Securing and Enabling Commerce Using Remote and Electronic Notarization Act of 2021 This bill allows a notary public commissioned under state law to remotely notarize electronic records and perform notarizations for remotely located individuals. The bill provides technical requirements for such notarizations, including the creation and retention of video and audio recordings and the use of communication technologies (i.e., video chat). Additionally, the bill requires U.S. courts and states to recognize notarizations—including remote notarizations of electronic records and notarizations of remotely-located individuals—that occur in or affect interstate commerce and are performed by a notary public commissioned under the laws of other states. The bill also allows a notary public to remotely notarize electronic records involving an individual located outside of the United States, subject to certain requirements.

Honoring our Promise to Address Comprehensive Toxics Act of 2021 or the Honoring our PACT Act of 2021 This bill addresses health care, presumption of service-connection, research, resources, and other matters related to veterans who were exposed to toxic substances during military service. The bill provides eligibility for Department of Veterans Affairs (VA) medical care to veterans who (1) participated in a toxic exposure risk activity (a qualifying activity that requires a corresponding entry in the Individual Longitudinal Exposure Record), or (2) served in specified locations on specified dates. The bill establishes within the VA the Formal Advisory Committee on Toxic Exposure, the Science Review Board, and the Working Group to assist with the various procedures in establishing or removing presumptions of service-connection. The bill modifies or establishes the presumption of service-connection for certain conditions or purposes for various groups of veterans. Among other requirements, the VA must provide a veteran with a medical examination regarding the nexus between a disability and toxic exposure risk activity if a veteran submits a disability compensation claim for a service-connected disability with insufficient evidence, incorporate a clinical questionnaire to help determine potential toxic exposures as part of the initial screening conducted for veterans with a VA primary care provider, establish a registry for current or past members of the Armed Forces who may have been exposed to per- and polyfluoroalkyl substances due to the environmental release of aqueous film-forming foam at a Department of Defense location, and establish and maintain the Fort McClellan Health Registry.

Disarm Hate Act The bill expands the categories of persons who are prohibited from receiving or possessing a firearm. Specifically, it prohibits firearm sale or transfer to and receipt, possession, shipment, or transport by a person (1) who has been convicted of a misdemeanor hate crime, or (2) who has received an enhanced hate crime misdemeanor sentence.

Voices for Veterans Act This bill expands the membership of the Advisory Committee on Minority Veterans to include veterans who are lesbian, gay, bisexual, transgender, gender diverse, gender non-conforming, intersex, or queer. Among other responsibilities, the committee advises the Department of Veterans Affairs on the administration of benefits and provision of health care, benefits, and services to minority veterans.

The Pioneering Antimicrobial Subscriptions To End Up surging Resistance Act of 2021 or the PASTEUR Act of 2021 This bill authorizes the Department of Health and Human Services (HHS) to enter into subscription contracts for critical-need antimicrobial drugs, provides $11 billion in appropriations for activities under the bill, and contains other related provisions. A manufacturer of a Food and Drug Administration-approved antimicrobial drug may apply to HHS to have the drug designated as a critical-need antimicrobial, and HHS may enter into a subscription contract for such a critical-need antimicrobial. The bill imposes certain requirements related to such contracts, including a mechanism to lower payments under the contract in certain instances to limit the manufacturer's revenue from the drug. Furthermore, HHS and the Centers for Disease Control and Prevention (CDC) shall award grants to support efforts to encourage the appropriate use of antimicrobial drugs and efforts to combat antimicrobial resistance. The CDC shall also track and assess data relating to antibacterial resistance and human antibiotic use and make such data publicly available. HHS shall also establish a Committee on Critical Need Antimicrobials. The committee shall develop a list of prioritized infections for which new antimicrobial drug development is needed, among other duties. Within six years of the bill's enactment, the Government Accountability Office shall report to Congress a study on the bill's effectiveness in developing priority antimicrobial drugs.

