President John F. Kennedy Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue not more than 500,000 $1 silver coins in commemoration of President John F. Kennedy. The bill requires all sales of such coins to include a surcharge of $10 per coin, which shall be paid by Treasury to the John F. Kennedy Library Foundation to support the John F. Kennedy Presidential Library and Museum.

Recognizes the importance, effectiveness, and need for trauma-informed care among existing federal programs and agencies. (Trauma-informed care takes into account a patient's history of trauma in the design of the patient's treatment.) Encourages the use of trauma-informed care within the federal government. Expresses support for the designation of National Trauma Awareness Month and National Trauma-Informed Awareness Day.

Critical Access and Rural Equity Act of 2017 or the CARE Act of 2017 This bill amends title XVIII (Medicare) of the Social Security Act to specify that, for purposes of determining Medicare payment and reasonable costs for both inpatient and outpatient critical access hospital (CAH) services, the Centers for Medicare & Medicaid Services (CMS) shall recognize as allowable costs those related to specified emergency, diagnostic, anesthetist, community health, and off-campus clinical services. Furthermore, in determining payment and reasonable costs for both inpatient and outpatient CAH services, CMS shall not disallow payment to a CAH on the basis that such payment offsets the cost of a current permissible health care-related tax imposed on and paid by the CAH. CMS must make specified payment adjustments to account for such a tax. Generally, under current law, a facility must be located beyond a specified driving distance from another hospital or facility in order to be designated as a CAH. The bill specifies that this requirement does not apply with respect to a CAH's off-campus provider-based clinic. Current law further requires a facility to provide certain 24-hour emergency care services as a condition of designation as a CAH. The bill allows CMS to waive this requirement with respect to a facility that coordinates with a nearby facility or hospital that provides such services.

Nuclear Waste Policy Amendments Act of 2017 This bill amends the Nuclear Waste Policy Act of 1982 to direct the Department of Energy (DOE) to initiate a program to consolidate and temporarily store commercial spent nuclear fuel during the development, construction, and operation of a permanent nuclear waste repository. The bill addresses federal land withdrawal and related management issues, including the permanent withdrawal of specific federal land for repository use by DOE, updating the Nuclear Regulatory Commission licensing process and conditions for the repository, and limiting activities relating to developing a separate defense waste repository used for storing high-level radioactive waste and spent nuclear fuel derived from the atomic energy defense activities of DOE. DOE may enter into agreements to provide benefits to state, local, and Tribal governments that might host or be affected by facilities related to storing nuclear waste. The bill revises the method by which DOE funds its nuclear waste management activities though the collection and usage of the Nuclear Waste Fund.

DD-214 Modernization Act This bill directs the Department of Defense to modify the Certificate of Release or Discharge from Active Duty (DD Form 214) to include a specific block explicitly identified as the location in which a member of the Armed Forces may provide an email address by which the member may be contacted after discharge or release from active duty.

Justin Smith Morrill Congressional Gold Medal Act This bill requires the Speaker of the House of Representatives and the President pro tempore of the Senate to posthumously award a Congressional Gold Medal to Justin Smith Morrill, a United States Senator from Vermont, for his lasting contributions to higher education opportunity for all Americans.

Supplemental Nutrition Assistance Program Reform Act of 2017 This bill amends the Food and Nutrition Act of 2008 to modify the Supplemental Nutrition Assistance Program (SNAP, formerly known as the food stamp program) work requirements that apply to able-bodied adults without dependents (ABAWDs). The bill modifies the work requirements to: terminate the authority of the Department of Agriculture to waive the requirements, upon the request of a state agency, for individuals residing in an area that has an unemployment rate of over 10% or does not have a sufficient number of jobs to provide employment for the individuals; shorten from three months to one month the time limit for receiving benefits in a three-year period without meeting the requirements; decrease from 15% to 5% the portion of ABAWDs that a state may exempt from the requirements; allow participation in a supervised job search to satisfy the requirements; require states receiving SNAP funds to provide ABAWDs with opportunities to participate in a work program, a workfare program, or a supervised job search; and reduce SNAP allotments for states that fail to comply with requirements regarding eligibility disqualifications. The bill also modifies the congressional declaration of policy to specify that the purpose of SNAP is to increase employment, to encourage healthy marriage, and to promote prosperous self-sufficiency (maintaining an income above the poverty level without services and benefits from the federal government).

