Global Food Security Act of 2013 - Directs the President to designate an individual to serve as the Special Coordinator for Food, Nutrition, and Agricultural Development to: (1) advise the President on global food security, nutrition security, and agricultural development; and (2) ensure coordination of related U.S. programs. Makes the U.S. Agency for International Development (USAID) the lead agency in implementing a comprehensive food security, nutrition security, and agricultural development strategy. Sets forth the elements of such strategy. Amends the Foreign Assistance Act of 1961 to revise bilateral agriculture, rural development, and nutrition assistance programs.

CLEANER Act of 2013 or the Closing Loopholes and Ending Arbitrary and Needless Evasion of Regulations Act of 2013 - Amends the Solid Waste Disposal Act, with respect to the regulation of wastes associated with the exploration, development, or production of crude oil, natural gas, or geothermal energy, to require the Administrator of the Environmental Protection Agency (EPA), within one year, to: determine whether drilling fluids, produced waters, and other wastes associated with such activities meet the criteria promulgated for the identification or listing of hazardous waste; identify or list as hazardous waste any of such energy-associated wastes that the Administrator determines meet the identification or listing criteria; and promulgate regulations regarding standards applicable to generators, transporters, and owners and operators of facilities for the treatment, storage, or disposal of wastes described under this Act (except that the Administrator may modify the requirements for such regulations to consider such wastes' special characteristics so long as the requirements protect human health and the environment). Directs the Administrator to promulgate revisions of the criteria regarding sanitary landfills and practices of open dumping for facilities that receive the energy-associated wastes described under this Act not identified as hazardous waste. Requires such revisions to: be those necessary to protect human health and the environment, allowing consideration of the practicable capability of such facilities; and include, at minimum, groundwater monitoring as necessary to detect contamination, criteria for the acceptable location of new or existing facilities, and provision for corrective action and financial assurance.

Conservation Easement Incentive Act of 2013 - Amends the Internal Revenue Code to make permanent the tax deduction for charitable contributions by individuals and corporations of real property interests for conservation purposes.

Housing Assistance Efficiency Act - Amends the McKinney-Vento Homeless Assistance Act to allow (in addition to a state, local government, or public housing agency) a private nonprofit organization to administer permanent housing rental assistance provided through the Continuum of Care Program under the Act. Requires the Secretary of Housing and Urban Development (HUD), at least once (currently, twice) during each fiscal year, to reallocate any housing assistance provided from the Emergency Solutions Grants Program that is unused or returned or that becomes available after the minimum allocation requirements under the Act.

Homeless Veterans Assistance Fund Act of 2013 - Amends the Internal Revenue Code to: (1) establish in the Treasury the Homeless Veterans Assistance Fund; and (2) allow individual taxpayers to designate on their tax returns a specified portion (not less than $1) of any overpayment of tax, and to make a contribution of an additional amount, to be paid over to such Fund to provide services to homeless veterans.

Education for All Act of 2013 - Amends the Foreign Assistance Act of 1961 to state that it is U.S. policy to work with foreign countries and international and civil society organizations to achieve universal basic education by: (1) assisting developing countries and nongovernmental and multilateral organizations to provide all children with a quality basic education, and (2) promoting education as the foundation for communities' development. Directs the President to develop a comprehensive U.S. strategy to promote quality universal basic education. Authorizes the President to provide funds and other assistance to qualifying foreign countries to create the policies, processes, and infrastructure to develop national basic quality education plans. Directs the Administrator of the U.S. Agency for International Development (USAID) to designate a Coordinator of United States Government Actions to Provide Basic Education Assistance who shall have primary responsibility for the oversight and coordination of all U.S. government resources and international activities to promote quality universal basic education.

Global Democracy Promotion Act - States that, with respect to eligibility for assistance under part I of the Foreign Assistance Act of 1961, foreign nongovernmental organizations shall not be ineligible for such assistance solely on the basis of health or medical services provided by such organizations with non-U.S. government funds if such services do not violate the laws of the country in which they are being provided and would not violate U.S. federal law if provided in the United States. Declares in addition that foreign nongovernmental organizations shall not be subject to requirements relating to the use of non-U.S. government funds for advocacy and lobbying activities other than those that apply to U.S. nongovernmental organizations receiving assistance under part I of such Act.

Energy Savings Through Public-Private Partnerships Act of 2013 - Amends the National Energy Conservation Policy Act to direct each federal facility energy manager to consider, not later than two years after completion of a comprehensive energy and water evaluation of a federal agency's facilities: (1) implementing any energy- or water-saving or conservation measure that the agency identified in the evaluation that is life cycle cost-effective, and (2) bundling individual measures of varying paybacks together into combined projects. (Under current law, the energy manager is not required to consider such actions.) Requires the energy manager, as part of the Web-based compliance certification system, to provide reasons for not implementing life cycle cost-effective measures. Requires each agency to: (1) use the benchmarking systems selected or developed for the agency under the Act to track energy savings realized by the agency through the implementation of energy- or water-saving or conservation measures and submit information regarding such savings for publication on a website of the Department of Energy (DOE), and (2) consider using energy savings performance or utility energy service contracts to implement such measures. Establishes a goal of entering into energy savings performance contracts or utility energy service contracts equal to $1 billion in each year during the 5-year period beginning on January 1, 2014. Requires each agency to report annually to DOE, and DOE to report to Congress, on progress towards achieving such goal.

