Taking Account of Bureaucrats' Spending Act of 2019 or the TABS Act of 201 9 This bill eliminates provisions in the Consumer Financial Protection Act of 2010 that fund the Consumer Financial Protection Bureau (CFPB) using transfers from the earnings of the Federal Reserve System. The transfers under current law permit the CFPB to be funded outside of the annual appropriations process, and this bill brings the CFPB into the regular process.

Merrill's Marauders Congressional Gold Medal Act This bill directs Congress to award a Congressional Gold Medal to the 5307th Composite Unit (Provisional), commonly known as Merrill's Marauders, in recognition of their bravery and outstanding service in the jungles of Burma (Myanmar) during World War II. Following its award, the gold medal shall be given to the Smithsonian Institution where it shall be displayed and made available for research.

Middle Class Health Benefits Tax Repeal Act of 201 9 This bill repeals the excise tax on employer-sponsored health care coverage for which there is an excess benefit (high-cost plans). The repeal applies to taxable years beginning after December 31, 2019.

Pain-Capable Unborn Child Protection Act This bill establishes a new criminal offense for performing or attempting to perform an abortion if the probable post-fertilization age of the fetus is 20 weeks or more. A violator is subject to criminal penalties—a fine, a prison term of up to five years, or both. The bill provides exceptions for an abortion (1) that is necessary to save the life of the pregnant woman, or (2) when the pregnancy is the result of rape or incest. A physician who performs or attempts to perform an abortion under an exception must comply with specified requirements. A woman who undergoes a prohibited abortion may not be prosecuted for violating or conspiring to violate the provisions of this bill.

Taking Account of Institutions with Low Operation Risk Act of 2019 or the TAILOR Act of 2019 This bill requires federal financial regulatory agencies to (1) tailor any regulatory actions so as to limit burdens on the institutions involved, with consideration of the risk profiles and business models of those institutions; and (2) report to Congress on specific actions taken to do so, as well as on other related issues. The bill's tailoring requirement applies not only to future regulatory actions but also to regulations adopted within the last seven years.

Palliative Care and Hospice Education and Training Act This bill requires the Department of Health and Human Services (HHS) to take a series of actions relating to palliative-care training. Specifically, HHS must provide support for Palliative Care and Hospice Education Centers. The centers must improve the training of health professionals in palliative care and establish traineeships for individuals preparing for advanced-education nursing degrees, social-work degrees, or advanced degrees in physician-assistant studies in palliative care. HHS may provide support to medical schools, teaching hospitals, and graduate medical-education programs for training physicians who plan to teach palliative medicine. HHS must (1) provide Palliative Medicine and Hospice Academic Career Awards to individuals to promote their career development, (2) support entities that operate a Palliative Care and Hospice Education Center, (3) support individuals in specified fields who are pursuing an advanced degree in palliative care or related fields, and (4) award grants to nursing programs to train individuals in providing palliative care. The Agency for Healthcare Research and Quality must provide for a national education and awareness campaign to inform patients, families, and health professionals about the benefits of palliative care. The National Institutes of Health must expand national research programs in palliative care.

No Taxpayer Funding for Abortion and Abortion Insurance Full Disclosure Act of 2019 This bill modifies provisions relating to federal funding for, and health insurance coverage of, abortions. Specifically, the bill prohibits the use of federal funds for abortions or for health coverage that includes abortions. Such restrictions extend to the use of funds in the budget of the District of Columbia. Additionally, abortions may not be provided in a federal health care facility or by a federal employee. Historically, language has been included in annual appropriations bills for the Department of Health and Human Services (HHS) that prohibits the use of federal funds for abortions—such language is commonly referred to as the Hyde Amendment. Similar language is also frequently included in appropriations bills for other federal agencies and the District of Columbia. The bill makes these restrictions permanent and extends the restrictions to all federal funds (rather than specific agencies). The bill's restrictions regarding the use of federal funds do not apply in cases of rape, incest, or where a physical disorder, injury, or illness endangers a woman's life unless an abortion is performed. The Hyde Amendment provides the same exceptions. The bill also prohibits qualified health plans from including coverage for abortions. Currently, qualified health plans may cover abortion, but the portion of the premium attributable to abortion coverage is not eligible for subsidies.

