COVID-19 Mortgage Relief Act This bill extends protections for renters and mortgage borrowers provided in response to the COVID-19 (i.e., coronavirus disease 2019) emergency, revises bankruptcy provisions, and expands COVID-19 aid programs to include mortgage servicers. Mortgage forbearance may be extended to borrowers for up to 12 months. Currently, borrowers may receive 180 days of forbearance, with an extension of up to an additional 180 days. The bill also expands the forbearance provisions to apply to nonfederally backed mortgages. The bill expands the current moratorium on evictions of renters from property receiving a forbearance to generally protect all such renters, not only renters in federally assisted housing or property that has a federally backed mortgage. The current moratorium on mortgage foreclosures is extended from 60 days beginning on March 18, 2020, to 6 months after enactment of this bill. The bill also expands this moratorium to include nonfederally backed mortgages. Additionally, the bill generally revises bankruptcy provisions. COVID-19 aid is excluded from property subject to bankruptcy proceedings and the homestead exemption available to individual debtors is increased, among other protections. Existing COVID-19 economic aid programs are expanded to include mortgage servicers. The Department of the Treasury must allow mortgage servicers to participate in these programs to receive loans, loan guarantees, and other investments currently offered to eligible businesses, states, and municipalities.

Jumpstarting Our Businesses' Success Credit Act of 2020 or the JOBS Credit Act of 2020 This bill increases the employer tax credit for the retention of employees and coordinates such credit with the Payroll Protection Program. Specifically, it increases the rate of the employee retention credit to 80% of up to $15,000 in employee wages per calendar quarter with an increased annual wage cap of $45,000 for all calendar quarters. The bill increases the maximum credit amount to $36,000. The bill expands the definition of large employer, for credit eligibility purposes, to include employers with more than 1,500 employees and more than $41.5 million in gross receipts in 2019, and requires employers to show a significant decline in gross receipts. It also extends eligibility for the credit to state governmental agencies and Indian tribal governments. The bill also coordinates the credit with the Paycheck Protection Program to allow employers to claim both programs subject to certain restrictions.

Children's Health Insurance Program Pandemic Enhancement and Relief Act or the CHIPPER Act This bill extends the 11.5% increase to the enhanced Federal Medical Assistance Percentage (FMAP) that is otherwise applicable under the Children's Health Insurance Program (CHIP) through FY2021, in accordance with specified conditions. For example, in order to receive the increased FMAP in FY2021, a state must cover, without cost-sharing, testing and treatment for COVID-19 (i.e., coronavirus disease 2019), including vaccines, specialized equipment, and therapies.

Emergency Benefits for Independent Workers Program Act This bill establishes grants for states to provide workers in alternative work arrangements such as independent contractors, domestic workers, temporary workers, or self-employed individuals with portable, work-related benefits. Specifically, states must use such grants to address the state's administration of unemployment compensation and design and implement approaches to provide individuals in alternative work arrangements with benefits that may be maintained upon changing jobs including, but not limited to, paid leave, health insurance, and retirement savings options.

Medically Tailored Home-Delivered Meals Demonstration Pilot Act of 2020 This bill requires the Centers for Medicare & Medicaid Services to establish a demonstration program to allow hospitals to provide medically tailored, home-delivered meals to Medicare beneficiaries who have a diet-impacted disease (e.g., kidney disease) and have daily living limitations. Participating hospitals must (1) retain a physician, registered dietitian or nutrition professional, or clinical social worker to screen, monitor, and coordinate services for individuals who receive meals through the program; and (2) contract with experienced organizations for meal delivery. Hospitals may choose to also provide meals to an individual's primary caregiver or to a dependent under the age of 18 who resides in the same household.

Pandemic Production Act This bill authorizes the Department of Health and Human Services (HHS) to take actions to develop and maintain the capabilities of domestic industries to produce materials necessary for the pandemic response strategy of the United States. It also establishes the Pandemic Production Act Fund to support these efforts. Among other activities, HHS may purchase, or commit to purchase, essential medical technologies and related materials and install equipment in, or otherwise modify, government-owned or privately owned industrial facilities to support domestic production capacity. Before using these authorities, HHS generally must make specific determinations and findings related to the necessity of the action but may waive these requirements during a declared national emergency.

