Suspend ACORN Certification Act of 2009 - Requires the Inspector General of the Department of Housing and Urban Development (HUD), with respect to the Association of Community Organizations for Reform Now (ACORN) or any of its specified related affiliates (covered organizations), to: (1) audit all assistance within HUD jurisdiction provided to ACORN at any time; (2) determine whether each such covered organization has used the assistance in accordance with all laws, regulations, and other terms and conditions; and (3) publish such determination in the Federal Register. Bars covered organizations from being approved, certified, or authorized under the Housing and Urban Development Act of 1968 or otherwise to provide housing counseling in connection with any HUD program or to receive HUD assistance for housing counseling activities unless and until the Inspector General has made a determination, pursuant to such audit, that all such recipients of the assistance have used all of it in accordance with its terms and conditions. Prohibits the HUD Secretary from providing any assistance within HUD jurisdiction for housing counseling activities to a covered organization unless and until the Inspector General has made such determination.

Amends Internal Revenue Code provisions relating to the first-time homebuyer tax credit to: (1) extend such tax credit through May 31, 2010; (2) extend through December 31, 2009, the date until which purchases of a principal residence may be treated as made on December 31, 2008, for tax purposes; and (3) extend through May 31, 2010, the waiver of recapture requirements for residences purchased after December 31, 2008. Rescinds certain discretionary appropriations made available by division A of the American Recovery and Reinvestment Act of 2009 to cover the cost of this Act.

Teacher Tax Relief Act of 2009 - Amends Internal Revenue Code provisions relating to the tax deduction for the expenses of elementary and secondary school teachers to: (1) increase the maximum dollar amount of such deduction to $500; (2) allow the deduction of professional development expenses; and (3) make such deduction permanent.

Home Buyer Tax Credit Act of 2009 - Amends the Internal Revenue Code to replace the current tax credit for first-time homebuyers with a one-time credit for 10% of the purchase price of a principal residence, up to $15,000. Requires the repayment of such credit if the taxpayer sells or fails to occupy the residence within 24 months after the date of purchase. Rescinds certain discretionary appropriations made available by division A of the American Recovery and Reinvestment Act of 2009 to cover the cost of this Act.

National Forest Roadless Area Conservation Act - Identifies roadless areas within the National Forest System set forth in specified maps as National Forest Inventoried Roadless Areas, and directs the Secretary of Agriculture to manage such Areas to maintain their roadless character. Authorizes the Forest Service to modify such maps for the sole purpose of improving their accuracy or inclusiveness. Requires any substantial modification of those maps to be made through the national forest management planning process and documented in an environmental impact statement.

Transparency and Executive Accountability Act - Amends the Ethics in Government Act of 1978 to require individuals subject to financial disclosure filing requirements by virtue of an appointment to a position in the Executive Office of the President to file required reports with the Director of the Office of Government Ethics (curently, with the ethics official of the individual's employing agency).

Defund ACORN Act - Prohibits any federal contract, grant, cooperative agreement, or other form of agreement from being awarded to, any federal funds in any other form from being provided to, or any federal employee or contractor from promoting any organization that: (1) has been indicted for a violation under any federal or state law governing the financing of a campaign for election for public office or any law governing the administration of such an election, including a voter registration law; (2) had its state corporate charter terminated due to its failure to comply with federal or state lobbying disclosure requirements; (3) has filed a fraudulent form with any federal or state regulatory agency; or (4) employs, has under contract, or retains to act on its behalf any individual who has been indicted for a violation under federal or state law relating to an election for federal or state office. Identifies, specifically, the Association of Community Organizations for Reform Now (ACORN) and any affiliate as such an organization. Requires the Federal Acquisition Regulation to be revised to carry out provisions of this Act relating to contracts.