Securing the Homeland by Increasing our Power on the Seas Act or the SHIPS Act This bill declares that it shall be the policy of the United States to have available, as soon as practicable, at least 355 battle force ships, comprised of the optimal mix of platforms, with funding subject to the annual authorization and appropriation of funds.

Patients First Act of 2017 This bill amends the Public Health Service Act to require the Department of Health and Human Services (HHS) to conduct and support basic and applied research to develop techniques for the isolation, derivation, production, testing, and human clinical use of stem cells that may result in improved understanding of, or treatments for, diseases and other adverse health conditions, provided that the techniques will not involve: (1) the creation of a human embryo for research purposes; (2) the destruction or discarding of, or risk of injury to, a living human embryo; or (3) the use of any stem cell the derivation or provision of which would be inconsistent with this bill. HHS must issue guidelines to ensure that any research (including any clinical trial) supported under this bill: (1) is clearly consistent with the standards established in this bill, if conducted using human cells; and (2) is prioritized in terms of potential for near-term clinical benefit in human patients. HHS must report on peer reviewed stem cell research proposals that were not funded.

DC Personal Protection Reciprocity Act This bill declares that the prohibitions of the District of Columbia Official Code against carrying a pistol within Washington, DC either openly or concealed without a license under DC law shall not apply to an individual who is: not prohibited by federal law from possessing, transporting, shipping, or receiving a firearm; carrying a valid license or permit for a concealed firearm issued under the law of a state; and carrying a valid identification document containing the individual's photograph. The Metropolitan Police Department, upon application by a person with a bona fide residence or place of business within the United States and a license to carry a concealed pistol under the law of any state or local government, shall issue that person a license to carry a concealed pistol within DC for up to two years from its date of issue, regardless of the applicant's reason for applying for the license. The bill repeals the condition on the permission for a non-DC resident who lives in a state that does not require a license to carry a concealed pistol to apply to the department for a license to carry one within DC for up to two years. The condition repealed states that the non-resident may apply for a license to carry a concealed weapon only if the non-resident meets the same reasons and requirements a person must meet who has a bona fide residence or place of business in DC. The department shall enter into reciprocity agreements with each other state that requires such an agreement in order to grant recognition to a license to carry a concealed firearm issued by that state.

Welfare Reform and Upward Mobility Act This bill requires the President to include in the annual budget proposal the total level of means-tested welfare spending by the federal, state, and local governments for the most recent fiscal year for which such data is available, and estimated levels for the current and 10 ensuing fiscal years. For each of FY2018-FY2028 each state that receives means-tested welfare spending by the federal government shall report annually to the Congressional Budget Office on the total amount of such spending by the state for the fiscal year. The Congressional Budget Act of 1974 is amended to define means-tested welfare spending as spending for any federal program designed specifically to give assistance or benefits exclusively to low-income Americans. The refundable portion of certain tax credits shall also be means-tested welfare spending, as well as the refundable portion of the premium and out-of-pocket health care subsidies to be paid under the Patient Protection and Affordable Health Care Act. The bill revises work eligibility requirements under the Supplemental Nutrition Assistance Program. Part A (Temporary Assistance for Needy Families) (TANF) of title IV of the Social Security Act is amended to create the work preparation program for TANF families. The bill eliminates separate participation rate requirements for two-parent families. No federal funds shall be made available to carry out any means-tested housing program, but states may receive grants to fund their own housing programs. The bill prohibits funding for abortions and for health benefits that cover abortion, including certain tax credits, except where the pregnancy results from rape or incest or in certain other health cases.

