Radiation Oncology Case Rate Value Based Program Act of 2025 or the ROCR Value Based Program Act This bill establishes a specialized payment program under Medicare for providers and suppliers of radiation oncology services.  Specifically, the Centers for Medicare & Medicaid Services (CMS) must establish a program under which radiation therapy providers (i.e., hospital outpatient departments) and suppliers (i.e., physician group practices and freestanding radiation therapy centers) receive payments for each episode of care provided to individuals with specified types of cancer. An episode of care  means the period beginning on the day radiation therapy planning is furnished to the individual and ending (1) for individuals with bone or brain metastases, 30 days later; and (2) for individuals with other cancer types, 90 days later. Participation in the program is mandatory for providers and suppliers that participate in Medicare, unless the provider or supplier is part of a state-based Center for Medicare & Medicaid Innovation model or qualifies for a significant hardship exemption. The CMS must set payment rates for the program based on national payment rates with specified adjustments (e.g., geographic adjustments). Providers and suppliers who provide certain transportation services for individuals under their care may receive an additional payment. Providers and suppliers must be accredited in accordance with certain standards, subject to payment reductions. The Government Accountability Office must report on (1) implementation of the program, and (2) underserved areas that are in need of more or newer radiation therapy resources.

FOCA Act of 2025

Fair and Open Competition Act of 2025 or the FOCA Act of 2025 This bill requires that federal contracts for construction projects neither require nor prohibit a bidder, offeror, contractor, or subcontractor from entering into agreements with one or more labor organizations with respect to such projects or related projects. Under the bill, the controlling documents for federal construction contracts (such as bid specifications and project agreements) may not require or prohibit a bidder, offeror, contractor, or subcontractor from entering into or adhering to such labor agreements. Additionally, the controlling documents may not discriminate against or give preference to a bidder, offeror, contractor, or subcontractor who signs or refuses to sign such a labor agreement. These requirements also apply to any (1) construction manager acting on behalf of the federal government with respect to such contract, (2) recipient of a federal grant or financial assistance for construction projects or construction manager acting on the recipient's behalf, and (3) party to a federal cooperative agreement for construction projects or construction managers acting on the party's behalf. An agency may exempt a project from this prohibition to avert an imminent threat to public health or safety or to serve the national security.

Metastatic Breast Cancer Access to Care Act This bill expedites payment of Social Security Disability Insurance (SSDI) benefits and eligibility for Medicare coverage for those with metastatic breast cancer (i.e., breast cancer that has spread to other sites in the body). Specifically, the bill eliminates the 5-month waiting period for SSDI benefits and the subsequent 24-month waiting period for Medicare coverage for individuals with metastatic breast cancer. Under current law, individuals generally must wait 5 months after the onset of disability to begin receiving SSDI benefits and an additional 24 months to become eligible for Medicare.

The sale of all coins issued under this bill must include a surcharge to be paid to the National September 11 Memorial and Museum at the World Trade Center to support operations and maintenance. However, if the issuance of this commemorative coin exceeds certain annual limits, no surcharge may be included.

BAH Restoration Act This bill increases the monthly amount of the basic housing allowance for members of the uniformed services inside the United States. Specifically, the monthly amount of allowance for a member must be the amount of the monthly cost of adequate housing in the area, as determined by the Department of Defense, for members of the uniformed services serving in the same pay grade and same dependency status as the member. (Currently, the allowance is based on the difference between this amount and a percentage of the national average monthly cost of housing for members with the same pay grade and dependency status.)

Pay Our Troops Act of 2025 This bill provides continuing appropriations for military pay for any period during which interim or full-year appropriations for FY2025 are not in effect (i.e., a government shutdown). Specifically, the bill provides FY2025 continuing appropriations for the pay and allowances of (1) members of the Armed Forces, including reserve components, who perform active service during the period; and (2) civilian personnel and contractors of the Department of Defense (and the Department of Homeland Security in the case of the Coast Guard) who are providing support to such members of the Armed Forces. If a government shutdown occurs, the bill provides the continuing appropriations until the earlier of (1) the enactment into law of specified appropriations legislation, or (2) January 1, 2026.

Federal Firearms Licensee Protection Act of 2025 This bill modifies criminal penalties for an offense involving the theft of a firearm from a licensed importer, manufacturer, or dealer, or from their business premises. Specifically, the bill does the following: increases from 10 to 20 years the maximum prison term, and creates a 3- or 5-year mandatory minimum prison term for an offense that occurs during the commission of a burglary or robbery. An attempt to commit an offense is subject to the same penalties as a substantive offense.

