Requires such rescinded amounts to: (1) be deposited by the Secretary of the Treasury in the special fund account entitled "Gifts to Reduce Debt Held by the Public, Bureau of the Public Debt, Treasury"; and (2) be used to reduce the federal debt.

Stop Mergers, Acquisitions, and Risky Takeovers Supplied by American Labor and Entrepreneurship Act of 2013 or the SMART SALE Act of 2013 - Requires any person, company, institution, or other entity engaged in interstate commerce that owns, licenses, or otherwise holds an interest in a federally-funded technology, or to which federal energy research and development funding has been obligated by a federal agency (covered entity), to notify the Secretary of Energy (DOE) not later than seven days after entering into negotiations for any proposed or pending merger, acquisition, takeover, or other transfer that could result in control of such covered entity by: (1) the government of the Peoples's Republic of China, the Democratic People's Republic of Korea, or a country that is a state sponsor of terrorism or that provides sanctuary to a foreign terrorist organization; (2) a citizen of such a country who owes permanent allegiance to such country; or (3) a corporation or other legal entity which is 50% owned by a citizen of such a country.

Excludes an abortion where: (1) the pregnancy is the result of an act of rape or an act of incest; or (2) a physician certifies that the woman suffered from a physical disorder, injury, or illness that would place the woman in danger of death unless an abortion is performed, including a condition caused by or arising from the pregnancy. Excludes hospitals from such requirement so long as the hospital does not provide funds to any non-hospital entity that performs an abortion. Requires the Secretary to annually provide Congress: (1) information on grantees who performed abortions under the exceptions, and (2) a list of entities to which grant funds are made available.

Bars the Attorney General (AG) from investigating or initiating a compliance review of an alleged violation occurring during such period. Requires dismissal of any suit brought against a place of public accommodation or commercial facility for such a violation brought on or after January 31, 2013, and before the date of enactment of this Act. Directs the AG to revise accessibility regulations to provide that a place of public accommodation or a commercial facility is in compliance with the requirement to have an accessible means of entry to a pool when such a place or facility uses a portable pool lift on request, even if: (1) installation of a permanent lift is readily achievable, and (2) a single portable pool lift is used for multiple pools.

Federal Reserve Transparency Act of 2013 - Directs the Comptroller General (GAO) to: (1) complete, within 12 months of enactment of this Act, the required audit of the Board of Governors of the Federal Reserve System (Board) and of the Federal Reserve Banks; and (2) submit to Congress, within 90 days of audit completion, a detailed report of audit findings and conclusions. Repeals certain limitations placed upon such audit. Instructs the Comptroller General to audit and report on the review of loan files of homeowners in foreclosure in 2009 or 2010, required as part of the enforcement actions taken by the Board against supervised financial institutions. Prescribes audit contents, including: (1) the guidance given by the Board to independent consultants retained by the supervised financial institutions regarding procedures to be followed in conducting the file reviews, (2) the factors considered by independent consultants when evaluating loan files and the results obtained pursuant to those reviews, and (3) the determinations made by such consultants regarding the nature and extent of financial injury sustained by each homeowner as well as the level and type of remediation offered.

Prioritize Spending Act of 2013 - Requires amounts necessary for incurred federal obligations, in the event that the public debt reaches the statutory limit, to be made available to certain obligations, in prioritized order, before all other obligations. Prioritizes such obligations in the following descending order: (1) amounts necessary to carry out the authority of the Department of the Treasury to pay with legal tender the principal and interest on public debt; (2) amounts determined by the Secretary of Defense (DOD) (and the Secretary of Homeland Security [DHS] in the case of the Coast Guard) to be necessary to continue to provide pay and allowances (without interruption) to members of the Army, Navy, Air Force, Marine Corps, and Coast Guard, including their reserve components, who perform active service; (3) amounts certified to Congress by the President as necessary to carry out vital national security priorities; (4) amounts necessary to carry out the authority of the Commissioner of Social Security to pay monthly old-age, survivors', and disability insurance benefits under title II of the Social Security Act (SSA); and (5) amounts necessary to make payments under the Medicare program under SSA title XVIII.

(Currently the effective date of such prohibitions and the mandate to make related regulations is the earlier of 12 months after the date of the issuance of final rules or 2 years after the date of enactment [July 21, 2010].) Delays the effective date of such prohibitions and regulatory mandate until the Secretary of the Treasury: (1) identifies the foreign countries having foreign banks chartered and headquartered in them that compete significantly with banking entities subject to such Act, and (2) certifies that such countries have applied to such foreign banks (including subsidiaries and affiliates) requirements equivalent to those set forth under such Act.

Requires the Secretary to implement measures recommended in the dispersal barrier efficacy study, or provided in interim reports, authorized under the Water Resources Development Act of 2007 to prevent aquatic nuisance species from bypassing the Chicago Sanitary and Ship Canal Dispersal Barrier Project and dispersing into the Great Lakes.