Sunset All Czars Act or the SAC Act - Prohibits appropriated funds from being used to pay salaries or expenses of any task force, council, or similar office established by or at the direction of the President, if the head of such entity is a Czar. Defines a "Czar" as an entity head who: (1) is appointed (on other than an interim basis) without the Senate's advice and consent; (2) is excepted from the competitive service by reason of the confidential, policy-determining, policy-making, or policy-advocating character of the position; (3) performs or delegates functions that would otherwise be performed or delegated by an individual appointed by the President with the Senate's advice and consent; and (4) does not have an existing removal date established at the direction of the President or through an authorization of Congress. Requires that by December 31, 2009, any Czar who is not appointed by a former President or the incumbent President, with the Senate's advise and consent, be removed from his or her position.

Everyone Deserves Unconditional Access to Education (EDUCATE) Act - Amends the Individuals with Disabilities Education Act (IDEA) to reauthorize and make appropriations for the grant program to assist states and outlying areas in providing special education and related services to children with disabilities. Sets the amount to be authorized and the amount to be appropriated for each fiscal year from FY2010-FY2015 as the greater of: (1) a specified amount; or (2) a specified percentage of an amount determined pursuant to a formula that multiplies the number of children receiving special education services by the average per-pupil expenditure in public elementary and secondary schools. Authorizes appropriations for FY2016 and thereafter that equal 40% of the amount determined using such formula. Makes appropriations for FY2016 and thereafter that are determined by subtracting a specified amount from the amount authorized. Requires amounts appropriated to be expended consistent with pay-as-you-go requirements.

Urges: (1) the President to issue a report clearly outlining the responsibilities, qualifications, and authorities of the special assistants he has appointed (commonly referred to as "czars") and to certify to Congress that such czars will not assert powers other than those granted by statute to a commissioned officer on the President's staff; and (2) Congress to hold hearings on such report and certification within 30 days.

Veterinarian Services Investment Act - Amends the National Agricultural Research, Extension, and Teaching Policy Act of 1977 to direct the Secretary of Agriculture (USDA) to carry out a grant program to develop, implement, and sustain veterinary services and relieve veterinary shortage situations.

Mitochondrial Medicine Research and Treatment Enhancement Act - Amends the Public Health Service Act to establish within the Office of the Director of the National Institutes of Health (NIH) an Office of Mitochondrial Medicine (OMM). Requires the OMM Director to develop, make publicly available, implement, and biennially update a written plan to facilitate research into mitochondrial medicine. Sets forth as plan objectives: (1) improving coordination of research related to mitochondrial medicine among the national research institutes and between NIH and outside researchers; (2) providing training to research scientists and health professionals engaged in research related to mitochondrial medicine; (3) providing training to health care providers regarding the diagnosis of mitochondrial disease and dysfunction; and (4) establishing scientific review groups with expertise in mitochondrial medicine to oversee relevant research projects in NIH. Requires the OMM Director to award at least five grants, annually, for each of the following: (1) integrated, multi-project research programs related to mitochondrial medicine; and (2) planning activities associated with such programs. Authorizes the Director to award grants to institutions or consortiums of institutions to establish Mitochondrial Medicine Centers of Excellence to promote interdisciplinary research and training related to mitochondrial medicine. Requires the Director to establish: (1) a national registry for the maintenance and sharing for research purposes of medical information collected from patients with mitochondrial disease or dysfunction; and (2) a national biorepository for the maintenance and sharing for research purposes of tissues and DNA collected from such patients.

Amends the Internal Revenue Code to allow employers a tax credit to develop and implement a wellness program that: (1) conducts health risk assessments for each program participant; (2) offers annually at least two preventive services recommended by the U.S. Preventive Services Task Force; (3) offers annual counseling sessions and seminars on preventive health topics; and (4) includes as participants not less than 60% of an employer's full-time employees. Provides an additional tax credit for full-time employees who participate in their employer's qualified wellness program. Terminates such credits after 2014.

