Safer Response Act of 2025 This bill reauthorizes through FY2030 and expands grants to government entities to provide first responders with opioid overdose reversal drugs (e.g., naloxone) and related training. The grant program is administered by the Substance Abuse and Mental Health Services Administration. The bill expands the program to include treatment and training for overdoses from other drugs besides opioids (current law limits the program to addressing opioid overdoses). Also, the bill expands the program to more generally include treatments with drugs or devices that are legally marketed under applicable law (current law limits the program to drugs or devices that are officially approved or cleared by the Food and Drug Administration).

Optimizing Postpartum Outcomes Act of 2025 This bill requires (1) the Centers for Medicare & Medicaid Services to issue guidance to support coverage of prenatal and postpartum pelvic health services under Medicaid and the Children's Health Insurance Program (CHIP), (2) the Government Accountability Office to study gaps in Medicaid coverage of these and other services for postpartum women, and (3) the Centers for Disease Control and Prevention to educate health professionals and postpartum women on pelvic health services.

CBP Canine Home Kenneling Pilot Act This bill requires the Office of Field Operations within U.S. Customs and Border Protection to establish a canine home kenneling pilot program. In home kenneling programs, canines used for law enforcement purposes are housed and cared for at the residences of their assigned handlers.

Enhancing Science, Treatment, and Upkeep of America’s Resilient and Important Estuarine Systems Act or the ESTUARIES Act This bill reauthorizes through FY2031 grants provided under the National Estuary Program to protect and restore estuaries of national significance. Estuaries are coastal waterbodies where freshwater from rivers and streams mixes with the ocean’s saltwater. Under the existing program, the Environmental Protection Agency provides grants for (1) developing and implementing comprehensive conservation and management plans for estuaries of national significance, and (2) addressing issues that threaten the ecological and economic well-being of such estuaries. The existing program provides grants to states, regional water pollution control agencies and entities, state coastal zone management agencies, interstate agencies, other public or nonprofit private agencies, institutions, organizations, and individuals.

Protecting Private Job Creators Act This bill provides statutory authority for an exemption from specified disclosure requirements applicable to fixed-income securities (e.g., corporate bonds or a certificate of deposit). Under current securities regulations, brokers and dealers are generally prohibited from publishing securities quotations (i.e., the sale price) in over-the-counter (i.e., not on a national exchange) markets unless they have certain information about the securities issuer in their records. The Securities and Exchange Commission issued a series of orders (with the latest order issued in November 2024) granting an exemption to this rule to fixed-income securities that comply with specified safe-harbor rules. The bill provides statutory authority for this exemption.

Providing Emotional Assistance with Relief and Love Act or the PEARL Act This bill requires U.S. Customs and Border Protection (CBP) to establish a pilot program to adopt dogs from local animal shelters to be trained as support dogs for CBP’s Support Canine Program. Support dogs are used for grief assistance, trauma mitigation, and morale.

Bipartisan Background Checks Act of 2025 This bill establishes new background check requirements for firearm transfers between private parties (i.e., unlicensed individuals). Specifically, it prohibits a firearm transfer between private parties unless a licensed gun dealer, manufacturer, or importer first takes possession of the firearm to conduct a background check. The prohibition does not apply to certain firearm transfers or exchanges, such as a gift between spouses.

Expanding Access for Online Veteran Students Act This bill increases the monthly housing stipend available under the Post-9/11 Educational Assistance Program for individuals who pursue programs of education solely through distance learning on more than a half-time basis.

Supporting Healthy Mothers and Infants Act of 2025 This bill modifies the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) to add requirements for supporting individuals impacted by a substance use disorder. Specifically, the bill requires the Department of Agriculture to collaborate with the Department of Health and Human Services (HHS) to develop and disseminate nutrition education materials for individuals impacted by a substance use disorder, including materials for infants impacted by prenatal substance exposure and neonatal abstinence syndrome; conduct outreach to individuals who are potentially eligible for the WIC program and who are impacted by such a disorder; and make available to states through an online clearinghouse any nutrition education and training materials related to nutrition for individuals impacted by a substance use disorder or neonatal abstinence syndrome. In addition, the nutrition education materials developed in collaboration with HHS must be included in (1) Center for Substance Abuse Prevention-developed education materials, and (2) HHS guidance on improving care for infants with neonatal abstinence syndrome and their families. Under current law, the WIC program includes certain education related to drug abuse. This bill replaces references to drug abuse with substance use disorder.