Preserving American Privacy Act of 2012 - Prohibits a federal agency from authorizing the domestic use of an unmanned aircraft for law enforcement purposes or for surveillance of a U.S. national or real property owned by that national, including by any state or local government, except pursuant to warrant and in the investigation of a felony. Amends the federal criminal code to prohibit a federal agency other than a federal law enforcement agency from using in the United States, or authorizing any federal officer or employee to use in the United States, an unmanned aircraft for such purposes, with the same exceptions. Prohibits the use of any information obtained in violation of such prohibition in a criminal proceeding before a federal court. Subjects the domestic use of an unmanned aircraft to the same limitations and exceptions as apply in the case of any other search. Prohibits evidence obtained by an agency using an unmanned aircraft from being introduced in an administrative hearing. Prohibits a federal agency from authorizing the domestic use of an unmanned aircraft to permit any private person to conduct surveillance on any other private person without the consent of that other person or the owner of any real property on which that other person is present.

Common Sense Nutrition Disclosure Act of 2012 - Amends the Federal Food, Drug, and Cosmetic Act to revise the nutritional information that restaurants and retail food establishments must disclose. Requires the nutrient content disclosure statement on the menu or menu board to include: (1) the number of calories contained in the whole product; (2) the number of servings and number of calories per serving; or (3) the number of calories per the common unit division of the product, such as for a multi-serving item that is typically divided before presentation to the consumer. Permits such information to be provided by a remote-access menu, such as through the internet, for food establishments where the majority of orders are placed by customers who are off-premises at the time the order is placed. Defines “reasonable basis” for a restaurant or similar food establishment’s nutrient content disclosures to mean that the nutrient disclosure is within acceptable allowances for variation in nutrient content, which shall include allowances for variations in serving size, inadvertent human error in formulation of menu items, and variations in ingredients. Sets forth the methods a restaurant or similar food establishment may use to determine nutritional content for disclosure, including ranges, averages, individual labeling of flavors or components, or labeling of one preset standard build. Defines "preset standard build" as the finished version of a menu item most commonly ordered by consumers. Applies the nutritional disclosure requirements to retail food establishments that derive more than 50% of their total revenue from the sale of food.

Rescinds and nullifies any waiver relating to the subject matter of the Information Memorandum granted before the enactment of this Act.

Amends the Employee Retirement Income Security Act of 1974 (ERISA) to prohibit the Secretary of Labor from bringing an action against a plan to enforce any requirement to provide such coverage to which an employer is opposed by reason of adherence to a religious belief or moral conviction. Exempts group health plans from penalties under state and federal enforcement provisions of the Public Health Service Act for failure to meet such women's health requirements insofar as they concern coverage to which an employer is opposed on the basis of religious belief or moral conviction.

Sequestration Transparency Act of 2012 - Requires the President on July 9, 2012, to submit to Congress a detailed report on the implementation of certain discretionary reductions (in security and nonsecurity categories) and nonexempt direct spending reductions in the sequestration ordered by the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) for FY2013 on January 2, 2013. (The Gramm-Rudman-Hollings Act was amended by the Budget Control Act of 2011 to revise the discretionary spending limits and reduce the discretionary appropriations and direct spending specified in the Gramm-Rudman-Hollings Act unless a joint committee bill achieving an amount greater than $1.2 trillion in deficit reduction would be enacted by January 15, 2012.)

Eliminate Privacy Notice Confusion Act - Amends the Gramm-Leach-Bliley Act to exempt from its annual privacy policy notice requirement any financial institution which: (1) provides nonpublic personal information only in accordance with specified requirements, (2) does not share information with affiliates under the Fair Credit Reporting Act, and (3) has not changed its policies and practices with regard to disclosing nonpublic personal information from those disclosed in the most recent disclosure sent to consumers. Relieves a financial institution from being required to provide any disclosure if it is licensed by a state and is either subject, or becomes subject in the future, to existing regulation of consumer confidentiality that prohibits disclosure of nonpublic personal information without knowing and express consent of the consumer in the form of laws, rules, or regulation of professional conduct or ethics promulgated either by the court of highest appellate authority or by the principal legislative body or regulatory entity of any state.

Telemedicine Safety Act - Prohibits: (1) knowingly providing a telemedicine abortion across state lines; (2) the use of any funds made available under a telemedicine law for telemedicine abortions or for assistance to facilities that offer telemedicine abortions; or (3) the use of any equipment, infrastructure, or other items purchased using funds made available under a telemedicine law for telemedicine abortions. Defines a "telemedicine abortion" as the use by a health professional of telemedicine services to provide any instrument, medicine, drug, or method to terminate the life of an unborn child or to terminate a pregnancy, without conducting an in-person medical examination of the woman during her pregnancy, with an intention other than: (1) to produce a live birth and preserve the life and health of the child after live birth; or (2) to remove an ectopic pregnancy or to remove an unborn child who died as the result of a spontaneous abortion, accidental trauma, or a criminal assault on the pregnant female or such child.

Stop Abortion Funding in Multi-state Exchange Plans Act or SAFE Act - Amends the Patient Protection and Affordable Care Act to require the Director of the Office of Personnel Management (OPM), in entering into contracts with health insurance issuers, to ensure that no multi-state qualified health plan offered in a health benefit exchange provides coverage of abortion. Excepts from such limitation: (1) a pregnancy that results from rape or incest; or (2) a case where a woman suffers from a physical disorder, injury, or illness that would place the her in danger of death unless an abortion is performed, including a life-endangering physical condition caused by or arising from the pregnancy itself. Prohibits any state law from preempting the coverage limitations of this Act.
