Amends the Older Americans Act of 1965 to direct the Commissioner of the Administration on Aging: (1) in making training and recruitment grants and contracts, to give special consideration to the recruitment and training of volunteers and persons employed in or preparing for employment in that part of the field of aging which relates to providing custodial and skilled care for older individuals who suffer from Alzheimer's disease and other neurological diseases; and (2) in making grants and contracts for demonstration projects to give special consideration for projects designed to meet the special needs of older individuals who suffer from Alzheimer's disease and other neurological diseases and projects designed to provide family respite services with respect to older individuals who suffer from Alzheimer's disease and other neurological diseases. Authorizes appropriations under such Act for FY 1985 for training, research, and discretionary projects and requires that a specified minimum amount be made available to carry out provisions relating to Alzheimer's disease and other neurological diseases.

Amends veterans' hospitalization benefits to authorize the Administrator of Veterans Affairs to carry out a screening and treatment program for eligible veterans suffering from Alzheimer's disease. Permits the furnishing of hospital or nursing home care to afflicted veterans who are at least fifty years old.

Amends the Internal Revenue Code to allow an income tax deduction for the home care expenses of individual taxpayers who maintain a household which includes a dependent of the taxpayer who suffers from Alzheimer's disease. Permits this deduction whether or not the taxpayer itemizes deductions.

Amends the Internal Revenue Code to provide that tax-exempt interest on securities held by the taxpayer before the date of the enactment of the Social Security Amendments of 1983 shall not be taken into account in determining the amount of social security benefits subject to tax.

Amends Federal law regarding Presidential elections to set 11 p.m. (EST) as the closing time for polling places for the election of Presidential electors. Amends the Federal criminal code to impose a $1,000 fine and/or one-year imprisonment upon specified individuals with official Presidential election responsibilities who disclose Presidential election results before the legal closing time for polling places.

Establishes the National Commission on Federal Budget Deficit Reductions to review all relevant elements of fiscal and monetary policy, identify problems which may hinder the control and reduction of Federal budget deficits, and analyze all potential options which would result in deficit reductions and place the Government on a sound financial basis. Requires the Commission to transmit a report to the President and Congress not later than February 15, 1984, or the close of the 90th day beginning after the date of enactment of this resolution. Requires such report to contain a detailed statement of the findings and conclusions of the Commission, together with its recommendations for such legislation and administrative actions as it considers appropriate. Terminates the Commission 30 days after it submits its report.

Declares that the President shall convene a domestic economic summit conference to address the economic situation created by projected large deficits. Requires that such conference convene within 45 days to develop and report to Congress a comprehensive plan to reduce the projected deficits in the United States budget.

Expresses the sense of the Congress that the President should take steps to ensure: (1) substantial equivalence between the number of Soviet officers or employees in the United States and the number of U.S. officers and employees in the Soviet Union; and (2) that comparable restrictions regarding travel, accommodations and facilities are imposed on Soviet officers and employees living in the United States as are imposed on U.S. officers and employees living in the Soviet Union. Requests the President to report to Congress on actions taken to carry out the purposes of this Act.

Prohibits the Secretary of Defense from transferring or consolidating a function, power, or duty of a military department on either a permanent or trial basis unless specifically authorized by law. Exempts transfers involving the reallocation of fewer than 200 personnel or $10,000,000 in any fiscal year.

Amends the Internal Revenue Code to allow a deduction from gross income of $1,000 for each dependent who has attained the age of 55 and is a member of the taxpayer's household. Increases the deduction to $2,000 for dependents who are blind or bedridden.

Prohibits any financial or lending institution operating under U.S. law or any other U.S. person from making any loan to the government of or any other person in a Communist country. Prohibits Federal agencies or departments from making loans to the government of or any other person in a Communist country. Authorizes the President to waive such prohibition if the President certifies to Congress that the transaction is in the national interest. Directs the Secretary of the Treasury to submit to Congress, within 90 days of enactment of this act, a plan providing for the purchase by the United States of all such outstanding loans and other extensions of credit. Requires the Secretary to make such purchase upon enactment of a joint resolution by the Congress approving the plan. Provides for the purchase of outstanding loans and other extensions of credit by financial or lending institutions in other countries to Communist countries. Sets forth enforcement and penalty provisions. Directs the President to urge other countries to put similar provisions into effect with respect to loans and other extensions of credit to Communist countries.

Korean Airlines Victims' Claims Act - Amends the International Claims Settlement Act of 1949 to provide for the determination of the validity and amounts of outstanding claims against the Soviet Union for the loss of life and property of the 61 U.S. citizens who were onboard the Korean Air Lines airplane that was shot down on September 1, 1983. Directs the Foreign Claims Settlement Commission to receive and determine the validity and amounts of claims by survivors of the victims of the Korean Air Lines incident. Permits a claim to be considered only if the property right on which it is based was owned by U.S. nationals on the date of loss and only to the extent that the claim has been held by U.S. nationals continuously from the date that the loss occurred until the date of filing with the Commission. Directs the Commission to certify to each claimant the amount determined by the Commission to be the loss suffered by the claimant which is covered by this Act. Provides for consolidated awards if the claim, at the time of the award, is vested in persons other than the person by whom the original loss was sustained. Authorizes the Secretary of the Treasury to establish in the Treasury the Claims Fund for the payment of unsatisfied claims of U.S. nationals against the Soviet Union. Directs the Commission to certify to the Secretary each award. Sets forth the manner of payment of the awards. Requires the Commission to complete its affairs in connection with settling claims within six months of the date for filing claims. Requires other departments to make available to the Commission certain records relating to the claims. Authorizes appropriations. Limits the percentage of an award that may be collected as a fee for services rendered on behalf of a claimant. Directs the Secretary of State to initiate negotiations to conclude an agreement with the Soviet Union which would provide for payment in full of all such awards.

