Providing Reliable Officers, Technology, Education, Community Prosecutors, and Training In Our Neighborhoods Act of 2001 or PROTECTION Act - Modifies provisions of the Omnibus Crime Control and Safe Streets Act of 1968 regarding public safety and community policing ("cops on the beat" program, COPS) to authorize the Attorney General to use funding under COPS grants to: (1) increase prosecutor presence and to enhance law enforcement access to new technologies; (2) pay overtime to existing career law enforcement officers to the extent that such overtime is devoted to community policing efforts; and (3) promote higher education among in-service State and local law enforcement officers by reimbursing them for the costs associated with seeking a college or graduate school education. Includes among permitted additional grant projects: (1) specialized integrity and ethics training; and (2) innovative proactive crime control and prevention programs involving school officials and religiously-affiliated organizations. Authorizes the Attorney General to use up to five percent of appropriated funds for technical assistance and training to States, local governments, Indian tribal governments, and other public and private entities. Repeals provisions of the Act regarding termination of grants for hiring officers. Allows grants to be used to assist: (1) police departments in employing specified professional, scientific, and technological advancements; and (2) State, local, or tribal prosecutors' offices in implementation of community-based prosecution programs that build on local community policing efforts. Reserves specified funds for units of local government with a population of less than 50,000. Authorizes the Attorney General to use no more than 50 percent of grant renewal funds to award grants targeted specifically for retention of police officers.

National Health Service Corps Reinvestment Act of 2001 - Amends the Public Health Service Act to extend from FY 2001 through FY 2006 the authorization of appropriations for certain programs of the National Health Service Corps. Requires the Secretary of Health and Human Services to consider certain grant-receiving health centers, federally-qualified health centers, and rural health clinics to be health professional shortage areas. Repeals cost-sharing requirements that entities approved for assignment of Corps members: (1) charge for their health services; and (2) make certain payments to the United States. Authorizes the Secretary to carry out demonstration projects allowing individuals to satisfy obligated service requirements through part-time clinical service, but not less than 20 hours per week. Amends the Internal Revenue Code to exclude from gross income certain scholarship and loan repayment amounts under the National Health Services Corps Program.

Major Drug Trafficking Prosecution Act of 2001- Requires the Attorney General's prior written approval for a Federal prosecution of an offense under the Controlled Substances Act (CSA) or the Controlled Substances Import and Export Act (CSIEA), or for any conspiracy to commit such an offense, where the offense involves the illegal distribution or possession of a controlled substance in an amount less than that specified as a minimum for an offense under CSA or, in the case of any substance containing cocaine or cocaine base, in an amount less than 500 grams. Modifies CSA and CSIEA to delete specified mandatory minimum terms of imprisonment.

Korea Defense Service Medal Act - Directs the Secretary of the military department concerned to issue a campaign medal, to be known as the Korea Defense Service Medal, to each member who served in the Republic of Korea or its adjacent waters after July 27, 1954.

Amends the Brady Handgun Violence Prevention Act to: (1) make it unlawful for any person to import a large capacity ammunition feeding device; (2) eliminate the exemption for the transfer of such devices lawfully possessed before enactment of the ban; and (3) expand the definition of such devices to include those manufactured on or before the date of enactment of the Violent Crime Control and Law Enforcement Act of 1994.

Making Health Care Available for Low-Income Workers Act of 2001 - Directs the Secretary of Health and Human Services to provide grants to States for demonstration programs to reduce the premiums for health benefits coverage under group health plans for individuals: (1) who are eligible for benefits under a State's Medicaid (title XIX of the Social Security Act) program (or, at the State's option, who would be so eligible but for their eligibility or coverage under a group health plan); and (2) whose income does not exceed 185 percent of the income official poverty line applicable to a family of the size involved.

Nurse of Tomorrow Act of 2001 - Amends the Public Health Service Act to authorize the Secretary of Health and Human services to make grants for: (1) nurse recruitment and retention; (2) basic nurse education; and (3) nurse education encouragement. Amends the Internal Revenue Code to: (1) provide a refundable tax credit for certain nurses; and (2) exclude from gross income certain amounts received under the nurse loan repayment program.

