Achieving a Better Life Experience Act of 2011 or the ABLE Act of 2011 - Amends the Internal Revenue Code to establish tax-exempt ABLE accounts to assist an individual with a disability in building an account to pay for qualified disability expenses. Defines "qualified disability expenses" to include expenses for education, a primary residence, transportation, obtaining and maintaining employment, health and wellness, and other personal support expenses. Treats a qualified ABLE program and an ABLE account in the same manner as a qualified tuition program for income tax purposes (i.e., allowing a tax exemption for such program and an exclusion from gross income of amounts attributable to a contributor to or a beneficiary of a program account). Defines "qualified ABLE program" as a program established and maintained by a state agency under which a person may make contributions to an ABLE account established to pay for qualified disability expenses. Requires amounts in ABLE accounts to be disregarded in determining eligibility for Medicaid and other means-tested federal programs. Suspends the payment of supplemental security income benefits under title XVI (Supplemental Security Income) of the Social Security Act to an individual during any period in which such individual has excess resources attributable to an ABLE account.

Constitutional Amendment - Declares that: (1) the rights protected by the Constitution are intended to be the rights of natural persons; and (2) the words "people," "person," or "citizen" as used in the Constitution do not include corporations, limited liability companies, or other corporate entities established by the laws of any state, the United States, or any foreign state, and that such corporate entities are subject to such regulation as the people, through their elected state and federal representatives, deem reasonable and are otherwise consistent with the powers of Congress and the states. Prohibits this Amendment from limiting the rights of freedom of speech, the press, exercise of religion, association, and all such other inalienable rights of the people.

Fallen Heroes of 9/11 Act - Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the award of congressional gold medals in honor of the men and women who perished as a result of the September 11, 2001, terrorist attacks on the United States to the Flight 93 National Memorial in Pennsylvania, the National September 11 Memorial and Museum in New York, and the Pentagon Memorial at the Pentagon. Authorizes the Secretary of the Treasury to strike and sell bronze duplicates of such medals, with amounts received from the sale to be deposited in the United States Mint Public Enterprise Fund.

Enhanced Border Security Act - Directs the Secretary of State to submit to Congress a counterinsurgency strategy that: (1) outlines the transnational criminal organizations in Mexico; (2) assesses Mexico's capabilities to counter such organizations; (3) describes such organizations' operations in the United States and at the U.S. and international borders, and presents a plan to combat their operations and financial networks; and (4) utilizes all such information to combat the terrorist insurgency in Mexico. Requires the Secretary and the Office of Foreign Assets Control of the Department of the Treasury to update such strategy reports quarterly.

Expresses the sense of Congress that the Secretary of the Navy should provide an appropriate site at the former Navy Dive School at the Washington Navy Yard (District of Columbia) for a memorial to honor members of the Armed Forces who have served as divers and whose service in defense of the United States has been carried out beneath the waters of the world.

Concrete Masonry Products Research, Education, and Promotion Act of 2011 - Directs the Secretary of Commerce to issue orders applicable to manufacturers of concrete masonry products (concrete) and to concrete importers, if such imports are subject assessment under the orders. Requires any such order to provide for the establishment of a Concrete Masonry Products Board, which shall carry out a program of promotion, research, and information regarding concrete products. Requires any such order to provide that assessments shall be paid by concrete manufacturers with respect to concrete manufactured and marketed in the United States. Allows any such order to provide that assessments shall be paid by concrete products importers. Provides assessment rates. Requires at least 50% of the assessments paid by a manufacturer to be used to support research, education, and promotion plans and projects in support of the geographic region of the manufacturer. Directs the Secretary, during the 60-day period preceding the proposed effective date of an order, to conduct a referendum for order approval among the manufacturers and importers required to pay assessments under the order. Outlines referendum procedures. Provides for petition and review of an order, and order enforcement through U.S. district courts. Authorizes the Secretary to conduct appropriate investigations in order to administer this Act (with power of subpoena). Directs the Secretary to suspend or terminate any order or provision that obstructs or does not tend to effectuate the purposes of this Act, or that is not favored by persons voting in a referendum.

