Protecting Veterans' Educational Choice Act of 2016 This bill requires Department of Veterans Affairs (VA) counselors who provide specified educational or vocational counseling services to provide a requesting veteran or member of the Armed Forces with information about the articulation agreements (agreements governing the transferability of credits toward meeting specific degree or program requirements) of each institution of higher learning in which the individual is interested. The VA shall provide a veteran who is certified as eligible for VA educational assistance with information on education counseling services and articulation agreements.

This bill amends the Immigration and Nationality Act to reauthorize the State Criminal Alien Assistance Program (SCAAP) through FY2020. SCAAP provides payments to state, local, and tribal governments to offset the costs of incarcerating certain undocumented criminal aliens. It expands the definition of “undocumented criminal alien” to include an alien who has been charged with a felony or two or more misdemeanors. Additionally, the bill directs the Department of Justice to reimburse a state, local, or tribal government for costs to incarcerate a criminal alien whose immigration status cannot be verified by the Department of Homeland Security. (Currently, a criminal alien with lawful immigration status does not meet the criteria for SCAAP reimbursement.)

Declares that the Committee on Appropriations shall maintain proposed and historical budget authority and outlays for each category of spending. Specifies that such data shall: cover a period comprising the 10 fiscal years immediately preceding the budget year, and be kept up-to-date and provided on the Committee's website.

Combat-Injured Veterans Tax Fairness Act of 2016 This bill directs the Department of Defense (DOD) to identify: certain severance payments to veterans with combat-related injuries paid after January 17, 1991, from which DOD withheld amounts for tax purposes, and the individuals to whom such severance payments were made. DOD shall provide each such veteran with: notice of the amount of improperly withheld severance payments, and instructions for filing amended tax returns to recover such amount. The period for filing a related claim with the Internal Revenue Service for a credit or refund is extended beyond the three-year limitation to the date that is one year after DOD provides the veteran with the information required by this Act. DOD shall ensure that amounts are not withheld for tax purposes from DOD severance payments to individuals when such payments are not considered gross income.

Veterans Pensions Protection Act of 2016 This bill exempts the following payments from annual income determinations with respect to pensions for veterans and surviving spouses and children of veterans: (1) reimbursements, including insurance settlement payments, for medical expenses related to an accident, theft, loss, or casualty, up to the costs of medical care provided to the victim of such event; and (2) payments for pain and suffering, including insurance settlement payments and general damages awarded by a court related to an accident, theft, loss, or casualty loss up to an amount determined by the Department of Veterans Affairs on a case-by-case basis.

Prevent Retaliation and Open up Transparency to Expand Care for Troops Act of 2016 or the PROTECT Act This bill amends the Uniform Code of Military Justice to establish the offense of retaliation. Retaliation provisions require that any person subject to the code who, with the intent to retaliate against any person for reporting or planning to report a criminal offense, or with the intent to discourage any person from reporting a criminal offense, wrongfully takes or threatens to take an adverse personnel action against any person, or wrongfully withholds or threatens to withhold a favorable personnel action with respect to any person, shall be punished as a court-martial may direct. The Department of Defense (DOD) shall prescribe uniform standards for conduct of each of the following functions at all stages of the military justice system, including pretrial, trial, post-trial, and appellate processes: collection and analysis of data concerning substantive offenses and procedural matters in a manner that facilitates case management and decision making and enhances the quality of periodic reviews; case processing and management; timely and accurate production and distribution of trial records; and facilitation of access to docket information, filings, and records. Each military department shall ensure that any individual investigating an allegation of retaliation against a person who has made a protected communication must have training in the definition and characteristics of retaliation. If the investigation involves alleged retaliation in response to a communication regarding rape, sexual assault, or other sexual misconduct, the training shall include specific instruction regarding such violations. It is the sense of Congress that DOD should ensure that its medical and mental health providers are adequately trained to meet the needs of male survivors of military sexual trauma.