Medicare Chronic Care Practice Research Network Act of 2009 - Directs the Secretary of Health and Human Services (HHS) to establish a Medicare Chronic Care Rapid Learning Network to develop and evaluate evidence-based chronic care management for Medicare beneficiaries with multiple, chronic illnesses, with a focus on beneficiaries under the Medicare fee-for-service program whose care is most costly.

International Child Abduction Prevention Act of 2009 - Establishes within the Department of State an Office on International Child Abductions which shall be headed by the Ambassador at Large for International Child Abductions. States that Ambassador at Large shall be a principal adviser to the President and the Secretary of State regarding matters of international child abduction and refusals of rights of access. Authorizes the Ambassador at Large to represent the United States in such diplomatic matters and international forums. States that the primary responsibilities of the Ambassador at Large shall be to: (1) promote measures to prevent the international abduction of children from the United States; (2) advocate on behalf of abducted children whose habitual residence is the United States; (3) assist left-behind parents in the resolution of abduction or refusal of access cases; and (4) advance mechanisms to prevent and resolve cases of international child abduction. Directs the President to: (1) annually review the status of unresolved cases in each foreign country to determine whether the government has engaged in a pattern of noncooperation, and if so, designate such country as a Country With a Pattern of Noncooperation; (2) notify the appropriate congressional committees of such designation; and (3) take specified presidential or commensurate actions to bring about a cessation of noncooperation. Sets forth consultation, notification, and reporting requirements for the President and the Secretary. Prohibits judicial review of any presidential determination or agency action under this Act. Amends the Foreign Assistance Act of 1961 and the International Financial Institutions Act to require the Administrator of the U.S. Agency for International Development (USAID) and the President, respectively, in determining whether a country engages in a pattern of gross human right violations for purposes of assistance considerations, to consider whether such country has engaged in a pattern of noncooperation regarding unresolved cases of international child abduction or denial of rights of access, or has failed to undertake serious efforts to locate children abducted to such country. Amends the Trade Act of 1974 to consider for tariff preference purposes whether a country has engaged in a pattern of noncooperation regarding unresolved cases of international child abduction or denial of rights of access. Amends the Admiral James W. Nance and Meg Donovan Foreign Relations Authorization Act, Fiscal Years 2000 and 2001 to require, for issuance of a passport for a child under 14 years old living outside the United States, that the person executing the passport application provides documentary evidence that such person is a U.S. citizen, has joint custody over the child, and is executing such application outside the United States.

Tax Relief for Educators Act of 2009 - Amends the Internal Revenue Code to: (1) increase from $250 to $500 the allowable amount of the tax deduction for certain expenses of elementary and secondary school teachers; (2) make such deduction permanent; (3) revise the definition of "eligible educator" for purposes of such deduction to reduce from 900 to 450 the number of hours which such educators must spend in their positions and include as eligible educators teachers, instructors, counselors, or aides in an early childhood education program; and (4) allow an inflation adjustment to the amount of such deduction after 2010.

Rural Access to Nurse Anesthesia Services Act of 2009 - Amends the Omnibus Budget Reconciliation Act of 1986, as amended by the Omnibus Budget Reconciliation Act of 1989, to treat a critical access hospital as rural, notwithstanding the reclassification of its location county as an urban county ("Lugar county") under title XVIII (Medicare) of the Social Security Act, in order to permit pass-through payment for the reasonable costs of certified registered nurse anesthetist (CRNA) services. Counts on-call and standby costs for such services as reasonable CRNA costs.

