Low-Income Housing Credit Act of 1989 - Amends the Internal Revenue Code to make permanent the low-income housing income tax credit (under current law the credit will expire after tax year 1989). Permits States a one-year carryover of unused credit authority. Assigns carryovers to the Secretary of Housing and Urban Development to allocate to eligible States applying for excess credit. Allows the credit only if an extended low-income housing commitment (beyond the current 15-year period) is in effect with respect to any building for the relevant taxable year. Describes procedures to effect transition to a non-low-income use in connection with such extensions. Permits the credit in connection with the acquisition of an existing building only if the taxpayer incurs rehabilitation expenditures of at least $3,000 per unit. Revises rent restrictions to: (1) declare unnecessary a required rent reduction below the initial rent if the median gross income of the area decreases; (2) permit higher rent if units are occupied by higher income individuals and the project has an operating deficit; (3) base income limitations on the number of bedrooms in a unit; and (4) use State median gross income in certain low-income housing status determinations. Broadens categories of existing buildings eligible for a waiver of the ten-year requirement for the low-income housing credit. Revises credit provisions relating to single-room occupancy units and special needs housing. Loosens restrictions that limit credit benefits in connection with buildings financed with tax-exempt bonds and below market loans. Permits the credit to be allocated: (1) on a project basis; and (2) in connection with owner-occupied buildings of four units or less if a development plan is submitted. Directs housing credit agencies to adopt plans for allocating credit amounts among projects, prohibiting the credit with respect to any building not included in such a plan. Modifies at-risk rules in connection with buildings subject to the historic rehabilitation credit and those associated with financing provided by certain nonprofit organizations. Sets the tax credit rate on a semiannual rather than monthly basis. Increases the credit in connection with buildings in high cost areas (low-income census tracts or difficult development areas).

Constitutional Amendment - Requires the Congress and the President, prior to each fiscal year, to agree on an estimate of total receipts (except those derived from borrowing) for that fiscal year by enactment of a joint single subject resolution. Prohibits outlays for that year (except those for repayment of debt principal) from exceeding this amount unless the Congress, by a three-fifths roll call vote of each House, authorizes a specific excess of outlays over receipts. Requires a three-fifths roll call vote of each House to increase the public debt. Directs the President to submit a balanced budget to the Congress. Requires the approval of a majority of the total membership of each House by roll call vote before any bill to increase revenue may become law. Waives these provisions when a declaration of war is in effect.

Davis-Bacon Reform Act of 1989 - Amends the Davis-Bacon Act to increase from $2,000 to $250,000 the threshold amount subjecting certain contracts to such Act and requiring them to specify the minimum wages to be paid to laborers and mechanics. Directs the Secretary of Labor to establish as the prevailing wage for a class of laborers or mechanics the entire range of wages being paid to a corresponding class of such workers in the particular urban or rural subdivision of the State in which the work is to be performed. Sets out the means for determining such prevailing wage in cases when more than a single wage is being paid to corresponding classes of workers. Excludes from the computation of wages the basic hourly rates of pay for workers on local Federal projects. Establishes a separate classification for helpers of laborers or mechanics, with their prevailing wages to be determined on the basis of the corresponding class of helpers. Prohibits the division of contracts into units of $250,000 or less for purposes of avoiding wage computation under such Act. Provides for administrative enforcement of such prohibition. Applies the increased contract amount threshold for coverage provided in this Act to other related Federal laws which use the Davis-Bacon Act prevailing wage rate determination requirements. Provides that wages found to be due to laborers and mechanics pursuant to the Davis-Bacon Act shall be paid to them directly from accrued payments withheld under the contract, in accordance with specified regulations issued by the Secretary of Labor. (Currently the Comptroller General makes such payments.) Directs the Administrator of General Services (rather than the Comptroller General) to distribute a list to all Federal agencies giving the names of persons or firms that the Secretary of Labor (rather than the Comptroller General) has found to have disregarded their obligations to employees and subcontractors. Amends the Copeland Act to require certain contractors or subcontractors to furnish compliance statements concerning weekly wages at the beginning, midpoint, and conclusion of the period covered by the contract, instead of every week as the wages are paid. Requires such statements at least every three months. Directs the Secretary of Labor and the Comptroller General to submit to the Congress annual reports describing the effects of the Davis-Bacon Act, the Copeland Act, and this Act on local wages and on local and national economies.

