Provide Appropriate Tools Required to Intercept and Obstruct Terrorism (PATRIOT) Act of 2001 - Amends the Federal criminal code to: (1) apply a court order for a pen register or trap and trace devices to any person or entity providing wire or electronic communication service in the United States whose assistance may facilitate execution of the order; (2) allow a trap and trace device to identify the source (but not the contents) of a wire or electronic communication; (3) permit seizure of voice mail messages under a warrant; (4) make it lawful to intercept the wire or electronic communication of a computer trespasser in certain circumstances; (5) allow subpoenas for records of electronic communications to include temporarily assigned network addresses; (6) provide for nationwide service of search warrants for electronic evidence; and (7) permit electronic communication and remote computing service providers to make emergency disclosures to a governmental entity of customer electronic communications to protect life and limb. Amends the Foreign Intelligence Surveillance Act of 1978 to: (1) authorize 90-day orders of electronic surveillance and search warrants regarding non-U.S. persons under foreign intelligence surveillance; (2) require a court order approving an electronic surveillance to direct any person to furnish necessary information, facilities, or technical assistance in circumstances where the Court finds that the actions of the surveillance target may have the effect of thwarting the identification of a specified person; (3) require an application for an electronic surveillance order or search warrant to certify that a significant purpose (currently, the sole or main purpose) of the surveillance is to obtain foreign intelligence information; and (4) authorize the Director of the Federal Bureau of Investigation (FBI) (or designee) to apply for an court order requiring production of certain business records for foreign intelligence and international terrorism investigations. Makes it lawful for foreign intelligence information obtained as part of a criminal investigation to be provided to any Federal law-enforcement-, intelligence-, protective-, national-defense, or immigration personnel, or the President or Vice President. Repeals the requirement that the FBI Director (or designee) certify the existence of specific and articulable facts that a person or entity is believed to be a foreign power or its agent when requesting a wire or electronic communication service provider or consumer reporting agency to provide access to telephone toll, electronic communication, and other specified transactional records for counterintelligence purposes. Authorizes the President to: (1) block during an investigation any rights, power, or privilege with respect to, or transactions involving, any property in which any foreign country or foreign national has any interest; and (2) confiscate any property (subject to U.S. jurisdiction) of a foreign country, organization, or national against whom U.S. armed forces may be used pursuant to a statute authorizing use of force, or that has been involved in an armed attack against the United States. Amends the Immigration and Nationality Act to broaden the scope of aliens ineligible for admission and deportable due to terrorist activities. Defines "terrorist organization" as: (1) a designated foreign terrorist organization; or (2) a group of two or more individuals which engages in, or has a significant subgroup which engages in, specified terrorist-related activities. Provides for the mandatory detention until removal from the United States (regardless of any relief from removal) of an alien certified by the Attorney General as a suspected terrorist or threat to national security. Limits judicial review to habeas corpus proceedings in the United States District Court for the District of Columbia. Broadens visa information disclosure provisions. Authorizes appropriations for increased Border Patrol and Immigration and Naturalization Service (INS) personnel on the Canadian border. Provides for the sharing of certain FBI criminal history extracts with the Department of State and the INS. Provides for: (1) special immigrant status for certain alien victims of terrorist activities; and (2) humanitarian relief for certain surviving alien spouses and children of U.S. citizens killed by such activities. (Excludes terrorists or family members from such benefits.) Amends the Federal criminal code to: (1) extend the statute of limitations for Federal terrorism and specified other offenses without limit; (2) provide for alternative maximum penalties for terrorism crimes; (3) make the penalties for attempts and conspiracies the same as the penalties for terrorism offenses; (4) make specified terrorism crimes Racketeer Influenced And Corrupt Organizations (RICO) statute predicates; (5) prescribe penalties for knowing possession in certain circumstances of biological agents, toxins, or delivery systems, especially by certain restricted persons; (6) prescribe penalties for support of terrorism through expert advice or assistance, and for harboring any person known to have committed or to be about to commit a terrorism offense; (7) increase to $10,000 the minimum civil damages recoverable for violations of prohibitions against unlawful governmental access to or disclosure of stored wire and electronic communications and transactional records; (8) declare additional extraterritorial Federal jurisdiction over any Federal terrorism offense involving a U.S. national or directed at U.S. security or interests; and (9) establish Federal jurisdiction over crimes committed at U.S. facilities abroad. Amends the Federal Rules of Criminal Procedure to permit: (1) Federal magistrates in any district in which terrorism-related activities may have occurred to issue search warrants for searches within or outside the district; and (2) disclosure to specified Federal personnel of Federal grand jury matters pertaining to terrorism or national security. Qualifies a Federal terrorism offense for collection of DNA for identification. Establishes criminal penalties for: (1) interference with a Federal law enforcement agent engaged in specified protective functions of a special agent of the Department of State and the Foreign Service; and (2) conduct directed against an individual under the protection of such special agents. Amends Federal criminal law to: (1) extend money laundering penalties to the laundering of the proceeds of terrorism; and (2) subject to civil forfeiture all assets, foreign or domestic, of terrorist organizations. Amends the Internal Revenue Code to authorize the Secretary of the Treasury until January 1, 2004, to disclose to Federal law enforcement agencies, in accordance with specified requirements, tax return information that may be related to terrorism and national security investigations, including the Department of Justice, Department of the Treasury, and Federal intelligence agencies for use by officers and employees (including State or local law enforcement personnel part of a Federal team) who are personally and directly engaged in such an investigation or response. Provides for tax return information disclosures pursuant to an ex parte order by a Federal district court judge or magistrate. Amends Federal criminal law to subject to U.S. extraterritorial jurisdiction any fraud and related activity in connection with access devices (e.g., credit cards). Provides for emergency funding of specified Office of Justice programs, rewards by the Attorney General and the Department of State, Immigration and Naturalization Service overtime. Urges a $25 million State Department reward for Osama bin Laden and other leaders of the September 11 attacks. Amends the Reclamation Recreation Management Act of 1992 to set criminal penalties for violation of security regulations for reclamation dams, facilities, and resources. Authorizes certain officer and employees within a Reclamation project or on Reclamation lands to carry firearms, make arrests, issue warrants, and conduct investigations. Authorizes the FBI Director to expedite the employment of translators to support counterterrorism investigations and operations without regard to applicable Federal personnel requirements and limitations, but subject to necessary security requirements. Directs the Inspector General of the Department of Justice to appoint a Deputy Inspector General for Civil Rights, Civil Liberties, and the FBI to review allegations of abuse of civil rights, civil liberties, and racial and ethnic profiling by government employees and officials.

