Nationally Enhancing the Well-being of Babies through Outreach and Research Now Act or the NEWBORN Act This bill establishes a pilot program through which the Health Resources and Services Administration must award grants to territorial, tribal, state, and local health departments in areas with the highest rates of infant mortality to address birth defects, premature births, and other leading causes of infant death. Funds may be used for needs assessments, outreach, and systems to improve social, educational, and clinical services, including prenatal counseling and postpartum care.

Tyler Clementi Higher Education Anti-Harassment Act of 2023 This bill addresses harassment at institutions of higher education (IHEs). Specifically, the bill requires each IHE to include in its annual security report a statement of policy regarding harassment on the basis of a student's actual or perceived race, color, national origin, sex (including sexual orientation, gender identity, pregnancy, childbirth, a medical condition related to pregnancy or childbirth, a sex stereotype, and sex characteristics, including intersex traits), disability, or religion. In addition, the Department of Education may award grants to IHEs to initiate, expand, or improve programs to (1) prevent the harassment of students; (2) provide counseling or redress services to students who have been harassed or accused of subjecting other students to harassment; or (3) educate and train students, faculty, or staff to prevent harassment or address harassment if it occurs.

Pay Our Military Act This bill provides continuing appropriations for military pay for any period during which interim or full-year appropriations for FY2024 are not in effect (i.e., a government shutdown). Specifically, the bill provides FY2024 continuing appropriations for the pay and allowances of (1) members of the Armed Forces, including reserve components, who perform active service or inactive-duty training during the period; and (2) civilian employees and contractors of the Department of Defense (and the Department of Homeland Security in the case of the Coast Guard when the Coast Guard is not operating as a service in the Department of the Navy) who are providing support to such members of the Armed Forces. If a government shutdown occurs, the bill provides the continuing appropriations until the earlier of (1) the enactment into law of specified appropriations legislation, or (2) January 1, 2025.

Veteran Suicide Prevention Act This bill requires the Department of Veterans Affairs (VA) to complete a review of the deaths of all covered veterans who died by suicide during the five-year period preceding the enactment of this bill. Covered veterans are those who received VA hospital care or medical services during the five-year period preceding the death of the veteran. The VA shall report on the results of the review and make such report publicly available.

John R. Lewis Voting Rights Advancement Act of 2023 This bill establishes new criteria for determining which states and political subdivisions must obtain preclearance before changes to voting practices may take effect. Preclearance is the process of receiving preapproval from the Department of Justice (DOJ) or the U.S. District Court for the District of Columbia before making legal changes that would affect voting rights. A state and all of its political subdivisions shall be subject to preclearance of voting practice changes for a 10-year period if, during the previous 25 years: 15 or more voting rights violations occurred in the state; 10 or more violations occurred, at least 1 of which was committed by the state itself; or 3 or more violations occurred and the state administers the elections. A political subdivision as a separate unit shall also be subject to preclearance for a 10-year period if three or more voting rights violations occurred there during the previous 25 years. States and political subdivisions that meet certain thresholds regarding minority groups must preclear covered practices before implementation, such as redistricting. States and political subdivisions must notify the public of changes to voting practices. The bill authorizes DOJ to require states or political subdivisions to provide certain documents or answers to questions for enforcing voting rights. The bill outlines factors courts must consider when hearing challenges to voting practices, such as the extent of any history of official voting discrimination in the state or political subdivision.

Help Our Kelp Act This bill directs the National Oceanic and Atmospheric Administration (NOAA) to establish a grant program to fund projects to conserve, restore, or manage kelp forest ecosystems. (A kelp forest is a dense grouping of large brown algae which also serves as a habitat for marine life.) Eligible projects include those that address the greatest relative regional declines in kelp forest ecosystems, focus on kelp forest seeding and connectivity, or integrate Indigenous knowledge and cultural practices into the restoration and monitoring of kelp forest ecosystems. The bill specifies that members of the fishing industry, institutions of higher education, nonprofit organizations, Indian tribes, state agencies, and local governments are eligible to receive grants. The bill prohibits a grant from exceeding 85% of the total project cost. However, NOAA may waive this restriction in limited circumstances.