Local Journalism Sustainability Act This bill allows individual and business taxpayers tax credits for the support of local newspapers and media. Specifically, individual taxpayers may claim an income tax credit up to $250 for a local newspaper subscription. The bill also allows local newspaper employers a payroll tax credit for wages paid to an employee for service as a local news journalist and certain small businesses a tax credit for local newspaper and media advertising expenses.

Segal AmeriCorps Education Award Tax Relief Act of 2021 This bill modifies the requirements for calculating taxable income to exclude from gross income any AmeriCorps educational awards provided under the National and Community Service Act of 1990.

Pell Grant Preservation and Expansion Act of 2021 This bill makes various changes to the Federal Pell Grant program, including by expanding student eligibility for Pell Grants. The bill also revises student eligibility for federal student-aid programs. Specifically, the bill provides funding to increase the maximum Pell Grant award for each eligible student. Further, the bill requires the award amount to be adjusted for inflation. Next, the bill allows students who receive means-tested federal benefits (e.g., Medicaid) to automatically qualify for the maximum Pell Grant award plus an additional award amount. In addition, the bill moves the Iraq and Afghanistan Service Grant program into the Pell Grant program. Next, the bill raises from 12 to 18 the total number of semesters during which a student may receive a Pell Grant. The bill makes Dreamer students (i.e., students who have been granted Deferred Action for Childhood Arrivals status) who entered the United States before the age of 18 and who meet certain educational criteria eligible for federal financial aid. The bill also revises satisfactory academic progress requirements for federal student-aid programs, including by allowing a student who has not been enrolled in an institution of higher education for two years to regain eligibility for federal student aid.

Teacher Education for Computer Science Act or the Teach CS Act This bill authorizes the Department of Education to award grants to institutions of higher education for establishing and maintaining teacher education programs for computer science. It also includes computer science as an eligible education category with respect to receiving various teacher preparation grants and graduate fellowships.

Major Medical Facility Authorization Act of 2021 This bill authorizes the Department of Veterans Affairs to carry out specified major medical facility projects during FY2021. The bill also indicates the maximum amount that can be spent on each project.

Basic Assistance for Students In College Act or the BASIC Act This bill directs the Department of Education (ED) to award planning and implementation grants to institutions of higher education in order to identify and meet the basic needs of students, including food, housing, transportation, and health care. ED must also implement an agreement to (1) share data with other federal agencies in order to identify students who may be eligible for certain federal benefits; and (2) coordinate efforts to enroll those students in federal benefits programs, including Medicaid and the Supplemental Nutrition Assistance Program.

Accounting STEM Pursuit Act of 2021 This bill authorizes states and local educational agencies (LEAs) to use grant funds provided through the Student Support and Academic Enrichment Program for accounting education. In particular, LEAs may use these grant funds to implement programs to teach accounting, including by increasing access to high-quality accounting courses through 12th grade for students who are members of underrepresented groups.

Supplemental Security Income Restoration Act of 2021 This bill modifies eligibility for, and other components of, the Supplemental Security Income (SSI) program, including by (1) increasing applicable income and resource limits used to determine SSI eligibility, (2) equalizing treatment of married couples when both spouses receive SSI as compared to two unmarried individuals, and (3) eliminating the penalty on SSI applicants or recipients who transfer resources to another individual for less than fair market value.

Greater Leadership Overseas for the Benefit of Equality Act of 2021 or the GLOBE Act of 2021 This bill contains provisions related to (1) the protection of LGBTQI individuals globally; and (2) immigration protections for vulnerable individuals. The bill establishes (1) an interagency group to respond to urgent threats to LGBTQI people in foreign countries, and (2) a permanent Special Envoy for the Human Rights of LGBTQI Peoples in the Department of State. The President shall impose visa-blocking sanctions on foreign persons responsible for violating the human rights of individuals based on sexual orientation, gender identity, or sex characteristics. The State Department shall establish the Global Equality Fund to provide assistance to nongovernmental organizations working to advance and protect human rights. The U.S. Agency for International Development shall establish the LGBTQI Global Development Partnership to work with the private sector and nongovernmental organizations to support LGBTQI rights. The bill removes prohibitions against providing foreign assistance to nongovernmental organizations that offer certain medical services (e.g., abortion-related services) using non-U.S. government funds. The bill contains several immigration-related provisions, such as those establishing that persecution based on sexual orientation or gender identity may form the basis of an asylum request, allowing certain applicants to file asylum claims more than a year after their arrival in the United States, including a permanent partnership between two partners as a marriage for immigration law purposes, providing for free counsel in certain immigration proceedings, and granting U.S. citizenship to a child born abroad through assistive reproductive technology from a U.S. citizen who is the child's nonbiological parent.