This bill provides that the monthly stipend under the Post-9/11 Educational Assistance program for a member of the reserve components of the Armed Forces who is pursuing a program of education using assistance under such program and performing certain active duty service shall be payable on a pro rata basis for the period of such month in which the individual is not performing active duty service.

Free File Act of 2016 This bill requires the Department of the Treasury to continue to operate the Internal Revenue Service (IRS) Free File Program. The program must work with state government agencies to enhance and expand the use of the program, while continuing to: provide free commercial-type online individual income tax preparation and electronic filing services to the lowest 70% of taxpayers by income; provide all taxpayers (regardless of income) with a basic, online electronic fillable forms utility; and work with the private sector to provide the free tax preparation and electronic filing services. Treasury must work with the private sector through the program to identify and implement innovative new program features to improve and simplify the taxpayer's experience with completing and filing individual income tax returns. The IRS and members of the tax software and electronic industry involved in the program must support and promote improvements within the program by mutually testing, piloting, and offering innovative solutions to: simplify the tax system, reduce compliance and reporting burdens, increase tax return accuracy through financial data authentication, strengthen the tax system against fraud through cybersecurity collaboration, avoid duplication, and maximize the use of electronic technology.

China Market Economy Status Congressional Review Act This bill amends the Tariff Act of 1930 to bar revocation of a determination by the administering authority (the Secretary of Commerce or any other U.S. officer) that the People's Republic of China is a nonmarket economy country unless: the administering authority determines and reports to Congress that China no longer meets the requirements of a nonmarket economy country; and Congress, within 45 days after the receipt of such a report, enacts a joint resolution of approval.

Stepping up for American Workers and Troops Act This bill directs the the Department of Defense (DOD), in the case of athletic footwear needed by members of the Army, Navy, Air Force, or Marine Corps upon their initial entry into the Armed Forces, to: (1) furnish such footwear directly instead of providing a cash allowance to the service members to purchase such footwear, and (2) comply with American source requirements in procuring such footwear. A cash allowance may be provided for the purchase of footwear that is medically required to meet a service member's unique physiological needs that cannot be met with footwear furnished by DOD.

Stopping Partisan Policy at the Library of Congress Act This bill directs the Library of Congress to retain the headings "Aliens" and "Illegal aliens," as well as related headings, in the Library of Congress Subject Headings in the same manner as they were in effect during 2015.

Prenatal Nondiscrimination Act (PRENDA) of 2016 This bill imposes criminal penalties on anyone who knowingly or knowingly attempts to: (1) perform an abortion knowing that the abortion is sought based on the sex, gender, color or race of the child, or the race of a parent; (2) use force or the threat of force to intentionally injure or intimidate any person for the purpose of coercing a sex-selection or race-selection abortion; (3) solicit or accept funds for the performance of such an abortion; or (4) transport a woman into the United States or across a state line for the purpose of obtaining such an abortion. Violations or attempted violations shall result in fines and/or imprisonment for up to five years. The bill authorizes civil actions (for verifiable money damages for injuries and punitive damages) by: (1) fathers, or maternal grandparents if the mother is an unemancipated minor, of unborn children who are the subject of an abortion performed or attempted through any of the above violations; or (2) women upon whom an abortion has been performed or attempted with a knowing or attempted use of force or threat of force to intentionally injure or intimidate any person for the purpose of coercing a sex-selection or race-selection abortion. To prevent an abortion provider from performing or attempting further abortions in violation of this bill, the bill authorizes injunctive relief to be obtained by: (1) the women upon whom such an abortion is performed or attempted, (2) a maternal grandparent of the unborn child if the woman is an unemancipated minor, (3) the father of such an unborn child, or (4) the Department of Justice. Violations of this bill are deemed to be prohibited discrimination under title VI (Federally Assisted Programs) of the Civil Rights Act of 1964. (Violators of title VI lose federal funding.) Medical or mental health professionals must report known or suspected violations to law enforcement authorities. Criminal penalties are established for a failure to so report. A woman having such an abortion may not be prosecuted or held civilly liable. Courts must make such orders as necessary to protect the anonymity of any woman upon whom an abortion has been performed or attempted if she does not give her written consent to such disclosure. In the absence of such a woman's written consent, any party, other than a public official, who brings an action must use a pseudonym. For purposes of this bill, "abortion" is defined as the act of using or prescribing any instrument, medicine, drug, or any other substance, device, or means with the intent to terminate the clinically diagnosable pregnancy of a woman, with knowledge that the termination by those means will, with reasonable likelihood, cause the death of the unborn child, unless the act is intended to: (1) save the life or preserve the health of the unborn child, (2) remove a dead unborn child caused by spontaneous abortion, or (3) remove an ectopic pregnancy.