Pell Plus Act of 2023 This bill establishes the Pell Plus program to award an additional Federal Pell Grant (i.e., a Federal Pell Plus Grant), which shall be matched by the participating institution of enrollment, to eligible students. A student is eligible to receive a Federal Pell Plus Grant if the student (1) is enrolled in their first undergraduate course of study at a Pell Plus institution, (2) is maintaining progress toward completion of their course of study in no more than four academic years, and (3) has completed at least four semesters (or the equivalent) of such course of study. Further, the bill outlines the requirements for an institution to participate as a Pell Plus institution, including that the institution must notify students whether they are maintaining progress toward completion of their course of study. The bill directs the Department of Education (ED) to award a Federal Pell Plus Grant to an eligible student in an amount equal to the student's Federal Pell Grant award. If the student's combined Federal Pell Grant and Federal Pell Plus Grant exceed the cost of attendance, then ED must reduce the amount of the student's Federal Pell Plus Grant. The bill specifies that these Federal Pell Plus Grants must count toward current duration limits.

Humane Cosmetics Act of 2023 This bill generally prohibits animal testing in the evaluation of cosmetic products, and it prohibits the sale or transport of cosmetics developed using animal testing, subject to civil penalties. These prohibitions begin one year after enactment. The bill specifies exceptions to these prohibitions, including if such animal testing (1) is conducted outside the United States to comply with a foreign regulatory authority; (2) is pursuant to a specified finding that there are no nonanimal alternatives to test the safety of a potentially dangerous cosmetic product or ingredient; (3) is of a product or ingredient for a drug or device subject to regulation by the Food and Drug Administration (FDA); or (4) is required for a noncosmetic purpose pursuant to a state, federal, or foreign regulatory authority. Further, no animal-testing evidence may be used to establish the safety of a cosmetic product or ingredient that is regulated by the FDA after the effective date of this bill, subject to limited exceptions.

Building Unity through Dual Sponsors Resolution or the BUDS Resolution This bill permits two Members of the House of Representatives to jointly sponsor legislation if one is from the majority party and one is from the minority party. Under current House rules, only one Member may serve as the sponsor for a piece of legislation, though additional Members may serve as cosponsors.

Rural Telehealth and Education Enhancement Act of 2023 This bill reauthorizes the Distance Learning and Telemedicine Program through FY2028. This Department of Agriculture program provides grants to help rural communities gain the technology and training necessary to engage in telemedicine and distance learning.

Expanding the Voluntary Opportunities for Translations in Elections Act or the Expanding the VOTE Act This bill expands access to voting materials for individuals with limited proficiency in the English language. Section 203 of the Voting Rights Act of 1965 (VRA) requires covered states and political subdivisions to provide voting materials and other language assistance to persons who are American Indian, Asian American, Alaskan Natives, or of Spanish heritage and whose ability to speak or understand English limits electoral participation. A state or political subdivision that is subject to Section 203 is prohibited from providing English-only voting materials in an election. Among other requirements, this bill (1) requires the Department of Justice to issue a notice of prohibition, including the trigger threshold at which the prohibition applies, to certain states and political subdivisions; and (2) requires covered states and political subdivisions to provide written translations of all voting materials, with the consent of any applicable tribal government, to election workers. Additionally, the bill requires the Election Assistance Commission to make incentive grants for states and political subdivisions to provide translated voting materials. The bill also directs the Government Accountability Office to study and report on the impact of (1) reducing the threshold requirement under Section 203 of the VRA, and (2) expanding the definition of language minorities to include native speakers of additional languages.

Rural Economic-development Assistance and Consultation to Help Our Tribes Act or the REACH Our Tribes Act This bill requires certain actions, particularly by the Department of Agriculture (USDA), for tribal consultation, data reporting, and interagency collaboration for economic development. Specifically, the bill requires USDA to establish a formal process for consultation with tribal governments on (1) annual budget requests; and (2) bills proposing the reauthorization of certain USDA programs over a period of multiple years with budgetary impacts, including bills providing for the reauthorization of USDA programs (commonly known as farm bills). USDA must report to Congress on this consultation process. Additionally, the bill requires USDA to establish a plan for analyzing and publicly reporting to tribal entities on funding provided through USDA programs for which tribal entities are eligible to apply. The bill also requires USDA, in consultation with the Department of Housing and Urban Development and the U.S. Economic Development Administration, to establish an interagency task force on economic development programs. This task force must (1) review guidance and application requirements for economic development programs administered by USDA, and (2) develop interagency agreements to reduce administrative and planning burdens for applicants to such programs and the federal agencies administering such programs. The Department of Commerce must establish a working group to develop and regularly update a comprehensive and public repository of federal economic development programs that are available to tribal entities.

