Entrepreneurial Incubators Development Act of 2001 - Directs the Secretary of Commerce to provide financial assistance, through grants, for the establishment and support of entities that provide business incubator services (services necessary for the initiation and initial sustainment of operations of a newly established business, including legal, intellectual property, and technology services and planning) for small- and medium-sized businesses.

Technology Extension Act of 2001 - Directs the Secretary of Commerce to provide financial assistance, through grants, for the establishment and support of regional centers for the commercial use of advanced technologies by small- and medium-sized businesses. Allows a regional center to use grant proceeds to: (1) assist such businesses in addressing their most critical needs for the application of the latest technology, improvement of infrastructure, and use of best business practices; and (2) transfer technologies to such businesses in the region in order to create jobs and increase production.

Homebound Clarification Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act with respect to provisions regarding conditions on payments for services and payments of claims of service providers, as amended by Federal law commonly referred to as the (Medicare, Medicaid, and SCHIP) Benefits Improvement and Protection Act (BIPA). Declares that no individual shall be disqualified from being considered confined to the home for any non-medical absence (including, as currently, any absence to attend a religious service), without regard to whether the absence is infrequent or of relatively short duration. Makes this Act effective as if included in the enactment of BIPA.

Get Arsenic Out of Our Drinking Water Act - Provides that effective on the date of enactment of this Act, the rule establishing a maximum contaminant level (MCL) and MCL Goal for arsenic in drinking water published by the Administrator of the Environmental Protection Agency on January 22, 2001, shall have the force and effect of law.

Small Business Jobs Credit Act of 2001 - Amends the Internal Revenue Code to include a "qualified small business employee" (an employee who is either hired by a qualified small business located in a development zone or who is hired by a qualified small business and who lives in such a zone) as a member of a targeted group for purposes of computing the work opportunity credit.

Hunger to Harvest Resolution: A Decade of Concern for Africa - Expresses the sense of Congress that: (1) the United States should declare "A Decade of Concern for Africa" and commit to increased levels of effective, poverty-focused development assistance to sub-Saharan Africa until significant progress is made toward reversing current levels of hunger and poverty; (2) the President should work with the heads of other advanced industrial and sub-Saharan African countries, and with United States and sub-Saharan African private voluntary and other civic organizations, to increase development assistance to sub-Saharan Africa; (3) Congress should undertake a multi-year commitment with other donors to provide the resources necessary to cut hunger by one-half in that region; (4) such funding should support both bilateral and multilateral poverty-focused development efforts; and (5) the Administrator of the United States Agency for International Development should annually submit to Congress a progress report.

Allows Federal construction services contractors or recipients of Federal financial assistance for a construction project to require every contractor or subcontractor on the construction project to agree to negotiate or become a party to a project labor agreement with one or more labor organizations, for a specific project only and under certain conditions. Defines a project labor agreement as a prehire collective bargaining agreement in the construction industry that: (1) establishes the basic terms and conditions of employment for the duration of the project; and (2) is binding upon all construction employers operating on the project site.

Sustaining Access to Vital Emergency Medical Services Act of 2001 - Amends the Public Health Service Act, as amended by the Children's Health Act of 2000, to direct the Secretary of Health and Human Services to award grants to eligible entities to enable such entities to provide for improved emergency medical services in rural areas. Amends titles XVIII (Medicare) (including part C (Medicare+Choice) of the Medicare program) and XIX (Medicaid) of the Social Security Act to establish a prudent layperson standard for emergency ambulance services under Medicare and Medicaid.