TREATS Act

Telehealth Response for E-prescribing Addiction Therapy Services Act or the TREATS Act This bill permanently allows health care practitioners to prescribe certain controlled substances for treating substance use disorders via telehealth without evaluating the patient in person. Generally, a health care practitioner may not prescribe a controlled substance via telehealth unless they first conduct an in-person medical evaluation. Federal regulations currently provide a temporary exception to this requirement, allowing practitioners to prescribe schedule II-V controlled substances for legitimate medical purposes (such as treating substance use disorders) via telehealth without an in-person evaluation. However, this temporary regulatory flexibility expires on December 31, 2025. The bill permanently allows practitioners to prescribe schedule III-V controlled substances for the treatment of a substance use disorder via telehealth without conducting an in-person evaluation. In such instances, a practitioner may conduct a telehealth evaluation using audio-only or audio and video equipment.

New Era of Preventing End-Stage Kidney Disease Act This bill establishes regional centers of excellence, postgraduate fellowships, and training for health professionals relating to the diagnosis and treatment of rare kidney disease. It also requires the Department of Health and Human Services (HHS) to conduct various studies on rare kidney disease. Specifically, it authorizes the National Institute of Diabetes and Digestive and Kidney Diseases to award funding to public and private nonprofit entities for establishing regional centers of excellence that will increase public awareness, conduct research, and develop resources for diagnosing and treating rare kidney diseases. A center may receive such funding for up to five years, unless extended by the institute.  The bill also requires health professions schools receiving a grant from the Health Resources and Services Administration (HRSA) Centers of Excellence program to award fellowships for training on preventing, diagnosing, and treating rare kidney disease in disproportionately impacted populations. Also, the bill expands the priorities of HRSA’s Primary Care Training and Enhancement program to include training for health care workers to care for individuals with kidney disease. Additionally, HHS must conduct several studies and report to Congress on topics such as treating rare kidney disease in disproportionately affected populations, eliminating the need for dialysis or kidney transplants, and increasing public awareness of rare kidney disease.

Dentist and Optometric Care Access Act of 2025 or the DOC Access Act of 20 25 This bill prohibits private health insurance plans from setting rates for items and services, except for dental cleanings, provided by a doctor of optometry, of dental surgery, or of dental medicine (or an employer of such a doctor) for which the plan does not pay a substantial amount. Additionally, an agreement between a plan and such a doctor for limited scope dental or vision benefits may last longer than two years only with the prior acceptance of the doctor for each term extension. Plans also may not restrict such a doctor's choice of laboratories or suppliers. Such doctors may elect to waive the application of the payment amount and choice of laboratories provisions of this bill. The bill does not supersede state laws regarding health insurers and dental or vision benefit plans.

Protect America’s Innovation and Economic Security from CCP Act This bill reestablishes an initiative in the National Security Division of the Department of Justice (DOJ) to combat espionage, theft of intellectual property and trade secrets, and threats to critical infrastructure posed by the Chinese government. A similar initiative was launched in 2018 and discontinued in 2022. Specifically, this bill establishes the CCP (Chinese Communist Party) Initiative and sets forth its objectives, including to curb spying by the Chinese Communist Party on U.S. intellectual property and academic institutions; develop an enforcement strategy for technology transfers by nontraditional collectors (e.g., researchers in labs or at universities) to Chinese individuals and entities or their agents contrary to U.S. interests; and address China-related risks arising from foreign investments in U.S. businesses and real estate. The bill further specifies that the CCP Initiative must prioritize the identification and prosecution of trade secret theft, hacking, and economic espionage; the protection of critical infrastructure in the United States; and the identification of intellectual property theft from U.S. businesses. Under the bill, the CCP Initiative terminates six years after enactment.