Life at Conception Act This bill declares that the right to life guaranteed by the Constitution is vested in each human being at all stages of life, including the moment of fertilization, cloning, or other moment at which an individual comes into being. Nothing in this bill shall be construed to authorize the prosecution of any woman for the death of her unborn child.

This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the posthumous award of a Congressional Gold Medal to commemorate Glen Doherty, Tyrone Woods, J. Christopher Stevens, and Sean Smith, four Americans killed in the September 11, 2012, attack on the U.S. consulate in Benghazi, Libya. (Stevens was the U.S. Ambassador to Libya at the time, Smith was an officer in the Foreign Service, and Doherty and Woods were both government contractors and former Navy SEALs.) After the medal has been awarded, it shall be given to the Central Intelligence Agency Museum.

Strengthening America's Security in the Middle East Act of 2019 This bill authorizes assistance and weapons transfers to Israel, and extends defense cooperation with Jordan. It establishes additional sanctions related to the conflict in Syria, and allows states to divest from entities boycotting Israel. Ileana Ros-Lehtinen United States-Israel Security Assistance Authorization Act of 2019 The bill reauthorizes through FY2028 Foreign Military Financing to Israel. It extends loan guarantees to Israel through FY2023, and authorizes the President to transfer precision-guided munitions to the country. The bill directs the President to report on steps taken to help Israel secure a strategic trade authorization exception. United States-Jordan Defense Cooperation Extension Act The bill extends through 2022 arrangements that allow certain defense articles to be transferred to Jordan on an expedited basis. The bill also directs the President to submit a report to Congress assessing the costs and benefits of establishing a fund to support private investment in Jordan. Caesar Syria Civilian Protection Act of 2019 The bill directs the Department of the Treasury to determine whether the Central Bank of Syria is a primary money-laundering concern and, if so, impose special measures on transactions involving the bank. The bill also imposes sanctions on individuals providing support for the Syrian government. Combating BDS Act of 2019 The bill allows a state or local government to adopt measures to divest its assets from entities using boycotts, divestments, or sanctions to influence Israel's policies. Such measures shall meet various requirements, including those related to written notice and comment.

National Senior Investor Initiative Act of 2018 This bill amends the Securities Exchange Act of 1934 to establish the Senior Investor Taskforce within the Securities and Exchange Commission. The taskforce must report on topics relating to investors over the age of 65, including industry trends and serious issues impacting such investors, and make recommendations for legislative or regulatory actions to address problems encountered by senior investors. The Government Accountability Office must report on the costs of the financial exploitation of senior citizens.

Cooperate with Law Enforcement Agencies and Watch Act of 2018 This bill limits a financial institution's liability for maintaining a customer account in compliance with a written request by a federal or state law enforcement agency. A federal or state agency may not take an adverse supervisory action against a financial institution with respect to maintaining an account consistent with such a request.

Homeland Procurement Reform Act or the HOPR Act This bill directs the Department of Homeland Security (DHS) to: (1) procure certain critical equipment of the quality and innovation necessary to carry out effectively their security, enforcement, and investigative missions; and (2) ensure that funds appropriated or otherwise available to its frontline operational components are used for the procurement of covered items only if they meet specified criteria (e.g., that the supplier agree to store items not assembled in the United States in a locked area, report theft of insignia before delivery to the government, destroy defective items with which the insignia is included, and maintain records of such destruction). "Frontline operational component" includes: (1) U.S. Customs and Border Protection, (2) U.S. Immigration and Customs Enforcement, (3) the Transportation Security Administration, (4) the Coast Guard, and (5) the Secret Service. "Covered items" include: (1) body armor components intended to provide ballistic protection for an individual, (2) helmets that provide head protection, (3) respiratory protection equipment, and (4) any other critical safety item as determined appropriate by DHS. The maximum uniform allowance for an agent of a frontline operational component shall be $1,200. This bill: (1) does not apply to any procurements by a vessel in foreign waters, nor in response to a situation covered by a presidential disaster declaration; and (2) applies to contracts entered into by DHS or any of its component agencies on or after October 1, 2018.