Assure Access to Mammography Act of 2001 - Amends the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000 to delay until 2003 the inclusion of payment for screening mammography in the Medicare physician fee schedule. Amends title XVIII (Medicare) of the Social Security Act to provide for a change in the payment amount for screening mammography performed in 2002 under Medicare. Provides that, for cost reporting periods between October 1, 2001, and October 1, 2006, in applying the limitations regarding the total number of full-time equivalent residents in the field of allopathic or osteopathic medicine under Medicare for a hospital, the Secretary of Health and Human Services shall not take into account a maximum of three residents in the field of radiology to the extent the hospital increases the number of radiology residents above the number of such residents for the hospital's most recent cost reporting period ending before October 1, 2001. Amends the Public Health Service Act to revise authorization of appropriations and allocation provisions with regard to interdisciplinary, community-based linkages, with changes establishing a specified authorization of appropriations for FY 2002 and a specified amount to be available for awards of grants and contracts under provisions on allied health and other disciplines. Directs the Comptroller General to study: (1) the relative value units established by the Secretary of Health and Human Services under the Medicare physician fee schedule for physicians' services that are gender-specific; and (2) adjustments to payment amounts under the prospective payment system for inpatient hospital services and for covered skilled nursing facility services that are gender-specific. Directs the Medicare Payment Advisory Commission to study the relative value units established by the Secretary under the such fee schedule for screening services that are reimbursed under it.

Deposit Insurance Funds Merger Act of 2001 - Amends the Deposit Insurance Funds Act of 1996 to: (1) declare January 1, 2002, the effective date for the merger of the Bank Insurance Fund with the Savings Association Insurance Fund; and (2) repeal the prerequisite for such merger that no insured depository institution be a savings association upon the merger date (Frist Amendment).

Governors Island Preservation Act of 2001 - Directs the Administrator of General Services to: (1) transfer the administration and management of Governors Island National Monument to the Secretary of the Interior; and (2) convey Governors Island (with the exclusion of the Monument) to New York State. Requires: (1) the Secretary to submit a management plan for the Monument within three years; and (2) the Administrator to reserve access to the Monument for the Secretary for preservation, maintenance, and public enjoyment of such Monument and for the Secretary of Transportation for the operation and maintenance of aids to navigation located on Governors Island. Requires any use of the conveyed land of Governors Island to be consistent with specified public access, preservation, and operational objectives and to be in compliance with the New York State Environmental Quality Review Act and the Governors Island Preservation and Design Manual.

Insulin-Free World Medicare Pancreas Transplantation Coverage Act of 2001 - Requires any medically necessary pancreas transplantation procedure to be a covered benefit under title XVIII (Medicare) of the Social Security Act, whether or not such procedure is done in conjunction with another organ transplantation procedure that is a covered Medicare benefit.

Directs the Secretary of Veterans Affairs to furnish one appropriate Government headstone or marker, other than for replacement, to mark the graves of veterans. (Currently, such a headstone or marker is required only for unmarked graves of veterans.) Makes such provision effective with respect to applications received by the Secretary for individuals dying on or after November 1, 1990.

Emergency Retiree Health Benefits Protection Act of 2001 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) to provide emergency protections for retiree health benefits. Prohibits group health plans from making post-retirement reductions of retiree health benefits. Requires group health plans to adopt provisions barring post-retirement reductions in retiree health benefits. Requires group health plans to restore benefits reduced after retirement. Authorizes the Secretary of Labor to waive or vary such requirements, if a plan sponsor applies for such exemption, upon finding that compliance would: (1) be adverse to the interests of plan participants in the aggregate; (2) not be administratively feasible; and (3) cause substantial business hardship to the sponsor. Establishes the Emergency Retiree Health Loan Guarantee Program and its Board. Authorizes the Program, through its Board, to guarantee loans provided by private banking and investment institutions to eligible plan sponsors to assist them in meeting obligations under this Act to restore benefits reduced after retirement. Authorizes the Secretary to assess civil penalties for violations of this Act.

Fairness in Securities Transactions Act- Amends the Securities Exchange Act of 1934 to reduce (from one three-hundredth of one percent to one five-hundredth of one percent) the transaction fees designed to recover the costs to the Government of securities markets oversight and enforcement. Replaces the fee structure for off-exchange trades of last-sale-reported securities with a fee structure for off-exchange trades of exchange-registered and last-sale-reported securities. Provides that the fees so collected shall: (1) be deposited and credited as offsetting collections to the account providing appropriations to the Securities and Exchange Commission (SEC); and (2) not be deposited and credited as general revenue of the Treasury for specified fiscal years. Sets forth requirements for pay parity for SEC employees.