Supporting Equity for Aquaculture and Seafood Act or the SEAS Act This bill directs the Department of Agriculture (USDA) to increase support for aquaculture grants and assistance. (Aquaculture is the controlled breeding, rearing, and harvesting of fish, shellfish, and sea vegetables.) Specifically, the bill directs USDA to give aquaculture producers the same consideration as animal agriculture producers in awarding grants or other assistance. Further, USDA must ensure adequate and fair funding levels for aquaculture producers under USDA programs. USDA must also provide its staff with specific education and trainings on aquaculture. USDA must submit to Congress (1) an annual report that includes information on USDA seafood and aquaculture purchases and grants, and (2) a report on USDA's role in supporting aquaculture and the seafood industry. USDA must make competitive grants (e.g., to regional aquaculture centers or nonprofit organizations) to develop next generation technology to reduce pollution and fuel usage in the seafood and aquaculture industries. Further, Agriculture and Food Research Initiative program grants must address methods of increasing the survival rate and adaptability of shellfish, including resistance to heat, disease, salinity, and acidification. In addition, the federal crop insurance program (FCIP) must research and develop a policy to insure aquaculture products and the Federal Crop Insurance Corporation (the agency that finances FCIP operations) must establish a policy to insure aquaculture products.

Stillbirth Health Improvement and Education for Autumn Act of 2023 or the SHINE for Autumn Act of 2023 This bill authorizes grants and establishes other programs to improve data collection on stillbirths. Specifically, the Department of Health and Human Services (HHS) may award grants for surveillance and data collection on stillbirths, and HHS must issue guidelines for health departments and vital statistics units concerning the collection of stillbirth data. HHS must also develop educational awareness materials about stillbirths and make them publicly available. Furthermore, HHS must implement a fellowship program to provide training in perinatal autopsy pathology and otherwise support research on stillbirths and fetal autopsies. The bill also requires HHS to issue a report with educational guidelines on stillbirths and stillbirth risk factors.

Better Collaboration, Accountability, and Regulatory Enforcement for Animals Act of 2023 or the Better CARE for Animals Act of 2023 This bill modifies enforcement provisions under the Animal Welfare Act, including by allowing the Department of Justice (DOJ) to bring civil actions against violators of the act for appropriate relief, such as removing animals, revoking violators' licenses, or issuing civil penalties. DOJ must use the penalties to pay for the temporary care for animals pending the disposition of civil or criminal proceedings that allege violations of the act with respect to such animals.

Tax Fairness for Workers Act This bill allows an above-the-line tax deduction for union dues and expenses. (An above-the-line deduction is subtracted from gross income and is available whether or not a taxpayer itemizes other deductions.) The bill also reinstates the miscellaneous itemized tax deduction for unreimbursed expenses attributable to the performance of services as an employee (Under current law, all miscellaneous itemized deductions are suspended through 2025).

Break the Cycle of Violence Act This bill establishes federal grant programs and related entities to support violence intervention initiatives. Specifically, the bill directs the Department of Health and Human Services (HHS) to award grants for coordinated community violence intervention initiatives in communities disproportionately impacted by homicides and community violence. HHS must also establish several related entities, including an Office of Community Violence Intervention to administer programs and activities related to violence intervention; the Community Violence Intervention Advisory Committee to advise and assist the office and HHS; and the National Community Violence Response Center to provide training and technical assistance, coordinate research, and develop data collection policies. Additionally, the bill directs the Department of Labor to award grants for job training and workforce programs in communities disproportionately affected by gun violence to connect youth ages 16 to 24 to in-demand occupations.

Mental Health Professionals Workforce Shortage Loan Repayment Act of 2023 This bill reauthorizes through FY2032 and expands the Substance Use Disorder Treatment and Recovery Loan Repayment Program. Through this program, the Health Resources and Services Administration provides loan repayment assistance to individuals who agree to work for a period of time in the field of substance use disorder treatment. In particular, the bill expands eligibility to include individuals who agree to work in mental health professional shortage areas for a period of time. The bill also allows the use of the loan repayment assistance to repay any loan incurred to obtain a post-graduate degree in a mental health or related field. (Current law limits the loans eligible for repayment to loans for education and training for substance use disorder treatment employment and specified nursing and federal education loans.)