Expresses support for: (1) the goals and ideals of Fragile X Awareness Day; (2) raising awareness and educating the public about fragile X syndrome and associated disorders; and (3) increased funding for research into the causes, treatment, and cure for fragile X syndrome. Applauds efforts to encourage awareness, promote research, and provide education, support, and hope to those impacted by fragile X syndrome. Recognizes the commitment of those dedicated to finding an effective treatment and cure. Urges physicians, health care providers, and specialists, with respect to the syndrome and related disorders, to: (1) learn the clinical signs and symptoms; (2) use diagnostic, developmental screening, and surveillance modalities for detection; (3) test individuals exhibiting signs of developmental delay or an autism spectrum disorder to determine the status of their FMR1 gene; (4) gain a full understanding of the genetic implications and make appropriate referrals to a geneticist or genetic counselor; and (5) provide diagnosed patients with supplemental information. Encourages health insurance entities to provide full coverage for screening technologies, appropriate follow-up referrals, and genetic counseling services. Recommends that the National Institutes of Health (NIH) and related member institutes fully implement the research plan on fragile X syndrome and associated disorders developed by the Trans-NIH Fragile X Research Coordinating Group and Scientific Working Groups.

Global Food Security Act of 2009 - Directs the President to designate an individual to serve as the Special Coordinator for Food Security to: (1) advise the President on international food security issues; (2) ensure coordination of global food security efforts and U.S. programs; and (3) oversee implementation of a comprehensive food security strategy to be headed by the United States Agency for International Development (USAID). Sets forth strategy elements. Amends the Foreign Assistance Act of 1961 to revise and extend bilateral agriculture, rural development, and nutrition assistance programs. Authorizes the President to provide assistance to implement program components through U.S. land-grant universities, other eligible universities, and public and private partners of U.S. and foreign universities for: (1) research on problems affecting food availability; (2) agricultural development and trade research and extension services, particularly for women and other vulnerable populations; (3) application of agricultural and nutritional sciences to solving food, health, nutrition, rural income, and environmental problems, especially among populations experiencing chronic food insecurity; and (4) rural population access to national and global markets. Establishes the higher education collaboration for technology, agriculture, research, and extension to provide assistance for policies and programs in eligible countries that advance agricultural productivity and hunger alleviation through partnerships with institutions of higher education. Authorizes the President to provide assistance under this Act or the Foreign Assistance Act of 1961 for unexpected urgent food assistance needs. Establishes a United States Emergency Rapid Response to Food Crisis Fund to carry out such purposes.

Expresses sympathy to Falun Gong practitioners and their family members who have suffered persecution and even death because of adherence to their personal beliefs. Calls upon: (1) the government of the People's Republic of China (PRC) to cease its campaign against Falun Gong practitioners, including harassment activities within the United States; (2) the Secretary of State to ensure that officials of foreign embassies and consulates are not engaged in activities in the United States that are incompatible with their diplomatic status; and (3) the President and Members of Congress to mark the 10th anniversary of Chinese official repression of the Falun Gong spiritual movement.

Requires the Secretary of Defense (DOD) to give a Member, officer, or employee of either chamber of Congress carrying out official duties outside the United States a written statement of the cost of any DOD-provided transportation within 10 days after completion of the trip. Requires the Member, officer, or employee to include such cost in any report which must be filed pursuant to the Rules of the House of Representatives or the Standing Rules of the Senate. Excludes from such requirements any trip whose sole purpose is to visit one or more U.S. military installations and/or to visit U.S. military personnel in a war zone.

Veterinary Public Health Workforce and Education Act. - Amends the Public Health Service Act to direct the Secretary of Health and Human Services (HHS) to: (1) award competitive grants to increase the number of veterinarians in the workforce and veterinary teaching faculty in the field of veterinary public health; (2) establish fellowship programs for veterinarians to provide on-the-job training in food systems security and veterinary public health; (3) establish within the Health Resources and Services Administration of HHS a Division of Veterinary Medicine and Public Health to administer veterinary medicine and public health programs; and (4) submit to Congress an implementation plan for this Act. Defines "veterinary public health" to include biodefense and emergency preparedness, emerging and reemerging infectious diseases, environmental health, ecosystem health, and the sum of all contributions to the physical, mental, and social well-being of humans through an understanding and application of veterinary science. Authorizes the Secretary to enter into education loan repayment agreements to increase the number of qualified veterinary faculty in veterinary public health.