Buy Smarter and Save Act of 2013 - Directs the President to establish: (1) an annual government-wide goal to procure goods and services using strategic sourcing, and (2) an annual government-wide goal for savings from the use of strategic sourcing. Defines "strategic sourcing" as a structured and collaborative process of critically analyzing an organization's spending patterns to better leverage its purchasing power, reduce costs, and improve overall value and performance. Directs the Director of the Office of Management and Budget (OMB) to: (1) issue guidance to executive agencies for implementing the strategic sourcing goals established by this Act, and (2) report on spending for goods and services that was strategically sourced and the extent of the savings realized. Directs the Departments of Defense (DOD), Homeland Security (DHS), Energy (DOE), Veterans Affairs (VA), and Health and Human Services (HHS), and the National Aeronautics and Space Administration (NASA), the General Services Administration (GSA), and the Small Business Administration (SBA) to take certain actions to support strategic sourcing, including establishing department wide-goals and savings targets for strategic sourcing efforts and a strategic sourcing accountability official. Directs the Comptroller General (GAO) to: (1) conduct studies on contract utilization fees and on establishing strategic sourcing initiative contract vehicles, and (2) assess and report on the performance of executive agencies in implementing the strategic sourcing goals required by this Act and the amounts saved through the use of strategic sourcing.

Veterans and Servicemembers Employment Rights and Housing Act of 2013 - Prohibits employment practices that discriminate based on an individual's military service and amends the Fair Housing Act and the Civil Rights Act of 1968 to prohibit housing discrimination against members of the uniformed services. Declares that it shall be an unlawful employment practice for an employer to fail to hire, to discharge, or to otherwise discriminate against individuals because of their military service. Prohibits employers, employment agencies, labor organizations, and job training programs from engaging in specified practices that adversely affect an applicant or employee because of such service. Exempts certain hiring and employment practices from being considered unlawful if the occupancy of the position is subject to national security requirements that an individual does not fulfill. Permits an employer to apply different standards of compensation or terms of employement pursuant to a bona fide seniority or merit system, a system which measures earnings by quantity or quality of production or to employees who work in different locations, or a professionally developed ability test. Declares that an unlawful employment practice based on disparate impact is established only if: (1) the complaining party demonstrates that a respondent uses a particular employment practice that causes a disparate impact on the basis of military service and the respondent fails to demonstrate that the challenged practice is job-related and consistent with business necessity, or (2) the complaining party makes a demonstration with respect to an alternative employment practice and the respondent refuses to adopt such practice. Prohibits business necessity from being used as a defense against a claim of intentional discrimination. Declares that an unlawful employment practice is established when the complaining party demonstrates that military service was a motivating factor for any employment practice, even though other factors also motivated such practice. Grants enforcement powers, remedies, and procedures under the Civil Rights Act of 1964 to the Equal Employment Opportunity Commission (EEOC), Attorney General (DOJ), and persons alleging such discrimination. Amends the Fair Housing Act to prohibit housing discrimination against a member of the uniformed services with respect to: (1) the sale or rental of housing, (2) residential real estate-related transactions, and (3) the provision of brokerage services. Prohibits religious organizations engaging in housing transactions from giving preferences to persons of the same religion in cases where membership in such religion is restricted to persons who are not members of the uniformed services. Amends the Civil Rights Act of 1968 to impose a fine, imprisonment, or both on persons who violate prohibitions on housing discrimination under such Act against members of the uniformed services.

Sequestration Tied to Member Pay (STOMP) Act of 2013 - Amends the Legislative Reorganization Act of 1946 with respect to the annual rate of compensation of Members of Congress. Requires that if, during either of the two most recent fiscal years ending before a Congress, the effective annual rate of pay of federal employees is reduced because of a sequestration-related furlough, the annual rate of pay otherwise applicable for Members during the Congress be reduced by a percentage equal to the average percentage reduction in the effective annual rate of pay during the fiscal years for all federal employees. Requires the Director of the Office of Personnel Management (OPM), by December 15 of each even-numbered year, to determine and publish the percentage (if any) by which the Members' annual rate of pay otherwise applicable shall be reduced during the next Congress.

Amends the Congressional Budget and Impoundment Control Act of 1974 to require the Director of the Congressional Budget Office (CBO), upon a request by the chairman or ranking minority member of specified congressional committees, to determine if a proposed measure would result in reductions in budget outlays in budgetary outyears through the use of preventive health and preventive health services. Requires CBO, if the measure would result in such substantial reductions, to include in any CBO projection a description and estimate of such reductions and a description of the basis for such conclusions. Authorizes CBO to prepare a budget projection that includes some or all of the budgetary outyears.

