Amends the federal criminal code to impose a fine and/or maximum prison term of five years for anyone who knowingly sells or offers to sell an animal crush video in interstate or foreign commerce for commercial gain. States that this prohibition shall not be construed to prohibit the selling or offering to sell videos that depict hunting. Defines "animal crush video" as any visual depiction of animals being intentionally crushed, burned, drowned, or impaled that: (1) depicts actual conduct in which a living animal is tortured, maimed, or mutilated that violates any criminal prohibition on intentional cruelty under federal law or the law of the state in which the depiction is sold; and (2) taken as a whole, does not have religious, political, scientific, educational, journalistic, historical, or artistic value.

Broadband for First Responders Act of 2010 - Amends the Communications Act of 1934 to increase the electromagnetic spectrum allocation for public safety services by 10 megahertz and reduce such allocation for commercial use by the same amount. Directs the Federal Communications Commission (FCC) to: (1) allocate the paired electromagnetic spectrum bands of 758-763 megahertz and 788-793 megahertz (referred to as D Block) for public safety broadband communications and assign such paired bands to public safety; (2) establish rules to permit a public safety broadband licensee to authorize public safety service providers to construct and operate a wireless public safety broadband network in the licensee's spectrum if such authorization would expedite public safety broadband communications; (3) require that any wireless public safety broadband network be fully interoperable, provide for user roaming, be disaster survivable, and have the appropriate level of cyber security; (4) establish regulations to authorize the shared use of the public safety broadband spectrum and network infrastructure by entities that are not defined as public safety services; (5) establish regulations to allow use of the public safety broadband spectrum by emergency response providers; and (6) develop a public safety agency statement of requirements that enables nationwide interoperability and roaming across any communications system using public safety broadband spectrum.

Comprehensive Alcohol Regulatory Effectiveness (CARE) Act of 2010 - Amends the Webb-Kenyon Act to: (1) state that it is the policy of Congress that each state or territory shall continue to have the primary authority to regulate alcoholic beverages; (2) prohibit unjustified discrimination against out-of-state producers of alcoholic beverages in favor of in-state producers; and (3) establish higher evidentiary standards for legal actions challenging the authority of states or territories to regulate alcoholic beverages. Amends the Wilson Act to eliminate the requirement that a state or territory regulate the importation of all fermented, distilled, or other intoxicating liquors or liquids to the same extent and in the same manner as such liquors or liquids produced in such state or territory.

National Shipbuilding Budget Policy Act - Authorizes appropriations for FY2011-FY2015 for: (1) construction of vessels to meet Navy force requirements; and (2) loan guarantees and commitments for the construction of new vessels to replace and expand the U.S. fleet of commercial vessels.

Targeted Deficit Reduction Act of 2010 - Amends the Congressional Budget Act of 1974 to require each budget resolution for FY2011-FY2020 to include reconciliation directives to reduce the deficit to achieve the following goals: (1) primary budget balance by FY2015; (2) full budget balance by FY2020; and (3) a debt-to-gross domestic product (GDP) ratio of 60% by FY2020. Requires any committee that receives such reconciliation directives to be ordered to report a reconciliation bill within 45 calendar days after adoption of such budget resolution. Requires the Director of the Congressional Budget Office (CBO), on or before February 15 of each year through 2019, to report to the congressional budget committees a target deficit reduction, for the fiscal year commencing on October 1 of that year, necessary to achieve the applicable goals and the anticipated glide path for each such fiscal year until FY2020.

National Wildlife Refuge Volunteer Improvement Act of 2010 - Amends the Fish and Wildlife Act of 1956 (the Act) to authorize appropriations for FY2011-FY2014 to the Secretary of the Interior to carry out certain activities and services related to fish and wildlife, including for expenses related to gift acceptance, volunteer services, community partnership projects and programs, and refuge education programs. Amends the National Wildlife Refuge Volunteer and Community Partnership Enhancement Act of 1998 to direct the Secretary, through the Director of the United States Fish and Wildlife Service, to carry out a National Volunteer Coordination Program within the National Wildlife Refuge System. Requires the Director to: (1) publish a national strategy for the coordination and utilization of volunteers within the System; and (2) provide at least one regional volunteer coordinator for each Service region to implement such strategy. Makes such coordinators responsible for assisting partner organizations in implementing volunteer projects and activities under cooperative agreements the Secretary may enter into pursuant to the Act. Authorizes appropriations to carry out the National Volunteer Coordination Program through FY2014. Requires the Secretary to submit a report to Congress that: (1) evaluates the accomplishments of the volunteer program, the community partnerships program, and the refuge education programs authorized under the Act, and of the National Volunteer Coordination Program and the national strategy; and (2) makes recommendations for improving the effectiveness of such programs.

