This bill amends the Land and Water Conservation Fund Act of 1965 to make permanent the authorization for the Land and Water Conservation Fund. No less than 1.5% of the annual authorized funding amount or $10 million, whichever is greater, shall be used for projects that secure recreational public access to existing federal public land for hunting, fishing, and other recreational purposes.

Working to Integrate Networks Guaranteeing Member Access Now Act or the WINGMAN Act This bill directs the Department of Veterans Affairs (VA) to provide each veteran who submits a claim for VA benefits with an opportunity to permit a covered congressional employee in the office of the veteran's Member of Congress to have read-only access to all of the veteran's records in the Veterans Benefits Administration databases. A Member may designate up to two such covered congressional employees. A covered congressional employee may not be recognized as an agent or attorney with respect to veterans' benefit claims. Funds under this bill may not be used to design or administer any training for covered congressional employees. The bill makes funds available for FY2018 through FY2021 for such congressional employee access program.

Seniors Have Eyes, Ears, and Teeth Act of 2017 This bill amends title XVIII (Medicare) of the Social Security Act to expand Medicare coverage to include eyeglasses, hearing aids, and dental care.

Military Spouse Job Continuity Act of 201 7 This bill amends the Internal Revenue Code to allow the spouse of a member of the Armed Forces (military spouse) who moves with such member to another state under a permanent change of station order a tax credit for up to $500 of qualified relicensing costs incurred by such spouse. The bill defines "qualified relicensing costs" as costs for a state license or certification to engage in the profession that such military spouse engaged in while residing in the former state.

Fairness for High-Skilled Immigrants Act of 2017 This bill amends the Immigration and Nationality Act to: (1) eliminate the per-country numerical limitation for employment-based immigrants, and (2) increase the per-country numerical limitation for family-based immigrants from 7% to 15% of the total number of family-sponsored visas. The Chinese Student Protection Act of 1992 is amended to eliminate the provision requiring the reduction of annual Chinese immigrant visas to offset status adjustments under such Act. The bill establishes a transition period during which a percentage of employment-based second and third preference (EB-2 and EB-3) immigrant visas are reserved as follows: for FY2017, 15% of such visas are allotted to natives of countries other than the two countries with the largest aggregate numbers of natives obtaining such visas in FY2011; for FY2018, 10% of such visas are allotted in each category to natives of countries other than the two with the largest aggregate numbers of natives obtaining such visas in FY2012; and for FY2019, 10% of such visas are allotted in each category to natives of countries other than the two with the largest aggregate numbers of natives obtaining such visas in FY2015. During the transition period, not more than 25% of the total number of the reserved EB-2 and EB-3 visas shall be allotted to natives of a single country. For FY2015-FY2017, not more than 85% of the unreserved EB-2 and EB-3 visas shall be allotted to natives of a single country. Amendments made by this bill shall apply beginning in FY2017.

Honoring our Heroes Act This bill permits, where there is no living immediate next of kin of a deceased member of the Armed Forces, a covered relative to request the one-time free replacement of certain military decorations of such deceased member. "Covered relative" means a relative of a deceased recipient of a military decoration who is: (1) not the immediate next of kin; and (2) related within the fourth degree of consanguinity to the deceased recipient, or a more distant relative if determined appropriate.

Veteran Suicide Prevention Act This bill directs the Department of Veterans Affairs (VA) to complete a publicly available review of the deaths of all covered veterans who died by suicide during the preceding five-year period. Such review shall include: the total number of veterans who died by suicide during the five-year period; a summary that includes age, gender, and race; a list of the medications prescribed to, and found in the systems of, such veterans at the time of their deaths, and a summary of medical diagnoses by VA physicians which led to the prescribing of such medications; the number of instances in which the veteran was concurrently on multiple medications prescribed by VA physicians; the percentage of veterans who were not taking any medication prescribed by a VA physician; the percentage of veterans with combat experience or trauma; Veterans Health Administration facilities with markedly high prescription and patient suicide rates; a description of VA policies governing the prescribing of medications; and recommendations to improve the safety and well-being of veterans. "Covered veteran" means any veteran who received VA hospital care or medical services during the five-year period preceding the veteran's death.

