Pink Tariffs Study Act This bill requires the Department of the Treasury to study and report to Congress on whether the U.S. tariff system is regressive (e.g., tariffs are higher on mass-market consumer goods compared to analogous luxury goods) or demonstrates a gender bias (e.g., tariffs are higher on women's clothing compared to men's clothing). For this study and report, Treasury must (1) coordinate with U.S. Customs and Border Protection, and (2) consult with the U.S. International Trade Commission and the Office of the U.S. Trade Representative.

Commission to Study the Potential Transfer of the Weitzman National Museum of American Jewish History to the Smithsonian Institution Act This bill establishes a commission to study the potential transfer of the Weitzman National Museum of American Jewish History to the Smithsonian Institution.   Within two years of its first meeting, the commission must submit a report, fundraising plan, and legislative recommendations to Congress and the President. The report must address certain issues, including (1) the impact of the museum on educational and governmental efforts to study and counter anti-Semitism, and (2) financial and legal considerations associated with the potential transfer.

Blue Ocean Energy Innovation Act of 2024

Blue Ocean Energy Innovation Act of 2024 This bill provides for the research and development of blue energy technologies , which are technologies that (1) derive or generate energy from renewable energy resources or capture, remove, and sequester greenhouse gases; and (2) are located in aquatic environments. Specifically, the Department of Energy (DOE) must establish and implement the Integrated Blue Economy and Blue Energy Technologies Program to provide funding for research and development of such technologies for purposes such as increasing blue energy technology generation capacity while reducing the cost to produce such energy; improving performance of blue energy technologies; capturing, removing, and sequestering greenhouse gases; developing new blue energy technology market opportunities; promoting job creation in the blue energy technology sectors; remediating and improving coastal and aquatic ecosystems; and addressing technical and development challenges that are unique to operating in marine and freshwater environments.  DOE must establish a Blue Economy Center of Excellence to support the program. The center must be located at an existing DOE National Laboratory that is working to develop blue energy technologies, hosts a blue energy technology research and development program, and has other specified qualifications. In carrying out the bill, DOE must coordinate with (1) other federal agencies that share mission objectives with the program; and (2) state and tribal agencies, institutions of higher education, nonprofit research institutions, and National Laboratories.

ACO Assignment Improvement Act of 2024 This bill establishes additional requirements for assigning Medicare fee-for-service beneficiaries to accountable care organizations (ACOs) under the Medicare shared savings program. Under current law, the program enables ACOs to receive payments for savings stemming from care coordination and management. The bill requires the basis for assignment to reflect beneficiaries' utilization of not only primary care services provided by ACO physicians, but also those provided by other ACO practitioners—specifically, physician assistants, nurse practitioners, and clinical nurse specialists.

Modernizing the Congressional Research Service's Access to Data Act This bill grants the Congressional Research Service (CRS) the authority to secure all forms of records, information, and data directly from the various departments, agencies, and establishments of the executive branch, regulatory agencies, and commissions, as necessary to carry out congressional requests. Such government entities must furnish CRS with such material in a timely manner. CRS must maintain the same level of confidentiality for such material as is required by law of the government entity from which it is obtained. The bill subjects CRS officers and employees to the same statutory penalties for unauthorized disclosure or use of such material as officers or employees of the government entity from which it is obtained.

Special District Grant Accessibility Act This bill requires the Office of Management and Budget (OMB) to issue guidance within 180 days that clarifies how a federal agency recognizes a special district as a unit of local government for the purpose of being eligible to receive federal financial assistance. Under the bill, a special district  is a political subdivision of a state, with specified boundaries and significant budgetary autonomy or control, that was created by or pursuant to state law to perform limited and specific governmental or proprietary functions that distinguish it as a significantly separate entity from the administrative governance structure of any other form of local government unit within a state. The bill requires federal agencies to implement OMB's guidance within one year of the date it is issued.

Restoring Integrity to America’s Elections Act

Restoring Integrity to America's Elections Act This bill revises provisions regarding the Federal Election Commission (FEC), including to change FEC membership. Specifically, the bill reduces the number of appointed members of the FEC from six to five and permits no more than two members to be affiliated with the same political party. Further, it removes the Secretary of the Senate and Clerk of the House as ex officio members. Next, the bill establishes the Blue Ribbon Advisory Panel to recommend to the President individuals for nomination to the FEC. The President shall appoint the FEC chair, subject to Senate confirmation. The bill distributes the FEC's powers between the chair and the other FEC members. Further, it requires the FEC to ensure that its forms allow for the use of an accent mark as part of an individual's identification. The bill modifies the process for (1) the FEC to initiate an investigation, and (2) a party aggrieved by the FEC's dismissal of the party's complaint or the FEC's failure to take action on the party's complaint to seek judicial review in federal court. Additionally, individuals who submit written comments regarding requests for advisory opinions must be given an opportunity to appear at FEC hearings on those requests. The bill also permanently extends the FEC's administrative penalty authority. Finally, the bill provides statutory authority for limitations on ex parte communications as applied to FEC members and employees. It also specifies that FEC attorneys may represent the FEC before the Supreme Court.

VETS Safe Travel Act

Veterans Expedited TSA Screening Safe Travel Act or the VETS Safe Travel Act This bill makes certain veterans eligible for the Transportation Security Administration (TSA) PreCheck Program at no cost if they meet the program's background check and security requirements. Veterans who are eligible for this fee waiver are those who are in the patient enrollment system of the Department of Veterans Affairs (VA) and require the use of a wheelchair, prosthetic limb, or other assistive device to aid with mobility due to (1) loss, or loss of use, of a limb; (2) full or partial paralyzation; or (3) permanent blindness. The VA and the TSA must develop and implement a process under which eligible veterans may receive the PreCheck Program benefit.  Further, the VA and the TSA must develop and implement a process to provide disabled veterans with effective outreach about TSA programs that are designed to improve the screening process for passengers with disabilities.

Housing Supply and Affordability Act This bill allows the Department of Housing and Urban Development to award grants to states, local governments, Indian tribes, and Native Hawaiian organizations for the development and implementation of housing policy plans. These plans must increase the housing supply while avoiding resident displacement, increase housing affordability, and reduce barriers to housing development. The bill also provides funding for the grants. Access to Family Building Act This bill provides a statutory right to access assisted reproductive technology (e.g., in vitro fertilization). Specifically, under the bill, individuals have the right to access assisted reproductive technology, and to retain all rights with respect to the use or disposition of reproductive genetic materials (e.g., eggs or sperm), without prohibitions or unreasonable restrictions. Health care providers and insurers also have the right to provide and cover these services, respectively. The bill does not affect state or local health and safety regulations that achieve their purpose in the least restrictive manner possible. The Department of Justice may bring civil actions against states, localities, or government officials or entities that enact or enforce limitations or requirements that violate this bill. Individuals and health care providers who are affected by violations may also bring civil actions for relief.
