Allows a repayment period for refinancing loans of 40 years for real estate loans, 12 years for equipment loans, and five years for operating loans. Defers the first payment for the interest and principal of such loans for five years for real estate loans, for three years for equipment loans, and for two years for operating loans.

Agricultural Trade Act - Title I: Establishment of United States Agricultural Trade Offices - Amends the Agricultural Act of 1954 to direct the Secretary of Agriculture to establish abroad not less than six nor more than 25 United States Agricultural Trade Offices, for the purpose of developing, maintaining, and expanding international markets for United States agricultural commodities. Title II: Intermediate Commercial Credit - Amends the Commodity Credit Corporation Charter Act to require the Corporation to finance, under its export credit sales program, export sales of agricultural commodities out of its own private stocks on credit terms in excess of three years, but not more than ten years. Title III: Reorganization - Establishes in the Department of Agriculture: (1) an Assistant Secretary for Commodity Programs, to perform duties related to agricultural stabilization and conservation; and (2) an Under Secretary for International Affairs to perform duties related to foreign agriculture. Title IV: Agricultural Counselors - Amends the Agricultural Act of 1954 to change the title of Agricultural Attaches to Agricultural Counselors, and to require each Counselor to submit to the Secretary an annual report detailing the social, political and economic factors affecting agriculture and agricultural trade in the country or area to which such Counselor is assigned. Title V: General Provisions - Requires the Secretary to transmit to Congress annual reports on the activities and accomplishments of the Department, especially those of the United States Agricultural Trade Offices, in developing, maintaining, and expanding foreign markets for United States agricultural commodities.

Amends the Social Security Act to direct the Secretary of Health, Education, and Welfare to require all hospitals, skilled nursing facilities, and intermediate care facilities which participate in programs under Titles XVIII (Medicare) and XIX (Medicaid) of such Act to adopt and make public a statement of the rights and responsibilities of patients in the care of such facilities. Directs the Secretary to require that such statements establish specified guarantees including guarantees: (1) that the patient's civil and religious liberties will not be infringed; (2) that the patient has the right to private communications with his physician, attorney, or any other person; (3) that the patient has the right to conjugal visits; (4) that the patient has the right to have privacy in treatment, in caring for personal needs, and confidentiality in the treatment of personal and medical records; (5) that the patient has the right to notice and a hearing before being transferred or discharged from a facility; and (6) that the patient has such other rights as the Secretary deems appropriate. Directs the Secretary to require each facility to provide each patient and staff member with a copy of the statement of rights and the enforcement procedures and remedies available to patients, and requires further that each facility adopt a written plan for implementing such rights. Requires the Secretary to establish procedures for processing patients complaints and for the enforcement of patients' rights. Requires appropriate State agencies to investigate patients' complaints and to file a written report within 20 days disposing of such complaints. Imposes a fine, not to exceed $500 for each violation, upon a facility found in violation of patients' rights. Allows a patient to bring an original action in U.S. district court to enforce guaranteed rights. Authorizes the Attorney General of any State or of the United States to bring an action in U.S. district court or State court to enforce payment of fines imposed upon facilities found in violation of patients' rights. Provides that damages awarded to patients shall not constitute income or resources for purposes of determining eligibility under Medicaid or any Federal or Federally assisted program which conditions eligibility upon income or resources.

Consumer Representation and Reorganization Act - Establishes as an independent agency within the executive branch an Office of Consumer Representation to be headed by an Administrator appointed by the President by and with the consent of the Senate. Requires the Administrator to transmit to the Congress and the President by February 1 of each year a report on the activities and accomplishments of the Office during the preceding calendar year including a summary of consumer complaints received and actions taken thereon. States the functions of the Office, including to: (1) represent the interests of consumers before Federal agencies and courts to the extent authorized by this Act; (2) encourage and support research, studies, and testing leading to a better understanding of consumer products and improved products, services and consumer information; (3) submit recommendations annually to the Congress and the President on measures to improve the operation of the Federal Government in the protection and promotion of the interests of consumers; (4) cooperate with State and local governments and private enterprise in the promotion and protection of the interests of consumers; and (5) publish and distribute material to inform consumers and Congress of matters of interest to the consumer. Authorizes the Administrator, whenever the result of any Federal agency proceeding or activity may substantially affect an interest of consumers, to intervene as a party or otherwise participate in representing the interests of consumers. Directs the Agency to receive, evaluate, develop, act on, and transmit complaints to the appropriate Federal or non-Federal entities concerning actions or practices which may be detrimental to the interests of consumers. Requires the Agency to maintain a public document room containing an up-to-date listing of all signed consumer complaints of any significance arranged in meaningful and useful categories together with annotations of Agency actions. Requires the Office to gather and disseminate to the public information concerning: (1) the functions and duties of the Office; (2) consumer products and services; (3) problems encountered by consumers; and (4) notices of Federal hearings, proposed and final rules, and other pertinent activities of Federal agencies. Directs the Office to encourage and support, through both public and private entities, the development and application of information on consumer products and services. Authorizes Federal agencies to perform, at the request of the Administrator, tests regarding products, services, or any matter affecting the interests of consumers. Authorizes each Federal agency, upon the written request of the Administrator, to furnish or allow access to all documents, papers, and records in its possession which the Administrator deems necessary for the performance of his functions. Requires every Federal agency, in considering any action which may substantially affect the interest of consumers, to notify the Agency of such action. Transfers to the Office of Consumer Representation the functions, funds, records, and property of other Federal offices the duties of which now fall within what this Act designates as the jurisdiction of the Office of Consumer Representation. Requires the Director of the Office of Management and Budget to report to Congress functions performed by Federal programs which overlap, duplicate, or conflict with the functions performed by the office. Terminates the Office of Consumer Representation five years after the effective date of this Act.

