Expresses the sense of the Congress that the President should convene immediately a meeting of the heads of all appropriate Federal departments and agencies for the purpose of taking such steps as may be necessary to prevent Arab discrimination against American business enterprises which have Jewish individuals serving in positions of major responsibility or which do business with Israel.

Emergency Middle-Income Housing Act - Authorizes the Secretary of Housing and Urban Development to reduce interest rates on home mortgages for middle- income families by making, and contracting to make, periodic interest reduction payments, interest rate differential payments and by purchasing below-market-interest-rate mortgages. Defines terms as used in this Act. Provides that the aggregate amount of mortgages assisted under this Act shall not exceed $12,000,000,000. Authorizes the appropriation of such sums as may be necessary to carryout the provisions of this Act. Sets forth the guidelines the Secretary shall follow in allocating such assistance. Specifies that the Secretary shall take steps to encourage the construction or sale of dwelling units which he determines will contribute to the conservation of land and energy resources. Directs that authority to enter into such financial assistance obligations as provided in this Act shall expire June 30, 1976.

Provides, under the Employment Act, that it is the policy of the Federal Government to foster conditions under which there will be stability of the general price level. Requires the President to include in his economic report to Congress current and foreseeable trends of the stability of the general price level. Requires the Council of Economic Advisers to formulate and recommend national economic policy to promote the stability of the general price level.

Directs the Comptroller General to audit annually the Federal Reserve Board, the Federal Advisory Council, the Federal Open Market Committee, and all Federal Reserve banks and branches. Requires the Comptroller General to report to the Congress within six months after the end of each fiscal year on the results of the audit. States that such report shall specifically indicate any program, financial transaction, or undertaking observed in the course of the audit which in the opinion of the Comptroller General has been carried out without legal authority.

Youth Camp Safety Act - Makes it the purpose of this Act to protect and safeguard the health and well-being of youth attending day camps, resident camps, and travel camps by providing for the establishment of Federal standards for the safe operation of youth camps. Establishes in the Office of the Secretary of Health, Education, and Welfare an Office of Youth Camp Safety to be headed by a Director of Youth Camp Safety. Confers upon the Director the primary responsibility for the promulgation and enforcement of Federal and State youth camp safety regulations. Requires any State which desires to assume responsibility for the development and modification of youth camp safety standards to submit a State plan to the Director for his approval. Allows a State whose plan has been rejected to obtain review of the decision in the United States Court of Appeals. Authorizes the Director to make grants to States which have in effect approved State plans, such grants not to exceed eighty percent of the cost of carrying out the State plan. Authorizes to be appropriated $7,500,000 for fiscal year 1975, and for each succeeding fiscal year, to make the grants provided for in this Act. Authorizes the Director to enter and inspect youth camps and their records. Directs the Director to establish within the Department of Health, Education, and Welfare an Advisory Council on Youth Camp Safety and to submit to Congress at least once a year a comprehensive and detailed report on his administration under this Act. Prescribes penalties for each violation by youth camp operators of the standards promulgated pursuant to this Act. Authorizes the Director to request directly from any department or agency of the Federal Government information, suggestions, estimates, and statistics needed to carry out his functions under this Act; and such department or agency is authorized to furnish such information, suggestions, estimates, and statistics directly to the Director.

Transfers all functions of the Secretary of Agriculture under the Food Stamp Act of 1964 to the Secretary of Health, Education, and Welfare. Requires such transfer to be implemented in accordance with such procedures and regulations as the Director of the Office of Management and Budget shall prescribe.

Permits the responsible Federal official to delegate the preparation of an environmental impact statement required by the National Environmental Policy Act of 1969 to the appropriate State agency or official. Provides that in no way is such delegation to be construed as relieving the Federal official from being responsible for the objectivity, completeness, and content of such statement in adopting and approving it.

Provides that any detailed statement required by the National Environmental Policy Act for any Federal-aid highway project in the States of New York, Vermont, and Connecticut which was prepared by the State during the period beginning on January 1, 1970, and ending on the date of enactment of this Act shall be deemed a statement prepared by the Secretary of Transportation for purposes of The National Environmental Policy Act. (Amends 23 U.S.C. 109)

Provides, under the Internal Revenue Code, that real property which is farmland, woodland, or open land and forms part of an estate may be valued, for estate tax purposes, at its value as farmland, woodland, or open land (rather than at its fair market value). Provides that real property which is listed on the National Register of Historic Places may be valued, for estate tax purposes, at its value for its existing use. Provides for the revocation of such lower evaluation and recapture of unpaid taxes with interest upon the conversion, rezoning, or removal of such land from the National Register of Historic Places.

