Expresses the sense of the House of Representatives that any money appropriated for the purpose of celebrating the Bicentennial should only be spent to honor and celebrate the History of this Nation and the people of the United States.

Vietnam Era Veterans' Readjustment Assistance Act - Title I: Vocational Rehabilitation and Educational Assistance Rate Adjustments - Increases the base figures for vocational rehabilitation and Educational assistance by eight per cent. Adjusts three-quarter and half-time rates to provide the same proportion as the amount of training taken. Provides increases for trainees pursuing farm-cooperative apprentice programs or other on the job training. Provides that veterans of the Vietnam era rated 10 percent disabled or greater shall automatically be entitled to vocational rehabilitation benefits. Title II: Educational Assistance Program Adjustments - Extends the current 8-year delimiting date for veterans to complete their programs of education until educational assistance afforded to eligible veterans shall be used. Excludes in computing the delimiting date for those veterans and civilians held as prisoners of war in the Vietnam theater of operations, the period of time which they were detained plus any period of time which they were hospitalized immediately subsequent to their release. Provides those recently discharged from military service up to 6 months of educational assistance to pursue refresher training to update knowledge, skills, and technological advances occurring in their fields of employment during their period of active military service. Provides cost-of-living increases for veterans or eligible persons enrolled in apprenticeship or other on-the-job training. Title III: Veterans' Education Loan Programs - Establishes a veterans' education loan program. Prescribes the eligibility requirements, the amount and conditions, and interest rate of such loans. Requires that a fee shall be collected from each veteran obtaining a loan for the purpose of insuring against defaults on such loans. Title IV: Veterans, Wives, and Widows Employment Assistance and Preference and Veterans' Reemployment Rights - Extends job counseling, training, and placement services for veterans to include among those eligible to receive services, widows of veterans who have died of service-connected causes and wives of totally disabled veterans. Directs the Administrator of Veterans in consultation with the Secretary of Labor and the Civil Service Commission to establish an affirmative action plan for every Federal department and agency for the preferential employment of disabled veterans and veterans of the Vietnam era. Extends reemployment rights to those who were employed by State or local governments prior to entering the service. Title V: Effective Dates - Specifies the effective dates of the various titles of this Act.

Suspends emissions controls on motor vehicles and engines in the continental United States except vehicles registered to residents of designated air quality regions until June 30, 1977, or sixty days after the President determines there is no significant shortage of petroleum fuels, whichever is later. Directs the Administrator of the Environmental Protection Agency to designate, subject to the limitations of the Act, geographic areas of the United States in which there is significant auto emissions related air pollution. Provides that each State shall, not later than sixty days following enactment of this Act, submit to the Administrator a plan for implementing the Act. Provides that if a State fails to submit a plan under the Act or if the Administrator determines (after notice and opportunity for hearing) that such State is not adequately enforcing such a plan, then such State shall lose its entitlement to, and may not thereafter receive, any Federal grant or loan assistance under this Act or under the Federal Water Pollution Control Act. Declares that willful and deliberate violation of any provision of this Act shall be punishable by a fine of up to $1,000, or imprisonment for up to one year, or both.

Authorizes increased production of petroleum from the Elk Hills Naval Petroleum Reserve at a rate to help insure that the needs of national defense are met, but not to exceed the maximum efficient rate in accordance with sound engineering and economic principles. Authorizes the Secretary of the Navy to dispose of the production herein authorized by means of sales effected by competitive bid. Provides that full and equal opportunity for acquisition of the oil shall be accorded to all interested companies, including major and independent oil refineries alike. Establishes the Naval Petroleum Reserve Account. States that funds in the Account shall be available for the expenses of: (1) production, including preparation for production, as authorized by this resolution and as may hereafter be authorized; (2) all capital costs necessary for facilities both within and outside the reserve incident to production and delivery of crude petroleum; and (3) exploration, prospecting, conservation, development, use, and operation of the naval petroleum and shale oil reserves.

Makes it the sense of the House that, during the period pending consideration and action by the Senate upon the bill H.R. 10710, as introduced in the first session of the Congress, cited as the "Trade Reform Act of 1973" and as amended and passed by the House, no loan, guarantee, insurance, or credit shall be extended by the Export-Import Bank of the United States to any nonmarket economy country (other than any such country whose products are eligible for column 1 tariff treatment on the date of the enactment of this resolution), and no such country shall participate in any program of the Government of the United States which extends credits or credit guarantees or investment guarantees, directly or indirectly.

