Prohibits Congress from making any appropriations in excess of total estimated revenues in any fiscal year beginning with fiscal year 1980. Provides an exception to such prohibition in time of war or national emergency. Prohibits any increase in the national debt. Requires the repayment of the national debt during the next 100 years.

Amends the Internal Revenue Code to exempt taxicabs from the Federal excise tax on gasoline, diesel and special motor fuels. Defines "taxicabs" as land vehicles with a passenger capacity of less than ten adults, including the driver. Defines "taxicab services" as nonscheduled passenger land transportation for a fixed fare operated by a person who is licensed by the appropriate authority to provide such services and is not prohibited by any law from doing so. Renders the tax exemption inapplicable to vehicles purchased or manufactured in 1978 or later or vehicles which do not meet fuel economy standards under the Motor Vehicle Information and Cost Savings Act. Authorizes the Secretary of the Treasury to repay to the operator of an eligible taxicab any tax imposed upon the purchase of gasoline or other motor fuels which are exempt from the excise tax under this Act.

Provides that where two or more Members of the House of Representatives pay the basic pay of an individual from the clerk-hire allowance of each such Member, such individual shall be considered to be on the payroll of only one such Member for purposes of determining the number of individuals employed by such Members under the clerk-hire allowance. Requires such Members to designate who shall be considered the employer for the month involved and to report such designation to the Office of Finance.

Economic Recovery Act - Title I: Production and Sale of Agricultural Commodities - Directs the National Board of Agricultural Governors (created by Title II of this Act) to establish, on a monthly basis for each agricultural commodity, a parity price and a comprehensive cost of production price, taking into account for the latter: (1) machinery ownership costs; (2) farm overhead costs; (3) a value for the management services contributed by the producer; (4) labor costs; and (5) a value for the land utilized. Directs the Board to establish for each commodity a national production goal based on estimated domestic and export requirements, and levels of production consistent with established agricultural conservation or soil management programs. Directs the Board to allocate acreage allotments or marketing quotas based upon the production history of each farm during three out of the five preceding calendar years. Limits such allocations to individual farmers and farmer-owned or controlled cooperatives and corporations. Directs the Secretary of Agriculture to make loans available to producers of Board-selected commodities. Requires the Board to establish a program to acquire reserve stocks of agricultural commodities. Directs the Board to establish quotas for each agricultural commodity imported into the United States. Establishes in the United States Treasury the Agricultural Export Fund for the deposit of any tariff revenues received from a foreign country in which an agricultural commodity was produced, for use in the purchase of any United States products. Prohibits the sale of any United States agricultural commodity for export at less than 100 percent of the established price. Requires the Board to conduct, upon petition, producer referendums on proposed regulations. Amends the Federal Trade Commission Act to make it an unfair or deceptive trade practice for any person engaged in the retail sale of food to sell any food product without a sign at the point of sale stating the amount received by farmers for the agricultural commodities which were used to produce the food product involved. Authorizes the Secretary to make payments to any producer who reduces, during 1978, by more than 50 percent either his normal crop acreage or the number of acres planted to any agricultural commodity (compared to 1977). Prescribes civil penalties for anyone who buys, sells, or trades any agricultural commodity at a price less than a specified percent (increasing from 85 percent in 1979 to 100 percent after 1981), or more than 110 percent, of the established price. Title II: National Board of Agricultural Governors - Establishes a National Board of Agricultural Governors composed of 57 members appointed by the President. Title III: General Provisions - Defines terms used in this Act and sets the effective date.

Small Business Tax Relief Act - Amends the Internal Revenue Code to allow certain small businesses to compute taxable income under the cash method and without regard to inventories. Increases the corporate surtax exemption and reduces the corporate tax rates. Provides for limited recognition of the gain from the sale or exchange of a sole proprietorship prior to the age of 55, and non-recognition after age 55. Allows the amortization over a 36-month period of expenses of a business for property acquired to put the business in compliance with Federal law and which does not have any economic usefulness to the business. Increases the additional first year depreciation allowance for small businesses. Increases the investment tax credit for investments in certain small manufacturing facilities.

Amends Title II (Old-Age, Survivors, and Disability Insurance) of the Social Security Act and the Internal Revenue Code to establish standards for determining the status of a taxpayer as an independent contractor or self-employed person for purposes of the Federal Insurance Contributions Act, the Federal Unemployment Tax Act, income tax withholding, and the Old-Age, Survivors, and Disability Insurance Program of the Social Security Act.

