Directs the Secretary of Defense, upon request, to relieve the following members of the armed forces from performing duty in a region designated as an area of hostile fire or imminent danger: (1) the husband or wife if both are assigned to duty in such region and they have a minor child; and (2) a single parent with a minor child who is assigned to duty in such a region. Directs the Secretary to endeavor to reassign a person relieved of such duty to another assignment which does not require the separation of the member from such minor child. Authorizes the Secretary to delay the date of discharge or retirement of a member so relieved, as appropriate.

Christopher Columbus Coin and Fellowship Act - Title I: Christopher Columbus Quincentenary Coins - Christopher Columbus Quincentenary Coin Act - Directs the Secretary of the Treasury to mint and issue not more than a specified number of five-dollar gold coins, one-dollar silver coins, and half-dollar clad coins emblematic of the quincentenary of the discovery of America. Sets forth certain features of such coins and provides for their design, issuance, and sale. Terminates the minting of such coins after June 30, 1993. Requires the Secretary to deposit surcharges from the sale of such coins in the Christopher Columbus Fellowship Fund for use by the Christopher Columbus Fellowship Foundation. Declares that no law governing procurement or public contracts shall be applicable to the procurement of goods and services necessary for carrying out this Act, except that this provision shall not relieve any person from complying with any law relating to equal employment opportunity. Mandates that all amounts received from coin sales be deposited in the coinage profit fund. Title II: Christopher Columbus Fellowship Foundation - Christopher Columbus Fellowship Act - Establishes the Christopher Columbus Fellowship Foundation to award fellowships to outstanding individuals to encourage new discoveries in all fields of endeavor for the benefit of mankind. Establishes the Christopher Columbus Fellowship Fund. Directs the Foundation to report to the President and to the Congress annually on its operations.

Youthbuild Act of 1990 - Authorizes the Secretary of Housing and Urban Development to provide grants for Youthbuild projects which shall employ economically and educationally disadvantaged youth to help construct or rehabilitate rental and transitional housing for homeless persons and low-income families. Authorizes appropriations.

Amends the Internal Revenue Code to exclude from the gross income of an individual up to $10,000 of distributions from an individual retirement account or qualified pension plan used within 180 days to purchase a residence that will be the first residence in which the taxpayer has a present ownership interest. Reduces the excludible amount for taxpayers with adjusted gross income above $30,000 ($50,000 for joint returns). Exempts from the penalty tax on early distributions from qualified retirement plans comparable withdrawals used to purchase the first residence in which the taxpayer's child has a present ownership interest.

Employee Educational Assistance Act of 1991 - Amends the Internal Revenue Code to make permanent the income tax exclusion of amounts paid under employee educational assistance programs. (Under current law the exclusion expires for taxable years beginning after December 31, 1991.)

House Commission on Congressional Reform Act - Establishes the House Commission on Congressional Reform to develop comprehensive and impartial recommendations for the House of Representatives that would improve: (1) institutional integrity; (2) accountability to the public; (3) efficiency; (4) effectiveness; and (5) any other aspects that would serve to increase public confidence in the House. Terminates the Commission within 90 days after submission of its report to the Speaker and Minority Leader of the House.

Allows payments under the Civilian Health and Medical Program of the Uniformed Services for certain health care expenses incurred by members and former members of the uniformed services (and their dependents) who are entitled to retired or retainer pay and who are otherwise ineligible for such payments by reason of their entitlement to benefits under title XVIII (Medicare) of the Social Security Act because of a disability.

Hunger Emergency Assistance and Relief Trust Act of 1991 - Amends the Internal Revenue Code to allow individuals to designate on their income tax returns a contribution of all or part of their tax refund to the Hunger Emergency Assistance and Relief Trust. Establishes in the Treasury the Hunger Emergency Assistance and Relief Trust (trust fund) to distribute hunger relief funds to qualified nonprofit hunger relief services organizations. Describes standards and procedures for the distribution of trust fund monies. Specifies a number of restrictions with respect to the activities of recipient organizations, including limitations on administrative expenses. Requires the Hunger Commission to submit to specified congressional committees an annual report detailing trust fund expenditures. Establishes a Hunger Commission to administer the distribution of funds to qualified hunger relief services organizations on a matching grant basis. Permits a maximum award of $100,000 to any single qualified organization in any fiscal year. Requires that: (1) at least 50 percent of amounts received into the trust fund in any year be paid to qualified organizations; and (2) monies in the trust fund be distributed within 180 days of their receipt. Authorizes appropriations.