Conrad State 30 and Physician Access Reauthorization Act This bill modifies the Conrad 30 Waiver program, which incentivizes qualified foreign physicians to serve in underserved communities. It also extends statutory authority for the program for three years from this bill's enactment. Aliens coming to the United States under a J-1 nonimmigrant visa to receive medical training typically must leave the country and reside for two years abroad before being eligible to apply for an immigrant visa or permanent residence. The Conrad program waives this requirement for individuals who meet certain qualifications, including serving for a number of years at a health care facility in an underserved area. The bill increases the number of waivers that a state may obtain each fiscal year from 30 to 35 if a certain number of waivers were used the previous year, and provides for further adjustments depending on demand. An alien physician may be employed at an academic medical center to meet the Conrad program's employment requirements if the alien's work is in the public interest, even if the medical center is not in an underserved area. Employment contracts for alien physicians under the Conrad program shall contain certain information, such as the maximum number of on-call hours per week the physician shall have to work. Certain alien physicians (along with the physician's spouse and children) shall be exempt from the direct annual numerical limits on immigration, including those physicians that have met certain requirements related to visas for physicians to serve in underserved areas.

9-8-8 Implementation Act of 2023 This bill modifies programs and activities that support access to behavioral health services, with a focus on crisis services and the 9-8-8 telecommunication system that provides callers with mental health or suicide crisis support and resources. For example, the bill establishes a national suicide prevention media campaign and grant programs to support crisis call centers and the behavioral health workforce. It also requires the Department of Health and Human Services to convene a panel to develop recommendations for 9-1-1 dispatchers on how respond to callers experiencing behavioral health crises, including with respect to utilizing the 9-8-8 system. The bill also expands coverage under Medicare, Medicaid, the Children's Health Insurance Program (CHIP), private insurance, and insurance programs for members of the Armed Forces, veterans, and federal employees to include crisis response services.

ACES Act This bill requires the Department of Veterans Affairs to enter into an agreement with the National Academies of Sciences, Engineering, and Medicine to study and report on the prevalence and mortality of cancers among veterans who served on active duty as aircrew members and regularly flew in fixed-wing aircraft.

Scientific Integrity Act This bill revises provisions regarding the release of scientific research results by federal agencies. Each agency that funds, conducts, or oversees scientific research must (1) adopt and enforce a scientific integrity policy that includes certain requirements, such as restricting scientific conclusions from being based on political considerations; and (2) submit such policy to the Office of Science and Technology Policy (OSTP) for approval. Agencies must make their policies public, submit them to Congress, and periodically update them with OSTP's approval. The Government Accountability Office shall review implementation of the policies. Each agency shall (1) appoint a Scientific Integrity Officer, (2) establish a process for dispute resolution consistent with the scientific integrity policy, and (3) establish a specified training program for current and new employees.

Indian Programs Advance Appropriations Act of 2023 This bill authorizes advance appropriations for several covered appropriations accounts of (1) the Bureau of Indian Affairs and the Bureau of Indian Education within the Department of the Interior, and (2) the Indian Health Service within the Department of Health and Human Services. The advance appropriations provide new budget authority that first becomes available for the first fiscal year after the budget year. The covered accounts within the Bureau of Indian Affairs are (1) Operation of Indian Programs, (2) Contract Support Costs, (3) the Indian Guaranteed Loan Program, (4) Construction, and (5) Payments for Tribal Leases. The covered accounts within the Bureau of Indian Education are (1) Operation of Indian Education Programs, and (2) Education Construction. The covered accounts within the Indian Health Service are (1) Indian Health Services, (2) Contract Support Costs, (3) Payments for Tribal Leases, and (4) Indian Health Facilities. The bill also requires the President's budget and the supporting documents submitted to Congress to include detailed estimates related to the advance appropriations.

Treat and Reduce Obesity Act of 2023 This bill expands Medicare coverage of intensive behavioral therapy for obesity. Specifically, the bill allows coverage for therapy that is provided by (1) a physician who is not a primary care physician; or (2) other health care providers (e.g., physician assistants and nurse practitioners) and approved counseling programs, if provided upon a referral from, and in coordination with, a physician or primary care practitioner. Currently, such therapy is covered only if provided by a primary care practitioner. The bill also allows coverage under Medicare's prescription drug benefit of drugs used for the treatment of obesity or for weight loss management for individuals who are overweight.