Enhanced Iran Sanctions Act of 2025 This bill imposes sanctions on certain foreign persons (individuals and entities) that are involved in Iran's petroleum sector as well as certain associated persons. The bill also requires or authorizes actions to facilitate the enforcement of sanctions on Iran. Specifically, the bill requires the President to impose visa- and property-blocking sanctions on any foreign person that, after the bill's enactment, knowingly engages in any transaction related to the processing, export, or sale of oil, condensates, gas, liquefied natural gas, or other petrochemical products in whole or in part from Iran. The President must also impose sanctions on certain foreign persons associated with a sanctioned individual or entity. For example, the President must sanction the subsidiaries and corporate officers of a sanctioned business. The bill provides certain exceptions to these sanctions, including specifying that sanctions do not apply to the importation of goods or to conducting or facilitating transactions for humanitarian assistance. The Department of State must establish an interagency working group that shall seek to establish a multilateral contact group to coordinate international efforts to enforce sanctions on Iran. The bill expands the State Department rewards program to authorize a reward payment to any individual who furnishes information leading to the identification of a person (1) subject to sanctions under this bill, or (2) that has attempted or is attempting to evade sanctions under this bill.

Contaminated Wells Relocation Act This bill permits the National Aeronautics and Space Administration (NASA) to enter into an agreement to reimburse the town of Chincoteague, Virginia for costs directly associated with the removal and relocation of drinking water wells currently situated on NASA property.   (Drinking water wells located at NASA’s Wallops Flight Facility near Chincoteague have tested positive for perfluoroalkyl or polyfluoroalkyl substances, commonly referred to as PFAS, resulting from the use of certain firefighting foams at the site beginning in the 1970s. NASA currently operates a water treatment system to remove PFAS from the affected water supply.)  Any such agreement must include, to the extent practicable, (1) a provision for the removal and relocation of the wells remaining on NASA property, (2) a description of the location to which the wells are planned to be relocated, and (3) a current cost estimate of such relocation. Replacement wells must be established on property under the administrative control of the town of Chincoteague.

Cameron's Law This bill increases the orphan drug tax credit to 50% (from 25%) of qualified clinical testing expenses paid or incurred in the development of drugs to treat certain rare diseases or conditions. As background, the Tax Cuts and Jobs Act reduced the orphan drug tax credit (for tax years after 2017) to 25% of qualified clinical testing expenses (e.g., wages, supplies, and certain contract expenses) paid or incurred in the development of drugs to treat certain rare diseases or conditions. For 2017 and prior tax years, the orphan tax credit was 50% of such expenses paid or incurred.

9/11 Responder and Survivor Health Funding Correction Act of 2025 This bill modifies the World Trade Center Health Program (WTCHP), including by updating the formula for determining the program’s annual funding amounts and authorizing mental health providers to provide certain evaluations under the program. The WTCHP is a federal health care program (terminating in FY2090) providing responders and survivors with monitoring and treatment of certified medical conditions related to the terrorist attacks that occurred on September 11, 2001. Under current law, the program’s annual federal funding is determined based on the amount specifically appropriated in the previous fiscal year, adjusted for inflation. The bill establishes a new federal funding formula for FY2026-FY2090 that is generally based on annual changes in the number of enrollees. The bill also increases the amounts the program may spend annually on medical research and activities relating to data collection. The bill requires the National Institute for Occupational Safety and Health (NIOSH), which administers the program, to submit a report to Congress on the program’s projected budgetary needs and expenditures. In addition, the bill authorizes licensed mental health providers to perform initial health evaluations with respect to mental health conditions for purposes of determining eligibility under the WTCHP. NIOSH must issue regulations specifying the categories of mental health providers that may perform these activities.

Smithsonian American Women’s History Museum Act

Smithsonian American Women’s History Museum Act This bill authorizes the Smithsonian American Women's History Museum to be located on a particular site within the Reserve of the National Mall in Washington, DC. Specifically, the bill designates the South Monument site as the location for the museum; however, the President may designate an alternative site within 180 days of the bill's enactment. (The site is the undeveloped land across the National Mall from the National Museum of African American History and Culture.) Administrative jurisdiction of the site must be transferred to the Smithsonian Institution.  The Board of Regents of the Smithsonian Institution must have the approval of specified federal entities (e.g., the Commission of Fine Arts) to plan, design, and construct a museum building. The bill (1) outlines the criteria for considering site and design proposals, and (2) requires the Smithsonian Institution to reimburse for costs resulting from the building approval process. The bill directs the museum to be dedicated to preserving, researching, and presenting the history, achievements, and lived experiences of biological women in the United States. Under this bill, the museum may not identify, present, describe, or depict any biological male as a female. In carrying out its duties, the museum's advisory council must (1) seek and utilize guidance from a broad array of knowledgeable and respected sources reflecting the diversity of the political viewpoints and authentic experiences held by women in the United States, and (2) seek guidance for the creation and substantial revision of exhibits and programs.