Stop Subsidizing Multimillion Dollar Corporate Bonuses Act This bill amends the Internal Revenue Code, with respect to the $1 million limitation on the deductibility of employee compensation, to: (1) extend such limitation to any individual who is a current or former officer, director, or employee of a publicly-held corporation; (2) eliminate the exemption from such limitation for compensation payable on a commission basis or upon the attainment of a performance goal; and (3) make such limitation applicable to all publicly-held corporations that are required by the Securities and Exchange Commission to register securities and provide periodic reports to their investors.

Credit Union Residential Loan Parity Act This bill amends the Federal Credit Union Act to allow a credit union to extend a member business loan with respect to a one- to four-family dwelling, regardless of whether the dwelling is the member's primary residence. Under current law, a member business loan may be extended with respect to such a dwelling only if it is the member's primary residence.

Presidential Conflicts of Interest Act of 2017 This bill requires the President and Vice President to submit to Congress and the Office of Government Ethics a disclosure of financial interests. Among the contents of such disclosure, the President and Vice President shall: (1) include a detailed description of each financial interest of the President and Vice President, the spouse of the President and Vice President, or a minor child of the President and Vice President; and (2) include the tax returns filed by or on behalf of the President and Vice President for the three most recent taxable years. The President, the Vice President, the spouse of the President or Vice President, and any minor child of the President or Vice President must divest any financial interest posing a potential conflict of interest by transferring such interest to a qualified blind trust. Within a reasonable period of time after such financial interest is transferred to a qualified blind trust, the trustee of such trust shall: (1) sell the financial interest; and (2) use the proceeds from the sale of the financial interest to purchase conflict-free holdings. The Office of Government Ethics shall submit to Congress, the President, and the Vice President an annual report regarding the financial interests of such officials, their spouses, and any of their minor children. The Attorney General, the attorney general of any state, or any person aggrieved by a violation of divestiture requirements posing a potential conflict of interest may seek declaratory or injunctive relief if: (1) the Office of Government Ethics is unable to issue a report indicating whether the President or Vice President is in substantial compliance with such divestiture requirements; or (2) there is probable cause to believe the President or the Vice President has not complied with such requirements. The bill amends the federal criminal code to require the recusal of presidential appointees from decisions affecting the financial holdings of a President or the spouse of a President. Prohibitions pertaining to contracts entered into by Members of Congress are extended to contracts by the President or Vice President. The bill amends the Ethics in Government Act of 1978 to require the disclosure of tax returns by the incumbent President and presidential nominees of a major political party for the three most recent taxable years. The bill declares the sense of Congress that a violation of the divestiture requirements of this bill or the Ethics in Government in Government Act of 1978 by the President or the Vice President would constitute a high crime or misdemeanor.

Shareholder Protection Act of 2017 This bill amends the Securities Exchange Act of 1934 to require shareholder authorization with respect to certain political expenditures by an issuer. A violation of this requirement shall be considered a breach of fiduciary duty, and the officers and directors who authorized the expenditure shall be subject to joint and several liability. The Securities and Exchange Commission must direct the national securities exchanges and associations to prohibit the listing of any equity security of an issuer whose corporate bylaws do not require a board vote with respect to political expenditures in excess of $50,000. An issuer must, within 48 hours, make publicly available the individual votes of each board member with respect to such expenditures. The bill establishes various reporting requirements.

Protecting Our Democracy Act This bill establishes in the legislative branch the National Commission on Foreign Interference in the 2016 Election to examine any attempts or activities by the Russian government or other governments, persons or entities associated with such governments, or persons or entities within Russia to use electronic means to influence, interfere with, or sow distrust in elections for public office held in the United States in 2016.

Condemns the Dog Meat Festival in Yulin, China, because it: (1) is a spectacle of extreme animal cruelty, (2) is a commercial activity not grounded in Chinese history, (3) is opposed by a majority of the Chinese people, and (4) threatens global public health. Urges: the government of China and the Yulin authorities to ban the killing and eating of dogs as part of Yulin's festival and to enforce China's food safety laws regulating the processing and sale of animal products and the 2011 Agriculture Ministry of China Regulation on the Quarantine of Dogs at the Place of Origin requiring one certificate for one dog on trans-provincial transport trucks, and the National People's Congress of China to enact an animal anticruelty law that bans the dog meat trade. Affirms the commitment of the United States to the protection of animals and to the progress of animal protection.

