Emergency Securities Response Act - Amends the Securities Exchange Act of 1934 to extend the emergency order authority of the Securities and Exchange Commission (SEC) as it determines necessary to reduce, eliminate, or prevent the substantial disruption of: (1) securities markets, investment companies, or any other significant portion or segment of such markets; or (2) the transmission or processing of securities transactions. Extends the duration of such order from the current ten-day maximum to 30 business days unless the SEC finds that the emergency still exists and that further extension is in the public interest and necessary for investor protection. Establishes 90 calendar days as the maximum duration of an SEC emergency order.

True American Heroes Act - Authorizes the President to present on behalf of Congress a gold medal to the next of kin or other representation of each officer, emergency worker, or employee of a State and local government agency, including the Port Authority of New York and New Jersey, and of the Federal Government, who responded to the attacks on the World Trade Center in New York City, and perished in the tragic events of September 11, 2001 (including those who are missing and presumed dead).

Expresses the sense of Congress that the President should award and present a Public Safety Officer Medal of Valor to those public safety officers who were killed and to those select public safety officers who have earned special recognition for outstanding valor above and beyond the call of duty in the aftermath of the terrorist attacks in the United States on September 11, 2001.

Financial Anti-Terrorism Act of 2001 - Amends Federal law governing monetary transactions and Federal criminal law to establish as a bulk cash smuggling offense the knowing concealment and attempted transport (or transfer) across U.S. borders of currency and monetary instruments in excess of $10,000, with intent to evade specified currency reporting requirements. Subjects to Federal criminal penalties currency couriers who conceal more than $10,000 in currency and transport, or conspire to transport, such currency in interstate commerce knowing that it was either derived from, or intended to promote, unlawful activity. Establishes Federal jurisdiction over foreign money launderers, and over money that is laundered through a foreign bank. Establishes reporting requirements for coin and currency receipts of more than $10,000 received by a nonfinancial trade or business, or criminal court clerks. Amends the Immigration and Nationality Act of 1952 to declare inadmissible: (1) aliens who have engaged in proscribed money laundering activities; and (2) their immediate family members who have benefitted from such illicit activities. Authorizes Federal enforcement agencies to initiate forfeiture actions regarding funds deposited into a foreign bank that has a correspondent account in the United States. Places the Financial Crimes Enforcement Network as a bureau in the Department of the Treasury. Includes among its duties the maintenance of a financial crimes communications center to coordinate money laundering detection by law enforcement authorities and financial institutions. Extends U.S. Customs Service border searches to international shipments of mail. Establishes criminal penalties for false statements concerning the identity of customers of financial institutions. Requires financial institutions to maintain account holder identification and verification . Directs the Secretary of the Treasury to: (1) establish a highly secure website in the Financial Crimes Enforcement Network that allows financial institutions to file suspicious activities reports through the Internet, and that alerts financial institutions regarding activities that warrant immediate and enhanced scrutiny; (2) provide for a public-private task force on terrorist financing issues; and (3) require registered brokers and dealers to submit suspicious activity reports. Amends the Federal Deposit Insurance Act to authorize the inclusion of suspicions of illegal activity in written employment references. Sets forth special measures for jurisdictions, financial institutions, or international transactions of primary money laundering concern, including a proscription against United States correspondent accounts with foreign shell banks. Empowers the Secretary to enter into international negotiations regarding money laundering investigations, financial crimes, and the finances of terrorist groups. Prohibits the acceptance of any bank instrument in connection with unlawful Internet gambling. Amends the Federal criminal code to increase penalties for counterfeiting domestic and foreign currency and obligations. Includes counterfeiting by analog, digital, or electronic image.

Small Business Emergency Relief Act of 2001 Authorizes the Administrator of the Small Business Administration to make disaster loans to small business concerns and other eligible entities that were injured as a result of the September 11, 2001, terrorists attacks. Makes such loans available for repair, rehabilitation, refinancing, or replacement of damaged or destroyed real or personal property and any economic injury. Includes charitable organizations among those eligible for such loans. Authorizes the Administrator to forgive or undertake obligations under loans already made under the Small Business Act to recipients which have suffered substantial economic injury as a result of the September 11, 2001, terrorist attacks. Amends the Small Business Act to prohibit the sale of disaster loans.

