Amends the Internal Revenue Code to exclude from the gross income of an employee: (1) shares of employer securities received in a qualified employee stock distribution as compensation for services that do not exceed the lowest number of employer securities received by any employee in such distribution; (2) any gain on such securities if held by an employee for not less than 10 years; and (3) in the case of any qualified disposition of an employer security that meets such 10-year holding requirement, any gain on so much stock acquired during the 60-day period beginning on the date of such disposition as does not exceed the fair market value of the employer security so disposed. Allows employers a tax deduction for the fair market value of securities transferred in a stock distribution. Requires an employee to recapture in gross income the amount of employer securities excluded from gross income if such securities are disposed of within five years after receipt.

Responsible End to the War in Afghanistan Act - States that it is the policy of the United States to ensure that funds made available for operations of the Armed Forces in Afghanistan are to be used only for providing for the safe and orderly withdrawal of all U.S. military personnel and Department of Defense (DOD) contractor personnel in Afghanistan. Allows such funds to be obligated and expended only for such purpose.

Pancreatic Cancer Research and Education Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services (HHS) to establish and implement a Pancreatic Cancer Initiative to assist in coordinating activities to address the high mortality rate associated with pancreatic cancer. Requires the Secretary to establish the Interdisciplinary Pancreatic Cancer Coordinating Committee to: (1) provide advice on overall research objectives and benchmarks for pancreatic cancer research; (2) develop and update not less than every five years a strategic plan for pancreatic cancer research awareness; and (3) conduct evaluations and make recommendations as needed to the Secretary, the Director of the National Institutes of Health (NIH), and the Director of the National Cancer Institute (NCI) regarding the prioritization and award of NIH research grants relating to pancreatic cancer. Requires the Secretary to develop a primary care provider education program on pancreatic cancer. Requires the Director of NCI and the Director of the Centers for Disease Control and Prevention (CDC) to develop a communication tool kit for patients and their families that focuses on specific pancreatic cancer issues relating to patient choices and patient care. Allows the Secretary to award grants to research institutions for use in developing innovative compounds or technologies for the prevention, early detection, or treatment of those cancers with five-year survival rates of less than 50%. Requires the Secretary to focus on pancreatic cancer during the initial five fiscal years of awarding such grants. Allows the Secretary to designate two additional Specialized Programs of Research Excellence focusing solely on pancreatic cancer research.

Defending America's Affordable Energy and Jobs Act - Prohibits the President or any federal agency head from promulgating regulations providing for the control of emissions of a greenhouse gas (GHG), enforcing or implementing any law enacted as of the date of enactment of this Act that provides for the control of GHG emissions, taking action relating to or taking into consideration the climate effects of GHG emissions, considering climate effects in implementing or enforcing laws, or conditioning or denying any approval based on climate effects, unless the law, action, or consideration is: (1) determined to be necessary to protect the public health from imminent and substantial harm caused by direct human exposure to the relevant GHG in a concentration that is substantially greater than current and projected future average concentrations of that GHG gas in the global atmosphere; and (2) based solely on effects other than effects relating to atmospheric concentrations of GHG, including climate change. Excepts: (1) regulation of, action with respect to, or consideration of a GHG under the Clean Air Act (CAA) with respect to stratospheric ozone protection other than for the potential or actual effect of the GHG on climate change; or (2) voluntary incentive programs to promote the development or deployment of technologies that reduce GHG emissions. Provides that: (1) the authority of the Secretary of Transportation (DOT) to prescribe average fuel economy standards for automobiles does not include any authority with respect to GHGs and is unaffected by this Act; and (2) the requirements set forth in the final rule entitled "Light-Duty Vehicle Greenhouse Gas Emission Standards and Corporate Average Fuel Economy Standards; Final Rule" remain in effect. Nullifies each other rule promulgated and action taken by the Administrator of the Environment Protection Agency (EPA) before the date of enactment of this Act to regulate GHGs for effects relating to atmospheric concentrations of GHGs. Prohibits any law, regulation, or action relating to GHGs from: (1) having any impact on the regulation of stationary sources under CAA; or (2) being considered to be the regulation of pollutants under CAA for any purpose (other than for the regulation of GHG emissions for light-duty motor vehicles from model years 2012 through 2016). Prohibits the Administrator from granting any waiver that allows any state to establish GHG emission standards for new motor vehicles and emission standards for motor vehicle engines of model year 2017 or later and invalidates any waiver granted before enactment of this Act. Provides that any provision of a state implementation plan designating GHGs as pollutants that are subject to regulation or otherwise authorizing or requiring limitations on the emission of GHGs under state law is not federally enforceable and is deemed to be stricken from such plan. Prohibits the President or agency heads from examining or making findings or conclusions for purposes of promulgating or issuing policy, guidance, or regulations to address the impacts of GHG emissions on climate change, except as authorized by this Act or another Act of Congress. Prohibits any cause of action from being brought or maintained, or any liability, money damages, or injunctive relief arising from such an action from being imposed, for any contribution of a GHG to climate change or any effect of atmospheric concentrations of a GHG. Prohibits a state from having the authority to: (1) require any entity to procure, hold, or surrender allowances for the emission of GHGs that takes place outside the state; (2) regulate or tax GHG emissions produced outside of the state; or (3) limit the importation of products or electricity into the state based on GHG emissions occurring outside the state.