Soybean Promotion, Research, and Consumer Information Act - Authorizes the Secretary of Agriculture to issue an order (subject to producer referendum) creating a soybean promotion, research, and consumer education program. Requires any such order to provide for the establishment of a: (1) United Soybean Board; and (2) Soybean Program Coordinating Committee. Funds such program through producer assessments. Authorizes appropriations.

Amends Internal Revenue Code provisions governing the income tax deduction for the health insurance costs of self-employed individuals to: (1) make the deduction permanent (under current law it will expire after tax year 1989); and (2) phase in an increase in the allowable deduction, reaching 100 percent for taxable years beginning in 1994 and thereafter.

Live Performing Arts Labor Relations Amendments - Amends the National Labor Relations Act to exclude specified types of employers and performers in the live performing arts from coverage under unfair labor practice provisions: (1) prohibiting specified contracts or agreements between employers and labor organizations; and (2) prohibiting specified actions of labor organizations to force or require cessation of dealings with others, joining of labor or employer organizations, or recognition of or negotiation with labor organizations not certified as representative. Permits such employers to: (1) agree with a labor organization to make membership in it a condition of performing arts employment; and (2) make agreements with a labor organization covering performing artists even if its majority status has not yet been established. Defines "employer" to include purchasers of live musical performance services. Defines "employee" to include independent contractors engaged to perform live musical services.

Authorizes the President to present a gold medal, on behalf of the Congress, to each of the following individuals in recognition of their contributions to this Nation's cultural heritage: (1) Frank Capra; (2) James Stewart; and (3) Fred Zinnemann. Requires the Secretary of the Treasury to design a different gold medal for each such individual. Authorizes appropriations. Authorizes the Secretary to strike and sell bronze duplicates of such medals at a price sufficient to cover the costs of such duplicates and the gold medals. Requires the appropriations to be reimbursed out of the sales proceeds. Designates all such medals as National Medals.

Homeless Family Relief Incentive Act of 1989 - Amends the Internal Revenue Code to permit an income tax deduction in connection with the charitable contribution of a leasehold interest in a dwelling that the recipient organization will use to house a homeless family for one year or less. Prescribes administrative details relating to the property and its valuation.

Comprehensive National Nutrition Monitoring System Act - Amends the Food and Agriculture Act of 1977 to replace provisions relating to nutritional status monitoring with provisions directing the Secretary of Agriculture and the Secretary of Health and Human Services (the Secretaries) to jointly establish: (1) a National Nutrition Monitoring System (Monitoring System) to carry on assessment and surveillance regarding nutrition-related health problems; and (2) an Interagency Committee on Nutrition Monitoring to assist the Secretaries in the coordination of nutrition monitoring efforts within the Federal Government. Directs the Secretaries to jointly prepare and implement a Ten-Year National Nutrition Monitoring Plan (Plan) to commence with FY 1991. Requires the General Accounting Office to conduct an evaluation of the Monitoring System and the implementation of the Plan. Directs the Secretaries to contract with experts in nutrition data analysis for the analysis of the data collected from the Monitoring System and the Plan. Directs the Secretary of Agriculture to submit to the Congress a catalog of all nutrition education programs conducted by all Federal departments and agencies. Directs the Secretary of Health and Human Services to submit to the Congress a report on the appropriate Federal role in ensuring that medical students and practicing physicians have access to adequate nutrition training. Directs the Secretaries, at least every five years, to jointly publish a report containing nutritional and dietary information and guidelines for the general public. Requires the report to be promoted by each Federal agency in carrying out any Federal food or nutrition program. Requires any Federal agency that proposes to issue any dietary guidance to submit the text to the Secretaries for their joint approval. Requires the approval of both Secretaries for either of the Secretaries to issue any dietary guidance. Repeals provisions of the Food Security Act of 1985 relating to nutrition monitoring.

Title I: Statehood Centennial Coin - Statehood Centennial Commemorative Coin Act of 1989 - Directs the Secretary of the Treasury to mint and issue not more than a specified number of one-dollar silver coins and five-dollar palladium coins in commemoration of the 100th anniversary of the statehood of Idaho, Montana, North Dakota, South Dakota, Washington, and Wyoming. Sets forth certain features of such coins and provides for their design, issuance, and sale. Requires the Secretary to provide a specified amount of all surcharges to the Documents West exhibition program with the remaining amount of surcharges to be deposited in the Treasury to be used to reduce the national debt. Requires the Secretary to obtain silver for the one-dollar coins only from stockpiles established under the Strategic and Critical Materials Stock Piling Act. Requires the Secretary to obtain palladium for the five-dollar coins by purchase of palladium mined and refined in the United States. Grants the Comptroller General the right to examine records and other data of the Idaho Centennial Commission. Title II: Silver Proof Sets - Silver Coin Proof Set Act - Authorizes the Secretary to mint and issue silver coin proof sets. Sets forth certain specified features of such coins and provides for their sale to the public. Requires the Secretary to obtain silver for such coins by purchase from stockpiles established under the Strategic and Critical Materials Stock Piling Act and from Treasury stocks on hand.