Open Burn Pit Registry Act of 2011 - Directs the Secretary of Veterans Affairs (VA) to: (1) establish and maintain an open pit burn registry for members of the Armed Forces deployed in a contingency operation in Iraq or Afghanistan who may have been exposed to toxic chemicals and fumes caused by open burn pits used for disposing solid waste, (2) include in such registry information necessary to ascertain and monitor the health effects of such exposure, (3) develop a public information campaign to inform eligible individuals about the registry, and (4) periodically notify such individuals of significant developments in the study and treatment of conditions associated with such exposure. Requires the Secretary to: (1) contract with an independent scientific organization to develop a report assessing the effectiveness of actions taken to collect and maintain information on the health effects of such exposure, and (2) submit the completed report to Congress.

Traveling Exotic Animal Protection Act - Amends the Animal Welfare Act to prohibit an exhibitor from allowing for the participation of an exotic or wild animal (including a non-human primate) in an animal act if, during the 15-day period preceding such participation, such animal was traveling in a mobile housing facility, unless the use of such animal is: (1) in an exhibition at a non-mobile, permanent institution or facility; (2) a part of an outreach program for educational or conservation purposes by an accredited zoo or aquarium and such animal is not kept in a mobile housing facility for more than 12 hours a day; (3) by a university, college, laboratory, or other research facility registered with the Secretary of Agriculture (USDA); (4) in film, television, or advertising if such use does not involve a live public exhibition; or (5) in a rodeo. Subjects a traveling circus or exhibitor that fails to comply with this Act to specified penalties.

Help Inspire and Retrain our Exceptional Veterans Act of 2011 or HIRE Veterans Act of 2011 - Directs the Secretary of Commerce to establish a program to award grants to local chambers of commerce to provide veterans with apprenticeships and career advice. Prohibits more than one grant from being awarded to a local chamber during each five-year period. Provides individual grant amounts of at least $10,000 and not more than $20,000. Terminates the grant program at the end of FY2022. Requires an annual report from the Secretary to Congress after each year of the grant program.

Diagnostic Imaging Services Access Protection Act of 2011 - Amends title XVIII (Medicare) of the Social Security Act to prohibit the Secretary of Health and Human Services (HHS) from applying a multiple procedure payment reduction policy to the professional component of imaging services furnished: (1) in 2012; or (2) in 2013 or a subsequent year unless the reduction is based on the data, analysis, and conclusions of a study completed by an expert panel of physician members from a national medical speciality society expert in the field of diagnostic imaging services.

Amends the Internal Revenue Code to disallow the refundable portion of the child tax credit to taxpayers who use individual taxpayer identification numbers (ITINs) issued by the Internal Revenue Service (IRS) instead of social security account numbers to claim such credit on their tax returns.

Amends the Motor Carrier Safety Improvement Act of 1999 to revise exemptions from federal maximum driving and on-duty time motor carrier regulations for drivers transporting agricultural commodities and farm supplies during planting and harvest periods. Extends the exemptions to drivers transporting agricultural farm supplies: (1) from a wholesale or retail distribution point of the farm supplies to a farm or other location where such supplies are intended to be used within a 100 air-mile radius from the distribution point, or (2) from a wholesale distribution point of the farm supplies to a retail distribution point of the farm supplies within a 100 air-mile radius from the wholesale distribution point.

