Clean Air and Water Preservation Act of 2001 - Amends the Clean Air Act to prohibit the use of methyl tertiary butyl ether (MTBE) as a fuel additive. Makes such prohibition effective three years after this Act's enactment date. Amends the Safe Drinking Water Act to require the Administrator to amend certain guidelines to require State source water assessment programs to be revised to prioritize groundwater areas and aquifers that have been contaminated, or are most vulnerable to contamination, by MTBE. Revises the oxygen content requirement for reformulated gasoline under the Clean Air Act to require the oxygen content to equal or exceed an average of two percent by weight (currently, equal or exceed two percent by weight). Invalidates Federal regulations that establish a per-gallon minimum oxygen content (percent, by weight). Limits the hydrocarbon content of reformulated gasoline to the average content of such gasoline sold in covered nonattainment areas during the year 2000. Expresses the sense of Congress that the United States should promote renewable ethanol to replace MTBE and encourage oil refiners to make the transition from MTBE-blended fuel to ethanol-blended fuel as soon as possible.

Persian Gulf War Illness Compensation Act of 2001 - Amends a veterans' benefits program of compensation for disabilities occurring in veterans of the Persian Gulf War to: (1) require such disabilities, to be compensable, to occur before December 31, 2011, or such later date as prescribed by the Secretary of Veterans Affairs; (2) define an "undiagnosed illness" in such veterans as one manifested by specified symptoms or signs the cause, etiology, or origin of which cannot be specifically and definitely identified; and (3) include an undiagnosed illness having such a symptom or sign within the presumption of being service-connected and therefore treatable as a service-connected disability.

Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to modify the formula for determining the amount of reduced monthly OASDI benefits payable to a spouse, surviving spouse, or parent receiving monthly payments from a Federal or State pension plan. Declares that such benefit reductions shall be equal to the lesser of: (1) the amount by which the total amount of the combined monthly benefit (before reduction) and monthly pension exceeds $1,200, adjusted for inflation; or (2) an amount equal to two-thirds of the amount of any such monthly pension plan payment.

Straight Talk on Social Security Act of 2001 - Amends the Social Security Act to require Social Security account statements to contain additional information, such as a statement of the current Social Security tax rates applicable to wages and self-employment income, including an indication of the combined total of such rates of employee and employer taxes with respect to wages.

Foreign Truck Safety Act - Amends Federal transportation law to prohibit foreign commercial motor vehicles that enter the United States along the U.S.-Mexico border from operation in the United States by a foreign motor carrier or a foreign motor private carrier unless such vehicles have passed, in the 12-month period preceding entry into the United States, a federally-ordered safety equipment inspection. Authorizes the Secretary of Transportation or a State to impose and collect a fee on such carriers to cover the costs of such inspections.

Clean Water Infrastructure Financing Act of 2001 - Amends the Federal Water Pollution Control Act to remove certain requirements for States with respect to construction of treatment works under capitalization grant agreements. Directs the Administrator of the Environmental Protection Agency to assist States in establishing simplified procedures for small water systems to obtain assistance under the Act. Requires revolving funds to be used only for providing assistance for activities which have as a principal benefit the improvement or protection of water quality of navigable waters. Provides for an extended repayment period and additional subsidization with respect to loans made to financially distressed communities from revolving funds. Reauthorizes appropriations for FY 2002 through 2006 for the revolving fund program.

Farm and Ranch Risk Management Act - Amends the Internal Revenue Code to allow an individual engaged in an eligible farming or commercial fishing business a deduction for any taxable year of up to 20 percent of taxable income attributable to the eligible farming or commercial fishing business which was paid in cash by the taxpayer to a Farm and Ranch Risk Management Account (FARRM Account). Includes distributions from a FARRM account in the taxpayer's gross income, and subjects to a special ten percent surtax any distributions not made within five years of contribution. Establishes a tax on excess contributions, but exempts the taxpayer from the tax on certain prohibited transactions.

Middle Income Home Heating Assistance Act of 2001 - Amends the Internal Revenue Code to allow a refundable income-based credit of up to $500 per year for specified natural gas costs incurred for residential heating. Requires persons supplying natural gas at the retail level to provide consumers, upon request, with sufficient information to determine eligibility for, and the amount of, such credit.

