Commonwealth Scientists Immigration and Exchange Act of 1992 - Authorizes the special admission into the United States of certain scientists of the Commonwealth of Independent States (Commonwealth) as employment-based immigrants under the Immigration and Nationality Act for a four-year period. Expresses the sense of the Congress that: (1) Commonwealth scientists should be given priority consideration for U.S. international exchange programs; and (2) in making available Soviet threat reduction funds priority should be given to retraining and employing Commonwealth scientists in areas that would enhance the objectives of nonproliferation of weapons of mass destruction.

Repeals a Federal requirement which states that, after September 30, 1996, no person may receive an original appointment as a commissioned officer in the regular armed forces until such person has completed one year of active-duty service as a commissioned officer of a reserve component.

New Careers in Education Act - Directs the Secretary of Defense to establish a program to make monthly stipends available to assist certain members of the armed forces who are discharged or released from active duty with living expenses while they obtain certification as elementary or secondary school teachers. Makes eligible for such stipends members who served on active duty for at least 180 days and who: (1) have received a baccalaureate or advanced degree from an accredited State higher education institution; (2) agree to seek certification as an elementary or secondary school teacher; and (3) satisfy such other criteria as the Secretary may prescribe. Requires the member to apply for such stipend within one year after discharge or release from active duty. Requires all stipend applicants to have been released from such duty under honorable conditions. Requires information concerning such stipend availability to be included in a member's preseparation counseling. Requires the Secretary to maintain and provide to the Congress annually information on the number of stipends awarded for each year and the number of recipients successfully obtaining certification as teachers. Directs the stipend to be paid to recipients over a 12-month period. Requires a recipient to enter into a contract with the Secretary, agreeing to accept such assistance in order to obtain certification and to teach for at least two school years afterwards in a State elementary or secondary school. Requires a recipient who fails to comply with the contract to repay the United States 100 percent of the stipend amount, with specified exceptions. Forgives repayment if the recipient becomes permanently and totally disabled. Directs the Secretary to make implementation and progress reports to the Congress. Authorizes appropriations for FY 1993 through 1995.

Nuclear Reactor Licensing Act of 1992 - Amends the Atomic Energy Act of 1954 to prescribe guidelines for: (1) issuance by the Nuclear Regulatory Commission of nuclear reactor combined construction and operating licenses; and (2) post-construction hearings on such licenses. Provides for judicial review of final Commission orders affecting such licenses.

Individuals With Disabilities Transportation Assistance Act of 1992 - Amends the Rehabilitation Act of 1973 to authorize the Commissioner of the Rehabilitation Services Administration to make discretionary competition grants to public and nonprofit private organizations (including Indian tribes), and formula grants to States, for the provision of transportation service between the homes of eligible individuals with disabilities and the places where they are: (1) employed; (2) seeking employment; or (3) receiving vocational rehabilitation services. Requires States to provide certain matching funds for the formula grants. Sets forth specified grant requirements. Requires the Commissioner to submit a report to the Congress. Authorizes appropriations.

Amends Federal law to vest in the United States all right, title, and interest in and to, and the right to immediate possession of, the Gherini Ranch on Santa Cruz Island, California, with specified exceptions. Directs the United States to pay just compensation to the owners of such real property. Directs the Secretary of the Interior, in the absence of a negotiated settlement, or an action by the owner, to initiate a condemnation proceeding, seeking in a court of competent jurisdiction a determination of just compensation with respect to the taking of such real property. Requires the Secretary to prohibit any unauthorized use of Santa Cruz Island except for the removal of equipment, facilities, and personal property from it. Increases the authorization of appropriations for land acquisition for the Channel Island National Park, California.

Makes eligible for the award of the Purple Heart those persons wounded in action on or after December 7, 1941, by weapon fire while engaged in armed conflict, regardless of the origin of the weapon fire.