Employee Rights Act This bill amends the National Labor Relations Act to: (1) make it an unlawful labor practice for a labor organization to interfere (currently, restrain or coerce) with the rights of employees to organize and collectively bargain; (2) require union recertification after a turnover in the workforce exceeding 50% of the bargaining unit; (3) require the National Labor Relations Board (NLRB) to give 14 days advance notice before a hearing investigating an election petition; and (4) require an employer to provide the NLRB with a list consisting only of employee names and addresses of all eligible voters within seven days after an NLRB determination of the appropriate bargaining unit or an agreement on eligible voters. The bill: (1) grants union and nonunion employees the right to vote by secret ballot on whether to ratify a collective bargaining agreement or engage in a strike, (2) prohibits the use of union dues for any purpose not directly related to collective bargaining, (3) prohibits a strike without the consent of a majority of all represented employees determined by secret ballot, and (4) prohibits the use or threat of force or violence to obtain the right to represent employees. .

Strengthening Security in the Indo-Asia-Pacific Act This bill requires the Department of Defense (DOD) to report to Congress regarding: U.S. defense priorities and challenges emanating from the Indo-Asia-Pacific region, including challenges from North Korea and China; an assessment of the U.S. force posture and basing needs in such region; an assessment of the actions and resources necessary to retain an eleventh combat aviation brigade in South Korea; an assessment of the Air Force's ability to employ bombers and associated weapons while forward deployed in support of operations in such region; a plan for enhancing the sharing of commercial imagery and national technical means with South Korea and Japan; a plan for identifying areas of cyber security collaboration and partnership with Asian allies and enhancing information operations and strategic communication strategies to counter Chinese, North Korean, and Russian information warfare and propaganda activities; and an assessment of Freedom of Navigation Operation patrols in the South China Sea. FY2018 funds are authorized for DOD: (1) to address critical munitions shortfalls; (2) to procure area or missile defense interceptors; (3) for armed forces exercises with Japan, South Korea, and Australia; and (4) for joint training through the Combatant Commanders Exercise Engagement and Training Transformation Program.

American Legion 100th Anniversary Commemorative Coin Act This bill requires the Department of the Treasury to mint and issue commemorative coins in recognition and celebration of the 100th anniversary of the American Legion. Surcharges received from the sale of these coins shall be paid to the American Legion for costs related to promoting the importance of: (1) caring for those who have served, and those who are still serving, in the Armed Forces; and (2) maintaining patriotic values, strong families, and assistance for at-risk children.

Empowering Law Enforcement to Fight Sex Trafficking Demand Act This bill amends the Omnibus Crime Control and Safe Streets Act of 1968 to allow grants under the Edward Byrne Memorial Justice Assistance Grant program to be used for programs to combat human trafficking.

Chinese American World War II Veterans Congressional Gold Medal Act This bill directs the President pro tempore of the Senate and the Speaker of the House of Representatives to make appropriate arrangements for the award of a single Congressional Gold Medal to the Chinese American Veterans of World War II in recognition of their dedicated service during World War II. The medal shall be displayed at the Smithsonian Institution, which is urged to make the medal available for display at other locations associated with such veterans or with World War II.

Civil Rights Legacy of Medgar Wiley Evers Congressional Gold Medal Act This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the presentation of a Congressional Gold Medal to Myrlie Evers-Williams in recognition of the contributions and sacrifice that she and her husband, assassinated civil rights leader Medgar Wiley Evers, made in the fight for racial equality in the United States. Following its award, the medal shall be given to the Mississippi Civil Rights Museum, where it is to be available for display or for temporary loan to be displayed elsewhere.