Budget Enforcement Legislative Tool Act of 2010 - Amends the Congressional Budget and Impoundment Control Act of 1974 to authorize the President to propose, at any time and in any manner provided in this Act, the rescission of any discretionary budget authority in an appropriation Act. Prohibits funds made available for obligation under this procedure from being proposed for rescission again. Sets forth requirements for: (1) the President's transmittal to Congress of a special message regarding a proposed rescission; and (2) expedited consideration of such proposal.

Small Business Development Centers Relief Act of 2010 - Directs the Administrator of the Small Business Administration (SBA), during the one-year period beginning on the date of enactment of this Act, to waive the requirement that a matching amount be provided as a condition of grants authorized under the SBA's small business development center program.

Spending Reduction Act of 2010 - Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to establish nonsecurity discretionary category spending limits (spending caps) for FY2011-FY2015. Defines "nonsecurity discretionary category" as all discretionary appropriations except budget accounts within major functional category (050) National Defense, (150) International Affairs, (700) Veterans Benefits and Services, and the National Nuclear Security Administration (NNSA) within major functional category (270) Energy, and any appropriations for the Department of Homeland Security (DHS). Repeals the termination date for Pay-As-You-Go (PAYGO) enforcement mechanisms under such Act (thus making them permanent). Declares that, if for any fiscal year, legislation making appropriations for discretionary accounts includes a designation for emergency requirements, such measure may not be considered in either chamber as passed or agreed to unless by a vote of at least two-thirds of the Members.

Forecast for the Future Act of 2010 - Requires the President's budget to Congress to include a detailed, separate analysis and display, by budget function, agency, and program, of the net present value of future costs of each entitlement program for the fiscal year for which the budget is submitted and each of the four ensuing fiscal years. Amends the Congressional Budget Act of 1974 (CBA) to require concurrent budget resolutions to include, for display purposes only and for each entitlement program, the net present value of the future costs of the program over a 75-year time frame. Directs the congressional budget committees to hold hearings in each Congress with a goal of developing a plan to restore the government to a sustainable long-term fiscal path. Requires the Director of the Office of Management and Budget (OMB) to submit to the President and Congress a report listing: (1) the fiscal exposures of the government; and (2) the net present value of the future costs of the program over a 75-year time frame. Amends the CBA to require the Director of the Congressional Budget Office (CBO) to submit a similar report to Congress.

Rural Energy Savings Program Act - Amends the Farm Security and Rural Investment Act of 2002 to authorize the Secretary of Agriculture (USDA), through the Rural Utilities Service, to make interest-free loans to eligible entities for loans to qualified consumers to implement energy efficiency measures. Directs the Secretary to make grants to such entities to defray related costs, including costs for equipment and labor. Directs the Secretary to contact with a qualified entity to provide: (1) verification and measurement activities for the Rural Utilities Service, including training; and (2) technical assistance and training for employees of eligible entities. Directs the Secretary to enter into agreements with eligible entities, or groups of eligible entities, that have specified energy efficiency programs for energy efficiency loan demonstration projects.

Achievements of the GI Bill Gold Medal Act - Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the presentation of a single gold medal in honor of the recipients of assistance under the Servicemen's Readjustment Act of 1944 (commonly known as the GI Bill of Rights), in recognition of their great contributions in both their military and civilian life, and the contributions of Harry W. Colmery in initiating actions which led to the enactment of that Act. Requires the medal, following its award, to be given to the Smithsonian Institution for display. Expresses the sense of Congress that the medal should be made available for display elsewhere, particularly at appropriate locations selected by the Secretaries of Veterans Affairs (VA), Defense (DOD), or Education.

Constitutional Amendment - Prohibits outlays for a fiscal year (except those for repayment of debt principal) from exceeding total receipts for that fiscal year (except those derived from borrowing) unless Congress, by a three-fifths rollcall vote of each chamber, authorizes a specific excess of outlays over receipts. Directs the President to submit a balanced budget to Congress annually. Authorizes waivers of these provisions when a declaration of war is in effect or under other specified circumstances involving military conflict. Requires the appropriate congressional committees to report implementing legislation to achieve a balanced budget without reducing the disbursements of the Federal Old-Age and Survivors Insurance Trust Fund and the Federal Disability Insurance Trust Fund to achieve that goal.

