Elizabeth A. Connelly Act - Amends the Higher Education Act of 1965, the Elementary and Secondary Education Act of 1965, the Rehabilitation Act of 1973, the Public Health Service Act, the Health Professions Education Partnership Act of 1968, the National Sickle Cell Anemia Act, Cooley's Anemia, Tay-Sachs, and Genetic Diseases Act, the Genetic Information Nondiscrimination Act, the Developmental Disabilities Assistance and Bill of Rights Act of 2000, and other federal enactments and regulations to change references to mental retardation to references to an intellectual disability.

No Taxpayer Money for Corporate Campaigns Act of 2010 - Prohibits: (1) the use of federal funds received by any entity, other than a natural person, to advocate the election or defeat of a political candidate or to engage in any lobbying activity; or (2) the donation of such funds to any other entity for such purposes.

Small Business Environmental Stewardship Assistance Act of 2010 - Amends the Small Business Act to reauthorize for FY2011-FY2015 the national small business tree planting program (a program under which the Small Business Administration (SBA) makes grants to states for contracting with small businesses to plant trees on land owned or controlled by a state or local government).

Nanotechnology Education Act - Requires the Director of the National Science Foundation (NSF) to establish a nanotechnology in the schools program awarding matching grants to certain eligible institutions for the purchase of nanotechnology equipment and software and the provision of nanotechnology education to students and teachers. Lists as eligible grantees: (1) public, private, parochial, and charter secondary schools that offer advanced or international baccalaureate science courses; (2) community colleges; (3) four-year institutions of higher education; and (4) informal learning science and technology centers.

FEHBP Prescription Drug Integrity, Transparency, and Cost Savings Act - Prohibits the Office of Personnel Management (OPM) from entering a contract or approving a health benefits plan with a carrier that is a party to a pharmacy benefit manager (PBM) carrier arrangement to provide or administer prescription drug coverage under the Federal Employees Health Benefits Program (FEHBP) unless the PBM and the carrier comply with requirements of this Act. Directs OPM to terminate a contract or discontinue a plan that fails to comply. Prohibits: (1) a pharmaceutical drug manufacturer or retail pharmacy from having a controlling interest in the PBM; or (2) the PBM from having a controlling interest in a retail pharmacy. Requires each carrier to certify PBM compliance annually. Prohibits OPM from permitting a carrier that has a controlling interest in a PBM to earn a profit from such interest with respect to an FEHBP contract. Sets forth requirements of PBM arrangements under the FEHBP, including regarding: (1) drug substitution restrictions; (2) PBM reimbursement of carriers; (3) sale by a PBM of utilization and claims data; (4) drug pricing and the basis for reimbursement; (5) provisions of an explanation of benefits to enrollees; (6) nondiscriminatory contracts regarding required participation; (7) OPM access to PBM contract information; (8) civil monetary penalties for making false statements or claims to the government; and (9) reports from drug manufacturers on average manufacturer prices for drugs each quarter.

Amends the Internal Revenue Code to treat securities and nonqualified preferred stock paid to a parent corporation by a subsidiary in a corporate reorganization as cash payments, thus subjecting the gain attributable to such payments to tax.

Expresses the sense of the House of Representatives that: (1) the guidelines of the United States Preventive Services Task Force would not prohibit an insurer from providing coverage for mammography services in addition to those recommended by the Task Force and should not be used by insurers to deny coverage for services that are not recommended on a routine basis; and (2) the National Cancer Institute should continue to invest and provide leadership regarding research to develop more effective breast cancer screening tools and strategies.