Food for Families in Crisis Act of 2020 This bill revises the Supplemental Nutrition Assistance Program (SNAP, formerly known as the food stamp program) during an elevated unemployment period in the United States. Additionally, the bill directs the Bureau of Labor Statistics to include in each monthly employment situation report it publishes a specific determination of whether an elevated unemployment period is in existence in the United States. During an elevated unemployment period, the bill (1) eliminates work requirements under SNAP, (2) increases benefits under SNAP, (3) revises eligibility requirements under SNAP to ensure the use of a broad-based categorical eligibility, and (4) requires the Department of Agriculture to make $150 million (adjusted for inflation) available for the costs of state administrative expenses associated with carrying out this bill and administering SNAP. The bill waives the non-federal share requirement to carry out activities for the food distribution program on Indian reservations. The bill also prohibits funding from being used to implement certain rules related to SNAP, including the final rule titled Supplemental Nutrition Assistance Program: Requirements for Able-Bodied Adults Without Dependents , published on December 5, 2019.

Federal Frontline Worker Leave Protection Act This bill restores annual leave that is lost by federal employees who respond to the COVID-19 (i.e., coronavirus disease 2019) pandemic. The bill applies retroactively.

Student Loan Forgiveness for Frontline Health Workers Act This bill establishes temporary programs to provide federal and private student loan forgiveness to certain frontline health care workers. Frontline health care workers are those individuals who have made significant contributions to the medical response (e.g., patient care, medical research, or testing) to the COVID-19 (i.e., coronavirus disease 2019) national emergency. Specifically, the Department of Education (ED) must carry out a program to forgive the outstanding balance of principal and interest due on federal student loans for borrowers who are frontline health care workers. Additionally, the Department of the Treasury must carry out a program to repay in full the outstanding balance of principal and interest due on certain private student loans for borrowers who are frontline health care workers. ED and Treasury must coordinate to ensure that eligibility determinations are consistent across both programs and that frontline health care workers who are eligible for both programs may apply for loan forgiveness with a single application. Further, such programs must be available to frontline health care workers who were borrowers of eligible loans and who died as a result of COVID-19. The bill specifies the notification requirements related to the availability of these programs. ED, Treasury, and the Department of Health and Human Services must jointly establish an intergovernmental working group to assist with the administration of these programs, including the development of the application process. The bill also excludes discharged student loan debt under these programs from an individual's gross income.

Local Chamber, Tourism, and 501(c)(6) Protection Act of 2020 This bill modifies the Paycheck Protection Program implemented by the Small Business Administration in response to COVID-19 (i.e., coronavirus disease 2019) to include certain entities and exclude certain individuals. Specifically, the bill expands the program to encompass organizations with 300 or fewer employees that (1) operate under section 501(c)(6) of the Internal Revenue Code (other than a professional football league), or (2) are a destination marketing organization engaged in promoting communities and facilities to businesses and leisure travelers. The bill also narrows the definition of payroll costs under the program to exclude any compensation of an employee who is a registered lobbyist from the calculation for loan amounts or for allowable uses of funds provided under the program.

Pandemic Response and Opportunity Through National Service Act This bill expands, and modifies the priorities and administration of, national service programs, including AmeriCorps and Senior Corps, to address the COVID-19 (i.e., coronavirus disease 2019) pandemic and its recovery period. Among other changes, the bill increases the number of national service positions, as well as the living allowances and other benefits associated with these positions. The living allowance is also excluded from gross income for federal tax purposes. In addition, the Corporation for National and Community Service must (1) establish a pilot project to allow state service commissions to directly place individuals, and (2) disseminate national service opportunities through a promotional campaign and other means.

