Airport and Airway Trust Fund Protection Act of 1990 - Declares that the receipts and disbursements of the Airport and Airway Trust Fund allocable to transportation-related operations: (1) shall not be included in the totals of the Federal budget or the congressional budget; (2) shall be exempt from general budget limitations on expenditures and net lending; and (3) shall be exempt from any sequestration order under the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) and shall not be counted for purposes of calculating the Federal deficit.

Entitles any individual who is involuntarily separated from the armed forces under honorable conditions after July 1, 1990, after having served on active duty for at least six consecutive years to have five additional points added to any passing grade earned on a civil service examination if such individual is not otherwise eligible for any veterans' preference.

Expresses the sense of the House of Representatives that: (1) the President should submit the Convention for the Protection of the Natural Resources and Environment of the South Pacific Region to the Senate for ratification; (2) the Senate should give its advice and consent to ratification without delay; and (3) the United States should commit resources to support the Work Program of the South Pacific Regional Environment Program and activities to implement the Convention.

Amends the Reclamation States Drought Assistance Act of 1988 to extend: (1) through March 1, 1992, the period for completion of studies to augment, make use of, or conserve water supplies available to Federal reclamation projects and Indian water resources development; and (2) through 1991 authorized construction, management, and conservation activities to mitigate damages resulting from drought conditions. Authorizes the Secretary of the Interior to purchase water from willing sellers and to make such water available to reclamation project and nonproject water users at rates sufficient to repay the Secretary for the cost of such water. Extends through 1991 the general and contract authority of the Secretary to make available water or canal capacity at existing Federal reclamation projects to water users and others on a temporary basis to mitigate damages due to drought conditions. Requires that the cost of water made available by the Secretary to protect fish and wildlife resources, even during drought conditions, shall be nonreimbursable. Authorizes the Secretary to store and convey nonproject water utilizing Federal reclamation project facilities for purposes other than irrigation and for use outside the authorized project service area at a rate sufficient to repay the cost of storing and conveying such water. Extends through 1991 the authority of the Secretary to make emergency loans for mitigating drought damages. Authorizes the Secretary to defer without penalty the payment of any charge as the Secretary deems necessary because of financial hardship caused by drought. Provides that actions taken under such Act in response to emergency conditions shall not be subject to provisions of the National Environmental Policy Act and the Federal Paperwork Reduction Act. Extends through 1991 the emergency drought program. Increases the total amount authorized to be appropriated to carry out the Reclamation States Drought Assistance Act of 1988.

Amends provisions of the Public Health Service Act relating to alcohol and drug abuse and mental health services block grants to require that the application for an allotment to a State include a certification that the State agrees: (1) to establish procedures for testing any newborn infant of any woman determined to be abusing alcohol or any drug to determine whether the infant has fetal alcohol syndrome, physical drug dependency, or another congenital condition caused by the substance abuse; (2) to waive civil and criminal liability against a health professional who conducts such test in compliance with State procedures; and (3) if the infant has such a condition, to ensure the health and safety of the infant and provide health care to the infant and the mother.

Calls upon the President to ensure the maximum assistance of the Organization for Economic Cooperation and Development in facilitating the transition of Eastern European countries to free market democracies by: (1) creating the basic statistics for the economic and social measurement of specified key areas; (2) ensuring an effective exchange of people with experience in managing market-based economies; and (3) coordinating the advice of high-level nongovernmental experts capable of providing impartial advice on policy implementation and reform.

Expresses the sense of the Congress that States should make efforts to adopt the goals of the Victims of Crime Bill of Rights. Sets forth the Victims of Crime Bill of Rights, which includes provisions concerning: (1) treatment of victims of crime and protection from the accused during the criminal justice process; (2) advisory roles for victims in decisions involving prosecutorial discretion and the early release status of the person convicted of the crime; (3) comprehensive reform of the exclusionary rule; (4) the victim's right that the accused will be tried expeditiously and the right to be present at all proceedings related to the offense, except where the victim's testimony would be prejudiced by hearing other testimony; (5) the victim's right to information about conviction, sentencing, and imprisonment of the person who committed the crime; and (6) compensation to the victim for damage resulting from the crime.

Designates the week of June 17 through June 23, 1990, as National Week to Commemorate the Victims of the Famine in Ukraine, 1932-1933. Condemns the disregard for human rights characterized by the Soviet Union during the famine and expresses sympathy for victims of the famine. Requests the President to call attention to Soviet policies that caused the famine and have suppressed Ukrainian human rights and the expression of cultural and social heritage. Recognizes the reforms underway in the Ukraine and urges the Soviet Government to: (1) move forward toward democratization and restructuring; and (2) provide a framework for the realization of the rights and aspirations of the Ukrainian people.