Creates a select committee to be composed of nine Members of the House of Representatives to be appointed by the Speaker, one of whom he shall designate as chairman. Directs the committee to conduct a full investigation of the role of the oil and gas industry in contributing to the current energy crisis. Provides that the committee shall report to the House as soon as practicable during the present Congress the results of its investigation and study, together with such recommendations as it deems advisable.

Colorado River Basin Salinity Control Act - Title I: Programs Downstream from Imperial Dam - Authorizes and directs the Secretary of the Interior to proceed with a program of works of improvement for the enhancement and protection of the quality of water available in the Colorado River for use in the United States and the Republic of Mexico, in accordance with the provisions of this Act. Directs the Secretary to construct, operate, and maintain a desalting complex, including: (1) a desalting plant to reduce the salinity of drain water from the Wellton-Mohawk division of the Gila project, Arizona, (2) the necessary appurtenant works including the intake pumping plant system, product waterline, power transmission facilities, and permanent operating facilities; (3) the necessary extension of the existing bypass drain to carry the reject stream from the desalting plant and other drainage waters to the Santa Clara Slough in Mexico, subject to arrangements made pursuant to this Act; (4) replacement of the metal flume in the existing main outlet drain extension with a concrete siphon; (5) reduction of irrigation return flows through acquisition of lands to reduce the size of the division, and irrigation efficiency improvements to limit return flows; and (6) regulation of Gila River floodwaters entering the division, including possible acquisition of private lands above Painted Rock Dam in Arizona. Provides that the desalting plant shall be designed to reduce the salinity of approximately one hundred and twenty-nine million gallons a day of drain water by a membrance process using advanced technology commercially available. Requires that the Secretary shall use sources of electric power supply for the desalting complex that will not diminish the supply power to preference customers from Federal power systems operated by the Secretary. Authorizes the appropriation of $153,500,000 to accomplish the purposes of this title. Title II: Measures Upstream from Imperial Dam - Directs the Secretary of the Interior to implement the salinity control policy adopted for the Colorado River in the "Conclusions and Recommendations" published in the Proceedings of the Reconvened Seventh Session of the Conference in the Matter of Pollution of the Interstate Waters of the Colorado River and Its Tributaries in the States of California, Colorado, Utah, Arizona, Nevada, New Mexico, and Wyoming, held in Denver, Colorado, on April 26-27, 1972, under the authority of the Federal Water Pollution Control Act. Authorizes the appropriation of $121,200,000 to carry out this title.

Solar Heating and Cooling Demonstration Act - Declares it to be the policy of the United States and the purpose of this Act to provide for the demonstration within a three-year period of the practical use of solar heating technology and to provide for the development and demonstration within a five-year period of the practical use of combined heating and cooling technology. Directs the Administrator of the National Aeronautics and Space Administration to initiate and carry out a program as provided in this Act for the development and demonstration of solar heating systems for use in residential dwellings and commercial buildings. Provides for the installation of solar heating systems in residential dwellings, to be monitored by the Secretary of Housing and Urban Development. Provides that such residential dwellings shall be located in a sufficient number of different geographic areas in the United States to assure a realistic and effective demonstration of solar heating and cooling systems involved. Directs the Director of the National Science Foundation to initiate, support and fund basic and applied research activities related to solar energy in support of the objectives of this Act. Directs the Secretary of Housing and Urban Development to assure the full dissemination of information with respect to the activities conducted under this Act to Federal, State, and local authorities, the building industry and the public at large. Directs the Secretary to establish and operate a Solar Heating and Cooling Information Data Bank for collecting, reviewing, processing, and disseminating solar heating and cooling information in support of the objectives of this Act. Sets forth reporting requirements for agencies conducting activities under this Act. Provides for adjustment of the maximum dollar amount of any Federally-assisted mortgage loan or the maximum per-unit or other cost of any Federally-constructed housing if such structure is furnished with solar heating or combined solar heating and cooling equipment under the demonstration program established by this Act. Provides that within sixty days after creation of any permanent Federal organization having jurisdiction over the energy research and development functions of the United States, all research and development functions vested in other agencies by this Act, along with related records, documents, personnel, obligations and other items shall be transferred to the new organization. Authorizes the appropriation of up to $50,000,000 to carry out this Act.