Kerrie Orozco Act This bill amends the Immigration and Nationality Act to declare that the following persons may be naturalized upon compliance with all naturalization requirements, except that no prior residence or specified physical presence within the United States shall be required: a person who is the surviving spouse, child, or parent of a U.S. citizen who died as a result of injury or disease incurred in or aggravated by employment as a first responder; and in the case of such a surviving spouse, the person was living in marital union with the citizen spouse at the time of the citizen spouse's death. The Department of Homeland Security shall provide for the granting of posthumous citizenship at the time of death to a person who, while an alien or a noncitizen national of the United States, died as a result of injury or disease incurred or aggravated while serving as a first responder.

Wildlife and Hunting Heritage Conservation Council Advisory Committee Act This bill amends the Fish and Wildlife Coordination Act to establish the Wildlife and Hunting Heritage Conservation Council Advisory Committee to advise the Department of the Interior and the Department of Agriculture on wildlife and habitat conservation, hunting, and recreational shooting. The advisory committee must advise the departments on policies or programs related to: implementing Executive Order No. 13443: Facilitation of Hunting Heritage and Wildlife Conservation; conserving and restoring wetlands, agricultural lands, grasslands, forest, and rangeland habitats; promoting opportunities for and access to hunting and shooting sports on federal lands; recruiting and retaining new hunters and shooters; increasing public awareness of the importance of wildlife conservation and the benefits of recreational hunting and shooting; and encouraging coordination among the public, the hunting and shooting sports community, wildlife conservation groups, states, tribes, and the federal government. The bill also specifies requirements for membership, meetings, pay and expenses, administrative support, and annual reports to Congress. The advisory committee is exempt from the Federal Advisory Committee Act. The bill abolishes the existing Wildlife and Hunting Heritage Conservation Council, effective on the date of the first meeting of the advisory committee established by this bill.

This bill directs the Departments of the Interior and Agriculture to assess an annual fee of $200 for any film crew of five persons or fewer to conduct commercial filming activities or similar projects on federal land administered by such departments and to require a one-year permit for such activities or projects that occur in areas designated for public use during public hours on federal land and waterways administered by such departments.

Recognizes the dedicated service and ultimate sacrifice on behalf of the United States of the 11 African-American soldiers of the 333rd Field Artillery Battalion of the U.S. Army who were massacred in Wereth, Belgium, during the Battle of the Bulge on December 17, 1944. Calls on the Senate Armed Services Committee to correct the omission of such massacre in the 1949 report of its subcommittee and appropriately recognize the Wereth 11.

Allow States and Victims to Fight Online Sex Trafficking Act of 2017 This bill amends the Communications Act of 1934 to specify that communications decency provisions protecting providers or users of interactive computer services from liability for the private blocking or screening of offensive material shall not be construed to impair the enforcement of, or limit availability of victim restitution or civil remedies under, state or federal criminal or civil laws relating to sexual exploitation of children or sex trafficking. The bill amends the federal criminal code to specify that the violation for benefiting from "participation in a venture" engaged in sex trafficking of children, or by force, fraud, or coercion, includes knowing or reckless conduct by any person or entity and by any means that furthers or in any way aids or abets the violation. A provider of an interactive computer service that publishes information provided by an information content provider with reckless disregard that the information is in furtherance of a sex trafficking offense shall be subject to a criminal fine or imprisonment for not more than 20 years.

Border Wall Funding Act of 2017 This bill amends the Electronic Fund Transfer Act to require a remittance transfer provider to collect from the sender a remittance fee of 2% of the U.S. dollar amount to be transferred to a recipient in Mexico, Guatemala, Belize, Cuba, the Cayman Islands, Haiti, the Dominican Republic, the Bahamas, Turks and Caicos, Jamaica, El Salvador, Honduras, Nicaragua, Costa Rica, Panama, Colombia, Venezuela, Aruba, Curacao, the British Virgin Islands, Anguilla, Antigua and Barbuda, Saint Kitts and Nevis, Montserrat, Guadeloupe, Dominica, Martinique, Saint Lucia, Saint Vincent and the Grenadines, Barbados, Grenada, Guyana, Suriname, French Guiana, Ecuador, Peru, Brazil, Bolivia, Chile, Paraguay, Uruguay, or Argentina. Such fees shall be submitted to the Treasury to be expended for improving border security. By September 30, 2017, the Consumer Financial Protection Bureau shall provide a system for remittance transfer providers to: (1) submit such fees, and (2) retain a portion of such fees to cover administrative costs. The bill establishes penalties for individuals who, with intent to evade such fee, request or facilitate an initial transfer of such remittance to a recipient located in a different country. Countries that aid or harbor an individual conspiring to avoid the fee shall be ineligible to receive foreign assistance or participate in the visa waiver program or any other programs at the discretion of the Departments of Homeland Security, Treasury, and State.