United States-Israel Security Assistance Authorization Act of 2018 This bill extends Military Financing Program grants for Israel through FY2023. The Department of Defense shall conduct a joint assessment with Israel regarding: (1) precision guided munitions needed by Israel in a sustained armed confrontation with Hezbollah and other armed groups and terrorist organizations, and (2) related U.S. assistance and resupply planning. The President may utilize the Special Defense Acquisition Fund to transfer precision guided munitions and related defense articles and services to reserve stocks for Israel. Authorities for loan guarantees and the war reserves stockpile for Israel are extended through FY2023. The Department of Homeland Security shall establish a seven-year grant program with Israel to support: (1) cybersecurity research and development, and (2) commercialization of cybersecurity technology. The U.S. Agency for International Development may enter into memoranda of understanding with Israel to advance common goals on energy, agriculture and food security, democracy, economic growth, education, and health. The National Aeronautics and Space Administration (NASA) shall continue to work with the Israel Space Agency to pursue peaceful space exploration and science initiatives. The President may enter into a cooperative project agreement with Israel to carry out research and joint production of defense articles and services to detect and destroy unmanned aerial vehicles (i.e., drones) that threaten the United States or Israel. The bill states that it is U.S. policy to ensure that Israel maintains its qualitative military edge.

Iranian Revolutionary Guard Corps Economic Exclusion Act This bill expands sanctions against Iran's Islamic Revolutionary Guard Corps (IRGC). The President shall report to Congress regarding: foreign and domestic supply chains that significantly aid the IRGC; Iranian state-owned entities that provide support to terrorist entities, including Mahan Air; and foreign persons owned or controlled by the IRGC, including companies listed on the Tehran Stock Exchange or companies with a value in excess of $100 million. The bill states that it is U.S. policy to prevent Iran's membership in the World Trade Organization and similar international bodies as long as Iran remains a state sponsor of terrorism.

Global Food Security Reauthorization Act of 2018 This bill amends the Global Food Security Act of 2016 to revise policy objectives and to: (1) extend through FY2021 the program to carry out those portions of the global food security strategy that relate to the Department of State and the U.S. Agency for International Development, and (2) expand requirements for reporting by the President regarding strategy implementation. The Foreign Assistance Act of 1961 is amended to extend through FY2021 the assistance program for international disaster relief and rehabilitation, including the set-aside for the emergency food security program.

Ensuring Quality Unbiased Access to Loans Act of 2018 or the EQUAL Act of 2018 This bill nullifies the Federal Deposit Insurance Corporation final guidance titled "Guidance on Supervisory Concerns and Expectations Regarding Deposit Advance Products," published November 26, 2013. (The guidance relates to the safety and soundness of insured depository intuitions offering short-term, small-dollar loans.) Federal banking agencies must issue regulations regarding such loans offered by insured depository institutions. The bill also exempts certain loans made by a depository institution or a credit union from the Consumer Financial Protection Bureau rule titled "Payday, Vehicle Title, and Certain High-Cost Installment Loans," published on November 17, 2017.

No Federal Funding to Benefit Sanctuary Cities Act This bill prohibits a sanctuary jurisdiction from receiving federal financial assistance. A sanctuary jurisdiction is a state or political subdivision that has a statute, policy, or practice in effect that prohibits or restricts: (1) information sharing about an individual's immigration status, or (2) compliance with a lawfully issued detainer request or notification of release request. A state or political subdivision that complies with a detainer is deemed to be an agent of the Department of Homeland Security and is authorized to take actions to comply with the detainer. The bill limits the liability of a state or political subdivision, or an officer or employee of such state or political subdivision, for actions in compliance with the detainer.

National Law Enforcement Museum Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins that are emblematic of the National Law Enforcement Museum in Washington, DC, and the service and sacrifice of law enforcement officers throughout the history of the United States. All sales of such coins shall include specified surcharges, which shall be distributed to the National Law Enforcement Officers Memorial Fund, Inc., for educational and outreach programs and exhibits.

Music Modernization Act of 2017 This bill amends the copyright law to create a statutory blanket license for making and distributing nondramatic musical sound recordings, including through digital delivery. The blanket license allows digital music services to distribute sound recordings covered by the license without negotiating for the rights for each individual recording, as long as the music service complies with the license's requirements, such as paying the required royalties.

Expanding Investment Opportunities Act This bill directs the Securities and Exchange Commission to revise registration rules to allow a closed-end company to use offering and proxy rules currently available to other issuers of securities, thereby reducing filing requirements and restrictions on communications with investors in certain circumstances. (A closed-end company is a publicly traded investment management company that sells a limited number of shares to investors in an initial public offering.)