Blue Water Navy Vietnam Veterans Act of 2017 This bill includes as part of the Republic of Vietnam its territorial seas for purposes of the presumption of service connection for diseases associated with exposure by veterans to certain herbicide agents while in Vietnam.

Protecting Patient Access to Emergency Medications Act of 2017 This bill amends the Controlled Substances Act to direct the Drug Enforcement Administration (DEA) to register an emergency medical services (EMS) agency to administer controlled substances if the agency submits an application demonstrating that it is authorized to conduct such activity in the state in which the agency practices. The DEA may deny an application if it determines that the registration is inconsistent with the public interest. An EMS agency may obtain a single registration in each state instead of a separate registration for each location. A registered EMS agency may deliver, store, and receive controlled substances, subject to specified conditions. An EMS professional of a registered EMS agency may administer controlled substances in schedules II, III, IV, or V outside the physical presence of a medical director if such administration is authorized under state law and pursuant to a standing or verbal order, subject to specified conditions. The bill specifies that a hospital-based EMS agency (i.e., an EMS agency owned or operated by a hospital) may continue to administer controlled substances under the hospital's DEA registration.

Presidential Tax Transparency Act This bill amends the Ethics in Government Act of 1978 to require the President and certain candidates for President to disclose federal income tax returns for the three most recent taxable years in reports filed with either the Office of Government Ethics (OGE) or the Federal Election Commission (FEC), in the case of a candidate. The OGE or the FEC must make the disclosed tax returns publicly available after making appropriate redactions. If the income tax returns are not disclosed as required by this bill, the OGE or the FEC must request the returns from the Internal Revenue Service (IRS). The bill amends the Internal Revenue Code to require the IRS, upon receiving a written request from the FEC or the OGE, to provide any income tax return that is required to be disclosed under this bill. The bill also establishes civil and criminal penalties for failing to file or falsifying income tax returns that are required to be disclosed pursuant to this bill.

Victims of Agent Orange Relief Act of 2017 This bill directs the Department of State shall provide assistance: (1) to address the health care needs of covered individuals, (2) to institutions in Vietnam that provide health care to such individuals, (3) to repair and rebuild substandard homes in Vietnam for covered individuals and their families, and (4) to remediate geographic areas of Vietnam that contain high levels of Agent Orange. A "covered individual" is defined as an individual who is a Vietnam resident and who: (1) is affected by health issues related to Agent Orange exposure which took place between January 1, 1961, and May 7, 1975; (2) lives or had lived in or near geographic areas in Vietnam that continue to contain high levels of Agent Orange; or (3) is the child or descendant of such an individual and is affected by such health issues. State and the Department of Veterans Affairs (VA) shall provide assistance to support research relating to health issues of individuals affected by Agent Orange. The Department of Health and Human Services shall: (1) make grants to appropriate public health organizations and Vietnamese-American organizations to conduct a broad health assessment of Vietnamese-Americans who may have been exposed to Agent Orange and their children or descendants; and (2) establish centers in U.S. locations where large populations of Vietnamese-Americans reside to provide assessment, counseling, and treatment for conditions related to Agent Orange exposure. The bill amends veterans benefits provisions to provide benefits to the children of male (currently only female) Vietnam veterans who are affected by certain birth defects. The VA shall require any health care provider with whom the VA enters into a contract for the provision of health care to such children to provide the VA access to the medical records of such children for research into the intergenerational effects of Agent Orange exposure.

Medicare Prescription Drug Price Negotiation Act of 2017 This bill amends title XVIII (Medicare) of the Social Security Act to require the Centers for Medicare & Medicaid Services (CMS) to negotiate with pharmaceutical companies regarding prices for drugs covered under the Medicare prescription drug benefit. Current law prohibits CMS from doing so.

Declares that in the absence of such actions or specific authorization by Congress, Congress regards dealings that Donald Trump, as President, may have through his companies with foreign governments or entities owned or controlled by foreign governments to be potential violations of such clause.

Safe Freight Act of 2017 This bill prohibits the operation of a freight train or light locomotive engine used in the movement of freight unless it has a crew of at least two individuals, one of whom is certified by the Federal Railroad Administration as a locomotive operator and the other as a train conductor.