Fire Prevention and Control Act - Title I: Establishes within the Department of Commerce a National Bureau of Fire Safety headed by a Director appointed by the President, by and with the advice and consent of the Senate. Declares the function of the Bureau to be to improve the nation's efforts in fire prevention and control through public education, advanced technology, training and education, improved statistics, and other relevant efforts. Requires the Director to undertake programs in public education for the further development of fire technology. States that the Director shall operate directly or through contracts an integrated, comprehensive national fire data program based on the collection, analysis, publication, and dissemination of fire information related to the prevention, occurrence, control, and results of fires of all types. Establishes, within the Department of Commerce, as part of the Bureau, a United States Fire Academy which shall have the mission of advancing the professional development of fire service personnel, civil defense personnel, and related fire safety personnel. States that the Academy shall be headed by a Superintendant. Sets forth the duties of the Superintendent. Authorizes to be appropriated an amount not to exceed $2,000,000 for fiscal year 1975 to carry out the provisions of this title. Title II: Establishes within the Department of Commerce a Fire Research Center which shall perform and support basic and applied research on all aspects of fire with the aim of providing scientific and technical knowledge applicable to the prevention and reduction of fires. Requires such program to include investigations of (1) the physics and chemistry of combustion processes; (2) the dynamics of flame ignition, flame spread, and flame extinguishment; (3) the composition of combustion products developed by various sources and under various environmental conditions; (4) the unique aspects of fire hazards arising from the transportation and use in industrial and professional practices of combustible gases, fluids, and materials; and (5) design concepts for providing increased fire safety consistent with habitability, comfort, and human impact, in buildings and other structures. Directs the Center to conduct research on: (1) the biological and physiological effects of toxic substances encountered in fires; (2) the trauma, cardiac conditions, and other hazards resulting from exposure to fires; (3) the development of simple, reliable tests for the determination of the cause of death from fires; (4) improved methods of providing first aid to the victims of fires; (5) the psychological and motivational characteristics of persons who engage in arson, and the prediction and cure of such behavior; (6) the conditions of stress encountered by firefighters, their effects, and their alleviation or reduction; and (7) such other biological, physiological, and psychological effects of fire as may have significance for purposes of this Act. Authorizes to be appropriated for purposes of this title an amount not to exceed $3,500,000 for fiscal year 1975. Title III: Directs the Secretary of Health, Education, and Welfare to establish, within the National Institutes of Health, and expanded program of research on burns, treatment of burn injuries, and rehabilitation of victims of fires. Authorizes to be appropriated $2,000,000 for fiscal year 1975 to carry out the provisions of this title. Title IV: Provides that the Secretary and the Comptroller General of the United States, or any of their duly authorized representatives, shall have access to any books, documents, papers, and records of the recipient that are pertinent to its activities under this Act for the purpose of audit or to determine whether a proposed activity is in the public interest.

Energy Reorganization Act - Title I: Energy Research and Development Administration Establishes the Energy Research and Development Administration headed by an Administrator appointed by the President. Describes the functions of the Administrator as including: (1) exercising central responsibility for policy planning, coordination, support, and management of research and development programs respecting all energy sources; (2) undertaking research and development in the extraction, conversion, transmission, and utilization phases related to the development and use of energy from fossil, nuclear, solar, geothermal, and other energy sources; (3) participating in and supporting cooperative research and development projects which may involve contributions by public or private persons or agencies, of financial or other resources to the performance of the work; and (4) developing, collecting, distributing, and making available for distribution, scientific and technical information concerning the manufacture or development of energy and its efficient extraction, conversion, transmission, and utilization. Transfers to the Administrator all functions of the Atomic Energy Commission, the Chairman and members of the Commission, and the officers and components of the Commission, except as otherwise provided in this Act. Transfers to the Administrator such functions of the Secretary of the Interior, the Department of the Interior, and officers and components of such department: (1) as relate to or are utilized by the Office of Coal Research; and (2) as relate to or are utilized in connection with fossil fuel energy research and development programs and related activities conducted by the Bureau of Mines. Transfers to the Administrator such functions of the National Science Foundations as relate to or are utilized in connection with: (1) solar heating and cooling development; and (2) geothermal power development. Transfers to the Administrator such functions of the Environmental Protection Agency and the officers and components thereof as relate to or are utilized in connection with the development and demonstration of alternative automotive power systems. Title II: Nuclear Energy Commission - Provides that the Atomic Energy Commission is renamed the Nuclear Energy Commission and shall continue to perform the licensing and related regulatory functions of the Chairman and members of the Commission, the general counsel, and other officers and components of the Commission, which functions, officers, components, and personnel are excepted from the transfer to the Administrator by this Act. Grants the Nuclear Energy Commission licensing authority as to the following facilities of the Administration: (1) demonstration liquid metal fast breeder reactors when operated as part of the power generation facilities of an electric utility system; (2) other demonstration nuclear reactors when operated as part of the power generation facilities of an electric utility system, except those in existence, under construction or authorized or appropriated for by the Congress on the date this part becomes effective; or (3) facilities used primarily for the receipt and storage of high level radioactive wastes resulting from activities licensed under such Act. Allows the Nuclear Energy Commission to engage in or contract for research which the Commission deems necessary for the discharge of its licensing and regulatory functions. Title III: Miscellaneous and Transitional Provisions - Provides that except as otherwise provided in this Act, whenever all of the functions or programs of an agency, or other body, or any component thereof, affected by this Act, have been transferred from that agency, or other body, or component, the agency, or other body, or component shall lapse.