This bill amends the Immigration and Nationality Act to define "criminal gang." An alien who is or was a member of a criminal gang, or who participated in gang activity knowing that such participation will promote the gang's illegal activity, shall be inadmissible and deportable. The Department of Homeland Security may designate a group or association as a criminal gang. Detention shall be mandatory for anyone found inadmissible or deportable for criminal street gang membership. Individuals found inadmissible or deportable for criminal gang membership shall be barred from: asylum; withholding of removal; temporary protected status; special immigrant juvenile status; deferred action; and parole, unless assisting the United States in a law enforcement matter and required by the government to be present with respect to such assistance. An alien found at a U.S. land border or port of entry who is determined to be inadmissible and a threat to public safety (certain criminals, terrorists, street gang members) shall be subject to expedited removal.

Commends the Office of the Special Inspector General for Afghanistan Reconstruction for its ongoing role in identifying and reducing waste, fraud, and abuse. Calls on: (1) John Sopko, the Special Inspector General, to brief the House Armed Services Committee on matters relating to reconstruction efforts in Afghanistan; and (2) the leadership of the House of Representatives to facilitate debate on continued U.S. presence in Afghanistan and the resulting waste, fraud, and abuse of tax dollars.

Conscience Protection Act of 2016 This bill amends the Public Health Service Act to codify the prohibition against the federal government and state and local governments that receive federal financial assistance for health-related activities penalizing or discriminating against a health care provider based on the provider's refusal to be involved in, or provide coverage for, abortion. Health care providers include health care professionals, health care facilities, social services providers, health care professional training programs, and health insurers. The Office for Civil Rights of the Department of Health and Human Services, in coordination with the Department of Justice (DOJ), must investigate complaints alleging discrimination based on an individual's religious belief, moral conviction, or refusal to be involved in an abortion. DOJ or any entity adversely affected by such discrimination may obtain equitable or legal relief in a civil action. Administrative remedies do not need to be sought or exhausted prior to commencing an action or granting relief. Such an action may be brought against a governmental entity.

CBD Oil Act of 2016 This bill amends the Controlled Substances Act to bar the federal prosecution of an individual who produces, distributes, or uses CBD oil for medical research or medical purposes in compliance with state law. The term "CBD oil" means a marijuana extract that is composed of a nonpsychoactive proportion of tetrahydrocannabinol and cannabidiol under state law.

Protecting Workplace Advancement and Opportunity Act This bill declares that the proposed or the final rule of the Department of Labor entitled "Defining and Delimiting the Exemptions for Executive, Administrative, Professional, Outside Sales and Computer Employees" shall cease to have any force or effect. The rule revises the "white collar" exemption of executive, administrative, professional, outside sales, and computer employees from minimum wage and maximum hour, or overtime, requirements of the Fair Labor Standards Act of 1938 (FLSA). If the proposed rule is a final rule on the date of enactment of this bill: Labor shall not enforce it based on conduct occurring before that enactment date, an employee shall not have any right of action against an employer for the employer's failure to comply with the final rule at any time before that enactment date, any regulations that were amended by the final rule shall be restored and revived as if the final rule had never taken effect, and nothing in this bill shall be construed to create a right of action for an employer against an employee for the recoupment of any payments made to the employee before the enactment of this bill that were in compliance with that final rule. Labor may promulgate any substantially similar rule only if it has completed certain required actions; but the rule shall not contain any automatic updates to the salary threshold for purposes of exemptions to minimum wage and maximum hour requirements under the FLSA. The requirement that definitions applicable for such exemptions be defined and delimited from time to time by Labor regulations shall be construed to: require Labor to issue a new rule through notice and comment rulemaking for each change in any salary threshold it has proposed; and exclude any rule that would result in changes to any salary threshold for multiple time periods, including through any automatic updating procedure. Labor may not promulgate any final rule that includes any revision to duties tests for exemption from minimum wage and maximum hours requirements unless specific regulatory text for the provision was proposed in the proposed rule.

