Hong Kong People's Freedom and Choice Act This bill provides for immigration benefits related to Hong Kong in the event that China puts into effect national security legislation in Hong Kong that would curtail political freedoms. (Hong Kong is part of China but has a separate legal system. U.S. law provides Hong Kong with special treatment due to this autonomy.) If China promulgates the Hong Kong national security law, Hong Kong shall receive temporary protected status for 18 months. During this period, qualifying Hong Kong residents who have been continuously present in the United States since this bill's enactment and apply for such status shall have work authorization and may not be removed from the United States. If the President suspends Hong Kong's special treatment under U.S. law, Hong Kong shall continue for five years to be treated as a separate foreign state when calculating annual per-country caps under immigration law. The Department of Homeland Security (DHS) may provide special immigrant status to a qualifying Hong Kong resident who meets certain educational requirements or owns a company of a certain size. DHS may admit up to 50,000 principal aliens under this provision for each of the five fiscal years after this bill's enactment, and such aliens shall not be subject to other numerical limits. Qualifying Hong Kong residents who fear political persecution from China and apply for permanent resident status shall be deemed to have an approved petition. Certain provisions, such as requiring applicants to have a valid entry document, shall not apply to such individuals.

Hong Kong Safe Harbor Act This bill designates certain Hong Kong residents with priority status for refugee consideration and contains other related provisions. An individual and certain family members shall have such priority status if the individual (1) is a Hong Kong resident who suffered persecution or has a well-founded fear of persecution as a result of peaceful political activity; or (2) has been formally charged, detained, or convicted for certain peaceful actions. An individual receiving refugee status under this bill shall not be counted against various numerical limitations. When determining whether an individual shall be admitted as a refugee under this bill, an individual whose citizenship, nationality, or residency was revoked for submitting a nonfrivolous application for a U.S. immigration benefit shall be considered to have suffered persecution on account of political opinion. The general presumption that an alien is seeking immigrant status shall not apply to certain Hong Kong residents seeking asylum into the United States. (Typically, an alien seeking admission as a nonimmigrant must establish that the alien does not intend to immigrate to the United States.) This exception to the presumption shall apply to certain individuals involved in the 2019 and 2020 protests against China's encroachment into Hong Kong's autonomy (Hong Kong is a part of China but has a separate legal and economic system). An individual from Hong Kong may not be denied admission into the United States if the primary reason for the denial is a politically motivated government action against the individual's involvement in protests.

Nuclear Licensing Efficiency Act This bill revises the permitting and licensing process for nuclear production or utilization facilities. The Nuclear Regulatory Commission must follow specified procedures when reviewing an application for an early site permit, construction permit, operating license, or combined construction permit and operating license for a nuclear production or utilization facility. The Government Accountability Office must study and report on the effects of eliminating mandatory hearings for uncontested licensing and construction permit applications under the Atomic Energy Act of 1954. The bill revises the composition of the Advisory Committee on Reactor Safeguards, and provides specific timelines for the committee to complete its review for a construction permit or an operating license for a nuclear facility. The bill also places a limit on the amount of annual fees that may be charged to a nuclear fuel facility, with specified exceptions.

Wireless Resiliency and Flexible Investment Act This bill provides statutory authority for the 60-day time frame for a state or local government that receives a complete eligible facilities request to approve such request. Further, the bill makes other changes related to eligible facilities requests, including expanding the definition of such requests to include any requests for the modification of an existing wireless tower, base station, or eligible support structure that involves the placement, modification, or construction of equipment that improves the resiliency of the communications network and provides a direct benefit to public safety.

Protecting Europe's Energy Security Clarification Act of 2020 This bill expands existing sanctions on foreign individuals and entities that engage in certain activities relating to the construction of the Nord Stream 2 and TurkStream energy pipelines. Current law generally imposes visa- and property-blocking sanctions on foreign individuals and entities that knowingly took actions such as selling or leasing vessels that engaged in pipe laying related to the pipelines. Under this bill, the President shall also impose sanctions on foreign individuals and entities that engage in other specified activities, such as (1) providing underwriting services or insurance for such vessels, or (2) installing welding equipment for such vessels.

Just and Unifying Solutions To Invigorate Communities Everywhere Act of 2020 or the JUSTICE Act This bill addresses policies and issues regarding policing practices and law enforcement accountability. The bill funds state and local grants, incentivizes state and local reporting on the use of certain policing practices, creates new federal offenses for certain misconduct, establishes a commission to study the conditions affecting Black men and boys, and establishes best practices and training requirements.

