Trade Accountability Study Act - Establishes the Trade Impact Review Commission to determine: (1) the extent to which exports of U.S. goods to North American Free Trade Agreement (NAFTA) countries, and imports into the United States of goods from NAFTA countries, have increased or decreased since January 1, 1994; (2) the number of jobs in the United States that have resulted from increased exports of U.S. goods to NAFTA countries, and the number of jobs in the United States that have been lost as a result of increased imports into the United States of goods from NAFTA countries, since January 1, 1994; (3) the extent to which exports of U.S. goods to the People's Republic of China, and imports into the United States of Chinese goods, have increased or decreased, since December 11, 2001; and (4) the number of jobs in the United States that have resulted from increased exports of U.S. goods to China, and the number of jobs in the United States lost as a result of increased imports into the United States of goods from China, since December 11, 2001. Directs the President to certify annually to Congress whether or not: (1) each NAFTA country is meeting its commitments with respect to the North American Agreement on Environmental Cooperation and the North American Agreement on Labor Cooperation; and (2) China is meeting its obligations with respect to the protection of the environment and worker rights because of its accession to the World Trade Organization, including commitments made to the United States.

Technological Resource to Assist Criminal Enforcement (TRACE) Act - Amends the Brady Handgun Violence Prevention Act to require a licensed manufacturer or importer of firearms to: (1) test fire manufactured or imported firearms as specified by the Attorney General; (2) prepare ballistics images of the fired bullet and cartridge casings; (3) make the records available to the Attorney General for entry into a computerized database; and (4) store the fired bullet and cartridge casings. Directs the Attorney General to assist firearm manufacturers and importers in complying with these requirements by: (1) acquiring, installing, and upgrading ballistics equipment and bullet and cartridge casing recovery equipment; (2) hiring or designating sufficient personnel to develop and maintain a ballistics database; (3) providing education about the role of ballistics; and (4) providing for the coordination among law enforcement, regulatory agencies, and the firearm industry to curb firearm-related crime and illegal firearm trafficking. Requires the Attorney General to: (1) establish a computer system through which State and local law enforcement agencies can promptly access ballistics records; (2) require training for all ballistics examiners; (3) conduct mandatory ballistics testing of all firearms obtained by or in the possession of the Department of Justice; and (4) report to Congress on the implementation of this Act. Prohibits the use of ballistics information of individual guns for prosecutorial purposes unless officials have a reasonable belief that a crime has been committed and that ballistics information would assist in the investigation.

State Budget Relief Act of 2003 - Requires the Federal medical assistance percentage (FMAP) under title XIX (Medicaid) of the Social Security Act (SSA) for: (1) a State for FY 2002 to be substituted for the State's FMAP for each of such covered calendar quarters if the FMAP determined for a State for a covered calendar quarter would otherwise be less than the FY 2002 FMAP; and (2) each eligible State for each covered calendar quarter to be increased by two percentage points. Mandates specified FMAP increases for States with high unemployment rates, and a specified Medicaid payment cap increase for territories. Prohibits application of the FMAP increases for a State under this Act with respect to: (1) disproportionate share hospital payments under Medicaid; and (2) payments under SSA titles IV and XXI (State Children's Health Insurance) (SCHIP).

Calls on participating OSCE States to: (1) condemn anti-Semitism, racial and ethnic hatred, xenophobia, and discrimination, as well as persecution on religious grounds whenever it occurs; (2) ensure effective local and national law enforcement against criminal acts stemming from anti-Semitism, xenophobia, or racial or ethnic hatred, including thorough investigation and prosecution of such acts; (3) promote the creation of educational efforts throughout the region to counter anti-Semitic stereotypes and attitudes among younger people, increase Holocaust awareness programs, and help identify the necessary resources to accomplish this goal; (4) play a leading role in combating anti-Semitism and ensure that the resolution adopted at the 2002 meeting of the OSCE Parliamentary Assembly in Berlin is followed up by a series of concrete actions at the national level; and (5) organize a separately designated human dimension event on anti-Semitism as early as possible in 2003, consistent with the Porto Ministerial Declaration adopted by the OSCE at the Tenth Meeting of the OSCE Ministerial Council in December 2002.

Corporate Patriot Enforcement Act of 2003 - Amends the Internal Revenue Code by determining that acquiring corporations in"corporate expatriation transactions" shall be considered domestic corporations. Defines a "corporate expatriation transaction" as, with certain exceptions, one in which a "nominally foreign corporation" acquires substantially all of the properties held by a domestic corporation and in which, immediately after the transaction, more than 80 percent of the stock of the acquiring corporation is held by former shareholders of the domestic corporation. Lowers the 80 percent threshold to 50 percent when the acquiring "nominally foreign corporation" lacks substantial business activities in the foreign country in which it was created and organized compared to the total activities of the "expanded affiliated group" and the stock is publicly traded, with the principal market of trading being the United States. Defines the terms "nominally foreign corporation" and "expanded affiliated group." Applies similar rules to partnership transactions. Establishes that a series of related transactions relevant to the Act shall be handled as a single transaction.