Transportation Empowerment Act - Declares the purposes of the Act, including returning maximum discretionary authority and fiscal responsibility to the states for all elements of the national surface transportation systems (excluding the Dwight D. Eisenhower National System of Interstate and Defense Highways). Authorizes appropriations out of the Highway Trust Fund (HTF) for FY2014-FY2018 for specified core programs under the federal-aid highway program, including: (1) the interstate maintenance program, (2) emergency relief for highways and roads, (3) the interstate bridge program, (4) the federal lands highways program, (5) highway safety programs, (6) surface transportation research, and (7) administrative expenses. Authorizes a state to transfer and use excess federal-aid highway funds for any surface transportation project (including mass transit and rail). Revises the apportionment of federal-aid highway funds under the interstate maintenance component. Requires 1% of such funds to be apportioned to the Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands, with the remaining 99% of funds apportioned to the states based on certain formulae. Limits federal assistance to states for highway bridge replacement and rehabilitation to bridges on the federal-aid highway system. Repeals the authorization of federal assistance to states for non-federal bridges and highways. Declares that, beginning with FY2013, a highway construction or improvement project shall not be considered a federal project: (1) unless and until a state expends federal funds for the construction portion of such project, (2) solely by reason of the state expenditure of federal funds before the construction phase of the project (including for any environmental document or design work), or (3) upon state reimbursement to the federal government of the federal costs of such projects. Amends the Internal Revenue Code to make amounts in the HTF available for expenditure for core highway programs through FY2018. Requires the Secretary of Treasury to transfer from the HTF amounts equivalent to motorboat and aviation fuel taxes collected before October 1, 2020, to: (1) the Land and Water Conservation Fund, (2) the Sport Fish Restoration and Boating Trust Fund, and (3) the Airport and Airway Trust Fund. Requires the Secretary to pay from the HTF into the general fund of the Treasury amounts equivalent to the floor stocks refunds made before July 1, 2021. Prescribes a motor fuel tax rate schedule for financing of core highway programs. Terminates, on September 30, 2013, the authority of the Secretary to make certain transfers to the Mass Transit Account. Establishes in the HTF the Infrastructure Special Assistance Fund, $1 billion of which shall be available during FY2014-FY2017 to states for transportation-related program expenditures. Directs the Secretary to allocate to the states for surface transportation projects (including mass transit and rail) any excess highway tax receipts appropriated to the HTF in FY2014-FY2017. Reduces the excise taxes imposed on: (1) gasoline from 18.3 cents to 3.7 cents, (2) diesel fuel or kerosene from 24.3 cents to 5.0 cents, and (3) diesel-water fuel emulsion from 19.7 cents to 4.1 cents. Requires credits or refunds of certain floor stocks taxes on liquids imposed before October 1, 2017. Declares that this Act shall become effective only if the Director of the Office of Management and Budget (OMB) certifies that it is deficit neutral.

Deport Convicted Foreign Criminals Act of 2011 - Amends the Immigration and Nationality Act to direct the Secretary of Homeland Security (DHS) to report quarterly to Congress regarding each country that has refused or unreasonably delayed repatriation of an alien who is a citizen, subject, national, or resident of such country. Requires a report to include the aliens' detention and criminal status. Prohibits the Secretary of State, upon the passage of specified periods of time, from issuing certain nonimmigrant (including certain diplomatic) visas and immigrant visas to a citizen, subject, national, or resident of a listed country. Directs the Secretary of Homeland Security to notify the chief law enforcement officer of the state and of the local jurisdiction in which an alien who has been detained by the United States is released. Defines "alien" as an individual who has been detained by the United States and has received a final order of removal but has not been removed.

Common Sense Deficit Reduction Act of 2011 - Amends title XIX (Medicaid) of the Social Security Act (SSA) to eliminate: (1) health care entitlements for certain individuals who are under age 65, not entitled to or enrolled for benefits under SSA title XVIII (Medicare), and whose income does not exceed 133% of the poverty line; (2) the state option to cover individuals whose income exceeds 133% of the poverty line; (3) the increased federal medical assistance percentage (FMAP) for medical assistance for newly eligible mandatory individuals; and (4) coverage of former foster care children under age 26. Eliminates requirements that Medicaid benchmark benefits: (1) provide minimum essential coverage, and (2) ensure parity in the financial requirements and treatment limitations in medical and surgical benefits, on the one hand, and mental health or substance use disorder benefits, on the other. Amends the Patient Protection and Affordable Care Act (PPACA) to eliminate: (1) the extension of the Medicaid premium assistance subsidy to all individuals, regardless of age; and (2) the prohibition against any state requirement, as a condition of Medicaid eligibility, that an individual (or the individual's parent) apply for enrollment in qualified employer-sponsored coverage. Amends SSA titles XIX and XXI (Children's Health Insurance Program) (CHIP) to eliminate the modified adjusted gross income standard for determining Medicaid and CHIP eligibility. Amends SSA title XXI to: (1) eliminate the increased FMAP for CHIP; (2) reduce CHIP appropriations for FY2013 and eliminate them for FY2014-FY2015; (3) repeal the requirement that a state assure exchange coverage for targeted low-income children unable to be provided child health assistance as a result of funding shortfalls; (4) terminate after FY2013 (instead of the current extension through FY2015) the period during which the Secretary of Health and Human Services (HHS) must make grants to improve CHIP outreach and enrollment; and (5) reduce the amount of money for awarding such grants. Reduces the amount of the one-time appropriations to CHIP under the Children's Health Insurance Program Reauthorization Act of 2009 (CHIPRA). Amends the Internal Revenue Code to repeal the tax credit for premium assistance for coverage under a qualified health plan. Amends PPACA, the Fair Labor Standards Act of 1938, the Public Health Service Act, and SSA title XIX to repeal mandatory reductions in the maximum limits for out-of-pocket expenses (cost-sharing subsidies) for individuals enrolled in qualified health plans whose incomes are between 100% and 400% of the poverty line. Amends PPACA to require a state's American Health Benefit Exchange to certify that, for purposes of the individual responsibility penalty under the Internal Revenue Code, an individual is exempt from the individual requirement to purchase qualified health care insurance (mandate) or from the penalty imposed by such section because the individual would have qualified for premium assistance under the Internal Revenue Code, medical assistance under Medicaid, child health assistance under CHIP, or reduced costing sharing, but for the enactment of this Act. Repeals the Community Living Assistance Services and Supports program (CLASS Act) under the Public Health Service Act.