Government Neutrality in Contracting Act - Directs the head of any federal agency that awards or obligates funds for any construction contract, or that awards grants, provides financial assistance, or enters into cooperative agreements for construction projects, to ensure that bid specifications, project agreements, or other controlling documents do not: (1) require or prohibit a bidder, offeror, contractor, or subcontractor from entering into, or adhering to, agreements with a labor organization, with respect to that construction project or another related construction project; or (2) otherwise discriminate against or give preference to such a party because it did or did not become a signatory or otherwise adhere to such an agreement. Allows exemptions to avert an imminent threat to public health or safety or to serve national security. Allows additional exemptions for certain projects. Directs the Federal Acquisition Regulatory Council to amend the Federal Acquisition Regulation to implement this Act with respect to the applicable federal contracts.

Directs the President pro tempore of the Senate and the Speaker of the House of Representatives to arrange for the award of a single Congressional Gold Medal to honor collectively the World War II members of the Civil Air Patrol (CAP) in recognition of their military service and exemplary record during World War II. Requires the Medal's display at the Smithsonian Institution. Expresses the sense of Congress that the Medal should be made available for display elsewhere, particularly at locations associated with the CAP. Permits the Secretary of the Treasury to strike and sell duplicates in bronze of the gold medal, at a price sufficient to cover the costs of the medals.

Short Line Railroad Rehabilitation and Investment Act of 2011 - Amends the Internal Revenue Code, with respect to the tax credit for railroad track maintenance, to: (1) expand the types of maintenance expenditures eligible for such credit, and (2) extend such credit through 2017.

Nuclear Family Priority Act - Amends the Immigration and Nationality Act to replace existing family-sponsored immigrant categories with a single preference allocation for spouses and children of permanent resident aliens. Reduces the number of, and revises the calculation for, fiscal year family-sponsored immigrant entrants. Establishes a nonimmigrant visa category for an alien who is a parent of a U.S. citizen at least 21 years old.

Federal Trade Commission and National Gallery of Art Facility Consolidation, Savings, and Efficiency Act of 2011 - Requires the Administrator of General Services (GSA), not later than December 31, 2014, to transfer administrative jurisdiction, custody, and control of the building located at 600 Pennsylvania Avenue, NW, in Washington, DC, to the National Gallery of Art and to name such building as the North Building of the National Gallery of Art. Requires the National Gallery of Art to pay the costs of remodeling, renovating, or reconstructing such building. Requires the GSA Administrator to relocate the offices of the Federal Trade Commission (FTC) housed in such building to other buildings in Washington, DC, owned by the federal government.

Military Spouses Employment Act - Amends the Internal Revenue Code to include spouses of members of the Armed Forces on extended active duty (more than 90 days or for an indefinite period) as members of a targeted group for purposes of the work opportunity tax credit (thus giving employers a tax incentive for hiring military spouses).

