State Budget Relief Act of 2001 - Requires the Federal medical assistance percentage (FMAP) under title XIX (Medicaid) of the Social Security Act (SSA) for: (1) a State for FY 2001 to be substituted for the State's FMAP for FY 2002 if the FY 2002 FMAP would otherwise be less than the FY 2001 FMAP; and (2) each eligible State for each calendar quarter in FY 2002 to be increased by two percentage points. Mandates specified FMAP increases for States with high unemployment rates, and a specified Medicaid payment cap increase for territories. Prohibits application of the FMAP increases for a State under this Act with respect to: (1) disproportionate share hospital payments under Medicaid; and (2) payments under SSA titles IV and XXI (State Children's Health Insurance) (SCHIP).

Extends the tax benefits available under the Internal Revenue Code for services performed in a combat zone to duty performed by a member of the U.S. armed forces in the Republic of Korea from July 1 to December 31, 2000, during which such member was entitled to hardship duty pay.

Medicare Physician Payment Fairness Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to set the conversion factor (update) for payments under the Medicare physician fee schedule for 2002 at 0.9 percent less than the conversion factor for 2001. Declares that this conversion factor and a specified update adjustment factor for a year after 2002 shall be applied as if this Act had not been in effect. Directs the Medicare Payment Advisory Commission (MEDPAC) to study and report to Congress on replacing or modifying the use of the sustainable growth rate as a factor in determining the update for such payments such that the factor used more fully accounts for changes in the unit costs of providing physicians' services.

Amends the Internal Revenue Code to tax lifetime annuity payouts and similar payments of life insurance proceeds at dates later than death at capital gains rates. Excludes amounts received under an eligible deferred compensation plan or under a qualified retirement plan. Includes such gains in the calculation of the maximum rate of tax on net capital gains of noncorporate taxpayers when computing the alternative minimum tax.

Help America Vote Act of 2001 - Directs the Administrator of General Services to establish programs under which the Administrator makes payments to each eligible State or local government to: (1) replace a punch card voting system with a voting system which does not use punch cards; or (2) make technical enhancements to the performance of its punch card voting system. Establishes: (1) an independent Election Assistance Commission to serve as a national clearinghouse and resource for the compilation of information and review of procedures with respect to the administration of Federal elections; and (2) the Election Assistance Commission Standards Board and the Election Assistance Commission Board of Advisors to review any of the voluntary standards for engineering and procedural performance, for maintenance and enhancement of the accessibility and privacy of registration facilities, polling places, and voting methods, and for election management practices recommended by the Commission. Establishes the Technical Standards Development Committee to assist the Executive Director of the Commission by recommending standards to ensure the usability, accuracy, security, accessibility, and integrity of voting systems and voting equipment. Directs the Commission to: (1) provide for the testing, certification, decertification, and recertification of voting system hardware and software by accredited laboratories; (2) make payments to States for voting system improvements, grants to entities for voting equipment and technology research and development, and grants for pilot programs to try out new voting systems and equipment technologies; and (3) develop the Help America Vote College Program to encourage college students to assist State and local governments in election administration. Amends Federal law to create the Help America Vote Foundation as a nonprofit charitable corporation to mobilize secondary school students to participate in the election process in a nonpartisan manner as poll workers or assistants. Outlines minimum standards for State election systems. Sets forth provisions regarding voting rights of military members and overseas citizens. Amends Federal postal service law to replace reduced rates for voter registration purposes with reduced rates for official election mail.

Recognizes and commends the efforts of State and local governments and community, religious, and charitable organizations to support military and civilian personnel engaged in the war on terrorism. Encourages the people of the United States: (1) to support such personnel through a united effort to be known as Operation Enduring Support; and (2) as part of such Operation, to support military families, stage patriotic send-off and welcome-home rallies and parades; and volunteer and contribute financial assistance to the Red Cross, United Way, and similar organizations.