Summer Meals Act of 201 7 This bill amends the Richard B. Russell National School Lunch Act to redefine "areas in which poor economic conditions exist," where the summer food service program for children may operate, as areas in which at least 40% (currently, 50%) of the children have been determined to be eligible for free or reduced price school meals under the school lunch and breakfast programs. The bill reimburses service institutions (other than school food authorities) for up to one meal and one snack per child each day during after-school hours, weekends, and school holidays during the regular school calendar. (Currently, such institutions are reimbursed for meals and snacks served to children over the summer months or to children who are on vacation under a continuous school calendar.) The Department of Agriculture may award competitive grants to service institutions to increase participation in the summer food service program for children at congregate feeding sites through innovative approaches to limited transportation and mobile meal trucks. Service institutions that are participating in the summer food service program for children may serve up to three meals, or two meals and one snack, during each day of operation. (Currently, this option is reserved for camps and service institutions that serve meals primarily to migrant children.)

Safeguard American Food Exports Act of 2017 This bill amends the Federal Food, Drug, and Cosmetic Act to deem equine (horses and other members of the equidae family) parts to be an unsafe food additive or animal drug. The bill prohibits the knowing sale or transport of equines or equine parts for human consumption.

Honoring Our WWII Merchant Mariners Act of 2017 This bill establishes in the Treasury the Merchant Mariner Equity Compensation Fund from which the Department of Veterans Affairs (VA) is to make one payment of $25,000 to each individual who, between December 7, 1941, and December 31, 1946, was a documented member of the U.S. merchant marine (including the Army Transport Service and the Naval Transport Service) serving as a crewmember of a vessel that was operated in U.S. waters by the War Shipping Administration or the Office of Defense Transportation and under contract to, or the property of, the United States. Such individuals must: (1) apply for such benefit within one year after the enactment of this Act, and (2) not have received benefits under the Servicemen's Readjustment Act of 1944. The VA shall include, in annual budget documents submitted to Congress, detailed information on the Fund's operation.

Middle Class Health Benefits Tax Repeal Act of 2017 This bill amends the Internal Revenue Code to repeal, beginning with taxable years beginning after December 31, 2017, the excise tax on employer-sponsored health care coverage for which there is an excess benefit (high-cost plans).

Encourage New Legalized Immigrants to Start Training Act or the ENLIST Act This bill authorizes the enlistment in the Armed Forces of aliens unlawfully present in the United States on December 31, 2012, who: (1) have been continuously present in the United States since such date; (2) were younger than 15 years of age when they initially entered the United States; and (3) are otherwise eligible for original enlistment in a regular component of the Army, Navy, Air Force, Marine Corps, or Coast Guard. The Department of Homeland Security shall adjust the status of an alien enlisted under such authority to the status of an alien lawfully admitted for permanent residence under provisions of the Immigration and Nationality Act applicable to aliens who entered the United States prior to January 1, 1972. The bill rescinds such lawful permanent resident status if the alien is separated from the Armed Forces under other than honorable conditions before serving the term of enlistment.

Building Efficiently Act of 2016 This bill amends the Internal Revenue Code to expand the new energy efficient home tax credit to allow, in lieu of the existing credit, a credit for 3.3% of the cost of constructing a new energy efficient home that is a qualified energy efficient residential rental property. An energy efficient residential rental property must be certified as being constructed, reconstructed, or retrofitted under a plan designed to reduce energy and power consumption of the building by at least 40% compared to: (1) the baseline annual energy and power consumption of the building in the case of a retrofit made to an existing building, or (2) a reference building which meets the minimum requirements of the International Energy Conservation Code 2004 in any other case. The bill also eliminates the basis reduction requirements for low-income housing properties receiving: (1) the new energy efficient home credit, (2) the energy efficient commercial buildings deduction, or (3) the credit for investments in energy property.

Presidential Accountability Act This bill amends the federal criminal code to make it a crime for the President or Vice President to personally and substantially participate in official matters that affect their financial interests, unless the financial interests are held in a blind trust or the President or Vice President discloses the financial interests and receives an exemption. It imposes criminal penalties—a prison term, a fine, or both—on a President or Vice President who commits the offense. It also authorizes civil penalties and injunctions. Additionally, a violation constitutes a high crime and misdemeanor (i.e., grounds for impeachment) under Article II, Section 4 of the U.S. Constitution. Finally, the bill prohibits the President or Vice President from entering into contracts with the U.S. government.