Expresses the sense of the House of Representatives that: (1) the Republic of Slovakia should be commended for its progress toward political and economic liberty and for its efforts to meet the guidelines for prospective North Atlantic Treaty Organization (NATO) members; (2) the Republic would make significant contributions to NATO; (3) extension of NATO to include the Republic would significantly benefit the security and peace of Europe and the region as a whole; and (4) the Republic should be invited to become a full NATO member at the earliest opportunity.

First Things First Act-Amends the Internal Revenue Code to raise certain highest marginal income tax rates. Amends the Economic Growth and Tax Relief Reconciliation Act of 2001 to: (1) repeal the phaseout of the overall limitation on itemized deductions and restore the phaseout of personal exemptions; and (2) repeal the termination of the estate and generation-skipping transfer taxes, step-up basis at death, and related items. Amends the Internal Revenue Code to increase the estate tax deduction for family-owned business interests. Establishes the National Priorities Assessment Task Force in the legislative branch. Requires such Task Force to evaluate congressional success in the following areas: (1) the provision of aid and relief to persons injured as a result of the September 11, 2001, terrorist attacks; (2) the security of the Social Security and Medicare trust funds; (3) the provision of a comprehensive prescription drug benefit to Medicare beneficiaries; (4) the provision of Federal funding for school modernization and teacher hiring; and (5) a significant reduction in worst case housing needs.

Expresses the sense of Congress that the United States should: (1) provide immediate food and agricultural development assistance to civilians in Afghanistan and other countries in central Asia, such as Pakistan, Iran, Kyrgyzstan, Turkmenistan, Tajikistan, and Uzbekistan, including resumption of food assistance under the United World Food Program; and (2) assist in providing security for refugees and humanitarian aid workers providing such food assistance.

Terrorist Disaster Relief for Small Businesses Act - Directs the Administrator of the Small Business Administration to treat: (1) the terrorist attacks on the United States that occurred on September 11, 2001, as a disaster for which loans to affected small business concerns are authorized; and (2) the entire United States as the affected area. Allows the Administrator to waive certain size standards that would otherwise preclude a business concern from being an eligible recipient of such a loan.

Displaced Workers Assistance Act - Authorizes certain groups of workers who have become totally or partially separated (or threatened with total or partial separation) from employment with the airline industry as a result of reductions in service by an air carrier or closure of an airport due to a terrorist action or security measures to petition the Secretary of Labor for a certification of eligibility to apply for adjustment assistance (similar to trade adjustment assistance under the Trade Act of 1974). Provides certain benefits (employment services, job training, and readjustment allowances) to eligible workers meeting certain eligibility requirements. Provides eligible workers who do not meet certain requirements for State unemployment compensation with a limited readjustment allowance under this Act. Provides for payment of premiums for COBRA health care continuation coverage of eligible workers. Authorizes a State to elect to provide medical assistance under its Medicaid program under title XIX of the Social Security Act for eligible workers who are not eligible for COBRA health care continuation coverage, and who are uninsured.

Victory Bonds Act of 2001 - Instructs the Secretary to issue Victory Bonds in response to the acts of terrorism perpetrated against the United States on September 11, 2001. Mandates that proceeds from the issuance of Victory Bonds be used to raise funds to: (1) assist in recovery and relief operations following the terrorist acts, including humanitarian assistance; and (2) combat terrorism.

Directs the Attorney General to provide for the granting of posthumous citizenship, as of September 12, 2001, to certain nonculpable aliens or noncitizen nationals otherwise eligible for naturalization who died as a result of the hijackings of four airliners, the attacks on the World Trade Center and the Pentagon, or as a result of injuries sustained while assisting in the emergency response to the events of September 11, 2001.

Expresses the sense of Congress that the children who lost one or both parents or a guardian in the September 11, 2001, World Trade Center and Pentagon tragedies, including the aircraft crash in Somerset County, Pennsylvania, should be provided with all necessary services and benefits, including foster care assistance, adoption assistance, and medical, nutritional, and psychological care. Urges each responsible Federal agency to put the highest priority on providing such assistance, services, and benefits within 60 days of the determination of the death of the child's parent or guardian.