Combatting Illegal Gambling Reform and Modernization Act - Amends the Federal criminal code to revise provisions regarding interstate gambling. Increases the term of imprisonment for violations. Prohibits (with exceptions) any person engaged in a gambling business from knowingly using a communication facility for the transmission: (1) of bets or wagers, or betting information, in interstate or foreign commerce, within the special maritime and territorial jurisdiction of the United States, or to or from any place outside the jurisdiction of any nation regarding any transmission to or from the United States,; or (2) of a communication in such interstate or foreign commerce which entitles the recipient to receive money or credit as a result of bets or for information assisting in the placing of bets. Prohibits (with exceptions) any person engaged in a gambling business from knowingly accepting credit, an electronic fund transfer, a check, or the proceeds of certain other forms of financial transaction as the Secretary may prescribe in connection with the transmission of such a communication of information assisting the placing of bets. Lists exceptions, including certain: (1) transmissions of information assisting in the placing of bets (such as for use in news reporting); and (2) uses of communication facilities for the transmission of bets (e.g., where a State or Tribe has explicitly authorized such bets). Sets forth remedies for violations. Bars imposition of damages, penalties, or forfeiture against any person or entity for an act done in compliance with notice received from a law enforcement agency.

Staffing for Adequate Fire and Emergency Response Act of 2001 - SAFER Act of 2001 - Amends the Workforce Investment Act of 1998 to authorize the Secretary of Labor to make matching grants for up to 75 percent of the costs of projects to hire firefighters to eligible States, local governments, tribal organizations, or other public entities, or multi-jurisdictional or regional consortia of such entities.

Military Widows Equity Act - Repeals, as of October 1, 2002, certain provisions which require the offset of amounts paid in dependency and indemnity compensation from Survivor Benefit Plan (SBP) annuities for the surviving spouses of former military personnel who are entitled to military pay or who would be entitled to retired pay except for being under 60 years of age. Provides for the recoupment of certain amounts previously paid to SBP recipients in the form of a retired pay refund.

Medicare Regulatory, Appeals, Contracting, and Education Reform Act of 2001 - Amends part D (Miscellaneous) of title XVIII (Medicare) of the Social Security Act (SSA) with respect to: (1) timelines for publication of final regulations and compliance with substantive changes after notice; (2) timeframes for the completion of the record in the appeals process; (3) contracts with Medicare administrative contractors for determining payment amounts, making payments, and providing certain provider services; (4) coordination of funding for education of service providers; and (5) standardization of random prepayment review and recovery of overpayments from Medicare administrative contractors.

Office of Homeland Security Act of 2001 - Establishes the Office of Homeland Security within the Executive Office of the President. Requires the Director of the Office to: (1) create a national strategy for homeland security, to include all aspects of prevention and response to terrorist activities; (2) develop a national budget for homeland security; (3) review Federal activities to insure effective implementation of such strategy; (4) coordinate Federal homeland security activities to remove duplication and gaps; (5) certify Federal agency counterterrorism budgets; (6) direct development of a comprehensive national assessment of the threat to homeland security; (7) oversee interagency information sharing; and (8) establish a center within the Office to disseminate information learned from homeland security exercises. Establishes a Homeland Security Advisory Council to advise the President and Director on the creation and implementation of the national strategy, and the Director on the operation of the Office. Requires the Director to review additional legal authorities needed to prevent and respond effectively to terrorist threats, including the role of the Department of Defense and the imposition of regulations on civilian populations and private entities during a state of emergency.

Amends the Internal Revenue Code to establish a two year recovery period for depreciation of computers and other technological equipment. Reduces the recovery period from five to two years under the alternative depreciation system for certain property ( tax-exempt use property, etc.). Reduces the useful life for depreciation of computer software from 36 to 24 months. Establishes a seven year useful life for depreciation of certain auction-acquired telecommunications licences.

Airline Workers Fairness Act - Requires procedures that ensure the fair and equitable resolution of labor integration issues in certain transactions for the combination of air carriers which were pending or had been completed during the period from January 1, 2001 to September 11, 2001, and which did not result in the creation of a single air carrier by September 11, 2001. Requires specified labor protective provisions, which were imposed by the Civil Aeronautics Board in the Allegheny-Mohawk merger, to apply to covered employees of the covered air carrier, in any covered transaction that leads to the combination of crafts or classes that are subject to the Railway Labor Act. Requires the terms of a collective bargaining agreement to govern the process of seniority integration where such agreement provides for application of such labor protective provisions in such process. Provides for enforcement of this Act in Federal district courts.