Expresses the sense of the House of Representatives that: (1) state and local governments should only execute the power of eminent domain for the public good; (2) state and local governments must always justly compensate affected individuals in accordance with the Fifth Amendment; (3) eminent domain should never be used to advantage one private party over another; (4) no state or local government should construe Kelo v. City of New London (Kelo) as justification to abuse the power of eminent domain; and (5) Congress reserves the right to address, through legislation, any abuses of eminent domain by state and local governments in light of Kelo .

Highway Trust Fund Reclamation Act - Rescinds, effective July 15, 2009, any unobligated balances of certain stimulus funds made available under the American Recovery and Reinvestment Act of 2009 (excluding funds for the Federal Highway Administration (FHWA) for highway infrastructure investment). Appropriates rescinded amounts to the Highway Trust Fund (HTF).

Amends Rule XIII (Calendars and Committee Reports) of the Rules of the House of Representatives to make it out of order in the House to consider a measure or matter until 72 hours (currently, until the third day) (excluding Saturdays, Sundays, and holidays unless the House is in session on such a day) after its text (and, if any, the text of all accompanying reports) have been made available to Members, Delegates, the Resident Commissioner (Members), and the general public. Requires the full text of the legislation and each committee report, without further amendment before floor consideration, to be posted continuously by means of the Internet. Prohibits consideration in the House of a general appropriation bill reported by the Committee on Appropriations until 72 hours (excluding Saturdays, Sundays, and legal holidays unless the House is in session on such a day) after printed hearings of the Committee have been available to Members. Prohibits the Committee on Rules from reporting a rule or order proposing a waiver of this resolution or of Rule XXII (House and Senate Relations) unless a question of consideration of the rule is adopted by a vote of two-thirds of the Members voting, a quorum being present. Amends Rule XXII (House and Senate Relations) to make it out of order in the House to consider a conference report, the accompanying signed joint explanatory statement, or a motion to dispose of a Senate amendment reported in disagreement by a conference committee until after: (1) the 72-hour availability requirement has been met; and (2) posting on the Internet. Declares that nothing in this resolution or any amendment made by it shall be interpreted to require or permit the declassification or posting on the Internet of classified information in the custody of the House. Requires such classified information to be made available to Members in a timely manner as appropriate under existing laws and rules. Expresses the sense of the House that, with the objective of preventing circumvention of this resolution, that the Committee on Rules should develop standardized policies and procedures to require that proposed amendments (except those offered under an open rule) that are major in size, scope, or cost be posted on the Internet for an appropriate number of hours.

America's Wildlife Heritage Act - Sets forth requirements concerning the maintenance of viable populations of existing native and desired non-native species within each planning area in the National Forest System's or the Bureau of Land Management's (BLM) public lands. Directs the Secretary of Agriculture and the Secretary of the Interior to adopt and implement a strategically targeted monitoring program for determining the status and trends of native and desired non-native species populations on System and BLM lands. Defines: (1) native species to mean species of plants and animals indigenous to a planning area; and (2) desired non-native species to mean those wild species of plants and animals that are not indigenous to a planning area but are valued for their contribution to species diversity or their social, cultural, or economic value. Requires the Secretaries to coordinate the management of planning areas of the System and the BLM with the management of the National Wildlife Refuge System and National Park System, other federal agencies, state fish and wildlife agencies, other state agencies responsible for management of natural resources, tribes, local governments, and non-governmental organizations engaged in species conservation. Requires the Secretaries to issue regulations implementing this Act within one year of its enactment.

Automobile Dealer Economic Rights Restoration Act of 2009 - Prohibits an automobile manufacturer (manufacturer) in which the federal government has an ownership interest, or which receives loans from the federal government, from depriving an automobile dealer (dealer) of its economic rights. Requires the manufacturer to honor those rights as they existed for Chrysler LLC and General Motors Corporation dealers prior to the commencement of the bankruptcy cases of each corporation, including dealer rights to recourse under state law. Requires the appropriate manufacturer to restore the franchise agreement between the dealers and Chrysler LLC or General Motors that was in effect prior to the commencement of their respective bankruptcy cases, and to take assignment of such agreements. States that nothing in this Act is intended to make null and void the transfer of substantially all the assets of such corporations.