Immigrant Fairness Restoration Act of 2001 - Amends the Immigration and Nationality Act to revise specified restrictions respecting: (1) cancellation of removal; (2) deportability and admissibility; (3) judicial review; (4) right to counsel; (5) detention; (6) applicants for admission; (7) removal of aliens who are not permanent residents and who have no relief from removal; (8) reopening of certain proceedings and parole of certain aliens; and (9) aliens who have made false citizenship claims or who have unlawfully voted.

Breast Cancer Research Stamp Act of 2001 - Amends Federal postal law to provide that any limitation in the Semipostal Authorization Act relating to whether more than one semipostal (a postage stamp issued by the U.S. Postal Service, at a premium, in order to help provide funding for a national public interest) may be offered for sale at the same time, shall not apply to the breast cancer research special stamps issued by the U.S. Postal Service. Extends the Service's authority to issue such stamps through July 29, 2008. Revises the differential amount of the special rate of postage for the breast cancer research stamp to not less than 15 percent of the regular first-class rate (currently, not to exceed 25 percent of first-class). Requires the special rate to be evenly divisible by five.

Day Laborer Fairness and Protection Act - Requires day labor service agencies to provide notice of the wage rate expected to be paid by each third party employer using their services. Requires the wage rate for such third party employers to equal the rate paid to their permanent employees who perform substantially equivalent work, with due consideration given to seniority, experience, skills and qualifications. Prohibits employers from reducing the wage rate of any employee in order to comply with requirements of this Act. Sets forth requirements for: (1) agency payments to day laborers for excessive processing time; (2) civil damages and criminal penalties for certain employer violations; (3) itemized wage statements, annual earnings summaries, and optional payment schedules; (4) nondiscrimination; (5) adequate seating, restrooms, and water in waiting areas; (6) health care liability for injuries on the job or in transit; (7) agency notices; (8) equitable expenses for day laborer meals, transportation, and equipment; and (9) agency registration with the Secretary of Labor. Prohibits: (1) charges for cashing wage payment checks or for overpayments; and (2) restrictions on worker acceptance of permanent positions (but allows placement fees to agencies by employers). Amends the National Labor Relations Act to make it an unfair labor practice for employers to offer and grant: (1) permanent replacement employee status or other employment preferences to individuals for performing bargaining unit work for the employer during a labor dispute; or (2) any employment preference based on an individual's being employed, or having indicated a willingness to be employed, during a labor dispute, over any employee who was there at dispute commencement, has exercised rights through the labor organization involved in the dispute, and is working for the employer, or has unconditionally offered to return to such work.

Employment Non-Discrimination Act of 2001 - Prohibits employment discrimination on the basis of sexual orientation by covered entities (including employment agencies, labor organizations, and training programs). Prohibits related retaliation and coercion. Declares this Act inapplicable to the provision of employee benefits for the benefit of an employee's domestic partner. Prohibits the Equal Employment Opportunity Commission from: (1) collecting statistics on sexual orientation from covered entities; and (2) compelling covered entities to collect such statistics. Prohibits: (1) quotas and preferential treatment; and (2) an order or consent decree for a violation of this Act that includes a quota or preferential treatment. Declares that this Act is inapplicable to: (1) religious organizations; (2) the relationship between the United States and members of the armed forces; or (3) laws creating special rights or preferences for veterans. Prohibits the imposition of affirmative action for a violation of this Act. Disallows State immunity. Makes the United States or a State liable for remedies to the same extent as under the Civil Rights Act of 1964.