Comprehensive Alzheimer's Assistance, Research, and Education Act of 1989 (CARE) - Title I: Public Health Service Programs With Respect to Alzheimer's Disease - Amends the Public Health Service Act to create a new title on Alzheimer's disease. Authorizes the Secretary of Health and Human Services to make grants and enter into cooperative agreements to assist grantees in establishing and maintaining, with respect to Alzheimer's and related disorders, centers for: (1) conducting basic and clinical research, training, and dissemination of clinical information; (2) demonstrating advanced diagnostic, prevention, treatment, and management methods; (3) conducting programs of community education; and (4) maximizing research. Directs the Secretary, in carrying out these provisions, to consult with the directors of specified National Institutes of Health. Specifies purposes for which grant funds may and may not be used. Limits support for a center to five years, with extensions by the Secretary of up to five years if recommended by a technical and scientific peer review group. Authorizes the Secretary to make grants to and enter into cooperative agreements with entities receiving financial assistance under these provisions for off-site research on the diagnosis and treatment of Alzheimer's and related disorders. Authorizes appropriations for FY 1990 through 1992. Authorizes the Secretary, acting through the Director of the National Institutes of Health and the Director of the National Institute of Mental Health, to make grants and enter into contracts to enable grantees to conduct basic and clinical research regarding Alzheimer's and related disorders. Directs the Secretary, in carrying out these provisions, to consult with the directors of specified National Institutes of Health. Specifies the research areas to which minimum allocations of appropriated funds must be made. Authorizes appropriations for FY 1990 through 1992. Authorizes the Secretary, acting through the Director of the National Institute of Mental Health, to make grants and enter into contracts to enable grantees to conduct research and demonstration projects with respect to teaching the families of individuals with Alzheimer's or related disorders methods for providing appropriate care and managing stress. Authorizes appropriations for FY 1990 through 1992. Authorizes the Secretary, acting through the Commissioner on Aging, to make grants and enter into contracts to enable grantees to conduct demonstration projects with respect to teaching the families of individuals with Alzheimer's or related disorders methods for providing appropriate care and managing stress. Authorizes appropriations for FY 1990 through 1992. Authorizes the Secretary, acting through the Director of the National Institute on Aging, to make grants and enter into contracts to enable grantees to conduct long-term care research with respect to Alzheimer's disease and related disorders and with respect to the coordination of long-term care services. Authorizes appropriations for FY 1990 through 1992. Authorizes the Secretary, acting through the Director of the National Center for Health Services Research, to make grants and enter into contracts to enable grantees to conduct research with respect to developing methods for improving the delivery of supportive services to individuals with Alzheimer's disease or related disorders and with respect to the coordination of long-term care services. Authorizes appropriations for FY 1990 through 1992. Directs the Secretary to develop a plan for a research program for the study of Alzheimer's and related disorders. Specifies elements for which the plan must provide. Requires research under the plan to be carried out through the National Institutes of Health. Directs the Secretary to submit the plan to the President and the Congress. Directs the Secretary to make grants to States to plan, establish, and operate programs to provide specified services regarding Alzheimer's or related disorders. Specifies purposes for which grant funds may not be used. Limits grants to three years, subject to annual evaluation by the Secretary. Limits the amount of a grant and its portion of the costs of the program for which it is made. Directs the Secretary to annually evaluate the grant programs. Authorizes the Secretary to contract with private entities to conduct the evaluation. Authorizes appropriations for FY 1990 through 1992. Directs the Secretary, acting through the Administrator of the Alcohol, Drug Abuse, and Mental Health Administration, to require, as a condition of receiving funds under provisions of part B (Alcohol and Drug Abuse and Mental Health Services Block Grant) of the Public Health Service Act, that a State must agree that activities carried out under a specified provision will include increased provision of