Unaccompanied Alien Child Protection Act of 2001 - Establishes within the Department of Justice (DOJ) the Office of Children's Services which shall be responsible for coordinating and implementing law and policy for unaccompanied alien children. Establishes an Interagency Task Force on Unaccompanied Alien Children. States that an unaccompanied alien child found in the United States shall be promptly paroled into the United States and placed under the jurisdiction of the Office. Sets forth a family reunification preference order. Prohibits, with an exception for violent children, detention in adult or delinquent children facilities. Directs the Office to develop procedures for prohibited detention practices. Prohibits an unaccompanied alien child from being repatriated to a country unless an appropriate voluntary agency has conducted an assessment of the country conditions and the Office has conducted an assessment of the suitability of the placement of the child. Directs the Office to provide that each unaccompanied child have counsel and guardian ad litem. Amends the Immigration and Nationality Act to establish a special immigrant juvenile visa (J Visa). Expresses congressional commendation of the Immigration and Naturalization Service' s issuance of its "Guidelines for Children's Asylum Claims." Directs the Attorney General to provide immigration officers with related training. Amends the Act to exempt unaccompanied alien children from certain removal and asylum filing provisions. Directs the Comptroller General to report respecting the Office's effectiveness.

Municipal Deposit Insurance Protection Act of 2001 - Amends the Federal Deposit Insurance Act to mandate that deposits of an in-State municipal depositor at an insured depository institution be insured in an aggregate amount not to exceed the total equity capital of the institution.

Racial Profiling Prohibition Act of 2001 - Directs the Secretary of Transportation to withhold specified apportionments of Federal-aid highway funds for a State that has failed to: (1) adopt and enforce standards that prohibit the use of racial profiling; and (2) maintain and allow public inspection of specified statistical information on each motor vehicle stop made by a law enforcement officer on a Federal-aid highway in the State.

Construction Quality Assurance Act of 2001 - Prohibits any contractors or subcontractors from participating in the practice of bid shopping with respect to any Government contract exceeding $1 million for the construction or repair of any public building or work. Defines "bid shopping" as the practice of a contractor, after submitting a bid, pressuring for or accepting lower subcontractor bids without passing resulting savings to the Government. Requires any invitation to bid or request for proposal issued by the Government with respect to a contract to include a clause explicitly prohibiting such practice and specifying penalties which may include debarment or suspension for multiple violations.

Law Enforcement Officers Equity Act - Redefines the term "law enforcement officer" under provisions of the Federal Employees Retirement System (FERS) and the Civil Service Retirement System (CSRS) to include: (1) Federal employees not otherwise covered by such term whose duties include the investigation or apprehension of suspected or convicted individuals and who are authorized to carry a firearm; and (2) such employees of the Internal Revenue Service whose duties are primarily the collection of delinquent taxes and the securing of delinquent returns. Requires that such service which is performed by an incumbent law enforcement officer be treated: (1) on or after the enactment date of this Act, for all purposes, as service performed as a law enforcement officer, irrespective of how such service is treated under the following; and (2) before, on, or after such date, for purposes of CSRS and FERS, as service performed as such an officer, but only if an appropriate written election is submitted to the Office of Personnel Management five years after such date or before separation from Government service, whichever is earlier. Provides that nothing under current law respecting mandatory separation from Government service under CSRS or FERS shall cause the involuntary separation of an officer before the end of the three-year period beginning on such date.

Veterans Housing Fairness Act of 2001 - Authorizes the use of veterans' housing loan benefits to purchase stock or membership in a development, project, or structure (structure) of a cooperative housing corporation as long as such structure: (1) complies with criteria prescribed by the Secretary of Veterans Affairs; and (2) is a one-family residential unit.