Understanding Cybersecurity of Mobile Networks Act This bill requires the National Telecommunications and Information Administration to examine and report on the cybersecurity of mobile service networks and the vulnerability of such networks and mobile devices to cyberattacks and surveillance conducted by adversaries. Such report shall include (1) an assessment of the degree to which providers of mobile service have addressed certain cybersecurity vulnerabilities; (2) a discussion of the degree to which such providers have implemented cybersecurity best practices and risk assessment frameworks; and (3) an estimate of the prevalence and efficacy of encryption and authentication algorithms and techniques used in mobile service and communications equipment, mobile devices, and mobile operating systems and software.

This resolution condemns Russia's attempts to harmfully influence domestic politics and stimulate unrest in the United States and allied countries. The resolution calls on the United States, as well as the European Union, to consider imposing additional sanctions against Yevgeniy Prigozhin and his affiliated entities. (Prigozhin is a Russian businessman accused of interference in the 2016 U.S. presidential election and the 2018 U.S. midterm elections).

National Commission on Modernizing Military Installation Designations Act This bill establishes in the executive branch the National Commission on Modernizing Military Installation Designations, an independent commission charged with reviewing the designations (i.e., names) of certain military installations and other property of the Department of Defense (DOD). Specifically, the commission must review the designations of the following military installations: (1) Camp Beauregard, Louisiana; (2) Fort A.P. Hill, Virginia; (3) Fort Benning, Georgia; (4) Fort Bragg, North Carolina; (5) Fort Gordon, Georgia; (6) Fort Hood, Texas; (7) Fort Lee, Virginia; (8) Fort Pickett, Virginia; (9) Fort Polk, Louisiana; (10) Fort Rucker, Alabama; (11) the U.S.S. Chancellorsville ; and (12) any other military base or property as the commission determines appropriate. In conducting its review, the commission must consider whether current designations represent the values enshrined in the U.S. Constitution and whether a designation features certain other characteristics (e.g., honoring careers or actions that were important to, and well known in, the locality or function to be memorialized). The commission must produce reports with any recommendations for action by the executive branch and Congress related to each military installation. Not later than 30 days after the submission of the recommendations in the final report, DOD must redesignate the military installations with such designations as determined by the commission. The commission shall terminate not later than 30 days after submitting the final versions of its reports and recommendations.

Reopening America by Supporting Workers and Businesses Act of 2020 This bill permits states to provide not more than two weekly payments of $600 to individuals who were eligible for pandemic unemployment compensation during any week after the enactment of this bill but who are no longer eligible as a result of becoming thereafter reemployed. A state may make such payments as a lump sum. Additionally, states participating in pandemic unemployment programs must (1) establish a process for employers to report when an individual refuses an offer of employment; and (2) provide individuals claiming unemployment benefits with notice of the state’s laws with respect to returning, or refusing to return, to work.

American Critical Mineral Exploration and Innovation Act of 2020 This bill addresses the availability, development, and production of domestic critical minerals, including by providing incentives to increase domestic production of critical minerals that are needed to ensure the economic and national security of the United States.

Meals on Wheels for Kids Act of 2020 This bill requires the Department of Agriculture (USDA) to make available an option to states to provide program meals to children through service institutions that provide off-site consumption. USDA must ensure that off-site consumption is only available to a child if they qualify for free or reduced price lunch and breakfast and present certain conditions, including not being able to travel to congregate feeding sites because of distance or concerns for safety. Additionally, USDA must establish a three-year pilot program to award competitive grants for states to enter into contracts with eligible service institutions to deliver meals during non-school summer months to these children and those who qualify for the summer meals program and live in a rural or hard-to-reach area. USDA must prioritize applications submitted by eligible service institutions (1) from states with high low-income child populations, or high child populations in rural areas or hard-to-reach areas; or (2) that plan to provide educational enrichment opportunities to children who receive meals under the pilot program. USDA must provide for an independent study on the impact of such grants on the reduction of hunger and access to meals for children residing in rural or hard-to-reach areas and low-income areas during summer months.

Act This bill requires online sellers or distributors of a mobile application to conspicuously disclose to users whether such application is wholly or partially owned by the Chinese Communist Party or a non-state-owned entity located in China.

Protecting Life in Crisis Act This bill specifies that federal funds allocated for COVID-19 (i.e., coronavirus disease 2019) response efforts may not, in general, be used for abortions. Current law (specifically, language that has historically been included in certain appropriations bills, commonly referred to as the Hyde Amendment) generally prohibits the use of federal funds for abortions. The bill also restricts the use of federal tax credits or other federal funding for health insurance coverage if the coverage includes abortions.

