Judicial Ethics and Anti-Corruption Act of 2022 This bill makes various changes to the federal framework governing judicial ethics. Among the changes, the bill prohibits federal judges and Supreme Court Justices from owning individual stocks and securities; requires the Judicial Conference of the United States to issue regulations restricting the solicitation or acceptance of gifts in connection with a private judicial seminar; expresses the sense of Congress that the Code of Conduct for U.S. Judges shall apply to Supreme Court Justices; requires federal judges and Supreme Court Justices to report on each association or interest that would require recusal, including any financial interest of a spouse or minor child who resides in the household; and establishes a committee to review complaints against the Supreme Court.

Honor Our Commitment Act of 2022 This bill limits the detention or removal of qualified Vietnamese nationals from the United States and contains other related provisions. A national of Vietnam may not be detained or removed if that individual (1) is subject to a final order of removal, and (2) has continuously resided in the United States since July 12, 1995, or an earlier date. An otherwise qualifying alien may not receive such protections if (1) the Department of Homeland Security (DHS) determines that the alien is directly responsible for harming U.S. national security, or (2) the alien is subject to extradition. A qualified Vietnamese national shall receive authorization to work in the United States. DHS must notify each qualified Vietnamese national about the provisions of this bill.

Wage Theft Prevention and Wage Recovery Act This bill requires employers to make initial and modified disclosures to employees of the terms of their employment, provide such employees with regular paystubs, and make a final payment to an employee for uncompensated work hours within 14 days of the employee's termination. Employers must also allow employees access to wage records. An employer must compensate an employee at the rate specified in an employment contract, including a collective bargaining agreement, that specifies a rate of pay higher than the minimum wage rate. The bill makes all of such unpaid wages recoverable through civil enforcement. The bill establishes new and increased civil and criminal penalties for violations of overtime or minimum wage requirements, including referral to the Department of Justice for criminal prosecution of employers who engage in wage theft, falsification of wage records, or retaliation against employees. The Wage and Hour Division of the Department of Labor must provide grants to specified organizations, including nonprofits and educational institutions, to enhance the enforcement of wage and hour laws. The Government Accountability Office must study and report on successful grant programs.

Affordable CO-OP (Collective Opportunities for Owning Property) Act This bill expands access to financing through zero-interest loans and federally backed mortgages for, and otherwise supports, limited equity cooperatives. These are models of affordable homeownership in which residents purchase a share in a residential development and commit to resell their share at a price that maintains affordability.

Airborne Act This bill allows owners of commercial or public properties a tax credit for the cost of an indoor air quality assessment and an air filter or qualified HVAC upgrade to such properties. The bill also directs the Department of Energy to establish a voluntary certification program for property owners to certify that their properties are in compliance with the indoor air quality standards added by this bill.

21st Century Entrepreneurship Act This bill requires the Small Business Administration (SBA) to develop a curriculum for volunteers with the Service Corps of Retired Executives (SCORE) to teach underrepresented students (e.g., minority students, English learners, and children with disabilities) about entrepreneurship. The SBA shall develop and implement a strategy to encourage partnerships between the SCORE program and community learning centers to teach this curriculum and, in developing the curriculum, collaborate with education specialists and groups with experience serving underrepresented children. The SBA must submit a biennial report on partnerships between the SCORE program and community learning centers, the use of funds by the program, the number of students reached through the entrepreneurship curriculum, and plans for improving the curriculum.

Supreme Court Ethics, Recusal, and Transparency Act of 2022 This bill provides for the establishment of a code of conduct for Supreme Court Justices, judges of the courts of appeals, judges of the district courts, and judges of the Court of International Trade.

Respect, Advancement, and Increasing Support for Educators Act of 2022 or the RAISE Act of 2022 This bill allows eligible educators (i.e., any elementary or secondary teacher and any early childhood educator) a refundable tax credit of $1,000 plus an additional amount (based upon a specified student poverty ratio) for eligible educators employed at a qualifying school (i.e., a public elementary or secondary school that is eligible for certain federal assistance or is funded by the Bureau of Indian Education), or an early childhood education program for children receiving certain federal assistance. The bill also increases the amount of the tax deduction for the expenses of elementary and secondary school teachers and expands such credit to include early childhood educators. The bill provides additional funding to local educational agencies that maintain or increase the salaries of their teachers.