Veterans Compensation Amendments of 1991 - Title I: Compensation Rate Increases - Increases the rates of: (1) veterans' disability compensation; (2) additional compensation for veterans' dependents; (3) the clothing allowance for certain disabled veterans; (4) dependency and indemnity compensation for surviving spouses and children; and (5) supplemental dependency and indemnity compensation for disabled adult children. Authorizes the Secretary of Veterans Affairs to adjust administratively the rates of disability compensation payable to persons who are not in receipt of compensation for service-connected disability or death. Title II: Future Cost-Of-Living Adjustments - Requires the Secretary to increase such rates at the same time and by the same percentage as any increase in social security benefit amounts paid under title II (Old Age, Survivors and Disability Insurance) of the Social Security Act.

Amends the Ethics in Government Act of 1978 to modify the ban on honoraria to allow Federal officers and employees, other than Representatives in, or Delegates or Resident Commissioners to, the Congress, presidential appointees, and commissioned officers of the Uniformed Services whose pay grade equals or exceeds grade 0-7, to receive an honorarium for an article in a bona fide publication, a speech, or an appearance if: (1) the subject of the article, speech, or appearance and the reason for which the honorarium is paid is unrelated to the recipient's official duties or status; and (2) the party offering the honorarium has no interests that may be substantially affected by the performance or nonperformance of the recipient's official duties. Prohibits the amount of such honorarium accepted from exceeding the usual and customary fee for the services for which the honorarium is paid, up to $2,000. Subjects the acceptance of any honorarium to financial disclosure under the Ethics in Government Act of 1978.

Financial Incentives Going to Help Towns Fighting Drugs Act - Amends the Internal Revenue Code to allow taxpayers to designate that one dollar of their tax liability be paid to the Local Anti-Drug Program Trust Fund. Establishes such Fund for grants to counties for: (1) law enforcement activities regarding drug-related crimes; (2) education, prevention, treatment, and rehabilitation programs regarding drug abuse; and (3) grants to units of general local government.

DNA Proficiency Testing Act of 1991 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to authorize the use of drug control and system improvement grants for acquiring equipment for a forensic laboratory if each State or unit of local government that acquires such equipment with grant funds certifies to the Director of the Bureau of Justice Assistance that: (1) such equipment will be used to improve the quality of DNA analyses performed by such State or unit of local government; (2) DNA analyses performed at such laboratory will satisfy or exceed specified published guidelines; and (3) DNA analyses performed at such laboratory will undergo, at regular intervals of not to exceed 180 days, proficiency testing in accordance with an approved DNA proficiency testing program and the results of such testing will be made available to the public without charge. Increases authorized appropriations. Requires the Director of the Federal Bureau of Investigation (the Director) to publish in the Federal Register advisory standards for testing the proficiency of forensic laboratories in conducting DNA anaylses. Specifies that such standards shall: (1) specify criteria to be applied to each procedure used by forensic laboratories to conduct DNA analyses; and (2) be revised periodically by the Director. Authorizes the Director to approve a DNA proficiency testing program offered by a private organization if: (1) such program satisfies the then current published standards; and (2) such organization agrees to issue to each forensic laboratory that participates in such program a document certifying that such laboratory participated in such program and specifying the period during which such organization tested the proficiency of such laboratory to conduct DNA analyses. Requires the Director to withdraw approval of a DNA proficiency testing program if such program or organization ceases to satisfy the requirements specified in this Act.

Congressional Recycling Act of 1991 - Requires the Clerk of the House of Representatives and the Secretary of the Senate to purchase recycled paper and paper products for use to the greatest extent practicable in the operations of the House and the Senate. Directs the Public Printer to assure that the Government Printing Office uses recycled paper in providing services to the House. Directs the Clerk of the House and the Secretary of the Senate to determine the price or range of prices to be considered unreasonable for purposes of this Act.

Tourism Policy and Export Promotion Act of 1991 - Declares it to be the national goal to increase U.S. export earnings from U.S. tourism and transportation services and to maintain a travel and tourism export surplus in order to help eliminate the overall U.S. trade deficit. Requires the Secretary of Commerce (Secretary) to publish on a monthly basis a statistical report on U.S. international travel receipts and payments. Requires the Secretary to: (1) identify foreign trade barriers to U.S. travel and tourism; (2) estimate the trade-distorting impact of such barriers on U.S. commerce; and (3) estimate the value of U.S. travel and tourism exports that would have been exported to a foreign country if such barriers did not exist. Requires the Secretary to submit to specified congressional committees a report on such barriers. Directs the Secretary to take appropriate action to ensure that foreign tourists are not unnecessarily delayed when entering the United States. Amends the International Trade Act of 1961 to require each annual tourism trade development plan to focus on those countries in which tourism trade development has the greatest potential for increasing travel and tourism export revenues. Declares that the Congress finds that increased efforts directed at the promotion of rural tourism will contribute to the economic development of rural America. Establishes the Rural Tourism Development Foundation. Requires the Secretary to report to the Congress on: (1) economic effects of the identification and promotion of scenic byways as tourist attractions; and (2) techniques for incorporating scenic byways into tourism development programs. Authorizes appropriations.