Open Technology Fund Authorization Act This bill authorizes the existing Open Technology Fund (OTF) as an independent grantee within the U.S. Agency for Global Media (USAGM). The OTF is an independent nonprofit organization within the purview of the USAGM that supports the development of internet freedom technologies that create ways to counter censorship efforts. As an independent grantee authorized by this bill, the OTF shall seek to advance freedom of the press and unrestricted internet access in repressive environments through functions such as researching, developing, implementing, and maintaining secure communications tools and technologies that circumvent censorship techniques used to limit or block access to the internet; advancing internet freedom by supporting private and public sector efforts to provide secure and uncensored access to the internet; and developing, acquiring, and distributing internet freedom technologies and techniques to fully enable the creation and distribution of digital content between and to all users and audiences. To advance freedom of the press and unrestricted internet access, the OTF shall use methods that include supporting fully open-source tools, code, and components that are as secure, transparent, and accessible as possible; supporting technologies that undergo comprehensive security audits; and establishing safeguards to mitigate the use of supported technologies for illicit purposes. The Department of State must report on the effectiveness of the OTF and the extent to which U.S. interests are being served by its work, and the Government Accountability Office shall have access to all information pertaining to financial transactions as may be necessary to facilitate an audit.

Social Media Fraud Mitigation Act This bill makes it a crime to use another individual's likeness or name without their consent to cause or threaten to cause financial or physical harm through a communication on a social media platform, an email, or other electronic message.

Social Media Accountability and Account Verification Act This bill requires a social media company to remove a deceptive or fraudulent account or profile from its platform and to verify the creator of an account that is alleged to be deceptive or fraudulent. Specifically, a social media company must establish a means whereby a user may request the investigation and removal of a deceptive account or profile. The social media company must expeditiously remove or disable access to a deceptive account or profile and any materials or messages published therefrom. Further, a social media company must notify a user who submits such a request of any reasons underlying a determination that an account or profile is not deceptive, and it must take escalating actions against an individual who makes false or bad faith requests for the investigation and removal of an account or profile.

Spectrum Coordination Act This bill requires the National Telecommunications and Information Administration and the Federal Communications Commission to update the Memorandum of Understanding (MOU) on Spectrum Coordination to (1) improve the process for resolving frequency allocation disputes in shared or adjacent spectrum bands, and (2) ensure the efficient use or sharing of spectrum. The MOU formalizes the cooperative relationship between the two parties to ensure that spectrum policy decisions promote efficient use of spectrum consistent with both the economic interests and national security of the nation.

This resolution condemns the Chinese government's response to the COVID-19 (i.e., coronavirus disease 2019) outbreak, including China's censorship of doctors and journalists during the early days of the outbreak and its refusal to accept assistance from the Centers for Disease Control and Prevention. The resolution also calls for (1) China to publicly state that there is no evidence that COVID-19 originated from outside China, and (2) the World Health Organization to retract misleading statements of support for China's response to COVID-19.

This resolution calls on the President to (1) use all relevant authorities of the Defense Production Act to direct the domestic production of supplies to address COVID-19 (i.e., the coronavirus disease 2019), and (2) share specified information regarding the use of such authorities with Congress. (The Defense Production Act confers upon the President a broad set of authorities to influence domestic industry in order to provide essential materials and goods needed for the national defense.) The resolution also states that Congress stands ready to make additional appropriations available for this effort.

Protecting American Space Assets Act This bill requires a strategy and reports concerning U.S. assets in space. The President shall develop a strategy to ensure that the United States strengthens military and commercial capabilities in space, increases protections for military and commercial operations with respect to space, and increases protections for space manufacturing programs and launch sites, including military launch sites. The Department of Defense (DOD) must include the strategy in the national defense strategy. The Department of State shall submit to Congress a report setting forth a strategy to (1) protect the space assets of the United States, including the supply chain related to such assets and manufacturing process of such assets, from threats from China and Russia; and (2) strengthen relations with the allies of the United States with respect to space. DOD shall submit to Congress a report that includes an assessment of its capabilities to protect (1) commercial communication and navigation systems in space, (2) military launch sites, and (3) launch sites operated by individuals or entities in the private sector. The report shall also contain recommendations to improve the capabilities assessed, including recommendations with respect to (1) the electronic warfare capabilities of China and Russia, and (2) the use of counterspace weapons and cyberattacks by China and Russia.

Accurate Labels Act This bill restricts the authority of state and federal agencies to establish or enforce labeling requirements with respect to the chemical composition of, or radiation emitted by, consumer products. Specifically, such requirements (1) must exempt nonfunctional or naturally occurring substances; (2) must exempt the inclusion of trade secrets; (3) may not preclude the delivery of certain supplemental or clarifying information; (4) shall not apply to a substance if the concentration of the substance in the product is below a specified level; (5) shall not apply, with respect to the emission of radiation, if the level of emission is below a specified level; (6) must allow for certain information to be communicated to consumers electronically or digitally; and (7) must be risk based and meet other specified standards.