Medical Supply Transparency and Delivery Act This bill provides for the procurement and distribution of equipment and supplies needed to combat COVID-19 (i.e., coronavirus disease 2019). The bill sets forth responsibilities for the National Response Coordination Center (NRCC) of the Federal Emergency Management Agency, including that the NRCC must (1) direct the national production and distribution of critical medical equipment and supplies; (2) communicate with states, local governments, and Native American tribes regarding the availability and delivery schedule of equipment and supplies; and (3) make specified information publicly available. The Department of Defense may detail members of the Armed Forces on active duty or civilian employees to support the NRCC. The President, using authorities provided under the Defense Production Act of 1950, must establish a fair and reasonable price for and procure needed equipment and supplies. The Government Accountability Office must annually submit a report to Congress assessing the Strategic National Stockpile. The Council of the Inspectors General on Integrity and Efficiency shall designate an inspector general to oversee this bill's implementation.

Opportunities for Heroes Act of 2020 This bill establishes the Essential Employment Commission and directs the commission to publish a list of types of employment that are essential during the COVID-19 (i.e., coronavirus disease 2019) crisis. The bill provides essential workers with student loan relief of up to $25,000, and an education credit of up to $25,000. These benefits may be applied to an essential worker's spouse or children.

Farmers Feeding Families Coronavirus Response Act This bill directs the Department of Agriculture (USDA) to use specified federal funding to purchase specialty crops, dairy, meat, and poultry products from specific agricultural producers relying on markets affected by COVID-19 (i.e., coronavirus disease 2019) to provide to food assistance programs, including the Emergency Food Assistance Program. USDA must also provide additional funding to the states for the purpose of procuring food products to support food assistance programs within each state. USDA and the states must use at least 10% of the funding to purchase crops and products that would otherwise have been sold through direct-to-consumer, direct-to-institution, direct-to-retail, or direct-to-restaurant marketing channels.

COVID - 19 Hate Crimes Act This bill requires a designated officer or employee of the Department of Justice to facilitate the expedited review of COVID-19 (i.e., coronavirus disease 2019) hate crimes and reports of COVID-19 hate crimes. It defines COVID-19 hate crime as a violent crime that is motivated by two things: (1) the actual or perceived characteristic (e.g., race) of any person, and (2) the actual or perceived relationship to the spread of COVID-19 of any person because of that characteristic. The designated officer or employee must periodically report on the status of each case reviewed.

Health Equity and Accountability Act of 2020 This bill directs the Department of Health and Human Services (HHS) and others to undertake efforts to reduce health disparities. For example, the bill (1) requires more detailed reporting of demographic and health disparities data, (2) directs certain components of HHS to support health workforce diversity, and (3) increases access to culturally and linguistically appropriate health care. The bill also modifies eligibility and other requirements for Medicare, Medicaid, private health insurance, and other programs to reduce health disparities among vulnerable populations. The bill includes specific provisions with respect to noncitizens; maternal, infant, and child health; mental and behavioral health; and specified conditions that disproportionately affect racial and ethnic minority groups, such as certain cancers, HIV/AIDs, kidney disease, and diabetes. Additionally, the bill (1) revises health information technology programs to address health disparities; (2) establishes an Office of Health Disparities within HHS, as well as civil rights compliance offices within HHS agencies; and (3) supports health impact assessments and other efforts pertaining to environmental justice and social determinants of health. The Government Accountability Office must report on health workforce diversity and other specified issues related to health care and health disparities.

Medicare Advantage COVID Treatment Act This bill requires Medicare Advantage (MA) plans to cover specified treatment services relating to COVID-19 (i.e., coronavirus disease 2019) without cost-sharing during the public health emergency declared on January 31, 2020. The CMS must reimburse MA plans for cost-sharing amounts that would otherwise have been received, in accordance with a specified timeline. MA plans are also prohibited from instituting prior authorization or other utilization management requirements with respect to coverage of specified critical treatment services (e.g., ventilator services and intensive care unit services).

