Identity Theft Prevention Act of 2001 - Amends the Truth in Lending Act to prescribe procedural guidelines under which a credit card issuer shall confirm changes of address. Amends the Fair Credit Reporting Act to prescribe procedural guidelines under which a consumer reporting agency shall: (1) notify the requester of a discrepancy in the address in the consumer file; (2) include a fraud alert in the file of a requesting consumer; and (3) make free annual disclosures upon consumer request. Confers enforcement jurisdiction upon the Federal Trade Commission. Mandates truncation of credit card account numbers, so that an entity that accepts credit cards for the transaction of business is prohibited from printing more than the last 5 digits of the credit card account number or the expiration date upon any receipt provided to the cardholder.

Medicare Regulatory, Appeals, Contracting, and Education Reform Act of 2001 - Amends part D (Miscellaneous) of title XVIII (Medicare) of the Social Security Act (SSA) with respect to: (1) timelines for publication of final regulations and compliance with substantive changes after notice; (2) timeframes for the completion of the record in the appeals process; (3) contracts with Medicare administrative contractors for determining payment amounts, making payments, and providing certain provider services; (4) coordination of funding for education of service providers; and (5) standardization of random prepayment review and recovery of overpayments from Medicare administrative contractors.

Travel America Now Act of 2001-Amends the Internal Revenue Code to temporarily: (1) allow a credit for qualified personal travel expenses; (2) restore full deductibility for business entertainment expenses; and (3) extend the carry-back period for travel or tourism industry losses.

Expresses the sense of Congress that the President should award and present a Public Safety Officer Medal of Valor to those public safety officers who were killed and to those select public safety officers who have earned special recognition for outstanding valor above and beyond the call of duty in the aftermath of the terrorist attacks in the United States on September 11, 2001.

Expresses the sense of the House of Representatives that: (1) the Republic of Slovakia should be commended for its progress toward political and economic liberty and for its efforts to meet the guidelines for prospective North Atlantic Treaty Organization (NATO) members; (2) the Republic would make significant contributions to NATO; (3) extension of NATO to include the Republic would significantly benefit the security and peace of Europe and the region as a whole; and (4) the Republic should be invited to become a full NATO member at the earliest opportunity.

Job Creation and Economic Revitalization Act of 2001- Amends the Community Development Banking and Financial Institutions Act of 1994 to authorize appropriations for FY 2002 for the Community Development Financial Institutions Fund. Amends the Small Business Investment Act of 1958 to increase the total dollar value of debentures which may be guaranteed under the New Markets Venture Capital Program. Amends the Housing and Community Development Act of 1974 to authorize appropriations for FY 2002 for the community development loan guarantees. Authorizes appropriations for FY 2002 for grants in connection with the second round of empowerment zones and enterprise communities. Amends the Public Works and Economic Development Act of 1965 to increase the authorizations of appropriations for FY 2002 for economic development corporations.

Terrorist Disaster Relief for Small Businesses Act - Directs the Administrator of the Small Business Administration to treat: (1) the terrorist attacks on the United States that occurred on September 11, 2001, as a disaster for which loans to affected small business concerns are authorized; and (2) the entire United States as the affected area. Allows the Administrator to waive certain size standards that would otherwise preclude a business concern from being an eligible recipient of such a loan.

Criminal Alien Visa Denial Act of 2001 - Amends the Immigration and Nationality Act to require the Attorney General and the Federal Bureau of Investigation (FBI) to provide the Department of State and the Immigration and Naturalization Service with access to specified criminal history extracts in order to determine whether or not a visa or admissions applicant has a criminal history. Directs the FBI to provide periodic extract updates. Provides for confidentiality.

Home Equity Loss Prevention and Economic Recovery Act of 2001 - Amends the Internal Revenue Code of 1986 to allow a personal interest deduction (up to $10,000, adjustable for inflation) for individuals. Repeals restrictions on the deduction for education loans.

Victory Bonds Act of 2001 - Instructs the Secretary to issue Victory Bonds in response to the acts of terrorism perpetrated against the United States on September 11, 2001. Mandates that proceeds from the issuance of Victory Bonds be used to raise funds to: (1) assist in recovery and relief operations following the terrorist acts, including humanitarian assistance; and (2) combat terrorism.