Puppies Assisting Wounded Servicemembers (PAWS) Act of 2016 This bill directs the Department of Veterans Affairs (VA), through the Office of Patient Centered Care and Cultural Transformation, to carry out a five-year pilot program under which the VA shall provide service dogs and veterinary health insurance to certain veterans who: (1) served on active duty on or after September 11, 2001; and (2) were diagnosed with, and continue to suffer from, post-traumatic stress disorder. The provision of a service dog shall be done in addition to other types of treatment for post-traumatic stress disorder and shall not replace established treatment modalities.

Adoption Leave for Military Families Act This bill revises adoptive leave requirements for dual military couples to permit one service member to take up to 21 days of leave and the other service member to take up to 14 days of leave. (Current law permits up to 21 days of leave for only one service member.)

Mandating America's Responsibility To Limit Abuse, Negligence and Depravity Act or the MARTLAND Act This bill states that it is U.S. policy that human rights violations, including child abuse, shall not be conducted or condoned on any U.S. military installation, whether located in the United States or overseas, by either U.S. citizens or nationals or foreign nationals. The Department of Defense (DOD) shall submit to Congress a comprehensive plan detailing the procedures by which DOD will implement this policy. "Military installation" shall include U.S. combat outposts and forward operating locations.

Recognizing the Protection of Motorsports Act of 2016 or the RPM Act of 2016 This bill amends the Clean Air Act to allow the modification of a vehicle's air emission controls if the vehicle is used solely for competition.

Fairness for Veterans Act of 2016 This bill addresses medical evidence reviews in the case of: (1) a former member of the Armed Forces who was deployed in a contingency operation and subsequently diagnosed as suffering from post-traumatic stress disorder or traumatic brain injury as a consequence of such deployment, or (2) a former member whose application for relief from the terms of his or her military discharge is based in whole or in part on matters relating to post-traumatic stress disorder or traumatic brain injury related to combat or military sexual trauma. Any board of review shall: review medical evidence of the Department of Veterans Affairs or a civilian health care provider presented by the former member, and review the case with a rebuttable presumption in favor of the former member that post-traumatic stress disorder or traumatic brain injury materially contributed to the circumstances resulting in the discharge of a lesser characterization.

Merrill's Marauders Congressional Gold Medal Act This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the award, on behalf of the Congress, of a single gold medal of appropriate design to the 5307th Composite Unit (Provisional), commonly known as Merrill's Marauders, in recognition of their bravery and outstanding service in the jungles of Burma during World War II. Following its award the gold medal shall be given to the Smithsonian Institution where it will be displayed and made available for research. It is the sense of Congress that the Smithsonian Institution should make the gold medal received under this Act available for display elsewhere, particularly at other locations and events associated with Merrill's Marauders.