Revitalizing the Economy of Fisheries in the Pacific Act or the REFI Pacific Act - Directs the Secretary of Commerce (upon receipt of such assurances as the Secretary considers appropriate to protect the interests of the United States) to issue a loan to refinance the existing debt obligation funding the fishing capacity reduction program for the West Coast groundfish fishery implemented under the Department of Commerce and Related Agencies Appropriations Act, 2003. Requires such loan to have a maturity that expires 45 years after the date of issuance, subject to extension if there is an outstanding balance after such period. Prohibits the fee with respect to such loan from exceeding 3% of the ex-vessel value of the harvest from each fishery for which the loan is issued. Sets forth requirements for direct loan interest rates, subloans, and the calculation of the ex-vessel landing fee to be collected for payment of such loan.

Marijuana Businesses Access to Banking Act of 2013 - Prohibits a federal banking regulator from: (1) terminating or limiting the deposit insurance of a depository institution solely because it either provides or has provided financial services to a marijuana-related legitimate business; or (2) prohibiting, penalizing, or otherwise discouraging a depository institution from providing financial services to a marijuana-related legitimate business. Prohibits a federal banking regulator, in addition, from recommending, motivating, providing incentives, or encouraging a depository institution not to offer financial services to an individual, or to downgrade or cancel financial services offered to an individual, solely because the individual: (1) is or later becomes a manufacturer, producer, owner or operator of a marijuana-related legitimate business; or (2) the depository institution was not aware that the individual is the owner or operator of a marijuana-related legitimate business. Prohibits a federal banking regulator from taking any action on a loan to an owner or operator of: (1) a marijuana-related legitimate business, or (2) real estate or equipment that is leased to a marijuana-related legitimate business. Grants immunity from federal criminal prosecution or investigation to a depository institution providing financial services to a marijuana-related legitimate business. Prohibits the Secretary of the Treasury from requiring a depository institution, and any director, officer, employee, or agent of a depository institution, to report a transaction as suspicious solely because a party to the transaction is a marijuana-related legitimate business.

National Aeronautics and Space Administration Authorization Act of 2013 - Authorizes appropriations for FY2014-FY2016 for the National Aeronautics and Space Administration (NASA). Authorizes NASA and NASA-related programs, activities and reports, including those with regard to human exploration, the Space Launch System and the Orion multipurpose crew vehicle, space radiation, the International Space Station (ISS), commercial crew transportation, the James Webb Space Telescope, the Wide-Field Infrared Survey Telescope, radioisotope thermoelectric generators, land imaging remote sensing data, aeronautics research, project and program reserves, NASA education programs, astronaut occupational health care, and near-Earth objects. Establishes a space technology program.

Medicare Respiratory Therapist Access Act of 2013 - Amends title XVIII (Medicare) of the Social Security Act to provide Medicare coverage of pulmonary self-management education and training services furnished by a qualified respiratory therapist in a physician practice to patients with chronic lung disease (chronic obstructive pulmonary disease [COPD], including emphysema and bronchitis, as well as asthma, pulmonary hypertension, pulmonary fibrosis, and cystic fibrosis).

Amends the FAA Modernization and Reform Act of 2012, with respect to rollovers to a traditional or Roth individual retirement account (IRA) of payments to qualified airline employees in commercial airline carrier bankruptcy cases, to: (1) extend the period for filing a claim for refund of an overpayment of tax resulting from the receipt of such payments (i.e., by the later of April 15, 2015, or the expiration of the limitation period for filing refund claims); (2) modify the definition of "airline payment amount" to include payments in an airline carrier bankruptcy case filed after September 11, 2001, and before January 1, 2007, or on November 29, 2011; and (3) modify the definition of "qualified airline employee" to include an employee who was a participant in a defined benefit plan maintained by an airline carrier that was frozen effective November 1, 2012.

21st Century Health Care for Heroes Act - Amends the Wounded Warrior Act to direct the Secretaries of Defenseand Veterans Affairs, in implementing electronic health record systems that provide for the full interoperability of personal health care information between the Department of Defense (DOD) and Department of Veterans Affairs (VA), to ensure that: (1) a health data authoritative source is created within 180 days, (2) the ability of patients of both Departments to download their medical records is achieved within 365 days, (3) seamless integration of personal health care information between the Departments is achieved within 365 days, (4) standardization of health care data of the Departments is achieved within 365 days, (5) acceleration of the exchange of real-time data between the Departments is achieved within 365 days, (6) the upgrade of the graphical user interface to display the new standardized health care data of the Departments is achieved within 365 days, (7) incoming members of the Armed Forces and their dependents may elect to receive an electronic copy of their health care records beginning not later than October 1, 2014, and (8) current members of the Armed Forces and their dependents may elect to receive an electronic copy of their health care records beginning not later than October 1, 2015. Requires such Secretaries to study the feasibility of establishing a secure, remote, and network-accessible computer storage system (commonly referred to as cloud storage) to: (1) provide members of the Armed Forces and veterans the ability to upload their health care records, and (2) allow DOD and VA medical providers to access such records.