Victims' Economic Security and Safety Act - Sets forth entitlement standards and implementation guidelines for employee use of emergency leave to address domestic or sexual violence. Permits victims of domestic or sexual violence to substitute existing leave in lieu of emergency leave. Authorizes State use of funds under part A of title IV of the Social Security Act (Temporary Assistance for Needy Families) (TANF) to provide nonrecurrent short-term emergency benefits for emergency leave precipitated by domestic or sexual violence . Amends the Internal Revenue Code relating to approval of State unemployment compensation laws to prohibit denial of compensation where an individual is separated from employment due to circumstances resulting from the individual's experience of domestic or sexual violence. Amends the Social Security Act to include training under this Act for unemployment compensation and TANF personnel. Authorizes the Secretary of Health and Human Services to award a grant to a national victim services organization to develop and disseminate a model program for domestic and sexual violence training. Victims' Employment Sustainability Act - Prohibits certain discriminatory employer practices relating to terms or conditions of employment in connection with victims of domestic or sexual violence. Victims of Abuse Insurance Protection Act - Prohibits denial or restriction of insurance coverage based on the status of the applicant or insured regarding abuse or abuse-related claims. Amends the Internal Revenue Code to allow a business related credit for 40 percent of an employer's costs for implementing workplace safety and education programs relating to domestic and sexual violence. Authorizes the Attorney General to provide a grant for a clearinghouse and resource center to provide information and assistance to employers, labor organizations, and advocates on behalf of victims of domestic or sexual violence.

Equitable Care for All Veterans Act - Requires the Secretary of Veterans Affairs to modify the funding allocation formula for the Department of Veterans Affairs medical care system known as the Veterans Resource Allocation (VERA) system to provide for the incorporation of regional differences in the cost of providing health care to veterans as part of the criteria used to determine the national means differential used. Directs the Secretary to evaluate the effects of such modifications on the regional allocation of funds available to the Department of Veterans Affairs for health care and, if the modifications do not result in a substantive shift in such allocations, to terminate VERA. Directs the Secretary, if required to terminate VERA, to develop a new formula for the allocation of funds to the Department's national service regions, known as Veterans Integrated Service Networks (VISNs), that takes into account specified requirements, including additional costs incurred by a VISN because the age of veterans, or the number of veterans requiring complex care, in that VISN exceeds the median for all VISNs. Authorizes additional appropriations to be allocated to VISNs that have experienced funding reductions.

Amends the Asian Development Bank Act to authorize appropriations for: (1) the U.S. contribution to the seventh replenishment of the Asian Development Fund; and (2) the U.S. contribution to the fifth replenishment of the International Fund for Agricultural Development. Amends the International Financial Institutions Act to direct the Secretary of the Treasury to instruct the U.S. Executive Directors at certain international financial institutions to: (1) support continued efforts by such institutions in the fight against HIV/AIDS, tuberculosis, malaria, and other infectious diseases; and (2) oppose user fees in impoverished countries for primary education or primary healthcare, including prevention and treatment efforts for HIV/AIDS, malaria, tuberculosis, and infant, child, and maternal well-being, in connection with any strategy or country plan, grant, or loan by such institutions. Sets forth provisions promoting greater transparency with regard to such institutions' activities. Directs the Secretary to instruct the U.S. Executive Directors at such institutions to focus on poverty alleviation, economic growth, increased productivity, sustainable development, environmental protection, labor rights, and an increased focus on education. Commends Omar Kabbaj (an official of the Ministry of Finance of Morocco) for his successful reform efforts as President of the African Development Bank and Fund.

Internet Gambling Payments Prohibition Act - Prohibits any person engaged in a gambling business from knowingly accepting in connection with the participation of another person in Internet gambling: (1) credit; (2) electronic fund transfers or funds transmitted by or through a money transmitting business; (3) any instrument drawn by or on behalf of another and payable through any financial institution; or (4) the proceeds of any other form of financial transaction involving a financial institution as payer or financial intermediary for another. Grants Federal district courts original and exclusive jurisdiction to prevent or restrain violations of this Act. Provides for civil and criminal penalties, including a permanent injunction against wagering. Exempts certain financial intermediaries from liability for unknowing involvement or unknowing use of their facilities in: (1) any credit transaction, electronic fund transfer, or money transmitting service; or (2) drawing, paying, transferring, or collecting a check or draft instrument. Declares that the Federal Government, in deliberations with a foreign government on money laundering, corruption, and crime issues, should: (1) encourage cooperation by foreign governments and relevant international fora in identifying whether Internet gambling operations are being used for money laundering or other crimes; (2) advance policies that promote international cooperation in the enforcement of this Act; and (3) encourage the Financial Action Task Force on Money Laundering to study the extent to which Internet gambling operations are being used for money laundering. Amends the Federal Deposit Insurance Act to provide that if an appropriate Federal banking agency determines that an insured depository institution is engaged in activities proscribed under this Act, such agency may issue an order prohibiting certain related financial activities.