Provides that the Administrator of the Small Business Administration may render onsite consultation and advice to small business employers who request such assistance in writing to assist such employers in providing safe and healthful working conditions for their employees. Provides that the Administration may issue recommendations and/or written notice with respect to hazards and/or serious violations under the Occupational Safety and Health Act of 1970, but no citation or civil penalty shall follow directly from such onsite consultation and advice.

Provides that pension or annuity plans to qualify for tax-exempt status under the Internal Revenue Code shall provide for payments to the participant's survivor beginning on the earliest date that the participant could have collected annuity benefits under such plan.

Forbids, under the Immigration and Nationality Act, the employment or referral for employment of aliens who have not been lawfully admitted to the United States for permanent residence. States that a person who employs or refers for employment such an individual shall not be deemed to have violated this Act if he has: (1) obtained a form signed by the individual stating that he is a citizen or lawfully admitted alien; and (2) himself signed a form stating that he has read the individual's birth certificate or any other document which validates the individual's statement. Provides that any person who violates this Act shall be fined not more than $500 or imprisoned for not more than six months, or both, for the first illegal employment or referral, and shall be fined not more than $1,000 or imprisoned for not more than one year, or both, for each subsequent employment or referral. Directs the Immigration and Naturalization Service to increase the personnel of the United States Border Patrol and Investigations Branch by 2,500 by the end of fiscal year 1975. Authorizes to be appropriated such sums as necessary to carry out this provision. Provides that this Act shall take effect 90 days after enactment and shall only apply to aliens who become employed or are referred for employment on or after that date.

Tax and Loan Account Interest Act - Terminates the insurance of any bank under the Federal Deposit Insurance Act, which fails to pay the Federal funds rate of interest on all tax and loan accounts.

Provides that any individual who is eighteen years of age or older and who is receiving half of his income from any member of another household which, because of its income and other financial resources, is not eligible to receive food stamps shall not be considered as a member of household for purposes of the Food Stamp Act.

Prohibits a petroleum refiner or distributor from cancelling, failing to renew, or otherwise terminating a franchise unless he furnishes notification in writing to each affected distributor or retailer by certified mail not less than ninety days prior to the date on which such franchise will be canceled, together with a statement of the reasons of such cancellation and of the remedies available. Provides that a petroleum refiner or distributor shall not cancel, fail to renew, or otherwise terminate a franchise unless the retailer or distributor whose franchise is terminated failed to comply substantially with any essential and reasonable requirement of such franchise or failed to act in good faith in carrying out the terms of such franchise. States that if a refiner or distributor engages in conduct prohibited under this Act, a retailer or distributor may maintain a suit against such refiner or distributor.

Authorizes the Administrator of Veterans' Affairs to purchase from one or more life insurance companies a policy or policies of mortgage protection life insurance on a group basis for veterans unable to obtain commercial life insurance because of a service- connected disablility. Sets forth the maximum amount of insurance under a policy provided under this Act. Authorizes the Administrator to deduct insurance premiums from any compensation or other cash benefits payable to veteran by the Veterans' Administration, and to pay such premiums to the insurers. States that any amount of insurance in force under this Act on the date of death of an insured veteran shall be paid only to the holder of the mortgage loan on the veteran's home as a credit toward loan indebtedness. Requires each policy purchased under this Act to provide for the following: (1) reinsurance with other insurers which meet the Administrator's criteria; (2) that the Administrator may discontinue a whole policy, or exclude from coverage loans made after a date fixed by him; (3) issuance to each insured veteran of a certificate setting forth the benefits to which he is entitled; (4) any other provisions necessary to carry out this Act; and (5) an annual accounting to the Administrator of the amount of premiums paid, the total of all mortality and other claim charges incurred, and the amount of the insurer's expenses and risk charges. States that insurance under this Act shall terminate upon whichover of the following events first occurs: (1) satisfaction of the veteran's indebtedness under the loan upon which the insurance is based; (2) the veteran's 70th birthday; (3) termination of the veteran's ownership of the property securing the loan; (4) discontinuance of payment of premiums by the veteran; or (5) discontinuance of the entire contract or agreement. Public Disclosure of Lobbying Act-Defines "lobbying" and other terms used in this Act. Requires each lobbyist, within 15 days of becoming a lobbyist, to file a notice of representation with the Federal Edection Commission. Sets forth minimum elements to be contained in such notice. Enumerates those persons required to maintain records of lobbying activities. Sets forth the required form and content of reports to be made to the commission containing such records. Requires GS-15 and above employees of the executive branch to maintain records of communucations received from outside parties expressing opinions or containing information with respect to the policy making process. Directs each executive agency to make such records available for public inspection. Enumerates the powers of the Commission, including the powers: (1) to require any person to submit in writing such reports and answers to question as the Commission may prescribe: and (2) to initiate, prosecute, defend, or appeal any civil or criminal action in the name of the Commission for the purpose of enforcing the provisions of this Act through its General Counsel. Provides that it shall be the duty of the Commission to perform specified tasks, including; (1) to develop and furnish to lobbyists forms required to be filed under this Act: (2) to develop forms for the filing of records of outside contacts by executive branch employees; and (3) to prepare a manual setting forth recommended uniform methods of bookkeeping and reporting, filing coding, and cross-indexing. Sets forth criminal penalties for violation of this Act.