Criminal Penalties for Unauthorized Employment Act of 2010 - Amends the Immigration and Nationality Act to subject an individual with direct hiring authority who knowingly hires an illegal alien to the following criminal penalties for each such alien hired: (1) $2,500 fine and/or imprisonment of up to one year for the first offense; (2) $5,000 fine and/or imprisonment of up to two years for the second offense; and (3) $10,000 fine and/or imprisonment of up to five years for the third offense. (Under current law, criminal penalties for knowingly hiring an unauthorized alien apply upon a showing of a pattern or practice of violations and have, for each such alien hired, a $3,000 maximum fine and/or imprisonment of up to six months for the entire pattern or practice.) Increases related civil penalties as follows: (1) $1,000-$5,000 fine (under current law, $250-$2,000) for the first offense; (2) $5,000-$10,000 fine (under current law, $2,000-$5,000); and (3) $10,000-$20,000 fine (under current law, $3,000-$10,000).

Earmark Performance and Accountability Act of 2010 - Requires a state, a local government, a nonprofit organization, or a private entity (non-federal entity) to: (1) conduct an audit using an independent external auditor of any program, project, or activity it administers that is funded through an earmark; and (2) report to Congress about such audit, including whether the earmarked funds are being spent efficiently and effectively and whether the program, project, or activity is meeting any applicable stated purpose. States that such program, project, or activity is funded through an earmark if it is included on: (1) a list of congressional earmarks generated under the Rules of the House of Representatives; (2) a list of congressionally directed spending generated under the Standing Rules of the Senate; or (3) both such lists. Requires a federal agency that conducts an audit of any program, project, or activity it administers that is funded through an earmark to report to Congress on its results, including whether the earmarked funds are being spent efficiently and effectively and whether the program, project, or activity is meeting any applicable stated purpose. Requires each such report to be transmitted to the Government Accountability Office (GAO) and GAO to make them publicly available on its website.

Expresses the sense of the House of Representatives that: (1) the use of a basic pilot program (E-verify program) by employers of workers within the United States should be mandatory and that enforcement policies should hold both employers and employees responsible for violations; (2) sustaining the necessary border infrastructure and manpower to secure U.S. borders to prevent the unauthorized passage of persons or contraband is a critical responsibility of the federal government; and (3) immigration reform should not legalize, grant amnesty for, or confer any other legal status condoning the unlawful U.S. entry or presence of any individual.

Amends title XVIII (Medicare) of the Social Security Act to authorize continued use of 2009 Medicare practice expense relative value units for certain cardiology services. Directs the Secretary of Health and Human Services (HHS) to contract with an independent entity to study and report to Congress on the practice expense methodology used to determine relative value units under this Act to determine whether the cost finding, indirect cost allocation, scaling, and budget neutrality methodologies used: (1) are consistent with generally accepted accounting principles; (2) distribute the burden of any necessary budget neutrality adjustments proportionally among all physicians' services; and (3) result in allowances that accurately reflect the relative direct and indirect resources involved in the provision of various physicians' services.

National Foundation on Physical Fitness and Sports Establishment Act - Establishes the National Foundation on Physical Fitness and Sports as a charitable, nonprofit corporation to promote participation by private organizations in the activities of the President's Council on Physical Fitness and Sports. Subjects any person who uses the Council's or Foundation's official seal or any trademark, trade name, sign, symbol, or insignia falsely representing association with, or authorization by, the Council or Foundation for the purpose of trade, to induce the sale of any goods or services, or to promote any theatrical exhibition, athletic performance, or competition without the Foundation's consent to a civil action for remedies provided in the Trademark Act of 1946. Allows the Foundation, in conjunction with the Council, to authorize contributors and suppliers of goods or services to use such trade name, trademark, seal, symbol, insignia, or emblem in advertising under specified conditions.

Expresses the sense of the House of Representatives that: (1) the guidelines of the United States Preventive Services Task Force would not prohibit an insurer from providing coverage for mammography services in addition to those recommended by the Task Force and should not be used by insurers to deny coverage for services that are not recommended on a routine basis; and (2) the National Cancer Institute should continue to invest and provide leadership regarding research to develop more effective breast cancer screening tools and strategies.