Investment Incentive Act - Amends the Internal Revenue Code to restore part of the pre-1969 tax treatment of capital gains by repealing the capital gains item of tax preference for the minimum tax; lowering the corporate alternative tax to 25 percent of net capital gain; and lowering the alternative individual tax to 25 percent of net capital gain.

Prohibits, during the fiscal years 1978 and 1979, the use of funds appropriated to the Department of Health, Education, and Welfare to carry out a program on smoking and health described by the Secretary of such Department on January 11, 1978. Stipulates that programs on smoking and health for the period beginning October 1, 1977 and ending January 10, 1978, shall not be affected. Limits the use of funds which were projected on or before January 11, 1978, to be expended to carry out the program on smoking and health, announced on such date, to expenditures for additional research during 1978 or 1979 on the harmful properties of tobacco and dangerous effects of smoking.

Expresses the condemnation of the House of Representatives of the kidnapping of Aldo Moro. Declares it the sense of the House of Representatives that (1) Italy deserves the support of the United States, and (2) the President should instruct the Permanent Representative to the United Nations to press for consideration of solutions to the problem of terrorism in all appropriate forums.

Expresses the condemnation by the Congress of the March 11, 1978, attack on Israel by the Palestine Liberation Organization, and the expressed intention of the PLO to continue such attacks and to disrupt the peace efforts between Israel and Egypt. Requests the President to make the disapproval of the Congress known to governments approving the PLO attack. Expresses Congressional approval of the peace efforts between Israel and Egypt. Urges other Middle East countries to join such efforts. Declares negotiation to be the best way to bring peace to the Middle East.

Flexible Parity Act - Title I: Wheat - Amends the Agricultural Act of 1949 to provide for the 1978 crop of wheat a sliding-scale of established prices, keyed to voluntary five percent increments above the required acreage set-aside level, ranging from $3.00 per bushel for a 20 percent set-aside up to $5.04 per bushel for a 50 percent set-aside. Title II: Feed Grains - Amends the Agricultural Act of 1949 to provide for the 1978 crop of feed grains a sliding-scale of established prices, keyed to voluntary five percent increments above the required acreage set-aside level, ranging from $2.10 for a ten percent set-aside up to $3.45 for a 50 percent set-aside. Title III: Upland Cotton - Amends the Agricultural Act of 1949 to provide for the 1978 crop of upland cotton a sliding-scale of established prices, keyed to voluntary five percent increments above the required acreage set-aside level, ranging from 54 cents per pound for a 20 percent set-aside up to 84 cents per pound for a 50 percent set-aside. Title IV: Soybeans - Amends the Agricultural Act of 1949 to provide for the 1978 crop of soybeans a sliding-scale of established prices, keyed to five percent increments above the required acreage set-aside level, ranging from $4.95 per bushel for a 20 percent set-aside up to $8.26 per bushel for a 50 percent set-aside. Title V: Grain Release Prices - Amends the Agricultural Act of 1949: (1) to prohibit the Secretary of Agriculture from providing for the redemption of stored wheat and feed grains loans unless the market price for such commodities is not less than parity; (2) to prohibit the Secretary from calling such loans until the market price for wheat and feed grains is at least 105 percent of parity; and (3) to prohibit the Commodity Credit Corporation from selling its stocks of wheat and feed grains for less than the parity price of such commodities.