Planting STEM in the Classroom Act - Directs the Office of Personnel Management (OPM) to develop a policy to: (1) encourage federal employees engaged in STEM (science, technology, engineering, and mathematics) activities to volunteer in STEM education activities by providing them with the administrative leave and support they need to do so; and (2) support increased communication and partnerships between federal scientists and engineers and elementary and secondary schools and teachers through volunteerism in STEM education activities. Requires each federal science agency to report to Congress on efforts it will make to promote widespread public understanding of career opportunities in the STEM fields specific to the workforce needs of that agency.

Electrify Africa Act of 2013 - Directs the President to establish a multiyear strategy to assist countries in sub-Saharan Africa develop an appropriate mix of power solutions to provide sufficient electricity access to people living in rural and urban areas in order to alleviate poverty and drive economic growth. Expresses the sense of Congress that the U.S. Agency for International Development (USAID) should: (1) prioritize where loan guarantees to African financial institutions would facilitate involvement in African power projects, and where partnerships and grants would increase access to electricity; and (2) consider providing grants to develop national, regional, and local energy and electricity policy plans, and expand electricity access to the poorest. Urges: (1) the Secretary of the Treasury to use U.S. influence at each institution in the World Bank Group and the African Development Bank to encourage power sector and electrification investments in sub-Saharan Africa, (2) the Overseas Private Investment Corporation (OPIC) to prioritize investment in the electricity sector of sub-Saharan Africa, and (3) the Trade and Development Agency to promote U.S. private sector participation in energy sector development projects in sub-Saharan Africa.

Computer Science Education Act of 2013 - Amends title IX (General Provisions) of the Elementary and Secondary Education Act of 1965 to define "computer science" as the study of computers and algorithmic processes, including the study of computing principles, computer hardware and software design, computer applications, and the impact of computers on society. Makes computer science a core academic subject. Includes computer science teachers in professional development activities.

Veteran Spouses Equal Treatment Act - Amends the definition of "spouse" for purposes of veterans' benefits provisions to require an individual to be considered a spouse if the marriage of the individual is valid in the state in which the marriage was entered into or, in the case of a marriage entered into outside any state, if the marriage is valid in the place in which the marriage was entered into and the marriage could have been entered into in a state. Includes as a state the District of Columbia, the Commonwealths of Puerto Rico and the Northern Mariana Islands, and U.S. territories and possessions.

National Infrastructure Development Bank Act of 2013 - Establishes the National Infrastructure Development Bank as a wholly owned government corporation. Makes the Bank's Board of Directors responsible for monitoring and overseeing energy, environmental, telecommunications, and transportation infrastructure projects. Authorizes the Board to: (1) make senior and subordinated direct loans and loan guarantees to assist in the financing or refinancing of an infrastructure project, (2) issue public benefit bonds and provide financing to infrastructure projects, and (3) pay an interest subsidy to the issuer of American Infrastructure Bonds. Requires the Board to establish an Executive Committee, headed by the chief executive officer, to establish requirements and make recommendations for project proposals to be considered for financial assistance. Requires the Bank to establish a Risk Management Committee, headed by the chief risk officer, which shall: (1) create financial, credit, and operational risk management guidelines for the Bank; (2) set guidelines to ensure diversification of lending activities by both geographic region and infrastructure project type; (3) create conforming standards for all financial assistance provided by the Bank; (4) monitor financial, credit, and operational exposure of the Bank; (5) provide financial recommendations to the Board; and (6) ensure that the aggregate amount of interest subsidies provided for American Infrastructure Bonds in a given calendar year do not exceed 28% of interest payable under all such Bonds. Requires the Bank to establish an audit committee, headed by a chief compliance officer, to be responsible for auditing and accounting activities. Requires the Board to approve criteria established by the Executive Committee, with public input, for determining project eligibility for financial assistance. Sets forth criteria to be considered by the Board for each type of infrastructure project. Requires the Executive Committee to conduct an analysis that considers the economic, environmental, and social benefits and costs of each project under consideration, prioritizing projects that contribute to economic growth, lead to job creation, and are of regional or national significance. Requires any financial assistance for an infrastructure project to be repayable from dedicated revenue sources that also secure the infrastructure project obligations. Limits the amount of assistance under this Act to 50% of reasonably anticipated project costs. Exempts all bonds issued by the Bank, and the interest on or credits with respect to such bonds, from state or local government taxation. Sets forth requirements regarding compliance of assisted projects with wage rate, domestic content, and buy American statutes. Requires the Board to establish an American Infrastructure Bond program. Establishes in the Treasury the National Infrastructure Development Bank Trust Fund into which an amount estimated to equal the tax receipts attributable to interest payable under such Bonds is to be appropriated.