Domestic Violence Prevention and Treatment Act - Directs the Secretary of Health, Education, and Welfare, acting through the Director of the National Institute of Mental Health, to establish a grant program designed to support projects which: (1) develop methods for the identification, prevention, and treatment of domestic violence; and (2) provide for family rehabilitation and support, and for emergency shelter and protection for individuals who are threatened by domestic violence. Directs the Director to establish a national information and resource clearinghouse to collect, analyze, prepare, and disseminate information relating to domestic violence. Requires the Director, in cooperation with the Administrator of Law Enforcement Assistance and the head of any other Federal agency involved with domestic violence, to study state laws, practices, and policies relating to domestic violence. Requires the Director to annually review the effectiveness of projects carried out under this Act and to report the findings to the Secretary. Directs the Secretary to transmit each such report to the President and to each House of Congress.

Veterans Health Care Amendments Act

Veterans Health Care Amendments Act - Requires the Administrator of Veterans' Affairs to furnish initial readjustment professional counseling (including a general mental and psychological assessment) for any veteran with readjustment problems who requests such aid within four years after his discharge or release from service, or within two years after enactment of this Act, whichever is later. Requires further mental health services on an outpatient basis if a physician employed by the Veterans' Administration determines on the basis of initial counseling that such services are necessary for the veteran's successful readjustment. Directs the Chief Medical Director to provide for the training of professional, paraprofessional, and lay personnel necessary to carry out such programs. Directs the Administrator to ensure that all potentially eligible veterans are advised of such potential eligibility. Authorizes the Administrator to provide a preventive health care program to ensure the best possible health care for veterans with service-connected disabilities. Directs the Administrator to provide for a health maintenance pilot program to demonstrate the medical advantages and cost-effectiveness of furnishing comprehensive preventive health care services to veterans with varied types and degrees of service-connected disabilities. Requires a comprehensive annual report to Congress on such programs. Requires the Administrator to carry out programs providing inpatient and outpatient treatment and rehabilitation services on a nationwide basis to eligible veterans suffering from alcohol or drug dependence or abuse disabilities. Directs the Administrator to assist the Secretary of Labor in providing veterans receiving such treatment with appropriate job and training opportunities. Requires the Administrator, when an applicant for such treatment has received a less than honorable discharge from the armed services, to advise such applicant of his right to apply for review and correction of such discharge. Requires the provision of such services to eligible veterans who are charged with or convicted of any criminal offense and who are not confined and not required to participate in such a treatment program; and permits provision of such services, under specified conditions, to eligible veterans similarly charged or convicted, if a court does require participation in such a program. Allows a member of the active armed services with alcohol or drug problems to transfer to any Veterans' Administration facility for treatment within the last 30 days of such member's tour of duty. Directs the Secretary of Health, Education and Welfare and the Administrator to coordinate the Professional Standards Review program carried out under part B of title XI (General Provision) of the Social Security Act and the comparable programs carried out by the Department of Medicine and Surgery to assess the quality of patient care in Veterans' Administration health care facilities. Requires the Chief Medical Director, through the Administrator, to report to Congress on the effectiveness of such coordination. Requires the Chief Medical Director to report to Congress, not later than three months after the end of each fiscal year, on all activities in which he or a designee, as a representative of the Veterans' Administration, has participated in an advisory or coordinating capacity with respect to programs carried out by the executive branch.

Federal Emergency Assistance and Preparedness Act - Establishes the Federal Emergency Assistance and Preparedness Administration headed by a Director who shall be a permanent member of the National Security Council. Requires the Director to establish within the Administration the Offices of Disaster Assistance, Emergency Preparedness, and Program Evaluation, and an Emergency Information Center. Requires the Administration to implement and coordinate all Federal disaster assistance and emergency preparedness programs; develop policies with respect to industrial mobilization and economic readiness for emergencies relating to the national defense, undertake research and development to improve programs under its cognizance six; and to gather data on natural, economic, and other phenomena for predicting and planning for industrial and economic mobilization and emergencies and disasters. Directs the Director to make such collected data available to the public and to provide such data to States and localities on a regular basis. Requires the heads of Federal agencies with jurisdiction over any program relating to emergency preparedness or disaster assistance to report annually to the Director on the status of such program. Requires the Director to coordinate such programs with States and localities participating in or applying for such assistance. Transfers to the Administration the functions and authorities of specified agencies respecting programs within the Administration's jurisdiction. Requires the Administration to report annually to Congress. Extends until September 30, 1980, the termination dates of specified provisions of the Federal Civil Defense Act, including those which empower the President to declare a civil defense emergency.
