Makes the following vessels available for use in providing health and humanitarian services to the peoples of developing countries: (1) U.S. Ship General Nelson M. Walker P2-SE2-R1; and (2) U.S. Ship Sanctuary AH-20. Transfers the following vessels to the National Defense Reserve Fleet: (1) U.S. Ship Robert Conrad; and (2) either U.S.S. Plymouth Rock LSD-29, U.S.S. Fort Snelling LSD-30, or U.S.S. Speigel Grove LSD-32.

Government Procurement Agreements Act of 1990 - Amends the Buy American Act to prohibit executive agency heads from negotiating, entering into, modifying, renewing, or extending any agreement with a foreign government for the procurement of an item manufactured outside the United States, except for any procurement conducted pursuant to the Agreement on Government Procurement (the Agreement), unless that particular action is authorized by statute and the agreement is for a fixed term. Requires executive agencies, in negotiating such agreements with a foreign government, to seek to: (1) establish audit standards and practices for procurements conducted under the agreement; (2) establish transparent, competitive, and open procedures for such procurements; and (3) increase access to foreign markets for U.S. product sectors not covered by such agreements or the Agreement. Expresses the sense of the Congress that the President should seek to negotiate with foreign governments the dates by which certain indefinite term agreements to procure equipment will terminate.

Amends part E (Foster Care and Adoption Assistance) of title IV of the Social Security Act to require the Secretary of Health and Human Services to make grants to up to ten States for the conduct of demonstration projects for at least five years designed to: (1) provide extensive assistance to families which have problems that may lead to the removal of a child from the family; (2) promote the treatment of family problems so that children who have been temporarily removed from their family may be reunified with their family within two years of such removal; (3) facilitate the timely and permanent placement of abandoned babies and children who are in foster care; or (4) address any combination of such matters and other child welfare services issues. Details the information and assurances required to be included in State applications to conduct such projects. Authorizes each State which receives project grants to use such funds to improve the provision of child welfare, foster care, and adoption assistance services in any manner it deems appropriate. Provides for the evaluation of such demonstration projects. Makes part B (Child-Welfare Services) and the section of part E of title IV not added by this Act inapplicable to a State while it is conducting such a demonstration project.

Older Americans Health Insurance Counseling Amendments of 1990 - Amends the Older Americans Act of 1965 to authorize appropriations for a program under which the Commissioner on Aging will provide grants to States so that they may counsel older individuals regarding Medicare (title XVIII of the Social Security Act) benefits and health insurance.

Asian and Pacific Islander Health Improvement Act of 1990 - Amends the Public Health Service Act to authorize the Secretary of Health and Human Services to make grants for primary health services and health promotion education in areas with a significant number of low-income residents of Asian or Pacific Island ancestry who have a limited ability to speak English, giving preference to applicants who agree to provide health services regarding conditions that disproportionately affect individuals of such ancestry. Requires that services be provided in the most appropriate language and cultural context. Authorizes the Secretary to make grants for identifying health needs particular to, and developing model delivery systems for, individuals of such ancestry. Directs the Secretary, in collecting any health-related data on individuals of such ancestry, to ensure that the data is specific to such individuals as a single population, and is specific to each of specified subpopulations.

1992 Olympic Commemorative Coin Act - Directs the Secretary of the Treasury to issue 1992 Olympic Games commemorative five-dollar gold coins and one-dollar silver coins. Prescribes guidelines for the sale and pricing of such coins and directs the Secretary to ensure that their issuance will not result in any net cost to the United States. Mandates that surcharges be paid to the U.S. Olympic Committee.

Biomedical and Behavioral Facilities Construction Act of 1990 - Amends the Public Health Service Act to authorize the Director of the National Institutes of Health (NIH), through the Director of Research Resources (Director), to award grants to public or nonprofit private institutions, under provisions relating to biomedical and behavioral research facilities, to expand, remodel, renovate, or alter existing research facilities or construct new research facilities. Establishes in the Division of Research Resources of the NIH a Technical Review Board on Biomedical and Behavioral Research Facilities to: (1) advise the Director and the Advisory Council (established under existing law) on matters concerning the construction of facilities; and (2) conduct the peer review of applications under this title. Sets forth requirements for application and selection of grants. Limits the amount of any grant to 50 percent of the cost of construction or, in the case of a multipurpose facility, 50 percent of the cost of construction proportionate to the contemplated use. Allows the Director to waive these limitations for institutions of emerging excellence in biomedical or behavioral research. Provides for recapture of payments in certain circumstances for 20 years after completion of construction. Requires the Director to prescribe regulations with respect to the grants. Requires the Director to mandate peer review of applications for grants under these provisions in accordance with existing peer review provisions. Authorizes appropriations.

