Older Women's Breast Cancer Prevention Act of 1990 - Amends title XVIII (Medicare) of the Social Security Act to cover screening mammographies for Medicare-eligible women whose last screening mammographies were performed more than 11 months previously. Determines the payment amount for such service pursuant to a fee schedule.

Tobacco Control and Health Protection Act - Makes it unlawful to manufacture, package, or distribute for sale any cigarettes or smokeless tobacco product unless its package bears one of specified warnings. Regulates the label format and requires rotation of the warning labels. Requires the advertising for cigarettes and smokeless tobacco to bear one of the same list of warnings. Sets forth a separate list of warnings for use on billboards advertising cigarettes. Regulates the warning format and requires rotation of warnings. Prohibits advertising any tobacco product on any medium of electronic communication subject to Federal Communications Commission regulation. Prohibits, subject to exception, the use in advertising of a human or cartoon figure, tobacco trademark logo or symbol, or picture other than a single package on a neutral white background. Requires advertising print to be black on a white background. Prohibits: (1) advertising in conjunction with sports or near schools with students under 21 years of age; (2) free or reduced cost distribution; (3) publicly identified sponsorship of any athletic, music, artistic, or other event; (4) marketing of nontobacco products (including toys) bearing a tobacco trademark; (5) payment to have any tobacco product appear in any entertainment; or (6) payment to have any tobacco trademark appear on sporting equipment, including vehicles. Applies the prohibitions and requirements of this paragraph to advertising, promotion, and packaging of nontobacco products or services which: (1) are manufactured or marketed by a corporation which manufactures or distributes tobacco products, including related companies or licensees, or any person acting with the concurrence or acquiescence of such a corporation; and (2) bear the trademark of a tobacco product manufactured or sold by that corporation. Prohibits packaging from containing a picture or human or cartoon figure unless the picture or figure appeared on the package for five consecutive years before January 1, 1989. Prohibits advertising on any audio tape, audio disc, videotape, video arcade game, or film. Prohibits advertisements and packaging from containing any representation regarding health or safety, including the level of or removal, reduction, or addition of ingredients, tar, nicotine, carbon monoxide, filters, or any other mechanism or device unless the Secretary of Health and Human Services determines that the representation is significant in terms of affecting health and safety and is based upon significant scientific agreement. Prohibits any person from manufacturing, packaging, or distributing any tobacco product unless the person has provided the Secretary a list of all brands, with certain information about their constituents, and the label states the ingredients in descending order. Directs the Secretary to make the information public. Allows the Secretary, if the Secretary determines that any ingredient other than tobacco is unsafe or presents risks to health to the consumer or general public, to require that the levels of that ingredient be reduced or eliminated. Allows the Secretary to require that the manufacturer, packager, or distributor of tobacco products provide consumers with additional information about the adverse effect of tobacco products. Amends the Public Health Service Act to prohibit a State from receiving an allotment under alcohol and drug abuse and mental health services block grant provisions unless the State has in effect a law which: (1) prohibits sale of any tobacco product to any person under the age of 19; (2) requires a place to be licensed to sell any tobacco product; (3) meets other requirements. Authorizes the Secretary to suspend such block grant payments if the Secretary determines a State is not adequately enforcing the law. Amends the Federal Food, Drug, and Cosmetic Act to deem a food misbranded if it is a confectionary or chewing gum in a form resembling cigarettes or other tobacco products. Provides for enforcement of this Act, including through action by the Secretary, injunctions, civil actions by any interested organization, and civil monetary penalties. Sets forth the authority of the Secretary with regard to: (1) research and public information on the effects of tobacco products on human health; (2) implementation of strategies for reducing the consumption of tobacco products; (3) coordination of activities inside the Department of Health and Human Services (HHS), within other Federal agencies, and within private agencies; and (4) liaison with public and private entities. Directs the Secretary to establish a Center on Tobacco and Health to educate the public, support research, assist State and local law enforcement, and take other actions. Establishes within the Center an Interagency Committee on Tobacco and Health to: (1) coordinate research and educational programs within HHS and coordinate those activities with other Federal and private agencies; and (2) maintain liaison with private and public entities. Prohibits any Federal agency, or any State or local statute or regulation, from requiring any statement relating to tobacco and health, other than those required by this Act, to appear on any package or advertisement. Declares that compliance with this Act, the Federal Cigarette Labeling and Advertising Act, or the Comprehensive Smokeless Tobacco Health Education Act of 1986 shall not relieve any person from liability to any other person at common law or under State statutory law. Repeals those Acts one year after enactment of this Act.