Breast Cancer Research Stamp Act of 2001 - Amends Federal postal law to provide that any limitation in the Semipostal Authorization Act relating to whether more than one semipostal (a postage stamp issued by the U.S. Postal Service, at a premium, in order to help provide funding for a national public interest) may be offered for sale at the same time, shall not apply to the breast cancer research special stamps issued by the U.S. Postal Service. Extends the Service's authority to issue such stamps through July 29, 2008. Revises the differential amount of the special rate of postage for the breast cancer research stamp to not less than 15 percent of the regular first-class rate (currently, not to exceed 25 percent of first-class). Requires the special rate to be evenly divisible by five.

Clean Diamond Trade Act - Prohibits the importation of rough diamonds into the United States unless the exporting country is implementing a system of controls on the export or import of rough diamonds that: (1) meets specified requirements, consistent with United Nations General Assembly Resolution 55/56 adopted on December 1, 2000, or is functionally equivalent; or (2) meets the requirements of an international agreement which requires such controls and to which the United States is a party. Prohibits the importation of polished diamonds (including jewelry containing diamonds) into the United States unless the exporting country: (1) is implementing a system of controls on the export and import of rough diamonds, except such system shall not be required for countries that do not import rough diamonds; and (2) requires that its own imports of diamonds originate from countries that have implemented a system of controls on the export and import of rough diamonds. Provides a waiver of the requirements of this Act. Urges the President to negotiate an international agreement to eliminate trade in diamonds used to support conflict in the country or regions in which such diamonds are mined.

Social Security Fairness Act of 2001 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to repeal: (1) pension offset provisions applicable to husband's and wife's insurance benefits, widow's and widower's insurance benefits, and mother's and father's insurance benefits with respect to Old-Age and Survivors insurance benefit payments; and (2) windfall elimination provisions with respect to computation of the primary insurance amount of an individual.

Hematological Cancer Research Investment and Education Act of 2001 - Amends the Public Health Service Act to require the Director of: (1) the National Institutes of Health to expand, intensify, and coordinate programs for the conduct and support of research with respect to blood cancer, particularly with respect to leukemia, lymphoma, and multiple myeloma; (2) the Centers for Disease Control and Prevention to establish a related public information program, to be carried out in collaboration with private health organizations that have national education and patient assistance programs on blood-related cancers.

Automatic Defibrillation in Adam's Memory Act - ADAM Act - Directs the Secretary of Health and Human Services to award a grant to a health care organization to establish a national information clearinghouse to increase public access to defibrillation (PAD) in schools by providing: (1) timely information on PAD program implementation and development; (2) comprehensive program materials to establish a PAD program in schools; (3) support to cardiopulmonary resuscitation (CPR) and automatic external defibrillator (AED) training programs; (4) encouragement for community partnerships with and among public and private organizations to promote PAD in schools; (5) a database to gather information in a central location regarding sudden cardiac arrest in the pediatric population and identifying or conducting further research into the problem; and (6) assistance to communities that wish to develop screening programs for at-risk youth.

Training for Closed Captioners Act of 2001 - Directs the Secretary of Labor to provide grants to no more than 20 eligible entities (approved and accredited court reporting programs) to promote the training of students to become realtime closed captioners. Limits to $1 million the amount of a grant provided to an entity in a fiscal year.

Wage Equity Act of 2001 - Amends the Immigration and Nationality Act to include among the conditions of approval of an H-2A (visa) temporary agricultural worker petition the requirement that an employer may not be required to pay workers more than the greater of: (1) the prevailing wage for seasonal agricultural workers in the occupation in the area of intended employment; or (2) the greater of Federal or State minimum wage.

Commercial Driver's License Devolution Act of 2001 - Amends Federal transportation law to authorize an individual to operate a commercial motor vehicle solely within the borders of a State (intrastate) if such individual meets State-prescribed minimum standards for fitness for operating a commercial motor vehicle and has passed written and driving tests meeting those same standards. Requires States to test the fitness of commercial motor vehicle operators, including the passing of a written and driving test, who operate intrastate.

Combat Merchant Mariners Veterans Benefits Act of 2001 - Provides that: (1) qualifying service in the U.S. merchant marine during a period of war for a total period equal to at least 12 months shall be considered active duty in determining eligibility for veterans' benefits; and (2) such service may be verified by entries in a continuous discharge book, a certificate of discharge to merchant seamen, a certificate of substantially continuous service, or other documentation available from the Secretary of Transportation or the head of any other Federal agency.