Wire Transfer Fairness and Disclosure Act of 2001 - Amends the Electronic Fund Transfer Act to require a financial institution or money transmitting business initiating an international money transfer on behalf of a consumer to disclose prominently on its premises and on its forms and receipts: (1) the exchange rate used in the transaction; (2) the exchange rate prevailing at a major financial center of the pertinent foreign country as of close of business on the business day immediately preceding the transaction date; (3) all commissions and fees charged in such transaction; and (4) the exact amount of foreign currency to be received by the consumer in the foreign country. Requires such information to be: (1) included in print, broadcast, and electronic advertisements; and (2) in English and in the same language as principally used by the institution or money transmitting business to advertise, solicit, or negotiate at that office if other than English.

States that Congress: (1) supports the goals and ideas of Autism Awareness Day and Month; (2) recognizes and commends the parents and relatives of autistic children; (3) supports the goal of increasing Federal funding for aggressive research to learn the root causes of autism; (4) urges the Department of Health and Human Services to continue to press for the swift and full implementation of the Children's Health Act of 2000; (5) stresses the need to begin early intervention services for children with autism; (6) supports the goal of federally funding 40 percent of the costs of the Individuals with Disabilities Education Act to States and local school districts; (7) urges Federal, State, and local governments to allocate sufficient resources to teacher training initiatives in order to alleviate the shortage of teachers who are skilled in teaching autistic children; and (8) recognizes the importance of worker training programs that are tailored to the needs of developmentally disabled persons, including those with autism.

Medicare Early Access and Tax Credit Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to add a new part D (Purchase of Medicare Benefits by Certain Individuals Age 62-to-65 Years of Age) (Medicare buy-in) entitling to the same Medicare benefits as an individual entitled to benefits under Medicare part A (Hospital Insurance) and enrolled under Medicare part B (Supplementary Medical Insurance) an enrolled individual age 62 to 65 who: (1) would be eligible for such benefits if 65; but (2) is not eligible for benefits under a Federal health insurance program or a group health plan (other than merely through a Federal or State COBRA continuation provision) . Provides for the determination and payment of monthly premiums under the new part D program. Creates in the Treasury the Medicare Early Access Trust Fund to hold the premiums paid pursuant to this Act. Provides for oversight and accountability concerning the status of the Trust Fund. Amends SSA title XVIII to provide access to Medicare benefits to displaced workers age 55-to-62 and their spouses. Amends the Employee Retirement Income Security Act of 1974 (ERISA), the Public Health Service Act, and the Internal Revenue Code to provide for COBRA (Consolidated Omnibus Budget Reconciliation Act of 1985) continuation benefits for certain retired workers who lose retiree health coverage. Amends the Internal Revenue Code to provide an individual with a tax credit for 50 percent of certain COBRA continuation coverage premiums and Medicare buy-in premiums.

Clean Smokestacks Act of 2001 - Amends the Clean Air Act (CAA) to require the Administrator of the Environmental Protection Agency to promulgate regulations to achieve specified reductions in emissions of sulfur dioxide, nitrogen oxide, carbon dioxide, and mercury from powerplants (electric generation facilities with a nameplate capacity of 15 megawatts or more that use a combustion device to generate electricity for sale) by January 1, 2007. Requires powerplants, on the later of the date 30 years after the powerplant commenced operation or five years after this Act's enactment, to comply with the most recent new source performance standards under CAA provisions regarding air quality and emissions limitations and with specified requirements for modified sources.

Justice for United States Prisoners of War Act of 2001 - Requires any Federal court in which an action is brought against a Japanese national by a member of the U.S. armed forces seeking compensation for mistreatment or failure to pay wages in connection with labor performed in Japan for such national as a prisoner of war during World War II to: (1) apply the applicable statute of limitations of the State in which the action is pending; and (2) not construe a specified provision of the Treaty of Peace With Japan as a waiver by the United States of such claims. States that it is U.S. policy to ensure that any war claims settlement terms between Japan and any other country that are more beneficial than terms extended to the United States under the above Treaty are extended to the United States with respect to claims under this Act. Authorizes the Secretary of Veterans Affairs to secure information relating to chemical or biological tests conducted by Japan on members of the U.S. armed forces held as prisoners of war during World War II.