Requires the official functions of the United States (meaning, in this case, the States and the District of Columbia) to be conducted in English. Requires a uniform English language rule for U.S. naturalization, and all naturalization ceremonies to be conducted in English. Sets forth exceptions to and rules of construction for such requirements. Amends specified Federal law to declare, as a general rule of construction, that English language requirements and workplace policies, whether in the public or private sector, shall be presumptively consistent with the Laws of the United States. Requires the Department of Justice to issue for public notice and comment a proposed rule for uniform testing of English language ability of candidates for naturalization, based upon the principles that: (1) all citizens should be able to read and understand generally the English language text of the Declaration of Independence, the Constitution, and the Laws of the United States; and (2) any exceptions to this standard should be limited to extraordinary circumstances, such as asylum.

States that Congress consents to the Southern Dairy Compact entered into by Alabama, Arkansas, Georgia, Kansas, Kentucky, Louisiana, Mississippi, Missouri, Oklahoma, North Carolina, South Carolina, Tennessee, Virginia, and West Virginia. States that only Florida, Nebraska, and Texas may join such Compact. Limits price regulatory authority to Class I fluid milk unless otherwise consented to by the Congress. Provides for Commodity Credit Corporation compensation. Sets forth the Southern Dairy Compact. States that Congress consents to: (1) the Pacific Northwest Dairy Compact proposed for California, Oregon, and Washington; and (2) the Intermountain Dairy Compact proposed for Colorado, Nevada, and Utah. Limits price regulatory authority to Class I fluid milk. Provides for Corporation compensation. States that such Compacts shall be the same as the Southern Dairy Compact with specified differences.

Small Business Health Fairness Act of 2001 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) to revise provisions relating to access and choice for small business employers with respect to medical care for their employees. Establishes rules governing association health plans (group health plans whose sponsors are trade, industry, professional, chamber of commerce, or similar business associations), including requirements relating to certification, sponsors and boards of trustees, participation, coverage, plan documents, contribution rates, benefit options, applications for certification, notice for voluntary termination, corrective actions, and mandatory termination. Requires association health plans which provide health benefits in addition to health insurance coverage to maintain certain reserves and comply with other solvency provisions. Directs the Secretary of Labor to apply for appointment, and carry out specified duties, as trustee of any such insolvent association health plans which provide health benefits in addition to health insurance coverage. Allows a State to impose a contribution tax on any association health plan commencing operations in such State after the enactment of this Act. Requires association health plans to include in their summary plan descriptions, in connection with each benefit option, a description of the form of any solvency or guarantee fund protection secured under ERISA or applicable State law. Revises provisions relating to treatment of: (1) single employer arrangements; and (2) certain collectively bargained arrangements. Sets forth provisions for association health plans with respect to: (1) enforcement; (2) cooperation between Federal and State authorities; and (3) treatment of certain existing health benefit programs.