Expresses the sense of the Congress that, consistent with national sovereignty considerations, the position of the United States at the United Nations Conference on Environment and Development should: (1) place the highest priority on the success of the Conference by participating actively, particularly through the personal participation of the President; (2) negotiate international agreements that effectively reduce the threat of climate change and biological diversity loss; (3) propose or support an initiative on financing global environmental cooperation efforts that takes into account the additional costs of international environmental protection and the basic development goals of developing countries and increases accountability for the use of funds provided for environmental purposes; (4) seek to advance the development of a stronger international legal framework and the creation of appropriate institutional mechanisms for protecting the global environment; (5) promote public participation in environmental and development decisions at all levels; and (6) support new programs and institutions to help developing countries become more energy efficient and otherwise increase their capacity for acquiring and using technology to make their economies more environmentally sustainable, global goals of slowing deforestation of primary forests, the creation of a global action plan to raise the status of women, the development of new agreements to eliminate land-based sources of marine pollution, a process of international consultations aimed at identifying ways that poverty can be alleviated and natural resources better conserved through reduction of developing country debt burdens, the development of a reformed system of national accounting that would reflect full economic costs of environmental and resource degradation and the benefits of the sustainable use of natural resources, and programs that provide maternal and child health care, education and training especially for women, and voluntary family planning.

Amends the Tax Reform Act of 1986 to repeal the provision taxing scholarships and fellowships, and to exclude them from gross income, beginning with the 1987 tax year. Waives the statute of limitations for related refund or credit claims filed within one year of enactment of this Act.

Democracy Corps Act of 1992 - Establishes a Democracy Corps Board to carry out this Act. Requires the Board to establish a Democracy Corps composed of U.S. citizens who have expertise relevant to the development of democratic institutions and free market economies in eligible former Soviet republics and the Baltic States. Directs the Corps to: (1) recruit and train teams of Corps members and assign such teams to eligible republics to make onsite assessments of the needs of individuals and organizations for training and other assistance relevant to the development of democratic institutions and free market economies; (2) prepare reports on critical needs at the regional and local levels; (3) identify local leaders who might benefit from training programs in the United States and other democratic countries; and (4) review the effectiveness of the distribution of U.S. humanitarian assistance. Requires the teams to establish Democracy Houses in localities to assist local efforts to create democratic institutions and a market economy and to provide logistical support and information to U.S. Government agencies and nongovernmental organizations assisting in the development of democracy. Directs the Corps to disseminate the needs assessments to relevant Government agencies, the National Endowment for Democracy, and other nongovernmental organizations and foreign governments engaged in assisting the transition to democratic institutions and free market economies. Requires the Corps to seek to obtain support in the United States for those working to consolidate such transition. Permits funds made available under this Act to be used to compensate Corps members. Authorizes appropriations.

Commends and congratulates: (1) all parties to the negotiations with respect to the war in El Salvador, United Nations (UN) Secretary General Javier Perez de Cuellar, and the Salvadoran people for their persistence, commitment, and dedication to peace; and (2) the Governments of Colombia, Mexico, Spain, and Venezuela for their contributions in support of the negotiating process. Praises President Cristiani for his efforts. Encourages the Salvadoran people and all sectors of Salvadoran society to commit themselves to the process of consolidating peace, democracy, and economic and social development. Expresses the sense of the House of Representatives that the United States should commit itself to: (1) providing appropriate assistance to the Government and people of El Salvador that promotes reconstruction, reconciliation, and further strengthening of democracy and democratic institutions; (2) seeking and encouraging other members of the international community to contribute materially to such process; and (3) cooperating with UN efforts to monitor compliance with the peace agreements in El Salvador and other efforts pertaining to the UN role in post-war El Salvador.

Authorizes the Secretary of the military department concerned to donate excess military clothing, medical supplies, and sundry articles to State and local governments for distribution to homeless individuals. Directs each Secretary to conduct an annual survey of each logistical depot used under his jurisdiction to determine the types and amounts of such excess material and food likely to be available for disposal.

Expresses the sense of the House of Representatives: (1) acknowledging the cooperation of the Soviet and now Russian authorities in providing records and personal effects of Raoul Wallenberg to his family; (2) requesting that the President, through diplomatic discussions with the Government of the Russian Federation, pursue an investigation into the whereabouts and fate of Raoul Wallenberg; and (3) requesting that the results of such investigation be made public.

Emergency Benefits Flexibility Act of 1992 - Amends the Federal-State Extended Unemployment Compensation Act of 1970 (FSEUCA) to revise the eligibility requirements applicable both to extended unemployment compensation benefits under FSEUCA and to emergency unemployment compensation benefits under the Emergency Unemployment Compensation Act of 1991 (Public Law 102-164). Allows the State the flexibility of choosing more than one Federal wage eligibility standard in determining an individual's eligibility for such benefits.