Financial Transparency Restoration Act - Requires each financial institution to publish, within 30 days after the end of each fiscal quarter, a statement of its financial condition in a newspaper of general paid circulation published in a city or county within each of its market areas. Requires such financial statements to include a written verification of the accuracy of the statement, under oath or by affirmation, by the president of the financial institution or another officer designated by its board of directors.

Child Protection Compact Act of 2009 - Authorizes the Secretary of State, through the Ambassador-at-Large of the Department of State's Office to Monitor and Combat Trafficking in Persons, to provide assistance (grants, cooperative agreements, or contracts) for an eligible country with a significant prevalence of trafficking in children that enters into a Child Protection Compact with the United States to support policies and programs to eradicate the trafficking of children.

Recognizes National Physical Education and Sport Week and the central role of physical education and sports in creating a healthy lifestyle for all children and youth. Calls on school districts to implement local wellness policies, as defined by the Child Nutrition and WIC Reauthorization Act of 2004, that include ambitious goals for physical education, physical activity, and other activities addressing the childhood obesity epidemic and promoting child wellness. Encourages schools to offer physical education classes to students and work with community partners to provide opportunities and safe spaces for physical activities before and after school and during the summer months for all children and youth.

Teachers at the Table Act - Amends title I (Improving the Academic Achievement of the Disadvantaged) of the Elementary and Secondary Education Act of 1965 to direct the Secretary of Education to establish the Volunteer Teacher Advisory Committee to monitor the effects of such title (amended by the No Child Left Behind Act of 2001) in classrooms, with its focus solely on children and families. Requires that committee membership consist of a diverse group of public school classroom teachers who are past or present Teachers of the Year and have experience or training in data collection, analysis, and reporting.

Small Business Health Fairness Act of 2009 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) to provide for establishment and governance of association health plans (AHPs), which are group health plans whose sponsors are trade, industry, professional, chamber of commerce, or similar business associations, and which meet certain ERISA certification requirements. Sets forth rules governing AHPs, including requirements relating to certification, sponsors and boards of trustees, participation and coverage, nondiscrimination, contribution rates, notice of voluntary termination, correction actions, and mandatory termination. Establishes the Association Health Plan Fund to be used by the Secretary of Labor to make payments to an insurer to maintain coverage for a plan if there is a reasonable expectation that, without such payments, claims would not be satisfied by reason of termination of coverage. Requires the Secretary to establish a Solvency Standards Working Group. Allows a state to impose a contribution tax on an association health plan that commenced operations in such state after the enactment of this Act. Preempts any state law that may preclude a health insurance issuer from: (1) offering health insurance coverage in connection with a certified AHP; or (2) offering health insurance coverage of the same policy type to other employers operating in the state that are eligible for coverage under such AHPs, whether or not such other employers are participating employers in such plan.

Help Student Soldiers Act - Amends title IV (Student Assistance) of the Higher Education Act of 1965 to waive the application of the requirement that students return title IV funds which were unearned due to their withdrawal from school to students whose withdrawal is necessitated by service in the Armed Forces. Provides loan forgiveness under the Federal Family Education Loan, Direct Loan, and Perkins Loan programs to students for that portion of loan assistance which is unearned due to their withdrawal from school for service in the Armed Forces and which is not returned to such programs by their schools.

Truth in Fur Labeling Act of 2009 - Amends the Fur Products Labeling Act to: (1) eliminate the exemption to fur labeling requirements for products containing relatively small amounts of fur; and (2) permit states to enforce more restrictive labeling requirements. Directs the the Federal Trade Commission (FTC), in the Fur Products Name Guide, to replace the term "Raccoon, Asiatic" with "Dog, Raccoon."