Debbie Smith Act - Authorizes the Attorney General to make grants to eligible States to carry out sexual assault nurse examiner programs and to train law enforcement personnel and first responders in the handling of sexual assault cases and the collection and use of DNA samples for forensic evidence. Provides that for a State to be eligible to receive a grant, the chief executive officer of the State shall submit to the Attorney General an application which shall include a certification that the State shall comply with specified quality assurance standards. Sets forth provisions regarding restrictions on the use of funds and expenditure records. Amends the Violent Crime Control and Law Enforcement Act of 1994 to require the Director of the Federal Bureau of Investigation (FBI) to issue (and revise periodically) standards for collecting and processing, for use as forensic evidence, samples on which DNA analysis may be carried out. Authorizes the Attorney General to make grants to eligible States to carry out DNA analyses of samples from crime scenes for inclusion in the FBI's Combined DNA Index System. Sets forth provisions regarding State eligibility, restrictions on uses of funds, and expenditure records.

Bring Our Children Home Act - Amends the Federal judicial code to provide that a contestant may bring an action in district court to determine which of conflicting State court child custody determinations shall prevail. Directs the Attorney General (AG) to establish a registry for all custody orders entered by State courts. Authorizes law enforcement officers of a State or local government to hold, for no more than 24 hours, any child listed as missing for proper disposition under the latest valid custody determination. Requires the Secretary of State to prepare a report on progress made by the United States in negotiating and entering into bilateral treaties relating to international child abduction with countries that are not contracting parties under the Hague Convention on the Civil Aspects of International Child Abduction. Amends the Foreign Assistance Act of 1961 to require information on each country's efforts to prohibit international child abduction. Requires the AG to prepare a report describing the status of each case involving a request for extradition in cases involving international kidnaping by parents.

National Uniformity for Food Act of 2001 - Amends the Federal Food, Drug, and Cosmetic Act (FDCA) to prohibit any State or political subdivision from establishing or continuing in effect as to any food in interstate commerce any requirement for food that is not identical to specified FDCA provisions. Prohibits any State or political subdivision from establishing or continuing in effect any notification requirement for a food that provides for a warning concerning the food's safety that is not identical to FDCA provisions. Allows current State notification or food safety requirements to continue for 180 days after the enactment of this Act, during which such State may petition for an exemption or a new national standard. Allows a State to petition for an exemption and for a national standard regarding any requirement under the FDCA, as amended by this Act, or the Fair Packaging and Labeling Act relating to food regulation. Allows a State to establish a requirement that would otherwise violate FDCA provisions relating to national uniform nutrition labeling or this paragraph if the requirement is needed to address an imminent hazard to health that is likely to result in serious adverse health consequences and if other requirements are met.

Transit Rail Accommodation Improvement and Needs Act for the 21st Century - Amends Federal rail transportation law with respect to a situation where, after negotiation, a mass transportation authority cannot reach agreement with a rail carrier to use its trackage, and have it provide related services, for fixed guideway transportation. Requires the Surface Transportation Board, upon application by the authority or the carrier, and if necessary or useful, to: (1) order the trackage be made available and related services be provided to the mass transportation authority; and (2) prescribe reasonable terms and compensation for use of the trackage and the related services. Authorizes the mass transportation authority, when it cannot reach agreement with the rail carrier, to apply to the Board for an order requiring the carrier to: (1) establish terms for operation of additional trains the authority requests; (2) provide increased or improved maintenance or related capital work on trackage to maintain reliable service at speeds necessary to provide convenient and efficient mass transportation; (3) allow accelerated speeds and related capital work required to permit operation at accelerated speeds; and (4) convey an interest in a railroad right-of-way for the construction and operation of a segregated fixed guideway facility to the authority. Revises rail transportation policy to declare it is U.S. policy to encourage and promote the operation of safe, efficient, and reliable commuter rail passenger service and other fixed guideway transportation systems, including operations where the service will share lines, corridors, or other facilities with freight railroads or with intercity rail passenger service.

