Amends the Federal Election Campaign Act of 1971 to provide for public financing of advertising (television, radio, and newspapers) and related expenses in campaigns for the House of Representatives. Makes candidates who accept campaign contributions from a multicandidate political committee ineligible for such financing. Requires charges for such advertising to be submitted to the Federal Election Commission, and in turn by the Commission to the Treasury. Authorizes appropriations beginning with fiscal year 1982.

Amends the Ethics in Government Act of 1978 to require Members of Congress and candidates for such offices to include a copy of their most recent Federal income tax return with their financial disclosure report. Requires Members and candidates to report the actual dollar value of items disclosed, in lieu of categories of value. Directs the Comptroller General to conduct systematic random audits of reports filed by Members under this Act.

Expresses the sense of the House of Representatives that: (1) graduate and professional students should remain eligible for guaranteed student loans under the Higher Education Act of 1965; (2) Congress should provide Pell grant assistance for academic year 1982 through 1983 that fully funds the need analysis criteria of January 6, 1982, in order to provide assistance to 2,600,000 needy students; and (3) Congress should not further reduce the amount of funds available for campus-based student assistance programs under the Higher Education Act of 1965 below the levels established by the Omnibus Reconciliation Act of 1981.

Declares that the United States should propose to the Soviet Union: (1) a long-term, mutual, and verifiable nuclear forces freeze at equal and sharply reduced levels of forces; and (2) practical measures to reduce the danger of an accidental nuclear war and to prevent the use of nuclear weapons by third parties. States that the United States and the Soviet Union should channel their resources away from nuclear armaments and towards fighting poverty, hunger, and disease. Declares that the United States should continue to work for balanced arms reductions.

War Powers Resolution Amendments of 1982 - Amends the War Powers Resolution to prohibit the use of U.S. armed forces in El Salvador for combat unless: (1) Congress has declared war or enacted specific authorization for such use of U.S. armed forces; (2) the armed forces are necessary to meet a clear and present danger of attack upon the United States; or (3) they are necessary to meet a clear and present danger to U.S. citizens and to evacuate the U.S. citizens. Requires the President to describe in a report to Congress the grounds for sending the troops into El Salvador if they were not sent pursuant to a declaration of war or a specific congressional authorization.

Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to prohibit entitlement to title II benefits in the case of an individual who is not a U. S. citizen or national if such individual: (1) is not a permanent resident of the United States; or (2) is outside the United States. Prohibits the payment of title II benefits to any dependent or survivor of such an individual on the basis of such individual's wages and self-employment income. Makes such prohibition inapplicable if the benefit involved is payable to such an individual as the dependent or survivor of: (1) a U. S. citizen or national; (2) a permanent resident of the United States; or (3) a U. S. citizen or national residing outside the United States if the relationship required for such individual's entitlement already existed at the time such national or citizen reached age 50. Authorizes the payment of title II benefits to an individual who is not entitled to benefits pursuant to this Act until the total amount of such benefits equals the total amount of any taxes paid on the wages and self-employment income on which the benefits are based.

Congressional Salary Act of 1982 - Amends the Federal Salary Act of 1967 to make any recommendations of the President relating to the salaries of Members of Congress, Delegates to the House of Representatives, and the Resident Commissioner from Puerto Rico purely advisory. Amends the Legislative Reorganization Act of 1946 to require that the annual rate of pay for Members of Congress, Delegates to the House of Representatives, the Resident Commissioner from Puerto Rico, and the Senate and House leadership be the rate payable for such positions on the date of enactment of this Act unless otherwise established by law. Prohibits any law increasing such rates of pay from taking effect before the first day of the Congress following the Congress during which such law is enacted. Provides that any legislation increasing such rates of pay may be adopted only by a record vote in each House.

Amends rule VIII of the House of Representatives to require a recorded vote on final passage of legislation that adjusts the pay of Members, affects limitations on outside earned income, or provides tax credits or deductions for Members as a separate or distinct class. Makes it out of order in the House to consider any bill, resolution, or conference report subject to such amended rule unless it takes effect at the beginning of the subsequent Congress.

Directs the Secretary of the Treasury to study and report to specified congressional committees on the advisability of replacing the Federal individual income tax or such income tax and the Federal corporate income tax with a simplified income tax on gross income.

States that the United States and the Soviet Union should begin the strategic arms reduction talks (START) with the following objectives: (1) preserving present controls on current nuclear weapons and nuclear delivery systems while pursuing substantial, equitable, and verifiable reductions; (2) seeking methods of avoiding the testing and deployment of destabilizing nuclear weapons; and (3) incorporating the ongoing negotiations on land-based intermediate-range nuclear missiles into the START negotiations.

Declares that if Israel or any other democratic state is denied its rights and privileges in the United Nations General Assembly the United States will suspend its participation in the General Assembly and will withhold its contribution to the United Nations until the action is reversed.

States that the United States and the Soviet Union should: (1) pursue a complete halt to the nuclear arms race; (2) decide when and how to achieve a mutual and verifiable freeze on the testing, production, and further deployment of nuclear warheads, missiles, and other delivery systems; (3) give special attention to destabilizing weapons; and (4) proceeding from this freeze, pursue major, mutual, and verifiable reductions in nuclear warheads, missiles, and other delivery systems.

Amends the Federal Power Act to direct the Federal Energy Regulatory Commission to approve public utility rate increases for electric energy based on costs of proposed or ongoing construction in regard to: (1) pollution control facilities; or (2) conversion of oil or gas-fired facilities to use of other fuels. Directs the Commission to order rate increases to cover construction costs for facilities other than those above only after an evidentiary proceeding. Sets forth requirements concerning such proceedings.