Women's Health Office Act of 2001 - Amends the Public Health Service Act to establish: (1) within the Office of the Secretary of Health and Human Services an Office on Women's Health (2) within the Office of the Director of the Centers for Disease Control and Prevention an office to be known as the Office of Women's Health; and (3) establish within the Office of the Director of the Agency for Healthcare Research and Quality an office to be known as the Office of Women's Health. Amends the Social Security Act to establish within the Office of the Administrator of the Health Resources and Services Administration an office to be known as the Office of Women's Health. Amends the Federal Food, Drug, and Cosmetic Act to establish within the Office of the Commissioner of the Food and Drug Administration an office to be known as the Office of Women's Health.

Antibiotic Resistance Prevention Act of 2001 - Authorizes appropriations for FY 2002 through 2006 for carrying out certain top priority action items designated in the Antimicrobial Resistance Action Plan (developed by an interagency Task Force on Antimicrobial Resistance in 1999) and within the jurisdiction of the Department of Health and Human Services.

Small Business Health Fairness Act of 2001 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) to revise provisions relating to access and choice for small business employers with respect to medical care for their employees. Establishes rules governing association health plans (group health plans whose sponsors are trade, industry, professional, chamber of commerce, or similar business associations), including requirements relating to certification, sponsors and boards of trustees, participation, coverage, plan documents, contribution rates, benefit options, applications for certification, notice for voluntary termination, corrective actions, and mandatory termination. Requires association health plans which provide health benefits in addition to health insurance coverage to maintain certain reserves and comply with other solvency provisions. Directs the Secretary of Labor to apply for appointment, and carry out specified duties, as trustee of any such insolvent association health plans which provide health benefits in addition to health insurance coverage. Allows a State to impose a contribution tax on any association health plan commencing operations in such State after the enactment of this Act. Requires association health plans to include in their summary plan descriptions, in connection with each benefit option, a description of the form of any solvency or guarantee fund protection secured under ERISA or applicable State law. Revises provisions relating to treatment of: (1) single employer arrangements; and (2) certain collectively bargained arrangements. Sets forth provisions for association health plans with respect to: (1) enforcement; (2) cooperation between Federal and State authorities; and (3) treatment of certain existing health benefit programs.

Expresses the sense of Congress that it: (1) condemns election procedures that result in minority vote dilution and disfranchisement and any person acting under color of law or otherwise engaged in intimidating or denying any eligible person from voting; (2) recognizes the significance of the 15th Amendment, which guarantees American citizens the right to vote; and (3) reaffirms its commitment to the Voting Rights Act of 1965. Expresses the sense of Congress that the United States Commission on Civil Rights should compile data on and investigate reports of voting irregularities arising out of the November 7, 2000, presidential election, and report on them to Congress and the Department of Justice. Expresses the sense of Congress that the President, Attorney General, and Department of Justice should: (1) make the elimination of minority vote dilution and disfranchisement a top priority of the U.S. Government; (2) take all necessary steps and resources to thoroughly investigate all charges of election irregularities, minority vote dilution, and disfranchisement; (3) enforce the Voting Rights Act of 1965 by bringing suit in Federal court against racially discriminatory practices, and Federal criminal charges for voting fraud or intimidation involving racial bias in local or State elections; and (4) explore all options to prevent such disfranchisement in future elections.

Kidney Patient Daily Dialysis Quality Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act to direct the Secretary of Health and Human Services to publish final regulations for equivalent per treatment prospective payment rates for more frequent hemodialysis treatments furnished to qualified individuals at home and in a facility (composite Method I and Method II Cap rates).