Excess Federal Building and Property Disposal Act of 2011 - Requires the Director of the Office of Management and Budget (OMB) to: (1) conduct a Federal Real Property Disposal Pilot Program for the expedited disposal of real property that is not meeting federal government needs, and (2) identify criteria for identifying such property. Requires the Director, for FY2011-FY2020, to dispose of real property sufficient to generate proceeds of not less than $19 billion under the Program. Prohibits the Director from including any parcel of real property, building, or other structure located on real property that is to be closed or realigned under the Defense Base Closure and Realignment Act of 1990. Requires agencies to recommend candidate disposition properties to the Director, who shall select properties for participation in the Program and notify the recommending agency. Prohibits real property from being sold under the program: (1) for less than fair market value, (2) if it will not generate monetary proceeds to the federal government exceeding disposal costs, or (3) in a non-cash transaction. Requires participating agencies to receive reimbursement for associated administrative expenses and 20% of the balance of the remaining proceeds. Terminates the program on September 30, 2020.

Berry Amendment Extension Act - Amends the Homeland Security Act of 2002 to prohibit the Secretary of the Department of Homeland Security (DHS) from procuring specified covered items directly related to national security interests (including clothing, tents, or natural fiber products) that are not grown, reprocessed, reused, or produced in the United States, except to the extent satisfactory quality and sufficient quantity of any such product cannot be procured as and when needed. Makes additional exceptions for: (1) procurements by vessels in foreign waters, (2) emergency procurements, and (3) purchases for amounts not greater than the simplified acquisition threshold described in military procurement provisions. Requires the Secretary to post a notification that an exception has been applied not later than seven days after the award of the contract. Directs the Secretary to ensure that: (1) each member of DHS's acquisition workforce who regularly participates in textile acquisition receives training on this Act's requirements, and (2) any such training includes comprehensive information on such requirements. Requires this Act to be applied in a manner consistent with U.S. obligations under international agreements.

Currency Reform for Fair Trade Act - Amends the Tariff Act of 1930 to include as a "countervailable subsidy" requiring action under a countervailing duty or antidumping duty proceeding the benefit conferred on merchandise imported into the United States from foreign countries with fundamentally undervalued currency. Defines "benefit conferred," in cases where the currency of a foreign country is exchanged for foreign currency (i.e., U.S. dollars) obtained from export transactions, as the difference between: (1) the amount of currency provided by a foreign country in which the subject merchandise is produced; and (2) the amount of currency such country would have provided if the real effective exchange rate of its currency were not fundamentally undervalued. Declares that the fact that such a subsidy is also provided in circumstances not involving export shall not, for that reason alone, mean it cannot be considered export contingent and actionable under a countervailing duty and antidumping duty proceeding. Requires the administering authority to determine that the currency of a foreign country is fundamentally undervalued if for an 18-month period: (1) the government of the country engages in protracted, large-scale intervention in one or more foreign exchange markets; (2) the country's real effective exchange rate is undervalued by at least 5%; (3) the country has experienced significant and persistent global current account surpluses; and (4) the country's government has foreign asset reserves exceeding the amount necessary to repay all its debt obligations falling due within the coming 12 months, 20% percent of the country's money supply, and the value of the country's imports during the previous 4 months. Requires the use, for calculating a country's "real effective exchange rate undervaluation," of certain guidelines of the Consultative Group on Exchange Rate Issues of the International Monetary Fund (IMF) or, if those guidelines are not available, generally accepted economic and econometric techniques and methodologies. Requires the use, also, of inflation-adjusted, trade-weighted exchange rates. Applies the amendments made by this Act to goods from Canada and Mexico.

United States-Afghanistan Status of Forces Agreement (SOFA) Act of 2011 - Directs the President to seek to enter into a bilateral status of forces agreement with the government of Afghanistan which shall: (1) prohibit the permanent basing or military presence of U.S. Armed Forces in Afghanistan; (2) provide, no later than one year after the date on which such agreement is entered into, for the complete redeployment from Afghanistan of the U.S. Armed Forces and Department of Defense (DOD) civilian employees and contractors; and (3) establish that the temporary presence of U.S. Armed Forces in Afghanistan is at the request of the government of Afghanistan. Authorizes such agreement to provide for specific activities or missions of the U.S. Armed Forces in Afghanistan. Expresses the sense of Congress that the President should submit such agreement to the Senate for its advice and consent to ratification as a treaty or alternatively the President should request statutory authorization for such agreement by Congress.