Small Company Job Growth and Regulatory Relief Act of 2011 - Amends the Sarbanes-Oxley Act of 2002 to revise the small issuer exemption from the requirement that each registered public accounting firm that prepares or issues the audit report for a securities issuer attest to, and report on, the issuer's management assessment of the effectiveness of its internal control structure and procedures for financial reporting. Specifies that this requirement shall not apply to an issuer that has a total public float for the relevant reporting period of less than $350 million. Prohibits this Act from being construed to relieve or exempt an issuer from the internal control reporting and assessment requirements of the Sarbanes-Oxley Act of 2002, or from its requirement that officers of the issuer certify certain annual and quarterly reports.

Expresses the sense of the House of Representatives that further reductions to core national security funding, such as those triggered by the sequestration alternative of the Budget Control Act of 2011, may cause irreparable harm to U.S. interests and that decisions on U.S. national security policy and spending levels should be based on: (1) the National Security Strategy, a sequential determination of the threats to the United States, and an analysis of the capabilities needed to deter or defeat threats; and (2) the principles that a strong economy and a strong national security are inextricably linked and that national security is the most important obligation of the federal government and should take precedence over other priorities.

March of Dimes Commemorative Coin Act of 2011- Directs the Secretary of the Treasury to mint and issue up to 500,000 $1 coins emblematic of the mission and programs of the March of Dimes. Permits issuance of such coins only during the one-year period beginning on January 1, 2014. Requires all surcharges received by the Secretary from the sale of such coins to be promptly paid to the March of Dimes to help finance research, education, and services aimed at improving the health of women, infants, and children. Subjects the March of Dimes to federal audit requirements.

Local Education Authority Returns Now Act - Requires the Secretary of the Treasury to make an annual determination of states that have chosen to opt-out of K-12 education grant programs. Requires the Secretary of Education to determine credits due to states as opt-out state education amounts. Amends the Internal Revenue Code to allow individual taxpayers in states that opt-out a refundable tax credit for a share of the opt-out amount creditable to such states.

Foreign Aid Transparency and Accountability Act of 2012 - Directs the President to establish: (1) goals, performance, and evaluation guidelines for U.S. foreign assistance programs, country assistance plans, and international and multilateral assistance programs; and (2) a website to make publicly available information on U.S. foreign assistance programs.

Farmers Undertake Environmental Land Stewardship Act or the FUELS Act - Requires the Administrator of the Environmental Protection Agency (EPA), in implementing the Spill Prevention, Control, and Countermeasure rule with respect to any farm, to require certification of compliance with such rule by: (1) a professional engineer for a farm with an individual tank with a storage capacity greater than 10,000 gallons, an aggregate storage capacity of at least 42,000 gallons, or a history that includes a spill; or (2) the owner or operator of the farm (via self-certification) for a farm with an aggregate storage capacity greater than 10,000 gallons but less than 42,000 gallons and no history of spills. Exempts from all requirements of such rule any farm with an aggregate storage capacity of at least 10,000 gallons and no history of spills. Excludes all containers on separate parcels that have a capacity that is less than 1,320 gallons from the aggregate storage capacity of a farm.