Small Business Job Creation and Access to Capital Act of 2009 - Amends the Small Business Act to increase maximum amounts of loans under the following Small Business Administration (SBA) loan programs: (1) the section 7(a) (general small business loans) guaranteed loan program; (2) the section 504 (state and local development company) program; and (3) the Microloan (small-scale loans to start-up, newly-established, and growing small businesses) program. Amends the American Recovery and Reinvestment Act of 2009 to extend through 2010 SBA authority to reduce or eliminate loan fees on section 7(a) and 504 loans. Amends the Small Business Investment Act of 1958 to apply single-business investment limits to SBA-recognized new markets venture capital companies. Directs the SBA Administrator to establish for prospective borrowers an alternative small business size standard that uses maximum tangible net worth and average net income as an alternative to the use of industry standards. Expresses the sense of Congress that the Administrator should establish a website that: (1) lists SBA lenders and provides loan rate information; and (2) allows prospective borrowers to compare rates on SBA-guaranteed loans. Amends provisions of the Small Business Investment Act of 1958 relating to the local development business loan program to allow a small business borrower under such program to refinance a previous business debt: (1) that was incurred no less than two years before application for the SBA loan; (2) that is a commercial loan; (3) that is not guaranteed by a federal agency; (4) the proceeds of which were used to acquire a fixed asset for the benefit of the small business; (5) that is collateralized by fixed assets; and (6) for which the borrower has been current on all payments for at least one year. Allows the Administrator to provide financing under such program for a borrower that meets certain job creation or retention goals. Provides an alternate job retention goal for which a borrower may qualify.

Rural Disaster Assistance Improvement Act of 2009 - Directs the Administrator of the Federal Emergency Management Agency (FEMA): (1) in order to provide more objective criteria for evaluating the need for assistance to individuals and to speed a declaration of a major disaster under the Robert T. Stafford Disaster Relief and Emergency Assistance Act, to review, update, and revise the factors considered when evaluating a governor's request for such a declaration to measure the severity, magnitude, and impact of a disaster; and (2) to consider any disproportionate impacts of disasters on rural areas.

Small Business Emergency Capital Assistance Act of 2009 - Directs the Administrator of the Small Business Administration (SBA) to carry out a program under which the Administrator may make loans directly to small businesses determined to: (1) be economically healthy; (2) have good credit; and (3) be unable to obtain a loan on reasonable terms from a non-federal source. Limits loan amounts to $1.5 million, with a maximum repayment term of 25 years. Requires: (1) the Administrator to report annually to the congressional small business committees concerning loans made under the program; and (2) the Comptroller General to evaluate the program's effectiveness and report evaluation results to such committees.

Mechanical Insulation Installation Incentive Act of 2009 - Amends the Internal Revenue Code to allow a tax deduction for a specified percentage of the cost, including labor costs, of installing and maintaining mechanical insulation property. Defines "mechanical insulation property" as insulation materials, facings, and accessory products placed in service in connection with a mechanical system which is utilized for thermal, acoustical, and personnel safety requirements for mechanical piping and equipment, hot and cold applications, and heating, venting and air conditioning applications which can be used in a variety of facilities.

Battlefield Excellence through Superior Training Practices Act or BEST Practices Act - Requires the Secretary of Defense (DOD), no later than October 1, 2013, to only use human-based training methods for training members of the Armed Forces in the treatment of combat trauma injuries and the management of chemical and biological casualties. Prohibits the use of animals in such training.

Government Grants Accountability Act - Requires each recipient of federal agency grant funds to report to that agency with respect to each fiscal year: (1) the total amount of grant funds received from that agency; (2) the amount expended or obligated to projects or activities; and (3) a detailed list of such projects or activities. Requires each agency with grant accounts, during the first quarter of each fiscal year, to: (1) identify any undisbursed balances in such accounts as of the end of the preceding fiscal year; and (2) return such undisbursed balances to the Treasury by the end of such quarter. Applies such requirement to grant accounts whose period of availability is not greater than one fiscal year.

Stop the Automatic Pay Raise for Members of Congress in Fiscal Year 2011 Act - Declares that no automatic pay adjustment shall be considered to have taken effect in FY2011 in the rates of basic pay for Members of Congress under the General Schedule (thus eliminating the pay adjustment for Members for such fiscal year).

Authorizes the Secretary of Veterans Affairs (VA), in lieu of making payments to state homes for furnishing nursing home care to veterans, to enter into agreements with such homes to furnish such care under federal provisions which allow the Secretary to transfer to non-VA homes (at the expense of the United States) veterans who have been furnished such care in a facility under the jurisdiction of the Department of Veterans Affairs. Replaces provisions providing for payment of nursing home care at the lesser of the prevailing rate or the cost of daily care with provisions providing for payment at the rate determined for a state home that is the applicable or prevailing rate payable in the geographic area in which the state home is located.