Social Security and Medicare Lock-Box Act of 2001 - Amends the Congressional Budget Act of 1974 to provide a point of order against consideration of any: (1) budget resolution that sets forth a surplus for any fiscal year that is less than the surplus of the Federal Hospital Insurance Trust Fund for such year; or (2) legislation that would cause any surplus to be less than the Fund surplus for the covered fiscal year. Makes the point of order described in (2) above inapplicable to social security or Medicare reform legislation. Requires any Federal budget submitted by the President that recommends an on-budget surplus for any fiscal year that is less than the surplus of the Fund for such year to include a proposal for social security or Medicare reform legislation. Makes this Act inapplicable upon the enactment of social security and Medicare reform legislation. Defines "social security reform legislation" and "Medicare reform legislation" as a bill or joint resolution to save social security or Medicare, respectively, that specifies that it constitutes reform legislation.

MTBE Elimination Act - Expresses the sense of Congress that the Administrator of the Environmental Protection Agency (EPA) should provide technical assistance, information, and matching funds to help local communities test drinking water supplies and remediate drinking water contaminated with methyl tertiary butyl ether (MTBE). Amends the Toxic Substances Control Act to prohibit, three years after the enactment of the MTBE Elimination Act, the use of MTBE as a fuel additive. Establishes an MTBE research grants program within EPA. Directs the Administrator to promulgate rules requiring a .5 pounds per square inch Reid vapor pressure allowance for all reformulated gasoline containing 3.5 percent oxygen by weight to account for the impact of reduced carbon monoxide emissions on ozone air quality. Provides that any additional volatile organic compound emissions resulting from the use of such gasoline should be deemed to be fully offset and not calculated in determining compliance with certain Clean Air Act provisions dealing with reasonable further progress plans or demonstrations.

Directs the Secretary of the Interior to: (1) purchase the Ronald Reagan Boyhood Complex in Dixon, Illinois, and related personal property; (2) designate the Complex as the Ronald Reagan Boyhood Home National Historic Site; (3) enter into a cooperative agreement with the Ronald Reagan Boyhood Home Foundation for the management, operation, and use of the Site; and (4) complete a general management plan for the Site.

Social Security Lock-box Act of 2001 - Amends H. Con. Res. 290 (106th Congress) to replace a point of order in the House of Representatives or the Senate against consideration of any revision of such resolution or any concurrent budget resolution for FY 2002 that sets forth a deficit for any fiscal year with one that provides a point of order against consideration of: (1) any budget resolution that sets forth a surplus for any fiscal year that is less than the surplus of the Federal Old-Age and Survivors Insurance Trust Fund for such year; and (2) legislation that would cause the surplus for any fiscal year covered by the most recently agreed to budget resolution to be less than the surplus of the Fund for such year. Establishes the levels of surplus for purposes of enforcing the preceding points of order.

Retired Pay Restoration Act of 2001 - Permits retired members of the armed forces with service-connected disabilities to be paid both military retired pay and veterans' disability compensation. Repeals a special compensation program for certain severely disabled military retirees.

Armed Services Absentee Ballot Act of 2001 - Prohibits a State from refusing to count a ballot submitted in an election for Federal office by an absent uniformed services voter on the grounds that the ballot was improperly or fraudulently cast, unless the State finds clear and convincing evidence of fraud in the preparation or casting of the ballot by the voter. Directs the Secretary of Defense to prepare and submit to Congress a plan for establishing a uniform electronic voting system for the use of absent uniformed services voters in elections for Federal office.

Postmasters Fairness and Rights Act of 2001 - Amends Federal law to prescribe guidelines within which the Postal Service shall propose changes in pay policies, schedules, and fringe benefit programs affecting postmasters which are to be in effect during the period covered by a collective bargaining agreement between the Postal Service and certain recognized bargaining representatives. Grants certain qualified postmasters' organizations the right to participate in program planning and development pertaining to pay policies, schedules, and fringe benefits.

Keeping Our Promises to Special Education Act of 2001 - Amends the Individuals with Disabilities Education Act (IDEA) to authorize funding to reach the Federal Government's goal of providing 40 percent of the national average per pupil expenditure to assist States and local educational agencies with the excess costs of educating children with disabilities. Authorizes appropriations for IDEA part B programs of assistance for education of all children with disabilities, in specified amounts for FY 2002 through 2006, and as necessary thereafter.