Second Amendment Enforcement Act - Amends specified law prohibiting the killing of wild birds and wild animals in the District of Columbia to declare that nothing in it or any other provision of law shall authorize or be construed to permit the Council, the Mayor, or any governmental or regulatory authority of the District to prohibit, constructively prohibit, or unduly burden the ability of persons otherwise not prohibited from possessing firearms under federal law from acquiring, possessing in their homes or businesses, transporting for legitimate purposes, or using for sporting, self-protection or other lawful purposes, any firearm neither prohibited by federal law nor subject to the National Firearms Act. Denies the District any authority to enact laws or regulations that discourage or eliminate the private ownership or use of firearms. Declares that nothing in such prohibitions shall be construed to prohibit the District from regulating the carrying of firearms by a person, either concealed or openly, other than at the person's dwelling place, place of business, or on other land possessed by the person. Amends the Firearms Control Regulations Act of 1975 (FCRA) to repeal the definition of a machine gun as any firearm which shoots, is designed to shoot, or can be readily converted or restored to shoot semiautomatically, more than 12 shots without manual reloading. (Thus repeals the ban on semiautomatic weapons.) Redefines "machine gun" as any firearm which shoots, is designed to shoot, or can be readily restored to shoot automatically, more than one shot without manual reloading by a single function of the trigger. Includes also the frame or receiver of any such firearm, any part designed and intended solely and exclusively, or combination of parts designed and intended, for use in converting a firearm into a machine gun, and any combination of parts from which a machine gun can be assembled if such parts are in the possession or under the control of a person. Repeals the District's: (1) registration requirement for possession of firearms; and (2) requirement that licensed firearms dealers keep records of ammunition received into inventory and ammunition sold or transferred. Maintains the current ban on the possession and control of a sawed-off shotgun, machine gun, or short-barreled rifle. Permits a licensed firearms dealer to sell or transfer ammunition, excluding restricted pistol bullets, to persons not otherwise prohibited from possessing or receiving ammunition. Declares that, in the case of a sale or transfer of a handgun to a District resident, a federally licensed importer, manufacturer, or dealer of firearms in Maryland or Virginia shall be treated as a dealer licensed under this Act if: (1) the transferee meets in person with the transferor to accomplish the transfer; and (2) the sale, delivery, and receipt fully comply with the legal conditions of sale in both the District and the jurisdiction in which the transfer occurs. Amends FCRA to allow an individual to possess ammunition in the District if the individual owns (currently, holds the valid registration certificate for) a firearm of the same gauge or caliber as such ammunition. (In effect, repeals the handgun ammunition ban.) Repeals the requirement that firearms in the possession of individuals (other than law enforcement personnel) must be kept unloaded, disassembled, or with the trigger locked, unless the firearm is kept at an individual's place of business, or while being used for lawful recreational purposes within the District . Continues current criminal penalties for allowing access of a minor (under age 16) to loaded firearms, except in specified circumstances. Repeals increased penalties for violations of the prohibition against allowing access of a minor to loaded firearms if injury or death results to the minor or another person. Requires the U.S. attorney, however, to consider both the extent of the minor's injuries and the effect of the minor's injury or death on both of the minor's parents when deciding whether to file charges. Prohibits any prosecution in such circumstances unless the person who committed the violation behaved in a grossly negligent manner, or unless similarly egregious circumstances exist. Eliminates criminal penalties for possessing an unregistered firearm. Amends the District of Columbia Code to: (1) allow private persons or entities owning property in the District to prohibit or restrict the possession of firearms on their property (other than authorized law enforcement personnel or lessees occupying residential or business premises); (2) prohibit unauthorized carrying of rifles or shotguns in the District; (3) authorize certain individuals to carry firearms in certain places and for certain purposes; (4) prescribe requirements for lawful transportation of firearms; and (5) prohibit the use of toy and antique pistols to commit a violent or dangerous crime. Authorizes the District of Columbia to prohibit or restrict the possession of firearms (except to lessees occupying residential or business premises) within any building or structure under its control, or in any area of it, which has implemented security measures to identify and exclude unauthorized or hazardous persons or articles. Amends the Office of Administrative Hearings Establishment Act of 2001 to grant jurisdiction to the Office of Administrative Hearings to hear cases pertaining to denial or revocation of firearm dealer licenses. Repeals the Firearms Registration Amendment Act of 2008 and the Inoperable Pistol Amendment Act of 2008. Restores and revives any provision of law amended or repealed by such Acts as if such Acts had not been enacted into law.

