Health Care for Filipino World War II Veterans Act - Requires (current law authorizes) the Secretary of Veterans Affairs to furnish hospital and nursing home care and medical services to any individual who is a Commonwealth Army veteran or new Philippine Scout (current law) and who is: (1) residing in the United States; and (2) a U.S. citizen or alien lawfully admitted for permanent residence. Provides a rate of payment equal to the rate provided for active-service veterans and their survivors for: (1) dependency and indemnity compensation for the survivors of Commonwealth Army veterans or new Philippine Scouts; and (2) veterans' disability compensation for new Philippine Scouts residing in the United States. Provides national cemetery burial benefits for new Philippine Scouts.

Racial Equity and Fair Treatment Act of 2003 - Authorizes the Secretary of Health and Human Services to award grants to States and county applicants to pay the Federal share of the costs of improving the administration of support programs for low-income families with children. Amends part A (Temporary Assistance for Needy Families) (TANF) of title IV of the Social Security Act to revise requirements for assessments and work activities for TANF recipients. Requires: (1) interpretation and translation services in certain cases for TANF recipients; (2) an expedited process for discrimination complaints; (3) provision of notice of rights of TANF recipients; (3) training of TANF program personnel in respecting such rights; (4) standardized sanction process; and (5) opportunity for TANF applicants or recipients to appeal adverse decisions. Modifies penalties against individuals for violating mandatory work requirements, creating additional exceptions, including those for child care and discrimination. Prohibits States from diverting potential TANF applicants. Bans States from penalizing the entire family for the misconduct of one family member. Amends the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 to repeal provisions for denial of assistance and benefits for certain drug-related convictions. Makes various changes under the TANF program concerning: (1) the five-year time limit on assistance; and (2) treatment of aliens. Permits participation in English-as-a-second language programs as a work activity. Prescribes requirements encouraging racial equality.

District of Columbia Student Opportunity Scholarship Act of 2003 - Authorizes the establishment of the District of Columbia Scholarship Corporation as a private, nonprofit corporation to administer, publicize, and evaluate a District scholarship program and determine elementary and secondary student and school eligibility. Establishes a District of Columbia Scholarship Fund, to be administered by the Secretary of the Treasury. Authorizes the Corporation to award tuition scholarships and enhanced achievement scholarships to District resident students preparing to enter kindergarten through grade 12 with family incomes not exceeding 185 percent of the national poverty line. Allows scholarships to be used for tuition, fees, and appropriate transportation to public, private, or independent schools (or beyond-school-hours enhancement programs) in the District and specified neighboring counties and cities in Maryland and Virginia. Directs the Comptroller General to study and report on the District scholarship program. Provides for expedited judicial review of challenges to such program.

United States National Health Insurance Act (or the Expanded and Improved Medicare for All Act) - Establishes the United States National Health Insurance (USNHI ) Program (the Program), providing all individuals residing in the United States (including in U.S. territories) with health care. States benefits the Program shall offer, including: (1) primary care and prevention; (2) prescription drugs; (3) emergency care; and (4) mental health services. Prohibits institutions from participating as health providers in the Program unless they are a public or nonprofit institution, and provides for conversions of investor-owned providers with compensation for real property and equipment. Allows health maintenance organizations to participate in the Program under specified conditions. Permits patients to freedom of choice of participating physicians and other clinicians, hospitals, and inpatient care facilities. Prohibits a private health insurer from selling health insurance coverage that duplicates the benefits provided under this Act. Declares that the Program shall establish a prescription drug formulary system, which shall encourage best practices in prescribing and shall be updated frequently. Requires the Secretary of Health and Human Services to appoint a Director for the Program, who in turn shall appoint a director for an Office of Quality Control. Requires the director of the Office of Quality Control to conduct an annual review on the adequacy of medically needed services. Establishes a National Board of Universal Quality and Access, which shall advise the Secretary and the Director to ensure quality, access, and affordability. Provides for the eventual integration of the health programs of the Department of Veterans' Affairs and the Indian Health Service into the Program. Declares that this Act shall take effect on January 1, 2005.