Earthquake Hazards Reduction Amendments Act - Amends the Earthquake Hazards Reduction Act of 1977 to add carrying out the insurance program established by this Act to the list of duties of the Director of the Federal Emergency Management Agency (FEMA). Requires the Director to: (1) publish in the Federal Register and in local newspapers in the applicable area a tentative identification of areas subject to earthquake hazards; (2) notify the chief executive officer of communities in any such areas not already participating in the national earthquake insurance program of the identification, and of loss reduction measures as provided in this Act; (3) on a continuing basis, identify earthquake related factors in any earthquake-prone area; (4) make information available to the public and any agency or official regarding an earthquake hazard, the insurance program, and estimated actuarial premium rates and chargeable premium rates under the insurance program; and (5) encourage local officials to disseminate information widely. Allows communities identified to apply to participate in the insurance program or, within 90 days of notification, submit technical data establishing that the community is not earthquake-prone. Requires the Director to appoint an earthquake insurance advisory committee. Requires the National Institutes of Standards and Technology to develop comprehensive criteria for State and local land use and management ordinances, building codes, and other loss reduction measures, and to periodically update the criteria. Requires the Director to coordinate with and provide technical assistance to State, interstate, and local officials and agencies. Prohibits participation in the insurance program unless the appropriate public body has adopted and is enforcing loss reduction measures in conformance to this Act. Prohibits coverage of any property declared to be in violation of State or local law regulating location or construction in earthquake-prone areas. Requires earthquake insurance coverage in certain amounts in order to get Federal financial assistance for acquisition or construction in an earthquake-prone area. Requires each Federal instrumentality regulating financial institutions to issue regulations requiring earthquake insurance coverage on any loan secured by improved real estate or a mobile home in an earthquake-prone area. Exempts State-owned property that is covered under an adequate State policy of self-insurance from these requirements. Requires each Federal instrumentality regulating financial institutions to issue regulations requiring that, in connection with the making, increasing, extending, or renewing of any loan secured by improved real estate or a mobile home in an earthquake-prone area, the purchaser or lessee be notified that: (1) the area has been identified as earthquake-prone; and (2) Federal earthquake disaster relief may not be available if the community does not participate in the program or if the property is not covered in the required amount. Prohibits Federal financial assistance for acquisition or construction in an earthquake-prone area unless the community in which the area is located is participating in the insurance program. Requires each Federal instrumentality regulating financial institutions to issue regulations prohibiting loans secured by improved real estate or a mobile home located in such an area unless the community is participating. Authorizes the Director to establish and carry out a national program to provide insurance against loss resulting from physical damage to or loss of real property or related personal property, in the United States, arising from any earthquake. Conditions operation of the program on participation by private insurers representing at least 80 percent of the net written premiums for homeowners' multiple peril insurance written in the United States. Requires private insurers participating in the program to reimburse the Director for 15 percent of all costs that exceed the amounts in the Insurance Fund established under this Act. Allows the Director to arrange for participation, on other than a risk-sharing basis, by private insurers, insurance agents and brokers, insurance adjustment organizations, and other persons. Provides for the scope of the program and the terms and limitations of insurance coverage. Requires the Director: (1) to set chargeable premium rates and associated terms and conditions; (2) in establishing rates that are less than actuarial rates, to consider the objective of making the insurance available at reasonable cost. Requires, notwithstanding other provisions of this Act, that the rate with respect to new construction or substantial improvement of property, started after identification of an area as earthquake-prone becomes final, not be less than the actuarial rate. Sets forth special rules for newly eligible construction. Requires the Director to establish in the Treasury a National Earthquake Insurance Fund. Authorizes the Director to borrow from the Treasury to the extent that the assets of the Fund are insufficient to pay claims and expenses. Authorizes appropriations. Requires the Director, upon establishment of the insurance program, to establish a national earthquake excess loss reinsurance program, to be available only to private insurers that are participating in the insurance program. Allows reinsurance coverage to cover not more than 90 percent of the losses of each private insurer that are in excess of ten percent of the insurer's countrywide subject net written premium after the insurance industry has sustained losses in certain lines that exceed ten percent of the industry countrywide subject net written premium. Specifies the covered lines of insurance. Requires any private insurer that purchases reinsurance to purchase coverage for all the lines. Requires the Director to establish premium rates. Prohibits reinsurance liability for property declared in violation of State or local law regulating location or construction in earthquake-prone areas or that is otherwise uninsurable at the time it is insured by the private insurer. Requires the Director to establish in the Treasury a National Earthquake Reinsurance Fund. Authorizes the Director to borrow from the Treasury, with a limit on obligations outstanding at any one time, to the extent that the assets of the Fund are insufficient to pay claims and expenses. Authorizes appropriations.