mental health services related to Alzheimer's and related disorders. Authorizes appropriations for FY 1990 through 1992. Authorizes the Secretary, acting through the Director of the National Institute on Aging, to make grants to assist grantees in providing training programs and continuing education programs, regarding Alzheimer's or related disorders, to health care professionals, health care paraprofessionals, and family caregivers. Specifies eligible types of grant recipients. Directs the Secretary to ensure that grants are geographically distributed. Authorizes the Secretary, acting through the Director of the National Institute on Aging, to make grants to the Alzheimer's centers established by this Act to assist in developing curricula for such training programs and continuing education programs. Authorizes appropriations for FY 1990 through 1992. Directs the Secretary, acting through the Administrator of the Health Resources and Services Administration, to initiate a study regarding specified health manpower needs related to Alzheimer's disease, related disorders, and other disorders requiring long-term care services. Authorizes appropriations for FY 1990 through 1992. Directs the Secretary to establish a National Alzheimer's Disease Education Program for: (1) promoting the coordination of health care financing, service, research, education, and training programs; (2) collecting, through the Clearinghouse on Alzheimer's Disease, information on research and treatment programs; (3) making such information available to specified groups and to the general public; and (4) providing technical assistance to States and public and private organizations. Authorizes appropriations for FY 1990 through 1992. Authorizes the Secretary, through the Director of the National Institute on Aging, to make grants to educate health care providers and the families of individuals with Alzheimer's disease or related disorders on caring for individuals with such diseases or disorders and on the availability of sources of assistance. Requires grants to be geographically distributed. Authorizes appropriations for FY 1990 through 1992. Title II: Improvement of Services Under Medicare and Medicaid Programs - Directs the Secretary of Health and Human Services to review the levels of reimbursement provided under title XVIII (Medicare) of the Social Security Act for home health services, extended care services, and inpatient hospital services relating to an advanced stage of Alzheimer's or a related disorder and adjust the levels to accurately reflect the reasonable amount required to provide adequately for services furnished. Requires each State plan approved under title XIX (Medicaid) of the Social Security Act to report to the Secretary on how the levels of reimbursement under the plan for home health services, nursing facility services, inpatient hospital services, and community-based care take into account special needs regarding an advanced stage of Alzheimer's or a related disorder. Directs the Secretary to modify contracts with utilization and quality control peer review organizations under part B (Peer Review) of title XI of the Social Security Act to ensure that the organizations conduct adequate and representative quality of care reviews on patients who require intensive home health services or extended care services. Requires States, as a condition of approval of a State plan under Medicaid, to provide assurances that the State is providing for the conduct of adequate and representative quality of care reviews on patients who require intensive home health services, nursing facility services, or other long-term care services. Directs the Secretary to review and report to the Congress regarding whether specified types of facilities participating under the Medicare or Medicaid program limit or restrict the services they provide to individuals with Alzheimer's or a related disorder. Directs the Secretary to provide for research and demonstration projects concerning methods of improving the delivery of health care services to Medicare and Medicaid beneficiaries with Alzheimer's disease or a related disorder. Specifies projects to be included. Directs the Secretary to provide for an evaluation of the research and demonstration projects and submit a report to the Congress. Authorizes appropriations for FY 1990 through 1992. Requires funds, to the extent that research and demonstration projects relate to Medicare beneficiaries, to be appropriated from the Federal Hospital Insurance Trust Fund and the Federal Supplementary Medical Insurance Trust Fund. Authorizes the Secretary to waive compliance with the requirements of part B (Peer Review) of title XI, title XVIII (Medicare), and title XIX (Medicaid) of the Social Security Act as necessary to conduct these research and demonstration projects.