Green Infrastructure for Clean Water Act of 2009 - Requires the Administrator of the Environmental Protection Agency (EPA) to make competitive grants to eligible higher education institutions and research institutions to establish and maintain between three and five centers of excellence for green infrastructure. Defines "green infrastructure" as a stormwater management technique that preserves, restores, enhances, or mimics natural hydrology. Establishes the duties of each center, including: (1) researching green infrastructure; (2) developing manuals and setting industry standards on best management practices relating to state, local, and commercial green infrastructure; (3) providing information about its research and manuals to the national electronic clearinghouse center; (4) providing technical assistance and training on green infrastructure; and (5) evaluating regulatory and policy issues about green infrastructure. Requires one of the centers to be designated as the national electronic clearinghouse center, which shall, in addition to its other duties, operate a website and a public database on green infrastructure. Requires the Administrator to make competitive grants to eligible entities that manage stormwater, water resources, or waste water resources to: (1) plan and design and install green infrastructure projects; (2) develop standards and revisions to local zoning, building, or other local codes necessary to accommodate such projects; (3) develop fee structures to provide financial support for green infrastructure; (4) develop training and educational materials about green infrastructure; (5) develop and implement a green infrastructure portfolio standard program; (6) monitor and evaluate the environmental, economic, or social benefits of green infrastructure; and (7) implement a best practices standard for a green infrastructure program. Requires the Administrator to give priority to applications from: (1) a community that has combined storm and sanitary sewers in its collection system or is low-income or disadvantaged; or (2) an eligible entity that will use 10% of the grant for a low-income or disadvantaged community. Requires the Administrator to: (1) establish within EPA's Office of Water a green infrastructure program to coordinate and promote the use of green infrastructure and to integrate green infrastructure into the permitting programs; (2) direct each EPA regional office to develop a program to promote and integrate the use of green infrastructure within the region; (3) create a green infrastructure compliance assistance center; and (4) establish measurable goals, to be known as the green infrastructure portfolio standard, to increase the percentage of annual water managed by eligible entities that uses green infrastructure.

Patient Health and Real Medication Access Cost Savings Act of 2009 or the PHARMACY Bill - Declares that a consumer shall have the right to choose to purchase prescription drugs from any domestic pharmacy that meets all applicable federal and state license and permit requirements. Directs the Secretary of Health and Human Services (HHS) to issue regulations that: (1) prohibit a pharmacy benefit manager (PBM) from providing incentives to, encouraging, or requiring pharmacy benefit plan enrollees to use certain pharmacies or from excluding an eligible pharmacy from a plan's pharmacy network; (2) require a PBM to ensure that pharmacy benefit plan enrollees pay a specified copayment for brand name drugs; (3) require a PBM to reimburse a pharmacy in the network of a pharmacy benefit plan that is federally funded, at specified rates, for brand-name drugs, generic drugs, and additional professional services; (4) require a PBM to be reimbursed by a pharmacy benefit plan sponsor for adjudicating and processing claims; (5) limit the amount that a PBM charges a pharmacy benefit plan sponsor for a drug that is dispensed to enrollees to the amount the PBM paid the pharmacy for such drug; (6) require a manufacturer of prescription drugs to pay all rebates directly to the pharmacy benefit plan sponsor and not to a PBM; and (7) require a pharmacy benefit plan sponsor to provide a list of the wholesale acquisition costs of the top 500 most frequently prescribed drugs to physicians in a plan any insurance-related charge of which is underwritten by a federal, state, or local government. Amends title XVIII (Medicare) of the Social Security Act to include pharmacist services as "medical and other health services" under Medicare. Directs the Secretary, by January 1, 2011, to establish a pharmaceutical access program to provide affordable prescription drugs to individuals who receive drug benefits under federal programs (except Medicaid). Requires: (1) a pharmacy that dispenses prescription drugs in the United States to remit to the Secretary 50 cents for each brand name prescription and $1.00 for generic drug prescription dispensed; and (2) the sponsor of a pharmacy benefit plan that is not federally funded to increase the professional dispensing fee paid to pharmacies by the same amounts. Requires the use of funds generated from such fees to provide affordable access to prescription drugs to low-income individuals who have enrolled in the program.