Restoring America's Commitment to Consumers Act of 2009 - Amends the Truth in Lending Act to prohibit the annual percentage rate (APR) applicable to an extension of credit on a credit card account under an open end consumer credit plan from exceeding 16%. Includes in an APR any compensation fee (including a membership fee or an annual fee) for: (1) opening or maintaining the account; (2) granting an extension of credit; or (3) making available a line of credit. Authorizes the Board of Governors of the Federal Reserve System to make adjustments to the maximum APR limitation; but creates the presumption that any increase by the Board to the maximum limitation is not in the public interest unless severe economic conditions justify the increase. Prohibits construction of this Act as an endorsement by Congress of a 16% APR. Declares the intention of Congress that: (1) such maximum APR limitation should merely serve as a ceiling on consumer credit cards and few, if any, consumer credit card accounts would ever bear the maximum rate; and (2) consumer credit card issuers should strive to maintain APRs most advantageous to borrowers. Treats as an unfair or deceptive act or practice a credit card account which, as of December 11, 2009, bears an APR that is less than 16%, and subsequently increases it between December 11, 2009, and 60 days after enactment of this Act. Imposes a $15 cap upon certain credit card account fees, including fees (such as late fees, overdraft fees, or over-the-limit transaction fees) for borrower default or breach of any condition upon which credit was extended.

Stop the Automatic Pay Raise for Members of Congress in Fiscal Year 2011 Act - Declares that no automatic pay adjustment shall be considered to have taken effect in FY2011 in the rates of basic pay for Members of Congress under the General Schedule (thus eliminating the pay adjustment for Members for such fiscal year).

Amends the Water Resources Development Act of 1996 to eliminate the pilot program status of the Chesapeake Bay environmental restoration and protection program. Permits the nonfederal share of project costs of a local cooperation agreement to include in-kind services. Treats funds provided for a project by a federal agency other than the Corps of Engineers as nonfederal funds for purposes of cost sharing requirements. Authorizes the Secretary of the Army to carry out projects under the program in the Chesapeake Bay watershed, with the goal of carrying out projects in Delaware, New York, Maryland, Pennsylvania, Virginia, West Virginia, and the District of Columbia (currently the Secretary is required to establish at least one project in each of Maryland, Virginia, and Pennsylvania). Directs the Secretary to establish a program, to be administered by the National Fish and Wildlife Foundation, to provide small watershed grants for technical and financial assistance to local governments and nonprofit organizations in the Chesapeake Bay region. Permits the use of grant funds only for implementation of cooperative tributary basin and other Chesapeake Bay-wide strategies that address storm water management or the establishment, restoration, protection, or enhancement of natural habitat associated with the Chesapeake Bay ecosystem. Increases the authorization of appropriations for the Cheasapeake Bay program. Directs the Secretary to develop at federal expense and submit to Congress a comprehensive plan to prioritize projects within the Chesapeake Bay watershed.

FVPSA Reauthorization Act of 2009 - Revises requirements for and reauthorizes the Family Violence Prevention and Services Act at increased levels for FY2010-FY2014. Directs the Secretary of Health and Human Services (HHS) to establish grant programs for: (1) specialized services for abused parents and their children; (2) domestic violence prevention enhancement and leadership through alliances; and (3) enhancement of culturally competent services for adult and youth victims of domestic violence from racial and ethnic minority groups.

Disaster Assistance Reform Act of 2009 - Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to direct the President to provide assistance under such Act to an individual or household adversely affected by a major disaster if: (1) such individual or household resides in a county included in a request for a major disaster declaration made by the governor of a state; (2) such state is contiguous to a state for which a major disaster has been declared; and (3) certain counties in each state have comparable damage estimates. Sets forth criteria for determining whether damage estimates are comparable.

Expresses support for: (1) the goals and ideals of National Diabetes Month; and (2) decreasing the prevalence of diabetes, developing better treatments, and working toward an eventual cure for type I and type II diabetes through increased research, treatment, and prevention. Recognizes the importance of early detection of diabetes and awareness of the symptoms of diabetes and risk factors for type II diabetes.

American Manufacturing Efficiency and Retraining Investment Collaboration Act or AMERICA Works Act - Amends the Workforce Investment Act of 1998 to require statewide and local adult and youth workforce investment employment and training programs and one-stop delivery systems to give priority approval to programs that provide a national industry-recognized and portable credential, certificate, or degree. Amends the Carl D. Perkins Career and Technical Education Act of 2006 to require that the industry-recognized credential to which the sequence of courses offered by a career and technical education program lead be nationally recognized and portable and one which may provide a basis for additional credentials, certificates, or degrees. Amends the Trade Act of 1974 to require the Secretary of Commerce, in approving Trade Adjustment Assistance (TAA) training programs, seek to approve those providing a national industry-recognized and portable credential, certificate, or degree.