Keep Our Promise to America's Military Retirees Act - Amends Federal employee provisions to include the following as an employee, for purposes of authorized enrollment under the Federal Employees Health Benefits (FEHB) Program: (1) a member of the armed forces who began service before June 7, 1956, and retired after a minimum of 20 years of such service or by reason of a service-connected disability; and (2) the surviving widow or widower of such member. Directs the Secretary of Defense to enter into an agreement with the Office of Personnel Management to provide FEHB coverage to the following eligible beneficiaries: (1) a member or former member entitled to military retired or retainer pay; (2) an unremarried former spouse who was married to a member for at least 20 years, during which such member performed at least 20 years of retirement-creditable military service; (3) a dependent of a deceased qualifying member or former member; (4) a dependent of a living member or former member; and (5) a family member.

Agricultural Market Access and Development Act of 2001 - Amends the Agricultural Trade Act of 1978 to increase specified funding caps for the market access program. Authorizes and sets forth the conditions under which unexpended Commodity Credit Corporation export enhancement program funds may be used for market access or development programs. Establishes specified minimum funding amounts for the foreign market development cooperator program.

Younger Americans Act - Sets forth a national youth policy to assure that all youth have access to the full array of core resources, including: (1) ongoing relationships with caring adults; (2) safe places with structured activities in which to grow and learn; (3) services that promote healthy lifestyles, including those designed to improve physical and mental health; (4) opportunities to acquire marketable skills and competencies; and (5) opportunities for community service and civic participation. Establishes in the Executive Office of the President: (1) the Office of National Youth Policy ; (2) a Director of the Office; and (3) the Council on National Youth Policy within the Office. Directs the Associate Commissioner of the Family and Youth Services Bureau of the Administration on Children, Youth, and Families in the Department of Health and Human Services to make block grant allotments to States for State and community programs for youth to assure access to the five core resources listed in the national youth policy. Provides for reservations of funds for Native American organizations, outlying areas, and Federal discretionary programs to respond to needs of youth in correctional and other out-of-home settings, high poverty areas, rural areas, and other high-risk situations. Sets forth requirements for State agencies, planning and mobilization areas, distribution of funds for State activities and local allocations, community boards and area agencies on youth, area plans, grants and contracts to eligible entities, and youth development program activities. Authorizes awarding of grants and contracts to eligible entities for specified evaluation, education and training, research, and dissemination activities. Directs the Associate Commissioner to: (1) develop and establish systems for evaluating activities under this Act, and for providing education and training of personnel of States, area agencies, and community boards to work with youth; and (2) conduct an independent biennial evaluation of the impact of programs assisted under this Act and other initiatives to promote positive youth development.

Community Protection Act of 2001- Amends the Federal criminal code to authorize qualified law enforcement officers (including qualified retired officers) carrying the photographic identification issued by the governmental agency for which the individual is, or was, employed as a law enforcement officer, notwithstanding State or local laws, to carry a concealed firearm that has been shipped or transported in interstate or foreign commerce. Specifies that this Act shall not be construed to supersede or limit the laws of any State that: (1) permit private persons or entities to prohibit or restrict the possession of concealed firearms on their property; or (2) prohibit or restrict the possession of firearms on any State or local government property, installation, building, base, or park.

Amends the Federal Food, Drug, and Cosmetic Act to require the wholesale distributor of certain drugs who is not the manufacturer or an authorized distributor of record for a calendar year (currently, the language "for a calendar year" is not in the Act) of a drug to provide to the recipient of the drug a statement identifying each prior sale, purchase, or trade of such drug.

Social Security Benefits Tax Relief Act of 2001 - Amends the Internal Revenue Code to repeal the 85 percent (second tier) taxation of Social Security and Railroad Retirement benefits. Appropriates, from the general fund, to the Hospital Insurance Trust Fund amounts equal to the reduction in revenue lost because of the repeal. Requires an annual report concerning the funds transferred from the general fund to the Trust Fund.

Firearms Heritage Protection Act of 2001 - Prohibits civil actions from being brought against a manufacturer or seller of a firearm or ammunition, or a component thereof, that has been shipped or transported in interstate or foreign commerce (a firearm), or a trade association of such manufacturers or sellers, for damages resulting from the criminal or unlawful misuse of a firearm. Requires dismissal of any such action that is pending on the date of this Act's enactment. Specifies exceptions with respect to actions against persons who transfer a firearm knowing that it will be used to commit a crime of violence or a drug trafficking crime, or actions brought against a seller for negligent entrustment or negligence per se.