Amends the Internal Revenue Code to increase the excise tax on distilled spirits from $10.50 per proof gallon to $16.50 per proof gallon. Provides that the revenues from such additional tax shall be appropriated for deposit into the Federal Hospital Insurance Trust Fund under title XVIII (Medicare) of the Social Security Act.

Amends the Internal Revenue Code to eliminate the individual income tax rate reductions which were to take effect in 1983. Repeals the ten-percent withholding reduction scheduled for July 1, 1983. Excludes from gross income interest received on certain mortgage and automobile loans. Requires that the effective rate of interest on such loans not exceed ten percent. Requires that the automobiles financed with such loans be domestically manufactured. Disallows such exclusion when the financing is provided by a related person.

Declares that Congress should determine the feasibility of enabling private and public pension funds to make moneys available for the purchase of residential home mortgages and auto loans as a means of reviving the U.S. housing and automobile industries.

Amends the Communications Act of 1934 to require the Federal Communications Commission (FCC) to grant a broadcast station license renewal application if the licensee has operated the station during the most recent license period: (1) in a manner which serves the public interest; and (2) without serious violations of related regulations or treaties. Directs the FCC to deny a renewal application and to consider applications for a construction permit for that station if the FCC determines that a broadcast station licensee has not met the requirements for license renewal.

Prohibits the President from: (1) providing any military assistance for El Salvador under the Foreign Assistance Act of 1961; (2) issuing any letters of offer or guarantees or extending any credits for El Salvador under the Arms Export Control Act; and (3) leasing defense articles and issuing export licenses for defense articles or services for El Salvador under the Arms Export Control Act. Directs the President to order the prompt withdrawal from El Salvador of all U.S. military personnel performing specified functions under the Foreign Assistance Act of 1961. Prohibits a waiver of the requirements of this resolution.

Requires parties to a Federal labor-management collective bargaining agreement to notify the Federal Service Impasses Panel if negotiations on a new collective bargaining agreement are at an impasse on the date their existing collective bargaining agreements expires. Requires that within five days of the expiration of an existing collective bargaining agreement, each party to such negotiations select an individual to serve on a three member arbitration board. Directs the two board members so selected to select the third member of the board. Requires the board to hold hearings on the negotiation impasse. Requires the board to send to each party to such impasse a preliminary report of the board's findings and a tentative draft of a new collective bargaining agreement within seven days following the end of the hearings. Directs such parties to send the board comments on the report and draft within ten days of their receipt. Requires the board, within a specified time period, to issue a final report containing: (1) its findings and conclusions; (2) a new collective bargaining agreement which shall be binding on all parties to the negotiation impasse; and (3) its recommendations on any issues raised in the negotiations which the board is not authorized to resolve. Sets forth the procedure for implementing a board solution requiring the enactment or amendment of Federal law.

Amends the Internal Revenue Code to disallow a business expense deduction for depreciation of imported motor vehicles. Grants the President authority to exempt any motor vehicle where the disallowance of depreciation is not in the public interest.

Expresses the sense of the Congress that funding for community service employment programs for senior citizens under title V of the Older Americans Act of 1965 for FY 1983 and subsequent fiscal years should be provided at levels sufficient to maintain or increase the number of employment positions provided under such programs.

Fair Trade With Japan Act - Directs the President to limit Japanese imports for one year after the President determines that: (1) Japanese trade barriers unduly burden or are likely to unduly burden U.S. foreign trade or adversely affect or are likely to adversely affect the U.S. economy; or (2) Japanese governmental support of its domestic businesses provide such businesses with an unfair advantage in the Japanese market or harm the competitiveness of U.S. firms in that market. Sets forth a formula linking the limitation on Japanese imports to the value of U.S. exports to Japan. Authorizes the President to increase the amount of permissible Japanese imports. Exempts from this limitation articles manufactured in Japan if at least 35 percent of their value consists of U.S. products. Authorizes the President to rescind the limitation if Japan takes remedial action.

Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to direct the Secretary of the Treasury to implement procedures for identifying social security benefit checks issued under title II which have not been negotiated within 12 months and to credit the appropriate social security trust fund on a monthly basis for the amount of all unnegotiated benefit checks drawn on such trust fund. Requires the Secretary to pay a benefit check presented for payment after it has been credited to one of the trust funds if it is otherwise proper. Authorizes appropriations to reimburse the Federal Old-Age and Survivors Insurance Trust Fund and the Federal Disability Insurance Trust Fund for the total amount of unnegotiated benefit checks.

Amends the Omnibus Budget Reconciliation Act of 1981 to extend by five months (until September 30, 1982) the period within which an individual must have become a full-time student at a postsecondary educational institution in order to receive, after July 1982, child's insurance benefits on the basis of student status under title II (Old Age, Survivors and Disability Insurance) of the Social Security Act.

Periodic Payment Settlement Act of 1982 - Amends the Internal Revenue Code to provide for an income tax exclusion of periodic payments of damages received on account of personal injury or sickness, whether paid by the individual originally liable for such damages or his assignee. Allows such assignee a business expense deduction for the payment of such damages.

Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to require the Secretary of Health and Human Services to prescribe annual adjustments to the formula for determining the primary insurance amount in order to ensure that the replacement rate for the primary insurance amount for January of the following year does not fall below a specified percentage.