Amends part A (Temporary Assistance for Needy Families) (TANF) of title IV of the Social Security Act to revise requirements for assessments and work activities for TANF recipients. Requires: (1) interpretation and translation services in certain cases for TANF recipients; (2) an expedited process for discrimination complaints; (3) provision of notice of rights of TANF recipients; (3) training of TANF program personnel in respecting such rights; (4) standardized sanction process; and (5) opportunity for TANF applicants or recipients to appeal adverse decisions. Modifies penalties against individuals for violating mandatory work requirements, creating additional exceptions, including those for child care and discrimination. Prohibits States from diverting potential TANF applicants. Bans States from penalizing the entire family for the misconduct of one family member. Amends the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 to repeal provisions for denial of assistance and benefits for certain drug-related convictions. Makes various changes under the TANF program concerning: (1) the five-year time limit on assistance; and (2) treatment of aliens. Permits participation in English-as-a-second language programs as a work activity. Prescribes requirements encouraging racial equality.

United States National Health Insurance Act (or the Expanded and Improved Medicare for All Act) - Establishes the United States National Health Insurance (USNHI ) Program (the Program), providing all individuals residing in the United States (including in U.S. territories) with health care. States benefits the Program shall offer, including: (1) primary care and prevention; (2) prescription drugs; (3) emergency care; and (4) mental health services. Prohibits institutions from participating as health providers in the Program unless they are a public or nonprofit institution, and provides for conversions of investor-owned providers with compensation for real property and equipment. Allows health maintenance organizations to participate in the Program under specified conditions. Permits patients to freedom of choice of participating physicians and other clinicians, hospitals, and inpatient care facilities. Prohibits a private health insurer from selling health insurance coverage that duplicates the benefits provided under this Act. Declares that the Program shall establish a prescription drug formulary system, which shall encourage best practices in prescribing and shall be updated frequently. Requires the Secretary of Health and Human Services to appoint a Director for the Program, who in turn shall appoint a director for an Office of Quality Control. Requires the director of the Office of Quality Control to conduct an annual review on the adequacy of medically needed services. Establishes a National Board of Universal Quality and Access, which shall advise the Secretary and the Director to ensure quality, access, and affordability. Provides for the eventual integration of the health programs of the Department of Veterans' Affairs and the Indian Health Service into the Program. Declares that this Act shall take effect on January 1, 2005.

Building Secure and Healthy Families Act of 2003 - Amends part A (Temporary Assistance for Needy Families) (TANF) of title IV of the Social Security Act to revise the TANF program, with changes: (1) replacing grants for States to reward a decrease in illegitimacy with grants to States to promote and support secure families; (2) adding nondiscrimination requirements pertaining to marital status and family structure and participation in activities or services funded under the new grant; (3) authorizing a State to assist a teenage parent who does not attend high school or another equivalent training program to come into compliance with TANF work and education requirements; (4) deeming teenage heads of household who maintain satisfactory school attendance to meet work participation requirements; (5) requiring certain certifications regarding domestic or sexual violence in State TANF plans; (6) prohibiting a State from penalizing an individual for TANF requirement noncompliance where domestic or sexual violence is a significant contributing factor in the noncompliance; (7) deeming a TANF recipient who provides appropriate care to a child or other relative who has a serious health condition or a disability as engaged in work for work participation rate purposes; and (8) eliminating the termination of TANF assistance for an entire family where an individual in the family has refused to engage in required work.

Military Survivor Benefits Improvement Act of 2003 - Adjusts the basic Survivor Benefit Plan (SBP) annuity amount for surviving spouses, age 62 and older, of former military personnel to: (1) 35 percent of the retired pay of the decedent (current law), for months before October 2004; (2) 40 percent for months during FY 2005; (3) 45 percent for months during FY 2006; (4) 50 percent for months during FY 2007; and (5) 55 percent for months after FY 2007. Adjusts similarly percentage amounts with respect to survivors of reserve personnel and survivors of persons who die while on active duty. Provides a corresponding phased elimination of the SBP supplemental annuity authorized to be provided to such surviving spouses. Requires periodic recomputation of: (1) annuity amounts beginning in October 2004; and (2) retired pay reductions for supplemental survivor annuities. Provides a one-year open enrollment period for SBP participation, commencing October 1, 2004, for those currently not participating, those electing to increase current coverage, and those wishing to participate in the supplemental SBP. Authorizes the Secretary of Defense to require appropriate premiums for SBP participation.