21st Century Higher Education Act - Amends the Higher Education Act of 196 (HEA) to revise and to extend and increase the authorization of appropriations of HEA programs, including: (1) Pell Grants; (2) Federal Trio Programs; (3) Gear Up; (4) Federal Supplemental Educational Opportunity Grants; (5) College Work-Study; and (6) Strengthening and Developing Institutions. Establishes new HEA programs, including: (1) Byrd Honors Teacher Scholarships; (2) Dual Degree Achievement; (3) Community College Opportunity; (4) College Preparation; (5) Promoting Postbaccalaureate Opportunities for Hispanic Americans; (6) Collaborative Centers of Excellence in Teacher Preparation; and (7) a demonstration program in recruiting and preparing teachers. Tribal College or University Teacher Loan Forgiveness Act - Establishes a new HEA program of specified Federal student loan repayment or cancellation for individuals who teach for up to five years in Tribal Colleges or Universities. Access to High Standards Act - Amends the Elementary and Secondary Education Act of 1965 (ESEA) to establish Advanced Placement (AP) programs of assistance grants to increase the access of low-income students to AP high school courses and AP tests to earn advanced placement and credits at institutions of higher education. Dropout Prevention Act - Establishes a new ESEA assistance grant program to address school dropout problems, including a coordinated national strategy and a national school dropout prevention initiative. NTIA Digital Network Technology Program Act - Amends the National Telecommunications and Information Administration (NTIA) Organization Act to direct the Secretary of Commerce to establish within NTIA's Technology Opportunities Program a digital network technologies program to award grants, contracts, or cooperative agreements to eligible institutions to provide educational instruction in digital network technologies. Amends the Omnibus Parks and Public Lands Management Act of 1996 to authorize the Secretary of the Interior, with respect to eligible Historically Black Colleges and Universities, to make at least 15 annual grants for buildings or structures listed on, or eligible for listing on, the National Register of Historic Places, if the grantee agrees to provide funds derived from non-Federal sources in an amount equal to 25 percent of the grant.

Equal Protection of Voting Rights Act of 2001 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to outline requirements for equal protection of voting rights in Federal elections and voting rights in State and local elections. Establishes a grant program to provide equal protection of voting rights with regard to States and localities. Creates the Commission on Voting Rights and Procedures to study and report to the President and Congress on specified issues with respect to elections for Federal, State, and local office, including alternative voting methods, ballot designs, ballot uniformity, and absentee voting, in order to develop specific recommendations of best practices in voting and election administration.

Railroad Retirement and Survivors' Improvement Act of 2001 - Amends the Railroad Retirement Act of 1974 to increase benefits to railroad employees and their beneficiaries and to revise financing of the pension part (tier II) of the railroad retirement system. Establishes a Railroad Retirement Trust Fund and a Railroad Retirement Investment Trust to manage and invest Fund assets. Abolishes the Railroad Retirement Supplemental Annuity Account and provides for transfer of its funds to the Fund. Provides for transfer to the Fund of certain portions of the Railroad Retirement Account and of Social Security Equivalent Benefit account funds. Transfers to the disbursing agent from the Dual Benefits Payments Account the amount necessary to make dual benefit payments. Requires the Railroad Retirement Board (RRB) to calculate the ratio of assets to benefits to determine annual tier II tax rates for employers, employee representatives, and employees. Amends the Internal Revenue Code to exempt the Fund from taxation. Repeals a supplemental annuity tax that railroad employers pay to finance a benefit for long-time rail employees. Provides for adjustments to railroad employers, employee representatives, and employee tier II tax rates.

Legal Immigrant Children's Health Improvement Act of 2001 - Amends titles XIX (Medicaid) and XXI (State Children's Health Insurance) (SCHIP) of the Social Security Act to grant States the option of covering certain categories of eligible women and child resident aliens under the Medicaid and SCHIP programs.