Home Health Care Planning Improvement Act of 2017 This bill allows Medicare payment for home health services ordered by a nurse practitioner, a clinical nurse specialist, a certified nurse-midwife, or a physician assistant.

This bill revises provisions concerning military technicians (dual status), including by: (1) transferring authority to issue regulations regarding the employment, use, and status of such technicians from the Departments of the Army and the Air Force to the Department of Defense (DOD); and (2) requiring that such individuals be outside the competitive service and be appointed and administered by an adjutant general. An individual who becomes employed as such a technician while already a member of a reserve component of the armed forces shall not have to repay any enlistment, reenlistment, or affiliation bonus provided before such employment. The bill: (1) makes such technicians eligible for TRICARE, and (2) sets forth FY2018 end strengths for the Army National Guard and the Air National Guard. The National Defense Authorization Act for Fiscal Year 2016 is amended to reduce from 20% to 4.8% the percentage of technician positions filled in administration, clerical, finance, and office service occupations as of October 1, 2017, that DOD must convert to civilian positions. A governor or the commanding general of the District of Columbia National Guard may order a member of the National Guard to perform active Guard and Reserve duty in support of state missions. The bill modifies personnel management authorities of the Chief of the National Guard Bureau, including by requiring adjutants general to exercise the Chief's authority to employ, administer, and assign certain persons within their jurisdictions.

Farmers Undertake Environmental Land Stewardship Act or the FUELS Act This bill amends the Water Resources Reform and Development Act of 2014 to require the Environmental Protection Agency, in implementing the Spill Prevention, Control, and Countermeasure rule (concerning oil pollution prevention) with respect to any farm, to: require certification by a professional engineer for a farm with an aggregate aboveground storage capacity of more than 42,000 gallons (currently, 20,000 gallons); allow self-certification by the owner or operator of a farm with an aggregate aboveground storage capacity of more than 10,000 gallons but less than 42,000 gallons (currently, of less than 20,000 gallons and more than the lesser of 6,000 gallons and the adjustment quantity established under such Act); and not require compliance with the rule by any farm with an aggregate aboveground storage capacity of 10,000 gallons or less (currently, of more than 2,500 gallons and less than the lesser of 6,000 gallons and such adjustment quantity). The rule shall apply to aboveground storage containers at farms on a separate parcel that have an individual capacity of not more than 1,320 gallons (currently, 1,000 gallons) and an aggregate capacity of not more than 3,000 gallons (currently, 2,500 gallons).

Preserving Access to Manufactured Housing Act of 2017 This bill amends the Truth in Lending Act (TILA) to specify that a retailer of manufactured housing is generally not a "mortgage originator" subject to requirements under that Act. Similarly, the bill amends the Secure and Fair Enforcement for Mortgage Licensing Act of 2008 to specify that such a retailer is generally not a "loan originator" subject to requirements under that Act. In addition, the bill increases the annual percentage rates and transaction values at which mortgages for certain dwellings are considered "high-cost mortgages" under TILA.