Supporting Families of the Fallen Act This bill increases from $400,000 to $500,000 the maximum coverage amount for members (or former members) of a uniformed service under the Servicemembers' Group Life Insurance program and the Veterans' Group Life Insurance program.

South Asian Heart Health Awareness and Research Act of 2021 This bill establishes, or authorizes to be established, programs that support heart-disease research and awareness among communities disproportionately affected by heart disease, including the South Asian population of the United States. Specifically, the Centers for Disease Control and Prevention must award grants to states for awareness initiatives, educational materials, and research catalogs regarding the prevalence of heart disease, including the association of type 2 diabetes, with respect to the South Asian population and other at-risk populations.

Women's Health Protection Act of 2021 This bill prohibits governmental restrictions on the provision of, and access to, abortion services. Specifically, governments may not limit a provider's ability to prescribe certain drugs, offer abortion services via telemedicine, or immediately provide abortion services when the provider determines a delay risks the patient's health. Furthermore, governments may not require a provider to perform unnecessary medical procedures, provide medically inaccurate information, comply with credentialing or other conditions that do not apply to providers whose services are medically comparable to abortions, or carry out all services connected to an abortion. In addition, governments may not (1) require patients to make medically unnecessary in-person visits before receiving abortion services or disclose their reasons for obtaining such services, or (2) prohibit abortion services before fetal viability or after fetal viability when a provider determines the pregnancy risks the patient's life or health. The bill also prohibits other governmental measures that are similar to the bill's specified restrictions or that otherwise single out and impede access to abortion services, unless a government demonstrates that the measure significantly advances the safety of abortion services or health of patients and cannot be achieved through less restrictive means. The Department of Justice, individuals, or providers may bring a lawsuit to enforce this bill, and states are not immune from suits for violations. The bill applies to restrictions imposed both prior and subsequent to the bill's enactment.

America's Red Rock Wilderness Act This bill designates specified lands in the following areas of Utah as components of the National Wilderness Preservation System: (1) Great Basin, (2) Grand Staircase-Escalante, (3) Moab-La Sal Canyons, (4) Henry Mountains, (5) Glen Canyon, (6) San Juan-Anasazi, (7) Canyonlands Basin, (8) San Rafael Swell, and (9) Book Cliffs and Uinta Basin. The bill sets forth administrative requirements for (1) the exchange of state-owned lands within such areas, (2) federal reservation of water rights, (3) measurement of setbacks for roads with adjacent wilderness, (4) authorized livestock grazing, and (5) withdrawal of such lands from disposition under certain public land laws.

Bolstering Long-term Understanding and Exploration of the Great Lakes, Oceans, Bays, and Estuaries Act or the BLUE GLOBE Act This bill addresses data collection and monitoring of the Great Lakes, oceans, bays, estuaries, and coasts. The bill increases domestic and international coordination to enhance data management and monitoring of the Great Lakes, oceans, bays, estuaries, and coasts. It adds programs for the application and development of innovative technology to the list of technology programs used to combat illegal, unreported, and unregulated fishing. It also modifies requirements related to the scientific workforce in areas of oceanic and atmospheric research and development to include investigating whether there is a workforce shortage, workforce diversity, actions the federal government can take to increase diversity in the scientific workforce, and actions it can take to shorten the hiring backlog for such workforce. The National Oceanic Atmospheric Administration (NOAA) must (1) ensure that a goal of its cooperative institutes is to advance or apply emerging technologies, (2) create an ocean innovation prize to catalyze the rapid development and deployment of data collection and monitoring technology, and (3) seek to enter into an agreement with the National Academy of Sciences to assess the potential for an Advanced Research Projects Agency-Oceans. The bill also reauthorizes through FY2024 various NOAA hydrographic programs, including nautical mapping and charting. Additionally, relevant federal agencies must measure the value and impact of industries related to the Great Lakes, oceans, bays, estuaries, and coasts on the U.S. economy.