International Counter-Money Laundering and Foreign Anticorruption Act of 2001 - Authorizes the Secretary of the Treasury to require domestic financial institutions and agencies to take special measures, such as requiring record-keeping and reporting of certain transactions, identification of beneficial owners, and limitations on payable through and correspondent accounts, if the Secretary finds that a jurisdiction outside the United States, financial institutions operating abroad, or one or more classes of transactions within or involving a foreign jurisdiction is of primary money laundering concern. Immunizes from liability financial institutions and their staff making certain disclosures of possible legal violations to a government agency. Prohibits them from notifying anyone involved that the transaction has been reported. Sets penalties for violation of geographic targeting orders and record-keeping requirements. Amends: (1) the Federal Deposit Insurance Act to authorize an insured depository institution to disclose certain information concerning the possible involvement of an institution-affiliated party in potentially unlawful activity; and (2) the Annunzio-Wylie Anti-Money Laundering Act to make certain provisions of the Bank Secrecy Act applicable to it. Expresses the sense of Congress that: (1) in international deliberations, the U.S. Government should emphasize an approach that addresses governmental corruption; and (2) the United States should continue to actively and publicly support the objectives of the Financial Action Task Force on Money Laundering with regard to combating international money laundering.

FDA Tobacco Authority Amendments Act - Amends the Federal Food, Drug, and Cosmetic Act to, among other things: (1) include "nicotine in a tobacco product" in the definition of the term "drug" and to include "a tobacco product" in the definition of the term "device;" and (2) set forth provisions for tobacco products concerning special standards for such products, warnings regarding such products, and a rule of construction regarding farmers and related entities.

Student Athlete Protection Act - Amends the Federal judicial code to include as unlawful sports gambling a lottery, sweepstakes, or other betting, gambling, or wagering scheme based, directly or indirectly, on one or more: (1) competitive games in which high school or college athletes participate; (2) performances of high school or college athletes in competitive games; or (3) competitive games at the Summer or Winter Olympics.

Predatory Lending Consumer Protection Act of 2001 - Amends the Truth in Lending Act guidelines for certain credit transactions secured by the consumer's principal dwelling (high-cost mortgage). Requires additional disclosures that the consumer is contracting to pay a much higher loan than most people pay. Specifies additional prohibitions against prepayment penalties, except in certain circumstances. Prohibits all balloon payments. Prohibits the terms of a high-cost mortgage from including advance collection of a premium on a single premium basis for specified credit insurance products. Restricts the amount of points and fees which a creditor may finance in connection with a high-cost mortgage. Prohibits certain creditors from financing the prepayment fees or penalties due from the consumer. Prohibits a high-cost mortgage creditor from engaging in specified practices, including requiring arbitration or any other nonjudicial procedure as a method for resolving any controversy or claims arising from the transaction. Declares a consumer's waiver of the right of rescission ineffective if the creditor either advised, or encouraged such waiver, or required it as a precondition for a transaction. Amends the Fair Credit Reporting Act to mandate that each high-cost mortgage creditor (including the successor creditor) report the debtor's complete payment history to certain consumer reporting agencies in accordance with specified regulations.

America's Better Classroom Act of 2001 - Amends the Internal Revenue Code to establish a limited credit for qualified public school modernization bonds (qualified school construction bonds and qualified zone academy bonds). Amends the General Education Provisions Act to provide for the application of certain labor standards to projects financed under this Act. Amends the Workforce Investment Act of 1998 to establish provisions concerning employment and training activities related to the construction or reconstruction of public school facilities.

Live Performing Arts Labor Relations Amendments - Amends the National Labor Relations Act to exempt, from a prohibition against employer or labor organization boycotts, any leaders, contractors, purchasers of live entertainment or live music, promoters, producers, or persons similarly engaged or involved in an integrated production or performance of any kind in the live entertainment industry. Allows employers who hire, or contract for the services of, persons engaged in the live performing arts to make agreements covering such persons with labor organizations of which performing artists are members (provided that certain unfair labor practices are not involved), even if the majority status of such labor organization has been previously established or such agreement requires membership in such labor organization as a condition of employment. Revises definitions of: (1) employer, to include purchasers of live musical performance services regardless of whether the performer is an independent contractor, employer, or employee of another employer; and (2) employee, to include independent contractors (other than employers) engaged to perform live musical services.

