Rural Communities Hazardous Waste Information Act of 1992 - Amends the Solid Waste Disposal Act to prohibit the issuance of permits for off-site hazardous waste treatment, storage, or disposal facilities to be located in a rural community unless a rural community impact statement has been prepared. Makes such statements available for public review. Sets forth requirements concerning the selection of independent contractors to prepare such statements. Provides for the imposition of fees on permit applicants. Requires such fees to be in an amount necessary to cover the cost of preparing impact statements. Requires impact statements to describe: (1) the economic and social impacts of the proposed facility on each rural community which is within a 20-mile radius of the facility site, including effects on employment, recreational amenities, tourism, public safety and emergency preparedness, and transportation systems; and (2) the costs of mitigating such impacts.

Cancer Registries Amendment Act - Amends the Public Health Service Act to authorize grants or contracts to operate population-based, statewide cancer registries in order to collect certain data for each form of in-situ and invasive cancer except basal cell and squamous cell carcinoma of the skin. Authorizes grants for planning the registries. Mandates a study on factors contributing to elevated rates of breast cancer mortality in Connecticut, Delaware, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Rhode Island, Vermont, and the District of Columbia. Authorizes the Secretary of Health and Human Services, directly or through grants and contracts, or both, to provide technical assistance to the States in the establishment and operation of statewide registries. Authorizes appropriations.

Declares that it is the sense of the House of Representatives that: (1) breast cancer should be declared a public health emergency under specified provisions of the Public Health Service Act to accelerate investigation into the cause, treatment, and prevention of the cause; and (2) activities initiated under the emergency should not supplant major research projects on breast cancer.

DES Education and Research Amendments of 1992 - Amends the Public Health Service Act to establish a program for the conduct and support of research and training, the dissemination of health information, and other measures with respect to the diagnosis and treatment of conditions associated with exposure to the drug diethylstilbestrol (DES). Mandates: (1) programs to educate health professionals and the public; and (2) longitudinal studies. Authorizes appropriations.

Amends the Omnibus Budget Reconciliation Act of 1987 to extend through April 1, 1993, the demonstration project under which influenza vaccinations are provided to Medicare (title XVIII of the Social Security Act) beneficiaries. Places a limitation on amounts authorized for the project for FY 1993 and prohibits the use of project funds, during FY 1993, for evaluating its cost effectiveness.

Federal Program Performance Act of 1992 - Includes in the Federal budget a performance standards and goals plan for expenditures for covered Federal programs in FY 1994 and 1995. Directs the Director of the Office of Management and Budget (OMB) to promulgate regulations requiring each Federal department and agency responsible for administering a covered program to establish such a plan for FY 1994 and 1995. Authorizes such agencies to establish an alternative plan, if the director determines that it is not feasible to express the performance standards and goals of the program in an objective and quantifiable form. Requires program performance reports.

Temporary Investment Tax Credit Restoration Act of 1992 - Amends the Internal Revenue Code to allow an investment tax credit for manufacturing and other productive equipment for the period after December 31, 1991, and before January 1, 1994. Provides for determining such credit.

Amends the Internal Revenue Code to exclude from gross income distributions from individual retirement accounts and certain other retirement plans used for the acquisition or construction of a principal residence of the individual receiving the distribution.

Comprehensive Preventive Health Care Act of 1992 - Mandates establishment of a schedule, broken down by age and gender, of recommended preventive health care services. Amends title XVIII (Medicare) of the Social Security Act to add the services to the definition of "medical and other health services." Excludes items or services on the schedule which are not provided in accordance with the schedule. Amends Federal law relating to veterans' benefits to add the services to: (1) the definition of "medical services;" and (2) provisions relating to eligibility for outpatient services. Amends Federal law relating to health insurance for Federal employees to allow the services to be covered under service benefit plans and indemnity benefit plans. Establishes a project to demonstrate the effectiveness in providing preventive health care services in improving the health of individuals and reducing the aggregate costs of providing health care. Mandates five-year grants to 50 counties to: (1) provide specified preventive services to individuals otherwise unable to pay; (2) conduct a study and report to the Congress regarding preventive service requirements imposed by each State on health benefit plans offered to residents of the State; and (3) dissemination of information on preventive care, the importance of periodic examinations, and the need to maintain a family medical history.

Lower Salmon River Recreational and Scenic Rivers Act of 1991 - Amends the Wild and Scenic Rivers Act to designate specified segments of the Lower Salmon River, Idaho, as components of the National Wild and Scenic Rivers System. Makes permanent withdrawals made by the Secretary of the Interior through specified Public Land Orders. Designates a certain segment of the North Fork Payette River, Idaho, for study as a potential addition to the System

Condemns the treatment of William F. Buckley, Colonel William Higgins, and Peter Kilburn by their captors in Lebanon and the disrespect shown to their remains. Urges the President to work with the nations of the Middle East to seek the extradition of the parties responsible for their torture and death and to bring such parties before an international tribunal for trial.