Pediatricians Accelerate Childhood Therapies Act of 2021 or the PACT Act of 2021 This bill requires the National Institutes of Health (NIH) to make awards to support early-career pediatric researchers. It also provides statutory authority for the Trans-NIH Pediatric Research Consortium to coordinate pediatric research across national health research institutions.

Point Roberts Small Business Fairness Act This bill requires the Small Business Administration (SBA) to establish a program to make forgivable loans to certain small businesses that are impacted by border closures due to COVID-19 (i.e., coronavirus disease 2019). Eligible small businesses must (1) have experienced a loss in revenue that is greater than 50% during the second, third, or fourth quarter of 2020 compared with the same period in the previous year; and (2) show that the closure of the U.S.-Canada border directly resulted in a reduction in gross receipts or restricted the ability of American customers to access the location of such businesses. The maximum loan amount shall be equal to 75% of the business's FY2019 revenue, and the SBA shall forgive 100% of the value of such loan, less the amount the borrower received from (1) any other loan forgiveness program, or (2) any emergency advance under the economic impact disaster loan program.

Department of Veterans Affairs Continuing Professional Education Modernization Act or the VA CPE Modernization Act This bill modifies the program under which the Department of Veterans Affairs (VA) reimburses specified full-time health care professionals for continuing professional education expenses. Under current law, only board-certified physicians and dentists are eligible for such reimbursement. The bill expands the program to require reimbursement for various specified full-time health care professionals (e.g., registered nurses) and increases the amount available for a physician or dentist. Additionally, the bill removes the requirement that an individual be board-certified to receive reimbursement. The VA may adjust the amounts available based on inflation.

Equal Access to Green cards for Legal Employment Act of 2021 or the EAGLE Act of 2021 This bill modifies requirements related to employment-based visas and addresses related issues. The bill increases the per-country cap on family-based immigrant visas from 7% of the total number of such visas available that year to 15% and eliminates the per-country cap for employment-based immigrant visas. The bill establishes transition rules for employment-based visas such as (1) reserving a percentage of EB-2 (workers with advanced degrees or exceptional ability) and EB-3 (skilled and other workers) visas for individuals not from the two countries with the largest number of recipients of such visas, and (2) allotting a number of visas for professional nurses and physical therapists. The bill imposes additional requirements on an employer seeking an H-1B visa, such as prohibiting (1) an employer from advertising that a position is only open to H-1B applicants or that H-1B applicants are preferred, and (2) certain employers from having more than half of their employees as nonimmigrant visa workers. The Department of Labor shall create a publicly available website where an employer seeking an H-1B visa must post certain information about the open position. The bill also expands Labor's authority to review and investigate H-1B applications for fraud or misrepresentations. The bill also allows certain aliens to obtain lawful permanent resident status if the alien (1) is in the United States as a nonimmigrant, (2) has an approved immigrant visa petition, and (3) has waited at least two years for a visa.

Doctors of Community Act or the DOC Act This bill reauthorizes and provides mandatory funding for graduate medical education programs operated by teaching health centers. The bill sets out funding levels through FY2033. Funding for FY2034 and beyond equals the preceding fiscal year's amount adjusted for medical inflation.