Designates the Guam South Elementary/Middle School of the Department of Defense Domestic Dependents Elementary and Secondary Schools System in Apra Heights, Guam, as the "Commander William `Willie' McCool Elementary/Middle School," in honor of William C. McCool, who was a commander in the U.S. Navy and pilot of the Space Shuttle Columbia when it was tragically lost on February 1, 2003.

Filipino Veterans Equity Act of 2003 - Deems certain service performed before July 1, 1946, in the organized military forces of the Philippines and the Philippine Scouts as active military service for purposes of eligibility for veterans' benefits through the Department of Veterans Affairs. Repeals certain provisions discounting such service as qualifying service.

Clinical Social Work Medicare Equity Act of 2003 - Amends title XVIII (Medicare) of the Social Security Act to exclude clinical social worker services from coverage under the Medicare skilled nursing facility prospective payment system (thus permitting direct payment under the Medicare program for clinical social worker services provided to residents of skilled nursing facilities).

Armed and Foreign Services Tax Fairness Act of 2003 - Amends the Internal Revenue Code to authorize a member of the uniformed services or the Foreign Service serving on "qualified official extended duty" (any duty in excess of 90 days while serving at a duty station which is at least 50 miles from the principal residence or while residing under Government orders in Government quarters), to extend for ten years the five-year period utilized in determining full exclusion of gain from the sale of a principal residence.

Expresses the sense of the House of Representatives that: (1) the regular and new Philippine Scouts, U.S. Army Forces of the Far East Guerrillas, and members of the Commonwealth Army of the Philippines deserve recognition for their valiant service during World War II; and (2) the new Philippine Scouts and Commonwealth Army veterans deserve to receive the same veterans' benefits to which other U.S. armed forces veterans are entitled.

Social Security Fairness Act of 2003 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to repeal: (1) pension offset provisions applicable to husband's and wife's insurance benefits, widow's and widower's insurance benefits, and mother's and father's insurance benefits with respect to Old-Age and Survivors insurance benefit payments; and (2) windfall elimination provisions with respect to computation of the primary insurance amount of an individual.

Military Survivor Benefits Improvement Act of 2003 - Adjusts the basic Survivor Benefit Plan (SBP) annuity amount for surviving spouses, age 62 and older, of former military personnel to: (1) 35 percent of the retired pay of the decedent (current law), for months before October 2004; (2) 40 percent for months during FY 2005; (3) 45 percent for months during FY 2006; (4) 50 percent for months during FY 2007; and (5) 55 percent for months after FY 2007. Adjusts similarly percentage amounts with respect to survivors of reserve personnel and survivors of persons who die while on active duty. Provides a corresponding phased elimination of the SBP supplemental annuity authorized to be provided to such surviving spouses. Requires periodic recomputation of: (1) annuity amounts beginning in October 2004; and (2) retired pay reductions for supplemental survivor annuities. Provides a one-year open enrollment period for SBP participation, commencing October 1, 2004, for those currently not participating, those electing to increase current coverage, and those wishing to participate in the supplemental SBP. Authorizes the Secretary of Defense to require appropriate premiums for SBP participation.

Veterans' Prescription Drug and Surviving Spouses Assistance Act of 2003 - Suspends, for five years, the authority of the Secretary of Veterans Affairs to increase the required copayment for medication furnished to veterans on an outpatient basis for the treatment of non-service-connected disabilities. Increases the maximum annual rates of pensions for surviving spouses of war veterans. Amends the Social Security Act to exclude the amount of such rate increases from a surviving spouse's income for purposes of Medicaid (title XIX) eligibility.

Child Poverty Reduction Act -Amends part A (Temporary Assistance for Needy Families) (TANF) of title IV of the Social Security Act to: (1) make it an additional purpose of TANF to reduce poverty of families with children in the United States; and (2) require the Secretary of Health and Human Services to make a child poverty reduction bonus grant to any State whose child poverty rate for a completed calendar year is less than the rate the State achieved during the preceding calendar year.