Veteran Urgent Access to Mental Healthcare Act This bill directs the Department of Veterans Affairs (VA) to establish a program to provide former members of the Armed Forces with: (1) an initial mental health assessment; and (2) health care services required to treat the former member's urgent mental health care needs, including risk of suicide or harming others. A former member of the Armed Forces is an individual who meets either of the following criteria: the individual is a former member of the Armed Forces, including the reserve components, who served in the active military, naval, or air service, and was discharged or released under a condition less than honorable (except a dishonorable or bad conduct discharge by reason of a general court martial), has applied for a character of service determination that has not yet been made, and is not otherwise eligible to enroll in the VA health care system by reason of such discharge or release; or the individual is a veteran not otherwise eligible for VA health care. The VA may provide such mental health care services pursuant to a contract with a qualified mental health professional if: (1) the receipt of mental health care services by an individual in VA facilities would be clinically inadvisable, or (2) VA facilities are not capable of furnishing such mental health care services to that individual economically because of geographical inaccessibility. The VA shall seek to enter into a contract with an independent nongovernmental entity to study the effect combat service has had on suicide rates and serious mental health issues among veterans.

This bill directs the U.S. Army Corps of Engineers, after completion of the study of the Herbert Hoover Dike, Florida, known as the Herbert Hoover Dike Dam Safety Modification Study, to: (1) carry out, without any further congressional authorization, the projects recommended as part the study; and (2) complete such projects by December 31, 2020. Appropriations in the amount of $800 million are made to carry out this bill.

Veteran Suicide Prevention Act This bill directs the Department of Veterans Affairs (VA) to complete a publicly available review of the deaths of all covered veterans who died by suicide during the preceding five-year period. Such review shall include: the total number of veterans who died by suicide during the five-year period; a summary that includes age, gender, and race; a list of the medications prescribed to, and found in the systems of, such veterans at the time of their deaths, and a summary of medical diagnoses by VA physicians which led to the prescribing of such medications; the number of instances in which the veteran was concurrently on multiple medications prescribed by VA physicians; the percentage of veterans who were not taking any medication prescribed by a VA physician; the percentage of veterans with combat experience or trauma; Veterans Health Administration facilities with markedly high prescription and patient suicide rates; a description of VA policies governing the prescribing of medications; and recommendations to improve the safety and well-being of veterans. "Covered veteran" means any veteran who received VA hospital care or medical services during the five-year period preceding the veteran's death.

Help Extract Animals from Red Tape Act of 2016 or the HEART Act of 2016 This bill amends the federal criminal code to modify the general rules that govern civil forfeiture proceedings. Specifically, it adds requirements with respect to the seizure of an animal involved in animal fighting.

Medicare Access to Radiology Care Act of 2016 This bill amends title XVIII (Medicare) of the Social Security Act to revise physician supervision requirements under the Medicare program for radiology services performed by advanced level radiographers. Specifically, with respect to a state that has established such requirements for those services, the bill aligns Medicare's requirements with state requirements. An "advanced level radiographer" is a radiographer who has obtained specified certification from either the American Registry of Radiologic Technologists or the Certification Board for Radiology Practitioner Assistants.

Firefighter Cancer Registry Act of 2016 This bill requires the Centers for Disease Control and Prevention (CDC) to develop and maintain a voluntary patient registry to monitor, collect, and make available epidemiological information related to cancer incidence and trends among firefighters. The CDC should seek to include specified information in the registry, including the number and type of fire incidents attended by an individual. To collect information for the registry, the CDC may incorporate questions into existing public health surveys, questionnaires, and other databases. The CDC must: (1) encourage the inclusion in the registry of data on minority, female, and volunteer firefighters; and (2) seek feedback on the registry from nonfederal experts. The CDC must develop an approval process for making registry data available for research without a fee if findings or publications derived from the research are made public or available to stakeholders.