Endocrine Disruption Prevention Act of 2009 - Amends the Public Health Service Act to require the Director of the National Institute of Environmental Health Sciences to establish the Endocrine Disruption Prevention Program, under which the Director shall: (1) conduct and support multidisciplinary research to improve the understanding of endocrine disruption; and (2) conduct workshops and fora on health effects associated with environmental agents that may affect the endocrine system. Requires the Director to establish an Endocrine Disruption Program Panel, which shall: (1) provide advice to the Director on the conduct and support of research; (2) evaluate existing population-level biomonitoring and biobanking surveillance and research programs and recommend changes needed to develop data on human exposures and effects to support the Program; and (3) develop a list of chemicals of concern for endocrine disruption effects and make findings with respect to such chemicals. Authorizes individuals to petition the Panel to determine whether a chemical should be listed or to revise a finding or determination based on new information. Requires the Director, if the Panel finds that data are sufficient to determine that there is at least a minimal level of concern associated with a chemical's potential to disrupt the human endocrine system, to transmit the finding, including the routes and sources of exposure to the chemical, to each federal agency with authority to regulate the chemical. Requires each federal agency that receives such a transmission: (1) to reply to the Director describing the agency's regulatory authority, past actions in connection with the chemical, and proposed action to protect human health from the potential endocrine disruption effects of exposure to the chemical; and (2) within one year, to report on the actions taken and future actions proposed by the Agency in response to the Panel's finding. Requires the Director to establish a program to support graduate and postdoctoral training in fields related to the prevention of endocrine disruption.

Stop Any TARP Extension Act of 2009 - Amends the Emergency Economic Stabilization Act of 2008 (EESA) to: (1) terminate on December 31, 2009 (as under current law), the authority of the Secretary of the Treasury to implement the Troubled Asset Relief Program (TARP); and (2) repeal the Secretary's authority to extend the TARP program through October 3, 2010, upon submission of a written certification to Congress. Revises the requirement that revenues of and proceeds from the sale of troubled assets purchased under TARP, or from the sale, exercise, or surrender of warrants or senior debt instruments acquired under TARP, be paid into the general fund of the Treasury for reduction of the public debt. Establishes the Public Debt Reduction Payment Account. Directs the Secretary to deposit into the Account the following: (1) all remaining EESA funds; (2) amounts received for repayment of financial assistance, as well as payment of interest by a recipient of such assistance under TARP or any related program, including the Capital Purchase Program; and (3) revenues and proceeds from the sale of troubled assets that were purchased under EESA, or from the sale, exercise, or surrender of warrants or senior debt instruments, as under current law. Instructs the Secretary to: (1) use amounts in the Account to pay at maturity (or to redeem or buy before maturity) any obligation of the government held by the public and included in the public debt; and (2) deposit into the Account specified funds received by the Secretary pursuant to EESA. Lowers the statutory limit on the public debt by the aggregate amounts deposited into the Public Debt Reduction Payment Account. Prohibits the receipts and disbursements of the Account from being counted as new budget authority, outlays, receipts, or deficit or surplus for presidential or congressional budget purposes, and requires their exclusion from any official budget statements.

FVPSA Reauthorization Act of 2009 - Revises requirements for and reauthorizes the Family Violence Prevention and Services Act at increased levels for FY2010-FY2014. Directs the Secretary of Health and Human Services (HHS) to establish grant programs for: (1) specialized services for abused parents and their children; (2) domestic violence prevention enhancement and leadership through alliances; and (3) enhancement of culturally competent services for adult and youth victims of domestic violence from racial and ethnic minority groups.

Open Access to Courts Act of 2009 - Prohibits a U.S. district court from dismissing a complaint: (1) unless it appears beyond doubt that the plaintiff can prove no set of facts in support of the claim which would entitle the plaintiff to relief; or (2) on the basis of a determination by the judge that the factual contents of the complaint do not show the plaintiff's claim to be plausible or are insufficient to warrant a reasonable interference that the defendant is liable for the misconduct alleged.

Property Assessed Clean Energy Tax Benefits Act of 2009 - Amends the Internal Revenue Code to authorize the issuance of tax-exempt bonds to finance state and local government programs for clean energy improvements in buildings. Defines "clean energy improvements" as any distributed generation renewable energy sources, energy efficiency improvements, or water efficiency improvements which are permanently affixed to a building and result in a 20% savings in energy consumption.