Requests that the President focus appropriate attention on the issues of neighborhood crime prevention, community policing, and reduction of school crime by delivering speeches, convening meetings, and directing his Administration to make reducing crime an important priority.

Medicare Vision Rehabilitation Services Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act, as amended by the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000, to provide for coverage of outpatient vision rehabilitation services under part B (Supplementary Medical Insurance) of the Medicare program.

Benjamin Franklin Tercentenary Commission Act - Establishes the Benjamin Franklin Tercentenary Commission to: (1) study and recommend Government activities to honor Benjamin Franklin on the tercentenary of his birth, including the minting of a Benjamin Franklin tercentenary coin and the issuance of a Benjamin Franklin tercentenary postage stamp; (2) serve as the contact point for State, local, international, and private sector initiatives regarding tercentenary activities; and (3) seek to enter into an arrangement for the Franklin Institute of Philadelphia, Pennsylvania, to serve as the secretariat of the Commission and house the Commission's administrative offices.

Working Lands Stewardship Act of 2001 - Amends specified agricultural Acts to: (1) revise and increase funding for the farmland protection program; (2) provide market development grants and technical assistance to farmers and ranchers who forgo development of certain lands; (3) expand State marketing programs, including set-asides for development of local and regional markets and research; (4) increase funding for farmer-to-consumer marketing assistance; (5) provide for a program to promote the purchase of locally grown produce; (6) increase funding for programs for socially disadvantaged farmers; (7) extend and increase funding for the environmental quality incentives program, including set-asides for livestock, pesticide reduction, and water conservation; (8) provide watershed quality incentive contracts; (9) provide loans for manure reuse activities and facilities; (10) extend and increase funding for the wildlife habitat incentives program, including set-asides for imperiled native species, and acquisition of easements and water rights; (11) extend and increase acreage for the wetlands reserve program; (12) establish a wetlands reserve enhancement program; (13) extend and increase funding for the conservation reserve program, including an acreage set-aside for environmentally-sensitive lands and buffer strips, and enrollment of grasslands and rangelands; (14) authorize incentive payments for private grazing land conservation; (15) establish a grassland reserve program; (16) expand the National Organic Program to include organic farming transition assistance; (17) establish an organic certification reimbursement program; (18) extend and increase funding for the forest stewardship program, including set-asides for new land management practices, and watershed forestry initiative activities; (19) authorize appropriations for urban and community forestry activities; (20) provide funding for specified conservation technical assistance and administration and outreach, including establishment of training centers in specified cities; and (21) establish a demonstration program to promote ecosystem- and watershed-based conservation.

Amends the Agricultural Market Transition Act to: (1) reduce quota peanut price support levels through crop year 2003; (2) extend marketing assessment services through 2003; and (3) make nonrecourse loans available to all peanut producers at 85 percent of estimated market value as of crop year 2004. Amends the Agricultural Adjustment Act of 1938 to eliminate peanut quotas as of crop year 2004. Amends the National School Lunch Act to authorize the purchase at world market price of additional (excess of poundage quota) peanuts for the school lunch and other specified food and nutrition programs. States that such peanuts shall not be considered domestic edible use peanuts under the Agricultural Adjustment Act of 1938 or the Agricultural Market Transition Act.

Bridges to the Cuban People Act of 2001 - Exempts from the embargo on trade with Cuba (including prohibitions under the Cuban Democracy Act of 1992 against the unloading at a U.S. port of vessels that previously entered a Cuban port to engage in trade) the export of any agricultural commodity, farm machinery or equipment, medicine, or medical device, or any travel incident to the delivery of such items. Prohibits the President from prohibiting or regulating travel to or from or within Cuba by U.S. nationals or lawful resident aliens, including specified transactions ordinarily incident to such travel, financial or otherwise. Authorizes the President to provide scholarships for Cuban nationals who seek to undertake graduate study in public health, public policy, economics, law, or other field of social science. Authorizes the President to waive certain sanctions against, and restrictions on assistance to, Cuba, including the exclusion from the United States of certain aliens who have confiscated property in Cuba of U.S. nationals or who traffic in such property, if he determines that it will promote the peaceful transition to democracy in Cuba or will further U.S. national economic interests. Prohibits the Secretary of the Treasury from limiting the amount of remittances to Cuba that any U.S. person may make. Authorizes the import into the United States of a Cuban originated medical article if the Secretary of Health and Human Services makes a determination that there is a medical need in the United States for such article that is not being met by any medicine or medical device in commercial distribution in the United States. Prohibits the use of funds to enforce unilateral sanctions on the export of goods and services intended for the exclusive use of children in Cuba.