Melanie Stokes Postpartum Depression Research and Care Act - Directs the Secretary of Health and Human Services, acting through the Director of NIH and the Director of the National Institute of Mental Health, to expand and intensify research and related activities of the Institute with respect to postpartum depression and postpartum psychosis. Authorizes appropriations. Directs the Secretary of Health and Human Services to make grants to provide for projects for the establishment, operation, and coordination of effective and cost-efficient systems for the delivery of essential services to individuals with postpartum depression or postpartum psychosis and their families. Authorizes appropriations.

National Electricity and Environmental Technology Research and Development Act - Directs the Secretary of Energy to: (1) perform an assessment that establishes cost and performance goals with respect to technologies that would permit the continued cost-competitive use of coal for electricity generation, as chemical feedstocks, and as transportation fuel in 2007, 2015, and 2020; (2) biennially transmit to Congress the results of a study to identify technologies capable of achieving specified cost and performance goals; and (3) carry out under specified Federal law a program of research on and development, demonstration, and commercial application of coal-based technologies. Directs the Secretary to establish a clean coal power commercial applications initiative to demonstrate commercial applications of advanced coal-based technologies for new or existing power plants, including coproduction plants. Provides for financial assistance to initiative projects.

Renewable Fuels for Energy Security Act of 2001 - Mandates that motor vehicle fuel introduced into commerce in calendar year 2002 and beyond be composed of specified percentages of renewable fuel. Prescribes procedural guidelines for: (1) adjustments to such percentages if the Secretary of Energy determines that an inadequate domestic supply or distribution capacity exists; and (2) a renewable fuel credit program. Empowers the Secretary to impose civil penalties and bring a civil action in Federal district court for non-compliance with this Act.

National Disaster Medical System Act - Amends the Public Health Service Act to establish within the Office of Public Health and Science an Office to be known as the Office of Emergency Preparedness. Directs the Secretary of Health and Human Services to coordinate the activities of the Department of Health and Human Services with respect to planning for and responding to public health emergencies that burden the response capacity of State and local governments sufficient to require the assistance of the Federal Government in responding to the emergencies. Establishes the National Medical Disaster System. Requires such system to be a coordinated effort by Federal agencies working in collaboration with States. Requires such system to provide health services, health-related social services, other appropriate human services, and appropriate auxiliary services to respond to the needs of victims of a declared public health emergency. Provides for the appointment of temporary personnel for the purpose of assisting the Office of Emergency Preparedness and the National Medical Disaster System.

Tax Empowerment and Relief for Farmers and Fishermen (TERFF) Act - Amends the Internal Revenue Code to allow an eligible commercial farmer or commercial fisherman a deduction (up to 20 percent of taxable income attributable to such business) for the amount paid in cash into a Farm, Fishing, and Ranch Risk Management Account. Amends the Code and title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to exclude net earnings from a lease agreement (currently, an arrangement) from income with respect to farmland. Treats conservation reserve program payments as real estate rentals for self-employment earnings purposes. Exempt certain small issue agriculture bonds from the State volume cap. Sets forth a rule for determining the allowable deduction for a charitable contribution of food inventory. Extends income averaging to income from the trade or business of catching, taking, or harvesting fish intended to enter commerce through sale, barter, or trade. Disregards income averaging for farmers and commercial fishermen in computing the regular alternative minimum tax. Declares, with respect to the treatment of S corporations and to the tax exemption for farmers' cooperatives, that cooperative marketing includes the value-added processing of the products of cooperative members and other producers through animals that is by: (1) feeding such products to cattle, hogs, fish, chickens, or other animals; and then (2) selling the resulting animals or animal products. Authorizes a U.S. district court to issue a declaratory judgment relating to the initial or continuing qualification of a farmers' cooperative as tax-exempt. Provides, with respect to the small ethanol producer credit, for: (1) authorizing credit allocation among a cooperative's patrons; (2) increasing the gallon capacity for eligible producers; (3) making the credit a non-passive income credit; and (4) removing the credit from the alcohol fuel credit gross income inclusion.

Mandates creation of a Federal risk pool for qualifying advanced clean coal technology. Treats such tax credits as refundable overpayments (excessive credits) with respect to specified organizations and governmental units.