Expresses the sense of Congress that it is urgent that the Transportation Worker Identification Credential (TWIC) application process be reformed by the end of 2012. Directs the Secretary of Homeland Security (DHS) to reform the process for the enrollment, activation, issuance, and renewal of a TWIC to require not more than one in-person visit to a designated enrollment center, except in cases in which there are extenuating circumstances requiring more than one such in-person visit.

Illegal Alien Crime Reporting Act of 2011 - Prohibits the payment of funds to a state or its political subdivisions under any program or activity administered by the Department of Homeland Security (DHS) unless such state: (1) compiles statistics on persons arrested, charged, convicted of a crime, or incarcerated by such state, including the immigration status and country of origin of such persons and the crimes for which such persons were arrested, charged, convicted, or incarcerated; (2) reports such statistics monthly to the Federal Bureau of Investigation (FBI); and (3) certifies compliance with the requirements of this Act. Requires each federal agency to compile similar statistics and report on such statistics monthly to the FBI. Requires the FBI to annually publish all statistics reported under this Act as a separate data collection of its Uniform Crime Reports.

Heartbeat Informed Consent Act - Amends the Public Health Service Act to require abortion providers to perform an obstetric ultrasound on the pregnant woman, display the ultrasound images so that the she may view them, and provide a medical description of the ultrasound images of the unborn child's cardiac activity, if present and viewable. Requires the ultrasound to be performed before the woman gives informed consent for an abortion. Requires an abortion provider to make the embryonic or fetal heartbeat audible for the pregnant woman to hear prior to the woman giving informed consent to an abortion if the pregnancy is at least eight weeks after fertilization. Exempts an abortion provider if the abortion is necessary to save the life of a mother whose life is endangered by a physical disorder, physical illness, or physical injury, including a life-endangering physical condition caused by or arising from the pregnancy itself. Requires a certification in such cases. Subjects an abortion provider who knowingly or recklessly fails to comply with this Act to civil penalties and notification of the appropriate state medical licensing authority. Gives standing to file a civil action for violations of this Act to the Attorney General or a woman upon whom an abortion has been performed in violation of this Act or the parent or legal guardian of such a woman if she is an unemancipated minor.

Adjusting Davis-Bacon for Inflation Act - Increases from $2,000 to $50,000 the contract threshold requiring the locally prevailing wage rate to be paid to various classes of laborers and mechanics working under federally-financed or federally-assisted contracts for construction, alteration, and repair of public buildings or public works (Davis-Bacon Act).

Hardship Outlays to protect Mortgagee Equity Act of 2011 or the HOME Act of 2011 - Amends the Internal Revenue Code to allow taxpayers to withdraw amounts from their tax-exempt pension and retirement plans, without incurring the 10% penalty otherwise imposed on such withdrawals, to make mortgage payments on their principal residences.

Cormorant Management and Natural Resources Protection Act - Amends the Migratory Bird Treaty Act to delegate the authority of the Secretary of the Interior under such Act with respect to double-crested cormorants (Phalacrocorax auritus) to a state on the date the Secretary approves a cormorant management plan submitted by such state. Requires the Secretary to: (1) approve or disapprove a management plan within 60 days of the plan's submission, (2) approve such plan if it is in accordance with U.S. obligations under treaties and federal law, (3) provide to the relevant governor the reasons for disapproving a plan and an opportunity to revise and resubmit the plan, (4) review each approved state management plan every five years, and (5) revoke such approval and delegation if the plan or the governor's exercise of delegated authority is not in accordance with such Act or any treaty implemented by such Act. Deems a management plan approved if the Secretary doesn't approve or disapprove it within 60 days after submission. Applies an approved management plan in lieu of regulations issued under such Act. Requires the Secretary to conduct educational and informational activities for the owners and operators of aquaculture facilities to improve their efforts to prevent cormorants from consuming aquatic species being reared in such facilities.