Truth in Lending Modernization Act of 2001 - Amends the Consumer Credit Protection Act to: (1) apply consumer credit information and disclosure requirements to all credit and lease transactions involving real and personal property in which the total amount financed exceeds $75,000 (currently $25,000); and (2) increase the civil penalties for creditor violations of such requirements. Amends the Truth in Lending Act to: (1) deem ineffective any consumer waiver of the right to rescission of a transaction required (as a condition of the transaction), urged, or discussed by a creditor; and (2) deem unenforceable any contract provision which requires binding arbitration or any other nonjudicial procedure to resolve a dispute if it would deny the consumer any right to bring an action for any liability of the creditor. Amends the Housing and Community Development Act of 1992 to eliminate the Rule of 78s accounting method for calculating refunds of unearned interest on credit transactions consummated after September 30, 1999 (currently, September 30, 1993).

Consumer Credit Card Protection Amendments of 2001 - Amends the Consumer Credit Protection Act to require specified additional disclosures by a creditor of open-end consumer credit plans regarding: (1) minimum monthly payments; (2) Internet-based applications and solicitations for a credit card account; and (3) credit card applications or solicitations whose annual percentage rates of interest are applicable for an introductory period of less than one year ("teaser rates"). Prohibits: (1) inactivity fees if the consumer maintains an outstanding balance and is charged an attendant finance charge; (2) penalties for on-time payments; (3) fees for extensions of credit in excess of the authorized amount if such extension was made in connection with a creditor-approved transaction; (4) two-cycle billing for certain extensions of credit; and (5) any increase in interest rates or fees on canceled cards above those applicable as of the cancellation date. Sets forth application requirements for credit cards issued to underage consumers. Mandates: (1) advance notice of any interest rate increase applicable to an outstanding credit balance; (2) disclosure of interest rates and fees upon credit advances through third-party checks; and (3) specified disclosures relating to late payment deadlines and penalties. Redefines "credit card" to include specified dual-purpose or multifunction cards.

Equal Credit Enhancement and Neighborhood Protection Act of 2001- Amends the Equal Credit Opportunity Act to make it unlawful for a creditor to: (1) not provide an applicant with the most favorable credit terms it or an affiliate has available; and (2) adversely target an applicant on the basis of race, color, religion, national origin sex, age, or marital status, with respect to a high cost mortgage. Provides punitive damages for reverse redlining. Applies the provisions of such Act to preapproval requests. Amends the Home Mortgage Disclosure Act of 1975 to set forth additional disclosure requirements, including the requirement of a depository institution to identify any parent or affiliate company that makes or finances mortgage loans. Directs the Secretary of Housing and Urban Development to enforce compliance, including imposition of civil money penalties, with respect to mortgage lenders not affiliated with depository institutions. Sets forth related agency procedures, including judicial review of agency-imposed penalties. Provides for an alternative State enforcement action.

Consumer Banking Services Costs Assessment Act of 2001- Amends the Financial Institutions Reform, Recovery, and Enforcement Act of 1989 to require the Board of Governors of the Federal Reserve System to obtain and report to Congress annually on a representative sample of enumerated retail banking services and products offered by insured depository institutions and credit unions, including related fees and minimum balances, as well as electronic transactions.

Truth in Savings Enhancement Act of 2001 - Amends the Truth in Savings Act (TSA) to authorize State authorities to bring an action in a U.S. district court for injunctive relief to enforce compliance with its disclosure requirements for interest rates and fees on depository institution accounts. Amends the Omnibus Consolidated Appropriations Act, 1997 to repeal its repeal of the civil liability provisions of the TSA (thus reinstating civil liability sanctions with respect to non-compliant depository institutions). Revises the statute of limitations for civil actions against non-compliant depository institutions to allow it to run for one year from the later of the date the violation occurred (as under current law) or the date on which the customer first learned, or reasonably should have learned, based on all facts and information available to the public, of the violation.

Unsolicited Loan Check Consumer Protection Act of 2001 - Amends the Consumer Credit Protection Act to prohibit loan solicitations to consumers that are accompanied by a negotiable instrument (unsolicited loan checks), unless such solicitations are in response to a prior consumer request for an extension of credit. Declares that such consumers are not liable for the amount of any negotiable instrument sent in violation of this Act. Prohibits reporting to, or receipt by, any credit agency of information on consumer creditworthiness based upon such unsolicited loan checks.