MediKids Health Insurance Act of 2002 - Amends the Social Security Act (SSA) to allow certain eligible individuals born after December 31, 2002, who have not attained age 23, to enroll in the MediKids Program under new SSA title XXII established by this Act for entitlement to benefits specified by the Secretary of Health and Human Services (HHS). Includes among such benefits early and periodic screening, diagnostic services, and treatment services under Medicaid (SSA title XIX), and prescription drugs and biologicals. Provides for: (1) cost-sharing; (2) a payment schedule for covered benefits; (3) a monthly MediKids premium and the means for payment of it; and (4) a reduction in premium for certain low-income families. Creates in the Treasury the MediKids Trust Fund for collected premiums, appropriated amounts, and other revenues for use in funding the coverage provided under the MediKids Program and maintaining its financial solvency. Authorizes the Secretary to implement a care coordination services program including specified elements under which eligible individuals may elect to have health care services covered under SSA title XXII managed and coordinated by a designated care coordinator. Amends SSA title XVIII (Medicare) to increase the membership of the Medicare Payment Advisory Commission, with the initial terms of additional members staggered. Amends the Internal Revenue Code to: (1) impose a MediKids premium tax in the case of any taxpayer (with certain exceptions) required to pay a premium under the MediKids Program for an eligible individual; and (2) provide for a refundable tax credit for 50 percent of cost-sharing expenses under the MediKids Program. Directs the Secretary of the Treasury to propose a gradual schedule of progressive tax changes to fund the MediKids Program as the number of enrollees grows in the out-years.

Breast Cancer and Environmental Research Act of 2001 - Amends the Public Health Service Act to direct the Director of the National Institute of Environmental Health Services, based on recommendations from the Breast Cancer and Environmental Research Advisory Panel (established by this Act), to make grants, after a process of peer review and programmatic review, to public or nonprofit private entities for the development and operation of not more than eight centers for the purpose of conducting multidisciplinary and multi-institutional research on environmental factors that may be related to the etiology of breast cancer.

Affordable Prescription Drugs and Medical Inventions Act - Amends Federal patent law to grant the Secretary of Health and Human Services and the Federal Trade Commission the right to establish compulsory licensing (without authorization of the right holder) for use of patented inventions relating to health care upon a determination that: (1) the patent holder, contractor, licensee, or assignee has not taken, or is not expected to take within a reasonable time, effective steps to achieve practical application of the subject invention in a field of use; (2) establishing other use of the subject matter of the patent is necessary to alleviate health or safety needs which are not adequately satisfied by the patent holder, contractor, licensee, or assignee; (3) the patent holder has engaged in specified anticompetitive behavior, including excessive pricing; (4) an invention covered by a patent cannot be exploited without infringing upon the first patent, insofar as the invention claimed in the second patent involves an important technical advance; or (5) the invention claimed in the patent is needed for research purposes that would benefit the public health, and is not licensed on reasonable terms and conditions. Requires any person engaged in the manufacture and sale of any new drug or new animal drug approved under the Federal Food, Drug, and Cosmetic Act, and for which a patent is still in effect, to report annually to the Secretary of Health and Human Services an audit of all financial information relevant to that drug's pricing nationally and internationally, including research and development costs. Establishes civil penalties for noncompliance.

National Museum of African American History and Culture Act of 2001 - Establishes within the Smithsonian Institution the National Museum of African American History and Culture to be operated as a center for scholarship and a location for museum training, public education, exhibits, and collection and study of items and materials relating to the life, art, history, and culture of African Americans form slavery and the era of reconstruction to the Harlem renaissance, the civil rights movement, and beyond. Establishes the National Museum of African American History and Culture Council. Requires the Council to appoint a Director to manage the Museum. Authorizes the Council to plan, design, reconstruct, renovate, and expand the Arts and Industries Building to house the Museum.

Amends related penalty provisions.

Mathematics and Science Proficiency Partnership Act of 2001 - Requires the Director of the National Science Foundation (NSF) to establish a demonstration program under which grants are awarded to eligible local educational agencies (LEAs) for: (1) developing programs that build or expand mathematics, science, and information technology curricula; (2) purchasing equipment necessary to establish such programs; and (3) providing professional development to enhance teacher quality in those subject areas. Makes eligible for grants LEAs that provide assurances that they have executed conditional agreements for private sector participation, including: (1) the donation of technology tools; (2) the establishment of internship and mentoring opportunities; and (3) the donation of scholarship funds. Requires the Director to study and report to Congress on the effectiveness of activities under this Act in improving student performance in mathematics, science, and information technology at the precollege level and in stimulating student interest in pursuing undergraduate studies in these fields.