Declares that it is the sense of the Congress that: (1) continued whaling and commercialization of whale meat are a violation of the International Whaling Commission moratorium; (2) the Secretary of Commerce should certify any nation for continued whaling activities rejected as scientifically invalid by the Commission; (3) the President should order an embargo on a significant quantity of fishery products from nations found to be diminishing the effectiveness of the International Whaling Convention; (4) the President should use all diplomatic tools to convince whaling nations to comply with decisions of the Commission; and (5) the President should use all diplomatic tools to encourage support of Commission member nations for a long-term solution to problems before the Commission.

Small Business Reauthorization and Amendments Act of 1990 - Amends the Small Business Act to authorize appropriations for specified programs through FY 1994. Authorizes transfers from the disaster loan revolving fund for the administrative expenses of the Small Business Administration (SBA). Modifies the pro rata share guidelines for grant recipients in the small business development center program. Revises the assistance guidelines for small business development center assistance programs. Authorizes the Administrator of Small Business (the Administrator) to make grants or enter into contracts with a State for the purpose of contracting with small businesses to plant trees on State or local government-owned lands. Authorizes appropriations. Requires the Administrator to report annually to the President and the Congress regarding the small business tree planting program. Amends the Small Business Administration Reauthorization and Amendment Act of 1988 to extend through FY 1994 the interest rate guidelines for certified development company loans. Modifies the functions of the Office of International Trade. Amends the Business Opportunity Development Reform Act to authorize the Commission on Minority Business Development to accept funds from any other Federal department or agency. Amends the Small Business Act to authorize the President to appoint an SBA Deputy Administrator. Provides guidelines under which a Federal procurement activity which does not solicit small businesses shall document its reasons to the SBA. Amends the Small Business Investment Act of 1958 to direct the SBA to develop a plan for greater outreach of procurement and export trade seminars in rural areas. Sets forth funding standards for small business concerns whose eligibility for SBA assistance is premised upon providing expanded job opportunities. Revises the guidelines for SBA loan guarantees of development company debentures held by family business interests. Sets forth criteria for State development companies' eligibility for SBA assistance.

SSI Independence Act for Disabled Americans - Amends title XVI (Supplemental Security Income) (SSI) of the Social Security Act to exclude from an SSI recipient's income in SSI eligibility and benefit determinations, contributions of clothing and other contributions, other than cash paid directly to the recipient, which are for the purchase of social services, vocational rehabilitation services, medical care, transportation, educational services, personal assistance or attendant care services, and certain services or equipment related to the quality and livability of his or her shelter. Excludes a trust created for an SSI recipient's benefit from such recipient's resources if such recipient does not have access to the trust's assets. Excludes funds or property placed in a trust for an SSI recipient's benefit from such recipient's income. Directs the Secretary of Health and Human Services to provide notices and pamphlets to SSI applicants and recipients informing them of the consequences various actions affecting their income and resources will have on their SSI and Medicaid (title XIX of the Social Security Act) eligibility. Deems SSI applicants who lost disability benefits under title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act after their trial work period to have received SSI benefits while still eligible for OASDI disability benefits and therefore qualify for participation in the SSI work incentive program (providing Medicaid and special SSI cash benefits to disabled individuals whose earnings otherwise make them ineligible for SSI and Medicaid benefits) if they meet SSI income, resource, and disability tests. Provides that reviews to determine the continuing disability of participants in the SSI work incentive program need to be conducted no more frequently than once every 12 months. Excludes spousal income in determining a disabled and working individual's eligibility for participation in the SSI work incentive program. Precludes the attainment of age 65 from serving as a basis for the termination of Medicaid eligibility under the SSI work incentive program. Requires that State supplementary cash payments to the needy include participants in the SSI work incentive program. Excludes impairment-related work expenses from the income of an individual who is eligible for SSI and OASDI disability benefits but receives only State supplementary payments. Treats royalties from the publication of an individual's work and scholarships which have not been used for education expenses as earned income.

Puerto Rico Self-Determination Act - Authorizes appropriations for grants to the Government of Puerto Rico for conducting a referendum on the following political status options: (1) independence; (2) statehood; (3) an enhanced commonwealth relationship with the United States; or (4) none of the above. Requires the Senate Committee on Energy and Natural Resources and the House Committee on Interior and Insular Affairs to draft legislation implementing the selected status. Authorizes appropriations. Sets forth procedures for consideration of legislation implementing Puerto Rico's status. Requires the enacted legislation to be submitted to the Puerto Rican people for ratification by July 7, 1992. Provides that the legislation, if approved, shall take effect on October 1, 1992. Authorizes appropriations.

Foreign Investment Analysis Act of 1990 - Amends the International Investment and Trade in Services Survey Act to direct the President to report to the Congress regarding the status of integrated business data acquired by the Bureau of Economic Analysis from the Bureau of the Census with respect to the range and scope of foreign business ownership interests in the United States. (Presently the two organizations may not share such data with one another.) Amends Federal census law to direct the Bureau of Economic Analysis and the Bureau of the Census to exchange and use data regarding foreign business ownership in the United States ("statistical establishment list information"). Sets forth confidentiality guidelines for such a data exchange and establishes criminal penalties for violations of such guidelines.