Fostering Stable Housing Opportunities Act of 2016 This bill amends the United States Housing Act of 1937 to include within the definition of "families" a child who is in foster care and has attained an age such that the provision of foster care for such child will end by reason of the age of the child within six months. Preference is given, subject to certain terms and conditions, for public housing occupancy and section 8 housing assistance under such Act to certain otherwise eligible children who are aging out of foster care and are at-risk for homelessness. The bill amends the Housing Act of 1949 to give preference for rural rental assistance to certain otherwise eligible children who are aging out of foster care and are at-risk of homelessness.

Apollo I Memorial Act This bill directs the Department of the Army to construct in Arlington National Cemetery a memorial marker in honor of the three crew members of the mission that became known as the Apollo I mission who died during a launch rehearsal test on January 27, 1967, at the Kennedy Space Center.

USA Retirement Funds Act This bill amends the Employee Retirement Income Security Act of 1974 (ERISA) to require employers who do not already offer specified retirement plans to provide tax-exempt retirement funds (USA Retirement Fund arrangements) to their employees. The bill includes exemptions for certain small or new employers, governments, and churches. Employees may elect to contribute to the funds using payroll deductions (or other periodic direct deposits) or to receive payments directly in cash. Unless employees opt out of a fund or elect a different contribution amount, they are automatically enrolled to make contributions that begin with 3% of annual compensation in 2017 and eventually increase to 6% after 2019. The Department of Labor must review and select retirement plans that qualify for the funds. The bill establishes a board of trustees to administer the funds and a commission to advise Labor regarding the funds. An employee may not contribute more than $15,000 per year to a fund. Employers may contribute up to $5,000 per year on behalf of an employee. The limits must be adjusted annually for inflation. The funds must pay benefits to employees in the form of an annuity, in accordance with specified requirements. The bill establishes limits on withdrawals and transfers from the funds. It also establishes civil and criminal penalties to enforce the requirements for the funds and prevent fraud. The funds are tax-exempt, and the bill specifies requirements for the tax treatment of contributions, rollover contributions, and distributions. The bill also specifies reporting and disclosure requirements for the funds.