American Jobs First Act of 2016 This bill amends the the Immigration and Nationality Act to revise the H-1B nonimmigrant visa (specialty occupation) program, including by declaring that a petitioner employer: must offer an annual wage to the H-1B nonimmigrant that is the greater of the annual wage paid to the U.S. citizen or lawful permanent resident employee who did identical or similar work during the previous 2 years, or $110,000, if offered not later than 1 year after the date of enactment of this Act (with an annual inflation adjustment); will not require an H-1B nonimmigrant to pay a penalty for ending employment before the agreed on date; will not replace or contract to replace a U.S. citizen or lawful permanent resident with one or more nonimmigrants; has not displaced, terminated without cause, or otherwise involuntarily separated a U.S. citizen or lawful permanent resident employee during the four-year period beginning two years before the H-1B visa petition was filed; and shall attest in the H-1B application that during the previous two-year period there has not been an employee-initiated strike or an employer-initiated lockout, and that no employee in the same or substantially similar occupational classification has been displaced, terminated without cause, or otherwise involuntarily separated without cause. The bill also revises penalty and transparency requirements, and eliminates the H-1B-dependent employer category. The Department of Labor shall establish a process for the receipt, investigation, and disposition of complaints respecting an employer's: (1) failure to meet an application condition, or (2) misrepresentation of material facts in an application. No nonimmigrant foreign student present in the United States may be provided U.S. employment authorization under the optional practical training program (or any successor program) without an express Act of Congress authorizing such a program. An H-1B nonimmigrant must have a doctorate or post-doctorate degree, or the foreign equivalent of such a degree. A nonimmigrant with an undergraduate degree or a combination of undergraduate and masters degrees (or the foreign equivalents) must have at least 10 years of relevant post-degree experience for program eligibility. The bill gives employment placement priority to a nonimmigrant with one or more doctorate or post-doctorate degrees from a U.S.-based university. Foreign educational institutions must have educational standards certification from Labor. An employer may not require a U.S. citizen or lawful permanent resident employee to sign any nondisparagement or nondisclosure agreement that conditions receipt of any financial or nonfinancial benefit from the employer upon the nondisclosure of the employer's potential misuse of the H-1B visa program. A U.S. district court shall have jurisdiction to address civil actions by any person claiming H-1B program misuse. A U.S. court of appeals shall have jurisdiction over related appeals for cases originating from a U.S. district court within that circuit. The Supreme Court shall have jurisdiction to address appeals of civil actions by any person claiming H-1B program misuse for cases originating from any U.S. court of appeals. The bill eliminates the diversity visa lottery program.

ICE Agent Support Act of 2016 This bill directs the Department of the Treasury to refund out of the Immigration Enforcement Account the amount paid out of any appropriation for expenses incurred by the Department of Homeland Security (DHS) for: identification, investigation, apprehension, detention, and removal of criminal aliens, including providing staffing levels within the Enforcement and Removal Operations division of U.S. Immigration and Customs Enforcement; maintenance and updating of systems used by the division to identify and track criminal aliens, deportable aliens, inadmissible aliens, and aliens illegally entering the United States; and purchase of firearms, vehicles, and other safety or apprehension equipment for the division. DHS shall establish the percentage of positions within the division that shall be classified as a criminal investigator position.

Expedited Hiring for VA Trained Psychiatrists Act of 2016 This bill authorizes the Department of Veterans Affairs to appoint a psychiatrist who completes a residency at a Veterans Health Administration (VHA) facility to a VHA health care position immediately after such residency, without regard to civil service or classification laws, if: (1) the psychiatrist meets the qualifications established in regulations prescribed for the position, and (2) the position has been unfilled for at least 35 days.

This bill makes eligible for TRICARE health care benefits certain National Guard members (and dependents) who are performing disaster response duty, if the performance of such a duty immediately follows a period in which the member served on full-time additional National Guard duty. "Disaster response duty" means duty performed by a member of the National Guard in state status pursuant to an emergency declaration by the state governor (or, for the District of Columbia, by the mayor) in response to a disaster or in preparation for an imminent disaster.

Expanding Employee Ownership Act of 2016 This bill amends the Internal Revenue Code to exclude from the gross income of an employee: (1) shares of employer securities received in a qualified employee stock distribution as compensation for services that do not exceed the lowest number of employer securities received by any employee in such distribution; (2) any gain on such securities if held by an employee for not less than 10 years; and (3) in the case of any qualified disposition of an employer security that meets such 10-year holding requirement, any gain on so much stock acquired during the 60-day period beginning on the date of such disposition as does not exceed the fair market value of the employer security so disposed. Employers may claim a tax deduction for the fair market value of securities transferred in a stock distribution. Employees must recapture in gross income the amount of employer securities excluded from gross income if such securities are disposed of within five years after receipt.