Energy Security and Tax Incentive Policy Act of 2001 - Amends the Internal Revenue Code with respect to establishing and revising tax credits and deductions concerning: (1) energy efficient property used in business; (2) residential energy systems; (3) electricity facilities and production; (4) commercial applications of advanced clean coal technologies; (5) heating fuels and storage; and (6) oil and gas production and petroleum products.

Authorizes the President to present on behalf of Congress: (1) a gold medal to the family of Andrew Jackson Higgins in recognition of his contributions to the Nation and to the Allied victory in World War II; (2) an identical medal to the D-Day Museum in New Orleans, Louisiana, for public display; and (3) a gold medal to the Museum in honor of the World War II employees of Higgins Industries and in recognition of their contributions to the Nation and to the Allied victory in World War II. Authorizes the Secretary of the Treasury to strike and sell bronze duplicates.

The TRICARE Retirees Opportunity Act of 2001 - Amends part B (Supplementary Medical Insurance) of title XVIII (Medicare) of the Social Security Act to: (1) waive the Medicare part B late enrollment penalty for military retirees who enroll by December 31, 2002; and (2) direct the Secretary of Health and Human Services to provide for a special enrollment period in the case of any such individual eligible to enroll, but who is not enrolled, under Medicare part B with such period to end on December 31, 2002.

Sugar Program Reform Act - Amends the Agricultural Market Transition Act with respect to the sugar program to: (1) reduce sugarcane loan rates through crop year 2004; (2) revise the sugar beet loan rate; (3) eliminate nonrecourse loans; and (4) eliminate sugar price supports after crop year 2002. Amends the Agricultural Adjustment Act of 1938 to repeal sugar and crystalline fructose marketing quota and allotment provisions. Amends the Food Security Act of 1985 to direct the President, beginning after the 2000-2001 quota year, to use all available authority to ensure that U.S. market raw sugar shall be available at not more than the higher of the world sugar price or the U.S. loan rate.

Protection of Lawful Commerce in Arms Act - Amends the Organic Act to direct the Secretary of Commerce to establish and maintain a list of each person that notifies the Secretary that it is a manufacturer or seller that is: (1) licensed to engage in interstate or foreign commerce of a firearm or ammunition product; or (2) is a trade association representing such manufacturers or sellers. Declares that any lawful conduct carried out by a manufacturer or seller in interstate or foreign commerce of a firearm or ammunition product, or lawful conduct carried out by a trade association in the course of representing such manufacturers or sellers, shall not be the basis for imposing a restriction on such commerce (the award of civil damages, equitable relief, or any other specified limitation) as a result of harm caused by the criminal or other unlawful misuse of such firearm or ammunition product by any other person.

Consumer Price Index for Elderly Consumers Act - Directs the Bureau of Labor Statistics of the Department of Labor to prepare and publish a monthly Consumer Price Index for Elderly Consumers (CPI) that indicates changes over time in expenditures for consumption which are typical for individuals aged 62 years or older. Amends titles II (Old Age, Survivors and Disability Insurance) and XVIII (Medicare) of the Social Security Act to provide for the use of such new CPI in the computation of cost-of-living increases for social security and Medicare benefits under such programs.

First-Time Homebuyer Affordability Act of 2001 - Amends the Internal Revenue Code to make the tax on prohibited transactions inapplicable to a qualified home equity participation arrangement (one in which up to $10,000 in an individual retirement plan is used to acquire an ownership interest in a dwelling unit that is to be used as the principal residence for a first-time homebuyer). Requires such ownership interest to be a fee interest requiring full repayment. Defines "first-time homebuyer" as an individual on whose behalf an individual retirement plan is established (eligible participant) or a family member (child, parent, or grandparent) who had no present ownership interest in a principal residence during the two-year period before the date of the arrangement. Allows the use of amounts in an individual retirement plan to make loans of up to $10,000 to purchase a home for a first-time homebuyer on behalf of an eligible participant or a family member. Prohibits a related interest deduction.