Program for Greater Stability and Support (PROGRESS) for Eastern Europe Act of 1990 - Sets forth policies on the provision of trade benefits and other assistance to eligible Eastern European countries, including prohibitions on assistance to Communist party organizations and Warsaw Pact defense and security forces. Defines an eligible Eastern European country as Poland, Hungary, Czechoslovakia, and any other Eastern European country (including Yugoslavia) that is taking steps toward: (1) political pluralism; (2) economic reform and a market economy; (3) respect for human rights; and (4) building a friendly relationship with the United States. Declares that the United States, in providing such assistance, should: (1) avoid equating the amount of funds used for assistance with success; (2) encourage and facilitate technical advice on establishing free market economies; and (3) encourage cultural and educational exchanges between U.S. and Eastern European nongovernmental organizations that are committed to democracy and free market economies. States that the President should consider property rights, business regulations, the informal sector, wage and price controls, taxation, trade policy, restrictions on investment and capital flows, the size of the state sector, and the banking sector, in determining whether such assistance should be provided. Declares that the United States should encourage U.S. companies to bid on contracts to improve Eastern Europe's infrastructure and assist companies in applying for such contracts. Amends the Internal Revenue Code to include eligible Eastern European countries within the definition of a beneficiary country for purposes of permitting tax deductions for conventions held in such countries. Increases the tax exclusion for income earned in eligible Eastern European countries. Grants duty-free treatment of products of eligible Eastern European countries that are entered, or withdrawn from warehouse for consumption, in U.S. customs territory. Makes such treatment inapplicable to any country engaging in unfair trade practices against the United States. Amends the Support for East European Democracy (SEED) Act of 1989 to make eligible Eastern European countries eligible for Export-Import Bank programs. Amends the Foreign Assistance Act of 1961 to provide that Overseas Private Investment Corporation programs shall not be prohibited in eligible Eastern European countries. Amends the SEED Act of 1989 to redesignate the SEED Information Center System as the Eastern European Business Information Center System, a central clearinghouse and data resource service for U.S. and Eastern European businesses. Requires information to be made available to local enterprises in Eastern Europe seeking trade or investment with the United States through trade information centers. Authorizes appropriations. Sets forth a matching requirement for U.S. businesses receiving such funding. Authorizes the President to provide assistance to U.S. financial institutions to assist them in capitalizing branches in eligible Eastern European countries. Limits the amount of such assistance and sets forth a matching requirement. Authorizes appropriations. Requires the Director of the U.S. Information Agency to establish a Program for East European Political Education. Provides that such Program shall provide training and experience for young Eastern European leaders with the Congress, in U.S. political campaigns, and with U.S. media and businesses, by awarding Congressional Gift of Democracy Fellowships. Sets forth a matching requirement for nongovernmental organizations chosen to award such fellowships. Limits fellowships to a four-month period. Authorizes appropriations. Directs the Administrator of the Small Business Administration to develop a management training program for business people and government officials from eligible Eastern European countries. Makes Small Business Development Center Program and Senior Corps of Retired Executives funds available to carry out this program.

Amends the General Education Provisions Act to declare that certain privacy rights shall not be construed to prohibit an institution of postsecondary education from disclosing to an alleged victim of a violent crime the results of any disciplinary proceeding conducted by such institution against the crime's alleged perpetrator.

African Elephant Preservation Act of 1990 - Amends the African Elephant Conservation Act to direct the Secretary of the Interior, if China does not withdraw its reservation under the Convention on International Trade in Endangered Species of Wild Fauna and Flora with respect to listing the African elephant as an endangered species in which trade is strictly regulated, to: (1) certify that fact to the President; and (2) notify the House Committee on Merchant Marine and Fisheries and the Senate Committee on Environment and Public Works. Deems such certification to be certification under the Fishermen's Protective Act of 1967. Requires the President, after receiving such certification, to direct the Secretary of the Treasury to prohibit the importation into the United States of fish and wildlife products from China until China has withdrawn the reservation.

Affordable Housing for Young Americans Act - Amends the Internal Revenue Code to permit penalty-free withdrawals from individual retirement plans for first-time home purchases by taxpayers, their children, or their grandchildren.

Commends the United Nations Human Rights Commission for extending the mandate of the Cuba Working Group with regard to the human rights situation in Cuba. Condemns the Government of Cuba for engaging in a consistent pattern of human rights violations and harassment of human rights activists. Calls upon the Cuban Government to: (1) honor its guarantees that individuals who testified before the Cuban Working Group would not be subject to reprisals; (2) release all human rights activists and other political prisoners; and (3) meet universally recognized standards of human rights.