Research and Experimental Credit Extension and Reform Act of 1989 - Amends the Internal Revenue Code to make permanent the income tax credit for qualified research expenditures by repealing the provisions that would terminate the credit for expenses incurred or paid after 1989. Revises the method for computing: (1) base period research expenses, adding a factor reflecting the gross national product growth rate; and (2) the tax credit, adding an alternative computation component. Applies the credit to in-house research expenses that the taxpayer pays or incurs for the principal purpose of using the research results in the active conduct of a future trade or business.

Eliminates post-1968 service in the National Guard as a prerequisite to civil service retirement credit for former National Guard technicians. Amends the National Guard Technicians Act of 1968 to eliminate post-1968 service as a prerequisite for National Guard technicians for receipt of credit in the determination of length of Federal civil service for purposes of leave, Federal employees' death and disability compensation, group life and health insurance, severance pay, tenure, and status. Sets forth rules for applying provisions of this Act to affected individuals.

Prohibits the obligation of funds for the B-2 Advanced Technology Bomber Program until the Secretary of Defense reports to the Congress on the following information with respect to the program: (1) total cost, including cost estimates and budget requests for future fiscal years; (2) production schedules; (3) test programs; and (4) the Secretary's views regarding the missions and purposes of such aircraft.

Truth in Transportation Trust Funds Act - Excludes the receipts and disbursements allocable to the transportation-related operations of the Highway Trust Fund, the Airport and Airway Trust Fund, and the Inland Waterways Trust Fund from totals of the Federal budget as submitted by the President and from the congressional budget. Exempts the same amounts from any general statutory budget limitation on Government outlays. Amends the Congressional Budget and Impoundment Control Act of 1974 to: (1) include these same amounts in fiscal year total revenues and outlays for deficit calculation purposes; and (2) adjust the maximum deficit amount to reflect this new treatment of the affected trust funds. Makes it out of order in both the Senate and the House of Representatives, in the context of the congressional budget process, to consider changes or recommendations with respect to these trust funds.

Amends Federal armed forces law to repeal legislative veto provisions in various areas, including: (1) defense contracting and procurement; (2) military construction; (3) restoration or replacement of damaged or destroyed facilities; (4) naval vessels; (5) administration of naval petroleum reserves; (6) disposal of obsolete or surplus material; (7) the acquisition of land for use as military test sites; and (8) the reduction of active-duty service periods for members of the armed forces. Amends the War Powers Resolution to specifically empower the Congress to declare war. Repeals certain limitations placed upon the President as Commander-in-Chief to introduce U.S. armed forces into hostilities. Amends the Resolution to require that, where consultation is required under it, the President shall consult with: (1) the Speaker and Minority Leader of the House of Representatives; and (2) the Majority and Minority Leaders of the Senate. Requires the President and such Members to establish a schedule of regular meetings to ensure adequate consultation on national security issues. Requires that, whenever a majority of such Members so request, the President shall consult with a permanent consultative group (to be established within the Congress under this Act) unless the President determines that limiting consultation to such Members is essential to meet extraordinary circumstances affecting the most vital security interests of the United States. Requires the membership of the permanent consultative group, in addition to such Members, to include the chairmen and ranking minority members of the House and Senate committees on foreign affairs, armed services, and intelligence. Requires reports from the President to the Congress: (1) in any case in which the number of U.S. forces equipped for combat and located in a foreign country are substantially reduced; and (2) upon the termination of the involvement of U.S. armed forces in hostilities. Repeals provisions of the Resolution requiring the President to terminate any use of U.S. armed forces: (1) within 60 days after such use is required to be reported to the Congress under the Resolution, unless the Congress specifically authorizes their continued use; or (2) if the Congress so directs by concurrent resolution. Provides that, whenever U.S. armed forces are engaged in hostilities or other situations described in a report submitted (or deemed to be required to be submitted) by the President under the Resolution without a declaration of war or specific statutory authorization, it shall be in order in the Senate or House to consider a joint resolution (approved by the permanent consultative group) which either: (1) requires the President to disengage or remove such forces; or (2) provides specific authorization for their continued engagement or use. Sets forth expedited procedures for such a resolution. Directs the permanent consultative group to hold such meetings as may be necessary to carry out its responsibilities whenever such meetings are called by the Chairman, the Vice Chairman, or a majority of its membership.

Directs the Office to: (1) assist the Permanent Select Committee on Intelligence in preparing a classified information security manual; (2) receive, transmit, store, and dispose of classified information; (3) assist departments and agencies in processing House requests for access to classified information and in presenting briefings on security procedures; and (4) maintain centralized records identifying officers and employees who have access to classified information. Requires congressional approval by resolution and recorded vote of the classified information security manual.

Urban Homestead Act of 1989 - Amends the United States Housing Act of 1937 to make the tenant ownership program authority permanent. Directs the Secretary of Housing and Urban Development to provide financial assistance directly to resident management corporations for homeownership technical assistance. Expands resident management corporation authority to replace purchased public housing units.