Safe Food Act of 2001 - Establishes in the executive branch an independent Food Safety Administration which shall administer and enforce the food safety laws for the protection of the public health. Directs the Administrator of Food Safety to oversee the: (1) implementation of Federal food safety inspection, enforcement, and research efforts, based on scientifically supportable assessments of risks to public health; (2) development of consistent and science-based standards for safe food; (3) coordination and prioritization of food safety research and education programs with other Federal agencies; (4) coordination of the Federal response to foodborne illness outbreaks with other Federal agencies and State agencies; and (5) integration of Federal food safety activities with State and local agencies. Transfers to the Administration all functions of the following Federal agencies that relate to administration or enforcement of the food safety laws, as determined by the President: (1) the Food Safety and Inspection Service of the Department of Agriculture; (2) the Center for Food Safety and Applied Nutrition of the Food and Drug Administration (FDA); (3) the Center for Veterinary Medicine of FDA; (4) the National Marine Fisheries Service of the National Oceanic and Atmospheric Administration of the Department of Commerce as it relates to the Seafood Inspection Program; and (5) such others as the President may designate by executive order.

Recognizes the unique obstacles that women face in ensuring retirement security and survivor and disability stability and the essential role that Social Security plays in guaranteeing inflation-protected financial stability for women throughout their entire old age. Expresses the sense of the House of Representatives that the Congress and the President should take these factors into account when considering proposals to reform the Social Security system.

Amends the Omnibus Parks and Public Lands Management Act of 1996 to authorize the Secretary of the Interior, with respect to eligible historically black colleges and universities, to make a grant (out of funds authorized by this Act) for a building or structure listed on, or eligible for listing on, the National Register of Historic Places only if the grantee agrees to provide funds derived from non-Federal sources in an amount equal to 30 percent of the total cost of the project for which the grant is provided.

America's Red Rock Wilderness Act of 2001 - Designates specified lands in the following areas of Utah as components of the National Wilderness Preservation System: (1) Great Basin wilderness areas; (2) Zion and Mojave Desert wilderness areas; (3) Grand Staircase-Escalante wilderness areas; (4) Moab-LaSal Canyons wilderness areas; (5) Henry Mountains wilderness areas; (6) Glen Canyon wilderness areas; (7) San Juan-Anasazi wilderness areas; (8) Canyonlands Basin wilderness areas; (9) San Rafael Swell wilderness areas; and (10) Book Cliffs and Uinta Basin wilderness areas. Sets forth administrative provisions regarding: (1) filing by the Secretary of the Interior of a map and a legal description of each designated wilderness area with appropriate congressional committees; (2) the exchange of State-owned lands within such areas; (3) Federal reservation of water rights; (4) measurement of setbacks for roads with wilderness; (5) authorized livestock grazing; and (6) withdrawal of such lands from disposition under certain public land laws.

Debt Cancellation for the New Millennium Act - Amends the International Financial Institutions Act to urge the President to commence immediately efforts within the Paris Club of Official Creditors, as well as the International Bank for Reconstruction and Development (World Bank), the International Monetary Fund (IMF), and other appropriate multilateral development institutions, to accomplish certain modifications in the Enhanced Heavily Indebted Poor Countries (HIPC) Initiative, including requiring that: (1) the amount of debt relief provided by the IMF and the World Bank under the Enhanced HIPC Initiative for a HIPC be sufficient to completely cancel 100 percent of the HIPC's debt owed to such institutions; (2) no provision of debt relief under the Initiative be conditioned on any country's implementing a structural adjustment or stabilization program of the Poverty Reduction and Growth Facility of the IMF or any other such program operated solely or jointly by the IMF or the World Bank; (3) all HIPCs that are working in good faith to develop and implement their Poverty Reduction Strategy Papers (PRSPs) pursuant to the Initiative not be required to make service payments on their debts (ensuring that the savings from such debt relief will be invested in HIV/AIDS treatment and prevention, health care, education, and poverty reduction programs); and (4) the eligibility requirements of the Initiative be revised to make Bangladesh, Haiti, and Nigeria eligible. Directs the Secretary of the Treasury to provide, upon request, for technical assistance to HIPCs regarding compliance with the conditions for debt relief pursuant to the Initiative, including the development and implementation of their PSRPs.