Korean War Veterans Memorial Thirty-Eighth Anniversary Commemorative Coin Act - Expresses the sense of the Congress that the United States should recognize the 38th anniversary of the Korean War by minting and issuing a silver dollar coin. Directs the Secretary of the Treasury to issue one-dollar silver coins to commemorate the 38th anniversary of the ending of the Korean War. Terminates such authority after December 31, 1991. Mandates that surcharges from the sale of such coins be used for the Korean War Veterans Memorial.

1992 Olympic Commemorative Coin Act - Directs the Secretary of the Treasury to issue 1992 Olympic Games commemorative five-dollar gold coins and one-dollar silver coins. Prescribes guidelines for the sale and pricing of such coins and directs the Secretary to ensure that their issuance will not result in any net cost to the United States. Mandates that surcharges be paid to the U.S. Olympic Committee.

Tobacco Deregulation Act of 1990 - Repeals tobacco provisions of the Agricultural Act of 1949, the Agricultural Adjustment Act of 1938, and other specified Federal law with regard to: (1) price supports; (2) marketing orders and quotas; (3) acreage allotments; (4) export sales assistance; (5) Commodity Credit Corporation assistance; and (6) State commerce and production compacts.

National Wildlife Refuge System Act of 1990 - Amends the National Wildlife Refuge System Administration Act of 1966 to require the Secretary of the Interior, acting through the Director of the U.S. Fish and Wildlife Service, to issue regulations governing the manner of finding whether an existing or proposed new use in a refuge is compatible or incompatible with the established purposes of such refuge. Directs the Secretary to prepare and revise at least once every ten years a comprehensive plan governing the administration of the National Wildlife Refuge System. Requires the Director to: (1) review, within two years of enactment of this Act, cooperative agreements and memoranda of understanding governing refuges not under the primary jurisdiction of the Service; and (2) negotiate modification of terms and conditions with the appropriate agencies, if needed, to achieve the purposes for which the refuges were established. Directs the Secretary to identify and discontinue incompatible and harmful uses of refuges that do not meet established refuge purposes. Requires annual reports to specified congressional committees, together with one special report, a year after enactment, on: (1) the usefulness of comprehensive planning for individual refuges; (2) the extent to which inappropriate uses have occurred on refuges because of insufficiently clear or comprehensible purposes; and (3) the role of the System in maintaining biological diversity in the United States.

Peanut Program Modernization Act of 1990 - Amends the Agricultural Adjustment Act of 1938 to repeal peanut marketing quota provisions. Amends the Agricultural Act of 1949 to replace existing peanut price support provisions with price supports as determined by the Secretary of Agriculture based upon specified factors, including production costs and domestic and foreign demand.

Federal Contract Crimes Sentencing Act of 1990 - Mandates debarment of a contractor from Government contracting for at least five years upon a second conviction for fraud or other felonious activity involving a Government contract or subcontract within a ten-year period, except when debarment would be harmful to the national security.

Prohibits the manufacture, sale, delivery, or importation of certain motor vehicles or rail cars unless they are equipped with seat belts. Declares that such prohibition shall apply to: (1) any motor or rail carrier; and (2) any Federal, State, or local entity, school district, charitable organization, church, or other public or private entity providing transportation to passengers by motor vehicle or by rail. Requires persons who own or operate a motor vehicle or rail car constructed before enactment of this Act and used to provide passenger transportation for compensation, or to transport children under the age of 18, to equip such vehicle or rail car with seat belts. Sets forth civil penalties for violations of such prohibition.