Radio License Renewal and Improvements Act of 1989 - Amends the Communications Act of 1934 to direct the Federal Communications Commission, with respect to applications for radio license broadcast renewals, to grant a renewal if during the preceding term of the license the licensee: (1) has broadcast material responsive to issues of concern to the residents of its service area; and (2) has not committed violations of such Act or the rules or regulations of the Commission, which taken together would constitute a pattern of abuse. Authorizes the Commission to deny a renewal or grant limited renewal if an applicant has failed to meet such requirements. Prohibits the Commission, in evaluating a licensee's performance in broadcasting material responsive to matters of public concern, from establishing or applying any requirement with respect to the broadcast of any specific subject or quantity of material. Directs the Commission to accept the licensee's judgment if found to be reasonable and made in good faith. Prohibits the Commission, in determining whether to renew a license, from considering whether the public interest, convenience, and necessity might be served by granting a license to a competing applicant. Directs the Commission to conduct an inquiry and prescribe any necessary regulations concerning any additional information that licensees should be required to maintain and make available to the public regarding the licensee's responsibility to broadcast material responsive to matters of public concern. Makes it unlawful for a license applicant and any other person, while a license application is pending, to effectuate an agreement whereby the other person withdraws or withholds the filing of a competing application, an informal objection, or a petition to deny in exchange for the payment of anything of value by, or on behalf of, the applicant. Requires the Commission to establish a procedure for the review of informal complaints received by the Commission during the license term of a radio licensee. Authorizes the Commission to consider such complaints at the time of a license renewal if such complaints constitute a pattern of abuse for purposes of this Act or evidence of the licensee's effort to serve the public interest.

Amends the Water Resources Research Act of 1984 to reauthorize the grant program for water resources research and technology institutes on a dollar-for-dollar matching basis for FY 1989 through 1993. Requires that such funds be used only for the reimbursement of direct cost expenditures incurred for the conduct of the water resources research program. Directs the Secretary of the Interior to conduct an evaluation of each institute every five years to determine if it qualifies for further support. (Currently the Secretary must make such determination every four years.) Extends the authorization of appropriations for the grant program from FY 1989 through 1993. Authorizes appropriations for FY 1989 through 1993 only for the reimbursement of the direct cost expenses of additional research by institutes which focus on water problems and issues of a regional or interstate nature beyond those of concern only to a single State and which relates to specific program priorities identified jointly by the Secretary and the institutes. Requires such funds when appropriated to be matched on a not less than dollar-for-dollar basis by non-Federal sources. Extends the authorization of appropriations from FY 1989 through 1993 for the matching grant research program concerning any aspect of a water resource-related problem which the Secretary deems to be in the national interest. Authorizes appropriations to extend the technology grant program from FY 1989 through 1993. Requires rules and regulations issued prior to the date of enactment of the Water Resources Research Act of 1984 to remain in effect until superseded by new rules and regulations promulgated under this Act.

Directs the General Accounting Office (GAO) to transmit to the Congress an evaluation of the recommendations of the Commission on Base Realignment and Closure made to the Secretary of Defense in December 1988. Amends the Defense Authorization Amendments and Base Closure and Realignment Act to prohibit the Secretary from carrying out any base closures or realignments within the 20-day period beginning on the date on which the GAO transmits its evaluation. Prohibits any resolution from the joint committee assembled to consider the Commission's recommendations from being discharged or considered earlier than the end of the ten-day period beginning on the date on which the GAO transmits its evaluation.

Current Level Enhanced Rescission Act of 1989 - Amends the Impoundment Control Act of 1974 to include in any special message the President sends to the Congress in connection with a proposed rescission of budget authority amendatory language to enable the affected programs to continue to function lawfully at the proposed new budget level. Amends the Congressional Budget and Impoundment Control Act of 1974 to authorize the President, on the same day the President approves any appropriation bill, to transmit to the Senate and the House of Representatives one or more special messages proposing to rescind amounts of budget authority included in the bill. Limits: (1) the amounts subject to rescission (the proposal may not reduce a program below its previous fiscal year level); and (2) each special message to one item of budget authority. Prescribes procedures to govern the expedited treatment of such messages in the Senate and the House of Representatives. Makes any proposed rescission amount available for obligation unless both Houses of Congress agree to the bill or joint resolution accompanying the related special message within 60 days of its transmission.

Truth in Social Security Accounting Act of 1989 - Amends the Congressional Budget and Impoundment Control Act of 1974 to exclude, beginning with FY 1991, Federal Old-Age and Survivors Insurance Trust Fund and Federal Disability Insurance Trust Fund receipts and outlays in Federal deficit determinations for purposes of the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act).