Benefit Rating Acceleration for Veteran Entitlements Act of 2009 - Amends titles II (Old Age, Survivors and Disability Insurance) (OASDI) and XVI (Supplemental Security Income) (SSI) of the Social Security Act to treat as a disability for OASDI and SSI disability payment purposes any service-connected total disability, as rated and certified by the Secretary of Veterans Affairs. Applies the same treatment to related child's insurance and widow's and widower's insurance benefits.

Post 9/11 Troops to Teachers Enhancement Act - Amends the Troops-to-Teachers program of the Elementary and Secondary Education Act of 1965 (which provides veterans with teacher certification stipends in exchange for three years of service in a high-need local educational agency [LEA] or public charter school). Expands program eligibility to cover certain individuals: (1) who, on or after September 11, 2001, serve at least 90 continuous days on active duty in the Armed Forces before being honorably released from such service; or (2) who, on or after January 8, 2002, are separated or released from active duty after at least four (currently, six) years of continuous active duty immediately preceding such separation or release, and agree to serve in the Armed Forces Reserves for at least three years. Makes any LEA that is receiving school improvement funds eligible to host Troops-to-Teachers program participants. Directs the Secretary of Education to establish an Advisory Board, composed of federal, state, and veteran service organization representatives, to collect, study, and disseminate feedback from the program and report to Congress on how the program is operating and might be improved. Reserves specified funding to carry out the Troops-to-Teachers program through FY2014.

Nutria Eradication and Control Act of 2009 - Establishes a nutria eradication program under which the Secretary of the Interior may provide financial assistance to Maryland, Louisiana, Delaware, Oregon, Virginia, and Washington to eradicate or control nutria and restore nutria-damaged wetland. Requires that the Maryland program consist of management, research, and public education activities carried out in accordance with the United States Fish and Wildlife Service's document "Eradication Strategies for Nutria in the Chesapeake and Delaware Bay Watersheds."

Fire Grants Reauthorization Act of 2009 - Amends the Federal Fire Prevention and Control Act of 1974 to reauthorize through FY2014 the Federal Emergency Management Agency's (FEMA's) Assistance to Firefighters Grants (AFG) program and the Staffing for Adequate Fire and Emergency Response (SAFER) program. Modifies the scope of the AFG program, including by permitting the use of grant funds for volunteer, non-fire service emergency medical services organizations and for certifying fire and building inspectors employed by a fire department or serving as a volunteer building inspector with a fire department. Increases: (1) funding for fire prevention and firefighter safety programs; and (2) maximum AFG grant amounts. Lowers matching and maintenance of expenditure requirements and authorizes the Administrator of FEMA to waive or reduce such requirements for applicants facing demonstrated economic hardship. Revises grant allocation requirements to require 25% of grant amounts for a fiscal year to be allocated to each of: (1) career fire departments; (2) volunteer fire departments; (3) combination fire departments. Requires the remaining 25% to be awarded on a competitive basis among such fire departments. Revises grant limits based on jurisdiction populations. Sets forth new limits on awards to state fire training academies. Limits grant amounts used to obtain training to training that complies with applicable national voluntary consensus standards. Amends SAFER program provisions to: (1) limit the period of program grants to three years; (2) require grantees to commit to retaining firefighters hired for the entire grant period, with an economic hardship exception; and (3) limit to 80% the portion of the cost of hiring firefighters for each fiscal year that may be provided under a grant.

Congressional Research Service Electronic Accessibility Act of 2009 - Directs the Clerk of the House of Representatives and the Secretary of the Senate, working jointly with the Director of the Congressional Research Service (CRS), to establish and maintain a centralized, searchable, electronic database consisting of: (1) CRS Issue Briefs, Reports, and Authorization of Appropriations Products and Appropriations Products; and (2) an index of such information. Exempts: (1) any information determined to be confidential by the CRS Director or the head of the agency that provided it to CRS; and (2) any document that is the product of a confidential research request made by a House or Senate Member, officer, employee, or office. Authorizes the Clerk and the Secretary, on the basis of information provided by the Director, to: (1) remove from the database information about a CRS employee or material that may infringe the copyright of a protected work; and (2) make any changes that the Director determines are necessary to ensure that information in the database is accurate and current. Requires each official public website of a Member or committee of Congress to permit public use to obtain the information contained in such database to the same extent congressional users may obtain such information through the CRS website. Provides that this Act does not require the Director to respond to any public inquiry with respect to information in the database.