Airport and Airway Trust Fund Protection Act of 1990 - Declares that the receipts and disbursements of the Airport and Airway Trust Fund allocable to transportation-related operations: (1) shall not be included in the totals of the Federal budget or the congressional budget; (2) shall be exempt from general budget limitations on expenditures and net lending; and (3) shall be exempt from any sequestration order under the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) and shall not be counted for purposes of calculating the Federal deficit.

Designates June 25, 1990, as Korean War Remembrance Day. Authorizes and requests the President to urge that the American flag be flown at half staff on such day in honor of the Americans who died as a result of their service in the Korean War.

National Advisory Council on the Public Service Act of 1990 - Establishes the National Advisory Council on the Public Service to: (1) assess the state of the Federal workforce; (2) seek to attract individuals of the highest caliber to national public service careers and to encourage them and other individuals already working for the Government to make a continuing commitment to national public service; (3) promote a better public understanding of the role of Federal employees in implementing Government programs and policies and otherwise seek to improve the public perception of Federal employees; (4) encourage efforts to build student interest in performing such service; and (5) develop methods for improving motivation and excellence among Federal employees. Terminates the Council upon the submission of its final report on its findings and recommendations due within three years after its first meeting. Authorizes appropriations.

Substance Abuse Treatment Corps Act - Amends the Public Health Service Act to establish within the Public Health Service the Substance Abuse Treatment Corps to increase the availability of treatment for alcohol and drug abuse in geographic areas with a significant incidence of abuse and an inadequate availability of services. Allows the Secretary of Health and Human Services to carry out such purpose only through assigning Corps members to provide services for such areas. Allows the Secretary to assign a Corps member to an entity only if the entity, among other requirements, enters into an agreement with the Secretary regarding the allocation, between the Secretary and the entity, of costs relating to the assignment. Directs the Secretary to establish a program of entering into contracts with students in specified fields under which the students agree to serve in the Corps upon obtaining their degree in consideration of the Federal Government agreeing to pay tuition, other expenses, and a stipend. Applies, except as inconsistent, provisions relating to the National Health Service Corps Loan Repayment Program to this program. Directs the Secretary to establish a program of entering into contracts with individuals who have been licensed or certified in certain fields, or who are students in such fields, under which the individuals agree to serve in the Corps in consideration of the Federal Government agreeing to repay up to a specified sum of educational loans of the individuals. Applies, except as inconsistent, provisions relating to the National Health Service Corps Loan Repayment Program to this program. Authorizes appropriations for the scholarship and loan repayment programs established by this Act.

