Reforming and Enhancing Sustainable Updates to Laboratory Testing Services Act of 2025 or the RESULTS Act This bill requires the use of particular data from the private sector to inform Medicare payment rates for certain widely available laboratory tests. Specifically, the Centers for Medicare & Medicaid Services (CMS) must contract with an entity that maintains a database of claims data for clinical diagnostic laboratory tests that (1) are not advanced diagnostic tests, and (2) were furnished by more than 100 providers and suppliers of such services over a specified six-month period (i.e., widely available tests). The database must meet specified requirements, such as having data that is representative of the entire country and from more than 50 private payors and claims administrators. The contracted entity must be a nonprofit entity that is not affiliated with any government agency, any insurance issuer or provider, or any other organization in the health care sector. Beginning January 1, 2028, the CMS must use the information obtained from the database to inform Medicare payment rates for these widely available laboratory tests. The bill additionally specifies processes for determining payment rates for laboratory tests that are not advanced diagnostic tests, are not widely available, and lack adequate claims data. The CMS must use certain existing processes to set appropriate rates. The bill also delays scheduled payment reductions for laboratory tests until 2028 and allows for judicial and administrative review of payment rates.

Pay Our Border Patrol and Customs Agents Act This bill provides FY2026 appropriations for the salaries and expenses of certain U.S. Customs and Border Protection (CBP) employees who are required to work during a lapse in appropriations (i.e., government shutdown) in FY2026. Specifically, the bill provides appropriations to CBP for the salaries and expenses of agents of the U.S. Border Patrol and officers of the Office of Field Operations who are excepted from furlough (i.e., required to work) during a lapse in discretionary appropriations in FY2026.

Heroes Earned Affordable Lifts Act or the HEAL Act This bill modifies the administration of the Department of Veteran Affairs (VA) beneficiary travel benefit available to individuals traveling for vocational rehabilitation, required counseling, or for examination, treatment, or care. The bill increases the mileage reimbursement rate for beneficiary travel to or from VA facilities in connection with vocational rehabilitation, required counseling, or for the purpose of examination, treatment or care. Specifically, the bill raises the rate from 41.5 cents per mile to the rate for a privately owned automobile when no government vehicle is available (currently 70 cents per mile). The bill prohibits the VA from requiring a deductible for beneficiary travel for examination, treatment, or care. The bill also provides that veterans service organizations and veterans service agencies that provide transportation for examinations, treatment, or care to veterans may be allowed expenses of travel upon the same basis as such veteran beneficiaries.

Bipartisan Premium Tax Credit Extension Act This bill extends for one year, through 2026, temporary changes enacted by the American Rescue Plan Act of 2021 (ARPA) and the Inflation Reduction Act of 2022 (IRA) that generally expand eligibility for and increase the amount of the premium tax credit. Currently, eligible taxpayers may be able to claim the premium tax credit, which applies toward the cost of obtaining health insurance through health insurance exchanges. To be eligible for the premium tax credit, a taxpayer’s household income must meet or exceed 100% of the federal poverty level (FPL) and, after 2025, may not exceed 400% of the FPL (maximum income limit). For 2021-2025, the ARPA and IRA eliminated the maximum income limit, which generally expands eligibility for the premium tax credit. Further, under current law, the amount of the premium tax credit is (1) generally the plan premium (conditions apply), minus (2) the taxpayer’s household income multiplied by the applicable percentage. The applicable percentage is a specific percentage that varies depending on which of six income ranges (adjusted for inflation after 2025) the taxpayer’s household income falls within. For 2021-2025, the ARPA and IRA lowered the applicable percentages and eliminated the adjustment of the applicable percentages for inflation, which generally increases the amount of the premium tax credit. The bill extends for one year, through 2026, the elimination of the 400% maximum income limit, the lower applicable percentages, and the elimination of the inflation adjustment for the applicable percentages.

