Chip Security Act This bill requires covered integrated circuit products (e.g., advanced computing chips) to incorporate certain security mechanisms. Specifically, the bill directs the Department of Commerce to require any covered integrated circuit product to have chip security mechanisms that implement location verification before the product is exported, reexported, or in-country transferred to or in a foreign country. Commerce must require any person that has received a license or other authorization under the Export Control Reform Act of 2018 to export, reexport, or in-country transfer a covered product to promptly report to Commerce's Bureau of Industry and Security if the person obtains credible information that the product has been diverted away from its intended location or has been subjected to tampering. Additionally, Commerce must conduct an assessment and report to Congress on whether additional chip security mechanisms should be adopted. If Commerce determines additional security measures are necessary, then Commerce must require any covered product to include the secondary chip security mechanisms before the product is exported, reexported, or in-country transferred to or in a foreign country. The bill authorizes Commerce to take certain enforcement actions, such as verifying the ownership and location of a covered product that has been exported, reexported, or in-country transferred to or in a foreign country. Commerce must, within two years of the bill's enactment and annually thereafter for three years, assess new chip security mechanisms and report to Congress.

The analysis must include an estimate of the costs and the change in federal revenue as a result of the legislation, a comparison of the current and previous estimates of the costs and change in revenue, and any applicable updates to the estimates. The bill also requires CBO to submit reports to Congress that explain any discrepancy between the actual and estimated costs and change in revenue that is greater than or equal to 10%.

This resolution supports preserving the stepped-up basis of certain inherited assets (such as land, equipment, or buildings), opposes any efforts to impose new taxes on family farms or small businesses, and recognizes the importance of generational transfers of farm and family-owned businesses. As background, the basis for federal tax purposes of certain inherited assets is reset (or stepped up) from the original cost basis to the fair market value of the asset on the date of the previous owner’s death. Thus, any gain or loss on the subsequent sale of an inherited asset generally is calculated based on the asset’s stepped-up basis (and not the original cost basis).

ESA Amendments Act of 2025 This bill reauthorizes through FY2031 the Endangered Species Act and generally narrows protections provided under the act. The bill directs the Fish and Wildlife Service and the National Marine Fisheries Service to submit a National Listing Work Plan that establishes a five-year schedule and plan for addressing listing of endangered or threatened species and designation of critical habitats for such species. Under the plan, the bill gives the Services flexibility on the timing of acting on listing petitions and eliminates the requirement for the Services to act within 12 months on listing petitions. The bill limits what land may be designated as critical habitat for an endangered or threatened species. It also limits protections provided to threatened species and allows a state to regulate the recovery of such species if the Services determine the state's proposed recovery strategy would conserve the species. The bill provides statutory authority for Conservation Benefit Agreements, which allow private landowners to voluntarily enter agreements to reduce threats to candidate species in exchange for being allowed to continue their operations if the species is later listed. The bill also modifies the permitting process for certain other voluntary conservation agreements, including by exempting incidental take permits (e.g., permits to harm or kill a species) from environmental review requirements. The bill also makes a variety of other changes to the act, including limiting consultation requirements, judicial review, and awards for attorneys’ fees in certain cases.

Streamlining Program Efficiency and Expanding Deployment for BEAD Act or the SPEED for BEAD Act This bill makes certain changes to the Broadband, Equity, Access, and Deployment (BEAD) Program, including by expanding the broadband technologies that may qualify for funding and prohibiting states from regulating broadband rates in connection with the program. (The BEAD Program is administered by the National Telecommunications and Information Administration (NTIA) and provides funding to eligible entities for broadband deployment, connectivity, mapping, and adoption projects. Eligible entities include U.S. states, territories, and the District of Columbia.) Specifically, the bill establishes that projects using any broadband technology (e.g., satellite, fixed wireless, or fiber) may qualify for funding, provided the technology meets specified performance criteria. (Original BEAD rules established a preference for fiber projects.) The bill also explicitly prohibits eligible entities from regulating, setting, or otherwise mandating pursuant to the BEAD Program (1) rates charged for broadband service, or (2) methodologies used to calculate such rates. The prohibition includes rate regulation carried out in conjunction with the existing requirement that subgrantees offer at least one low-cost broadband service option to certain subscribers. Further, the bill prohibits the NTIA and eligible entities from establishing or enforcing conditions, preferences, or other requirements related to collective bargaining and labor agreements; climate change; diversity, equity, and inclusion; and other topics. The bill also modifies the purposes for which the funds may be used and the treatment of unused funds. Finally, the bill replaces the term Equity in the program’s name with Expansion .

(Under the Clean Air Act, states must submit SIPs to comply with the National Ambient Air Quality Standards. This ANR was included in Ohio’s SIP.)

Protecting American Agriculture from Foreign Adversaries Act of 2025 This bill makes changes to the Committee on Foreign Investment in the United States (CFIUS), including by requiring CFIUS to determine whether a national security review is necessary for reportable agricultural land transactions that are referred by the Department of Agriculture (USDA). (CFIUS oversees the national security risks of certain foreign investment in the United States. CFIUS has the authority to review covered transactions, which include mergers, acquisitions, and takeovers that could result in foreign control of a U.S. business; certain investments in businesses involved in critical technologies, critical infrastructure, or sensitive personal data; and certain real estate transactions.) Specifically, the bill directs CFIUS to, after receiving notification from USDA, determine (1) whether a reportable agricultural land transaction is a covered transaction, and (2) whether CFIUS should initiate a national security review or take another action with respect to the transaction. Reportable agricultural land transaction means a transaction (1) that USDA has reason to believe is a covered transaction; (2) that involves the acquisition of an interest in agricultural land by a foreign person of China, North Korea, Russia, or Iran; and (3) with respect to which a foreign person is required to submit a report to USDA regarding their agricultural land transactions. The bill also expands the membership of CFIUS to include the Secretary of Agriculture for covered transactions that involve agricultural land, agricultural biotechnology, or the agriculture industry (e.g., agricultural transportation, storage, and processing).

Fair Access to Banking Act This bill places restrictions on certain banks, credit unions, and payment card networks if they refuse to do business with a person who complies with the law. Restrictions include prohibiting the use of electronic funds transfer systems and lending programs, termination of an institution's depository insurance, and specified civil penalties. Banks and other specified financial institutions are allowed to deny financial services to a person only if the denial is justified by a documented failure of that person to meet quantitative, impartial, risk-based standards established in advance by the institution. This justification may not be based upon reputational risks to the institution. The bill establishes the right for a person to bring a civil action for a violation of this bill.