Conflict Minerals Trade Act - States that it is U.S. policy to promote peace in the eastern Democratic Republic of the Congo by supporting efforts of the government of the Democratic Republic of the Congo, other governments in the Great Lakes Region of Africa, and the international community to: (1) stop commercial activities involving the natural resources of the Democratic Republic of the Congo that contribute to armed groups and human rights violations in the Democratic Republic of the Congo; and (2) develop stronger governance and economic institutions to improve transparency in the cross-border trade of natural resources in order to reduce exploitation by armed groups and promote local and regional development. Directs the Secretary of State to: (1) produce a Congo Conflict Minerals Map of mineral-rich zones and areas under the control of armed groups in the Democratic Republic of the Congo; and (2) submit a related report to the appropriate congressional committees. Directs the Secretary and the Secretary of Commerce to provide guidance to commercial entities seeking to exercise due diligence to ensure that conflict minerals used in their products do not finance armed conflict, result in labor or human rights violations, or damage the environment. Directs the Secretary to: (1) submit a strategy to the appropriate congressional committees addressing linkages between human rights abuses, armed groups, and the mining of conflict minerals; (2) ensure that the annual Country Reports on Human Rights Practices relating to the Democratic Republic of the Congo or countries that share a border with the Democratic Republic of the Congo include a description of instances where the extraction and cross-border trade in conflict minerals has negatively affected human rights conditions; and (3) include in the annual report to the Organization for Economic Co-operation and Development Investment Committee a description of efforts to ensure that enterprises under U.S. jurisdiction are exercising diligence to ensure that their purchases of minerals or metals are not originating from mines and trading routes that are used to finance armed groups in the Democratic Republic of the Congo. Expresses the sense of Congress that the Administrator of the United States Agency for International Development (USAID) should expand programs to assist communities in the eastern Democratic Republic of the Congo whose livelihoods depend on the mineral trade. Directs the Secretary of Commerce to annually publish in the Federal Register a list of articles specified in the Harmonized Tariff Schedule of the United States that should be identified as likely containing conflict minerals. Requires importers of articles specified in the Harmonized Tariff Schedule of the United States that are included on the potential conflict goods list to certify on the importer's Customs declaration that such articles contain conflict minerals or are conflict mineral free. Sets forth: (1) penalties relating to the introduction of goods that contain conflict minerals into the United States; and (2) events that must prior to the expiration of this Act's provisions.

Cold War Service Medal Act of 2009 - Authorizes the Secretary of the military department concerned to issue the Cold War Service Medal to members of the Armed Forces who were discharged or released under honorable conditions after having: (1) served on active duty for at least 24 consecutive months during the Cold War (September 2, 1945, through December 26, 1991); (2) deployed outside the continental United States for at least 30 days during such period; or (3) performed other Cold War service as the Secretary of Defense may prescribe. Expresses the sense of Congress that the Secretary should expedite the design of the Medal as well its issuance to eligible members.

Makes eligible for a $300 plot allowance for burial in a cemetery other than a national cemetery a veteran who is eligible for burial in a national cemetery and who: (1) was discharged from active service for a disability incurred or aggravated in the line of duty; or (2) is a veteran of any war. Authorizes the Secretary of Veterans Affairs, in lieu of furnishing a headstone or marker for an individual so entitled, to reimburse the person entitled to request such headstone or marker for acquiring a non-government headstone or marker for placement in any cemetery other than a national cemetery in connection with the burial or memorialization of the deceased individual.

Jobs Opportunity and Business Stability Act of 2009 - Amends the Internal Revenue Code to allow certain small business owners with fewer than 20 employees and annual gross receipts not exceeding $5,000,000 a refundable tax credit for increasing their payrolls in 2010 and 2011 by specified percentages. Directs the Secretary of the Treasury to study and report to Congress on ways to provide benefits to nonprofit organizations that are comparable to the tax credit provided by this Act.

Heating Energy Assistance Tax Credit Act of 2009 - Amends the Internal Revenue Code to allow an individual taxpayer a refundable tax credit, up to $1,000 in a taxable year ($2,000 for a married couple filing a joint tax return), for the cost of heating such taxpayer's principal place of abode. Reduces the amount of such credit for taxpayers whose adjusted gross income exceeds $75,000 ($150,000 for married couples filing joint tax returns).