Flexibility and Access in Rebuilding American Fisheries Act of 2011 - Amends the Magnuson-Stevens Fishery Conservation and Management Act to require fishery management plans, amendments, or regulations for overfished fisheries to specify a time period for ending overfishing and rebuilding the fishery that is as short as practicable (under current law, as short as possible). Modifies the exceptions to the requirement that such period not exceed 10 years. Requires consideration, in evaluating progress to end overfishing and rebuild overfished stocks, of factors other than commercial and recreational fishing. Requires, when the Secretary of Commerce extends the period under specified provisions, that the maximum rebuilding time not exceed the sum of the initial 10-year period, the expected time to rebuild the stock absent any fishing mortality and under prevailing environmental conditions, and the mean generation time of the stock. Directs Regional Fishery Management Councils to consider data on recreational fishermen when specifying annual catch limits in a fishery management plan. Authorizes the Secretary to suspend application of the annual catch limits to a fishery for any period that: (1) the fishery is neither overfished nor approaching such condition, (2) any stock previously affected by overfishing is rebuilt, and (3) scientific advice of the relevant Council committee is insufficient to ensure consistency with the national standard. Requires the fishery impact statement of a fishery management plan to address the impacts and possible mitigation measures for coastal businesses dependent on recreational and commercial fishing industries. Directs: (1) each Council to submit an annual impact statement to the Secretary describing whether each fishery management plan is projected to have any adverse economic impact (and the estimated dollar amount of any impact) on such recreational and commercial fishermen and coastal businesses, and (2) the Secretary to mitigate any such impacts.

Enforcing Orders and Reducing Customs Evasion Act of 2011 - Amends the Tariff Act of 1930 to require the Commissioner responsible for U.S. Customs and Border Protection (CBP) to initiate, upon petition or a referral from another federal agency, an investigation into claims of evasion of antidumping or countervailing duties (including any cash deposits or other security) with respect to covered merchandise entered into the United States. Requires the Commissioner, in the case of an affirmative preliminary determination, to: (1) suspend liquidation of each unliquidated entry of the covered merchandise and extend the liquidation of covered merchandise entered before such determination, (2) review and reassess the amount of bond or other security required to be posted for each entry of covered merchandise, (3) require the posting of a cash deposit for each entry, and (4) take other appropriate measures to ensure the collection of any duties that may be owed on covered merchandise. Requires the Commissioner, in the case of an affirmative final determination, to: (1) suspend or continue to suspend liquidation of each entry of covered merchandise and extend the liquidation of covered merchandise entered before such determination, (2) notify the administering authority (Secretary of Commerce or other responsible U.S. officer) of the determination and request identification of the applicable antidumping or countervailing duties or cash deposit rate for such entries, (3) require the posting of cash deposits and assess duties, (4) review and reassess the amount of bond or other security required to be posted for covered merchandise entered on or after the date of such determination, and (5) take appropriate additional enforcement measures. Requires the administering authority to apply the highest applicable cash deposit or antidumping or countervailing duty in cases where the producer or exporter of covered merchandise is unknown. Applies the amendments made by this Act to goods from Canada and Mexico. Requires the Commissioner, to the maximum extent practicable, to ensure that CBP employs and assigns sufficient personnel to prevent the entry of covered merchandise in a manner that evades antidumping and countervailing duty orders or findings. Requires the Secretary of Homeland Security (DHS), the Commissioner, and the Assistant Secretary for U.S. Immigration and Customs Enforcement (ICE) to assess and properly allocate the resources of CBP and ICE to improve efforts to investigate and combat evasion. Directs the Comptroller General to report on: (1) efforts to prevent the entry of covered merchandise into the U.S. customs territory through evasion, and (2) the estimated amount of duties that could not be collected on covered merchandise that entered U.S. customs territory through evasion during FY2009-FY2010 because the Commissioner did not have the authority to reliquidate the entries of such merchandise.