Suspending Travel After Years of Pleasure Trips on Unwitting Taxpayers Act of 2011 or STAY PUT Act of 2011 - Prohibits the use of appropriated funds, including official funds of the House of Representatives or funds available under any federal law, rule, or regulation, to pay for official travel outside of the United States by any Member, officer, or employee of the House, until the Comptroller General studies and reports to the Speaker of the House and the Secretaries of Defense (DOD) and of State on the use of certain appropriated funds for such travel and recommendations for appropriate restrictions on, and reporting requirements applicable to, such travel which will promote transparency and cost savings. Exempts from the prohibition and requirements of this Act any travel: (1) to a military installation or to a theater of operations of the Armed Forces; and (2) by Members and employees of the Committee on Foreign Affairs or the Permanent Select Committee on Intelligence, if the travel is for official committee business.

Patients' Freedom to Choose Act - Repeals provisions of the Patient Protection and Affordable Care Act and the Health Care and Education Reconciliation Act of 2010 that: (1) restrict payments from health savings accounts, medical savings accounts, and health flexible spending arrangements for medications to prescription drugs and insulin only; and (2) impose a $2,500 limitation on salary reduction contributions to a health flexible spending arrangement under a cafeteria plan.

Recovering Excessive Stimulus Expenditures for Taxpayers (RESET) Act - Rescinds all unobligated balances of the discretionary appropriations made available by division A of the American Recovery and Reinvestment Act of 2009 (stimulus funds). Requires deposit of such rescinded appropriations in the general fund of the Treasury for federal budget deficit reduction.

Collectible Firearms Protection Act - Amends the Arms Export Control Act to allow the importation of certain firearms listed as curios or relics into the United States by a licensed importer without the requirement of an authorization from or payment to the Department of State or the Department of Defense (DOD) upon certification to the Attorney General that such firearms are lawfully possessed under the laws of the exporting country.

Amends Rule X (Organization of Committees) of the Rules of the House of Representatives to establish the House Committee on Elimination of Nonessential Federal Programs to: (1) modify or eliminate underperforming or nonessential federal programs, and (2) identify federal programs and activities that duplicate or compete with activities available from the private sector. Requires the Committee to: (1) research, review, and study federal programs underperforming or nonessential, and determine which ones should be modified or eliminated; (2) develop recommendations to the House designed for such action; and (3) report annually to the House a detailed statement of its findings and conclusions, a list of such programs, legislation to eliminate them, and rescissions based on the findings of the report. Prescribes expedited procedures for legislation reported by the Committee.

Help Establish Access to Local Timely Healthcare for Your Vets Act of 2011 or HEALTHY Vets Act of 2011 - Requires the Secretary of Veterans Affairs, in the case of a veteran for whom Department of Veterans Affairs (VA) facilities are geographically inaccessible (as defined under this Act), to contract for the provision of the following care: (1) primary care; (2) acute or chronic symptom management; (3) nontherapeutic medical services; and (4) other medical services determined appropriate by the director of the appropriate VA service region, after consultation with the VA physician responsible for such veteran's primary care. Authorizes the Secretary to waive such requirement upon demonstrating, on an individual basis, that the costs of providing the contract care significantly outweigh the benefits of localized health care.

Amends the Supplemental Appropriations Act, 2009 to extend the period for the submission by members of the Armed Forces of claims for retroactive stop-loss special pay (paid to members whose enlistment or period of obligated service was extended, or whose eligibility for retirement was suspended, by the President in time or war or national emergency) from one to two years after the date on which implementing rules for such payments take effect. Directs the Secretary of Defense (DOD) to include in a required report concerning such payments a plan describing DOD outreach and informational efforts to promote and increase awareness of the special pay.

Taxpayer Conscience Protection Act of 2011 - Directs each state that makes a Medicaid payment from federal funds during the fiscal year for any items or services furnished by an abortion provider to: (1) report to the Secretary of Health and Human Services (HHS) on all such payments, and (2) publish the report on a public Internet website of the state. Requires an annual report to specified congressional committees on such reports, which shall also be published on a public Internet HHS website.