Ending the Double Standard for Stock Options Act - Amends the Internal Revenue Code to limit the amount of deductions taken for property transferred in connection with a stock option to the amount treated as an expense by taxpayer in ascertaining income, profit, or loss. Requires Secretary to formulate rules where the stock option is granted by a parent or subsidiary corporation. Excludes from the definition of "wages," for purposes of the research tax credit, the amount of property transferred in connection with a stock option and required to be included in a report or statement until such amount is so included. Limits the portion of the amount to be treated as wages to no more than the amount of the deduction taken with respect to such amount.

Calls for: (1) recognition of private organizations and health care providers for promoting awareness of and research on scleroderma; (2) greater awareness of the symptoms of scleroderma and contributions to the fight against it; (3) the Government to promote awareness, to adequately fund scleroderma research projects, and to continue to consider ways to improve the quality of health care services for scleroderma patients; (4) the National Institutes of Health to continue to play a leadership role in the fight against scleroderma; and (5) the Centers for Disease Control and Prevention to give priority to establishing a national epidemiological study to better track and gather information about scleroderma.

Fallen Heroes Flag Act of 2003 - Allows the Representative (Member of Congress, including Delegate or Resident Commissioner to Congress) of the immediate family of a deceased fire fighter, law enforcement officer, emergency technician, or other rescue worker who died in the line of duty to provide the family, at their request, with a Capitol-flown flag, together with a certificate, signed by the Speaker of the House of Representatives and the Representative providing the flag, which contains an expression of sympathy for the family.

Nurse Loan Forgiveness Act of 2003 - Amends the Higher Education Act of 1965 (HEA) to include, under HEA student loan forgiveness and cancellation programs, nurses who serve at least one calendar year in an approved health care facility or setting. Limits the maximum amount of such loan repayment by the Secretary of Education to not more than $2,000 after the first year of such a nurse's employment, with incremental increases after the second through fourth years, up to $5,000 after the fifth year of such employment.

Amends the Federal Law Enforcement Pay Reform Act of 1990 to revise the special pay adjustments for (percentage differentials payable to) Federal law enforcement officers in specified consolidated metropolitan statistical areas. Includes Capitol Police as law enforcement officers under such Act. Eliminates the limitation on the aggregate of basic pay and premium pay with respect to availability pay for Federal criminal investigators.

Instructional Materials Accessibility Act of 2003 - Directs Secretary of Education to: (1) develop and publish instructional materials accessibility standards for the national electronic file format to be used by publishers of instructional materials in the preparation of electronic files suitable for efficient conversion into specialized formats; (2) establish a National Instructional Materials Accessibility Advisory Committee to provide technical expertise and guidance in creating such national electronic file format; (3) periodically review and amend such standards to reflect technological advances or changes; and (4) establish a National Instructional Materials Access Center. Requires State educational agencies, as a condition for receiving Federal financial assistance under the Individuals with Disabilities Education Act, to develop and implement statewide plans and make contracts with publishers to ensure that instructional materials for classroom use in elementary and secondary schools are made available in specialized formats to individuals who are blind or have other print disabilities at the same time such materials are provided to individuals without such disabilities. Authorizes the Secretary to make grants to eligible entities to provide or improve their capacity to prepare or obtain instructional materials in specialized formats, including the national electronic format. Provides for enforcement of rights of children and parents under this Act.

Housing Preservation Matching Grant Act of 2003 - Authorizes the Secretary of Housing and Urban Development to make matching grants to States (including the District of Columbia and U.S. commonwealths, territories, and possessions) for low-income housing preservation. Sets forth requirements for projects: (1) with Department of Housing and Urban Development-insured mortgages; (2) with section 8 assistance; or (3) purchased by the residents.

Condemns the practice of execution by stoning, and calls upon the international community to recognize this practice as a gross violation of human rights. Requests that the President: (1) communicate this resolution to governments imposing this cruel punishment and urge the suspension of sentences of death by stoning; and (2) direct the Secretary of State to work with the international community to repeal stoning laws and adhere to international standards of human rights.