Home Health Care Planning Improvement Act of 2013 - Amends title XVIII (Medicare) of the Social Security Act to revise conditions of and limitations on payment for home health care services. Allows payment for home health services to Medicare beneficiaries by: (1) a nurse practitioner, (2) a clinical nurse specialist working in collaboration with a physician in accordance with state law, (3) a certified nurse-midwife, or (4) a physician assistant under a physician's supervision.

Respect for Marriage Act - Amends the Defense of Marriage Act to repeal a provision that prohibited a state, territory, possession, or Indian tribe from being required to recognize any public act, record, or judicial proceeding of any other state, territory, possession, or tribe respecting a same sex marriage. Amends the federal rules of construction added by such Act concerning the definitions of "marriage" and "spouse" to provide that, for purposes of any federal law in which marital status is a factor, an individual shall be considered married if that individual's marriage is valid in the state where the marriage was entered into or, in the case of a marriage entered into outside any state, if the marriage is valid in the place where entered into and the marriage could have been entered into in a state. Removes the definition of "spouse" (currently, a person of the opposite sex who is a husband or a wife).

Duplication Elimination Act of 2013 - Requires the President, within 90 days after publication of the annual Government Accountability Office (GAO) report on duplication, consolidation, and elimination of duplicative government programs, to send Congress a proposed joint resolution accompanied by a special message specifying: any recommendations outlined in the GAO report that are excluded from the proposed joint resolution; in detail why they were excluded; and the outlined GAO recommendations included in the proposed joint resolution. Limits the proposed joint resolution to one that: (1) makes legislative changes needed to carry out the recommendations contained in the GAO report for a year that the President did not exclude, and (2) requires that any savings attributable to the legislative changes be transferred to the General Fund of the Treasury and be used to reduce the deficit. Sets forth procedures for expedited congressional consideration of the proposed joint resolution.

American Super Computing Leadership Act - Amends the Department of Energy High-End Computing Revitalization Act of 2004 with respect to: (1) exascale computing (computing system performance at or near 10 to the 18th power floating point operations per second); and (2) a high-end computing system with performance substantially exceeding that of systems commonly available for advanced scientific and engineering applications. Directs the Secretary of Energy (DOE) to: (1) coordinate the development of high-end computing systems across DOE; (2) partner with universities, National Laboratories, and industry to ensure the broadest possible application of the technology developed in the program to other challenges in science, engineering, medicine, and industry; and (3) include among the multiple architectures researched, at DOE discretion, any computer technologies that show promise of substantial reductions in power requirements and substantial gains in parallelism of multicore processors, concurrency, memory and storage, bandwidth, and reliability. Repeals authority for establishment of at least one High-End Software Development Center. Directs the Secretary to conduct a coordinated research program to develop exascale computing systems to advance DOE missions. Requires establishment through competitive merit review of two or more DOE National Laboratory-industry-university partnerships to conduct integrated research, development, and engineering of multiple exascale architectures. Requires the Secretary to conduct mission-related co-design activities in developing such exascale platforms. Defines "co-design" as the joint development of application algorithms, models, and codes with computer technology architectures and operating systems to maximize effective use of high-end computing systems. Directs the Secretary to develop any advancements in hardware and software technology required to realize fully the potential of an exascale production system in addressing DOE target applications and solving scientific problems involving predictive modeling and simulation and large-scale data analytics and management. Requires DOE also to explore the use of exascale computing technologies to advance a broad range of science and engineering. Directs the Secretary to submit to Congress an integrated strategy and program management plan. Requires the Secretary, before initiating construction or installation of an exascale-class computing facility, to transmit to Congress a separate plan detailing: (1) the proposed facility's cost projections and capabilities to significantly accelerate the development of new energy technologies; (2) technical risks and challenges that must be overcome to achieve successful completion and operation of the facility; and (3) an independent assessment of the scientific and technological advances expected from such a facility relative to those expected from a comparable investment in expanded research and applications at terascale-class and petascale-class computing facilities, including an evaluation of where investments should be made in the system software and algorithms to enable these advances.

Tax Parity for Health Plan Beneficiaries Act of 2013 - Amends the Internal Revenue Code to: (1) exclude from an employee's gross income employer-provided accident and health plan benefits extended to a domestic partner or non-dependent, non-spouse beneficiary eligible to receive such benefits under an employer plan (i.e., "eligible beneficiary"); (2) exempt such benefits paid to eligible beneficiaries from otherwise applicable employment and unemployment taxes; (3) allow self-employed individuals a tax deduction for the health insurance costs of their eligible beneficiaries; (4) allow tax-exempt voluntary employees' beneficiary associations to provide sick and accident benefits to the domestic partners and non-dependent, non-spouse beneficiaries of their members; (5) allow reimbursement of the medical expenses of an eligible beneficiary from a health savings account (HSA); and (6) extend tax-exempt medical benefits to the eligible beneficiaries of retired employees Directs the Secretary of the Treasury to provide guidance relating to reimbursements from a flexible spending arrangement and a health reimbursement arrangement attributable to an eligible beneficiary as defined by this Act.