VAlue FAAmily Act This bill provides employees of the Federal Aviation Administration, the Transportation Security Administration (TSA), and the Veterans Health Administration with the same family and medical leave benefits as other federal employees, beginning in FY2021. The bill also specifies that TSA screeners are eligible to receive family and medical leave benefits beginning in FY2021.

Military Pilots Cancer Incidence Study Act This bill requires the Department of Defense (DOD) to enter into an agreement with the National Academies of Sciences, Engineering, and Medicine to study cancer incidence and mortality among uniformed services pilots and make recommendations on cancer screenings. DOD must report the study findings.

Harriet Tubman Bicentennial Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins emblematic of the legacy of Harriet Tubman as an abolitionist. The Secretary may issue coins under this bill only during the period of January 1, 2022, through December 31, 2022. All surcharges received by Treasury from the sale of such coins must be paid to Project Legacy in Brooklyn, New York, for the purpose of accomplishing and advancing its mission.

Bipartisan Solution to Cyclical Violence Act of 2020 This bill directs the Department of Health and Human Services to establish a grant program for specified trauma centers and nonprofits to establish or expand intervention or prevention programs related to intentional violent trauma, excluding intimate partner violence.

Counting All Military Votes Act This bill requires the Department of Defense to ensure that absent uniformed services voters who are on active duty or service at diplomatic and consular posts of the United States are able to receive and transmit balloting materials in the same manner (i.e., through express mail) as absent uniformed services voters who are on active duty or service at military installations.

United States-Israel PTSD Collaborative Research Act This bill establishes a grant program for collaborative efforts between the United States and Israel to advance research on post-traumatic stress disorders. The Department of Defense, in coordination with the Department of Veterans Affairs and the Department of State, shall award grants to eligible academic institutions or nonprofit entities in the United States. Work shall be conducted by the eligible entity and an entity in Israel under a joint research agreement.

This resolution condemns the actions of Iran with respect to Ukraine International Airlines Flight 752. It also expresses support for the protestors in Iran and condemns Iran for killing citizens protesting their government. In addition, it calls on Iran to refrain from using violence and to protect the rights of freedom of expression and peaceful assembly.

Rural Hospital Closure Relief Act of 2019 This bill allows additional hospitals to qualify as critical access hospitals (CAHs) that receive special payment under Medicare. Currently, in order to qualify as a CAH under Medicare, a hospital must either (1) be located more than 35 miles (or 15 miles in mountainous regions or areas with only secondary roads) from another hospital, or (2) have been certified prior to January 1, 2006, by the state as a necessary provider of services in the area. The bill allows a hospital to also qualify if the hospital is a small, rural hospital that (1) serves a health professional shortage area, or a high number of low-income individuals or Medicare or Medicaid beneficiaries; (2) has experienced financial losses for two consecutive years; and (3) attests to having a strategic plan to address financial solvency.

Recognizing the Protection of Motorsports Act of 2019 or the RPM Act of 2019 This bill authorizes the modification of a vehicle's air emission controls for vehicles that are not legal for operation on a street or highway and are used solely for competition.

Rural Education Investment Act This bill requires the Department of Education (ED) to annually determine the percentage of students in kindergarten through grade 12 who are served by local educational agencies (LEAs) located in rural areas. ED must then reserve at least an equal percentage of Teacher Quality Partnership grants for partnerships with such LEAs.

Lower Costs, More Cures Act of 2019 This bill establishes and modifies several requirements to address prescription drug prices under Medicare, Medicaid, and other programs. The bill generally limits payment amounts for drugs and biologics under Medicare medical services, reduces cost-sharing under the Medicare prescription drug benefit, modifies certain authorities and requirements under the Medicaid Drug Rebate Program, revises provisions relating to regulatory approval and commercial availability of generics and biosimilars, and establishes several reporting requirements for drug manufacturers with respect to drug prices.

Expanding Capacity for Health Outcomes Act of 2019 or the ECHO 2019 Act This bill requires the Department of Health and Human Services (HHS) to establish a grant program that supports specified health care services in rural or medically underserved areas. Specifically, HHS must award grants to health care entities serving rural areas, health-professional shortage areas, medically underserved populations, or Native Americans for (1) specified videoconferencing technology that connects health professionals with specialists (e.g., chronic-disease, mental-health, and substance-use disorder specialists), (2) retaining health care providers, and (3) increasing access to health care services.