Providing Reliable Officers, Technology, Education, Community Prosecutors, and Training In Our Neighborhoods Act of 2001 or PROTECTION Act - Modifies provisions of the Omnibus Crime Control and Safe Streets Act of 1968 regarding public safety and community policing ("cops on the beat" program, COPS) to authorize the Attorney General to use funding under COPS grants to: (1) increase prosecutor presence and to enhance law enforcement access to new technologies; (2) pay overtime to existing career law enforcement officers to the extent that such overtime is devoted to community policing efforts; and (3) promote higher education among in-service State and local law enforcement officers by reimbursing them for the costs associated with seeking a college or graduate school education. Includes among permitted additional grant projects: (1) specialized integrity and ethics training; and (2) innovative proactive crime control and prevention programs involving school officials and religiously-affiliated organizations. Authorizes the Attorney General to use up to five percent of appropriated funds for technical assistance and training to States, local governments, Indian tribal governments, and other public and private entities. Repeals provisions of the Act regarding termination of grants for hiring officers. Allows grants to be used to assist: (1) police departments in employing specified professional, scientific, and technological advancements; and (2) State, local, or tribal prosecutors' offices in implementation of community-based prosecution programs that build on local community policing efforts. Reserves specified funds for units of local government with a population of less than 50,000. Authorizes the Attorney General to use no more than 50 percent of grant renewal funds to award grants targeted specifically for retention of police officers.

Voting Rights Protection Act of 2001 - Amends the National Voter Registration Act of 1993 to prohibit States from removing a registrant from the official list of eligible voters for Federal elections by reason of criminal conviction unless the State provides the registrant with a notice of removal containing: (1) a statement that the State intends to make the removal; (2) a description of the reasons for it; and (3) a statement that the registrant may obtain a review of the removal from an appropriate election official of the State in accordance with specified guidelines.

Gas Price Spike Act of 2001 - Amends the Internal Revenue Code to impose an excise tax on the sale of any crude oil, natural gas, or products thereof a tax equal to the applicable percentage of the windfall profit on such sale. Defines "applicable percentage." Establishes a credit for the purchase of U.S.- made fuel efficient passenger vehicles. Authorizes the Secretary of Transportation to make grants to the operator of a mass transit system to assist the operator in reducing fares paid by passengers using the system which shall be paid for by revenues from the windfall profits tax. Establishes an independent board to be known as the Reasonable Profits Board to make reasonable profit determinations with respect to the windfall profit tax.

Greater Access to Affordable Pharmaceuticals Act of 2001 - Amends the Federal Food, Drug, and Cosmetic Act to provide for an accelerated date of approval for a generic drug application. Allows a drug to be considered a bioequivalent to a listed drug if the effects of such drug and the listed drug do not show a significant difference based on certain tests or studies. Sets forth requirements concerning the filing of a citizen petition review. Revises provisions concerning: (1) abbreviated new drug applications and new drug applications with respect to the time required for approval and the certification that a patent is invalid or will not be infringed; and (2) filing an application. Requires a report concerning the extent to which this Act has: (1) has enabled products to come to market in a fair and expeditious manner, consistent with the rights of patent owners under intellectual property law; and (2) has promoted lower prices of drugs and greater access to drugs through price competition..

Construction Quality Assurance Act of 2001 - Prohibits any contractors or subcontractors from participating in the practice of bid shopping with respect to any Government contract exceeding $1 million for the construction or repair of any public building or work. Defines "bid shopping" as the practice of a contractor, after submitting a bid, pressuring for or accepting lower subcontractor bids without passing resulting savings to the Government. Requires any invitation to bid or request for proposal issued by the Government with respect to a contract to include a clause explicitly prohibiting such practice and specifying penalties which may include debarment or suspension for multiple violations.