Terminates development assistance to India (except for assistance for specified health projects) if the President reports that the Government of India is implementing such policy. Provides for the resumption of assistance to India if the President reports to the Congress that India is no longer implementing such policy.

Expresses the sense of the Congress that the administration should: (1) be commended for its quick action in addressing the humanitarian crisis in northern Ethiopia; and (2) impress upon Ethiopia's opposition groups that the U.S. attitude toward each such group will be greatly influenced by their cooperation in facilitating relief efforts and by steps they take in negotiating a lasting political settlement. Requests the President to urge: (1) the parties to the conflict in northern Ethiopia to agree to a ceasefire, to accept free passage of relief, and to permit the United Nations (U.N.) to assume a prominent role in coordinating international relief efforts; (2) Soviet President Gorbachev to press the Ethiopian Government to agree to such actions; and (3) nations supplying military assistance to the warring parties in Ethiopia to use their influence to facilitate a ceasefire and end external military flows. Urges the President: (1) until the Ethiopian Government takes such actions, to oppose favorable treatment of such Government by the International Bank for Reconstruction and Development (World Bank) and the International Monetary Fund (IMF), to continue to oppose upgrading of U.S. diplomatic relations with such Government, and to prohibit the importation of Ethiopian coffee; and (2) after the Ethiopian Government takes such actions and has made substantial progress in effecting macroeconomic reform and in negotiating a settlement of Ethiopia's internal wars, to begin the normalization of relations and to support an expanded World Bank and IMF role in Ethiopia.

Prohibits the shipment in interstate or foreign commerce of steel jaw leghold traps and of articles of fur derived from animals trapped in such traps. Prescribes criminal penalties for violations of this Act. Directs the Secretary of the Interior to reward nongovernment informers for information leading to a conviction under this Act. Empowers enforcement officials to detain, search, and seize suspected merchandise or documents and to make arrests with and without warrants. Subjects seized merchandise to forfeiture.

Foreign Investment Policy Improvements Act - Requires the Secretary of Commerce to issue a report on foreign direct investment in the United States. Requires the General Accounting Office to submit to a specified congressional committee a report analyzing and making recommendations with respect to the Secretary's report. Requires the Bureau of Economic Analysis to use certain business information relating to foreign-owned businesses in the United States (ten percent or more of whose voting securities are owned by foreign persons) when implementing the International Investment and Trade in Services Survey Act. Requires the Bureau, in a specified report, to include information on international investment in property in the United States by foreign persons, with separate tables listing businesses (50 percent or more, and 50 percent or less, of whose voting securities are owned or controlled by foreign persons). Amends such Act to authorize and provide for the collection and use of information on direct investments owned or controlled directly or indirectly by foreign governments. Increases, and makes mandatory, the civil penalties for failure to provide information under such Act.

Ancient Forest Protection Act of 1990 - Establishes the National Ancient Forest Reserve System. Designates certain lands in California, Oregon, and Washington as components of such System. Declares that all Federal lands in such States which qualify as ancient forest or associated forest and are not designated as components of the System shall be managed as if they are. Requires the Secretary of Agriculture and the Secretary of the Interior to issue regulations with respect to the removal of commercial timber from such lands. Declares it to be U.S. policy to develop and utilize scientific information to study and identify the biological and ecological requirements of ancient forest ecosystems. Directs the Chairman of the Council on Environmental Quality to study and report to appropriate congressional committees on the biological and physical requirements for the survival of such ecosystems.

Amends the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 to provide that the definition of "owner or operator" (for purposes of liability) does not include: (1) a designated lending institution which acquires control of a facility pursuant to the terms of a security interest held by the person in such facility or in connection with a lease subject to Federal or State banking authorities; (2) a corporate fiduciary which operates or has legal title to a facility pursuant to the terms of an estate or trust; (3) an individual or institution that serves as an indenture trustee and acquires control of a facility as the result of default on a financing document between the trustee and the issuing entity; and (4) an individual fiduciary who has legal title to a facility for purposes of administering an estate or trust.