Armed Forces Transgender Dependent Protection Act This bill expands the policy of the Office of Special Needs within the Department of Defense to address transgender dependents. Specifically, the bill codifies the definition of a medical or educational special need to include gender dysphoria. Under the bill, the policy of the office must prohibit the assignment of a military family with special needs to a permanent duty location where the law restricts medically necessary treatment for a medical or educational special need. A member who is serving at a location when such a law is established may elect to be reassigned.

Lymphedema Treatment Act This bill provides for Medicare coverage of lymphedema compression treatment items. Specifically, the bill provides for coverage of (1) standard and custom fitted gradient compression garments that are prescribed by a physician or other specified health care professional to treat lymphedema, and (2) other devices determined to be effective in the prevention or treatment of lymphedema.

Menstrual Equity For All Act of 2021 This bill expands access to free sanitary napkins and tampons (i.e., menstrual products) in certain locations and for particular groups. It also requires Medicaid to cover menstrual products, as well as liners, cups, and similar items used by individuals with respect to menstruation. Specifically, the bill imposes requirements to make free menstrual products available in federal and state correctional facilities (including facilities that house aliens detained by the Department of Homeland Security) and restrooms in federal buildings that are open to the public. It also establishes a demonstration grant program to support the provision of free menstrual products on campuses of institutions of higher education and permits elementary and secondary schools to use certain grants to provide menstrual products to students. Furthermore, the bill requires employers with at least 100 employees to provide free menstrual products for employees. It also permits the use of certain grants for emergency food and shelter to provide menstrual products to homeless individuals.

This resolution strongly disapproves of the escalation of political tensions between the government of Ethiopia and the Tigray People's Liberation Front into armed conflict, and it calls for the immediate cessation of hostilities in the Tigray region as well as an end to violence throughout Ethiopia. Further, the resolution urges all parties to work to protect human rights, and it calls on relevant U.S. agencies to take specified actions that encourage an end to the conflict and that provide humanitarian support.

Reducing Barriers for Military Voters Act This bill requires the Department of Defense (DOD) to develop a plan for providing end-to-end electronic voting services (e.g., services for registering to vote and returning a ballot) in participating states for absent uniformed service members who are deployed or mobilized in locations with limited or no postal service. Specifically, DOD must develop the plan by consulting with state and local election officials. Further, the plan must include (1) methods to ensure that voters have the opportunity to verify that their ballots are received and tabulated, (2) methods to generate a verifiable and auditable vote trail, and (3) an assessment of whether commercially available technologies may be used to carry out the plan. DOD must implement the plan for a trial group of voters in participating states for the 2024 federal elections. The plan must be implemented for all voters in participating states for the 2026 federal elections and subsequent years.

Veteran Education Empowerment Act This bill reauthorizes through FY2029 and otherwise revises a Department of Education (ED) grant program for student veteran centers. Specifically, ED must make grants to institutions of higher education (IHEs) or consortia of IHEs to establish, maintain, improve, or operate a student veteran center. A student veteran center is a dedicated space on a campus that provides students who are veterans or members of the Armed Forces with (1) a lounge or meeting space for themselves, their spouses or partners, their children, and veterans in the community; and (2) a centralized office for student veteran services that serves as a single point of contact to coordinate comprehensive support services for student veterans.

Reproductive Rights are Human Rights Act of 2021 This bill directs the Department of State to include in its annual reports on human rights in countries receiving U.S. development and security assistance a discussion of the status of reproductive rights in each country. This must include whether a country has adopted and enforced policies to (1) promote access to contraception and accurate, nondiscriminatory family planning and sexual health information; (2) provide services to ensure safe and healthy pregnancy and childbirth; (3) expand or restrict access to safe abortion services; and (4) prevent and treat sexually transmitted diseases. For each country, the reports shall also contain (1) data concerning pregnancy-related injuries and deaths; and (2) a description of the nature and extent of discrimination and violence against women, girls, and LGBTQI+ individuals in health care settings and the relevant government's response to such actions.