Federal Reserve Transparency Act of 2011 - Directs the Comptroller General to complete, before the end of 2012, an audit of the Board of Governors of the Federal Reserve System and of the federal reserve banks, followed by a detailed report to Congress. Medicare Decisions Accountability Act of 2011 - Repeals sections of the Patient Protection and Affordable Care Act (PPACA) (and restores provisions of law amended by such sections) related to the establishment of an Independent Payment Advisory Board to develop and submit detailed proposals to reduce the per capita rate of growth in Medicare spending to the President for Congress to consider.

Fannie Mae and Freddie Mac Transparency Act of 2011 - Amends the Federal National Mortgage Association Charter Act and the Federal Home Loan Mortgage Corporation Act to provide that, during any period in which either the Federal National Mortgage Association (Fannie Mae) or the Federal Home Loan Mortgage Corporation (Freddie Mac) is under conservatorship or receivership, it shall be considered an agency subject to the public information disclosure requirements of the Freedom of Information Act.

Ronald Reagan Commemorative Coin Act of 2011 - Directs the Secretary of the Treasury to mint and issue $5 gold coins and $1 silver coins in commemoration Ronald Wilson Reagan, the 40th President of the United States. Authorizes the issuance of such coins beginning on January 1, 2017, except that sales of such coins may be initiated, without issuance, before such date. Prohibits the minting of such coins after December 31, 2017. Requires all sales of coins minted under this Act to include a surcharge of: (1) $35 per coin for the $5 coin; and (2) $10 per coin for the $1 coin. Requires the proceeds from the surcharges received from the sale of such coins to be paid promptly to the Army Emergency Relief to be used to provide financial assistance to certain soldiers and their dependents and the surviving spouses or dependent children of deceased soldiers.

Restoring Assistance for Families' and Seniors' Health Expenses Act of 2011- Repeals provisions of the Patient Protection and Affordable Care Act (PPACA) that: (1) increase from 7.5% to 10% the adjusted gross income threshold for claiming the tax deduction for medical expenses; (2) restrict payments from health savings accounts, medical savings accounts, and health flexible spending arrangements for medications solely to prescription drugs or insulin; (3) increase to 20% the penalty for distributions from a health savings or Archer medical savings account not used for qualified medical expenses; and (4) limit to $2,500 the annual salary reduction contribution to a health flexible spending arrangement under a cafeteria plan. Amends PPACA to treat a high deductible health plan as a qualified health plan under such Act.

Military Retiree Survivor Comfort Act - Requires the United States to forgive any overpayment of military retired or retainer pay for any period after the death of the recipient through the last day of the month in which such death occurs, if such payment is electronically deposited to a joint account bearing the name of the decedent and the decedent's designated beneficiary. Provides a special effective date for the first annuity payment to a survivor under the Survivor Benefit Plan (SBP) when an overpayment is so forgiven.

Consumer Price Index for Elderly Consumers Act of 2011 - Directs the Bureau of Labor Statistics of the Department of Labor to prepare and publish a monthly Consumer Price Index for Elderly Consumers (CPI) that indicates changes over time in expenditures for consumption which are typical for individuals aged 62 years of age or older. Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) to provide for the use of such new CPI in the computation of cost-of-living increases for Social Security benefits.

Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to repeal the authority of the Administrator of the Environmental Protection Agency (EPA) to prohibit the specification of, or to deny or restrict the use of, a defined area as a disposal site for the discharge of dredged or fill material into navigable waters.

Tax Code Termination Act - Terminates the Internal Revenue Code of 1986 after December 31, 2015, except for self-employment taxes, Federal Insurance Contributions Act (FICA) taxes, and railroad retirement taxes. Requires a two-thirds majority vote in Congress to change such termination date. Declares that any new federal tax system should be a simple and fair system that: (1) applies a low rate to all Americans; (2) provides tax relief for working Americans; (3) protects the rights of taxpayers and reduces tax collection abuses; (4) eliminates the bias against savings and investment; (5) promotes economic growth and job creation; and (6) does not penalize marriage or families. Requires that the new federal tax system be approved by Congress in its final form by July 4, 2015.