Palliative Care and Hospice Education and Training Act This bill amends the Public Health Service Act to require the Department of Health and Human Services (HHS) to provide support for Palliative Care and Hospice Education Centers. These centers must improve the training of health professionals in palliative care and establish traineeships for individuals preparing for advanced education nursing degrees, social work degrees, or advanced degrees in physician assistant studies in palliative care. HHS may provide support to schools of medicine, schools of osteopathic medicine, teaching hospitals, and graduate medical education programs for training physicians who plan to teach palliative medicine. HHS must: (1) provide Palliative Medicine and Hospice Academic Career Awards to individuals to promote their career development; (2) support entities that operate a Palliative Care and Hospice Education Center; (3) support advanced practice nurses, social workers, physician assistants, pharmacists, chaplains, or students of psychology pursuing an advanced degree in palliative care or related fields; and (4) award grants to schools of nursing, health care facilities, or programs leading to certification as a nurse assistant to train individuals in providing palliative care. The Agency for Healthcare Research and Quality must provide for a national education and awareness campaign to inform patients, families, and health professionals about the benefits of palliative care. The National Institutes of Health must expand national research programs in palliative care.

Student Agriculture Protection Act of 2017 This bill amends the Internal Revenue Code to exclude from the gross income of a student farmer up to $5,000 of the gain from the sale or exchange of personal property (including livestock, crops, and agricultural mechanics or shop products) produced or raised by the student farmer. A student farmer is an individual who is under 19 years of age and is enrolled in: (1) a program established by the National FFA Organization; (2) a 4-H Club or other program established by 4-H; or (3) a student agriculture program that is under the direction or guidance of an agricultural educator, advisor, or club leader. To qualify for the exclusion, the production and sale or exchange of the property must be supervised by one of the specified agriculture programs. The sale or exchange must also occur during qualified public entertainment or convention and trade show activities.

Dentist and Optometric Care Access Act or the DOC Access Act This bill amends the Public Health Service Act to prohibit group health plans and individual health insurance coverage from setting rates for items and services provided by a doctor of optometry, of dental surgery, or of dental medicine for which the plan or insurer does not pay a substantial amount. An agreement between a plan or insurer and such a doctor: (1) may only be changed with the doctor's acknowledgement and acceptance, and (2) may last longer than two years only with the prior acceptance of the doctor for each term extension if the agreement is for limited scope dental or vision benefits. Such a doctor must be allowed to participate in: (1) a plan or coverage without accepting terms for ancillary services or procedures, and (2) a provider network without participating in a specific limited scope dental or vision benefit plan. Plans and insurers may not: (1) directly communicate with an enrolled individual in a manner that interferes with an existing doctor-patient relationship or a state or federal requirement, or (2) restrict such a doctor's choice of laboratories or suppliers. The bill establishes a private right of action for a person adversely affected by a violation of this bill. The bill is preempted by state laws regarding health insurers and dental or vision benefit plans.

Duty First Act This bill requires the Department of the Treasury to issue up to 20,000 $5 gold coins, 100,000 $1 silver coins, and 200,000 half-dollar clad coins, emblematic of the 100-year anniversary of the 1st Infantry Division. All surcharges received by Treasury from the sale of such coins shall be paid to the Society of the 1st Infantry Division for renovation of the existing 1st Infantry Division Memorial located in the District of Columbia.

Fair and Open Competition Act or FOCA Act This bill prohibits a federal executive agency that awards any construction contract after the enactment of this bill from requiring or prohibiting a contract bidder from entering into agreements with labor organizations (i.e., Project Labor Agreements [PLAs]) or otherwise discriminating against a bidder or contractor who signs, or refuses to sign, a PLA. Agencies that award grants, provide financial assistance, or enter into cooperative agreements for construction projects after the enactment of this bill must ensure that the bid specifications, project agreements, or other controlling documents for such projects do not contain any requirements or prohibitions relating to PLAs. An agency may exempt a particular project or grant from the prohibition of this bill if it determines that special circumstances exist requiring an exemption to avert an imminent threat to public health or safety or to serve the national security.