Osteoporosis and Related Bone Disorders Research, Education, and Health Services Act of 1990 - Amends the Public Health Service Act to require the Director of the National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMSD) and the Director of the National Institute on Aging (NIA) to expand and intensify research on osteoporosis and related bone disorders. Requires, with respect to osteoporosis and related bone disorders: (1) the NIAMSD Director to increase the number of Specialized Centers of Research; and (2) the NIA Director to increase the number of program project grants devoted to creating centers of excellence. Authorizes appropriations. Establishes in the Department of Health and Human Services the Interagency Council on Osteoporosis and Related Disorders and the Advisory Panel on Osteoporosis and Related Disorders. Authorizes appropriations for the Advisory Panel. Directs the Secretary of Health and Human Services to make up to three grants to establish model health promotion projects for community-based education on osteoporosis, with each project targeting one of these groups: young and teenage girls, midlife women, and older men and women. Authorizes appropriations. Requires the NIAMSD Director to make grants or enter into contracts to establish a Resource Center on Osteoporosis and Related Disorders to: (1) disseminate information about research results, services, and educational materials to health professionals, patients, and the public; and (2) coordinate regional training programs for the development of health professional resource networks. Requires grant and contract recipients to establish: (1) a central computerized information system to, among other matters, translate scientific and technical information into information readily understandable by the general public; and (2) a national toll-free telephone information line. Requires the grant or contract recipient to charge fees for providing information, but allows exceptions for individuals and organizations unable to pay. Authorization appropriations.

Abandoned Baby Adoption Act of 1990 - Amends part E (Foster Care and Adoption Assistance) of title IV of the Social Security Act to require States to place abandoned babies with preadoptive parents within 30 days of obtaining custody of such babies and to find new preadoptive parents for such babies if the initial preadoptive parents do not petition the courts of the State within 90 days of receiving such babies for an expedited hearing to become their permanent adoptive parents. Treats such babies as children with special needs, thus qualifying their adoptive parents for adoption assistance.

Expresses the sense of the House of Representatives that the Director of the Peace Corps should: (1) develop a volunteer service through which business people and farmers could share their entrepreneurial experience with their counterparts in Eastern Europe; and (2) invite business people with a record of volunteer service to form a task force to recommend the elements of the service.

Calls upon the President to ensure the maximum assistance of the Organization for Economic Cooperation and Development in facilitating the transition of Eastern European countries to free market democracies by: (1) creating the basic statistics for the economic and social measurement of specified key areas; (2) ensuring an effective exchange of people with experience in managing market-based economies; and (3) coordinating the advice of high-level nongovernmental experts capable of providing impartial advice on policy implementation and reform.

Designates the week of June 17 through June 23, 1990, as National Week to Commemorate the Victims of the Famine in Ukraine, 1932-1933. Condemns the disregard for human rights characterized by the Soviet Union during the famine and expresses sympathy for victims of the famine. Requests the President to call attention to Soviet policies that caused the famine and have suppressed Ukrainian human rights and the expression of cultural and social heritage. Recognizes the reforms underway in the Ukraine and urges the Soviet Government to: (1) move forward toward democratization and restructuring; and (2) provide a framework for the realization of the rights and aspirations of the Ukrainian people.

Small Business Reauthorization and Amendments Act of 1990 - Amends the Small Business Act to authorize appropriations for specified programs through FY 1994. Authorizes transfers from the disaster loan revolving fund for the administrative expenses of the Small Business Administration (SBA). Modifies the pro rata share guidelines for grant recipients in the small business development center program. Revises the assistance guidelines for small business development center assistance programs. Authorizes the Administrator of Small Business (the Administrator) to make grants or enter into contracts with a State for the purpose of contracting with small businesses to plant trees on State or local government-owned lands. Authorizes appropriations. Requires the Administrator to report annually to the President and the Congress regarding the small business tree planting program. Amends the Small Business Administration Reauthorization and Amendment Act of 1988 to extend through FY 1994 the interest rate guidelines for certified development company loans. Modifies the functions of the Office of International Trade. Amends the Business Opportunity Development Reform Act to authorize the Commission on Minority Business Development to accept funds from any other Federal department or agency. Amends the Small Business Act to authorize the President to appoint an SBA Deputy Administrator. Provides guidelines under which a Federal procurement activity which does not solicit small businesses shall document its reasons to the SBA. Amends the Small Business Investment Act of 1958 to direct the SBA to develop a plan for greater outreach of procurement and export trade seminars in rural areas. Sets forth funding standards for small business concerns whose eligibility for SBA assistance is premised upon providing expanded job opportunities. Revises the guidelines for SBA loan guarantees of development company debentures held by family business interests. Sets forth criteria for State development companies' eligibility for SBA assistance.