Keeping Our Promise Act This bill authorizes issuing visas to certain individuals who were previously refused a diversity immigrant visa or admission into the United States because of certain executive orders or the COVID-19 public health emergency. (Diversity immigrant visas are available to eligible immigrants from countries with relatively low rates of immigration to the United States.) Specifically, this bill applies to individuals who were refused such a visa solely due to certain executive orders from 2017 to 2020, including orders which suspended the entry of individuals from certain countries. The bill also applies to diversity visa applicants who, because of the COVID-19 emergency, were (1) unable to receive a visa interview despite requesting one, or (2) unable to be admitted into the United States despite being approved for a visa. The Department of State must notify each individual covered under this bill of the individual's visa eligibility. To retain eligibility, an individual must respond to the State Department's notice within one year of the notice. An individual may also lose eligibility if the State Department determines that the applicant fails to meet certain requirements. The bill also relaxes certain annual numerical limits for individuals obtaining a visa under this bill. An individual who was a child when initially selected for a visa shall be treated as a child for the purposes of a visa application under this bill.

Conrad State 30 and Physician Access Reauthorization Act This bill modifies the Conrad 30 Waiver program, which incentivizes qualified foreign physicians to serve in underserved communities. It also extends statutory authority for the program for three years from this bill's enactment. Aliens coming to the United States under a J-1 nonimmigrant visa to receive medical training typically must leave the country and reside for two years abroad before being eligible to apply for an immigrant visa or permanent residence. The Conrad program waives this requirement for individuals who meet certain qualifications, including serving for a number of years at a health care facility in an underserved area. The bill increases the number of waivers that a state may obtain each fiscal year from 30 to 35 if a certain number of waivers were used the previous year, and provides for further adjustments depending on demand. An alien physician may be employed at an academic medical center to meet the Conrad program's employment requirements if the alien's work is in the public interest, even if the medical center is not in an underserved area. Employment contracts for alien physicians under the Conrad program shall contain certain information, such as the maximum number of on-call hours per week the physician shall have to work. Certain alien physicians (along with the physician's spouse and children) shall be exempt from the direct annual numerical limits on immigration, including those physicians that have met certain requirements related to visas for physicians to serve in underserved areas.

Extreme Risk Protection Order Act of 2021 This bill establishes grants to support the implementation of extreme risk protection order laws at the state and local levels, extends federal firearms restrictions to individuals who are subject to extreme risk protection orders, and expands related data collection. Extreme risk protection order laws, or red flag laws, generally allow certain individuals (e.g., law enforcement officers or family members) to petition a court for a temporary order that prohibits an at-risk individual from purchasing and possessing firearms. Among its provisions, the bill directs the Office of Community Oriented Policing Services within the Department of Justice to establish a grant program to help states, local governments, Indian tribes, and other entities implement extreme risk protection order laws; extends federal restrictions on the receipt, possession, shipment, and transportation of firearms and ammunition to individuals who are subject to extreme risk protection orders; and requires the Federal Bureau of Investigation to compile (and later destroy) records from federal, tribal, and state courts and other agencies that identify individuals who are subject to extreme risk protection orders.

Commission to Study the Potential Creation of a National Museum of Asian Pacific American History and Culture Act This bill establishes a Commission to Study the Potential Creation of a National Museum of Asian Pacific American History and Culture. The commission must (1) report recommendations for a plan of action for the establishment and maintenance of a National Museum of Asian Pacific American History and Culture in the District of Columbia; (2) develop a fundraising plan to support the establishment, operation, and maintenance of the museum through public contributions; (3) obtain an independent review of this fundraising plan, including an analysis of the resources necessary to fund the construction of the museum and its operations and maintenance in perpetuity without reliance on federal funds; and (4) submit a legislative plan of action to establish and construct the museum. The commission may convene a national conference relating to the museum.

Global Respect Act This bill imposes visa-blocking sanctions on foreign persons responsible for or complicit in violating the human rights of individuals due to actual or perceived sexual orientation, gender identity, or sex characteristics. The President shall report and periodically update a list of foreign persons responsible for such human rights violations and apply sanctions accordingly. The Department of State shall designate at least one senior officer who shall be responsible for tracking violence and discrimination against individuals based on actual or perceived sexual orientation, gender identity, or sex characteristics in foreign countries.