Creating Hope Act of 2011 - Amends the Federal Food, Drug, and Cosmetic Act to revise the priority review voucher program for tropical diseases to: (1) include rare pediatric diseases; (2) allow unlimited transfers of vouchers under the program; and (3) require a sponsor intending to use a voucher to notify the Secretary of Health and Human Services (HHS) at least 90 days (currently, 365 days) before submission of the application. Revises provisions regarding the priority review user fee, including to make it payable upon notification of the Secretary of intent to use the voucher. Authorizes the Secretary, upon request of the manufacturer or sponsor of a new drug, to designate that a new drug is: (1) for a rare pediatric disease, and (2) an eligible treatment. Requires the Secretary to deem a rare pediatric disease product application to be incomplete if it does not contain a description of the sponsor's plan to market the product in the United States. Authorizes the Secretary to refuse to issue a priority review voucher upon the approval of a rare pediatric disease application if the Secretary finds that the sponsor lacks a good faith intention to market the product in the United States. Directs the Secretary to issue a guidance document setting forth the evidentiary support necessary to demonstrate such a good faith intention. Requires sponsors of applications under the priority review voucher program to report to the Secretary within five years after the approval of the application on the demand and distribution of the product within the United States.

Tax Relief for Victims of Disasters Act of 2011 - Amends the Internal Revenue Code to extend disaster-related tax provisions relating to the child tax credit and the earned income tax credit, losses, and the individual tax exemption to a qualified federally declared disaster individual (defined to mean, with respect to a federally declared disaster after December 31, 2010, and before January 1, 2013, any individual whose principal place of abode was located in the disaster area, who was displaced by the disaster, and who was performing employment services in the disaster area).

Military Spouse Job Continuity Act of 2011 - Amends the Internal Revenue Code to allow the spouse of a member of the Armed Forces (military spouse) who moves with such member to another state under a permanent change of station order a tax credit for up to $500 of qualified relicensing costs incurred by such spouse. Defines "qualified relicensing costs" as costs for a state license or certification to engage in the profession that such military spouse engaged in while residing in the former state.

Condemns China's imprisonment, torture, and execution of its prisoners of conscience. Calls upon China to: (1) cease harassment and discrimination against all unregistered religious organizations and individual practitioners, (2) release its prisoners of conscience, (3) release information about the number of detained prisoners of conscience and the extent of organ harvesting among such prisoners, and (4) allow the United States Commission on International Religious Freedom or international humanitarian organizations access to current and former prisoners of conscience. Expresses sympathy to the families of prisoners of conscience who have been imprisoned, tortured, and murdered by the Chinese government. Urges the Administration to raise the issue of the prisoners of conscience in diplomatic meetings with China. Supports the Tuidang movement.

Regulatory Accountability Act of 2011 - Amends the Administrative Procedure Act to revise and expand the requirements for federal agency rulemaking by requiring agencies, in making a rule, to base all preliminary and final determinations on evidence and to consider the legal authority under which the rule may be proposed, the specific nature and significance of the problem the agency may address with the rule, any reasonable alternatives for the rule, and the potential costs and benefits associated with such alternatives. Requires agencies to publish advance notice of proposed rulemaking for major rules and for high-impact rules (rules having an annual cost on the economy of $100 million or $1 billion or more, respectively), which shall include a written statement identifying the nature and significance of the problem the agency may address with a rule, the legal authority under which the rule may be proposed, and a solicitation for written data and comments from interested persons. Sets forth criteria for issuing major guidance (agency guidance that is likely to lead to an annual cost on the economy of $100 million or more, a major increase in cost or prices, or significant adverse effects on competition, employment, investment, productivity, innovation, or ability to compete). Expands the scope of judicial review of agency rulemaking by allowing immediate review of rulemaking not in compliance with notice requirements and establishing a substantial evidence standard for affirming agency rulemaking decisions.

National Wildlife Refuge Review Act of 2011- Amends the National Wildlife Refuge System Administration Act of 1966 to prohibit the Secretary of the Interior from establishing any new national wildlife refuges, except as expressly authorized by a law enacted after September 30, 2011.