Women's Preventive Health Awareness Campaign - Amends the Public Health Service Act to direct the Secretary of Health and Human Services (HHS) to: (1) provide for the planning and implementation of a national public outreach and educational campaign to raise public awareness, including provider awarenesss, of women's preventive health; and (2) establish a national media campaign and maintain and update an appropriate Internet website as part of such campaign.

Recognizes the importance of ensuring that: (1) guaranteed loans, including microloans and venture capital, are made available to all qualified small businesses; (2) management assistance programs delivered by SBA resource partners are provided with the federal resources necessary to provide invaluable counseling services to entrepreneurs; (3) SBA small business disaster assistance is provided in a timely and efficient manner; (4) affordable Internet access is available to all people in the United States so that small businesses can utilize such access; (5) regulatory relief is provided to small businesses through the reduction of duplicative or unnecessary regulatory requirements; and (6) leveling the playing field for small business contracting opportunities remains a primary focus.

Next STEP Act of 2013 - Amends the Small Business Act to provide for the permanent establishment of the three-year pilot State Trade and Export Promotion Grant Program originally established under the Small Business Jobs Act of 2010. Requires the Associate Administrator for International Trade within the Small Business Administration (SBA) to establish and maintain a public website of information concerning the Program. Sets forth expanded reporting requirements.

Wireless Tax Fairness Act of 2013 - Prohibits states or local governments from imposing any new discriminatory tax on mobile services, mobile service providers, or mobile service property (i.e., cell phones) for five years after the enactment of this Act. Defines "new discriminatory tax" as a tax imposed on mobile services, providers, or property that is not generally imposed on other types of services or property, or that is generally imposed at a lower rate, unless such tax was imposed and actually enforced prior to the date of enactment of this Act. Amends the federal judicial code to grant jurisdiction to federal district courts to grant injunctive and other appropriate relief to prevent, restrain, or terminate any acts in violation of this Act. Requires the Comptroller General (GAO) to conduct a study of the impact of state and local taxes on mobile services, providers, or property on the costs consumers pay for mobile services.

Preventing and Reducing Improper Medicare and Medicaid Expenditures Act of 2013 or PRIME Act of 2013 - Amends part D (Prescription Drug Benefits) of title XVIII (Medicare) of the Social Security Act (SSA) to direct the Secretary of Health and Human Services (HHS) to prohibit sponsors of prescription drug plans (PDPs) from paying claims for prescription drugs that do not include the valid National Provider Identifier for the drug's prescriber. Requires the Secretary's annual report to Congress on the use of recovery audit contractors under the Medicare Integrity Program to: (1) describe the types and financial cost of improper payment vulnerabilities identified by recovery audit contractors and how the Secretary is addressing them, and (2) assess the effectiveness of changes made to Medicare payment policies and procedures in order to address those vulnerabilities. Requires the Secretary to address improper payment vulnerabilities in a timely manner, prioritized based on the risk to the Medicare program. Authorizes the Secretary, under recovery audit contracts under both Medicare and Medicaid (SSA title XIX), to retain a certain portion of the recovered amounts for a program management account for activities addressing problems that contribute to improper payments and fraud. Requires the Secretary, under such contracts, to retain an additional 5% of the recovered amounts to be made available to the HHS Inspector General to investigate improper payments or audit internal controls associated with Medicare or Medicaid payments. Directs the Secretary to develop a plan to revise the incentive program under the Health Insurance Portability and Accountability Act of 1996 for the reporting of fraud and abuse to encourage greater participation by individuals reporting Medicare fraud and abuse. Requires the plan to include certain recommendations for: (1) ways to enhance rewards for individuals reporting, and (2) extention of the incentive program to the Medicaid program. Amends SSA title XIX to cover the costs of equipment, salaries and benefits, and travel and training in appropriations for the Medicaid Integrity Program. Allows the Secretary to increase Centers for Medicare and Medicaid Services (CMS) staff whose duties consist solely of protecting the integrity of the Medicare program by a number determined necessary to carry out the Program (currently, by 100). Directs the Secretary to provide incentives for Medicare administrative contractors to reduce the improper payment error rates in their jurisdictions. Requires imprisonment for up to 10 years or a fine of up to $500,000 ($1 million in the case of a corporation), or both, for knowingly, intentionally, and with the intent to defraud purchasing, selling, distributing, or arranging for the purchase, sale, or distribution of a Medicare, Medicaid, or CHIP beneficiary identification number or billing privileges under SSA titles XVIII, title XIX, or title XXI (Children's Health Insurance Program). Amends SSA title IV part D (Child Support and Establishment of Paternity) with respect to the Federal Parent Locator Service to give the CMS Administrator access to information in the National Directory of New Hires to determine the eligibility of an applicant for, or enrollee in, the Medicare program or an applicable state health subsidy program under the Patient Protection and Affordable Care Act (PPACA). Requires the Secretary to disclose to the HHS Inspector General information on individuals and their employers in the National Directory of New Hires if the HHS Inspector General gives the Secretary their names and Social Security account numbers. Restricts the use of such information to: (1) determining the eligibility of an applicant for, or enrollee in, the Medicare program or an applicable state health subsidy program; or (2) evaluating the integrity of such programs. Sets forth rules for the use and disclosure of such information by state agencies. Directs the Secretary to establish a plan to encourage and facilitate the participation of states in the Medicare-Medicaid Data Match Program (Medi-Medi Program). Revises Medi-Medi Data Match Program purposes. Amends SSA title XIX, as amended by PPACA, and XXI with respect to claims processing and detection of fraud within the Medicaid and CHIP programs.