Pride in Mental Health Act This bill expands programs that prevent and treat child abuse and neglect to address issues facing youth who are lesbian, gay, bisexual, transgender, queer or questioning, nonbinary, or gender-variant members of indigenous communities (e.g., Two Spirit). Specifically, these programs include (1) research and reporting requirements, (2) providing technical assistance, (3) grants to states and local agencies to train child-welfare personnel, and (4) community-based prevention-service grants. The bill also establishes a grant program to provide mental and behavioral health resources for such youth, including trauma-informed care.

Oil and Gas Industry Antitrust Act This bill requires the Federal Trade Commission to investigate and report on whether the price of gasoline is being manipulated by reducing refinery capacity or by any other form of market manipulation. The report must include a long-term strategy for the commission and Congress to address manipulation of oil and gas markets during times of national or international crisis or emergency.

Excess Urban Heat Mitigation Act of 2022 This bill requires the Department of Housing and Urban Development (HUD) to establish a grant program for state, tribal and local governments; metropolitan planning organizations; and certain nonprofits (or consortia of nonprofits) to carry out activities to mitigate heat in urban areas. HUD must coordinate with the Environmental Protection Agency on the program.

Help for Healing Communities Act This bill establishes a program through which the Substance Abuse and Mental Health Services Administration may award grants to support mental and behavioral health services for survivors of active shooter events and incidents of targeted violence. Eligible grant recipients include state, tribal, territorial, and local governments and nonprofits located in or serving a community that experienced an active shooter event or incident of targeted violence in the preceding fiscal year.

Safe Workplaces Act This bill requires the Occupational Safety and Health Administration (OSHA) to promulgate an occupational safety and health standard on reducing the threat of workplace violence, including firearm violence. Additionally, the National Institute for Occupational Safety and Health must study and make recommendations about ways to reduce workplace violence. OSHA must consider those recommendations when promulgating the workplace safety and health standard.

Babies over Billionaires Act of 2022 This bill sets forth a special tax rule that requires the realization (i.e., deemed sold) at the end of the taxable year of the gains and losses of the publicly traded and private securities of taxpayers whose net worth exceeds $100 million. It limits the tax liability of such taxpayers to 35% of the amount by which their net worth exceeds $100 million at the end of the taxable year. The Internal Revenue Service must annually audit taxpayers whose net worth exceeds $100 million in the current taxable year and any of the 3 preceding taxable years and impose a penalty of 20% of understatements of tax (40% if understatements are due to failure to report an asset). The bill establishes the Family Investment Trust Fund to hold tax revenues generated by this bill for programs to support family well-being and the development of children.

Guaranteeing Overtime for Truckers Act This bill requires employers of commercial truck drivers to provide overtime pay to such drivers engaged in a workweek longer than 40 hours.

Student Loan Borrower Relief Act This bill revises income-driven repayment plans for federal student loans, including by reducing from 25 years to 15 years the maximum repayment period under these plans. Additionally, the bill makes changes to the Public Service Loan Forgiveness program, including by cancelling a portion of a borrower's student loans after every 12 months of eligible public service employment.

Time Off to Vote Act This bill requires an employer, upon the request of an employee, to provide the employee with a minimum of two consecutive hours of paid leave in order to vote in a federal election. The employer may determine the two-hour period, excluding any lunch break or other break. Taking such leave shall not result in the employee losing accrued employment benefits. The bill makes it unlawful for an employer to interfere with the right to take such leave or for an employer to discriminate against an employee for taking such leave. Further, the bill makes it unlawful for any employer to retaliate against an employee for (1) opposing any practice made unlawful by this bill; (2) filing a charge, or instituting or causing to be instituted any proceeding, under or related to this bill; or (3) testifying or preparing to testify in an inquiry or proceeding relating to such leave. The bill specifies penalties for employers who violate these provisions.

Targeting Resources for Equitable Access to Treatment for Long COVID Act or the TREAT Long COVID Act This bill requires the Department of Health and Human Services to award competitive grants to create or expand the capacity of clinics that treat patients with persistent, long-term symptoms following recovery from acute COVID-19 (i.e., Long COVID). Eligible recipients include federally qualified health centers, rural health clinics, urban Indian health centers, and state and local health departments.