Debt Cancellation for the New Millennium Act - Amends the International Financial Institutions Act to urge the President to commence immediately efforts within the Paris Club of Official Creditors, as well as the International Bank for Reconstruction and Development (World Bank), the International Monetary Fund (IMF), and other appropriate multilateral development institutions, to accomplish certain modifications in the Enhanced Heavily Indebted Poor Countries (HIPC) Initiative, including requiring that: (1) the amount of debt relief provided by the IMF and the World Bank under the Enhanced HIPC Initiative for a HIPC be sufficient to completely cancel 100 percent of the HIPC's debt owed to such institutions; (2) no provision of debt relief under the Initiative be conditioned on any country's implementing a structural adjustment or stabilization program of the Poverty Reduction and Growth Facility of the IMF or any other such program operated solely or jointly by the IMF or the World Bank; (3) all HIPCs that are working in good faith to develop and implement their Poverty Reduction Strategy Papers (PRSPs) pursuant to the Initiative not be required to make service payments on their debts (ensuring that the savings from such debt relief will be invested in HIV/AIDS treatment and prevention, health care, education, and poverty reduction programs); and (4) the eligibility requirements of the Initiative be revised to make Bangladesh, Haiti, and Nigeria eligible. Directs the Secretary of the Treasury to provide, upon request, for technical assistance to HIPCs regarding compliance with the conditions for debt relief pursuant to the Initiative, including the development and implementation of their PSRPs.

Requires the assessment for each assistance recipient to determine whether the recipient has any barriers to employment or program compliance. Prohibits a State to which a TANF grant is made from imposing a sanction against an individual or family on the basis of noncompliance with a program requirement: (1) unless the State satisfies specified notice and review requirements; or (2) if the individual whose conduct is the basis of the sanction is in the uncompleted process of being screened or assessed for a mental health problem, disability, substance abuse problem, or sexual or domestic violence situation, or if the services outlined in the service plan developed for the individual or family were not offered, available, and accessible to the individual or family at the time of the noncompliance. Provides that nothing in this Act shall be construed as prohibiting a State in compliance with the requirements of this Act from imposing a sanction for noncompliance with work requirements against an individual or family who opts to not take full advantage of the opportunity for assessment or the services and supports made available to ensure that the individual or family can comply with program requirements if such an individual or family is not complying with the State's work requirements. Requires each State receiving a State family assistance grant to establish an advisory panel to review the efficacy of each TANF-funded program.

National Defense Oil Equity Act of 2003 - Amends the Internal Revenue Code to impose an excise tax on the sale of any crude oil or product of crude oil a tax equal to the applicable percentage of the windfall profit on such sale. Defines windfall profit to mean so much of the profit on such sale as exceeds a reasonable profit. Establishes the Reasonable Profits Board to make reasonable profit determinations.

Food Freshness Disclosure Act of 2003 - Amends the Federal Food, Drug, and Cosmetic Act to provide that a food shall be deemed to be misbranded unless its label bears information on freshness. Requires the label to state a date upon which the food will no longer be fresh (i.e., contain the quantity of nutrients specified on the label and otherwise be not adulterated and of acceptable quality). Requires such date to be preceded by "best if used by," and requires such label to be conspicuously located, easy to read, and in a type size no smaller than eight point. Directs that the freshness date be on the containers of any food sent to the seller of such food to consumers. Makes this Act inapplicable to any food that is exempt from nutrition labeling requirements.

Social Security Caregiver Credit Act of 2003 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act with respect to determining entitlement to and the amount of any monthly benefit, including any lump-sum death payment, payable under OASDI on the basis of the wages and self-employment income of any individual. Deems such an individual to have been paid a wage (according to a specified formula) during each month during which the individual was engaged for at least 80 hours in providing care to a dependent relative without monetary compensation for up to five years of such service. Makes this Act inapplicable in the case of any monthly benefit or lump-sum death payment if a larger benefit or payment would be payable without its application.

Insurance Competitive Pricing Act of 2003 - Amends the McCarran-Ferguson Act to eliminate the antitrust exemption applicable to the business of insurance where the conduct involves: (1) price fixing; (2) allocating with a competitor a geographical area in which, or persons to whom, insurance will be offered for sale; (3) unlawfully tying the sale or purchase of one type of insurance to the sale or purchase of another type of insurance or any other service or product; or (4) monopolizing, or attempting to monopolize, any part of such business. Retains such exemption for conduct involving the making of a contract, or engaging in a combination or conspiracy, to: (1) collect or disseminate historical loss data; (2) determine a loss development factor applicable to such data; (3) perform actuarial services if such contract, combination, or conspiracy does not involve restraint of trade; or (4) determine a trend factor (an adjustment to reflect a change in inflation or any other change in the estimated loss costs incurred by certain persons engaged in the business of insurance) during a specified transition period.