Post Office Community Partnership Act of 2001 - Modifies Federal postal law to revise requirements for the closing or consolidation of a post office and apply them, as well, to its proposed closing, consolidation, relocation, or construction. Requires a 60-day notice, under certain conditions, to persons (including local government officials) who are (or would be) served by the post office involved to allow such individuals an opportunity to present their views before such proposed action. Requires the notice: (1) by the deadline, to be hand delivered or delivered by mail and published once a week for at least four weeks in one or more newspapers regularly issued and of general circulation within the zip code areas which are (or would be) served by the post office involved; and (2) to include a description of the proposed action, a summary of the reasons for it, and the date on which the action is to be taken (or, in the case of the construction of a post office, the proposed timetable). Revises the factors to be considered in deciding whether or not to take such proposed actions. Requires the Postal Service to follow a community's public participation procedures to address the relocation, closing, consolidation, or construction of buildings in the community if such procedures are more stringent than those provided in this Act.

Cable Consumer Rights Act of 2001 - Repeals provisions of the Telecommunications Act of 1996 which prohibit the Federal Communications Commission and local cable franchising authorities from regulating the rates for cable television service. Reinstates cable rate regulatory provisions of the Communications Act of 1934 in effect before the enactment of such provisions.

Dairy Consumers and Producers Protection Act of 2001 - Amends the Agricultural Market Transition Act to include Maryland, New Jersey, New York, and Pennsylvania within the Northeast Interstate Dairy Compact. Eliminates: (1) the Compact's termination date; and (2) certain restrictive authority respecting non-Compact milk. States that only Ohio may join such Compact. Eliminates and revises specified provisions regarding Compact implementation, duration, restricting authority, and Commodity Credit Corporation compensation. States that Congress consents to the Southern Dairy Compact entered into by Alabama, Arkansas, Georgia, Kansas, Kentucky, Louisiana, Mississippi, Missouri, Oklahoma, North Carolina, South Carolina, Tennessee, Virginia, and West Virginia. States that only Florida, Nebraska, and Texas may join such Compact. Limits price regulatory authority to Class I fluid milk unless otherwise consented to by the Congress. Provides for Commodity Credit Corporation compensation. Sets forth the Southern Dairy Compact. States that Congress consents to: (1) the Pacific Northwest Dairy Compact proposed for California, Oregon, and Washington; and (2) the Intermountain Dairy Compact proposed for Colorado, Nevada, and Utah. Limits price regulatory authority to Class I fluid milk. Provides for Corporation compensation. States that such Compacts shall be the same as the Southern Dairy Compact with specified differences.

Consumer Rental Purchase Agreement Act - Amends the Consumer Credit Protection Act to prescribe guidelines for rental-purchase transactions, including: (1) the determination of rental-purchase cost; (2) disclosure requirements; (3) proscriptions against confessions of judgment, wage assignments, and waiver of consumer claims or defenses; (4) furnishing of statements of account; (5) point-of-rental disclosures; and (6) rental-purchase advertising disclosures. Authorizes the Board of Governors of the Federal Reserve System to promulgate implementing regulations. Provides for Federal and State enforcement of this Act.