Indo-Pacific Treaty Organization Act This bill requires the President to establish a task force to (1) analyze the conduct of China and North Korea, as well as the security situation in the Indo-Pacific; and (2) determine whether a collective security agreement between the United States and Indo-Pacific allies and partners could serve as an effective deterrent to further aggression. The Department of State shall report to Congress on the analysis and any recommendations of the task force.

Financial Stability Oversight Council Improvement Act of 2025 This bill requires the Financial Stability Oversight Council, prior to determining that a U.S. nonbank financial company shall be supervised by the Federal Reserve Board and therefore subject to certain prudential standards, to first determine that certain alternative actions would not mitigate the threat the company may pose to U.S. financial stability.

Improving Interagency Coordination for Pipeline Reviews Act This bill expedites the environmental review of certain natural gas pipeline projects or liquefied natural gas (LNG) import or export terminals for authorizations under the Natural Gas Act. Specifically, the bill makes the Federal Energy Regulatory Commission (FERC) the only lead agency for the purpose of coordinating the environmental review of such projects under the National Environmental Policy Act of 1969 (NEPA). Thus, agencies involved in the environmental review process must defer to FERC's approved scope for a NEPA review. FERC must invite certain federal, state, local, or tribal governmental agencies to participate in the review process for an authorization and designate the applicable governments as participating agencies by deadlines established by the bill. In addition, FERC must consult with the Transportation Security Administration regarding various pipeline security measures. The bill prohibits FERC from establishing a deadline for authorizing a project that is more than 90 days after the completion of the NEPA review. It also requires concurrent reviews when multiple federal or state agencies are involved. Applicants for projects do not have to obtain a water quality certification from states under Section 401 of the Clean Water Act. FERC must coordinate its NEPA review with states where a potential discharge into navigable waters may occur. If a federal or state agency requires an applicant for a pipeline authorization to submit data, the agency must consider any such data gathered by aerial or other remote means that is submitted.

Digital Asset Market Clarity Act of 2025 or the CLARITY Act of 2025 This bill establishes a regulatory framework for digital commodities, defined by the bill as digital assets that rely upon a blockchain for their value. The Commodity Futures Trading Commission must generally regulate digital commodities transactions, including digital commodity exchanges, brokers, and dealers. To qualify for trade on an exchange (1) a digital commodity’s blockchain must be mature, or on a blockchain system that has achieved decentralized control as defined by the bill; or (2) the issuer of the digital commodity must file certain reports. The bill establishes requirements for trade monitoring, recordkeeping, and the commingling of customer assets. The bill exempts digital commodities on mature blockchains (and digital commodities on blockchains expected to mature within certain timeframes) from Securities and Exchange Commission (SEC) registration requirements if annual sales fall under a certain amount and other requirements are met. The bill provides the SEC with jurisdiction over digital commodity activities and transactions engaged in by certain brokers and dealers on alternative trading systems and by national securities exchanges. Digital commodity exchanges, brokers, and dealers are subject to the Bank Secrecy Act for anti-money laundering and related purposes. The bill also sets forth requirements for alternative trading systems, previously issued digital commodities, and provisional registration until the bill is implemented. Veterans Exposed to Toxic PFAS Act or the VET PFAS Act This bill provides eligibility for Department of Veterans Affairs (VA) hospital care and medical services to veterans and their family members (including those in utero) who have specified conditions and resided at a military installation where individuals were exposed to perfluoroalkyl and polyfluoroalkyl substances, commonly known as PFAS. PFAS are man-made and may have adverse human health effects. Hospital care and medical services may not be furnished for a condition that is found to have resulted from a cause other than the exposure to PFAS at a military installation. The VA may provide reimbursement for hospital care or medical services provided to a family member only after the family member or provider has exhausted all claims and remedies otherwise available for payment of such care. For disability compensation purposes, the bill establishes a presumption of service-connection for specified conditions in veterans who served at a military installation at which individuals were exposed to PFAS. Under a presumption of service-connection, specific conditions diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits and disability compensation may then be awarded.