Expresses the sense of the House of Representatives that the President establish a Presidential Task Force on the Missing in Action to study the cases of the missing in action and their families accounting, and to make recommendations concerning Federal policies relating to the missing in action.

Provides, under the Internal Revenue Code, for reductions in Social Security taxes relating to the rate of tax on self-employment income for purposes of old-age, survivors, and disability insurance. States that such reductions shall apply in the case of taxes imposed with respect to self-employment income for taxable years beginning after December 31, 1975, and with respect to wages paid or received during calendar years after 1975. Provides for Federal participation in the costs of the old-age, survivors, and disability insurance program under title II of the Social Security Act. Increases the earnings counted for benefit and tax purposes under the Social Security Act.

Provides that the preparation of environmental impact statements required under the National Environmental Policy Act of 1969 may be accomplished by the responsible Federal official or, at his discretion, may be delegated to an appropriate State agency or official or may be prepared by a consultant to such Federal or State agency or official. Stipulates that the preparation of any such statement by any State agency or official or consultant shall not be construed as relieving the responsible Federal official from full responsibility for the completeness, objectivity, and content of such statement in approving and adopting such statement.

Automobile Fuel Consumption Tax Act - States that the purpose of this Act is to encourage the development and manufacture of passenger automobiles which are efficient in fuel consumption. Imposes, under the Internal Revenue Code, a tax on all passenger automobiles sold by the manufacturer, producer, or importer, at a graduated rate determined by the fuel consumption rate, in miles per gallon, of each such automobile. States that the taxable fuel consumption rate shall be the rate set forth in the Atuomobile Fuel Consumption Schedule specified in this Act. Imposes a floor stocks tax on new automobiles held by a dealer for sale. Directs the Administrator of the Environmental Protection Agency to periodically study the fuel consumption rates of passenger automobiles and revise the Automobile Fuel Consumption Schedule. Requires that a label describing the fuel consumption rate and the amount of the fuel consumption tax must be affixed to all new cars sold.

American Folklife Preservation Act - Creates an American Folklife Center in the Library of Congress. Provides that the center shall be subject to the supervision and direction of a board of trustees. Specifies the composition of the board, including: four members appointed by the President, eight members appointed by the Librarian of Congress, the Librarian of Congress and the director of the Center. Authorizes the Center to establish and implement a program of contracts, grants, revitalize and scholarships to preserve, protect, revitalize and disseminate American folklife traditions and arts. Provides that no payment shall be made pursuant to this Act to carry out any research or training over a period in excess of two years, with specified exceptions. Provides that no former employee of the Federal government shall be eligible to receive any grant or other assistance under this Act in the two year period following the termination of such employment. Requires the Center to submit to the Librarian of Congress, for inclusion in its annual report to the Congress, an annual report of its operations under this Act. Authorizes to be appropriated to the Center to carry out the provisions of this Act $167,750 for fiscal year 1976, $710,000 for fiscal year 1977, and $1,716,000 for fiscal year 1978.