Requires an investigation to be conducted by the Attorney General of any person designated as next in line to act as President in the case of a vacancy in both the office of President and Vice President, whenever such vacancy exists, to determine the fitness of such officer to act as President.

Freedom of Access for the Elderly and Handicapped Act - Allows, under the Internal Revenue Code, a deduction for expenditures to remove architectural and transportation barriers to the handicapped and elderly. (Adds 26 U.S.C. 189)

Provides that prior to the date on which any stationary source or class of moving sources is required to comply with any requirement of an application implementation plan, under the Clean Air Act, the Governor of the State to which such plan applies may apply to the Administrator of the Environmental Protection Agency to postpone the applicability of such requirement to such source (or class) for not more than one year. States that if, in the opinion of the Administrator compliance with such requirement would be an undue financial burden on the person to whom the requirement applies; or if the Administrator determines that such source (or class) is unable to comply with such requirement because the necessary technology or other alternative methods of control are not available or have not been available for a sufficient period of time; and the continued operation of such source is essential to national security or to the public health or welfare, then the Administrator shall grant a postponement of such requirement.

Constitutional Amendment - Provides that if, at the end of any regular session of the Congress, an individual holding the office of Senator or Representative fails to be recorded in person on 60 percent of the yea-and-nay roll call votes taken during such session, such office shall become vacant, and the Secretary of the Senate or the Clerk of the House shall notify the executive authority of the State from which such individual was elected of the vacancy. States that absence during roll call votes due to hospitalization due to illness or accident shall not be taken into account in determining the percent of votes such Representative or Senator has failed to record in person.

Geothermal Energy Research, Development, and Commercial Demonstration Act - Requires the Director of the National Science Foundation to initiate and support basic and applied research relating to geothermal energy development. Requires the National Aeronautics and Space Administration to initiate and carry out commercial demonstrations, research, and development in geothermal energy technology. Provides that the Administration shall dispose of, by sublease or otherwise, all projects undertaken under this Act. Directs the Administration to assure the protection of the environment, persons, and property in projects undertaken pursuant to this Act. Requires the Administration to report to the Congress and the President every six months on the progress made under this Act. Authorizes appropriations for six fiscal years of $80,000,000 to carry out programs under this Act.

Authorizes the President to call a White House Conference on the Handicapped within two years of enactment in order to develop recommendations for further research and action in the field of the handicapped, and to further the policies set forth in this joint resolution. Provides that such conference shall be planned and conducted under the direction of the Secretary of Health, Education, and Welfare with the cooperation and assistance of such other Federal departments and agencies, including the assignment of personnel, as may be appropriate. Require a final report of the White House Conference on the Handicapped to be submitted to the President not later than 120 days following the date on which the conference is called, and the findings and recommendations included therein to be made available immediately to the public. Requires the Secretary, within 90 days after the submission of such report, to transmit to the President and the Congress his recommendations for the administrative action and legislation necessary to implement the recommendations contained in such report. Gives the Secretary administrative powers to carry out this Act. Directs the Secretary to establish an Advisory Committee on the White House Conference on the Handicapped composed of 28 members, of whom not less than 15 shall be handicapped or parents of handicapped persons. Provides that such Advisory Committee shall cease to exist 90 days after the submission of the final report required by this Act. Authorizes to be appropriated $2,000,000 to carry out this joint resolution.