Supporting, Employing, and Recognizing Veterans in Communities Everywhere Act or the SERVICE Act TITLE I--ACCOUNTABILITY This bill establishes in the Department of Veterans Affairs (VA) the Office of Accountability and Whistleblower Protection and expands VA whistleblower protections. The VA may remove and suspend (without pay) employees based on performance or misconduct that threatens the health and safety of veterans. The VA: (1) shall reduce the federal annuity of an individual removed from the VA Senior Executive Service (SES) who is convicted of a felony that influenced his or her performance; (2) may reduce the federal annuity of an individual who was convicted of such a felony and was subject to removal or transfer from the SES but who left the VA before final action was taken; and (3) may recoup awards, bonus, or relocation expenses paid to a VA employee who has committed an act of fraud, waste, or malfeasance. TITLE II--HEALTH CARE The VA may enter into contracts or agreements with eligible providers to furnish hospital care and medical services to electing, eligible veterans, which include veterans who are unable to schedule an appointment with a VA health care provider within a specified time frame or who do not reside within 40 miles of a VA medical facility. Such provisions may be referred to as the Veterans Choice Program. VA emergency treatment reimbursement in non-VA facilities shall include reimbursement for urgent care. The bill: (1) expands and makes permanent the VA childcare program for beneficiaries,and (2) provides for adoption assistance for certain disabled veterans. The caregiver support program is terminated on October 1, 2020. The bill: (1) authorizes the transfer of entitlement to Post 9/11 education assistance to family members by veterans who are retired for a physical disability or who are seriously injured veterans in need of family caregiver services, without regard to length-of-service requirements; (2) expands the family caregiver program; (3) establishes the Office of Health Care Quality in the Veterans Health Administration; and (4) revises physician recruitment and retention provisions. The VA shall: (1) report annually, through 2020, on disability claims based on a mental health condition alleged to have been incurred or aggravated by military sexual trauma; (2) establish a pilot program for veterans with chronic pain issues, including those veterans who are dependent on opioids; and (3) establish a center of excellence for the treatment of burn pit and other environmental exposures. TITLE III--EDUCATION The bill increases oversight of schools eligible to receive veterans benefits and increases counseling and access to information for student veterans. The VA shall establish: (1) an interagency working group to share information on education programs that employ deceptive or misleading practices, and (2) the Grow Our Own Directive (G.O.O.D.) pilot program to provide educational assistance to certain former members of the Armed Forces for education and training as VA physician assistants. If, as a result of a permanent school closure, a veteran is forced to discontinue a course, did not receive credit, or lost training time toward completion of the education program, VA educational assistance payments shall not be: (1) charged against the individual's entitlement to educational assistance, or (2) counted against the aggregate assistance period. Certain reserves active duty time shall be considered for purposes of Post-9/11 educational assistance eligibility. TITLE IV--DISABILITY COMPENSATION AND PENSION The bill amends the disability benefits appeals process. The definition of "spouse" is amended for purposes of veterans' benefits to require the VA to recognize a marriage based on the law of the state where the marriage occurred. A marriage that occurs outside a state shall be recognized if such marriage is lawful in the place where it occurs and could have been entered into under the laws of any state. The bill allows the receipt of both military retired pay and veterans' disability compensation with respect to any service-connected disability. The bill extends for two years: (1) the VA presumption of service connection for diseases associated with exposure to certain herbicides, including Agent Orange, with respect to specified veterans who served in Vietnam; and (2) VA authority to enter into an agreement with the National Academy of Sciences to evaluate evidence regarding associations between diseases and exposure to dioxin and other chemical compounds in herbicides, including herbicides used in military operations in the Vietnam and each disease suspected to be associated with such exposure. TITLE V--HOUSING AND HOMELESSNESS VA homeless veterans reintegration programs are extended. The VA shall begin a three-year pilot program to assess the feasibility of awarding grants to eligible entities to purchase and renovate abandoned homes for homeless veterans. The bill establishes the Veterans Homelessness Grant Fund. TITLE VI--EMPLOYMENT AND TRAINING The Department of Defense (DOD) may carry out a pilot program to enhance DOD efforts to provide job placement assistance and related employment services directly to members of the National Guard and Reserves and veterans of the Armed Forces. The VA may, in awarding a contract or task order for the procurement of goods or services, give preference to offerors based on the percentage of their full-time employees who are veterans. The Department of of Labor shall carry out a five-year pilot program to award grants to manufacturing employers and labor-management organizations that provide eligible veterans with training, apprenticeships, and certification. TITLE VII--CONSTRUCTION AND LEASES No funds may be appropriated for any major medical facility lease unless the Committees on Veterans' Affairs of the Senate and House of Representatives adopt resolutions approving the lease. The VA shall: (1) enter into partnership agreements with appropriate non-federal entities for major construction projects, and (2) carry out a pilot program to accept the donation of medical facilities and related property. The VA may carry out: (1) certain leases at the Department of Veterans Affairs West Los Angeles Campus in Los Angeles, California; and (2) a major medical facility lease for an outpatient clinic in Oxnard, California. TITLE VIII--OTHER MATTERS The Department of Homeland Security shall: (1) establish a program to permit eligible deported noncitizen veterans to enter the United States as, and to permit eligible noncitizen veterans in the United States to adjust their status to that of, a noncitizen lawfully admitted for permanent residence; and (2) cancel the removal of eligible noncitizen veterans and allow them to similarly adjust their status. Each military department shall ensure that its oral historians review the circumstances surrounding members of the Armed Forces who were discharged between World War II and September 2011 because of their sexual orientation. Certain service performed before July 1, 1946, in the organized military forces of the Philippines and the Philippine Scouts is deemed to be active military service for VA benefits purposes.

Offshore Wind Incentives for New Development Act or the Offshore WIND Act This bill amends the Internal Revenue Code to expand the tax credit for investment in energy property to include a qualified offshore wind property until January 1, 2026. Under the bill, a qualified offshore wind property is an offshore facility that uses wind to produce electricity, excluding certain small wind energy property which uses a small wind turbine to generate electricity.