Repeal Sequestration for Defense Act This bill amends the Balanced Budget and Emergency Deficit Control Act of 1985 to eliminate the sequestration for security and defense spending. (Sequestration is a process of automatic, usually across-the-board spending reductions under which budgetary resources are permanently cancelled to enforce specific budget policy goals.)

American Soda Ash Competitiveness Act This bill sets at 2%, for a five-year period, the royalty rate on the quantity or gross value of the output of sodium compounds and related products at the point of shipment to market from federal land.

Timber Innovation Act of 2017 This bill directs the Department of Agriculture (USDA), acting through the Research and Development and the State and Private Forestry deputy areas of the Forest Service, to conduct performance-driven research and development, education, and technical assistance to facilitate the use of innovative wood products in wood building construction in the United States. Such activities shall give priority to: (1) improving the commercialization of such products, (2) analyzing the safety of tall wood building materials, (3) calculating and reducing the life cycle environmental footprint of tall wood building construction, and (4) analyzing the potential implications of the use of innovative wood products in building construction on wildlife. "Tall wood building" means a building designed to be over 85 feet high and constructed with large panelized wood construction, including cross-laminated timber, nail laminated timber, glue laminated timber, laminated strand lumber, and laminated veneer lumber. USDA shall carry out an annual competition for FY2017-FY2021 for a tall wood building design, or other innovative wood product demonstration, in accordance with the requirements for prize competitions carried out under the Stevenson-Wydler Technology Innovation Act of 1980. The Forest Service, in carrying out a wood innovation grant program, may make grants to advance the use of innovative wood products, with priority to grant proposals that include the use or retrofitting of existing sawmill facilities in counties where the average annual unemployment rate exceeded the national average by more than 1% in the previous year.

Reserve Component Benefits Parity Act This bill makes reserve component members who are deployed to support pre planned operations of a combatant command eligible for: (1) pre-mobilization health care, (2) transitional health care, (3) consideration of active duty service to reduce the age for retired pay, (4) the high-deployment allowance for lengthy or numerous deployments and frequent mobilizations, (5) Post-9/11 educational assistance, and (6) non-reduction in pay while serving in the uniformed services or National Guard. The bill makes reserve component members who are deployed in response to a major disaster or emergency eligible for Post-9/11 educational assistance. The bill makes all such reserve component members eligible for extension of the time limitation during deployment with respect to: (1) educational assistance, and (2) training and rehabilitation assistance for veterans with service-connected disabilities.

Dog and Cat Meat Trade Prohibition Act of 2017 This bill amends the Animal Welfare Act to prohibit people from knowingly slaughtering a dog or cat for human consumption. In addition, the bill prohibits people from knowingly transporting, possessing, buying, selling, or donating: (1) a dog or cat to be slaughtered for human consumption, or (2) dog or cat parts for human consumption. The bill subjects a violator to imprisonment for up to a year, a fine, or both. The bill applies to conduct in or affecting interstate or foreign commerce or within the special maritime and territorial jurisdiction of the United States.

Cancer Drug Coverage Act of 2017 This bill amends the Public Health Service Act to require group and individual health plans that cover anticancer medications administered by a health care provider to provide no less favorable cost sharing for patient-administered anticancer medications. This requirement applies to medication approved by the Food and Drug Administration that is prescribed based on a finding by the treating physician that the medication is medically necessary for cancer treatment and is clinically appropriate in terms of type, frequency, extent site, and duration. To comply with this requirement, health plans may not, for anticancer medications: (1) change or replace benefits to increase out-of-pocket costs; (2) reclassify benefits to increase costs; or (3) apply more restrictive limitations to orally administered medications than to intravenously administered or injected medications.