Local Taxpayer Relief Act - Amends the Impact Aid Improvement Act of 2012 to make permanent amendments that Act made to the Impact Aid program (which compensates local educational agencies [LEAs] for the financial burden of federal activities affecting their school districts) that: require the valuation of the federal property located within the boundaries of an LEA by calculating the valuation, for property tax purposes, of all property within the LEA's boundaries and then multiplying that value by the proportion of that property that is federal property; alter the formula for determining the foundation payments due LEAs for federal ownership of property when appropriations for a fiscal year are insufficient to provide them with full compensation; alter the formula for determining the payments due LEAs for eligible federally-connected children who are displaced from federal property or Indian lands due to housing renovation or rebuilding; and direct the Secretary of Education to complete Impact Aid payments to eligible LEAs within three fiscal years of their appropriation. Amends the Impact Aid program of the Elementary and Secondary Education Act of 1965 to alter the formula for determining the payments due LEAs for eligible federally-connected children. Includes not only children in average daily attendance but also those enrolled pursuant to a state open enrollment policy. Continues an LEA's eligibility for such payments while activities associated with military base closures and realignments or force structure changes or relocations are ongoing. Allows the calculation of such payments using current student counts instead of prior fiscal year data when LEAs experience a specified influx of new federally-connected students due to federal activities or the closure of an LEA that was receiving Impact Aid due to federally-connected children. Requires the Secretary to allow LEAs to count their federally-connected children using the date they register their students for the fiscal year for which their application is filed. Alters the formula for determining the construction payments due LEAs that are eligible for other Impact Aid payments. Divides 80% of the construction funds evenly between LEAs impacted by military dependent children and LEAs impacted by children residing on Indian lands, with the remainder reserved for emergency repair and modernization grants to LEAs serving Indian lands or experiencing a specified influx of new students due to federal activities. Alters the formula for determining whether a state's plan for equalizing assistance to its LEAs will except it from the prohibition on state aid to LEAs being affected by Impact Aid payments. Requires new LEAs applying for Impact Aid to have boundaries established by state law and the authority to tax or receive an imputed local tax. Reauthorizes appropriations for the Impact Aid program.

Disabled Military Child Protection Act of 2013 - Authorizes monthly annuity payments under the Survivor Benefit Plan (SBP) to a supplemental or special needs trust established for the sole benefit of a disabled dependent child who is incapable of self-support because of mental or physical incapacity.

Spending Reduction Act - Requires the head of each executive agency to submit to the President and Congress a report on the implementation of recommendations made by specified Government Accountability Office (GAO) reports on reducing duplication in government programs, achieving savings, and enhancing revenue. Requires: (1) such agency reports to include recommendations by the agency heads for actions that should be taken as a result of such GAO reports; and (2) agency heads to begin implementation of such recommendations in order to eliminate, consolidate, streamline, or better coordinate government programs and agencies with duplicative, overlapping, or fragmented missions identified in the GAO reports, unless Congress enacts a joint resolution disapproving them.

Make Every Small Business Count Act of 2013 - Amends the Small Business Act provisions relating to federal agency contracting and subcontracting goals with respect to small businesses to allow prime contractors under a subcontracting plan pertaining to a single contract to receive credit under such goals for using small businesses as first tier subcontractors or at any tier under such plan. Allows the prime contractor, if the subcontracting goals pertain to more than one contract with one or more federal agencies or to one contract with more than one federal agency, to count only first tier subcontractors that are small businesses. Directs the Comptroller General of the United States to submit to the congressional small business committees a report studying the feasibility of using federal subcontracting reporting systems to attribute subcontractors to particular contracts in the case of contractors that have subcontracting plans that pertain to multiple contracts with federal agencies.

Directs the Speaker of the House of Representatives and the President Pro Tempore of the Senate to make arrangements for the presentation of a congressional gold medal to Jack Nicklaus in recognition of his service to the nation in promoting excellence and good sportsmanship. Directs the Secretary of the Treasury to strike such gold medal and to strike and sell duplicate bronze medals at a price sufficient to cover the costs of the gold and bronze medals.