Accelerating Access to Critical Therapies for ALS Act This bill establishes grant programs to address neurodegenerative diseases, such as amyotrophic lateral sclerosis (also known as ALS or Lou Gehrig's disease), and contains other related provisions. The Department of Health and Human Services (HHS) shall award grants to eligible entities to facilitate patients' access to investigational drugs that diagnose or treat ALS. The Food and Drug Administration (FDA) shall award grants to public and private entities to cover the costs of research and development of drugs that diagnose or treat ALS and other severely debilitating neurodegenerative diseases. HHS shall also establish the Public-Private Partnership for Neurodegenerative Diseases between the National Institutes of Health, the FDA, and at least one eligible entity (generally, an institution of higher education or a nonprofit organization). The partnership shall support the development and regulatory review of drugs that address ALS and other rare neurodegenerative diseases. The FDA shall publish on its website a five-year action plan for fostering the development of drugs that improve or extend the lives of people living with rare neurodegenerative diseases.

Urban Indian Health Providers Facilities Improvement Act This bill expands the authority of the Indian Health Service (IHS) to make funds available for urban Indian organizations to renovate, construct, or expand urban Indian health facilities. Specifically, the bill authorizes the IHS to (1) make funds available for renovations even if the renovations are not minor, and (2) make funds available for purposes other than assisting the organizations in meeting certain accreditation standards.

Recreation Not Red-Tape Act This bill revises and sets forth provisions related to recreation areas and special recreation permits issued by the Department of the Interior and the Department of Agriculture (USDA) for individual or group use of federal recreational lands and waters. The bill makes permanent certain authorizations, including regarding such permits and the fees charged for them and for related administration, overhead, and indirect costs. Interior and USDA shall evaluate the special recreation permitting process and identify opportunities for eliminating duplicative processes, reducing costs, and decreasing processing times; establish categorical exclusions from environmental review requirements for special recreation permits if it would reduce processing times or costs without significantly affecting the human environment; authorize the issuance of temporary permits for new or additional recreational uses of federal lands and waters managed by the Forest Service and the Bureau of Land Management; allow online payment of certain federal passes and fees; develop initiatives to promote private-sector volunteer opportunities; and establish an interagency trail management plan. Permittees issued a special recreation permit may voluntarily and temporarily return one or more of their service days. The bill sets forth requirements for review by USDA of the renewal or adjustment of the allocations for the use of a special recreation permit. Interior and USDA may enter into agreements with states to allow the purchase of federal and state recreation passes in the same transaction. The bill establishes a National Recreation Area System.

Trees for Residential Energy and Economic Savings Act of 2021 or the TREES Act of 2021 This bill directs the Department of Energy (DOE) to establish a grant program for states, local governments, Indian tribes, and other entities to facilitate tree planting projects that reduce residential energy consumption. Under the program, DOE may award grants to facilitate the planting of at least 300,000 trees annually in residential neighborhoods.

John Lewis Every Child Deserves a Family Act This bill prohibits discrimination on the basis of sexual orientation, gender identity, marital status, or religion in the provision of child welfare programs and services by entities receiving federal funding. The Department of Health and Human Services (HHS) must provide technical assistance to help states follow this requirement, including (1) guidance for bringing state laws into compliance, (2) developing training to increase cultural competency related to social identity, and (3) training for judges and attorneys involved in child welfare cases, among other supports. Additionally, HHS must establish the National Resource Center on Safety, Well-Being, Placement Stability, and Permanency for LGBTQ Children and Youth Involved with Child Welfare Services to provide training, technical assistance, and guidance to applicable state and local agencies and service providers. Further, the Religious Freedom Restoration Act may not be the basis for challenging the application or enforcement of this bill. The Government Accountability Office must study and report on states' compliance with the requirements of the bill no later than three years after enactment.