Girls' Leadership, Engagement, Agency, and Development Act of 2019 or the Girls LEAD Act This bill directs the Department of State and the U.S. Agency for International Development (USAID) to jointly report to Congress a strategy to strengthen the participation of adolescents, particularly girls, in democracy, human rights, and governance. The State Department and the USAID shall (1) implement activities to achieve this goal, including activities to increase adolescent girls' civic and political knowledge and skills and address barriers to political participation; and (2) prioritize foreign assistance funding for democracy, human rights, and governance programs toward achieving the goals in this bill.

COVID-19 Language Access Act This bill requires each federal agency that receives federal assistance related to the COVID-19 (i.e., coronavirus disease 2019) pandemic to translate any English language written material prepared for the general public relating to the pandemic into specified languages not later than seven days after such material is made available in English. Such languages shall include, at a minimum, the following: Spanish, Arabic, Cambodian, Chinese, Haitian Creole, French, Hindi, Italian, Japanese, Korean, Laotian, Russian, Tagalog, Urdu, Vietnamese, Greek, Polish, Thai, and Portuguese.

This resolution supports the goals and ideals of the National Day of Silence (during which students vow to remain silent to bring attention to the harassment and discrimination faced by lesbian, gay, bisexual, transgender, and gay people in schools). It requests that the President issue a proclamation calling on the people of the United States to observe the National Day of Silence. The bill encourages each state, city, and local educational agency to adopt laws and policies to prohibit name-calling, bullying, harassment, and discrimination against students, teachers, and other school staff regardless of their sexual orientation and gender identity or gender expression.

Restore America's Main Street Act This bill provides a small business with $1.5 million or less in gross receipts and not more than 50 full-time employees a refundable tax credit (rebate) equal to the lesser of 30% of its gross receipts for the first taxable year beginning in 2019, or $120,000. The credit is also available to certain charitable organizations.

Immediate COVID Testing Procurement Act This bill requires the President, within 24 hours of this bill's enactment, to issue purchase orders for a program of the highest national urgency (commonly known as a DX purchase order) to procure under the Defense Production Act of 1950 (DPA) supplies to conduct COVID-19 (i.e., coronavirus disease 2019) medical testing nationwide. The supplies must have received prior approval from the Centers for Disease Control and Prevention or have received emergency use authorization from the Food and Drug Administration for the detection of COVID-19. The bill waives certain DPA requirements relating to industrial resource and critical technology shortfalls and notification to Congress.

Food for Working Families Act of 2020 This bill revises the requirements for calculating income under the Supplemental Nutrition Assistance Program (SNAP, formerly known as the food stamp program) to exclude from income and resources emergency federal pandemic unemployment compensation paid to an individual under the Coronavirus Aid, Relief, and Economic Security Act due to COVID-19 (i.e., coronavirus disease 2019).

Emergency Ensuring Access to SNAP (EATS) Act of 2020 This bill temporarily suspends eligibility requirements for certain students under the Supplemental Nutrition Assistance Program (SNAP, formerly known as the food stamp program) during a public health emergency declaration due to COVID-19 (i.e., coronavirus disease 2019), allowing students enrolled at least half-time in an institution of higher education who would have lost eligibility due to such requirements to continue to receive SNAP benefits.

Emergency Educational Connections Act of 2020 This bill establishes and provides funding for the Emergency Connectivity Fund, from which the Federal Communications Commission (FCC) must provide support for certain schools or libraries to purchase specified telecommunications equipment during the public health emergency declared because of COVID-19 (i.e., coronavirus disease 2019). Specifically, the FCC shall provide funds to certain elementary schools, secondary schools, or libraries to purchase telecommunications equipment or services (e.g., Wi-Fi hotspots, modems, and routers) for use by students, staff, or patrons at locations that include locations other than the schools or libraries. Priority must be given to students, staff, or patrons who do not have access to such equipment or services. Following the emergency period, funding recipients are authorized to use purchased equipment for appropriate purposes but may not sell or transfer such equipment for anything of value, except for upgraded equipment of the same type.