Medicaid Safety Net Improvement Act of 2001 - Amends title XIX (Medicaid) of the Social Security Act (SSA) to increase the allowed Federal Medicaid disproportionate share hospital (DSH) allotment in "extremely low-DSH" States from one percent to three percent of the State's Medicaid program costs.

Agent Orange Respiratory Cancer Act of 2001 - Repeals the requirement that, in order to be considered service-connected and, therefore, compensable under veterans' disability compensation, respiratory cancers must have become manifest in a veteran within 30 years after the last date on which the veteran performed active military service in the Republic of Vietnam.

Federal Prison Industries Competition in Contracting Act of 2001 - Amends the Federal criminal code to replace provisions regarding the purchase of prison-made products by Federal departments with provisions establishing a Government-wide procurement policy relating to purchases from Federal Prison Industries (FPI) which shall generally require the use of competitive procedures. Requires FPI to comply with Federal occupational, health, and safety standards regarding its industrial operations. Requires that an analysis of the probable impact of a proposed expansion of inmate-work activities by FPI on private sector firms and their non-inmate workers be made whenever FPI proposes to authorize the sale of a new specific product or service or to expand production of a current product or service. Provides for inmate wages and deductions. Amends the Federal judicial code regarding the Department of Justice Assets Forfeiture Fund to authorize payments to the Bureau of Prisons exclusively for the purpose of providing additional vocational and remedial educational training for inmates. Amends the Federal criminal code to require that not less than 20 percent of the gross profits of the corporation at the end of each fiscal year be allocated to fund vocational training for inmates. Requires the Director of the Bureau to afford to inmates opportunities to participate in programs and activities designed to help prepare such inmates to obtain employment upon release. Authorizes FPI to: (1) locate more than one workshop at a Federal correctional facility; and (2) operate a workshop outside of a correctional facility if all of participating inmates are minimum security inmates.

Rebuilding America's Infrastructure - Establishes the Federal Bank for Infrastructure Modernization. Authorizes the Bank to make loans to any State, local government, Indian tribe, and regional or multistate organization for the development of certain transportation- and educational- and water and hazardous treatment-related capital infrastructure facility projects. Sets forth specified requirements with respect to: (1) loan and borrower eligibility; and (2) compliance with the Americans with Disabilities Act of 1990, the Buy America n Act, and the Davis-Bacon Act (wages) as they relate to the development of such projects.

Directs the Secretary of the Treasury to instruct the U.S. Executive Directors at the International Bank for Reconstruction and Development (World Bank) and the International Monetary Fund (IMF) to use the U.S. voice, vote, and influence to call for a vote by such institutions on: (1) negotiating a strategy to cancel debts owed them by any country eligible for assistance under the Heavily Indebted Poor Countries (HIPC) Initiative or heavily affected by HIV/AIDS, which should ensure that the savings from such cancellation are used for fair and transparent poverty reduction; (2) accepting an immediate moratorium on debt service payments and accrual of interest on the debt owed by such country; (3) encouraging each country to ensure that the national HIV/AIDS strategic plan is fully funded, with a significant proportion of the savings from the debt cancellation to be used for HIV/AIDS response and other health priorities, and HIV/AIDS and infectious disease control strategies are based upon best practices, including prevention, care, treatment, orphan response, and accessibility to affordable drugs and social and health infrastructure; and (4) using their reserve accounts or net income to offset debt cancellation costs. Directs the Secretary to instruct the U.S. Executive Directors at the World Bank and the IMF to oppose any of their programs that would include user fees for primary education or primary health care, including prevention and treatment efforts for HIV/AIDS, malaria, tuberculosis, and infant, child, and maternal well-being. Directs the Secretary to develop strategies to counter corruption in beneficiary countries under this Act.

American Hospital Preservation Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA), as amended by Federal law commonly referred to as the (Medicare, Medicaid, and SCHIP) Benefits Improvement and Protection Act, to: (1) increase (restore the full) market basket update for inpatient prospective payment services hospitals; and (2) maintain the indirect medical education adjustment percentage at 6.5 percent.