Provides, under title XVIII (Medicare) and title II (Old-Age, Survivors' and Disability Insurance) of the Social Security Act, that qualified drugs requiring a physicians prescription or certification shall be included among the items and services covered under the hospital insurance program for the aged at a specified amount of payment. States that the reasonable allowance for eligible drugs furnished an individual pursuant to any one prescription and purchased by such individual at any one time shall be reduced by an amount equal to the applicable prescription copayment obligation which shall be $1. Establishes, within the Department of Health, Education, and Welfare, a Formulary Committee to compile and publish a Formulary listing the drugs deemed qualified for benefits under this Act, together with maximum allowable costs and additional information concerning such drugs. Makes provisions for selecting drugs for the Formulary.

Authorizes, under the Communications Act of 1934, grants to States and units of local government for the establishment, equipping, and operation of emergency communications centers to make the national emergency telephone number 911 available throughout the United States. Authorizes appropriations of $5,000,000 and $7,500,000 for fiscal years 1975 and 1976, respectively, to make grants under this Act.

Emergency Homeowners' Relief Act - Declares that the purpose of this Act is to prevent widespread mortgage defaults and the distress-sale of homes as a result of adverse economic conditions. Authorizes and directs the Secretary of Housing and Urban Development to make repayable emergency mortgage relief payments on behalf of distressed homeowners when he determines that such action is necessary and that there is a reasonable prospect that the homeowner will be able to make necessary adjustments for the full resumption of mortgage payments. Defines "distressed homeower" as one or more persons who own and occupy a dwelling as a principal residence and whose income has declined by more than 20 percent as the result of unemployment or other adverse economic conditions. Limits relief payments to a period not exceeding two years. Provides that payments be repaid on such terms as the Secretary prescribes. Empowers the Secretary to delegate any of his functions under this Act to other Federal agencies or private entities. Authorizes the Secretary to establish a revolving fund for mortgage relief payments and other specified purposes, including payment of obligations issued to the Secretary of the Treasury to enable the Secretary of Housing and Urban Development to carry out his functions under this Act. Provides for a payment expiration date of July 1, 1976.

Authorizes the President to provide financial assistance to land- grant-type universities to enable such universities to assist and cooperate in developing and improving land-grant-type universitites in agriculturally developing nations. Lists programs designed to effectuate this assistance including: (1) cooperation in developing capacity in the university in the cooperating nation for classroom teaching, and (2) cooperation in agricultural research to promote efficiency in the production of food. Establishes an International Land-Grant University Advisory Board to assist in the administration of this Act. Authorizes to be appropriated such sums as may be necessary to carry out the provisions of this Act. Stipulates that such sums shall not exceed $150,000,000 in a fiscal year.

Declares that for 90 days following enactment of this Act the President shall have no authority to adjust imports of petroleum or petroleum products under the Trade Expansion Act or any other Federal law. Provides that in the event of a declaration of war, an attack upon the United States, or other involvement in hostilities by the Armed Forces within the 90 day period, this provision shall not thereafter apply. Provides that any action taken by the President between January 15, 1975, and the date of enactment of this Act which results in the imposition of a duty tax or fee on petroleum or petroleum products shall cease to have effect on the date of enactment. Allows a rebate of any amount paid as a tax or fee on petroleum products which was imposed by the President after January 15, 1975, and before enactment of this Act.

Cost-of-living Adjustment Act- Provides, under the Internal Revenue Code, for automatic cost-of-living adjustments, based on the Consumer Price Index, in: (1) the income tax rates; (2) the amount of standard deductions; (3) the amount of personal exemptions; (4) the amount of depreciation deductions; and (5) the adjusted basis for property. Makes cost-of- living adjustments in specified United States savings bonds and certificates and on other obligations of the United States.

Provides that an individual may qualify for disability insurance benefits under the Old-Age, Survivors and Disability Insurance program of the Social Security Act and the disability freeze if he has 40 quarters of coverage, regardless of when such quarters were earned.

Expresses the sense of the Congress that the President should not impose any tariff or other import restriction on petroleum or petroleum products before April 1, 1975, so as to give the Congress a reasonable period of time in which to act legislatively on such matter if it determines such action is necessary.

Excludes from gross income under the Internal Revenue Code (1) up to $5 per occasion of service by a fireman in response to a call for firefighting or rescue services; and (2) up to $5 per meeting attended by members of a firefighting or rescue unit up to $10 per month. States that this tax exclusion shall apply to the taxable years following December 31, 1974.