Equitable Data Collection and Disclosure on COVID-19 Act This bill establishes the Commission on Ensuring Health Equity During the COVID-19 Public Health Emergency and adds reporting requirements for certain demographic data related to COVID-19 (i.e., coronavirus disease 2019). Among other activities, the commission must (1) determine approaches to using data to reduce demographic disparities in COVID-19 prevalence and outcomes, and (2) submit findings and recommendations to Congress on a specified timeline until the end of the public health emergency. During the public health emergency, the Centers for Disease Control and Prevention (CDC) and the Centers for Medicare & Medicaid Services must publish, and update daily, data on COVID-19 testing, treatment, and outcomes that is disaggregated by race, ethnicity, and other demographic characteristics on the CDC website. In addition, the Indian Health Service shall consult with tribes with respect to COVID-19 data collection and reporting. The Department of Health and Human Services must make a summary of final statistics related to COVID-19 publicly available and report specified information to Congress within 60 days of the end of the public health emergency.

This resolution recognizes the 50th anniversary of Earth Day and addresses environmental challenges. It urges (1) the President to issue a proclamation recognizing the anniversary; and (2) governments and people to continue building upon the Paris Agreement and other efforts to ensure that future generations inherit a livable, sustainable, and ecologically rich planet. The resolution reaffirms that immediate action is needed to reduce greenhouse gas emissions to protect our planet, public health, and overall well-being of all people and wildlife. In addition, it encourages the American people to mark Earth Day by working to address environmental challenges, educate others about the need for year-round action, and honor the stewardship ethic for which Senator Gaylord Nelson stood.

COVID-19 Every Worker Protection Act of 2020 This bill requires the Department of Labor to promulgate both an emergency temporary occupational safety or health standard and a permanent standard to protect certain employees from occupational exposure to the coronavirus (i.e., the virus that causes COVID-19). These standards apply to health care sector employees, paramedic and emergency medical services employees, and other employees identified as having an elevated risk for exposure. Further, the Centers for Disease Control and Prevention must collect and make public information regarding employee exposure in these occupations and provide guidance to further protect such employees.

Coronavirus Relief for States Act This bill provides $500 billion to states and tribal governments affected by the COVID-19 (i.e., coronavirus disease 2019) pandemic for FY2020. Such funds shall be paid to each state and tribal government within 30 days of this bill's enactment. The amount of the payment is proportional to population. A state or tribal government shall use the funds provided to cover those costs of such government that are necessary expenditures incurred due to the public health emergency, replace revenue lost as a result of the COVID-19 crisis, or contribute to the economic recovery of the state or tribe from such crisis.

This bill extends federal torts claim coverage for certain personal injury claims (i.e., medical malpractice liability protection) to urban Indian organizations and their employees by deeming them as part of the Public Health Service. Currently, such coverage is provided to Indian tribes, tribal organizations, Indian contractors, and their employees.

Stockpile Inventory Modernization Act of 2020 This bill authorizes the Department of Health and Human Services (HHS) to transfer certain supplies from the Strategic National Stockpile to any federal department or agency on a reimbursable basis, provided that (1) the supplies are less than six months from their expiration date, (2) the stockpile is able to replenish them, and (3) the transfer is in the best interest of the government. HHS shall submit a report to Congress that includes each transfer and the amount reimbursed for the supplies. The authority to make such transfers terminates on September 20, 2023.

Stockpiling for America's Future Endeavors Act of 2020 This bill authorizes the Department of Health and Human Services (HHS) to accept donations of money, services, or property to the Strategic National Stockpile, subject to certain limitations. HHS must submit a publicly available annual report to Congress concerning these donations and the amount of federal savings generated from them.

State Operations Stabilization (SOS) Act This bill authorizes a state, tribal government, or unit of local government to use funds made available under the Coronavirus Relief Fund to reduce a budget deficit of such government that occurred due to a loss of revenue related to the COVID-19 (i.e., coronavirus disease 2019) public health emergency.