Mark Takai Atomic Veterans Healthcare Parity Act This bill includes veterans who participated in the cleanup of Enewetak Atoll in the Marshall Islands between January 1, 1977, and December 31, 1980, as radiation exposed veterans for purposes of the Department of Veterans Affairs presumption of service-connection for specified cancers.

Strengthening Social Security Act of 2016 This bill amends the Internal Revenue Code to prescribe special rules for the determination of taxable wages and self-employment income above the contribution and benefit base after 2016. Title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act (SSAct) is amended to: (1) increase from 90% to 95% over five years the first bend point factor used in determining the primary OASDI insurance amount; and (2) include surplus average indexed monthly earnings in the determination of such amounts. The Bureau of Labor Statistics of the Department of Labor shall prepare and publish the Consumer Price Index for Elderly Consumers (CPI-EC) that indicates changes over time in expenditures for consumption which are typical for individuals in the United States who have attained early retirement age for purposes of an old-age, wife's, or husband's insurance benefit. The bill amends the SSAct to make the CPI-EC the applicable Consumer Price Index for computation of cost-of-living increases in OASDI benefits for such individuals. The bill revises OASDI benefits for a widow or widower to provide benefits at a level equal to at least 75% of the amount received prior to the death of a spouse. The bill prevents any decrease in the benefit level of supplemental security income recipients resulting from any increase in other social security benefits in this bill.

United States-Israel Advanced Research Partnership Act of 2016 This bill amends the Homeland Security Act of 2002 and the United States-Israel Strategic Partnership Act of 2014 to allow the Department of Homeland Security (DHS), in coordination with the Department of State, to enter cooperative programs with Israel to enhance capabilities in cybersecurity through: the international cooperation program established by DHS's Under Secretary for Science and Technology to enter into cooperative research activities with foreign partner governments that are allies in the global war on terrorism, and the Homeland Security Advanced Research Projects Agency (HSARPA). The pilot project designation is removed from the HSARPA's cooperative research programs with Israel for border, maritime, and aviation security; explosives detection; and emergency services.

Community Counterterrorism Preparedness Act This bill amends the Homeland Security Act of 2002 to require the Department of Homeland Security (DHS) to carry out a grant program for emergency response providers to prevent, prepare for, and respond to the most likely terrorist attack scenarios, including active shooters against major metropolitan areas. Emergency response providers and jurisdictions that are currently receiving, or that previously received, funding under the Urban Area Security Initiative may apply for such a grant. Recipients may use grants to conduct training and exercises consistent with preventing, preparing for, and responding to such scenarios. DHS shall make funds provided under this bill available for use by a grant recipient for a period of at least 24 months.

Transition to Independence Act of 2016 This bill directs the Department of Health and Human Services to establish a demonstration program over five fiscal years, beginning with FY2018, under which a Medicaid Buy-In State meeting certain criteria may receive bonus payments for: meeting specific measurable benchmarks in expanding individual integrated employment and reducing subminimum wage work, congregate setting work, or facility-based day habilitation placements for working-age individuals with a disability receiving Medicaid-funded home or community-based services; and taking other actions conducive to expanding employment opportunities for individuals with disabilities within the state.

Disability Community Act of 2016 This bill amends title XIX (Medicaid) of the Social Security Act to temporarily establish a higher federal matching rate with respect to Medicaid expenditures for certain services furnished to individuals with developmental disabilities if such expenditures are attributable to compliance with specified regulations. In the case of a state Medicaid program that does not require the use of an electronic visit verification system for personal care services and home health services, the federal matching rate for medical assistance expended on such services shall be incrementally reduced.

United States-Israel Cybersecurity Cooperation Enhancement Act of 2016 This bill requires the Department of Homeland Security (DHS) to establish a grant program to support cybersecurity research and development, and the demonstration and commercialization of cybersecurity technology, in accordance with the Agreement between the Government of the United States of America and the Government of the State of Israel on Cooperation in Science and Technology for Homeland Security Matters, dated May 29, 2008. To be eligible for a grant, a project must be a joint venture between: (1) for-profit, nonprofit, or academic entities (including U.S. national laboratories) in the United States and Israel; or (2) the governments of the United States and Israel.