Medicare Certified Registered Nurse Anesthetist Payment Amendments of 1990 - Amends part B (Supplementary Medical Insurance) of title XVIII (Medicare) of the Social Security Act to establish uniform national fee schedule payment rates for certified registered nurse anesthetist services.

Rural Nursing Incentive Act of 1990 - Amends title XVIII (Medicare) of the Social Security Act to provide direct coverage under part B (Supplementary Medical Insurance) of the Medicare program of nurse practitioner or clinical nurse specialist services furnished in rural areas. Sets the Medicare payment for such services at 80 percent of the lesser of the actual charge or the prevailing charge that would have been recognized had the services been performed by a physician. Requires that such payments be made on an assignment-related basis.

Medicare Physician Regulation Relief Amendments of 1990 - Amends title XVIII (Medicare) of the Social Security Act to require carriers and peer review organizations to release the medical review screen or the associated screening parameter to a physician before notifying such physician that payment for his or her service has been denied. Permits Medicare reimbursement of a patient's regular physician for services provided to such patient by another physician who occasionally covers for the regular physician. Requires Medicare carriers to provide physicians, upon request and without charge, with carrier-generated information which physicians need to submit a payment claim or respond to a carrier inquiry. Allows a medical society or other professional organization representing physicians to represent a group or class of physicians in Medicare payment determinations, reconsiderations, or appeals. Directs the Secretary of Health and Human Services to appoint, based on nominations submitted by national medical organizations representing physicians, a Practicing Physicians Advisory Council with which the Secretary must consult concerning changes in the Medicare program and proposed changes in regulations and carrier operation policies.

Textile, Apparel, and Footwear Trade Act of 1990 - Limits the 1990 imports of textiles and textile products classified under a category to an amount equal to 101 percent of the total 1989 imports classified under such category. Limits the 1990 imports of nonrubber footwear classified under a nonrubber footwear category to an amount equal to: (1) the total 1989 imports of nonrubber footwear classified under such category; and (2) in the case of high priced nonrubber footwear, the total 1989 imports of high priced nonrubber footwear classified under such category. Provides for a one-percent annual growth in the amount of permitted imports of textiles and textile products after 1990. Exempts from the limitations imposed under this Act imports of textiles and textile products from U.S. possessions if such articles are exempt from duty under the Harmonized Tariff Schedule of the United States and are manufactured by U.S. citizens, nationals, or permanent residents of such a possession. Limits the imports of certain sweaters made in Guam to a specified amount during FY 1990 and to such amount increased by one percent per year in subsequent years. Declares such limitations shall not apply to Canada or Israel. Sets forth limitations on the amount of textile and textile products, classified under certain import categories, which may be imported from beneficiary countries under the Caribbean Basin Initiative. Authorizes the President to: (1) enter into trade agreements to grant new concessions as compensation to the extent required under U.S. trade agreements for the import limits imposed by this Act; and (2) proclaim such modification or continuance of any existing duty on textiles and textile products and on nonrubber footwear as necessary to carry out such agreements. Prohibits the President from reducing any rate of duty by more than ten percent. Requires the President, before entering into such trade agreements, to consider whether a country has violated trade concessions of benefit to the United States and the violation has not been adequately offset. Sets forth requirements governing staged rate reductions in the tariffs of articles affected by this Act. Prohibits the President, except as authorized by this Act, from entering into trade negotiations with any country with respect to duties on textiles, textile products, and nonrubber footwear. Prohibits the President, except as provided in this Act, from decreasing or proposing a decrease in any such duty by any means, including an implementing bill or a proclamation. Requires the President to report annually to the Congress on the administration of this Act. Requires the Secretary of Commerce, ten years after enactment of this Act, to study and report to the Congress on its operation. Requires the Secretary of the Treasury to establish a pilot program for the issuance and sale to U.S. companies at public auction of import licenses applicable to categories of textiles. Terminates such licensing program on December 31, 1991, and requires a report to the Congress on its administration.