Build the Fence Act of 2016 This bill amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to direct the Department of Homeland Security (DHS) to complete the required southwest border fencing by December 31, 2017. The Secure Fence Act of 2006 is amended to direct DHS to achieve operational control over U.S. international land and maritime borders by the same date. Until such fencing is completed: DHS may not obligate or expend any amounts appropriated or otherwise made available to it for facilities construction or maintenance, vehicle purchases, or other non-essential purchases or acquisitions; and no politically appointed DHS official or senior executive service employee may travel using government aircraft, receive any non-essential training, or receive any bonus pay salary increase.

This bill extends through FY2022 (at increasing monthly amounts for each fiscal year) the special survivor indemnity allowance for a surviving or former spouse of a deceased member of the Armed Forces whose annuity under the survivor benefit program is offset by the amount of dependency and indemnity compensation received from the Department of Veterans Affairs.

Lake Berryessa Recreation Enhancement Act of 2016 This bill establishes as the Lake Berryessa Recreation Area specified land administered by the Bureau of Reclamation that is underlying or adjacent to Lake Berryessa in California, including any improvements. The bill transfers the administrative jurisdiction over the area from the Bureau of Reclamation to the Bureau of Land Management (BLM) of the Department of the Interior. Interior shall develop a management plan for the area and may establish guidelines and restrictions on recreational uses to ensure the safety and security of recreational users. Interior may also issue recreation concession permits, including at the area, to allow a third party to provide facilities and services to visitors on lands and waters managed by the BLM in support of outdoor recreational opportunities. Reclamation shall continue to administer and operate the Monticello Dam and any related facility, including any power facility.

Stop Act This bill amends the Federal Election Campaign Act of 1971 to prohibit an individual holding federal office from soliciting funds directly from any person: (1) for or on behalf of any political committee, or (2) for or on the behalf of any person for use for federal election activity. Such an individual, however, may participate in a fundraising event, including planning or attending it, speaking at it, or serving as a featured guest at the event, so long as he or she does not engage in any written or verbal solicitation of funds in connection with the event.

Servicemember Retirement Improvement Act This bill amends the Internal Revenue Code to allow members of the Ready Reserve of a reserve component of the Armed Forces to make the maximum allowable contribution ($18,000 in 2016) to their Thrift Savings Plans without limiting the amount such members may contribute to a retirement plan based upon other employment. The bill also doubles the maximum allowable contribution amount to the Thrift Savings Plans of federal employees in the Ready Reserve.

This bill expresses the sense of Congress that the President should revoke the Presidential Medal of Freedom awarded to William Henry (Bill) Cosby in 2002. Additionally, it amends the federal criminal code to make it a crime to fraudulently wear or publicly display a Presidential Medal of Freedom that has been revoked. A violator is subject to a fine, up to one year in prison, or both.

Veterans Care Financial Protection Act of 2016 This bill requires the Department of Veterans Affairs (VA) to work with federal agencies, states, and experts to develop and implement federal and state standards that protect individuals who are eligible for increased pension for a non-service-connected disability or death or for service on the basis of need for regular aid and attendance from dishonest, predatory, or otherwise unlawful practices. The Government Accountability Office must: (1) report standards that would be effective in protecting such individuals if the VA fails to submit such standards as required, and (2) complete a study on standards implemented under this Act.

Women Airforce Service Pilot Arlington Inurnment Restoration Act This bill directs the Department of the Army to ensure that the cremated remains of persons who served as Women's Air Forces Service Pilots are eligible for interment in Arlington National Cemetery with full military honors.

Vietnam Helicopter Crew Memorial Act This bill directs the Department of the Army to place in Arlington National Cemetery a memorial honoring helicopter pilots and crew members who served on active duty in the Armed Forces during the Vietnam era.