Federal Prison Industries Competition in Contracting Act of 2001 - Amends the Federal criminal code to replace provisions regarding the purchase of prison-made products by Federal departments with provisions establishing a Government-wide procurement policy relating to purchases from Federal Prison Industries (FPI) which shall generally require the use of competitive procedures. Requires FPI to comply with Federal occupational, health, and safety standards regarding its industrial operations. Requires that an analysis of the probable impact of a proposed expansion of inmate-work activities by FPI on private sector firms and their non-inmate workers be made whenever FPI proposes to authorize the sale of a new specific product or service or to expand production of a current product or service. Provides for inmate wages and deductions. Amends the Federal judicial code regarding the Department of Justice Assets Forfeiture Fund to authorize payments to the Bureau of Prisons exclusively for the purpose of providing additional vocational and remedial educational training for inmates. Amends the Federal criminal code to require that not less than 20 percent of the gross profits of the corporation at the end of each fiscal year be allocated to fund vocational training for inmates. Requires the Director of the Bureau to afford to inmates opportunities to participate in programs and activities designed to help prepare such inmates to obtain employment upon release. Authorizes FPI to: (1) locate more than one workshop at a Federal correctional facility; and (2) operate a workshop outside of a correctional facility if all of participating inmates are minimum security inmates.

Assure Access to Mammography Act of 2001 - Amends the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000 to delay until 2003 the inclusion of payment for screening mammography in the Medicare physician fee schedule. Amends title XVIII (Medicare) of the Social Security Act to provide for a change in the payment amount for screening mammography performed in 2002 under Medicare. Provides that, for cost reporting periods between October 1, 2001, and October 1, 2006, in applying the limitations regarding the total number of full-time equivalent residents in the field of allopathic or osteopathic medicine under Medicare for a hospital, the Secretary of Health and Human Services shall not take into account a maximum of three residents in the field of radiology to the extent the hospital increases the number of radiology residents above the number of such residents for the hospital's most recent cost reporting period ending before October 1, 2001. Amends the Public Health Service Act to revise authorization of appropriations and allocation provisions with regard to interdisciplinary, community-based linkages, with changes establishing a specified authorization of appropriations for FY 2002 and a specified amount to be available for awards of grants and contracts under provisions on allied health and other disciplines. Directs the Comptroller General to study: (1) the relative value units established by the Secretary of Health and Human Services under the Medicare physician fee schedule for physicians' services that are gender-specific; and (2) adjustments to payment amounts under the prospective payment system for inpatient hospital services and for covered skilled nursing facility services that are gender-specific. Directs the Medicare Payment Advisory Commission to study the relative value units established by the Secretary under the such fee schedule for screening services that are reimbursed under it.

Military Overseas Voter Empowerment Act of 2001 - Amends the Soldiers' and Sailors' Civil Relief Act of 1940 to provide that, for purposes of voting for a Federal or State office, a person who is absent from a State in compliance with military or naval orders shall not, solely by reason of that absence be deemed to have: (1) lost a residence or domicile in that State, without regard to whether or not the person intends to return to that State; (2) acquired a residence or domicile in any other State; or (3) become a resident in or a resident of any other State. Amends the Uniformed and Overseas Citizens Absentee Voting Act to provide for: (1) extension of registration and balloting rights for absent uniformed services voters to State and local elections; (2) treatment of applications and absentee ballots submitted by absent uniformed services voters; and (3) coverage of recently separated uniformed services voters as absent uniformed services voters. Directs the Secretary of Defense to carry out a demonstration project under which absent uniformed services voters are permitted to cast ballots in the regularly scheduled general election for Federal office for November 2002 through an electronic voting system.

States that for purposes of determining any increase, there shall be excluded any increase resulting from the lowering of an effective rate of any tax. Requires journal entry of any vote. Permits the waiver of such requirement, for up to two years, if there is a declaration of war or if the United States is engaged in a military conflict which causes an imminent and serious threat to national security and is so declared by a joint resolution which becomes law.

Requires the Railroad Retirement Board (RRB) to calculate the ratio of assets to benefits to determine annual tier II tax rates for employers, employee representatives, and employees. Amends the Internal Revenue Code to exempt the Fund from taxation. Repeals a supplemental annuity tax that railroad employers pay to finance a benefit for long-time rail employees. Provides for adjustments to railroad employers, employee representatives, and employee tier II tax rates.