Worker Health Coverage Protection Act This bill provides health insurance premium assistance for individuals who become unemployed or are furloughed during or shortly after the coronavirus (i.e., the virus that causes COVID-19) public health emergency. Specifically, the bill treats premiums as paid for up to 15 months for individuals who (1) are terminated from employment and elect to continue insurance coverage through the COBRA (Consolidated Omnibus Budget Reconciliation Act) program or (2) receive a 20% or greater reduction in paid hours but remain eligible for coverage under a group health plan. Assistance is phased out based on adjusted gross income. The bill also specifies requirements for individuals changing, or enrolling in, health plans under the program. Additionally, the bill requires employers to provide eligible individuals specified written notice about the premium assistance program, including, among other information, available health plan enrollment options and the date that such assistance expires. The Department of the Treasury must reimburse employers, group health plans, and insurance issuers through a payroll tax credit or refund for unpaid premiums that were treated as paid under the program. Premium assistance is not considered income for federal income tax purposes.

COVID-19 Graduate Relief Act This bill allows students who graduate from institutions of higher education in 2020 to defer payments on their federal student loans for up to three years. The Department of Education (ED) may extend deferment eligibility to students who graduate in 2021 and 2022, if ED determines that the anticipated economic impact of the coronavirus (i.e., the virus that causes COVID-19 or another coronavirus with pandemic potential) on these graduates necessitates an extension. ED must consider certain factors, such as recent unemployment statistics from the Bureau of Labor Statistics, when determining whether to extend deferment eligibility to these graduates.

This bill modifies and establishes additional funding for the Paycheck Protection Program of the Small Business Administration that was implemented in response to COVID-19 (i.e., coronavirus disease 2019). Specifically, the bill (1) extends the duration of the program; (2) authorizes loan recipients under the program to request additional, forgivable amounts; and (3) extends the deferral period for such loans to at least one year.

Advancing Connectivity during the Coronavirus to Ensure Support for Seniors Act or the ACCESS Act This bill (1) provides appropriations for the Telehealth Resource Center Program of the Office for the Advancement of Telehealth within the Federal Office of Rural Health Policy in the Health Resources Services Administration (HRSA) to develop telehealth capacity for certain nursing facilities, and (2) directs other activities to increase access to telehealth services in such facilities during the COVID-19 (i.e., coronavirus disease 2019) public health emergency. HRSA shall award grants, in coordination with the Federal Communications Commission, to skilled nursing facilities and other nursing facilities to support virtual visits to residents during the emergency. The Department of Health and Human Services must also provide recommendations related to immediately increasing access, during the emergency, to telehealth services for which Medicare and Medicaid payments are available in skilled and other nursing facilities.

Medical Debt Relief Act of 2020 This bill modifies requirements related to the reporting of medical debt. Specifically, a consumer reporting agency may not add certain medical debt information to a consumer credit report. Also, a debt collector may not report certain medical debt information to a consumer reporting agency within a specified time period and must notify the consumer prior to reporting such medical debt.

Coronavirus Community Relief Act This bill provides $250 billion for certain localities affected by the COVID-19 (i.e., coronavirus disease 2019) pandemic. Specifically, the bill provides funding for FY2020 for units of local government with a population of 500,000 or less. Payment shall be made within 30 days after submission of a specified certification by the locality. The amount of the payment is proportional to population. Local governments shall use the funds provided to cover only those costs that (1) are necessary and related to the public health emergency caused by COVID-19, and (2) were incurred during the period of March 1-December 30, 2020. The Office of Inspector General of the Department of the Treasury shall conduct monitoring and oversight of the receipt, disbursement, and use of funds.

Senior Legal Hotline Act of 2020 This bill permits the Administration on Aging to award competitive, matching grants to certain nonprofit organizations or partnerships to establish or maintain statewide senior legal hotlines to provide free services to older individuals. No more than one grant may be awarded in each state. Among other activities, grant recipients must establish referral mechanisms with, for example, other legal aid agencies and social services providers.