Stem Cell Therapeutic and Research Reauthorization Act of 2025 This bill reauthorizes through FY2031 and revises programs that help patients receive transplants of bone marrow or umbilical cord blood from biologically unrelated donors. These programs are administered by the Health Resources and Services Administration (HRSA). The bill reauthorizes the C.W. Bill Young Cell Transplantation Program. This program supports transplantation of bone marrow and cord blood by increasing the quantities of donations, providing processes for matching and distributing donated materials to patients, and providing related information and research. Also, the bill reauthorizes and revises the National Cord Blood Inventory program, through which HRSA contracts with qualified cord blood banks to collect and maintain a supply of high-quality units for transplantation through the C.W. Bill Young Cell Transplantation Program. The bill amends the inventory program by (1) changing the inventory goal from 150,000 units to a sufficient supply as determined by HRSA, (2) requiring HRSA to manage the size and composition of the inventory to maximize clinical utility and efficiency, and (3) defining high quality cord blood unit to mean a unit meeting current industry standards and the requirements of the Food and Drug Administration.

Prevent Government Shutdowns Act of 2025 This bill provides continuing appropriations to prevent a government shutdown if the appropriations bills for a fiscal year have not been enacted before the fiscal year begins and continuing appropriations are not in effect. Specifically, the bill provides appropriations at the rate of operations that was provided for the prior fiscal year to continue programs, projects, and activities that were funded in the preceding fiscal year. The bill also limits official travel, congressional recesses or adjournments, and the consideration of legislation that is unrelated to appropriations after the beginning of a fiscal year if the appropriations process has not been completed.

Joe Fiandra Access to Home Infusion Act of 2025 This bill provides for Medicare coverage of certain home infusion drugs that are administered by health care professionals at a beneficiary’s home. Specifically, the bill provides for coverage of external infusion pumps and associated home infusion drugs for which (1) the prescription requires that the drug be administered by or under the supervision of a health care professional, (2) a qualified home infusion therapy supplier administers or supervises the administration of the drug at the beneficiary's home, and (3) the prescription requires that the drug be infused at least 12 times per year in a manner that requires the use of an external infusion pump.

Safe Air on Airplanes Act This bill directs the Federal Aviation Administration (FAA) to update regulations to phase out and prohibit bleed air systems in certain types of aircraft. In general, a bleed air system uses compressed air that is taken from an aircraft engine that is upstream of the combustion chamber and provides pressurized air for the aircraft’s environmental control system (e.g., ventilation). Under the bill, the FAA must prohibit new turbine and turboprop aircraft designs from using bleed air systems, require (beginning seven years after the bill’s enactment) that any bleed air system in a newly manufactured aircraft is fitted with a filter (i.e., a device that removes gaseous and particulate components of oil fumes), and provide for a phaseout (over a 30-year period) of the use of bleed air systems in existing turbine and turboprop aircraft designs.

Food Date Labeling Act of 2025 This bill establishes uniform requirements for quality and discard date phrases (e.g., best by and use by ) placed voluntarily on food labels. Specifically, if a food is labeled with a quality date (i.e., the date after which the quality of the item may deteriorate), the label must include the phrase BEST If Used By or the abbreviation BB . Similarly, if a food is labeled with a discard date (i.e., the date after which the item should not be consumed), the label must include the phrase USE By or the abbreviation UB . Abbreviations may be used only if an item’s packaging is too small to fit the full phrase. Quality and discard dates must be written in a single, easy-to-read font and placed in a prominent location on an item’s label or package. The phrase or freeze by may be added after a quality or discard date phrase where appropriate. The Department of Health and Human Services (HHS) and the Department of Agriculture (USDA) must promulgate regulations to carry out these provisions and ensure that the uniform phrases are standardized across all food products. HHS and USDA may specify alternative quality and discard date phrases through regulations. The bill specifies that no state or local government may enforce a requirement related to quality and discard date phrases that differs from the requirements of the bill. The bill does not apply to infant formula, which is subject to separate labeling requirements under current law.

Connected Maternal Online Monitoring Act or the Connected MOM Act This bill requires the Centers for Medicare & Medicaid Services to report, and provide resources for states, on coverage of remote physiologic devices and related services (e.g., blood glucose monitors) under Medicaid, so as to improve maternal and child health outcomes for pregnant and postpartum women.

Giving Reservists A Valiant Eternity Act or the GRAVE Act This bill expands eligibility for government headstones or markers provided by the Department of Veterans Affairs to certain members of the reserve components of the Armed Forces. Specifically, the bill expands eligibility to a member or former member of a reserve component who is not eligible for veteran status solely by reason of not meeting the minimum active-duty service requirements. Under current law, such benefit is only available to reservists who at the time of their death were eligible for retirement pay or who would have been eligible for retirement pay but for the fact they were under 60 years of age.