Energy Security and Independence Act of 2022 This bill addresses domestic industrial base and manufacturing capabilities for specified energy-efficiency and renewable energy systems and technologies (e.g., electric transportation systems), including by establishing a program to provide financial assistance for the construction of new facilities that manufacture components of specified energy-efficiency and renewable energy systems and technologies (or to retool, retrofit, or expand such facilities).

21st Century Courts Act of 2022 This bill provides for the establishment of a code of conduct for Supreme Court Justices, judges of the courts of appeals, judges of the district courts, and judges of the Court of International Trade. The bill also requires court proceedings to be recorded and published on the internet.

This resolution expresses support for legislation to provide child care assistance to all working families that need it; make childcare affordable and available to meet various job schedules; guarantee that all families eligible for childcare will receive it; improve the quality of childcare; expand access to Head Start and preschool services; and provide sufficient federal, state, and local investment to ensure resources for both high-quality jobs and affordable childcare.

Jumpstart Our Legal Immigration System Act or the Jumpstart Act This bill makes unused employment-based and family-based immigrant visas from FY1992 through FY2021 available in subsequent fiscal years. It also makes diversity immigrant visas available to individuals who were selected for such a visa between FY2017-FY2021 but were unable to receive the visa due to certain (1) executive actions, or (2) limitations related to COVID-19. The bill also establishes supplemental fees for certain immigration-related applications.

Workforce Innovation and Opportunity Act of 2022 This bill reauthorizes through FY2028 and expands programs under the Workforce Innovation and Opportunity Act (WIOA). The bill also revises workforce investment, vocational rehabilitation, employment, training, and literacy programs for eligible individuals. For example, the bill increases workforce representation on state and local workforce investment boards from 20% to 30%; reworks one-stop center infrastructure funding by requiring costs to be covered by state allocations of WIOA funds; establishes subsidized youth employment programs that include work-readiness training and mentoring; eliminates a requirement that the Department of Labor ensure that individuals participating in WIOA activities comply with Selective Service laws; modifies the allotment of youth workforce investment funds to states; expands the Job Corps program, including by serving individuals in outlying areas and relaxing age requirements; establishes grants to expand training programs through industry or sector partnerships; expands grants for integrated English literacy and civics education to outlying areas; and expands Wagner-Peyser employment services to the Northern Mariana Islands and American Samoa. The bill also provides statutory authority for Labor to award competitive grants, contracts, and cooperative agreements to improve employment and training outcomes and reduce recidivism of justice-involved youth; and competitive grants for states to create workforce longitudinal administrative databases.

John W. Walsh Alpha-1 Home Infusion Act of 2022 This bill provides for Medicare coverage of treatment for alpha-1 antitrypsin (AAT) deficiency (a protein deficiency that raises the risk of lung and other diseases). Specifically, the bill provides for coverage of at-home augmentation therapy for beneficiaries with emphysema as a result of severe hereditary AAT deficiency. Treatment must be provided through qualified home infusion therapy suppliers; beneficiaries must be under the care of a physician, nurse practitioner, or physician assistant.

Children's Act for Responsible Employment and Farm Safety of 2022 or the CARE Act of 20 22 This bill revises labor provisions for protecting child workers, including those employed in agriculture, and increases the civil penalties for violations of such provisions and imposes new criminal penalties for violations resulting in the death or serious injury or illness of a child worker. Specifically, the bill revises the definition of oppressive child labor to prohibit the employment of children under 14 years of age and imposes new employer reporting requirements for work-related injuries or deaths of agricultural employees under the age of 18. The Department of Labor must analyze, collect, and report on data concerning children under the age of 18 who are employed in agriculture and each work-related injury, illness, or death of any such child. Labor must also revise regulations to prohibit the employment of a child under the age of 18 as a pesticide handler.

Disabled Jurors Nondiscrimination Act This bill prohibits the exclusion of individuals from jury service on the basis of their disability. Further, the bill prohibits the disqualification of individuals from jury service who fail to meet certain qualifications (e.g., adequate proficiency in English) on the basis of their disability.