All Dependent Children Count Act This bill extends the 2020 recovery rebates of the Coronavirus Aid, Relief, and Economic Security Act to all taxpayer dependents.

This bill allows taxpayers to claim a tax deduction for charitable contributions even if they do not otherwise itemize their deductions. The bill also directs the Department of the Treasury to make or guarantee loans to tax-exempt charitable organizations. The aggregate amount of such loans may not exceed $60 billion. Treasury must give priority in making such loans to organizations that are providing direct assistance to the COVID-19 (i.e., the coronavirus disease 2019) response effort.

Frontline Health Care Workers Assistance Act This bill directs certain actions to procure equipment necessary to prevent, identify, and mitigate cases of COVID-19 (i.e., coronavirus disease 2019). The National Response Coordination Center of the Federal Emergency Management Agency must, within seven days, submit a report to Congress and the President that (1) assesses the need for equipment, including personal protective equipment and ventilators, across the United States; and (2) identifies the industry sectors and manufacturers capable of fulfilling purchase orders for such equipment, as well as government-owned and privately owned stockpiles of such equipment that could be refurbished. Within 24 hours, the President must issue a purchase order with the highest priority rating under the Defense Priorities and Allocations System (DPAS) for a specified number of N-95 respirators and face masks. (DPAS is used to prioritize national defense-related contracts, subcontracts, and purchase orders.) Within seven days of receiving the center's report, the President must also issue priority purchase orders for the equipment identified in the report under authorities provided by the Defense Production Act of 1950. (That act confers upon the President a broad set of authorities to influence domestic industry in order to provide essential materials and goods for the national defense.) The bill waives certain requirements under the act related to congressional notification and authorization and makes specified funds available for these efforts.

Coronavirus Emergency Student Loan Refinancing Act This bill establishes refinancing programs for federal and private student loans. Specifically, the bill establishes a program that allows qualified borrowers to refinance their federal student loans down to lower interest rates. Such refinanced interest rates are (1) calculated based on the type of student loan (e.g., Stafford), and (2) fixed for the period of the loan. In addition, the bill creates the Federal Direct Refinanced Private Loan as a new type of loan. Such loans allow qualified borrowers to refinance their private education loans.

This resolution calls on all public officials to condemn and denounce anti-Asian sentiment, racism, discrimination, and religious intolerance related to COVID-19 (i.e., coronavirus disease 2019) and calls on federal law enforcement officials, working with state and local officials, to take specified steps. It calls on federal officials to expeditiously investigate and document all credible reports of hate crimes and incidents and threats against the Asian-American community and prosecute perpetrators. The resolution recommits U.S. leadership to (1) prioritize language access and inclusivity in communication practices, and (2) combat misinformation and discrimination that put Asian Americans at risk.

This bill provides funds with which the Federal Communications Commission shall reimburse small business broadband providers for costs incurred during the COVID-19 (i.e., coronavirus disease 2019) emergency period to voluntarily (1) provide free or discounted service to students in need of distance learning capacity, or (2) refrain from disconnecting low-income households that cannot afford to make a full payment.

Medical Supply Chain Emergency Act of 2020 This bill directs the President to use existing authorities under the Defense Production Act of 1950 with respect to the production of ventilators, N-95 respirator masks, and specified personal protective equipment to address COVID-19 (i.e., coronavirus disease 2019). (That act confers upon the President a broad set of authorities to influence domestic industry in order to provide essential materials and goods needed for the national defense.) The President must (1) make a determination that such items are essential for the national defense, (2) identify private-sector capacity to produce these items, and (3) exercise authorities under the act to require emergency production of them at a reasonable price. In addition, the President shall coordinate the allocation of these items based on requests from governors and the needs of the states as determined by the number of COVID-19 cases and the proportion of the population at higher risk of the disease in a given state. The bill makes specified funds available for these efforts. Equipment produced under these authorities but unused at the termination of the COVID-19 emergency declared on March 13, 2020, shall be deposited into the Strategic National Stockpile.