Expresses the sense of the House of Representatives that: (1) democratically-elected local government and civil administration in the Nagorno-Karabakh Autonomous Oblast of the Republic of Azerbaijan should be restored; (2) there should be free access to all prisoners by foreign government representatives and independent human rights organizations; (3) the United Nations (UN) Security Council should take up the issue of Nagorno-Karabakh to consider whether UN peacekeeping forces should be deployed to maintain order in the area; (4) foreign assistance extended to the former Soviet Union should be directed to the republics and, except for emergency and humanitarian assistance, conditioned on the establishment of democratically-elected governments and respect for human rights; (5) foreign assistance should be provided directly to Nagorno-Karabakh through impartial international organizations; (6) the human rights provisions of the September 23, 1991, communique negotiated at Zheleznovodsk under the auspices of the Presidents of Russia and Kazakhstan should be fulfilled without delay by the parties; and (7) the U.S. Government should support and encourage the objectives of this resolution by all appropriate means.

Equity in Citizenship Act of 1991 - Amends the Immigration and Nationality Act to grant U.S. citizenship at birth to a person born before noon May 24, 1934, outside the limits and jurisdiction of the United States to an alien father and U.S. citizen mother who, prior to the birth of such person, had resided in the United States. Waives the physical U.S. presence requirements for a person claiming U.S. citizenship based upon descent from a person described above. Makes such provisions retroactive.

Directs the Secretary of Defense to hold harmless, defend, and indemnify any State, political subdivision, or person or entity that acquires ownership or control of a military installation that is closed pursuant to a base closure law from all liability arising out of the release or threatened release of any hazardous substance, pollutant, or contaminant as a result of Department of Defense activities at such installation. Excepts from such indemnification those entities that cause or contribute to such release or threatened release.

Higher Education Access Act - Amends the Higher Education Act of 1965 to direct the Secretary of Education to carry out, by contract, an advanced placement test fee payment program for low-income individuals who are enrolled in an advanced placement class and plan to take an advanced placement test. Requires the Secretary to disseminate information on the availability of test fee payments under such program to eligible individuals through secondary school teachers and guidance counselors. Authorizes appropriations.

Classrooms for the Future Act - Directs the Secretary of Education (the Secretary) to award competitive grants to eligible consortia to develop instructional programs and technology-based systems for complete courses or units of study for a specific subject and grade level, if these are commercially unavailable locally. Requires that an eligible consortium consist of: (1) State or local educational agencies in partnership with businesses; and (2) institutions of higher education or other public or private nonprofit organizations. Requires priority to be given to applications describing programs that are developed: (1) so that the program may be adapted and applied nationally; and (2) to raise the achievement levels of students, particularly disadvantaged students who are not realizing their potential. Sets forth application requirements and criteria for awarding such grants. Authorizes the Secretary to award grants to States to carry out specified types of activities to improve access to technology. Requires States to use such grants to: (1) identify schools or school districts which have a large number of educationally disadvantaged students and limited access to technology-based learning resources; and (2) develop jointly, with local educational agencies or individual schools, strategies to improve accessibility and use of technology-based learning resources, including specific plans for teacher and school personnel training, hardware or software acquisition (if this is a major barrier to accessibility), and partnership arrangements with businesses, institutions of higher education, and other public or private nonprofit organizations. Sets forth State plan requirements. Directs the Secretary to coordinate and share information regarding curriculum-based educational technology programs assisted under this Act with other Federal agencies which administer programs supporting development of such programs. Directs the Secretary to: (1) collect information about products developed pursuant to this Act and the evaluation of such products; and (2) disseminate such information in regular reports to State and local educational agencies and other appropriate organizations or individuals. Requires that any royalties paid to any State or local educational agency as a result of assistance provided under this Act be used for further development of curriculum-based learning resources authorized by this Act. Authorizes appropriations.

Commends: (1) the people of Guam for their patriotism, bravery, loyalty to the United States, and many sacrifices during World War II, particularly during the invasion and occupation of the Guam territory; (2) the members of the Navy Insular Force and U.S. Navy and Marine Corps for the efforts and sacrifices they made in defense of the U.S.; (3) the Hawaiians for their sacrifices and contributions to the U.S. war effort during the attack on Pearl Harbor on December 7, 1941; and (4) the Hawaii Territorial Guard members, Varsity Victory Volunteers, the civilian workers at the Pearl Harbor Naval Ship Yard and other Hawaiian military installations, 100th Infantry Battalion, Military Intelligence Service, and 442nd Regimental Combat Team for their sacrifices and contributions to the U.S. war effort during such attack.