Violence Against Women Civil Rights Restoration Act of 2003 - Rewrites provisions of the Violence Against Women Act of 1994 regarding remedies for civil rights violations. Makes a person who commits a crime of violence motivated by gender and thus deprives another of a prescribed right liable to the injured party where: (1) in connection with the offense, the defendant or the victim travels in interstate or foreign commerce, the defendant or the victim uses a facility or instrumentality of interstate or foreign commerce, or the defendant employs a weapon, a narcotic or drug listed under the Controlled Substances Act, or other noxious or dangerous substances that have traveled in interstate or foreign commerce; (2) the offense interferes with commercial or other economic activity in which the victim is engaged; or (3) the offense was committed with intent to interfere with the victim's commercial or other economic activity. Authorizes the Attorney General, whenever there is reasonable cause to believe that any State, political subdivision, official, employee, or agent thereof has discriminated on the basis of gender in the investigation or prosecution of gender-based crimes and that discrimination is pursuant to a pattern or practice of resistance to investigating or prosecuting gender-based crimes, to institute a civil action in U.S. district court for appropriate equitable relief.

National AMBER Alert Network Act of 2003 - Requires the Attorney General to assign an AMBER Alert Coordinator of the Department of Justice to act as the national Coordinator of the AMBER Alert communications network regarding abducted children. Requires the coordinator to: (1) seek to eliminate gaps in the network; (2) work with States to encourage the development of additional network elements and to ensure regional coordination; and (3) act as the nationwide point of contact for network development and for regional coordination of alerts on abducted children through the network. Directs the Coordinator to: (1) notify and consult with the Federal Bureau of Investigation concerning each child abduction for which an AMBER Alert is issued; and (2) establish minimum standards for the issuance of alerts and for the extent of their dissemination (limited to the geographic areas most likely to facilitate the recovery of the abducted child). Requires the Secretary of Transportation to provide grants to States for the development or enhancement of notification or communications systems along highways for alerts and other information for the recovery of abducted children. Includes among permissible activities the development or enhancement of electronic message boards, and the placement of additional signage, along highways. Directs the Attorney General to provide grants to States for the development or enhancement of programs and activities for the support of AMBER Alert communications plans.

Emergency Anti-Recession Act of 2003 - Amends the Temporary Extended Unemployment Compensation Act of 2002 to extend TEUC compensation. Exempts, for one year, the first $10,000 of remuneration from the old-age, survivors, and disability insurance tax. Authorizes appropriations to make payments to states to coordinate budget related actions with federal government efforts to stimulate economic recovery. Amends the Internal Revenue Code (IRC) to allow a limited tax credit to holders of qualified Amtrak bonds. Authorizes appropriations for Amtrak capital expenditures. Establishes a program of capital grants to class II and class III railroads to rehabilitate, preserve, or improve certain railroad track. Sets forth additional requirements with respect to cohorts of direct loans and loan guarantees for certain railroad rehabilitation and improvement projects. Amends the Federal Water Pollution Control Act to remove certain requirements for States with respect to construction of treatment works under capitalization grant agreements. Provides for assistance to States in establishing simplified procedures for small water systems to obtain assistance. Amends the Transportation Equity Act for the 21st Century to increase the Federal-Aid Highway program obligation ceiling. Authorizes additional appropriations from the Mass Transit Account and the Highway Trust Fund for certain formula grants for mass transportation projects. Increases appropriations from the Airport and Airway Trust Fund for airport planning and airport development. Authorizes appropriations for marine transportation system infrastructure. Authorizes additional appropriations for public works and economic development, Appalachian regional development, and Delta, Mississippi regional development. Authorizes additional appropriations to: (1) carry out construction, operation, and maintenance activities (including security measures) for Corps of Engineers projects; and (2) enhance the security of General Services Administration properties. Authorizes additional appropriations to enhance the security of the: (1) John F. Kennedy Center for the Performing Arts; and (2) Smithsonian Institution. Provides for grants to local educational agencies to enable them to make urgent repairs and renovations to public school facilities. Amends the IRC and the Economic Growth and Tax Relief Reconciliation Act of 2001 to provide for revenue offsets.