Strengthen Kids' Mental Health Now Act of 2022 This bill establishes several requirements to support the provision of behavioral health services under Medicaid and other programs, particularly for children. For example, the bill temporarily requires payment for pediatric mental, emotional, and behavioral health services under Medicaid to align with Medicare payments to providers. The bill provides for a 100% Federal Medical Assistance Percentage (i.e., federal matching rate) for any associated additional expenditures. The Centers for Medicare & Medicaid Services must issue guidance on how state Medicaid programs may expand the availability of telehealth services and mental, emotional, and behavioral health services. In addition, the Health Resources and Services Administration must award grants to support (1) pediatric behavioral health care integration in communities, (2) pediatric mental health and substance use disorder workforce training, and (3) the infrastructure of pediatric hospitals and rural health clinics with respect to behavioral health services.

Anna Westin Legacy Act of 2022 This bill requires the Substance Abuse and Mental Health Services Administration to maintain the National Center of Excellence for Eating Disorders (NCEED). The bill specifies required activities for NCEED, including providing training for frontline health care providers and other professionals.

This joint resolution proposes a constitutional amendment to prohibit the Constitution from being construed to forbid Congress or the states from (1) imposing reasonable viewpoint-neutral limitations on private campaign contributions or independent election expenditures; or (2) enacting systems of public campaign financing, including those designed to restrict the influence of private wealth by offsetting campaign spending or independent expenditures with increased public funding.

Federal Contracting for Peace and Security Act This bill requires executive agencies to terminate their contracts with companies conducting business operations in Russia. This requirement ends when Russia takes steps to restore the safety, sovereignty, and condition of Ukraine. The bill shall not apply to the procurement of products or services for (1) the benefit, either directly or through the efforts of regional allies, of Ukraine; or (2) humanitarian purposes to meet basic human needs. The bill provides for a waiver where in the national interest of the United States.

Future of Water Act of 2022 This bill prohibits the trading of futures contracts in water or water rights. A futures contract is an agreement to buy or sell a commodity or financial instrument at a set price at a specific time.

Homes for All Act of 2021 This bill provides funding for the construction of new public housing units, authorizes additional assistance for the construction of new affordable housing units, and otherwise addresses housing affordability. Specifically, the bill provides permanent, mandatory funding for the capital and operating funds available to public housing agencies (PHAs) and allows PHAs to use such funds to construct new public housing units. Under current law, a PHA generally may not use such funds to construct public housing units if doing so would result in a net increase of the number of public housing units owned, assisted, or operated by the PHA. The bill also (1) provides annual funding through FY2032 for the construction of new public housing units; and (2) authorizes additional assistance through FY2032 from the Housing Trust Fund for the construction of new, private-market, affordable housing units. A PHA may not discriminate, with respect to the rental of a unit developed with assistance under the bill, based on an individual's criminal record or immigration status. Additionally, a PHA receiving such assistance must meet specified requirements with respect to the new units regarding other forms of discrimination, supportive services, environmental standards, and accessibility. Finally, the bill requires the Department of Housing and Urban Development to establish a Community Control and Anti-Displacement Fund to award grants to local governments for the purpose of combatting gentrification and neighborhood destabilization.

Teachers Leading, Educating, Advancing, and Designing Act of 2022 or the Teachers LEAD Act of 2022 This bill directs the Department of Education (ED) to (1) award competitive grants to eligible entities (e.g., local educational agencies) to carry out teacher leadership programs, and (2) coordinate with the Department of the Interior to develop and implement a teacher leadership program plan for and award grants to Bureau of Indian Education schools. Further, ED may award planning grants to eligible entities to develop program proposals. The Institute of Education Sciences must conduct an independent evaluation of grant activities.

Cost of War Act of 2022 This bill directs the Department of Defense (DOD) to post on its public website information relating to the cost to U.S. taxpayers of any overseas contingency operation conducted by the U.S. Armed Forces on or after September 18, 2001. DOD must update such information not later than 90 days after the end of each fiscal year.