Post 9/11 Troops to Teachers Enhancement Act - Amends the Troops-to-Teachers program of the Elementary and Secondary Education Act of 1965 (which provides veterans with teacher certification stipends in exchange for three years of service in a high-need local educational agency [LEA] or public charter school). Expands program eligibility to cover certain individuals: (1) who, on or after September 11, 2001, serve at least 90 continuous days on active duty in the Armed Forces before being honorably released from such service; or (2) who, on or after January 8, 2002, are separated or released from active duty after at least four (currently, six) years of continuous active duty immediately preceding such separation or release, and agree to serve in the Armed Forces Reserves for at least three years. Makes any LEA that is receiving school improvement funds eligible to host Troops-to-Teachers program participants. Directs the Secretary of Education to establish an Advisory Board, composed of federal, state, and veteran service organization representatives, to collect, study, and disseminate feedback from the program and report to Congress on how the program is operating and might be improved. Reserves specified funding to carry out the Troops-to-Teachers program through FY2014.

Affirms the commitment of the House of Representatives to international child survival and development programs that prioritize protection, prevention, and treatment against pneumonia. Salutes the health professionals and community health workers in the world's poorest countries who are extending preventative care and treatment to children most at-risk of contracting pneumonia. Pet Safety and Protection Act of 2009 - Amends the Animal Welfare Act to list permissible sources of dogs and cats used by research facilities to include dogs and cats obtained: (1) from a licensed dealer; (2) from a publicly owned and operated pound or shelter that meets specified requirements; (3) by donation from a person who bred and raised the dog or cat or owned it for not less than one year; or (4) from a research facility licensed by the Secretary of Agriculture. Sets forth additional monetary penalties for related violations. Prohibits federal facilities from purchasing or otherwise acquiring dogs or cats for exhibition purposes (currently, for research, experimentation, or exhibition purposes) except from: (1) the operator of an auction that comports with legal requirements; or (2) a person holding a valid dealer or exhibitor license. Prohibits dealers from selling or otherwise providing any research facility (currently, any individual or entity) with random source dogs or cats unless specified certification requirements are met.

Estate Tax Relief Act of 2009 - Repeals provisions of the Economic Growth and Tax Relief Reconciliation Act of 2001 (EGTRRA) eliminating the tax on estates and generation-skipping transfers and the step-up in basis provisions for property acquired from a decedent for estates of decedents dying after 2009. Declares that the sunset provision (general terminating date of December 10, 2010) of EGTRRA shall not apply to title V of such Act (Estate, Gift, and Generation-Skipping Transfer Tax Provisions). Amends the Internal Revenue Code to: (1) allow annual increases in the estate tax exclusion amount until it reaches $5 million in 2019 and inflation adjustments to such amount after 2019; and (2) phase in annual reductions in the estate tax rate between 2009 and 2019 (45% to 35% in 2019 and thereafter) and eliminate the deduction for state estate, inheritance, legacy, or succession taxes over the same period.

Overdraft Protection Act of 2009 - Amends the Truth in Lending Act to prohibit a depository institution from engaging in unfair or deceptive acts or practices in connection with overdraft coverage, or in acts designed to evade the provisions of this Act. Requires each depository institution that provides overdraft coverage for transaction accounts to clearly and conspicuously disclose overdraft coverage fees. Subjects overdraft coverage fees to the consumer's written, electronic, or other consent. Requires a depository institution to provide specified consumer disclosures regarding its overdraft protection program, including: (1) periodic statements for any transaction account that has an overdraft coverage program feature; and (2) prompt notification of the account's overdraft status. Prescribes overdraft coverage fee limits. Prohibits an overdraft coverage fee if the overdraft results solely from a debit hold amount that exceeds the actual dollar amount of the transaction. Requires a depository institution to provide consumers who have not consented to participate in an overdraft coverage program transaction accounts with the same terms as those provided to consumers who have consented to participate in such program. Prohibits a depository institution from charging a non-sufficient fund fee for any transaction at an automated teller machine, or a debit card transaction. Prohibits a depository institution from reporting negative information regarding consumer use of overdraft coverage to any consumer reporting agency when the overdraft amounts and coverage fees are paid under the terms of an overdraft coverage program.