Community Environmental Equity Act - Amends the Public Health Service Act to define "covered substance" to mean hazardous contaminants, chemicals, materials, wastes, and substances listed, identified, or defined in specified laws or designated by the President. Prohibits any entity that handles, manages, treats, releases, disposes, stores, transports, or delivers covered substances from disproportionately exposing any individual or community, on the ground of race, color, or national origin, or economic status to any covered substance. Authorizes enforcement: (1) by denial or termination of authorization to handle, manage, treat, release, discharge, dispose, store, transport, remove, move, or deliver covered substances; (2) by any other means authorized by law; and (3) for entities receiving Federal financial assistance, through specified compliance provisions of the Civil Rights Act of 1964.

Voter Registration Protection Act of 2001 - Declares that no State may prohibit any individual from registering to vote for an election for Federal office, or from voting in an election for Federal office, on the grounds that the individual has been convicted of a Federal crime, except for individuals remaining in Government custody or supervision.

National Voter Anti-Intimidation and Anti-Fraud Election Act of 2001 - Amends Federal law, including the Revised Statutes, to require that general Federal elections for President and Vice President, Senators, and Members of the House of Representatives be held over the 48-hour period that begins with the first Saturday in November. Denies the States authority to prohibit any individual from voting in an election for Federal office if the individual is a U.S. citizen, registered to vote in the appropriate jurisdiction, and is not incarcerated while the polls for the election are open in the State. Amends the Federal criminal code to provide for the treatment of certain law enforcement activities by State or local law enforcement officers on any Federal election day as interference with an election for Federal office.

Eliminate Colorectal Cancer Act of 2001 - Amends the Public Health Service Act and the Employee Retirement Income Security Act of 1974 to require coverage of colorectal cancer screening according to certain guidelines by a group health plan, a health insurance issuer offering group health insurance coverage, and a health insurance issuer in the individual market. Directs the Secretaries of Labor and of Health and Human Services to ensure coordination in the implementation and enforcement of this Act.

National Forest Protection and Restoration Act of 2001 - Prohibits commercial logging and timber sales (with specified exceptions) on Federal public lands, with a two-year phase-out for existing contracts. Provides for payment of relinquished contracts. Directs the Secretaries of Agriculture and the Interior to each: (1) establish a National Heritage Restoration Corps to restore (and monitor) such lands to their natural pre-logging condition; (2) develop National Heritage Restoration Plans and related standards for regional ecological restoration and monitoring. Sets forth provisions respecting forest fire and hazardous fuel reduction. Provides for worker retraining of eligible persons whose jobs have been lost due to terminated timber and logging contracts. Authorizes the Secretary of Labor to make training grants, including grants for job search and relocation. Sets forth fund allocation provisions, including amounts for an Environmental Protection Agency investigation of non-wood paper and construction alternatives. Amends the Secure Rural Schools and Community Self-Determination Act of 2000 to make permanent certain education, transportation, and public purpose payments to States and counties containing Federal land. Authorizes a private right of action for violations of this Act.

Medicare Mental Health Modernization Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to provide for: (1) elimination of the lifetime limit on inpatient mental health services; (2) parity in treatment for outpatient mental health services; (3) coverage of intensive residential services under Medicare part A (Hospital Insurance) and of intensive outpatient services under Medicare part B (Supplementary Medical Insurance); (4) exclusion of clinical social worker services from coverage under the Medicare skilled nursing facility prospective payment system; and (5) coverage of marriage and family therapist services and mental health counselor services under Medicare.

FHA Shutdown Prevention Act - Amends the National Housing Act to permit the use of negative credit subsidy from the General Insurance Fund or the Special Risk Insurance Fund for specific housing insurance mortgage or loan commitments. Considers such negative credit subsidies as new budget authority provided in advance of an appropriations Act for the fiscal year concerned.

Social Security Benefits Fairness Act of 2001 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to provide that a monthly OASDI benefit shall be paid for the month in which the recipient dies, subject to a reduction of 50 percent if the recipient dies during the first 15 days of such month.