Title X Pregnancy Counseling Act of 1990 - Amends the Public Health Service Act to prohibit the Secretary of Health and Human Services from making a grant for the provision of family planning methods or services unless the applicant agrees to provide complete information and counseling regarding pregnancy, and for a pregnant woman who requests information on options for an unintended pregnancy, to provide: (1) nondirective counseling on prenatal care and delivery, infant care, foster care and adoption, and termination of pregnancy; and (2) referrals for the services that are appropriate to the decision of the woman.

Recyclable Materials Technology and Markets Development Act - Directs the Secretary of Commerce to: (1) conduct a study of markets for postconsumer materials (defined as materials that have served their intended end-use by an entity other than an industrial establishment); and (2) establish an Office of Recycling Research and Information in the Department of Commerce. Requires the Director of Recycling Research and Information to: (1) make grants for studies and scientific research relating to recycling of postconsumer materials; and (2) conduct a public outreach program to provide information to secondary school students, State and local governments, and the general public. Requires each manufacturer of a recyclable product to recycle, or provide for the recycling of, increasing minimum percentages of the products manufactured during specified years. Directs the Secretary to designate a product as recyclable if it may feasibly be recycled, as determined by the Secretary. Prohibits manufacturing a product for which the prescribed recycling rate was not met for the preceding year. Provides for civil fines for violating the prohibition. Prohibits manufacturing a nonrecyclable product if a recyclable substitute is readily available. Directs the Secretary to designate a product as nonrecyclable if it is not technically or economically feasible to be recycled. Authorizes the Secretary to require nonrecyclable products to be so labeled. Provides for civil fines for violating the prohibition. Provides for recycling seals of approval for recyclable products and for products containing a certain percentage of recycled postconsumer materials.

Anti-Live Animal Lure Act - Amends the Animal Welfare Act to prohibit the sponsoring, exhibiting, or transporting to sponsor or exhibit of an animal or dog in any coursing venture. Defines "coursing" as an activity involving the pursuit by dogs of another animal as a visual lure for training, entertainment, sport, or wagering. Excludes from such definition an activity in which such animal has an opportunity to escape.

Dolphin Protection and Fair Fishing Act of 1991 - Amends the Marine Mammal Protection Act of 1972 to prohibit, with regard to fishing for yellowfin tuna, promulgation of regulations or issuance of permits allowing the intentional setting of purse seine nets on marine mammals. Revokes previously issued permits. Mandates observers on tuna fishing vessels in the eastern tropical Pacific Ocean to ensure that the taking of any marine mammal is reported to the Secretary of the department in which the National Oceanic and Atmospheric Administrtion is operating. Modifies requirements regarding: (1) the level of incidental taking of marine mammals by countries exporting to the United States and by U.S. vessels; and (2) the total take of dolphins in specified years. Authorizes appropriations for research and development of alternative tuna fishing methods and technologies that do not involve intentional encirclement of dolphins or other intentional takings of marine mammals.

Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to: (1) remove the limitation on the amount of outside income which beneficiaries who have attained age 67 may earn without incurring a reduction in benefits; (2) make the increase in the retirement credit currently scheduled for 2005 effective for benefits for months after December 1991; and (3) cap such credit at age 67.

Repeals provisions of the Tax Reform Act of 1986 that restrict the types of scholarships and fellowship grants that may be excluded from gross income for income tax purposes. Amends the Internal Revenue Code to allow an income tax deduction for interest on a qualified educational loan incurred to pay the educational expenses of the taxpayer, spouse, or dependent. Eliminates the current requirement that such indebtedness be secured by an interest in real property.

Amends the Internal Revenue Code to allow an itemized deduction for the qualified nursing educational expenses paid or incurred by a licensed practical or vocational nurse enrolled in a course of study leading to qualification as a registered nurse. Allows such deduction in computing adjusted gross income.

Amends the Internal Revenue Code to exclude from the gross income of a first-time homebuyer the amount of any individual retirement plan distributions used within 30 days to purchase, construct, or reconstruct a principal residence. Reduces a residence's basis by the amount of such distribution for purposes of determining gain or loss upon disposition.

Revises the definition of "former prisoner of war," for purposes of eligibility for veterans' health benefits, to include veterans who evaded enemy capture while behind enemy lines for not less than 30 days during a period of war.