Supports the initiatives of the Leave No Child Inside initiative of the Chicago Wilderness regional alliance in Illinois. Encourages: (1) the President to issue a proclamation in support of the goals and ideals of the Children's Outdoor Bill of Rights; (2) other states and U.S. territories to support the goals and ideals of the Leave No Child Inside initiative; and (3) media and press organizations to participate in the No Child Left Inside Month. Recognizes and encourages the Children's Outdoor Bill of Rights commitment to fight obesity, physical disorders, and unawareness of natural amenities by promoting quality outdoor activities for children and adults.

Bone Health Promotion and Research Act of 2009 - Amends the Public Health Service Act to: (1) authorize the Secretary of Health and Human Services (HHS) to develop and implement a National Bone Health Program for the control, prevention, and surveillance of osteoporosis and related bone diseases and to coordinate and carry out national education and outreach activities in support of such program; (2) authorize the Secretary to award grants to states and Indian tribes for comprehensive osteoporosis and related bone disease control and prevention programs; and (3) award grants or enter into cooperative agreements for the collection, analysis, and reporting of data on osteoporosis and related bone diseases. including osteogenesis imperfecta and Paget's disease of bone. Requires the Secretary to establish the Osteoporosis and Related Bone Disease Advisory Committee to advise the Secretary and the Assistant Secretary for Health on conducting activities related to the National Bone Health Program. Directs the Director of the National Institutes of Health (NIH) to: (1) expand and intensify NIH research programs for osteoporosis and related bone diseases, including osteogenesis imperfecta, Paget's disease of bone, and rare bone diseases; and (2) award planning grants or contracts for the establishment or enhancement of research programs for osteoporosis and related bone diseases.

Fire Grants Reauthorization Act of 2009 - Amends the Federal Fire Prevention and Control Act of 1974 to reauthorize through FY2014 the Federal Emergency Management Agency's (FEMA's) Assistance to Firefighters Grants (AFG) program and the Staffing for Adequate Fire and Emergency Response (SAFER) program. Modifies the scope of the AFG program, including by permitting the use of grant funds for volunteer, non-fire service emergency medical services organizations and for certifying fire and building inspectors employed by a fire department or serving as a volunteer building inspector with a fire department. Increases: (1) funding for fire prevention and firefighter safety programs; and (2) maximum AFG grant amounts. Lowers matching and maintenance of expenditure requirements and authorizes the Administrator of FEMA to waive or reduce such requirements for applicants facing demonstrated economic hardship. Revises grant allocation requirements to require 25% of grant amounts for a fiscal year to be allocated to each of: (1) career fire departments; (2) volunteer fire departments; (3) combination fire departments. Requires the remaining 25% to be awarded on a competitive basis among such fire departments. Revises grant limits based on jurisdiction populations. Sets forth new limits on awards to state fire training academies. Limits grant amounts used to obtain training to training that complies with applicable national voluntary consensus standards. Amends SAFER program provisions to: (1) limit the period of program grants to three years; (2) require grantees to commit to retaining firefighters hired for the entire grant period, with an economic hardship exception; and (3) limit to 80% the portion of the cost of hiring firefighters for each fiscal year that may be provided under a grant.

Unemployment Compensation Extension Act of 2009 - Amends the Supplemental Appropriations Act, 2008 with respect to the state-established individual emergency unemployment compensation account (EUCA). Requires a further additional Tier-3 period for deposits to an individual's EUCA, using the current formula, if, at the time the amount added to such individual's account under the Act is exhausted or at any time thereafter, the individual's state is in an extended benefit period. Prescribes a formula for determining if a state is in an extended benefit period. Allows the Tier-3 period augmentation to be applied to the individual's EUCA only once. Authorizes a state to pay extended compensation to an otherwise eligible individual before any further additional emergency unemployment compensation (EUC), if such individual claimed extended compensation for at least one week of unemployment after the exhaustion of additional EUC.

Protecting Older Workers Against Discrimination Act - Amends the Age Discrimination in Employment Act of 1967 to declare that a plaintiff establishes an unlawful employment practice if the plaintiff demonstrates by a preponderance of the evidence that: (1) an impermissible factor or authority was a motivating factor for the practice complained of, even if other factors also motivated that practice; or (2) the practice complained of would not have occurred in the absence of an impermissible factor. Specifies the types of: (1) evidence that a plaintiff may utilize; and (2) relief and damages available to a successful plaintiff.