Amends Federal civil service law to provide for the indexation of deferred annuities, including survivor annuities, under the Civil Service Retirement System (CSRS), Federal Employees' Retirement System (FERS), and for individuals becoming subject to FERS by election. Terminates for remarriage before age 55 (currently remarriage at any age) a survivor's entitlement to an annuity based on the service of a deferred annuitant who dies before establishing a valid claim for annuity under CSRS (conforms with requirements under FERS).

Family Farmers and Family Fishermen Protection Act of 2003 - Amends the Federal Bankruptcy Code to reenact Chapter 12, Adjustment of Debts of a Family Farmer with Regular Annual Income (thus reinstating permanently family farmer bankruptcy relief). Provides periodic adjustments for inflation of the debt limit for family farmers. Cites circumstances under which the claim of a governmental unit that arises from the disposition of a farm asset used in the debtor's farming operation shall be treated as an unsecured claim not entitled to priority. Increases from $1.5 million to $3.237 million the maximum aggregate debt that permits a farming operation to qualify as a family farming operation for debt adjustment purposes. Decreases from 80 percent to 50 percent the minimum percentage of aggregate, noncontingent liquidated debts arising out of such farming operation. Repeals the requirement that a family farmer and spouse receive over 50 percent of income from farming operations in the year before a bankruptcy petition is filed. Prohibits: (1) retroactive assessment of disposable income; and (2) post-confirmation modification of a bankruptcy plan that would increase the amount of payments that were due before such modification. Requires debtor's consent for post-confirmation increase in payments. Extends Chapter 12 coverage to family fishermen whose aggregate debts do not exceed $1.5 million, of which at least 80 percent of aggregate noncontingent, liquidated debts arise out of a commercial fishing operation.

Calls for the United States to: (1) support the independence of Kosova and the establishment of Kosova as a sovereign and democratic state in which human rights are respected as the only way to lasting peace and stability in the Balkans; (2) recognize the danger that delay in the resolution of Kosova's final status poses for the political and economic viability of Kosova and the future of Southeast Europe; (3) work in conjunction with the United Nations, the North Atlantic Treaty Organization, and other multilateral organizations to facilitate an orderly transition to the independence of Kosova; and (4) provide its share of assistance, trade, and other programs to support the government of an independent Kosova and to encourage the further development of democracy and a free market economic system.

Mortgage Servicing Clarification Act - Amends the Fair Debt Collection Practices Act to exempt from mandatory debt collection disclosures (that the debt collector is attempting to collect a debt and any information obtained will be used for that purpose) any servicer of federally related mortgage loans secured by first liens that include loans in default at the time such servicer became responsible for servicing such loans, if the servicer is also a debt collector whose collections are incidental to a primary function of servicing current federally related-mortgage loans.

Civic Participation and Rehabilitation Act of 2003 - Declares that the right of a U.S. citizen to vote in any election for Federal office shall not be denied or abridged because that individual has been convicted of a criminal offense, unless the individual is serving a felony sentence in a correctional institution or facility at the time of the election. Authorizes the Attorney General, in a civil action, to obtain any declaratory or injunctive relief necessary to remedy a violation of this Act. Creates a private right of action, subject to specified requirements.

Amends the Higher Education Act of 1965 title III part A (Strengthening Institutions) to direct the Secretary of Education to provide grants and related assistance to certain institutions of higher education for activities to improve their capacity to serve students who are Asian Americans and Pacific Islanders. Gives priority to eligible institutions with a significant percentage of enrollment made up of such students who are low-income individuals.

Retired Pay Restoration Act of 2003 - Permits retired members of the armed forces with service-connected disabilities to be paid both military retired pay and veterans' disability compensation. Repeals provisions providing for special compensation for certain severely disabled military retirees and certain combat-related disabled uniformed services retirees.