Energy- Daylight Conservation Act - States the purpose of this Act as being to avert or minimize the effects of the energy crisis by conserving energy by adopting year-round daylight savings time to be observed in all States. Repeals the provisions of the Uniform Time Act advancing the standard time during the last Sunday in April to the last Sunday in October. (Repeals 15 U.S.C. 260a)

Solar Heating and Cooling Demonstration Act - Declares it to be the policy of the United States and the purpose of this Act to provide for the demonstration within a three-year period of the practical use of solar heating technology. Defines the terms used in this Act. Directs the National Aeronautics and Space Administration to initiate, support and carry out basic and applied research and development in solar heating and cooling technologies. Provides for the installation of solar heating systems in residential dwellings under the monitoring of the Secretary of Commerce, acting through the National Bureau of Standards and in consultation with the Secretaries of Housing and Urban Development and Defense. Provides that such residential dwellings shall be located in a sufficient number of different geographic areas (not less than three) in the United States to assure a realistic and effective demonstration of solar heating and cooling systems involved. Directs the Director of the National Science Foundation to initiate, support and fund basic and applied research activities related to solar energy in support of the objectives of this Act. Authorizes the appropriation of up to $50,000,000 to carry out this Act.

Provides that, notwithstanding the requirements of the Federal Water Pollution Control Act, as amended, applications for grants for construction of treatment works under such Act may be filed with the Administrator of the Environmental Protection Agency until December 31, 1973. States that funds available for reimbursement shall be allocated pro rata among all eligible projects for which applications have been submitted and approved by the Administrator. Increases the amount available for reimbursement from $2,000,000,000 to $2,600,000,000. Requires that in no event shall any payment exceed the Federal share of the cost of construction incurred to the date of the voucher covering such payment plus the Federal share of the value of the materials which have been stockpiled in the vicinity of such construction in conformance to plans and specifications for the project.

States that the increases in the monthly benefits and lump sum death payments under title II (Old-Age, Survivors', and Disability Insurance) of the Social Security Act shall be increased by 7 percent beginning January 1974 (presently increased by the percentage by which the Consumer Price Index for June 1973 exceeds that for June 1972, beginning April 1974.)

National Homestead Act - Directs the Secretary of Housing and Urban Development to compile a catalog of all unoccupied single-family dwellings in urban and other areas within the Unites States which are owned by him or his Department, and which would be suitable for occupancy and rehabilitation by qualified low and moderate-income families. Requires the Secretary to take such steps as may be necessary to assure that the residents of each community or area in which any such dwelling is located will be fully and currently informed of the existence, nature, and location of such dwellings. States that an applicant is qualified, for the purposes of participation in the program under this Act with respect to any dwelling, only if he or she (1) is eighteen years of age or older, (2) is the head of his or her household, (3) is a citizen of the United States, (4) has not previously participated in the program, (5) is not the owner of any other real property, and (6) possesses the financial, technical, and other resources which are necessary to rehabilitate such dwelling. Requires each applicant to enter into an agreement that, among other things, he or she will reside in the dwelling for a period of at least five years and will during such period rehabilitate and maintain the dwelling so that it satisfies all of the requirements of applicable State and local law. States that the conveyance of any dwelling to an applicant under this Act shall be made on a conditional basis, in return for the payment by such applicant of $1 and the execution by such applicant of the aforementioned agreement. Provides that upon any material failure by the applicant to carry out his or her agreement entered into under this Act the conditional conveyance of title to such applicant shall be revoked. States that after the applicant has resided in the dwelling for the required five-year period and has rehabilitated and maintained it and otherwise complied with the terms of his or her agreement throughout such period, he shall be granted a fee simple title to such property.

Pollution Control Facility Loan Act - Authorizes the Secretary of Labor to make loans to finance projects within eligible areas for acquisition, construction, rehabilitation, alteration, expansion, or improvement of a certified pollution control facility. States that such loans shall not exceed 65 percent of the aggregate cost to the applicant of the project. Establishes a revolving fund in the Treasury for making such loans. Authorizes an appropriation of $750,000,000 to carry out this Act.

States that all moneys received from the sale of stamps, under the Duck Stamp Act, shall be available until expended, and no action of any kind may be taken to withhold, delay, or otherwise preclude the obligation or expenditure of such moneys except to the extent specifically authorized or required by law on the basis of circumstances or considerations having particular application to such moneys. (Amends 16 U.S.C. 718d)