Access to Substance Abuse Treatment Act of 2013 - Amends the Public Health Service Act to authorize the Secretary of Health and Human Services (HHS) to make grants to: (1) increase the availability of treatment for abuse of heroin, cocaine, methamphetamine, 3,4-methylenedioxymethamphetamine (ecstasy), and phencyclidine (PCP); (2) provide vouchers to individuals in underserved populations for authorized services related to such treatment; and (3) establish programs to provide for and coordinate the provision of wrap-around services, such as medical services, job training services, and housing assistance, to individuals re-entering the community after successfully receiving treatment for abuse of such substances. Revises the grant program to provide residential substance abuse treatment to pregnant and postpartum women to: (1) make caregiver parents eligible for such program, (2) make Indian tribes and tribal organizations eligible for grants, and (3) set forth the priority for allocation of grants. Requires the Director of the National Institute on Drug Abuse to conduct research on the effectiveness of the use of agonist and antagonist drugs to reduce the problems associated with stimulant abuse, including cocaine and methamphetamine abuse. Requires the Secretary to seek to enter into a contract with the Institute of Medicine to complete a literature review on the effectiveness of agonist and antagonist drugs for the treatment of stimulant abuse, including cocaine and methamphetamine abuse. Requires the Comptroller General to study: (1) the impact of the programs authorized by this Act on the effectiveness and availability of treatment for abuse of heroin, cocaine, methamphetamine, 3,4-methylenedioxymethamphetamine, and phencyclidine; (2) how the level of federal funding available for such treatment compares to the amount necessary to provide adequate treatment; and (3) the impact of effective treatment on cost savings due to the reduced need for criminal justice and other services. Declares that this Act shall not be construed to increase the amount of appropriations that are authorized to be approved for any fiscal year.

Terrorism Risk Insurance Program Reauthorization Act of 2013 - Amends the Terrorism Risk Insurance Act of 2002 to extend from December 31, 2014, through December 31, 2024, the Terrorism Risk Insurance program. Extends to September 30, 2027, the deadline by which the Secretary of the Treasury is required to collect all mandatory premiums for any act of terrorism occurring on or after January 1, 2012. Requires reports in 2017, 2020, and 2023 on the findings of the President's Working Group on Financial Markets pursuant to an ongoing analysis regarding the long-term availability and affordability of (market conditions for) terrorism risk insurance.

Pay As You Rate Act - Directs the Secretary of Veterans Affairs (VA), prior to adjudicating a claim which requires decisions with respect to two or more disabilities, to make interim payments based on any disability for which the Secretary has already made a decision. Requires the Secretary, upon claim adjudication, to pay the benefits awarded less the amount of the interim payments.

Information Technology Exchange Program Act of 2013 or ITEP Act of 2013 - Amends the National Defense Authorization Act for Fiscal Year 2010 to extend through FY2023 a pilot program for the temporary exchange of information technology personnel between the Department of Defense (DOD) and the private sector. Extends a related reporting requirement.

Directs the Secretary of Veterans Affairs (VA) to carry out a three-year pilot program to establish 12 VA claims adjudication centers of excellence by selecting the three highest performing regional offices in each of the four areas of the Veterans Benefits Administration. Requires each center to focus on adjudicating claims relating to one medical condition selected by the Secretary. Provides for appropriate employee specialized training with respect to such medical conditions. Prohibits any employee from working concurrently at more than one center, but allows an employee to move from one center to another as long as the employee receives the training appropriate for that center. Authorizes the Secretary to assign additional full-time employees to a center as necessary. Requires the Secretary to select the focus medical conditions within 90 days after the enactment of this Act.

Earned Income Tax Credit Improvement and Simplification Act 2013 - Amends the Internal Revenue Code, with respect to the earned income tax credit, to: (1) make permanent the increase in the rate of such credit for taxpayers with three or more qualifying children and the reduction in the amount of the marriage penalty for such credit; (2) allow such credit for an individual with no qualifying children who has attained the age of 21 but not 25 and is not a full-time student, and whose qualifying children do not have valid social security numbers; (3) revise eligibility rules relating to married individuals living apart and qualifying children claimed by another family member; and (4) repeal the denial of such credit for taxpayers with excess investment income.

Responding to Urgent Needs of Survivors of the Holocaust Act or RUSH Act - Amends the Older Americans Act of 1965 to include specifically within its purview older Americans who are Holocaust survivors. Authorizes the Administrator for Community Living to designate, within the Administration for Community Living of the Department of Health and Human Services (HHS), a person with specialized training, background, or experience with issues of Holocaust survivors to implement services for them. Requires a state nutrition project to: (1) ensure that project meals meet the dietary needs of program participants based on religious, cultural, or ethnic requirements; and (2) encourage individuals who distribute nutrition services to engage in conversation with homebound older individuals and to be aware of the warning signs of medical emergencies, injury, or abuse in order to reduce isolation and promote wellbeing. Amends the Older Americans Act Amendments of 2006 to require the study of nutrition projects to analyze the abilities of service providers to obtain viable contracts for special foods necessary to meet a religious requirement, required dietary need, or ethnic consideration. Authorizes the HHS Assistant Secretary for Aging to make grants to or contract with states, public agencies, private nonprofit agencies, institutions of higher education, and organizations, including tribal organizations, to support programs that provide transportation services and resources to older individuals with the greatest economic or social need.