Gambling ATM and Credit/Debit Card Reform Act - Amends the Electronic Fund Transfer Act and the Truth in Lending Act to prohibit the placement of an electronic terminal for initiating a consumer credit transaction (including an automated teller machine or a point-of-sale terminal) or the acceptance of a credit card to initiate such a transaction in the immediate area of a gambling establishment where any form of gambling is going on. Makes violators of this prohibition liable to consumers for actual and punitive damages.

Export-Import Bank Reauthorization Act of 2001 - Amends the Export-Import Bank Act of 1945 to extend the authority of the Export-Import Bank of the United States through FY 2005. Increases the aggregate amount (including applicable inflation) of Bank loans, guarantees, and insurance that may be outstanding at any one time to aid in financing exports and imports and the exchange of commodities and services between the United States and other foreign countries. Establishes in the Bank an Office on Africa. Directs the Bank, in order to encourage the participation of small business in international commerce, to make available not less than 25 percent (currently, ten percent) of its aggregate for loans, guarantees, and insurance to finance exports directly by small business concerns (including not less than ten percent for small business concerns employing fewer than 100 employees). Directs the Bank to implement certain technology improvements designed to improve small business outreach. Sets forth provisions: (1) concerning the Tied Aid Credit Fund (including renaming the Tied Aid Credit Fund as the Export Competitiveness Fund and the tied aid credit program as the export competitiveness program); (2) requiring the Bank to promote the export of goods and services related to renewable energy resources; (3) requiring certain information and certifications from companies seeking or receiving assistance from the Bank; and (4) requiring a reassessment by the Bank with respect to a grant it approved to support the sale of specified computer equipment to a named steel company in China.

Medicare Vision Rehabilitation Services Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act, as amended by the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000, to provide for coverage of outpatient vision rehabilitation services under part B (Supplementary Medical Insurance) of the Medicare program.

FHA-Insured Hospital Conversion and Reinvestment Act - Amends the National Housing Act to authorize the Secretary of Housing and Urban Development to make grants to eligible FHA-insured hospitals for use only for purposes that the Secretary determines will reduce the risk of default and loss on mortgages for those hospitals. Includes among such purposes: (1) carrying out activities to convert the excess capacity of an eligible FHA-insured hospital to facilities that provide health care and supportive housing for elderly persons and families, including assisted living facilities, nursing homes, and supportive housing for the elderly; and (2) assisting in paying debt service for an eligible FHA-insured hospital, including service on debt insured under this Act. Authorizes such hospital conversions, and requires the Secretary to provide for uninterrupted continuation of a converted hospital's mortgage insurance coverage for the duration of the original term of the mortgage insurance contract. Makes available to fund conversion grants any negative credit subsidies (surplus amounts) attributable to FHA programs for full insurance for health care facilities.

High-Speed Rail Investment Act of 2000 - Amends the Internal Revenue Code to allow a limited tax credit to holders of qualified Amtrak bonds. Sets forth definitions, State contribution requirements, and other rules. Requires approval, by the Secretary of Transportation, of qualified Amtrak projects funded by such bonds.

First-time Homebuyer Down Payment Assistance Act - Amends the Internal Revenue Code and the Employee Retirement Income Security Act of 1974 (ERISA) to exempt from prohibited transaction rules any home equity participation arrangement under which the trustee of a qualified plan, at the direction of the eligible participant, shall acquire an ownership interest (not to exceed $10,000, and repayable in full upon resale or other transfer) in any dwelling unit which within a reasonable period of time is to be used as the principal residence for a first-time homebuyer.

