community hospitals; and (6) rural referral centers. Prohibits enrolled hospitals from obtaining covered outpatient drugs through a group purchasing arrangement. Requires the Secretary of Health and Human Services to establish reasonable exceptions to such requirements, including for drugs unavailable through the program and to facilitate generic substitution when a generic covered drug is available at a lower price. Expands the program to include a drug used in connection with an inpatient or outpatient service by enrolled hospitals. (Currently, only outpatient drugs are covered under the program.) Requires hospitals enrolled in the 340B drug discount program to provide to each state a credit on the estimated annual costs to such hospital of single source and innovator multiple source drugs and noninnovator multiple source drugs provided to Medicaid recipients for inpatient use. Sets forth a formula for calculating the credit. Allows a hospital to avoid paying such credits under certain circumstances. Requires the Secretary to: (1) carry out activities to improve compliance by manufacturers and covered entities with the requirements of the drug discount program; and (2) establish an administrative process for resolving claims by covered entities and manufacturers of violations of such requirements. Requires manufacturers to offer each covered entity covered drugs for purchase at or below the applicable ceiling price if such a drug is made available to any other purchaser at any price.

Borderlands Conservation and Security Act of 2007 - Requires: (1) not later than May 30, 2008, development of a border protection strategy that supports U.S. border security needs in the manner that best protects units of the National Park System, National Forest System land, Bureau of Land Management (BLM) land, U.S. Fish and Wildlife Service (USFWS) land, and other relevant land under the jurisdiction of the Department of the Interior or the Department of Agriculture; and (2) development of a border protection strategy for tribal lands along the U.S.-Mexico border. Requires provision of: (1) federal land resource training for Customs and Border Protection agents assigned to patrol protected land; and (2) cultural resource training for such agents assigned to patrol tribal lands. Requires: (1) the Secretaries of Agriculture and Interior to submit to the Secretary of Homeland Security an inventory of costs incurred related to illegal border activity and border enforcement activities, including the cost of identified items; and (2) the development of recommendations for a cost recovery mechanism related to such items. Establishes a program for: (1) providing financial assistance for projects to improve management of ecologically sensitive or listed species, improving wildlife habitat to aid in their management, and mitigating the impacts of border enforcement, human and drug smuggling, and unauthorized immigration on them; and (2) awarding grants to eligible organizations to promote conservation of such species. Establishes the Borderland Conservation Fund to carry out projects under this Act.