Airline Passenger Bill of Rights Act - Amends Federal aviation law to make it an unfair or deceptive practice or an unfair method of competition for a domestic or foreign air carrier to: (1) fail to provide a consumer full access to all the carrier's fares; (2) fail to disclose, without request, the on-time performance and cancellation rate for a chronically delayed or chronically canceled flight whenever a customer makes a reservation or purchases a ticket on such a flight; and (3) prohibit a customer from only using a portion of the ticket purchased (including using it only for one-way travel instead of round-trip) or assess an additional fee on such customer or any ticket agent that sold the ticket. Makes it an unfair or deceptive practice or an unfair method of competition for an air carrier, in the case of a termination, cancellation, nonrenewal, or substantial change in the competitive circumstances of the appointment of a ticket agent, to fail: (1) to provide written notice and a full statement of reasons at least 90 days before the action; and (2) to provide the ticket agent with at least 60 days to correct any deficiency. Specifies requirements and prohibitions with respect to airline passenger protection. Requires the Secretary of Transportation to consider whether a foreign air carrier has engaged in any unfair or deceptive practice or unfair method of competition in the preceding five years before issuing the carrier a certificate. Extends certain prohibitions against unfair methods of competition to any major air carrier that: (1) restricts a code share partner from entering into a code share agreement with another air carrier; (2) fails to utilize airport assets fully; and (3) refuses or fails to provide an underutilized airport asset to another carrier on fair, reasonable, and nondiscriminatory terms. Prescribes a maximum civil penalty for engaging in unfair methods of competition. Authorizes an air carrier to transfer a slot (take-off and landing rights at an airport) to another air carrier only upon the Secretary's approval. Requires a major air carrier, upon application by another air carrier or on the Secretary's own motion, to make gates, facilities, and other assets available to other air carriers on fair, reasonable, and nondiscriminatory terms. Directs the Secretary to investigate each hub airport (that has at least .25 percent of the total annual boardings in the United States) to determine whether, in the preceding five years, a dominant air carrier (that accounts for more than 40 percent of the total annual passenger boardings) at such airport has: (1) charged higher than average fares; or (2) limited competition by, or engaged in an unfair method of competition in response to, a new entrant air carrier. Directs the Secretary to issue final regulations defining flight delay and chronically delayed flights.

National Museum of African American History and Culture Act of 2001 - Establishes within the Smithsonian Institution the National Museum of African American History and Culture to be operated as a center for scholarship and a location for museum training, public education, exhibits, and collection and study of items and materials relating to the life, art, history, and culture of African Americans form slavery and the era of reconstruction to the Harlem renaissance, the civil rights movement, and beyond. Establishes the National Museum of African American History and Culture Council. Requires the Council to appoint a Director to manage the Museum. Authorizes the Council to plan, design, reconstruct, renovate, and expand the Arts and Industries Building to house the Museum.

FHA Multifamily Housing Mortgage Loan Limit Adjustment Act of 2001 - Amends the National Housing Act to increase multifamily project mortgage loan limits for: (1) rental housing; (2) cooperative housing; (3) rehabilitation and neighborhood conservation housing; (4) housing for moderate income and displaced families; (5) housing for the elderly; and (6) condominiums.

Amends title XVIII (Medicare) of the Social Security Act (SSA) to: (1) mandate a single national average standardized payment amount for inpatient hospital services furnished, regardless of whether in an urban or non-urban area, under the Medicare prospective payment system (PPS) for discharges occurring in FY 2002 and thereafter; and (2) establish a minimum factor of .925 as a floor for area wage adjustment factors used under the PPS for inpatient and outpatient hospital services.

Medicare Geographic Reclassifications Equity Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act to require the Secretary of Health and Human Services to make wage index adjustments to ensure that geographic reclassifications of hospitals from one urban area to another urban area produce no reduced wage indexes for the urban area in which the hospital was originally classified.

FERS Federal Deposit Insurance Corporation Buyback Act of 2001 - Includes service as a temporary or intermittent Federal Deposit Insurance Corporation employee of at least one year's duration, performed after December 31, 1988 and before January 1, 2001, whether performed over a continuous period or otherwise, as creditable service under the Federal Employees' Retirement System (FERS), but only if such employee later becomes subject to FERS and such service is not credited for purposes of any benefit under any other retirement system established by U.S. law (disregarding the Social Security Act and provisions of the Civil Service Retirement System (CSRS)). Requires such employee to deposit to the credit of the Civil Service Retirement and Disability Fund an amount equal to 1.3 percent of basic pay for such service. Requires any deposit made more than five years after the later of October 1, 2001, or the date on which the employee first becomes a Federal employee following the period of temporary or intermittent FDIC service to include interest. Directs the Office of Personnel Management to prescribe regulations for crediting such service to an individual who has separated from the Government. Requires recomputation of an annuity or a survivor annuity to take into account such service.

American Hospital Preservation Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA), as amended by Federal law commonly referred to as the (Medicare, Medicaid, and SCHIP) Benefits Improvement and Protection Act, to: (1) increase (restore the full) market basket update for inpatient prospective payment services hospitals; and (2) maintain the indirect medical education adjustment percentage at 6.5 percent.