Amends the National Narcotics Leadership Act of 1988 to extend the authorization of appropriations for the Drug-free Communities Support Program and the Advisory Commission on Drug-free Communities through FY 2007. Authorizes additional grants and renewal grants to eligible coalitions and grant recipients. Authorizes supplemental grants for coalition mentoring activities. Authorizes the Director of the Office of National Drug Control Policy to make a grant to an eligible organization to provide for establishment of a National Community Antidrug Coalition Institute to: (1) provide education, training, and technical assistance for coalition leaders and community teams; (2) develop and disseminate evaluation tools, mechanisms, and measures to better assess and document coalition performance measures and outcomes; and (3) bridge the gap between research and practice by translating knowledge from research into practical information.

Minority Populations Diabetes Prevention and Control Act of 2001 - Directs the Secretary of Health and Human Services, through the Centers for Disease Control and Prevention, to increase activities regarding diabetes in minorities, including State-based initiatives.

World Bank AIDS Trust Fund Amendments Act of 2001 - Amends the Global AIDS and Tuberculosis Relief Act of 2000 to increase to $200 million the authorization of appropriations for FY 2002 for the U.S. payment to the World Bank AIDS Trust Fund. States that the Trust Fund should address, and provide assistance (including grants for measures to ensure affordable access to treatments) for, diseases related to HIV/AIDS, such as tuberculosis, as well as malaria.

Amends the Real Estate Settlement Procedures Act of 1974 to require the payment of interest (of at least 3.5 percent) to a borrower on escrow and impoundment accounts established for the payment of taxes and fire and hazard insurance premiums on property securing a federally related mortgage loan.

Great Lakes Water Protection Act - Amends the Federal Water Pollution Control Act to allow a Great Lakes State to receive an incentive grant under this Act to carry out conservation activities or a grant under the Safe Drinking Water Act to establish a State revolving loan fund only if the State does not issue any oil or gas permit or lease for drilling to extract oil or gas from land beneath the water in any of the Great Lakes. Requires the Administrator of the Environmental Protection Agency to study the environmental effects of such drilling activity and submit the results of the study to the National Academy of Sciences for review. Expresses the sense of Congress with respect to action upon receipt of the study.

Child Poverty Reduction Act -Amends part A (Temporary Assistance for Needy Families) (TANF) of title IV of the Social Security Act to: (1) make it an additional purpose of TANF to reduce poverty of families with children in the United States; and (2) require the Secretary of Health and Human Services to make child poverty reduction bonus grants to any State whose child poverty rate for a completed calendar year is less than the rate the State achieved during the preceding calendar year.

Bridges to the Cuban People Act of 2001 - Exempts from the embargo on trade with Cuba (including prohibitions under the Cuban Democracy Act of 1992 against the unloading at a U.S. port of vessels that previously entered a Cuban port to engage in trade) the export of any agricultural commodity, farm machinery or equipment, medicine, or medical device, or any travel incident to the delivery of such items. Prohibits the President from prohibiting or regulating travel to or from or within Cuba by U.S. nationals or lawful resident aliens, including specified transactions ordinarily incident to such travel, financial or otherwise. Authorizes the President to provide scholarships for Cuban nationals who seek to undertake graduate study in public health, public policy, economics, law, or other field of social science. Authorizes the President to waive certain sanctions against, and restrictions on assistance to, Cuba, including the exclusion from the United States of certain aliens who have confiscated property in Cuba of U.S. nationals or who traffic in such property, if he determines that it will promote the peaceful transition to democracy in Cuba or will further U.S. national economic interests. Prohibits the Secretary of the Treasury from limiting the amount of remittances to Cuba that any U.S. person may make. Authorizes the import into the United States of a Cuban originated medical article if the Secretary of Health and Human Services makes a determination that there is a medical need in the United States for such article that is not being met by any medicine or medical device in commercial distribution in the United States. Prohibits the use of funds to enforce unilateral sanctions on the export of goods and services intended for the exclusive use of children in Cuba.

Amends the Internal Revenue Code to permit: (1) Federal civilian and military retirees to pay Federal Employees Health Benefits Program and TRICARE supplemental premiums on a pretax basis; and (2) a deduction (available to itemizers and nonitemizers) for TRICARE supplemental premiums and enrollment fees.