Prohibiting Anticompetitive Mergers Act of 2022 This bill prohibits certain business mergers, modifies the procedures for reviewing mergers, and establishes procedures for reversing certain mergers. Specifically, the bill prohibits mergers that (1) are valued at more than $5 billion in total assets, (2) result in the acquiring entity having a market share of greater than 33% (or a share of a labor market as an employer of greater than 25%), or (3) result in market concentration levels that exceed specified thresholds. The bill also expands the authority of the Federal Trade Commission (FTC) and the Antitrust Division of the Department of Justice (DOJ) to review pending mergers, including whether a merger is likely to harm the competitive process and the effect of a merger on relevant labor markets. Finally, the bill authorizes the FTC and the Antitrust Division of the DOJ to retroactively unwind mergers that are prohibited under the bill or that meet certain other anticompetitive criteria such as a merger that results in a greater than 50% share of a relevant market.

Stop Gas Price Gouging Tax and Rebate Act This bill imposes an excise tax of 50% of the excess of the windfall profit of a producer of crude oil (including crude oil condensates and natural gasoline) that has an average daily worldwide production of crude oil of at least 300,000 barrels for the taxable year, and had gross receipts in excess of $1 billion for its last taxable year during 2005. The bill defines windfall profit as the excess of the adjusted taxable income of such producer for taxable year 2022 over the reasonably inflated average profit for such taxable year. The bill requires payment of energy price rebates to eligible individuals.

This resolution urges the government of Argentina to bring the perpetrators of the March 17, 1992, terrorist attack on the Embassy of Israel in Buenos Aires to justice (in 1999 the Supreme Court of Argentina found that the transnational terrorist organization Hezbollah was responsible for the attack). The resolution commends the Argentinian government for designating Hezbollah as a terrorist organization and urges other U.S. allies and partners in Latin America and the Caribbean to do the same. The resolution urges these allies and partners to condemn and counter regional governments in the hemisphere that aid and abet Iran and Hezbollah. The resolution also commends the Argentinian government for adopting the International Holocaust Remembrance Alliance working definition of antisemitism and encourages other partners and allies to do the same. Finally, the resolution commends the Secretary General of the Organization of American States for appointing a Commissioner to Monitor and Combat Anti-Semitism in the Western Hemisphere.

Empowering the U.S. Fire Administration Act This bill authorizes the U.S. Fire Administration (USFA) to conduct on-site investigations of major fires and other fires under other specified circumstances. In the case of a major fire, the USFA may send incident investigators (e.g., safety specialists, fire protection engineers, codes and standards experts, researchers, and fire training specialists) to the site. Any such investigation shall (1) be conducted in coordination with appropriate federal, state, and local authorities; and (2) examine the determined cause and origin of the fire and assess broader systematic matters. Upon concluding any such investigation, the USFA must issue a public report to local, state, and federal authorities on the findings of such investigation or collaborate with another investigating federal agency on that agency's report. Additionally, the USFA may send fire investigators to conduct investigations at the site of any fire with unusual or remarkable context that results in losses less severe than those occurring as a result of a major fire.

Big Oil Windfall Profits Tax Act This bill imposes an excise tax on the windfall profits of crude oil on taxpayers who extracted and imported more than 300,000 barrels (a barrel equals 42 U.S. gallons) of taxable crude oil (i.e., crude oil, crude oil condensates, and natural gasoline) in 2019, or who extracted and imported that amount in the current calendar quarter. The bill requires rebates of the tax collected to be paid to individual taxpayers. The bill establishes the Protect Consumers from Gas Hikes Fund to finance such rebates.

Open App Markets Act This bill establishes rules related to the operation of an app store by a covered company (i.e., the owner or controller of an app store with more than 50 million U.S. users). An app is a software application or electronic service that may be run or directed by a user on a computer or mobile device. An app store is a publicly available website, software application, or other electronic service that distributes apps from third-party developers to users. The bill prohibits a covered company from (1) requiring developers to use an in-app payment system owned or controlled by the company as a condition of distribution or accessibility, (2) requiring that pricing or conditions of sale be equal to or more favorable on its app store than another app store, or (3) taking punitive action against a developer for using or offering different pricing terms or conditions of sale through another in-app payment system or on another app store. A covered company may not interfere with legitimate business communications between developers and users, use non-public business information from a third-party app to compete with the app, or unreasonably prefer or rank its own apps (or those of its business partners) over other apps. The bill provides for enforcement of its provisions by the Federal Trade Commission and the Department of Justice, as well as through suits brought by developers that are injured by reason of anything prohibited by this bill.