Banning Lobbying and Safeguarding Trust Act or the BLAST Act This bill permanently prohibits former Members of Congress from lobbying any current Member, officer, or employee of Congress on behalf of any other person. Under current law, a former Senator is prohibited from lobbying Members for two years after leaving office; a former Member of the House of Representatives is prohibited from lobbying Members for one year after leaving office.

Veterans Crisis Line Study Act of 2017 This bill directs the Department of Veterans Affairs (VA) to conduct a study on the outcomes and the efficacy of the Veterans Crisis Line during the five-year period beginning January 1, 2014, based on an analysis of national suicide data and data collected from the line. Such study shall address: (1) the efficacy of the line in leading veterans to sustained mental health regimens and suicide prevention; (2) the line's visibility; (3) the role of the line as part of the VA's mental health care services; and (4) whether receiving sustained mental health care affects suicidality, including among veterans who are at high risk for suicide.

USS Indianapolis Congressional Gold Medal Act This bill requires the House of Representatives and the Senate to make appropriate arrangements for the award, on behalf of Congress, of a single gold medal of appropriate design to the crew of the USS Indianapolis, in recognition of their perseverance, bravery, and service. Following the award of the gold medal, it shall be given to the Indiana War Museum in Indianapolis, Indiana, where it will be displayed and made available for research. The bill expresses the sense of Congress that the Indiana War Memorial Museum should make the gold medal available for display elsewhere, particularly at other locations and events associated with the USS Indianapolis.

This bill provides that the Department of Veterans Affairs per diem payment calculation for an entity receiving homeless veterans shelter grants for a homeless veteran who has care of a minor dependent while receiving services from such entity shall be the sum of the daily cost of care for the veteran plus, for each minor dependent, an amount that equals 50% of the veteran's daily cost of care.

Financial Stability Oversight Council Improvement Act of 2017 This bill amends the Financial Stability Act of 2010 to require the Financial Stability Oversight Council, in determining whether a nonbank financial company shall be designated as systemically important and consequently be supervised by the Federal Reserve Board and subject to prudential standards, to consider the appropriateness of imposing such standards as opposed to other forms of regulation to mitigate identified risks to U.S. financial stability. Every five years, the council must, upon request by a nonbank financial company, reevaluate such a determination and hold a vote on whether to rescind it. The bill revises procedural requirements related to council determinations.

TRID Improvement Act of 2017 This bill amends the Real Estate Settlement Procedures of 1974 to modify disclosure requirements applicable to mortgage loan transactions. Specifically, the disclosed charges for any title insurance premium shall be equal to the amount charged for each individual title insurance policy, subject to any discounts as required by either state regulation or the title company rate filings.

Access to Marketplace Insurance Act This bill requires health insurers to accept, on behalf of individuals enrolled in qualified health plans, cost-sharing payments made by certain third parties (e.g., state and federal government programs) and count such payments toward annual cost-sharing limitations. (Qualified health plans are eligible for subsidies and fulfill an individual's requirement to maintain minimum essential coverage.)

Impeding North Korea's Access to Finance Act of 2017 This bill directs the Department of the Treasury to prohibit a foreign financial institution that knowingly provides significant financial services to a "covered person" from opening or maintaining a correspondent account in the United States. "Covered person" includes any person doing business with North Korea, a North Korean person employed outside North Korea, and any person that knowingly employs a North Korean person outside North Korea. The bill establishes civil and criminal penalties for violations. Treasury must prohibit a U.S.-based financial institution from knowingly engaging in a significant transaction with a covered person. The bill establishes civil penalties for violations. The bill amends the Bretton Woods Agreements Act to direct the United States to oppose international financial assistance for a foreign government that does not implement these sanctions against North Korea. The President may waive this directive after specified steps are taken. The bill amends the Export-Import Bank Act to prohibit the bank from providing support to a covered person. Treasury must report on compliance with this bill among financial institutions, including any penalties imposed and efforts by Treasury to support compliance. The bill amends the International Financial Institutions Act to require Treasury to: (1) instruct the U.S. Executive Director at the International Monetary Fund (IMF) to support the use of the IMF's administrative budget for technical assistance that strengthens the capacity of IMF members to prevent money laundering and the financing of terrorism, and (2) report on the effectiveness of such assistance. The President may suspend or terminate sanctions under this bill if certain steps regarding nonproliferation of weapons of mass destruction are taken by North Korea.