Superfund Common Sense Act - Amends the Comprehensive Environmental Response Compensation and Liability Act of 1980 (CERCLA) to exclude manure from the definition of "hazardous substance" and "pollutant or contaminant" for purposes of such Act. Defines "manure" to mean: (1) digestive emissions, feces, urine, urea and other excrement from livestock; (2) any associated bedding, compost, raw materials or other materials commingled with such excrement from livestock; (3) any process water associated with such items; and (4) any byproducts, constituents, or substances contained in, or originating from, such items or any emissions relating to such items. Amends the Superfund Amendments and Reauthorization Act of 1986 to exempt from notification requirements releases associated with manure.

Veteran's I.D. Card Act - Directs the Secretary of Veterans Affairs (VA) to issue a veteran's identification card to any veteran who requests such card and is neither entitled to military retired pay nor enrolled in the VA system of patient enrollment. Requires such card, among other things, to: (1) display their name and photograph, and (2) serve as proof that the veteran honorably served in the Armed Forces and has a DD-214 form or other official document in their personnel file that describes their military service. Directs the Secretary to charge a card fee. States that such card shall not serve as proof of entitlement to any benefits.

Gulf War Syndrome "Presumptive Illness" Extension Act of 2011 - Extends to December 31, 2018, the period of time following service in the Persian Gulf War or in Operations Enduring Freedom, Iraqi Freedom, or New Dawn during which there is a presumption that certain chronic disabilities or illnesses that become manifest in former active-duty veterans are service-connected and therefore compensable through the Department of Veterans Affairs (VA).

Taiwan Air Power Modernization Act of 2011 - Expresses the sense of Congress that: (1) a critical element to maintaining peace and stability in Asia in the face of China's military expansion is ensuring a militarily strong Taiwan, (2) the United States has a statutory obligation under the Taiwan Relations Act to help Taiwan maintain sufficient self-defense capabilities, and (3) the proposed fighter aircraft sale to Taiwan would have significant economic benefits to the U.S. economy. Directs the President to carry out the sale of no fewer than 66 F-16C/D multirole fighter aircraft to Taiwan.

Currency Optimization, Innovation, and National Savings Act - Requires the Board of Governors of the Federal Reserve System (Federal Reserve Board) to sequester all $1 coins bearing the design common to those $1 coins minted and issued from 1979-1981 and again in 1999. Allows the release of such sequestered coins to collectible coin dealers and countries that have adopted the U.S. dollar as their base unit of exchange. Directs the Federal Reserve Board to: (1) undertake efforts to improve, and remove barriers to, the circulation of the all other $1 coins; and (2) work with the U.S. Mint, consumer groups, media outlets, and schools to publicize the Presidential $1 Coin Program. Declares it U.S. policy that after consumers and retailers are comfortable using and able to obtain adequate supplies of $1 coins, such $1 coins should replace $1 Federal Reserve notes as the only $1 monetary unit issued and circulated by the Federal Reserve System.

Comprehensive Immunosuppressive Drug Coverage for Kidney Transplant Patients Act of 2011 - Amends title II (Old Age, Survivors and Disability Benefits) (OASDI) of the Social Security Act (SSA) to extend the months of coverage of immunosuppressive drugs for kidney transplant patients. Amends SSA title XVIII (Medicare) to make eligible for enrollment in Medicare part B (Supplementary Medical Insurance), solely for the purpose of such drug coverage, every individual whose insurance benefits under Medicare part A (Hospital Insurance) have ended by reason of a kidney transplant or the end of any requirement for a regular course of dialysis. Directs the Secretary of Health and Human Services (HHS) to determine a monthly premium rate for such individuals equal to 35% of the monthly actuarial rate for enrollees age 65 and over. Prescribes a formula for detemination of a government contribution to such a premium.

American Horse Slaughter Prevention Act of 2011 - Amends the Horse Protection Act to prohibit the shipping, transporting, moving, delivering, receiving, possessing, purchasing, selling, or donation of horses and other equines to be slaughtered for human consumption. Authorizes the Secretary of Agriculture to detain for examination, testing, or the taking of evidence: (1) any horse at any horse show, horse exhibition, or horse sale or auction that is sore or which the Secretary has probable cause to believe is sore; and (2) any horse or other equine that the Secretary has probable cause to believe is being shipped, transported, moved, delivered, received, possessed, purchased, sold, or donated in violation of such prohibition. Increases the cap on the amount of appropriations that may be used to carry out such Act.