Authorizes the President to present, on behalf of Congress, a gold medal to the family of the late Honorable Lawrence P. McDonald in recognition of his distinguished service as a Member of Congress and the facts surrounding his untimely death. Directs the Secretary of the Treasury to provide for the striking of such gold medal and authorizes the Secretary to make duplicates in bronze of such medal available for public sale. Authorizes appropriations after October 1, 1983.

Davis-Bacon Reform Act of 1983 - Amends the Davis-Bacon Act to increase from $2,000 to $1,000,000 the threshold dollar amount subjecting certain contracts to such Act and requiring them to specify the minimum wages to be paid to laborers and mechanics. Directs the Secretary of Labor to establish as the prevailing wage for a class of laborers or mechanics the entire range of wages being paid to a corresponding class of such workers in the particular urban or rural subdivision of the State in which the work is to be performed. Excludes from the computation of wages the basic hourly rates of pay for workers on local Federal projects. Establishes a separate classification for helpers of laborers or mechanics. Amends the Copeland Anti-Kickback Act to require certain contractors or subcontractors to furnish compliance statements concerning weekly wages at the beginning and conclusion of the period covered by the contract, instead of every week as the wages are paid.

Interstate Compact - Grants congressional approval to the Southeast Interstate Compact on Low-Level Radioactive Waste Management, which provides for cooperation among the States of Alabama, Florida, Georgia, Mississippi, North Carolina, South Carolina, Tennessee, and Virginia in the management of low-level radioactive waste on a continuing basis.

Political Tax Credit Reform Act of 1983 - Amends the Internal Revenue Code to repeal the income tax credit for contributions made to candidates for President, candidates for State and local offices, political action committees, and newsletter funds. Allows an income tax credit for one-half of the amount contributed to a political party and the full amount contributed to a congressional candidate. Amends the Federal Election Campaign Act of 1971 to require any candidate or committee receiving contributions eligible for such tax credit to include in its required report the number and aggregate amount of all eligible contributions.

Joint Chiefs of Staff Reorganization Act of 1983 - Establishes the Chairman of the Joint Chiefs of Staff after the Secretary of Defense in the chain of combatant commands. Eliminates the numerical restriction on the Joint Staff of the Joint Chiefs of Staff. Sets forth the terms and conditions of service on the Joint Staff by officer personnel. Grants each officer serving as a chief of service or as the commander of a unified or specified command an opportunity to comment on reports of the Staff before their submittal to the Joint Chiefs. Directs the Secretary of Defense to ensure the independence of the Joint Staff. Makes the Chairman a member of the National Security Council.

Amends the Department of Defense Appropriation Act, 1983 to repeal the Boland Amendment, which is the prohibition against using the funds provided in such Act to furnish military aid for the purpose of overthrowing the Government of Nicaragua or to provoke a military exchange between Nicaragua and Honduras.

Child Protection Act of 1983 - Amends the Federal criminal code dealing with the sexual exploitation of children. Increases the penalties for the sexual exploitation of children from $10,000 to $100,000 and, on a subsequent conviction from $15,000 to $200,000. Prohibits the distribution involving the sexual exploitation of minors even if the material is not found to be "obscene." Eliminates the requirement that persons distributing such material in interstate commerce do so for purposes of sale. Raises the age of a minor to include any person under the age of eighteen. Redefines "sexually explicit conduct" to exclude simulated conduct when there is little or no possibility of harm to the minor and when there is redeeming social, literary, educational, scientific or artistic value. Permits authorization for the interception of wire or oral communications in the investigation of such offenses.

Changes the amount a Federal employee or Member of Congress must pay to receive civil service retirement credit for certain military service. Requires such individuals to pay the same percentage of basic military pay as would have been payable had such pay been provided for civilian service. Delays by one year the deadline after which such individuals must include interest on such amounts paid to receive retirement credit.

National Fishing Enhancement Act of 1983 - Sets forth standards for the design, construction, and location of artificial reefs. Directs the Secretary of Commerce to develop guidelines for a national artificial reef plan. Sets forth terms and conditions for permits for the construction of such reefs. (Defines artificial reefs as structures constructed in navigable waters for the enhancement of fishery resources and fishing opportunities.) Amends the Internal Revenue Code to provide a tax credit for qualified artificial reef expenses.

Patent Term Restoration Act of 1983 - Amends the patent laws to extend the terms of patents which encompass specified products or a method for using a product, any of which are subject to certain nonpatent regulatory review periods. Sets forth the terms and conditions of such extension, including a seven year limitation. Directs the Commissioner of Patents to issue to the owner of record of a patent a certificate of extension stating the fact and length of the extension and identifying the product and the use and the claim to which such extension is applicable. Makes such certificate a part of the original patent. Limits the application of such patent term extension to patents for products subject to regulation under the Federal Food, Drug, and Cosmetic Act, the Public Health Service Act, the Federal Insecticide, Fungicide, and Rodenticide Act, the Toxic Substances Control Act, and the Act of March 4, 1913 (relating to virus, serum, toxin, and analogous products).