Federal Immigration Law Campus Compliance Act of 2017 or the FILCCA of 2017 This bill withholds reimbursement for indirect costs associated with federal research and development grants from an institution of higher learning that does not comply with a lawful request for information about, or a detainer pertaining to, an alien made by a federal immigration officer or employee. A state or political subdivision that complies with a detainer is deemed to be an agent of the Department of Homeland Security (DHS), has authority available to DHS to take actions to comply with the detainer, and shall not be liable for such actions. DHS may issue a detainer for an alien who is in federal, state, or local custody requesting: (1) all relevant information collected pertaining to such alien and notification of his or her future release, or (2) continued detention until DHS assumes custody. DHS may request from any entity that receives federal funds other immigration-related information pertaining to an alien that is not otherwise precluded from disclosure.

This bill amends title XVIII (Medicare) of the Social Security Act to prohibit the application of Medicare competitive acquisition rates to complex rehabilitative wheelchairs and accessories. (A competitive bidding program has replaced the use of established fee schedule amounts to determine payments under Medicare for certain durable medical equipment such as wheelchairs.)

Naismith Memorial Basketball Hall of Fame Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue not more than 50,000 $5 coins, 400,000 $1 coins, and 750,000 half-dollar coins in recognition and celebration of the Naismith Memorial Basketball Hall of Fame. The coins shall be in the shape of a dome, and the design on the common reverse of the coins shall depict a basketball. Treasury shall hold a competition to determine the design of the common obverse of the coins, which shall be emblematic of the game of basketball. The bill requires all sales of such coins to include specified surcharges, which shall be paid by Treasury to the Hall to fund an endowment for increased operations and educational programming.

Taking Account of Institutions with Low Operation Risk Act of 2017 or the TAILOR Act of 2017 This bill requires federal financial regulatory agencies to: (1) tailor any regulatory actions so as to limit burdens on the institutions involved, with consideration of the risk profiles and business models of those institutions; and (2) report to Congress on specific actions taken to do so, as well as on other related issues. The bill's tailoring requirement applies not only to future regulatory actions but also to regulations adopted within the last seven years.

Taylor Force Act This bill prohibits certain assistance under the Foreign Assistance Act of 1961 from being made available for the West Bank and Gaza unless the Department of State certifies that the Palestinian Authority: is taking steps to end acts of violence against U.S. and Israeli citizens perpetrated by individuals under its jurisdictional control, such as the March 2016 attack that killed former Army officer Taylor Force; is publicly condemning such acts of violence and is investigating, or cooperating in investigations of, such acts; and has terminated payments for acts of terrorism against U.S. and Israeli citizens to any individual who has been convicted and imprisoned for such acts, to any individual who died committing such acts, and to family members of such an individual.

Dismemberment Abortion Ban Act of 2017 This bill amends the federal criminal code to prohibit a physician from knowingly performing a dismemberment abortion. It provides a definition of the term "dismemberment abortion." A physician who performs a dismemberment abortion is subject to a criminal fine, up to two years in prison, or both, unless the dismemberment abortion was necessary to save the mother's life. A woman or a parent of a minor who undergoes a dismemberment abortion may file a civil action for damages against an individual who violates this bill. The legislation bars the criminal prosecution of a woman who undergoes a dismemberment abortion for conspiracy to violate the provisions of this bill, for being a principal or an accessory after the fact, or for concealing a dismemberment abortion.

Discouraging Frivolous Lawsuits Act This bill amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to revise requirements concerning citizen suits. Litigation costs (including reasonable attorney and expert witness fees) must be awarded to the prevailing party, thus the bill removes a court's discretion to award the fees. A prevailing party is defined as the party that prevails on more than half of the claims at issue. The bill repeals the authority of the Environmental Protection Agency (EPA) to deny or restrict the use of any area as a disposal site for dredged or fill material when the discharge of those materials would have an unacceptable adverse effect on municipal water supplies, shellfish beds and fishery areas, wildlife, or recreational areas. Current law requires compensatory mitigation to replace the loss of aquatic resource functions in a watershed when a permit to discharge dredged or fill materials into navigable waters has unavoidable impacts on aquatic resources. This bill prohibits government entities from carrying out compensatory mitigation in excess of existing regulatory requirements.