Credit Card Predatory Practices Prevention Act of 2001 - Amends the Consumer Credit Protection Act to prohibit as unfair and deceptive specified creditor practices with respect to a credit card account under an open-end consumer credit plan, including practices involved in: (1) credit card solicitations; and (2) account administration. Provides for notice to the consumer of failure to qualify for credit, and the reasons therefor. Permits State authorities to bring an action to enjoin violations of this Act and enforce compliance.

Federal Payday Loan Consumer Protection Amendments of 2001 - Amends the Federal Deposit Insurance Act with respect to any transaction (payday loan) in which a short-term cash advance is made to a consumer in exchange for: (1) the consumer's personal check or share draft, in the amount of the advance plus a fee, where presentment or negotiation is deferred by agreement of the parties until a designated future date; or (2) a consumer's authorization to debit the consumer's transaction account, in the amount of the advance plus a fee, where such account will be debited on or after a designated future date. Prohibits an insured depository institution from making: (1) payday loans; and (2) any loan to any lender in order to either finance, refinance, or extend a payday loan. Amends the Consumer Credit Protection Act to redefine credit to include a payday loan. Amends the Truth in Lending Act to prohibit a creditor from making a payday loan if the creditor has reasonable cause to believe that: (1) the personal check or share draft received in exchange for such loan is drawn upon either an insured depository institution or insured credit union; or (2) the account debited in exchange for such loan is a transaction or share draft account at an insured depository institution or an insured credit union. Sets forth civil liabilities for violations of this Act.

Consumer Affordable Transaction Account Act of 2001 - Requires each insured depository institution to make available to consumers an "affordable transaction account" containing specified features to be prescribed jointly by the Federal banking agencies, including at least eight free withdrawals per month. Prohibits the imposition of fees upon such account holders which are discriminatory in nature. Authorizes alternative account arrangements. Requires notice of availability of affordable transaction accounts to be posted upon the premises in the same manner as the depository institution posts notice of its other account products. Mandates depository institution compliance with more stringent State law where applicable.

Consumer Automobile Lease Advertising Improvement Act of 2001 - Amends the Consumer Credit Protection Act to increase from $25,000 to $75,000 the maximum amount of a contractual obligation of a consumer lease to which the Act applies. Prescribes additional lease advertising disclosure requirements. Prescribes requirements for automobile leasing advertising.

Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to: (1) restrict the application of the windfall elimination provision to individuals whose combined monthly income from the individual's primary insurance amount under such title and the portion of the monthly periodic payment attributable to noncovered service performed after 1956 exceeds $2,000; and (2) provide for a graduated implementation of such provision by specified percentages with respect to incremental amounts above such threshold, up to 100 percent for combined amounts over $3,000.

FDA Tobacco Jurisdiction Act of 2001 - Amends the Federal Food, Drug, and Cosmetic Act (FDCA) to give the Food and Drug Administration (FDA) jurisdiction over tobacco products as drugs or devices. Declares lawful a specified Federal regulation regarding tobacco. Deems, for tobacco, an action providing appropriate protection of public health to provide a reasonable assurance of safety and effectiveness. Mandates additional restrictions on marketing, advertising, and access. Provides for model State tobacco control programs. Repeals the Federal Cigarette Labeling and Advertising Act and the Comprehensive Smokeless Tobacco Health Education Act of 1986.

Child Tobacco Use Prevention Act of 2001 - Amends the Federal Food, Drug, and Cosmetic Act to give the Food and Drug Administration jurisdiction over tobacco products as drugs or devices. Mandates additional restrictions on marketing, advertising, and access. Provides for model state tobacco control programs, and requires State compliance as a funding prerequisite. Repeals the Federal Cigarette Labeling and Advertising Act and the Comprehensive Smokeless Tobacco Health Education Act of 1986 upon the effective date of specified regulations. Sets goals for existing manufacturers to reduce their child tobacco use level and penalties for failure to reach such goals. Requires the Secretary of Health and Human Services to determine child tobacco use among minority populations. Requires the responsible entity for each public facility to adopt and implement a smoke-free environment policy meeting specified requirements. Requires funds to be made available for a national public awareness campaign to discourage tobacco use.

Prohibits any drilling activity (including any slant or directional drilling) to extract oil or gas from submerged lands in any of the Great Lakes. Authorizes the Attorney General to enforce such prohibition.