Amends the Internal Revenue Code to extend to all residents of the United States the same general exclusion of income earned abroad that is presently limited to citizens. Repeals the disallowance of an income tax credit for foreign taxes paid on income items that are excluded as foreign earned income. Increases the limitations on this exclusion, with provisions for annual adjustments by the Secretary of the Treasury to correspond to rate increases paid to GS-12, step one government employees. Allows a new income tax deduction for the sum of foreign source income related expenses falling in the following categories: the cost-of-living differential (i.e., the excess cost) of maintaining a family in a foreign country rather than the United States (to be governed by tables published by the Secretary of the Treasury, guided by the State Department's index of foreign living costs); a portion of the excess housing costs experienced abroad the elementary and secondary education expenses of the taxpayer's dependents, including room, board and travel if no adequate "United States-type" schools are available; travel expenses of one annual trip home; and reasonable transportation expenses for the taxpayer and his family for travel between remote or adverse posts and any other location approved by the employer. Allows taxpayers to use deduction for determining adjusted gross income, thereby extending it to individuals not itemizing their deductions. Limits deducting any expense item to one of the specified categories of this deduction, thereby avoiding multiple deductions of single expenses. Includes in gross income any reimbursement by an employer for expenses qualifying for this deduction. Increases the time and amount limitations for moving expense deductions in the cases of all international moves resulting from death of the taxpayer, retirement, or a new principal place of work. Includes the storage fees incurred for the duration of a foreign assignment within the expenses qualifying for this deduction. Excludes from gross income all meals and lodging furnished the taxpayer and his dependents by his employer outside the United States in a "camp-style" or communal setting. Provides taxpayers working abroad the same extended repurchase time limitations as are presently provided servicemen stationed overseas for the nonrecognition of gain on the sale or exchange of a principal residence.

Veterans' and Survivors' Pension Improvement Act - Title I: Amendments to Pension Program for Non-service-connected Disability or Death - Revises the list of specified catagories of payments excluded from the determination of annual income for benefit payment purposes. Requires persons applying for a non-service-connected disability pension to report the income and estate of each spouse and child on account of whom added pension is applied for or received. Sets increased flat pension and aid-and-attendance allowance rates, reduced by the amount of a veteran's annual income, and in specified instances, by the amount of a spouse's or child's income which is reasonably available to or for such veteran. Sets increased flat benefit rates, with similar reductions, for the surviving spouses and children of such veterans. Requires annual adjustments in such pension and benefit rates in conjunction with cost-of-living increases in Social Security benefits. Title II: Miscellaneous Provisions and Effective Dates - Sets the effective dates for provisions of this Act.

Amends Title II (Old-Age, Survivors, and Disability Insurance) of the Social Security Act and the Internal Revenue Code to reduce tax rates below the level established by the Social Security Amendments of 1977 on employment income for both employers and employees and on self-employment income. Increases Federal contributions to the Federal Old-Age and Survivors Insurance Trust Fund, the Federal Disability Insurance Trust Fund, and the Federal Hospital Insurance Trust Fund established under Title XVIII (Medicare) of the Social Security Act by 50 percent. Increases the ceiling on the amount of income that is subject to social security taxation to $100,000 in 1979.

Legislative Oversight Act - Title I: Requirements for Authorization Bills - Requires all legislation considered by either House of Congress which authorizes new budget authority or increased tax expenditures to include a statement of objectives of the program to be authorized or established and a requirement that the agencies administering the program report annually to Congress to assist it in determining whether such program should be amended. Requires such agency reports to list the costs and accomplishments of each program. Title II: Requirements for Reports Accompanying Authorization Bills - Requires committee reports accompanying such legislation to identify expected economic and social costs and benefits of new programs authorized or established by such legislation, potentially duplicative programs, and previous efforts to accomplish the objectives of the program being considered. Requires reports to contain, if the legislation continues an existing program, authorization, or tax expenditure, an assessment of the degree to which such program or tax expenditure has met previously stated objectives. Requires the Comptroller General to publish and periodically update a descriptive catalog of interrelated Federal activities which compares program costs and accomplishments and describes program interrelationships, including the extent to which programs are duplicative. Title III: Presidential Budget Recommendations - Requires the President's budget to describe the relationship between the President's recommended program budgets and the program accomplishments reported by Federal agencies under this Act. Title IV: Authorization Time Limit; Certain Obligations not Impaired - Prohibits congressional consideration of any legislation which authorizes new budget authority or provides new or increased tax expenditures, or new spending authority for a period exceeding five years. Exempts from this prohibition national debt service and payments to individuals from Federal trust funds to which such individuals have contributed. Title V: Miscellaneous Provisions; Effective Date - Recognizes the authority of either House to amend this Act. Sets the effective date of this Act.

Expresses the sense of the Congress that any right to, title to, or interest in the property of the United States Government agencies in the Panama Canal Zone or any real property and improvements thereon located in the zone should not be conveyed, relinquished, or otherwise disposed of to any foreign government without specific authorization of such conveyance, relinquishment, or other disposition by any Act of Congress.
